Abstract

I am very glad this book is now appearing in Russia. It has been written by the Russian authors specially for all those who live in this country and for those who want to live in a State answerable to its citizens. The ideas expressed in this book lie beyond any political pressure or constraint. They reflect the fundamental process of the new budgetary system formation of Russia as a federate state.
