Police and Gendarmerie Reform in Belgium: from Force to Service

Abstract
It is for me, as a representative of the Gendarmerie, the Belgian federal police, a great honour to be invited as a speaker for this seminar. I sincerely hope that by explaining to you some of the best applications of our police service, I can give you some ideas, which may help you to improve the policing process and the public safety in your country.
Even though our police service systems are different, we tend to police similar communities. I can probably assume that in general our problems are similar and so may be our solutions. In part one of my lecture, I will sketch the concept of community policing. In part two I would like to explain what the conditions are for the organisation. In the final part I will tell you how we managed the changing process in the Belgian Gendarmerie.
