Chilean Foreign Policy: Exceptionality or Continuity? A review of "profound forces" and tendencies

Abstract
El presente trabajo explora los rasgos identitarios y las denominadas fuerzas profundas que, como señala J. B. Duroselle, contribuyen a modelar la conducta externa de los Estados, aplicando esos enfoques a la política exterior de Chile. Han sido consideradas las constantes de relevancia en el accionar internacional de ese país, las cuales contienen un fuerte elemento identitario y, a la vez, se indican algunas tendencias que parecen perfilar una nueva identidad. Las fuerzas profundas detectadas son: la estabilidad institucional y los procesos políticos democráticos (exceptuando, particularmente, la dictadura de Pinochet), el presidencialismo, la importancia atribuida a los factores territoriales, así como también la búsqueda del equilibrio a nivel regional y el estilo civil-pragmático de la diplomacia.

Chilean Foreign Policy: Exceptionality or Continuity? A review of “ profound forces” and tendencies
The purpose of this article is to explore how identity and profound forces shape the foreign policy of states. The author discusses how traditional Chilean foreign policy actions reveal its identity while also taking into account new external policy trends that seemingly operate within the construction of a new identity. With respect to profound forces, the article examines the following: institutional stability and democratic processes ( Pinochet’s dictatorship is an exception here), presidentialism, territorial factors and regional balance, and the civic-pragmatic style of its diplomacy.
