  • Abstract: There is no clear, internationally accepted definition of what activities or technologies constitute a nuclear weapons program. This lack of definition encumbers nuclear energy cooperation and complicates peaceful resolution of proliferation disputes. A “nuclear firewall” could enhance the distinction between nuclear weapons–related activities and other non-weapons uses of nuclear technology. Applying a firewall framework for analyzing nuclear programs could improve international governance of nuclear technology and facilitate peaceful nuclear cooperation and disarmament. It could also expand the time and means available to key states and international bodies, such as the International Atomic Energy Agency and United Nations Security Council, to diplomatically resolve impending proliferation crises.

  • Abstract: Unmanned aerial vehicles, also known as UAVs or drones, have decentralized airspace access, allowing agriculturists, construction workers, and other civilian users to integrate aerial monitoring into their daily work. This technological revolution comes with a set of concerns, impinging as it does upon the proprietary, reputational, and security interests of individuals. An appropriate regulatory response and new policy recommendations must go beyond the current regulatory intervention in India.

  • Abstract: This special report is prepared for the North American Forum (NAF). In 2015, CIGI’s Global Security & Politics Program became the Secretariat for the Canadian leadership within the NAF. CIGI will be undertaking a program of research to support the Canadian contribution to the NAF in cooperation with our American and Mexican partners. In the coming months, CIGI will publish additional reports to support the work of the NAF. Since the 1994 North American Free Trade Agreement, trade, investment and migration flows among Canada, Mexico and the United States have helped turn North America into one of the most dynamic and prosperous trade blocs on the planet. With a new government in Ottawa, it is an ideal time for Canada to make a stronger, deeper relationship with Mexico a crucial plank of a plan to secure a prosperous future for North America. Better relations between Mexico and Canada not only means more opportunities to take advantage of the two countries’ economic and social complementarities, it also gives the two countries the opportunity to closely work together to get the United States on board with an ambitious North American agenda to secure the continent’s economic future.

  • Abstract: Although the January 2016 Sarinah mall attacks in Jakarta demonstrate the need for continued vigilance, this paper argues that Islamic extremism and fundamentalism are not on the rise in Indonesia. In fact, Islamic extremism in Indonesia reached its height in the early 2000s, with radicalized groups participating in religious conflicts in Eastern Indonesia and carrying out large-scale terrorist attacks, such as the bombings in Bali in 2002. Since then, the capacity of the security apparatus has markedly improved, leading to the crippling of terrorist networks. Today, the majority of Islamists engage in above-ground non-violent activities and pose little threat to the country’s stability. This paper views fundamentalism and extremism as symptoms of broader problems in Indonesia, and argues that addressing these issues should help to further reduce the problems of religious fundamentalism and extremism.

  • Abstract: Until recently, Southeast Asia had not been a region of sustained focus for the US-Japan relationship. But the situation is changing. The international relations of the Asia-Pacific is becoming more "multipolarized." This requires the US and Japan to think about the future of the region beyond the issue of US-China relations, which has preoccupied past discussions. A number of nations and institutions in the Asia-Pacific region will substantially affect the region's future. Southeast Asian nations and the Association of Southeast Asian Nations (ASEAN) are among them. A new era of more coordinated, sustained, and combined commercial and security involvement by the US and Japan in Southeast Asia may be at hand. In light of these changes, the East-West Center in Washington (EWCW), in collaboration with the Japan Institute of International Affairs (JIIA), and through the support of the Sasakawa Peace Foundation (SPF), initiated a dialogue with Southeast Asians about their perspectives on how the US-Japan relationship and alliance could or should approach cooperation with the region.

  • Abstract: The Forces Démocratiques de Libération du Rwanda (Democratic Forces for the Liberation of Rwanda, FDLR)—including its armed wing, the Forces Combattantes Abacunguzi (Abacunguzi Fighting Forces, FOCA)1—is among the most enduring armed groups in the eastern Democratic Republic of the Congo (DRC). Several members of the group’s top leadership are suspected of involvement in the 1994 Rwandan genocide, making the FDLR’s continued presence in the DRC a recurring point of contention between Kinshasa and Kigali and a source of tensions for the Great Lakes region as a whole (Omaar, 2008, pp. 65– 66, 236–312). Maj. Gen. Sylvestre Mudacumura, the group’s military commander, is wanted by the International Criminal Court for war crimes committed in the DRC itself (ICC, 2012). The group’s presence has also led to the emer- gence of local armed groups that claim to protect communities, further complicating security dynamics in the eastern DRC (Debelle and Florquin, 2015, p. 206).

  • Abstract: A change in the Baltic Sea regional security situation has already taken place and is having direct and indirect impacts on the countries in the region. Potential risks to stability in the Baltic Sea Region have been activated, although they are not yet, and hopefully never will be actualized in the form of open military conflict. Russia’s self-perception as a target of Western aggression is a way to legitimize assertive foreign policy towards the West in general and to continue military posturing in the Baltic Sea Region, where both the risks and possible gains for Russia are the greatest. Considering the full-spectrum approach to conflict and the web of relationships that exists throughout the Baltic Sea Region, it is possible to conclude that beyond a certain point, all Baltic Sea littoral states will not only be impacted but drawn into a conflict occurring in the region.

  • Abstract: State concerns about crime and security issues have strongly affected conceptions of economic action outside the law, a traditional field of research in sociology. This increasing encroachment by policy-related concerns on the intellectual framework of the discipline has led, on one hand, to an almost exclusive focus on criminal organizations in the analyses of illegal economic activity. On the other hand, it has led to the downplaying of the importance of classic topics of sociological reflection, such as the embeddedness of action, the moral dimension of illegal products, or the relationship between social change and the spread of illegal exchanges. This short paper problematizes economic action outside the law by taking legal definitions and their effects seriously. It begins with the problem of naturalizing state definitions. This is followed by a discussion of the illegality of illegal markets, which illustrates sociological contributions. Finally, three dimensions of the study of illegal markets are suggested. Overall, the paper lays out a research program for this field of sociological inquiry.

We are often wrongly branded as a failing state with a struggling government whose young people are fleeing en masse for Europe and whose military has lost control of the security situation. While anecdotal evidence can always be found to lend isolated support to such claims, this sweeping characterization offers a distorted picture of reality.

  • Abstract: The existence of a police component in UN peace operations is not a novelty. It goes back half a century ago and was first introduced in the Congo in the 1960’s. Embedding police components in UN missions became more extensive at the end of the 90’s. Over the years, with the change of the context of conflicts (from interstate to intrastate) peace support operations have evolved and are now very much shaped to reflect political and security developments on the ground. International policing efforts are an extremely important factor in establishing and maintaining international security today. Although military peace support operations and national military contributions are predominant, not all security problems can have a military solution. Regardless of the security context, police functions and mechanisms are extremely necessary for a successful peace support operation.

  • Abstract: In the contemporary political environment, the added value brought by leaders to the electoral performance of the parties appears to be significant and growing. However, the impact of leader evaluations on the vote choice is likely to vary from one voter to another. This article explores the influence of voter characteristics on the magnitude of leader effects in the context of the 2012 legislative elections in Romania. Five such characteristics are considered: objective political knowledge, subjective political information, party identification, political engagement, and time of voting decision. For this purpose, the paper employs data from the 2012 Romanian Election Studies (RES) three-wave panel survey. The analyses prove a significant influence of political knowledge and party identification and negligible effects of the other three voter characteristics considered. Thus, political knowledge appears to stimulate the manifestation of leader effects. Similarly, voters holding partisan ties appear to experience higher levels of personalization. The implications of these findings are discussed extensively.

