Abstract
This report summarises the conference “NATO Nuclear Non-Proliferation Policies in a Changing Threat Environment” convened in , Oslo, 12 May 2003. The conference was co-organised by the Fourth Freedom Forum, the Norwegian Atlantic Committee, and the Norwegian Institute of International Affairs. It was co-sponsored by the Norwegian Ministry of Foreign Affairs, the Norwegian Ministry of Defence and the Ploughshares Foundation.
Experts from governments and non-governmental organisations in NATO member nations attended. The conference was conducted under “Chatham House Rules”, which allow those speaking in an official capacity to present their views more freely. In observance of those rules this proceedings will provide a general overview of the conference output, without attributing comments to any individual participant. Outlines of the speaker presentations will, however, be presented, as will the dinner speech by Marit Nybakk, Chairperson, Standing Committee on Defence, given on 11 May.
