Abstract:
This article compares the perceptive approach of neoclassical realist security understanding with the discursive constructivist methodology of the Copenhagen School in analyzing the emergence of security threats. It departs from the assumption that these theories divergent in their perspectives on the content of security threats as well as security actors are comparable since they reveal methodological commonalities. The main emphasis of this article is that while partly adopting the perceptive subjectivity of neoclassical realism, the Copenhagen School has further developed an alternative model of discursive intersubjectivity in analyzing security threats. In this context, it will first cover the discussions on the content of security threats in Security Studies literature. It will then compare the assumptions of various realist understandings of security on the content and emergence of security threats, with a particular focus on the perceptive perspective of neoclassical realism. Finally, it will study the threat approach of the Copenhagen School through its securitization theory with insights from the speech-act theory, political theory and discourse analysis, in comparison with neoclassical realism.

Food prices are a matter of life and death to many in the developing world. Financial markets that should be helping food growers and processors to manage their risk and set prices have become a potential threat to global food security. Deregulated and secretive agricultural commodity derivatives markets have attracted huge sums of speculative money, and there is growing evidence that they deliver distorted and unpredictable food prices. Financial speculation can play an important role to help food producers and end users manage risks, but in light of the harm that excessive speculation may cause to millions, action is required now to address the problem. This briefing explains what has gone wrong with financial markets and what could be done to fix them.

At the height of the food price crisis in 2008, the Philippines was among the countries with "severe localized food insecurity" requiring external assistance in food.3 A series of severe weatherrelated events occurred in 2009 with the total damage to the economy exceeding 100 bn pesos-more than twice the amount allocated for agriculture that year. Rice imports reached an all-time high of 2.45 million metric tons in 2010, making the Philippines the biggest rice importing country in the world that year.

International investment plays a vital role in development and poverty reduction. Investment can improve livelihoods and bring jobs, services, and infrastructure, when it is managed responsibly within the context of an effective regulatory framework. Oxfam sees this every day in its work and, in some cases, is working collaboratively with businesses to promote investments that directly benefit poor communities. The recent record of investment in land is very different. It tells a story of rapidly increasing pressure on land – a natural resource upon which the food security of millions of people living in poverty depends. Too many investments have resulted in dispossession, deception, violation of human rights, and destruction of livelihoods. Without national and international measures to defend the rights of people living in poverty, this modern-day land-rush looks set to leave too many poor families worse off, often evicted from their land with little or no recourse to justice.

Haiti's justice system remains dysfunctional and continues to pose significant obstacles to its democratic process, security, reconstruction and development. While some steps have begun with regard to the police, institutional reform in the sector has lagged, allowing further impunity and persistent criminal threats to citizen safety. Despite five years of pledges, the majority of Haitians still have limited access to justice, and mistrust of the formal judicial system is widespread. President Michel Martelly and parliament must work in a non-partisan manner to at last produce reform, including by modernising the 174 year- old criminal code and procedures and setting standards for judges, giving the judiciary adequate resources and creating efficient mechanisms that guarantee proper access to justice.

Abstract:
Being a national security issue since the establishment of Turkish Republic in 1923, the Kurdish question has several and deep rooted connotations for politics and society in Turkey. Even if it was excessively securitized and long classified as a national taboo by the Turkish state, the Kurdish question has increasingly occupied a central status in Turkish politics since the 1980s. As a consequence of excessive securitization, academic or otherwise any work problematizing the official state line was subjected to silencing, marginalization or even ban. The intellectuals, academics, civil society activists demanding recognition of a separate Kurdish identity and cultural/collective rights of the Kurds were often blamed as being traitors and prosecuted and punished in some cases. In the 1980s and 1990s researching and publishing on the Kurdish question amounted to assuming grave risks or confronting fierce public reaction for researchers. Thus, there was an acute lack of academic research concerning the most important issue of Turkish politics.

Security Sector Reform (SSR) is a complex, technical and highly political subject that is generally addressed under difficult circumstances. Set in a unique environment – characterised by the convergence of donor interests and recipient requirements; post-conflict situations, transitional periods or developing countries; adult participants with clear case-specific knowledge and experiences to share; and the need to carry out concrete reform programmes – SSR capacity-building and training activities demand a distinctive approach. The co-learning approach described in this article addresses these challenges as educational opportunities that can lead to positive learning outcomes for participants and facilitators alike, at the same time as they can provide practical support for ongoing SSR processes.

The uneven impact of security sector reform (SSR) in Afghanistan, despite nearly a decade-long commitment and billions of dollars invested, demonstrates the immense and perhaps insurmountable challenge of effectively implementing the process amidst an active conflict. The SSR model was largely developed for post-conflict and post-authoritarian environments featuring favorable political conditions for reform. In Afghanistan, the SSR project and the Bonn political dispensation has faced progressively greater levels of violence with each passing year, reaching the level of a full-blown war covering large parts of the country by 2008. In the absence of a genuine political settlement with the Taliban and other stakeholders, the SSR process has been conceived of and applied as a means to confront the growing insurgency, rather than as part of a larger state building and democratization project, as it was intended. It is difficult to imagine a more inhospitable environment for SSR than the one that confronted Afghan and international state builders in the wake of the Taliban's ouster in late 2001. Over two decades of intense civil war left little institutional infrastructure and human capacity to build upon; public attitudes toward the state and security sector were marked by mistrust and suspicion; and insecurity, whether caused by insurgent activity, crime or inter-communal violence was widespread.

3810. Identity, Insecurity, and Great Power Politics: The Tragedy of German Naval Ambition Before the First World War

Why did Germany pursue naval expansion at the turn of the twentieth century? This question has long puzzled scholars of international security, who consider German naval ambition to be an instance of suboptimal arming—a decision that decreased Germany's overall security and risked the survival of the German state. This article argues that the social desire to be recognized as a world power guided Germany's decision to challenge British naval hegemony. From the beginning of its naval planning, Germany had one clear aim: a powerful fleet of battleships stationed in the North Sea would alter the political relationship with Britain in such a way that it could no longer ignore Germany's claim to world power status. Reconceptualizing Germany's naval ambition as a struggle for recognition elucidates the contradictions at the center of German naval strategy, explaining how the doomed policy could proceed despite its certain failure. The article concludes that the power-maximizing practices of great powers should be seen as an important component of identity construction and an understudied dimension of contemporary security practice.