  • Abstract: For more than half a century, the United States has played a leading role in shaping order in East Asia. This East Asian order has been organized around American military and economic dominance, anchored in the U.S. system of alliances with Japan, South Korea, and other partners across Asia. Over the decades, the United States found itself playing a hegemonic role in the region—providing security, underwriting stability, promoting open markets, and fostering alliance and political partnerships. It was an order organized around “hard” bilateral security ties and “soft” multilateral groupings. It was built around security, economic, and political bargains. The United States exported security and imported goods. Across the region, countries expanded trade, pursued democratic transitions, and maintained a more or less stable peace.

  • Abstract: General Abdel-Fattah El-Sisi, Egypt’s ruler since July 2013, brooks no dissent. Having “saved” Egypt from the Muslim Brothers, he has ruled by decree in the absence of a parliament, supported by a handpicked technocratic cabinet. His security apparatus muzzles the press, keeps dissident voices off-air, arrests secular as well as Islamist critics, and clamps down on civil society. He has built ten new prisons to accommodate the overflow, as political prisoners may now total 60,000.[1] As typical of military rulers, he announces grandiose projects – the new channel in the Suez Canal, the Dabaa nuclear power plant, million-unit agricultural and housing schemes, and a multi-billion dollar new capital city – without taking into consideration their cost, integrating them into long term plans, conducting comprehensive feasibility studies, or examining their social and environmental impact.

  • Abstract: Traditionally, there is a partisan split on foreign policy in the United States: Republican candidates and voters worry more about terrorism, defense and national security than Democratic candidates and voters, thereby putting more stock in foreign policy issues, which manifests itself in the aggressiveness—of lack thereof—of each party’s foreign policy platform. But the candidates in the 2016 U.S. presidential election can be categorised by more than just party: a line can also be drawn between conventional candidates—Hillary Clinton, a Democrat, and Ted Cruz and Marco Rubio, Republicans—and unconventional candidates—Donald Trump, a Republican, and Bernie Sanders, a Democrat. Should a conventional candidate be elected president, U.S. foreign policy would be based on predictable adaptation to the changing international environment. An unconventional candidate, however, would be a wild card, whose actions would be difficult to predict.

  • Abstract: West Papua is the most violent area of Indonesia. Indonesian security forces battle the country's last active separatist insurgency there. The majority of Indonesia's political prisoners are Papuans, and support for independence is widespread. But military repression and indigenous resistance are only one part of a complex topography of insecurity in Papua: vigilantism, clan conflict, and other forms of horizontal violence produce more casualties than the vertical conflict that is often the exclusive focus of international accounts of contemporary Papua. Similarly, Papua's coerced incorporation into Indonesia in 1969 is not unique; it mirrors a pattern of long-term annexation found in other remote and highland areas of South and Southeast Asia. What distinguishes Papua is the near-total absence of the state in indigenous areas. This is the consequence of a morass of policy dysfunction over time that compounds the insecurity that ordinary Papuans face. The author illuminates the diverse and local sources of insecurity that indicate too little state as opposed to too much, challenges common perceptions of insecurity in Papua, and offers a prescription of policy initiatives. These include the reform of a violent and unaccountable security sector as a part of a broader reconciliation process and the urgent need for a comprehensive indigenous-centered development policy.

  • Abstract: Calls for greater coherence in the international community's support for security sector reform (SSR) have become commonplace. This reflects frustration at the stovepiped contributions that frequently seem to characterise international SSR engagement. Perhaps more damaging, incoherent approaches may only be the visible symptom of a more profound problem – the inability or unwillingness of the international community to engage collectively with complex political dynamics when designing and implementing SSR programmes. The nexus between difficult SSR politics and incoherent SSR support has multiple dimensions. On the one hand, an SSR process may challenge (or reinforce) inequities in power relations that exclude certain groups and interests. Competing interests therefore provide a sub-text to any reform process. On the other hand, SSR assistance from external actors is itself highly political (and is certainly viewed as such by 'recipients'). This tension is reflected in harmful accusations that SSR represents a Trojan horse for the imposition of foreign values and influence. By failing to acknowledge these political sensitivities in SSR policies and programmes, external interventions can at best have a marginal impact on national security dynamics. This Horizon Paper therefore attempts to provide additional clarity to the concept of coherence and its utility in supporting more effective SSR.

  • Abstract: Most of today's armed conflicts take place within states and are waged by at least one NSA fighting state forces and/or other NSAs. In these conflicts, frequent violations of humanitarian norms are committed by both state and non-state parties. NSAs also frequently control or heavily influence areas where civilians live. Consequently, efforts to protect civilian populations should address not only the behaviour of states, but also that of NSA.

  • Abstract: Private military and security forces, in various forms, have been around for as long as there has been war and insecurity. In the fi rst and second centuries BC, Carthaginians used Numidian mercenaries, in the fifth century the Romans used Germanic mercenaries on their northern borders, the Byzantines hired the Spanish in the fourteenth century, the English used Prussian “Hessians” in the American War of Independence, and the Swiss Guard have been providing protective services to the Vatican since 1506. These forces were used by strong regional and local powers to safeguard or expand territory or other spheres of influence under their control.

  • Abstract: Cyber security encompasses borderless challenges, while responses remain overwhelmingly national in scope and even these are insufficient. There are enormous gaps in both our understanding of the issue, as well as in the technical and governance capabilities required to confront it. Furthermore, democratic governance concerns – particularly regarding control, oversight and transparency – have been almost entirely absent from the debate. These concerns are exacerbated by the enormous role played by private actors (both alone and in cooperation with governments) in online security of all types. Given the pace at which states and private companies are reinforcing online security and preparing for cyber war, addressing democratic governance concerns has never been more pressing. They are the primary subject of this paper.

  • Abstract: Analysts at Stanford University's Center for International Security and Cooperation (CISAC) together with colleagues at the James Martin Center for Nonproliferation Studies, Monterey Institute of International Studies (MIIS), are playing a leading role in deriving new, timely, and value‐added information of global security and earth science relevance from a variety of open-­source geospatial tools that include digital virtual globes like Google Earth together with satellite imagery available from commercial vendors via the internet Cloud. This article provides some discovery exemplars, by CISAC researchers and others, which have only quite recently become possible through the use of such tools.

  • Abstract: The European defense market, though impacted by lethargic economic growth and painful fiscal austerity measures, continues to be a driver in global defense. Five of the fifteen biggest military spenders worldwide in 2013 were European countries, and Europe remains a major market for international arms production and sales. Surges in military spending by Russia, China, and various Middle Eastern countries in recent years has augmented the defense landscape, especially as European countries in aggregate continue to spend less on defense and the United States embarks on a series of deep-striking budget cuts. This report analyzes overall trends in defense spending, troop numbers, collaboration, and the European defense and security industrial base across 37 countries. To remain consistent with previous reports, this briefing utilizes functional NATO categories (Equipment, Personnel, Operations and Maintenance, Infrastructure, and Research and Development) and reports figures in constant 2013 euros unless otherwise noted. Many of the trends identified within the 2012 CSIS European Defense Trends report continued into 2013, namely reductions in topline defense spending, further cuts to R spending, and steadily declining troop numbers. Though total European defense spending decreased from 2001-2013, with an accelerated decline between 2008 and 2010, select countries increased spending2 between 2011 and 2013. Collaboration among European countries has decreased in the R category; however, it has increased in the equipment category – indicating increased investment in collaborative procurement. Defense expenditure as a percentage of total government expenditure has decreased across Europe from 2001-2013 with the exceptions of Albania and Estonia. An updated CSIS European Security, Defense, and Space (ESDS) Index is included within this report and exhibits a shift in geographic revenue origin for leading European defense firms away from North America and Europe and towards other major markets between 2008 and 2013. Finally, a brief analysis of Russian defense spending is included in the final section of this report in order to comprehend more fully the size and scope of the European defense market within the global framework. In 2013, Russia replaced the United Kingdom as the third largest global defense spender, devoting 11.2 percent of total government expenditures to defense. This briefing report concludes with summarized observations concerning trends in European defense from 2001 to 2013. CSIS will continue to follow and evaluate themes in European defense, which will appear in subsequent briefings.

