Introduction

This volume contains the three presentations delivered on the occasion of the 52nd Anciens' Annual Conference and Seminar held on 23 September 2005 at the NATO Defense College in Rome. The seminar was dedicated to the subject of "Security Strategies"—especially those of the United States, the European Union, and of course the 1999 NATO Strategic Concept. One major issue examined at the seminar was the impact that the evolution of the first two strategies may have on the Alliance's current strategic concept.

The three speakers, Prof. Dr. Robert Art (Brandeis University), Dr Gustav Lindstrom (EU Institute for Security Studies) and Dr Karl- Heinz Kamp (Konrad Adenauer Foundation), delivered tough-thought provoking lectures to the nearly 300 participants of the conference that sparked off an animated debate.

The Academic Research Branch of the NATO Defense College, responsible for the academic part of the event, has decided to publish all three lectures in its Occasional Paper Series since considered to be worthwhile reading and discussing.

This Occasional Paper is the second one which focuses on Security Strategies and shows the commitment and interest of the NATO Defense College in this subject and its will to also deal with it in the future.
