Summary

At the request of the Air Force Space Command and the National Aeronautics and Space Administration (NASA), the National Academy of Public Administration (Academy) reviewed contractor performance of the Joint Base Operations and Support Contract (J-BOSC), which carries out base operations and support functions for the Kennedy Space Center (KSC) and the 45th Space Wing (45 SW) in Florida.

The Academy was asked to review the success of the J-BOSC contractor in meeting five objectives. The objectives were to:

  • Ensure safety for the public and the on-site workforce.
  • Enhance customer service to provide quality and responsiveness.
  • Reduce the cost of doing business for the Air Force and NASA.
  • Provide flexibility to respond to new requirements and unplanned events.
  • Provide common support practices and systems.