  • Abstract: While the united states has long acknowledged the value of working with partner nations to address shared security concerns, drawdowns in defense spending have underscored the importance of bilateral and multilateral cooperation to leverage capabilities and investments. the Center for strategic and International studies' multiyear Federated Defense Project aims to inform policymakers about global and regional security architectures and defense capabilities that support the achievement of common security goals, as well as ways to improve defense cooperation among nations to address those goals together. This report on institutional foundations of federated defense recognizes that successful cooperation in a budget-constrained environment often rests on the u.s. ability and willing-ness to provide assistance and/or equipment to partner nations. CSIS project staff drew on a literature review, workshops, and a public event (“the Future of the security Cooperation Enterprise”) to identify key findings in five areas: Priorities/Strategic Guidance: Proponents of federated defense should better articulate priorities. A proactive, interagency component that includes, at a minimum, officials from the Defense Department, State Department, and White House is necessary to effect a cultural shift and combat potential backsliding into unilateral approaches. Foreign Military Sales: In a federated approach, officials should identify capabilities that could most effectively support partner nations' contributions to federated defense. Toward that end, officials should also emphasize the establishment and maintenance of high-demand capabilities over time. other key issues related to potential difficulties in foreign sales include surcharges, overhead costs, and transparency in offsets. Export Controls: study participants noted that recent export control reform efforts have not yet resulted in significant change and have inadequately addressed industry concerns. Moreover, there appears to be a lack of appetite for these reforms in Congress. Technology Security and Foreign Disclosure: Improvements are needed to coordinate and speed technology transfer and foreign disclosure decisions. transparency across stovepipes within the executive branch is critical to create a common vision and objectives for federated defense, which is especially important when working with industry and foreign government partners. Acquisition and Requirements Processes: Within the Department of Defense, there is insufficient consideration of the export value and challenges of systems in early stages of the acquisition and requirements processes. Modifications during late stages of development are often far more expensive than building in exportability earlier. Having examined these key areas, the study team identified and analyzed three over-arching institutional challenges to and opportunities for federated defense. First, study participants remarked upon the lack of sufficient advocacy for federated defense among senior U.S. government officials. A second challenge was the cultural resistance to federated defense; experts noted that significant cultural change, such as that brought about by the Goldwater-Nichols Department of Defense Reorganization Act of 1986 (Pub.L. 99-433), may require top-down direction, years to implement, and decades to be accepted. A third challenge was the need for a perceived or actual budget crisis to drive change. The study team's recommendations resulting from this examination were five-fold. First, U.S. national strategies should address the grand strategy questions that could imperil implementation of a federated approach. Implementation of the u.s. National security strategy could impel a new effort to focus on partner capabilities and areas for sharing the common global security burden, as well as to prioritize interests and activities related to U.S. security cooperation, export controls, and technology security/foreign disclosure. Second, proactive U.S. leaders should articulate a vision, objectives, and priorities for a federated approach to defense. third, the Administration and Congress should work together to ensure completion of legal and regulatory reforms already under way (e.g., on export controls). Fourth, executive and legislative officials—perhaps through an interagency task force that works with committee staffs—should identify additional reforms to streamline or create authorities and to eliminate unhelpful directed spending on capabilities and systems that do not contribute to federated defense. Finally, the Department of Defense should start with incremental steps to create a culture that values federated defense; for example, the Defense Acquisition University and Defense Institute of Security Assistance Management could update coursework to institutionalize knowledge regarding federated approaches. This study made it clear that enduring changes in these five areas—from strategy to culture—are necessary to ensure the success of a federated approach to defense.

  • Abstract: The Joint Africa-EU Strategy (JAES), which was adopted in 2007, aimed to break with the traditional do¬nor-recipient relationship between the EU and Africa and to develop a true partnership. The concept of partnership has been central in EU-Africa relations ever since the Lomé Agreement (1975), but many have argued that it has been eroded by conditionalities and the end of special trade preferences. Ideally, a partnership is characterized by shared values, equality and trust, but are these principles reflected in the JAES? This study investigates this question by focusing on the thematic partnerships on peace and security and democratic governance and human rights. The paper argues that, despite the power asymmetries between the EU and Africa, the JAES has been characterized by equality in decision-making and by African ownership in capacity-building. However, while the JAES may objectively be based on shared values, the EU and the AU have often differed on how to apply those values in concrete situations, more particularly on the question which type of intervention is acceptable (conditionality, military intervention, etc.). Moreover, the analysis identifies a general feeling of mistrust amongst both parties in the partnership.

Digital intelligence is presented as enabled by the opportunities of global communications and private sector innovation and as growing in response to changing demands from government and law enforcement, in part mediated through legal, parliamentary and executive regulation. A common set of organizational and ethical norms based on human rights considerations are suggested to govern such modern intelligence activity (both domestic and external) using a three-layer model of security activity on the Internet: securing the use of the Internet for everyday economic and social life; the activity of law enforcement — both nationally and through international agreements — attempting to manage criminal threats exploiting the Internet; and the work of secret intelligence and security agencies using the Internet to gain information on their targets, including in support of law enforcement.

  • Abstract: Violence in the Niger Delta may soon increase unless the Nigerian government acts quickly and decisively to address long-simmering grievances. With the costly Presidential Amnesty Program for ex-insurgents due to end in a few months, there are increasingly bitter complaints in the region that chronic poverty and catastrophic oil pollution, which fuelled the earlier rebellion, remain largely unaddressed. Since Goodluck Jonathan, the first president from the Delta, lost re-election in March, some activists have resumed agitation for greater resource control and self-determination, and a number of ex-militant leaders are threatening to resume fighting (“return to the creeks”). While the Boko Haram insurgency in the North East is the paramount security challenge, President Muhammadu Buhari rightly identifies the Delta as a priority. He needs to act firmly but carefully to wind down the amnesty program gradually, revamp development and environmental programs, facilitate passage of the long-stalled Petroleum Industry Bill (PIB) and improve security and rule of law across the region.

  • Abstract: After years at the margins of international diplomacy, the Organization for Security and Cooperation in Europe (OSCE) has suddenly regained political relevance because of the Ukraine crisis that began in 2014. The organization turned out to be the most appropriate framework to manage the crisis and prevent further escalation. To continue to play a useful role in resolving this issue and in easing tensions between Russia and the West, the OSCE needs to adjust its way of working and strengthen its toolbox. As the relationship between Russia and the West deteriorated at the end of the 1990s, the OSCE’s role declined. The organization’s arms control regime eroded, its debates on human rights relapsed into ideological confrontation, and its work on promoting economic cooperation never got off the ground. The Ukraine crisis has revived the organization. While political crisis management has been left mainly to a few capitals working with the parties to the conflict, the OSCE’s monitoring mission in Ukraine has become an essential factor of stability. Violence has not stopped, however, and the mission’s work remains hampered by insufficient cooperation from the parties. The OSCE has also assumed an important role in facilitating negotiations on implementing the Minsk agreement, which contains a road map for a political settlement.   • Abstract: The new threat landscape the transatlantic community faces means that NATO must adapt its strategy to remain relevant. While many transatlantic policymakers and thought leaders have called for a new strategy for NATO, few have outlined what that strategy should actually entail. This report proposes that NATO adopt a new strategy called "Stability Generation," built on the concept of ensuring stability in the NATO region and reducing the threat of significant conflicts in NATO's neighborhood. To accomplish this, NATO must add resilience as a core task to its existing tasks of collective defense, crisis management, and cooperative security. NATO must also enhance capabilities in the East against conventional and hybrid conflicts, in the South against instability arising from conflicts and extremism in neighboring countries, and across the Alliance to decrease vulnerabilities and enhance resilience, particularly with respect to cybersecurity.

