Security Sector Governance Status Report and Needs Assessment on Timor Leste

Abstract

The DCAF Security Sector Governance Status Report and Needs Assessment on Timor- Leste was planned and implemented on the initiative and on behalf of the Foreign Minister of Switzerland Madame Micheline Calmy-Rey.

The writer visited Timor-Leste on a ten-day research trip in the second half of August 2003. Thanks to the competent and generous assistance of both Geneva and locally based representatives of international and non-governmental organizations interviews with the main exponents of both security sector governance in Timor-Leste and the international and non-governmental organizations involved in building and facilitating such Security Sector Governance could start almost immediately, confirming the picture of a very comprehensive and committed Security Sector Governance institution building effort which has led in most aspects to very encouraging results. It would, however, be mistaken to assume that such institutions could be left to themselves in the very near future without at least a strong international monitoring element.