In 2004, the U.S.-led coalition and Iraqi security forces faced a growing challenge from insurgents and militia groups as the country drifted toward civil war. In street battles with heavily armed insurgent and militia groups, Iraq's fledgling police units mutinied under fire and resigned en masse, pointing out shortfalls in the U.S. police training program. In response, the U.S. government transferred leadership of the U.S. police assistance program from the State Department to the Defense Department, which created heavy police tactical units capable of dealing with armed groups. At the same time, the Iraqi interior ministry independently organized police commando units composed of former Iraqi soldiers that successfully fought alongside U.S. military forces. In 2005, the installation of a new Iraqi government and the escalation of sectarian violence brought a change in the composition of the Iraqi police commando units. The new interior minister, a senior Shiite party official, enabled members of Shiite militia groups to take over the police commando units and engage in the kidnap, torture, and murder of Sunnis. To control police death squads, the U.S. military combined all of Iraq's heavy police and police commando units into a new entity, the Iraq National Police (INP). In October 2006, the U.S. military began a program to retrain police commando units that were engaged in sectarian violence. Over the following year, Iraq's new interior minister, Jawad al-Bolani, undertook a program to reform the INP, appointing a new commanding general, purging the officer corps, and inviting a training team from the Italian Carabinieri to provide advanced instruction for INP units. In 2007, INP units successfully partnered with U.S. combat brigade teams that were deployed to Baghdad as part of President Bush's surge of U.S. military force into Iraq. Over the next two years, the valor of Iraqi constabulary units and their acceptance in both Sunni and Shiite areas brought a new name, the Iraq Federal Police (IFP), and the deployment of an IFP unit to every province in the country. Lessons learned in the development of an indigenous police constabulary in Iraq should be applied to current and future stability operation.

3814. Lessons from Embedded Provincial Reconstruction Teams in Iraq

Embedded provincial reconstruction teams (ePRTs) were small State Department- led units inserted into U.S. combat brigades in Iraq from 2007 to 2010 to support military counterinsurgency efforts at the local level. During major combat operations in 2007 and into 2008, ePRTs provided important support to military counterinsurgency efforts. As U.S. combat units wound down these efforts and withdrew from towns and cities, ePRTs did useful-but harder to quantify-work in mentoring local officials. Combat brigades and ePRTs generally worked well together. However, some units were unsure of how best to employ civilians. The military and civilians also sometimes had differing views on issues of short-term versus long-term goals. Despite problems, ePRT veterans believe that they had a positive effect in both supporting military counterinsurgency efforts and helping local Iraqi officials prepare for self-reliance. Interviewees identified a variety of operational problems that detracted from ePRT mission accomplishment. The Iraq ePRTs are now history, but as the United States continues to use civil-military teams in Afghanistan, these observed lessons need to be learned and acted upon.

3815. The Politics of Dispute Resolution and Continued Instability in Afghanistan

There are numerous sources of local conflict in Afghanistan today, but the majority cluster around a few issues: disputes over land and water rights; family disputes, particularly inheritance; and disputes over control of local positions of authority. Lack of capacity or resources in the formal justice systems has been blamed for the lack of effective dispute resolution. But the fact that disputes were resolved more regularly in Afghanistan before the war years, when the formal justice system had even fewer resources, indicates that other causes are involved. Lack of political and personal security of dispute-resolution practitioners and the increased power of local commanders, whose authority is not community-based, have undermined the traditional dispute-resolution system. At the same time, corruption and inefficiency have delegitimized the formal justice system in the eyes of many disputants. Afghans and foreign donors alike note that Afghanistan has both state (court-based) and nonstate (based upon a combination of customary and religious law) justice sectors, and it is often assumed that these systems solely compete with each other for dispute-resolution authority. USIP research shows that, contrary to assumptions, successfully resolved disputes rely on a combination of formal and informal actors. Indeed, it is common for disputes to move between formal and informal venues and to be considered by a series of local elders and, more rarely, government officials.

International approaches to the Afghan security sector over the last nine years have exhibited the tendencies of security sector reform (SSR), counterinsurgency (COIN) and stabilization, and exposed the inherent tensions between them. This paper argues that while an SSR, COIN or stabilization approach may have been appropriate at the beginning of the post-Taliban period or currently, actual practice has been to attempt all three simultaneously. This leads to confusion, and the combined approaches tend to undermine one another as they attempt to address the security issues facing Afghanistan. The paper concludes that, ultimately, the lack of strategic direction and focus in the international intervention — as demonstrated by the evolution of United Nations (UN) Security Council resolutions, the plethora of international missions and interventions in the security sector, and the realities on the ground — has served both Afghanistan and its international partners poorly

Transnational institutions increasingly commit multinational companies to human rights and social standards on a voluntary basis. Our paper investigates the security practices of multinational companies and whether these comply with the Voluntary Principles on Security and Human Rights. Analysing the case of mining companies in the Democratic Republic of Congo we evaluate the impact of the Principles on local security practices and critically analyse the effects of these practices. We argue that one needs to go beyond compliance studies, which focus on the implementation of formal programs (output) and rule-consistent behaviour (outcome), in order to evaluate corporate governance contributions. We therefore develop a conceptual framework that looks at companies' local security practices, including non-compliant practices, and their effects on local security. Our approach leads to a more differentiated evaluation of the effects of voluntary standards and the potential for corporate governance contributions than much of the literature on business and governance does.

Ten years ago in Bonn, Germany, the United Nations Envoy to Afghanistan, Ambassador Lakhdar Brahimi, and U.S. Envoy to the Afghan Opposition, Ambassador James Dobbins, led a diverse group of international diplomats and warriors to consensus and charted the political course for Afghanistan well into the decade. The process that led to the Bonn Agreement (Bonn 2001, or Bonn I) reflects the best of U.S. and United Nations statesmanship and was the result of the effective application of military and diplomatic power.