  • Abstract: Algeria today faces a triple crisis. The collapse in global oil prices during 2014 and 2015 has meant that its economic future is potentially extremely sombre. In political terms, the regime faces a complex and uncertain transition as the Bouteflika era comes to an end. Moreover, Algeria’s security environment is threatening, given the chaos in Libya, the emergence of extremism in Tunisia and the ongoing violence in northern Mali because of the extremist groups located there. This situation is further complicated by the persistence of “residual terrorism,” as the government terms it, inside Algeria itself and the chronic crisis with Morocco over the latter’s annexation of the Western Sahara in 1975. This paper analyses each of these factors in turn before seeking to outline short- to medium-term scenarios for the future.

  • Abstract: Since the breakup of the Soviet Union, a number of gas disputes between Russia and Central and Eastern European countries have unveiled the strategic dependence of Europe on Russian piped gas. The recent Ukrainian crisis demonstrated that Europe has a desperate need to improve the security of its gas supply. The United States is interested in the economic stability and growth of Europe, because the European Union (EU) is its principal and largest economic partner. The United States and the EU enjoy the largest trade and investment relationship in the world, which should not be jeopardized by disruptive, anti-status-quo powers. Europe’s energy independence is not only an economic interest of America, but also a political and security one. Europe’s dependence on Russian natural gas undermines European unity and weakens the primary U.S. allies in their relations with Russia. U.S. Armed Forces in Europe and the U.S. Army in particular can and should play an important role in promoting energy security. This involvement includes: increased situational awareness; deployment to the sensitive areas; and enhanced training activities, including with the allies of the U.S. military in Central and Eastern Europe.

  • Abstract: A recent editorial in The New York Times asked the question, “Who threatens America most?” It proceeded to compare recent pronouncements by incoming senior military leaders, the President, the FBI director, and finally the Director of National Intelligence. The major candidates included the usual nation states (Russia, North Korea, and China), a few nonstate terrorist organizations (ISIS and al-Qaeda), and a couple of unattributed capabilities (weapons of mass destruction and cyberattacks). The editorial concluded with the lament: “If officials cannot agree on what the most pressing threats are, how can they develop the right strategies and properly allocate resources?”1 Given the confusion and uncertainty generated by the current strategic environment, compounded by America’s resource-driven retrenchment, it is a fair question. However, I contend that we could pursue a more focused national strategy and do a better job of allocating resources if we focus on the opportunities as opposed to this wide array of threats. The opportunity that beckons is the increasingly interconnected global economy and the integral role played by the United States in both its institutional design and future evolution. A functioning, interconnected global economy will mitigate most, if not all, of the previously mentioned threats, whereas a fractured and disconnected global economy will exacerbate them.

  • Abstract: Armed unmanned aerial vehicles—combat drones—have fundamentally altered the ways the United States conducts military operations aimed at countering insurgent and terrorist organizations. Drone technology is on track to become an increasingly important part of the country’s arsenal, as numerous unmanned systems are in development and will likely enter service in the future. Concerned citizens, academics, journalists, nongovernmental organizations, and policymakers have raised questions about the ethical consequences of drones and issued calls for their military use to be strictly regulated. This level of concern is evidence that the future of drone warfare not only hinges on technical innovations, but also on careful analysis of the moral and political dimensions of war. Regardless of whether drones are effective weapons, it would be difficult to sanction their use if they undermine the legitimacy of U.S. military forces or compromise the foundations of democratic government.

  • Abstract: The problem with the way the international community thinks about and responds to fragile states is not that we do not understand “fragility,” its causes, and its cures, but that we think of them as “states,” as coherent units of analysis. As a result of this strategic level mistake, efforts to build state capacity to contain violence and reduce poverty are at least as likely to destabilize the country as they are to help. The U.S. military should consider the destabilizing potential of its efforts to build capacity, train and equip security forces, and provide support to diplomacy and development when its partners and beneficiaries are officials of fragile states. State formation has always been an exceedingly bloody endeavor. Most stable countries worthy of the term “state” that are stable, including wealthy, Western, liberal, or democratic nation-states, came into being through complicated social processes, including war, ethnic cleansing, or genocide. That violence was followed by an institutionalization of the values and social priorities of the victors, combined with some degree of accommodation for the vanquished across and within the new state’s borders. State formation, in other words, has always been a matter of violent exclusion followed by pragmatic inclusion. In all successful states today, those processes have resulted in stable formal political systems, with a significant degree of internal consensus over how those systems should be governed. Today, a quarter of the world’s population, and half of the world’s poor people by some estimates, live in places commonly referred to as “fragile states,” beset by conflict, poverty traps, low social cohesion and, in many cases, cycles of violence and terror. These pathologies are not contained within the borders of fragile states, however. As it is ritually noted in most articles on state fragility, these are places that often generate dangerous spillovers: regional tensions, international terrorism, transnational organized crime, an inability to contain outbreaks of disease, and other problems generally associated with the term “instability.” But fragile states are not “states” in the same sense as those that are stable. They developed differently. They went through periods of tribal governance and warfare and, in some cases, territorial consolidation, as European states did, but then most were subjected to colonization by distant powers or severe domination by regional hegemons, in both cases with foreigners imposing borders and manipulating local politics, elevating one set of elites at the expense of populations with whom they did not share a tribal, ethnic, or national identity. When those foreign powers left (or reduced their footprint), the empowered elites either held on to power or were removed from power by their former subjects. In both cases, the internal fragmentation of views about governance—who should govern and how—remained and in all fragile states continues to be one of the most important determinants of fragility. The most common international responses to these pathologies tend to be exploitation by regional powers, containment by developed countries concerned about spillovers of violence, and capacity building of national institutions by international development agencies attempting to address the “root causes” of fragility by building state structures capable of governing the way “states” are supposed to govern. Looking at these two sets of countries—well governed, legitimate, and stable on one side, with poorly governed, illegitimate, and unstable on the other—it is understandable to conclude that, if only fragile states were more legitimate and better governed, they would also be more stable, peaceful, and prosperous. Post-conflict reconstruction, stabilization, poverty reduction, and other efforts to improve the quality of life for people living in fragile and conflict environments tend, therefore, to focus on building the legitimacy and capacity of state institutions, both military and civilian. Efforts to reduce the spillover of violence and terrorism likewise have key elements of state-building. When, however, has state-building ever worked? That is, when has foreign assistance to formal state institutions and civil society over an extended period of time, in places whose borders were drawn by, and whose elites were elevated by, foreign powers but where local populations do not agree with each other over basic questions of legitimate governance, ever resulted in the establishment of a stable state, one that is no longer “fragile” (in the usual definitions) or at significant risk of a return to violent politics? Consider the places often cited as state-building success stories. When I have asked proponents of state-building to name unambiguous successes, the responses most commonly include Germany and Japan after World War II, East Timor, Kosovo, Sierra Leone, Liberia, and sometimes Rwanda. But Germany and Japan were already states with highly developed bureaucracies that were largely left in place after their military forces were defeated. These were not cases of state-building but of state recovery and, in truth, they have little to teach us about how to stabilize fragile states. The borders of East Timor and Kosovo came into being as a result of wars; they are clear examples of state formation still in progress, and it is difficult to call Kosovo a success story when that country’s stability continues to depend so much on an international presence. Sierra Leone, Liberia, and Rwanda have made progress, but they have not been stable long enough to be considered stabilized, and certainly they continue to appear on lists of fragile states. Moreover, some post-conflict countries that have done things “right” according to the typical state-building script have dramatically regressed into violence—El Salvador is an excellent example—whereas some that have done things “wrong,” such as Laos, have managed to remain stable for more than 40 years. As a thought experiment, consider the following two possibilities. A fragile state is territorially fragmented along ethnic and sectarian lines, there are frequent civilian attacks between identity groups, the parliament and ministries are dominated by one group at the expense of the others and, as a consequence, there is constant low-level violence punctuated by periods of intense internal war and repression by the majority ethnic group, which nevertheless enjoys international recognition and assistance as “the” government and the “partner” whose “capacity” is to be built. Years of pouring resources into that government and its security forces serve only to strengthen one group at the expense of the others, providing counsel (and few incentives) to treat the other groups better while giving them the capacity to treat the other groups worse, thereby increasing the potential for conflict. Yet, even in such places, there are some stable, reasonably well-governed territories and communities that maintain a great degree of independence from the central government, with consensus on how they want to be governed, capable of collecting the resources they need to do so (in some cases democratically), and able to defend themselves against external aggression. Somaliland is an excellent example, but most fragile states have similar communities (large percentages of Afghans, for example, have reported that the conflict this past decade simply never affected their community). Such places look suspiciously like they are engaging in classic state formation, and doing so with neither support from their national governments nor recognition from the international community—whose support of their national governments often undermines local, successful state formation. I am not arguing that the international community should try to break up fragile states into more stable territories. Outsiders are not likely to be any more effective at redrawing the borders of fragile states today than the outsiders who drew the modern borders of those counties in the first place. But when a country falls apart in a civil war such that the state can no longer be said to be relevant in some areas of the country, or when the elites in control of national governing institutions fail to support or recognize the legitimacy of large segments of their own populations, due consideration should be given to those areas of the country that manage to stabilize on their own and govern the areas they control in ways that are more consistent with international norms than the central government is or had been. State-building is ineffective, and breaking up states is dangerous.   • Abstract: The wars in Vietnam, Iraq, and Afghanistan were lost before they began, not on the battlefields, where the United States won every tactical engagement, but at the strategic level of war. In each case, the U.S. Government attempted to create a Western-style democracy in countries which were decades at least away from being nations with the sociopolitical capital necessary to sustain democracy and, most importantly, accept it as a legitimate source of governance. The expensive indigenous armies created in the image of the U.S. Army lacked both the motivation to fight for illegitimate governments in Saigon, Baghdad, and Kabul and a cause that they believed was worth dying for, while their enemies in the field clearly did not. This book examines the Afghan National Security Forces in historical and political contexts, explains why they will fail at the tactical, operational and strategic levels of war, why they cannot and will not succeed in holding the southern half of the country, and what will happen in Afghanistan year-by-year from 2015 to 2019. Finally, it examines what the critical lessons unlearned of these conflicts are for U.S. military leaders, why these fundamental political lessons seem to remain unlearned, and how the strategic mistakes of the past can be avoided in the future.

