Abstract
This is an historical study of binational centers, one of the most successful elements of U.S. cultural programs overseas. It provides a way of reflecting upon and reconsidering perennial issues involving cultural programs and the effective conduct of U.S. foreign
A binational center (BNC) is a private, non-profit, non-sectarian, non-partisan cultural institution established in a host country 1 for the express purpose of promoting mutual understanding and intellectual cooperation among the people of the host nation and the United States. A BNC engages in a wide variety of cultural activities, with culture defined in broad terms to include diverse areas of human endeavor. As such, a BNC seeks to represent the highest expression of the values, character, idiosyncrasies, and way of life of a nation as demonstrated in its language, literature, and history; its achievements in science, technology, and the arts; and its socioeconomic and political traditions.