3822. Legal order free of pillars: European Courts' jurisdiction in the post-Treaty of Lisbon setting

From the legal point of view, the most important change ushered in by the Treaty of Lisbon concerns the scope of the jurisdiction of the Court of Justice of the European Union. This was widened due to the dismantling of the pillar structure. As a general rule, the jurisdiction of the European Courts now covers previous third pillar matters as well, namely criminal law and police co-operation. The dismantling of the pillar structure did not, however, affect the Common Foreign and Security Policy. The Union Courts still do not have jurisdiction in this area. This rule has two important exceptions. Although the Area of Freedom, Security and Justice is communitarised and more coherent than before, the previous limits in its territorial scope, namely the opt-outs of the UK, Ireland and Denmark, did not disappear, so limits in the Courts' jurisdiction remain. The Treaty of Lisbon amendments did not change the fundamentals of the judicial doctrines, such as the direct effect and primacy of European Union law. Importantly, the application of these doctrines was widened instead, owing to the depillarisation. The Treaty of Lisbon amendments meant that the decisions of the European Council and European Union bodies, offices and agencies can be reviewed under the preliminary ruling procedure. The Treaty of Lisbon changed the much-debated criteria for the standing of non-privileged applicants in actions to review the legality of the European Union acts.

Consolidating the legitimate use of force in the hands of the state is a vital first step in post-conflict peacebuilding. Transitional governments must move quickly to neutralize rival armed groups and provide a basic level of security for citizens. Two processes are vital to securing a monopoly of force: disarmament, demobilization, and reintegration and security sector reform. Disarmament, demobilization, and reintegration (DDR) involve disbanding armed groups that challenge the government's monopoly of force. Security sector reform (SSR) means reforming and rebuilding the national security forces so that they are professional and accountable. U.S. experience in Afghanistan, Iraq, Liberia, Haiti, Bosnia, and Kosovo yielded three crosscutting lessons: go in heavy, tackle DDR and SSR in tandem, and consolidate U.S. capacity to implement both tasks in a coordinated, scalable way.

Israel has been generally quiet regarding the recent turmoil in Syria, a reflection of the issue\'s relative low priority, as well as Israel\'s limited influence on internal Syrian matters. Israel\'s preferred outcome would be a stable Syrian regime that disassociates itself from the “axis of resistance,” poses no bilateral threats, and controls the border area—though Israel sees no clear path for achieving these aims. The view in Israel is that the basic structure of deterrence still holds vis-à-vis Syria and the regime—even in its desperate circumstances—is unlikely to provoke Israel in dramatic ways.

Abstract:
This article systematically compares maritime territorial disputes in the East and South China Seas. It draws on the bargaining model of war and hegemonic stability theory to track the record of conflicts and shifts in the relative power balances of the claimants, leading to the conclusion that certainty and stability have improved in the South China Sea, with the converse happening in the East China Sea. To enrich the models, this article also considers social factors (constructivism) and arrives at the same conclusion. This calls for a differentiated methodological approach if we are to devise strategies to mediate and resolve these disputes.

The Government of Jordan is deeply concerned about the turmoil in Syria, fearing the spillover effect and knowing Syria's historic capacity to undermine Jordanian internal stability. Initial official Jordanian reaction has been cautious, to avoid antagonizing Syria and provoking retaliation. There is great anxiety over what may follow the collapse of the Assad regime. Jordan is under increased pressure from both internal elements and external powers to toughen its public posture toward Damascus. Ultimately, Amman will react carefully to events in Syria, taking actions that best ensure the security of the state and the survival of the monarchy.

Internal militancy and insurgency are the immediate threats to Pakistan's security. Pakistan's polity is fractured and dysfunctional, allowing the military to assert greater control over Pakistan's response to this growing internal threat. Civilian authorities have missed numerous opportunities to assert control over security matters. Miscalculation by the current civilian government in its attempt in 2008 to exert control over the Inter-Services Intelligence (ISI) directorate soured civil-military relations at a time when the new army chief favored keeping the army out of politics. The military's interests are expanding to newer sectors, including economic policymaking, since a shrinking economy could hurt military interests and lifestyles. An opportunity to improve security sector governance exists in the proposed National Counter Terrorism Authority, which the government has unduly delayed.

3828. Police Corruption: What Past Scandals Teach about Current Challenges

Police corruption is an international problem. Historically, police misconduct has been a factor in the development of police institutions worldwide, but it is a particular problem in counterinsurgency and peacekeeping operations, such as the U.S.-led North Atlantic Treaty Organization police training program in Afghanistan. There, police abuse and corruption appear endemic and have caused some Afghans to seek the assistance of the Taliban against their own government. The most reliable and extensive knowledge about police corruption in the world's Englishspeaking countries is found in the reports of specially appointed blue-ribbon commissions, independent of government, created for the sole purpose of conducting investigations of police corruption. To reduce police corruption, the commissions recommend creating external oversight over the police with a special focus on integrity, improving recruitment and training, leadership from supervisors of all ranks about integrity, holding all commanders responsible for the misbehavior of subordinates, and changing the organization's culture to tolerate misbehavior less. The remedies proposed by the commissions, however, rely on a set of contextual conditions not commonly found in countries emerging from conflict or facing serious threats to their security. This report suggests triage and bootstraps as strategies for reducing police corruption in countries with security threats. Triage involves targeting assistance in countries where there are solid prospects for tipping police practice in the desired direction. Bootstraps involves using reform within the police itself as a lever to encourage systemic social and political reform in countries in crisis or emerging from conflict.

Today, the United States enjoys an abundance of military power, but it is a uniquely expensive asset. During the past 20 years we have sought new ways to put this asset to work. Reviewing the change in the Pentagon's mission set, several broad trends are discernible: Mission objectives have grown much more ambitious, generally. The geographic scope for intensive US military efforts has widened significantly. Across the globe, the focus of US military action and investment has become less discriminate and more sweeping or comprehensive. Missions that put US “boots on the ground” in foreign nations in either a direct action, advisory, or capacity- building role have grown much more prominent. US policy continues to emphasize multinational approaches to addressing security issues, however the trend has been for the United States to play an ever more prominent role as the convener, governor, and quartermaster of joint action.

