Subregional Relations in the Southern Tier: Prospects for Development

Abstract

The Institute for EastWest Studies (IEWS) is currently running a one year project (July 1997- July 1998) project entitled 'Security and Integration in Eurasia's New Boundary Zones: The Role of Sub-Regional Relations'. This is an extension of a project entitled 'Multi-Layered Integration: The Sub-Regional Dimension' which the IEWS ran from May 1996 - May 1997 in which the contribution to European security and stability of six Central and Eastern European sub-regional groupings was explored (The Barents Euro-Arctic Council, the Council of Baltic Sea States, the Visegrad Group, the Central European Free Trade Area, the Central European Initiative and the Black Sea Economic Cooperation). A book summarizing the project's findings - including detailed case studies of each organization and chapters on the contribution of sub-regional cooperation to European security; the relationship between sub-regional cooperation and the larger European organizations; and emerging sub-regional cooperation processes - is about to be published. The project is supported throughout by the Carnegie Corporation of New York.