  • Abstract: China and Russia have engaged in an increasing number of joint exercises in recent years. These drills aim to help them deter and, if necessary, defeat potential threats, such as Islamist terrorists trying to destabilize a Central Asian government, while at the same time reassuring their allies that Russia and China would protect them from such challenges. Furthermore, the exercises and other joint Russia-China military activities have a mutual reassurance function, informing Moscow and Beijing about the other’s military potential and building mutual confidence about their friendly intentions toward one another. Finally, the joint exercises try to communicate to third parties, especially the United States, that Russia and China have a genuine security partnership and that it extends to cover Central Asia, a region of high priority concern for Moscow and Beijing, and possibly other areas, such as northeast Asia. Although the Sino-Russian partnership is limited in key respects, the United States should continue to monitor their defense relationship since it has the potential to become a more significant international security development.

  • Abstract: An analysis of weapons-based confidence-building measures shows how academics can work together to self-police their research for national security implications, socialize new members of the academic community into the importance of considering security issues, and develop and disseminate norms regarding what is and is not a moral and ethical use of these technologies. It may be possible for academics and policymakers to come together to work for a ban or build-down on cyber weapons patterned on international efforts to ban chemical and biological weapons and implement export regimes to control the export of code which may form the components of cyber weapons. If we conceptualize cyberspace as territory, we can also learn from the example of territorially-based confidence-building measures such as those implemented along the Indo-Pakistan border. This approach stresses the importance of developing notification procedures to prevent misperceptions and the escalation spiral, as well as communicating regularly to establish trust between all parties. The case studies presented here illustrate the promises and pitfalls of each approach and offer valuable warnings to policymakers seeking to implement such measures in cyberspace. They show what happens when not everyone in a regime is equally committed to a specific outcome by illustrating the difficulties of monitoring compliance in confidence-building regimes, and show the ways in which doctrines and confidence-building measures may not be perfectly aligned.

One therefore might presume that U.S. nuclear doctrine has undergone an equally significant transformation since the end of the Cold War. Thomas M. Nichols disabuses readers of this notion, showing how the machinery of “mutual assured destruction” remains predominant even though the world that spawned this doctrine disappeared with the Soviet Union. But this doctrine is now obsolete, Nichols argues. Deterrence no longer requires—if it ever did—an expansive nuclear inventory with diverse delivery platforms, a launch-on-warning alert posture, and convoluted targeting plans.   • Abstract: What causes nuclear proliferation? What role do security threats play in driving states to acquire nuclear weapons? Intuitively, security is the most important factor driving nuclear acquisition. Yet existing security theories of proliferation, while accounting for why some states with grave security concerns have developed nuclear weapons, are unable to explain why others have not. Today only nine states have the bomb, a number much lower than the pessimistic predictions made by early security-based arguments on the causes of proliferation. Clearly, the view that "security is the only necessary and sufficient cause of nuclear proliferation" is not borne out by the history of the nuclear age. This limitation of existing security theories has exposed them to criticism on several fronts. Initially, a burgeoning scholarship emerged focusing on the nonsecurity "sources of the political demand for nuclear weapons." More recently, "supply-side" arguments on proliferation view states' demand for nuclear weapons (for security or other reasons) as largely irrelevant, claiming instead that the odds of nuclear acquisition depend on the availability of international nuclear assistance.

  • Abstract: In the post–Cold War period, scholars have considered the Asia Pacific to be ripe for military competition and conflict. Developments over the past decade have deepened these expectations. Across the region, rising military spending and efforts of various states to bolster their military capabilities appear to have created an increasingly volatile climate, along with potentially vicious cycles of mutual arming and rearming. In this context, claims that China's rapid economic growth and surging military spending are fomenting destabilizing arms races and security dilemmas are widespread. Such claims make for catchy headlines, yet they are rarely subject to rigorous empirical tests. Whether patterns of military competition in the Asia Pacific are in fact attributable to a security dilemma–based logic has important implications for international relations theory and foreign policy. The answer has direct consequences for how leaders can maximize the likelihood that peace and stability will prevail in this economically and strategically vital region. A systematic empirical test derived from influential theoretical scholarship on the security dilemma concept assesses the drivers of bilateral and multilateral frictions and military competition under way in the Asia Pacific. Security dilemma–driven competition appears to be an important contributor, yet the outcome is not structurally determined. Although this military competition could grow significantly in the near future, there are a number of available measures that could help to ameliorate or manage some of its worst aspects.