The struggle over a full-year Continuing Resolution (CR) shows that both houses of congress are “going light” on DoD, pointing toward a discretionary budget balanced more heavily in favor of the Pentagon. Within the so-called “security basket,” International Affairs is set to be the big loser. Setting aside war costs, the Pentagon budget constitutes about 50% of discretionary spending. The Pentagon accounted for an even greater proportion of the rise in discretionary spending during the past ten years of debt accumulation. Nonetheless, both the House and Senate efforts to cut spending for FY-2011 allocate much less than 50% of the pain to DoD's base expenditures. The House allocates only 15% of its proposed cuts to DoD. The Senate, about 38%.

President Obama's 2012 budget plan maps out a future of steady increases for the National Defense account (apart from war costs, which the budget presumes will decline). The budget sets the base or peacetime portion of national defense to rise from $551.9 billion in 2010 to $637.6 billion in 2016 - a boost of about 15.5%. This increase exceeds the expected rate of inflation by about seven-tenths of a percent per year.

As of November 2010, the so-called “New START (Strategic Arms Reduction Treaty)” treaty between the United States and Russia that was signed in Prague, Czech Republic, on April 8, 2010, awaits a ratification vote in the Senate. Regardless of the arguments pro and con that have emerged since it was signed, it is clear that the outcome of the ratification vote will not only materially affect the Obama administration's reset policy towards Russia, but also the strategic nuclear forces of both signatories. Indeed, throughout the Cold War, both sides built up their forces based on what each was thought to have or be building. Although the Bush administration (2001-09) rhetorically announced its intention to sever this mutual hostage relationship, it failed in that regard. As a result, critical aspects of that relationship still survive in Russia's orientation to the United States and in the language of the treaty, especially in its preamble, which explicitly affirms a link between nuclear offense and defense.

The key international mechanism for states to report on international arms transfers is the United Nations Register of Conventional Arms (UNROCA). UNROCA was established to build confidence and cooperation between states. The information provided by states to UNROCA is used in analyses of states' intentions and capabilities and in bilateral or regional consultations to help avoid misinterpretations, miscalculations and the exaggeration of threats that can influence arms races and armed conflicts. Information reported to UNROCA is made publicly available. Therefore parliamentarians and interested citizens can use UNROCA to help monitor their government's compliance with its national and international legal obligations regarding the prevention of conflict, human rights violations and, to a degree, illicit arms transfers.

The initial push to publish national reports on arms exports came from various national parliaments and non-governmental organizations (NGOs) demanding greater oversight of government implementation of arms export policies. Such demands gained particular traction following a spate of arms exportrelated scandals in the 1970s, 1980s and 1990s.

Ukraine has consistently been among the 10 largest arms exporters in the world during the past two decades. An estimated 18 per cent of Ukrainian arms exports during 2005–2009 were for recipients in sub-Saharan Africa, specifically to Kenya (or Southern Sudan), Chad, Nigeria, Equatorial Guinea, and the Democratic Republic of the Congo (DRC). Ukraine has supplied surplus aircraft, tanks, armoured vehicles, artillery, SALW and ammunition to armed forces in sub-Saharan Africa. Additionally, Ukrainian companies and individuals have supplied other services related to arms transfers and participated in combat missions for African armed forces.

More than ten years after the formation of Timor-Leste's army and the demobilisation of the guerrilla force that fought for independence, the struggle continues about how to pay tribute to the veterans. The increasingly wealthy state has bought off the threat once posed by most dissidents with an expensive cash benefits scheme and succeeded in engaging most veterans' voices in mainstream politics. This approach has created a heavy financial burden and a complicated process of determining who is eligible that will create new tensions even as it resolves others. A greater challenge lies in containing pressures to give them disproportionate political influence and a formal security role. A careful balance will need to be struck between paying homage to heroes while allowing a younger generation of leaders to grow up to replace them. Failure could block the generational transfer of power necessary for the state's long-term stability.

3845. Humanitarian Intervention Comes of Age

No sooner had NATO launched its first air strike in Libya than the mission was thrown into controversy -- and with it, the more general notion of humanitarian intervention. Days after the UN Security Council authorized international forces to protect civilians and establish a no-fly zone, NATO seemed to go beyond its mandate as several of its members explicitly demanded that Libyan leader Muammar al-Qaddafi step down. It soon became clear that the fighting would last longer than expected. Foreign policy realists and other critics likened the Libyan operation to the disastrous engagements of the early 1990s in Somalia, Rwanda, and Bosnia, arguing that humanitarian intervention is the wrong way to respond to intrastate violence and civil war, especially following the debacles in Afghanistan and Iraq. To some extent, widespread skepticism is understandable: past failures have been more newsworthy than successes, and foreign interventions inevitably face steep challenges. Yet such skepticism is unwarranted. Despite the early setbacks in Libya, NATO's success in protecting civilians and helping rebel forces remove a corrupt leader there has become more the rule of humanitarian intervention than the exception. As Libya and the international community prepare for the post-Qaddafi transition, it is important to examine the big picture of humanitarian intervention -- and the big picture is decidedly positive. Over the last 20 years, the international community has grown increasingly adept at using military force to stop or prevent mass atrocities. Humanitarian intervention has also benefited from the evolution of international norms about violence, especially the emergence of “the responsibility to protect,” which holds that the international community has a special set of responsibilities to protect civilians -- by force, if necessary -- from war crimes, crimes against humanity, ethnic cleansing, and genocide when national governments fail to do so. The doctrine has become integrated into a growing tool kit of conflict management strategies that includes today's more robust peacekeeping operations and increasingly effective international criminal justice mechanisms. Collectively, these strategies have helped foster an era of declining armed conflict, with wars occurring less frequently and producing far fewer civilian casualties than in previous periods.

