Security Sector Reform: an Opportunity for the Euro-Atlantic Integration of Romania

Abstract

From the countries of Central and Eastern Europe, Romania had one of the most complex heritages of security structure becoming famous under the name of SECURITATE.

It was known and feared in the country and abroad for its extensive activities, blamed for its role as political police, watching on the activities of Romanian dissidents and "unfriendly" Romanian Diaspora.

In the moment of December 1989, Securitate played a controversial role, officially the head of services Iulian Vlad asking to the Securitate units not to go in the streets and to obey strictly and firmly to the orders of the new authorities. Unofficially, the population was still afraid about the possible role in the case of omnipresent but eventually undiscovered "terrorists".