  • Abstract: If there is one issue in contemporary international relations that continues to provoke interest in academic and policy making circles alike it is how states, regions and the world should react to a rising China. While the influence of the People's Republic is being felt from Africa and the Global South through to the developed economies of North America and Europe, it is in East Asia where a re-emerging China has most focused the minds of diplomats and strategists, leaders and scholars and, indeed, the military men and women who must navigate this increasingly precarious great power polity. Within this East Asian context this new volume by David Martin Jones, Nicholas Khoo and MLR Smith delivers thoughtful and attentive analysis to the problem of responding to China's rise. The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

Her main aim was to understand the conditions that allowed Azerbaijan to pursue an autonomous foreign policy after the Cold War while focusing on energy's role in the context of global energy insecurity. Mehdiyeva's structure relies on a simple and clear deductive narrative. Chapters 2 and 3 focus on small state literature and its application in Azerbaijan's institutional context; 4 focuses on Russia, the main 'antagonist' in the narrative, and 5 on the Caspian sea issue; while 6 and 7 deal with alternative allies in the form of Turkey and the United States. The last chapter concludes with the author's projection of future foreign policy.

As the first incumbent of the remodelled position, she had the chance to leave a legacy for her successor, but faced an unclear job description. What was the HR's role in EU foreign policy? It is argued that the HR acted as a diplomat and manager of EU external action, while her role performance in co-leadership and brokering were less successful. Role expectations and performance entered a fragile equilibrium at the end of Ashton's tenure. However, the future role of the HR might shift more towards a co-leader of EU foreign policy.

  • Abstract: The Winter Olympic Games in Sochi and the annexation of Crimea were two major international events in which Russia engaged in early 2014. In spite of all the divergence in the logic underpinning each of them, four concepts strongly resonate in both cases. First, in hosting the Olympics and in appropriating Crimea, Russia was motivated by solidifying its sovereignty as the key concept in its foreign and domestic policies. Second, the scenarios for both Sochi and Crimea were grounded in the idea of strengthening Russia as a political community through mechanisms of domestic consolidation (Sochi) and opposition to unfriendly external forces (the crisis in Ukraine). Third, Sochi and Crimea unveiled two different facets of the logic of normalisation aimed at proving - albeit by different means - Russia's great power status. Fourth, one of the major drivers of Russian policy in both cases were security concerns in Russia's southern flanks, though domestic security was also an important part of the agenda.

  • Abstract: Russia's actions towards Ukraine in 2013-14, which inaugurated a new Cold War in its relations with the West, presented a dilemma to Russia's allies: whether to align themselves with Russia's choices or pursue a more independent course of action. The leadership of Belarus, Russia's closest ally, chose the latter option both by establishing dialogue with the interim government and President of Ukraine, Oleksandr Turchinov, considered illegitimate in Russia and, later, by being present at the inauguration of Petro Poroshenko on 7 June 2014 and downplaying Russia's position on the 'federalisation' of Ukraine as the only way out of the country's instability. The perspective of the intra-alliance security dilemma helps explain the divergence of views between Russia and Belarus, while pointing to the changing position of the parties towards the Eurasian integration project.

  • Abstract: This paper seeks to explore and explain the process through which Taiwan utilizes free trade – both at multilateral and bilateral levels – in enhancing its shrinking de facto sovereignty against the backdrop of ubiquitous 'China factor' in the twenty-first century. It argues that China's sinicization project creates a scenario wherein increasing cross-strait stability ironically leads to decreasing de facto sovereignty for Taiwan. Due to this existing cross-strait security dilemma, Taiwanese leaders are being forced to preserve the island's quasi-independent statehood due to fears of losing its remaining de facto autonomy over domestic and foreign affairs. In essence, Taiwan chooses to be de facto free by remaining de jure unfree. Taiwan's sovereign space, therefore, becomes a pivotal referent object of its national security policy and strategy. Balancing between the two paradoxical interests of enhancing sovereignty while maintaining the Chinese-dominated cross-strait status-quo underlines the relentless games, changes, and fears that Taiwan confronts today.

  • Abstract: The ubiquity and interconnectedness of computers in global commerce, civil society, and military affairs create crosscutting challenges for policy and conceptual confusion for theory. The challenges and confusion in cybersecurity are particularly acute in the case of China, which has one of the world's fastest growing internet economies and one of its most active cyber operations programs. In 2013 U.S. National Security Adviser Tom Donilon singled out Chinese cyber intrusions as “not solely a national security concern or a concern of the U.S. government,” but also a major problem for firms suffering from “sophisticated, targeted theft of confidential business information and proprietary technologies . . . emanating from China on an unprecedented scale.” One U.S. congressman alleged that China has “established cyber war military units and laced the U.S. infrastructure with logic bombs.” He suggested that “America is under attack by digital bombs.” The discourse on China and cybersecurity routinely conflates issues as different as political censorship, unfair competition, assaults on infrastructure, and internet governance, even as all loom large for practical cyber policy. Although they involve similar information technologies, there is little reason to expect different political economic problems to obey the same strategic logic, nor should one necessarily expect China to enjoy relative advantage in all spheres.

  • Abstract: Can great powers reach confident conclusions about the intentions of their peers? The answer to this question has important implications for U.S. national security policy. According to one popular view, the United States and China are destined to compete unless they can figure out each other's designs. A recent Brookings Institution report warns that although “Beijing and Washington seek to build a constructive partnership for the long run,” they may be headed for trouble given their “mutual distrust of [the other's] long-term intentions.” Similarly, foreign policy experts James Steinberg and Michael O'Hanlon argue that “trust in both capitals...remains scarce, and the possibility of an accidental or even intentional conflict between the United States and China seems to be growing.” Reversing this logic, many analysts believe that U.S.-China relations may improve if the two sides clarify their intentions. Thus the Pentagon's latest strategic guidance document declares that if China wants to “avoid causing friction” in East Asia, then its military growth must be “accompanied by greater clarity of its strategic intentions.” Meanwhile China scholars Andrew Nathan and Andrew Scobell recommend that even as the United States builds up its capabilities and alliances, it should “reassure Beijing that these moves are intended to create a balance of common interests rather than to threaten China.”

  • Abstract: Many intractable civil wars take place in countries with large Muslim populations. In these protracted conflicts, Islamists are often just one of many actors fighting in a complex landscape of ethnic, tribal, and political violence. Yet, certain Islamist groups compete exceptionally well in these conflicts. Why do Islamists sometimes gain power out of civil war stalemates? Although much of the existing research points to either ethnic or religious motivations, I argue that there are also hard economic reasons behind the rise of Islamist power. In this article, I offer a micro-political economy model of Islamist success in civil war that highlights the role of an important, but often-overlooked, class: the local business community.

  • Abstract: The international system is returning to multipolarity—a situation of multiple Great Powers—drawing the post-Cold War 'unipolar moment' of comprehensive US political, economic and military dominance to an end. The rise of new Great Powers, namely the 'BRICs'—Brazil, Russia, India, and most importantly, China—and the return of multipolarity at the global level in turn carries security implications for western Europe. While peaceful political relations within the European Union have attained a remarkable level of strategic, institutional and normative embeddedness, there are five factors associated with a return of Great Power competition in the wider world that may negatively impact on the western European strategic environment: the resurgence of an increasingly belligerent Russia; the erosion of the US military commitment to Europe; the risk of international military crises with the potential to embroil European states; the elevated incentive for states to acquire nuclear weapons; and the vulnerability of economically vital European sea lines and supply chains. These five factors must, in turn, be reflected in European states' strategic behaviour. In particular, for the United Kingdom—one of western Europe's two principal military powers, and its only insular (offshore) power—the return of Great Power competition at the global level suggests that a return to offshore balancing would be a more appropriate choice than an ongoing commitment to direct military interventions of the kind that have characterized post-2001 British strategy.