3846. The True Costs of Humanitarian Intervention

As forces fighting Libyan leader Muammar al-Qaddafi consolidated control of Tripoli in the last days of August 2011, many pundits began speaking of a victory not just for the rebels but also for the idea of humanitarian intervention. In Libya, advocates of intervention argued, U.S. President Barack Obama had found the formula for success: broad regional and international support, genuine burden sharing with allies, and a capable local fighting force to wage the war on the ground. Some even heralded the intervention as a sign of an emerging Obama doctrine. It is clearly too soon for this kind of triumphalism, since the final balance of the Libyan intervention has yet to be tallied. The country could still fall into civil war, and the new Libyan government could turn out to be little better than the last. As of this writing, troubling signs of infighting among the rebel ranks had begun to emerge, along with credible reports of serious human rights abuses by rebel forces. Yet even if the intervention does ultimately give birth to a stable and prosperous democracy, this outcome will not prove that intervention was the right choice in Libya or that similar interventions should be attempted elsewhere. To establish that requires comparing the full costs of intervention with its benefits and asking whether those benefits could be achieved at a lower cost. The evidence from the last two decades is not promising on this score. Although humanitarian intervention has undoubtedly saved lives, Americans have seriously underappreciated the moral, political, and economic price involved. This does not mean that the United States should stop trying to promote its values abroad, even when its national security is not at risk. It just needs a different strategy. Washington should replace its focus on military intervention with a humanitarian foreign policy centered on saving lives by funding public health programs in the developing world, aiding victims of natural disasters, and assisting refugees fleeing violent conflict. Abandoning humanitarian intervention in most cases would not mean leaving victims of genocide and repression to their fate. Indeed, such a strategy could actually save far more people, at a far lower price.

3847. Holding Libya Together: Security Challenges After Qadhafi

As the recent upsurge of violence dramatically illustrates, the militias that were decisive in ousting Qadhafi's regime are becoming a significant problem now that it is gone. Their number is a mystery: 100 according to some; three times that others say. Over 125,000 Libyans are said to be armed. The groups do not see themselves as serving a central authority; they have separate procedures to register members and weapons, arrest and detain suspects; they repeatedly have clashed. Rebuilding Libya requires addressing their fate, yet haste would be as perilous as apathy. The uprising was highly decentralised; although they recognise it, the local military and civilian councils are sceptical of the National Transitional Council (NTC), the largely self-appointed body leading the transition. They feel they need weapons to defend their interests and address their security fears. A top-down disarmament and demobilisation effort by an executive lacking legitimacy would backfire. For now the NTC should work with local authorities and militias – and encourage them to work with each other – to agree on operational standards and pave the way for restructured police, military and civilian institutions. Qadhafi centralised power without building a central state. His successors must do the reverse.

3848. Policy Concerns of Low Fertility for Military Planning in South Korea

The South Korean military currently is the sixth-largest in the world. But years of low birth rates have resulted in declining numbers of young men available for military service, and the country now faces the pressing question of how to ensure national security in the face of inevitable troop reductions. Some options for offsetting this shrinking recruit pool (such as increasing fertility, increasing immigration, and increasing the number of women in the military) might seem obvious, but the complex economic, social, and cultural reality of South Korea make them unlikely to be embraced. The best focus for immediate action is to stabilize or increase service terms and to encourage development and implementation of high-tech security systems. While the recruit pool appears nearly adequate at present, South Korea must act quickly to develop the leaner, more diverse, and more technologically based military necessary for the country to maintain a viable military force.

It is time to close international supervision of Bosnia's Brčko District. Once seen as a model of post-war reconciliation and good government, it is drowning in corruption and mismanagement that flourished despite its supervisors' best efforts. The territory is vital to Bosnia and Herzegovina (BiH)'s stability: it links the two halves of both Republika Srpska (RS) and the BiH Federation (FBiH), and belongs technically to both entities but is independently governed and multi-ethnic. Many of its former leaders are under suspicion in a corruption probe that may have only scratched the surface; several high profile development projects are collapsing in bankruptcy and litigation. RS has a strong influence on the district but is not threatening to undermine its status. Nevertheless, the international community should ensure that Serb leaders of that entity are left in no doubt that any move to take Brčko over would meet a strong reaction. Stability is now dependent on whether local politicians, law enforcement and the judiciary can take responsibility. International supervision is no longer helping, and a new strategy is needed.

Abstract:
The perception of Muslims living in the United States has deteriorated dramatically since the terrorist attacks on September 11th, 2001. U.S.-Muslims, a group that had already faced discrimination prior to the attacks, became even more visible to the public. Non-Muslim Americans began questioning American Muslim loyalties to the United States as well as their commitment to being “good” citizens. Such doubt extended to the political arena as well, prompting intrusive inquiries into Muslim-affiliated civic and political organizations and their members. Even non-Muslims with Muslim affiliations or Muslim- sounding names or appearances have been subject to public scrutiny. For example, despite identifying as a Christian, President Barack Obama's religious affiliation has been continually doubted by some due to his Kenyan Muslim heritage and his middle name, Hussein. Though a decade has passed since the events of September 11th, the role of American Muslims, and whether they can at all be trusted, remains a popular concern and a topic of household conversation.

Women in Sri Lanka's predominantly Tamil-speaking north and east are facing a desperate lack of security in the aftermath of the long civil war. Today many still live in fear of violence from various sources. Those who fall victim to it have little means of redress. Women's economic security is precarious, and their physical mobility is limited. The heavily militarised and centralised control of the north and east – with almost exclusively male, Sinhalese security forces – raises particular problems for women there in terms of their safety, sense of security and ability to access assistance. They have little control over their lives and no reliable institutions to turn to. The government has mostly dismissed women's security issues and exacerbated fears, especially in the north and east. The international community has failed to appreciate and respond effectively to the challenges faced by women and girls in the former war zone. A concerted and immediate effort to empower and protect them is needed.

The main aim of this article is to provide a more solid theoretical anchor for numerous past and present debates about the various versions of American missile defence in Europe. The author claims that the neo-realism's concept of alliance security dilemma is the most appropriate framework for Czech, Polish, Romanian, and EU-wide experts'reflections and political decisions regarding the possible accepting of elements of American or NATO missile defence. Under appreciated explanatory power of the concept of the alliance's security dilemma is illustrated in the text on the case of the original Bush's plan of the so-called third pillar in Poland and the Czech Republic.

The article is a response to the contemporary state of research of the security-development nexus and attempts to analyze the heterogeneous area of its interpretations and implementations. It analyzes the ways and describes the development of interpretations of the security-development nexus. The text also offers empirical material to enable looking at the variety of effects. It shows that despite a broad interdisciplinary debate, three general attitudes have been generated. The first one is based on the idea that security is the prerequisite of development, the second one that development is the prerequisite of security, and the third one that security and development go hand in hand. The area of concepts appears to be wide and varied as well. The contemporary concepts differ mainly in whose development and whose security they take into account, and which one from these two values (development or security) is understood as more important and how it is interpreted (what is “security” and what is “development”). On the operational level it is clear, that the security-development nexus is not only an academic and theoretical reflection or pose, but that it also influences the practice and changes the national, as well as the international politics. The presented empirical material does not say anything about the size of the change and the number of actors affected, however, it shows that it is no marginal phenomenon, because it has affected important players in the international system as well as rules governing the system.

President Michel Martelly of Haiti was widely expected to make the creation of a new Haitian army official on November 18, 2011, on the anniversary of the last major battle for Haitian Independence in 1803. Instead, he announced the creation of a civilian-led commission that will have forty days to finalize a plan for the creation of the new army, which should be presented by January 1, 2012. The newly elected president has made reinstating the army, which was disbanded in 1995, a priority. A draft of the “Martelly plan,” dated August 2011, called for building an army of 3,500 troops that would be operational within three years and progressively take over as the UN peacekeeping force MINUSTAH withdraws.

There is increasing awareness within police forces and international organizations that organized crime is a growing threat to security. However, due to a lack of data and insufficient knowledge about illicit activities, criminal justice experts are often left chasing shadows. To rectify this problem, more attention has been devoted to developing and using organized crime threat assessments in recent years, particularly for use in vulnerable states that are less resistant to infiltration by criminals. This paper briefly considers the history of organized crime threat assessments, the process in which they have been produced and used, and criticisms that have been leveled against them. Finally, it considers their applicability to fragile and postconflict countries and the kind of requirements that would need to be fulfilled for threat assessments to be an effective tool against organized crime in such contexts.

The United States and China each have or will soon have the ability to inflict grave harm upon the other by nuclear attack, attacks on satellites, or attacks on computer networks. Paradoxically, despite each country's power, its strategic vulnerability is growing. Particularly since September 11, 2001, Americans have sensed this vulnerability. The extent to which the Chinese sense it is unclear. Vulnerability to nuclear attack is familiar to both countries. But the United States and China are also becoming exposed to damage in space and cyberspace because of their growing reliance on those domains for their prosperity and security, as well as each side's increasing antisatellite (ASAT) and cyber war capabilities. For China, economic integration, production, and commerce-and thus, sustained growth and perhaps political stability-depend vitally on data sharing, making networks and satellites as strategic as they are for the United States. All three strategic domains are "offense dominant"-technologically, economically, and operationally. Defenses against nuclear, ASAT, and cyber weapons are difficult and yield diminishing results against the offensive capabilities of large, advanced, and determined states such as the United States and China. Nuclear weapons are patently offense dominant because a single explosion can destroy a city. Moreover, it is easier and cheaper for China to improve the survivability of its strategic missile launchers, to multiply deliverable weapons, and to penetrate U.S. missile defenses than it is for the United States to maintain a nuclear first-strike capability. Though it has yet to admit it, the United States cannot deny the Chinese the second-strike nuclear deterrent they are determined to have. Satellites are inherently vulnerable: conspicuous, easy to track, and fragile. Destroying them or degrading their performance is easier than protecting them. ASAT interceptors are much cheaper than satellites. Likewise, defending computer networks becomes harder and more expensive as the scale and sophistication of the attacker increase. The woes of the cyber defender are compounded by integrated global markets and supply chains for digital components and equipment-in which U.S. and state-affiliated Chinese corporations are leading competitors-increasing the potential for strategic degradation of network infrastructure and disruption of services. In general, strategic offense dominance gives each country an incentive to invest in offense, which in turn spurs the other to keep pace. Apart from offense dominance, the advance of technology has slashed the costs in lives and treasure of strategic attack, as capabilities have graduated from mass invasion to heavy bombing to nuclear weapons to ASAT and cyber war. If one ignores possible deaths resulting from disruption of public services, ASAT and cyber war might even be considered "nonviolent." As the number of expected casualties from strategic attack options drops, so could international opprobrium and the inhibitions of decisionmakers. Absent deterrence, thresholds for war in space and cyberspace could become perilously low as offenses improve.

There is arguably no more unlikely U.S. ally than Saudi Arabia: monarchical, deeply conservative socially, promoter of an austere and intolerant version of Islam, birthplace of Osama bin Laden and fifteen of the nineteen 9/11 hijackers. Consequently, there is no U.S. ally less well understood. Many U.S. policymakers assume that the Saudi regime is fragile, despite its remarkable record of domestic stability in the turbulent Middle East. “It is an unstable country in an unstable region,” one congressional staffer said in July 2011. Yet it is the Arab country least affected in its domestic politics by the Arab upheavals of 2011. Many who think it is unstable domestically also paradoxically attribute enormous power to it, to the extent that they depict it as leading a “counterrevolution” against those upheavals throughout the region. 2 One wonders just how “counterrevolutionary” the Saudis are when they have supported the NATO campaign against Muammar al-Qaddafi, successfully negotiated the transfer of power from Ali Abdullah Saleh in Yemen, and condemned the crackdown on protestors by Syrian president Bashar al-Assad, and how powerful they are when they could do little to help their ally Hosni Mubarak in Egypt.

India's food price inflation is a major driving factor behind the country's overall accelerating inflation over the past few years. Agricultural food prices in particular have risen recently: over the past year vegetables have become costlier by 18%, pulses by 14%, milk by 10%, and eggs, meat and fish by 12%. The rise in fruit prices was, however, relatively smaller (5%), and the same happened for cereals (3%). This price escalation is largely due to an inefficient supply chain in agriculture. Some of the supply side constraints have been identified: poor agricultural productivity, lack of corporate involvement in agriculture, ceilings on landholding size, existence of middlemen, hoarding, and, more importantly, insufficient cold storage facilities and transportation infrastructure. Around 50% of fresh produce in India rots and goes to waste between the farm gate and the market because of inadequate cold storage facilities and a poor distribution network. These factors unfavorably affect agricultural supply, create a supplydemand gap and help raise food prices.