  • Abstract: Whichever party or parties form the next UK government, a Strategic Defence and Security Review (SDSR) is expected to begin soon after the general election in May. The review might be a 'light touch' exercise—little more than a reaffirmation of the SDSR produced by the coalition government in 2010. It seems more likely, however, that the review will be a lengthier, more deliberate exercise and one which might even last into 2016. For those most closely engaged in the process the challenge is more complex than that confronted by their predecessors in 2010. The international security context is more confused and contradictory; the UK's financial predicament is still grave; security threats and challenges will emerge that cannot be ignored; the population's appetite for foreign military engagement appears nevertheless to be restricted; and prevailing conditions suggest that the risk-based approach to national strategy might be proving difficult to sustain. Two key questions should be asked of the review. First, in the light of recent military experiences, what is the purpose of the United Kingdom's armed forces? Second, will SDSR 2015–16 sustain the risk-based approach to national strategy set out in 2010, and if so how convincingly? Beginning with a review of the background against which SDSR 2015–16 will be prepared, this article examines both enduring and immediate challenges to the national strategic process in the United Kingdom and concludes by arguing for strategic latency as a conceptual device which can complement, if not reinvigorate, the risk-based approach to national strategy and defence.

  • Abstract: Developments at both the doctrinal and operational level suggest that the 'post-modernisation' of China's PLA Navy (PLAN) has started. Issues such as the maritime disputes in the East and South China Seas and how to create a network of bases or 'footholds' outside Asia might slow down or temporarily halt this process. However, as China's economic presence expands on a global scale, its security interests and those of the international community will overlap increasingly with one another. Consequently, once its transformation has been completed, the PLAN is likely to become a global and cooperative force.

  • Abstract: Recently, there has been a growing body of literature on the multifaceted relationship between religion, politics and security in both national and global contexts, with a special emphasis on church-state relations and/or secularism. Various aspects and influences of religion on a variety of thematic issues occupy columns, journals and books. However, one might argue that the same does not apply for the study of religious freedom. The violation of religious freedom is a phenomenon that has been observed not only under authoritarian regimes or Third World countries, but also in democratic and so-called civilized nations. Authoritarian regimes, restrictive state policies, intolerant and hostile societies as well as security-oriented (inter)national political legitimations have tried to control, restrict or suppress the rights of religious groups and minorities and religion per se in the public sphere. In The Future of Religious Freedom, the different reasons for controlling religion through restrictive laws and policies are elaborated from a variety of perspectives.

  • Abstract: The Islamic State's murder of Jordanian hostage Lt Moaz al-Kasasbeh was both a message to the group's fighters that it can counter the coalition's relentless airstrikes as well as an offensive move designed to provoke a high-profile overreaction The air campaign against the Islamic State has been relentless while at the same time has receded from the headlines-a double blow to the group in that it suffers the losses but doesn't benefit from the attendant spectacle The drawn-out 'negotiations' over this past month-while the hostage was already dead-were likely intended to sow division and tension in Jordan, and draw attention to the issue as long as possible before the gruesome finale While Jordan is understandably enraged and will have to strike back, the most effective response might be an escalation that continues to kill the group's fighters away from the headlines.

  • Abstract: Outside of its own borders, Iran now has significant proxy presence and influence in four countries encompassing 1.1 million square kilometers and 82 million people, in Yemen, Iraq, Syria, and Lebanon It has done this by leveraging tactical decisions made by other countries into its own strategic expansion; from Lebanon, Iraq, Syria, and now Yemen, Iran is taking advantage of the short-term actions of others in its long-term plan The complete collapse of the U.S.-aided Yemeni president and the associated counterterrorism and military support is just the latest example of measures intended to address immediate pressures, which ultimately benefit Iran-all while U.S. airstrikes support Iraqi and Iranian militias in Tikrit against the immediate threat of the Islamic State It's not that Iranian leaders are all-knowing, masterful chess players but rather that the Middle East has for decades been a battlefield of ad hoc stability measures by numerous countries that have enabled Iran to steadily project power, to the extreme concern of countries such as Saudi Arabia, which has now launched airstrikes in Yemen.

  • Abstract: Iraqi security forces, which include more Shi'a militia than Iraqi army personnel, have retaken nearly all of Tikrit, with Islamic State fighters still holding out in the center of the city The tomb of former dictator Saddam Hussein was destroyed during the fighting; the Islamic State is placing the blame on Shi'a militia while the Iraqi government says Islamic State fighters were responsible It is unlikely that the destruction of the tomb will rally many Sunnis to the Islamic State's cause, though it doesn't help lower sectarian tensions; it will be far more destructive if sectarian fighting follows the fall of Tikrit and other towns The Islamic State will seek every opportunity to turn this conflict into a repeat of Saddam's 1980-1988 war on Iran, where the Iraqi Sunni battle the Shi'a of both countries; only if the Shi'a militia oblige the group by perpetrating atrocities and oppression towards the Sunni population they liberated will this be achievable.

  • Abstract: Kyrgyzstan, Central Asia’s only even nominal parliamentary democracy, faces growing internal and external security challenges. Deep ethnic tensions, increased radicalisation in the region, uncertainty in Afghanistan and the possibility of a chaotic political succession in Uzbekistan are all likely to have serious repercussions for its stability. The risks are exacerbated by leadership failure to address major economic and political problems, including corruption and excessive Kyrgyz nationalism. Poverty is high, social services are in decline, and the economy depends on remittances from labour migrants. Few expect the 4 October parliamentary elections to deliver a reformist government. If the violent upheavals to which the state is vulnerable come to pass, instability could spread to regional neighbours, each of which has its own serious internal problems. The broader international community – not just the European Union (EU) and the U.S., but also Russia and China, should recognise the danger and proactively press the government to address the country’s domestic issues with a sense of urgency.

  • Abstract: The Norwegian Nobel Committee awarded the Tunisian National Dialogue Quartet, a civil society group comprising the Tunisian General Labor Union; the Tunisian Union of Industry, Trade, and Handicrafts; the Tunisian Human Rights League; and the Tunisian Order of Lawyers the 2015 Nobel Peace Prize on Friday, October 9, 2015 "for its decisive contribution to the building of a pluralistic democracy in Tunisia." In a new Atlantic Council Issue Brief, "Tunisia: The Last Arab Spring Country," Atlantic Council Rafik Hariri Center for the Middle East Senior Fellows Mohsin Khan and Karim Mezran survey the successes of Tunisia's consensus-based transition and the challenges that lie ahead. "The decision to award this year's Nobel Peace Prize to Tunisia's National Dialogue Quartet is an extremely important recognition of the efforts made by Tunisian civil society and Tunisia's political elite to reach a consensus on keeping the country firmly on the path to democratization and transition to a pluralist system," says Mezran. With the overthrow of the authoritarian regime of President Zine El Abedine Ben Ali in 2011, Tunisia embarked on a process of democratization widely regarded as an example for transitions in the region. The National Dialogue Conference facilitated by the Quartet helped Tunisia avert the risk of plunging into civil war and paved the way for a consensus agreement on Tunisia's new constitution, adopted in January 2014. In the brief, the authors warn that despite political successes, Tunisia is hampered by the absence of economic reforms. Facing the loss of tourism and investment following two terror attacks, Tunisia's economy risks collapse, endangering all of the painstaking political progress gained thus far. Unless the Tunisian government moves rapidly to turn the economy around, Tunisia risks unraveling its fragile transition.

  • Abstract: President Barack Obama's summit meeting with Gulf leaders at Camp David on May 14 will end in failure if the administration does not propose a substantial upgrade in US-Gulf security relations that is as bold and strategically significant as the nuclear agreement–and likely formal deal–with Iran. While the summit will not suddenly eliminate mistrust and resolve all differences, it presents an historic opportunity to put back on track a decades-old US-Gulf partnership that has served both sides and the region well, yet lately has experienced deep turbulence. Failure to strengthen these ties will have consequences, the most dramatic of which could be the acceleration of the regional order's collapse. In a March 2015 Atlantic Council report entitled Artful Balance: Future US Defense Strategy and Force Posture in the Gulf, we made the case for a mutual defense treaty between the United States and willing Arab Gulf partners. In this issue in focus, we offer a more comprehensive and detailed assessment of the risks, concerns, benefits, and opportunities that would be inherent in such a treaty. We recommend a gradualist approach for significantly upgrading US-Gulf security relations that effectively reduces the risks and maximizes the benefits of more formal US security commitments to willing Arab Gulf states.