The Kurdish question in Turkey is one of the most pressing issues facing the EU in its near neighbourhood. It involves a rights-based dimension caused by the lack of cultural rights and freedoms for the Kurds, and a security dimension caused by the violent conflict between the militant Kurdistan Workers' Party (PKK) and the Turkish military. It has the potential to destabilise Turkey as well as its Kurdish-inhabited neighbours of Iran, Iraq and Syria, with ramifications for Turkey's EU membership negotiations and the EU 's foreign-policy goals in the region. The EU is also directly intertwined with the issue, not least because of its large and active Kurdish diaspora. As such, the EU has a major stake in finding a solution to the question.

The 2011 Conference on Disarmament (CD) began contentiously when Ambassador Zamir Akram, Pakistan\'s permanent representative to the United Nations, criticized United States\' support of India\'s membership in export organizations that would allow it to engage in nuclear trade. Pakistan believes such membership would further favor India and accentuate the asymmetry in fissile materials stockpiles of the two states. Strategic and security concerns drive Pakistan\'s commitment to block negotiation of a fissile material cutoff treaty. Progress during the CD seems unlikely if the United States and Pakistan remain entrenched in their respective positions.

The current wave of protests in Egypt has pitted thousands of demonstrators against the police and Central Security Forces (CSF). The performance of these forces is key to the outcome of the crisis. If they can contain the demonstrations without excessive violence, the protests will likely burn themselves out over time. But if the demonstrations continue or escalate into greater violence, the police and CSF could break down, either dissolving entirely or engaging in undisciplined violence that further exacerbates the situation. Such a scenario, or even the likelihood of it, would probably spur the government to deploy army personnel to support the security forces, deter further demonstrations, and, if necessary, put down the protests through force. That would be a true crisis for the government, one with an uncertain outcome.

As protests continued in Cairo, questions intensified about when and how President Hosni Mubarak would step aside and what kind of transitional government might replace him. The "key actor" at this time is Egypt's military leadership, which is concerned about growing violence, economic damage, and continued instability, says Bruce K. Rutherford, author of Egypt After Mubarak: Liberalism, Islam, and Democracy in the Arab World. "If they want these demonstrations to end, they can either intervene and use force to disperse the demonstrators or they can ask President Mubarak to leave," he says, which would indicate the army's belief that Mubarak's continued presence is destabilizing. Rutherford says the opposition has organized a ten-person leadership group headed by Mohamed ElBaradei, but that Egyptians are skeptical about the government's offer to open discussions with the opposition because in the past, such dialogues haven't led to any change. He says a possible successor to Mubarak may be former foreign minister Amr Moussa, currently head of the Arab League.

In the course of the last decade, the IBSA states (India, Brazil, South Africa) have increased their weight in the shifting global order, particularly in economic affairs. Can the same be said about the IBSA states' position in the international security hierarchy? After locating the IBSA coalition in the shifting world order, we analyze its member states' willingness and capacity to coordinate their security policies and build a common global security agenda. In addition, we explore the state of and perspectives on bi- and trilateral collaboration initiatives on defense and armaments between India, Brazil and South Africa. A key reason for the mostly modest results of global security agenda coordination and cross-regional defense collaboration is that the prevailing security concerns of each country are located at the regional level. Therefore, the starting point of an assessment of the prospects of IBSA's security cooperation and its potential impact on the strategic global landscape has to be a comparative evaluation of the regional security environments, focusing on overlaps and potential synergies between the national security policies of the three state actors.

East Asia has experienced a drastic decline in incidences of warfare and has had exceptionally low levels of battle deaths after 1979. However, East Asian peace had already begun in 1967 inside ASEAN. Is it possible that East Asian peace began in ASEAN and spread to the rest of East Asia? This is the question that this article aims to tackle by showing the association between a reasonable and plausible explanation, the ASEAN Way, and East Asian peace after 1979. The argument about the role of the ASEAN approach in the pacification of East Asia is based on an examination of the patterns of frequency of conflicts, numbers of battle deaths and conflict termination. In this kind of examination, it seems that the recipes for peace in East Asia after 1979 are similar to those of ASEAN after 1967, and that their relationship to conflicts was also very similar.

Much of the public discussion about threats in cyberspace has focused on cyber war, crime and short-term malicious activity for economic, political, or public relations gain. Too often each threat is seen as a discrete problem that is approached in a reactive manner geared to the intended targets. Instead, the problem should be viewed as a larger, interconnected issue – really, a continuum of malicious activity -- that requires a strategic and proactive approach by key government and private-sector stakeholders working together, both nationally and internationally.

Abstract:
The United States has to deal with a very different Turkey today than the Turkey during the Cold War. The disappearance of the Soviet threat has reduced Turkey's dependence on the United States for its security and deprived the U.S.-Turkish security partnership of a clear unifying purpose. At the same time, Turkey's geographic role and interests have expanded. Turkey now has interests and stakes in various regions it did not have two decades ago. It is thus less willing to automatically follow the U.S.'s lead on many issues, especially when U.S. policy conflicts with Turkey's own interests. This does not mean that Turkey is turning its back on the West or the United States. Turkey still wants—and needs—strong ties with the United States. But the terms of engagement have changed. Ankara is a rising regional power and is no longer content to play the role of junior partner.

Abstract:
The historical solution to the security problem in the Persian/ Arabian Gulf, that is, the active military protection of a super power, is no longer sustainable as the unipolar world gives way to a multipolar one and the credibility of the United States to provide military security is being increasingly questioned. This paper addresses a question neglected by both international and regional analysts: can Turkey play any role in the future Gulf security architecture? The paper argues that Turkey can help the GCC states develop effective state institutions and build regional institutional mechanisms to solve potential crises and alleviate the security dilemma in the Gulf. It can deliver this public good to the region precisely because Turkey has strong economic and political interests to have good relations with all sides concerned with the Gulf security.