  • Abstract: Since the Maidan revolution, the Ukrainian government has embarked on a comprehensive reform agenda. But almost two years since the revolution, reforms are still lacking in core areas. The most prominent achievements are the establishment of the National Anti-Corruption Bureau to fight high-level corruption, the introduction of a new police force in the cities of Kyiv, Odesa, and Lviv, the reform of the banking system, and the restructuring of the natural gas sector. However, there were few attempts to reform the civil service and businesses continue to claim that middle-and low-level employees at tax and customs agencies remain corrupt. The authors of "Ukraine: From Evolutionary to Revolutionary Reforms" warn that, if the Ukrainian government does not follow through with an ambitious reform agenda, public support for reforms will wane while dissatisfaction will increase, threatening political stability and the country's successful future. There is no time for slow evolutionary changes. Radical and revolutionary reforms are the only way to success.

However, stability in the Nordic-Baltic area is under increasing stress, which has implications for both NATO and its partner members, Finland and Sweden. In "Nordic-Baltic Security and the US Role," the Atlantic Council's US Navy Senior Fellow Mark Seip argues that the United States must prioritize bolstering assurance among NATO members, principally the Baltic states.   • Abstract: How do we reconcile self-government with national security and analyze claims of national security? There should be little doubt that many assertions of "national security" have left the nation less secure. Consider the case of Ellen Knauff, a German woman who married a U.S. soldier and came to New York City to meet his parents in 1948. Instead of being allowed to disembark with other passengers, she was held at Ellis Island for three years and threatened with deportation as a security risk. At no time was Knauff or her attorney told why she was a risk. Her case reached the Supreme Court in Knauff v. Shaughnessy (1950). The Court, divided 6 to 3, found no objections to the procedures used by the executive branch. In a dissent, however, Justice Robert Jackson said: “Security is like liberty in that many are the crimes committed in its name.” No one has better underscored the danger of automatically bowing down to claims of security.

  • Abstract: The recent food security crisis has shed light on the importance of agricultural development in the South Mediterranean countries. An ‘urban bias’ and ‘trade liberalisation’ policies have resulted in growing dependence on imports, narrow specialisations and unsustainable production practices. The Euro-Mediterranean integration process has put trade liberalisation in the centre of attention, while the progress in agriculture has been limited. The purpose of this paper is to analyse the challenges faced by agro-food systems in Southern and Eastern Mediterranean Countries, with specific attention to the role of the Euro-Mediterranean integration and the reform of the Common Agricultural Policy. This brief reviews the major forces shaping the future of work, including changes in labor and employment practices, business models, access to income and benefits, worker rights and voice, education and training, and technology.   • Abstract: In the 11 months since President Barack Obama committed the United States to “degrade and ultimately destroy” the so-called Islamic State of Iraq and al Sham (ISIS), the group has expanded its international reach, metastasized to form offshoots across multiple regions, and increased its perceived momentum. Although U.S. government officials cite a reduction in the overall size of the group’s sanctuary in Iraq and Syria and the killing of thousands of ISIS fighters, the fall of Ramadi and much of Anbar province to the Islamic State served as a wakeup call that current efforts to counter ISIS are not adequate to the task.2 Meanwhile, the threat posed by the terrorist group to Americans at home and abroad appears to be growing as ISIS-inspired individuals conduct attacks targeting Westerners around the globe, including here in the United States.

  • Abstract: Azerbaijan recently had to face a wave of criticism from the European institutions (the OSCE and the European Parliament) due to its government’s undemocratic practices. In response, Baku accused its European partners of Islamophobia and declared the suspension of parliamentary cooperation in the framework of the EU’s Euronest. The Azerbaijani ruling elite also blames the West of supporting a “fifth column” in Azerbaijan (meaning civil society organisations) as well as of giving political support to its arch-enemy Armenia in the Nagorno-Karabakh conflict. At the same time authorities in Baku are displaying their developing political partnership with Russia. This paper examines the consequences of the crisis in relations between the EU and Azerbaijan and Azerbaijani-Russian rapprochement for the prospects for EU-Azerbaijan energy projects and regional security in the South Caucasus.

  • Abstract: West Papua is the most violent area of Indonesia. Indonesian security forces battle the country's last active separatist insurgency there. The majority of Indonesia's political prisoners are Papuans, and support for independence is widespread. But military repression and indigenous resistance are only one part of a complex topography of insecurity in Papua: vigilantism, clan conflict, and other forms of horizontal violence produce more casualties than the vertical conflict that is often the exclusive focus of international accounts of contemporary Papua. Similarly, Papua's coerced incorporation into Indonesia in 1969 is not unique; it mirrors a pattern of long-term annexation found in other remote and highland areas of South and Southeast Asia. What distinguishes Papua is the near-total absence of the state in indigenous areas. This is the consequence of a morass of policy dysfunction over time that compounds the insecurity that ordinary Papuans face. The author illuminates the diverse and local sources of insecurity that indicate too little state as opposed to too much, challenges common perceptions of insecurity in Papua, and offers a prescription of policy initiatives. These include the reform of a violent and unaccountable security sector as a part of a broader reconciliation process and the urgent need for a comprehensive indigenous-centered development policy.

Son gouvernement doit aller au-delà des déclarations d'intention et passer à l'action.   • Abstract: The violence in Darfur's decade-old war spiked in 2013, as the mostly Arab militias initially armed by the government to contain the rebellion increasingly escaped Khartoum's control and fought each other. Recent fighting has displaced nearly half a million additional civilians – in all 3.2 million Darfurians need humanitarian help. The Doha Document for Peace in Darfur (DDPD) signed in Qatar in 2011 is largely unimplemented, notably because it was endorsed by factions with limited political and military influence, blocked by the government and suffered fading international support. The main insurgent groups remain active, have formed an alliance that goes beyond the region and increasingly assert a national agenda. If Darfur is to have durable peace, all parties to the country's multiple conflicts, supported by the international community, need to develop a more coherent means of addressing, in parallel, both local conflicts and nationwide stresses, the latter through a comprehensive national dialogue; eschew piecemeal approaches; embrace inclusive talks; and recommit to Sudan's unity.

  • Abstract: In 2012, the University of Chicago Press published a special fiftieth anniversary edition of Thomas Kuhn?s influential book, The Structure of Scientific Revolutions. Kuhn, who died of lung cancer in 1996, was a physicist trained at Harvard University and is best known for his work on the history and philosophy of science. His interpretation of the evolution of science and the concept of "paradigm change? have had a major impact on our understanding of intellectual life, both in the physical sciences and in the social sciences. This paper briefly reviews Kuhn?s approach, and then applies it to an analysis of the current state of International Relations theory in a critique of Realism. My argument is that Realism, as what Kuhn would call "normal science? in International Relations theory, is in crisis because of its inability to explain a growing number of anomalies, which in turn can be better explained by a different paradigm, Cooperative Security.

  • Abstract: This paper will examine the pressures, incentives, and restraints that form the politics of multilateral nuclear export control arrangements by examining the evolution of nuclear supplier arrangements from the 1950s to the 1990s. Focusing on the Nuclear Suppliers Group (NSG), this paper identifies six key pressures that shape the form and behavior of multilateral nuclear export control regimes. A deeper understanding of these pressures and how they resulted in the NSG offers a more nuanced backdrop against which to consider future policies for nuclear export control.