3880. European Energy Security: Reducing Volatility of Ukraine-Russia Natural Gas Pricing Disputes

Abstract:
On January 7, 2009, the existing energy relationship among Europe, Russia, and Ukraine broke down over a natural gas dispute, just as it had done 3 years earlier. Amid subzero temperatures in many parts of Europe, Russia turned off its gas supply to Ukraine, causing shortages in more than 20 European countries. Thousands across the continent were left in the dark, and government services were closed. While the flow of gas was eventually restored, Russian gas disputes with Ukraine continue, and the prospect of another Gazprom shutoff has become an annual event for European consumers. Despite earlier indications that another breakdown in negotiations would lead to blackouts in Europe early in 2010, the potential crisis was averted via a Russia-Ukraine deal that restructured earlier payment and pricing arrangements. However, it is doubtful that Ukraine can continue timely payments for its domestic gas consumption and maintain its own pipeline infrastructure. Fundamental changes to Russia-Ukraine energy transport agreements are coming.

Political instability and violence in Africa are often the products of rumor and misinformation. Narrow interests have used politically biased newspapers and radio programming to spread disinformation and champion politically divisive causes. Meanwhile, reasonable opposition voices have been kept silent and shuttered from public life, often by repressive, even violent means. This remains a serious concern across Africa.

Abstract:
Women are a social group vulnerable to food insecurity despite being primary actors in the food chain. The problem of food insecurity among women is especially rampant in parts of South Asia and Southeast Asia. Vulnerability to food insecurity has a definite effect on the health of women and children, as well as social and economic impacts in terms of fewer opportunities for education and greater instances of early marriages. A comparison of indicators used to assess vulnerabilities of women in the two regions shows that the overall situation in South Asia is worse than that in Southeast Asia. The primary securitising actors at the national, regional and international levels have to play an individual and collective role in rectifying the situation. It is equally mandatory for regional groupings such as the Association of Southeast Asian Nations (ASEAN) and South Asian Association for Regional Cooperation (SAARC) to provide a sound systemic environment for individual countries to work towards achieving these objectives.

But Africa also has three major opportunities that can help transform its agriculture to be a force for economic growth. Abstract:
This paper warns that the human security discourse and agenda could inadvertently undermine the international human rights regime. It argues that in so far as human security identifies new threats to well-being, new victims of those threats, new duties of states, and/or new mechanisms of dealing with threats at the inter-state level, it adds to the established human rights regime. In so far as it simply rephrases human rights principles without identifying new threats, victims, duty-bearers, or mechanisms, at best it complements human rights and at worst it could undermine them. The narrow view of human security, as defined below, is a valuable addition to the international normative regime requiring state and international action against severe threats to human beings. By contrast, the broader view of human security at best repeats, and possibly undermines, the already extant human rights regime, especially by converting state obligations to respect individuals' inalienable human rights into policy decisions regarding which aspects of human security to protect under which circumstances. The two may be competing discourses, despite arguments by some scholars (Tadjbakhsh and Chenoy 2007, 12) that they are not.

Yet in conflicts and politically unstable settings from Afghanistan to Yemen, lifesaving humanitarian assistance and longer-term efforts to reduce poverty are being damaged where aid is used primarily to pursue donors' own narrow political and security objectives. This is not only undermining humanitarian principles and donors' development commitments; it impacts on the lives of some of the most vulnerable people affected by conflicts and natural disasters.

The April 2010 elections in Sudan were mandated by the 2005 Comprehensive Peace Agreement (CPA). They were intended to be instrumental in setting the stage for the referendum and corresponding negotiations and were envisioned as a critical part of a broader democratic transformation. In the period between the CPA's signing and the holding of the national elections, political rights and freedoms were circumscribed, placing limits on political parties and civil society and fostering distrust between the ruling parties and the opposition in the North and South that was to prove central in undermining the inclusiveness and credibility of the elections.

In 2010, two important documents on Japan's security and national defense policies were released under the Democratic Party of Japan (DPJ) government in Japan. One report is entitled “Japan's Vision for Future Security and Defense Capabilities in the New Era: Toward a Peace-Creating Nation.” This report was issued in August by the Council on Security and Defense Capabilities in the New Era, the Prime Minister's private council on national security and defense capabilities which is chaired by Shigetaka Sato— hereafter the Sato Report. The other is the “National Defense Program Guidelines, FY 2011-” that was issued by the Japanese government in December—hereafter the 2010 NDPG. The former is a blueprint of Japan's national security and defense strategy, the latter addresses the formal Japanese defense program guidelines for the next ten years. While the Japanese government is not legally bound by the Sato Report, since it is not the Japanese version of a National Security Strategy, a formal document issued by the US government, the 2010 NDPG does contain actual guidelines for building the defense capability of Japan. The overlap between the two documents represents the new directions of the Japanese security and national defense policies, and the gap between them illustrates the old restrictions that remain.

For scholars and practitioners of European politics alike, the distinction between supranationalism and intergovernmentalism has always been fundamental. This distinction has underpinned the various schools of European integration theory, just as it has remained crucial for European governments keen to demonstrate that the member states remain in charge of key policy areas. Nowhere is this considered to be more central than in the area of foreign and security policy, which has consciously been set within the rigid intergovernmental framework of Pillar Two of the Maastricht Treaty and, under the Lisbon Treaty, remains subject to the unanimity rule. And yet, scholarship on the major decision-making agencies of the foreign and security policy of the EU suggests that the distinction is not only blurred but increasingly meaningless. This paper demonstrates that, in virtually every case, decisions are shaped and even taken by small groups of relatively well-socialized officials in the key committees acting in a mode which is as close to supranational as it is to intergovernmental. The political control of foreign and security policy, which is considered sacrosanct by member state governments, is only rarely exercised by politicians at the level of the European Council or Council of Ministers.

Mexico is in the midst of a worsening security crisis. Explosive clashes and territorial disputes among powerful drug trafficking organizations (DTOs) have killed more than thirty-five thousand people since President Felipe Calderón took office in December 2006. The geography of that violence is limited but continues to spread, and its targets include a growing number of government officials, police officers, journalists, and individuals unrelated to the drug trade. The Mexican government has made the war on drugs its top priority and has even called in the military to support the country's weak police and judicial institutions. Even so, few Mexican citizens feel safer today than they did ten years ago, and most believe that their government is losing the fight.

President Obama's 2012 budget plan maps out a future of steady increases for the National Defense account (apart from war costs, which the budget presumes will decline). The budget sets the base or peacetime portion of national defense to rise from $551.9 billion in 2010 to $637.6 billion in 2016 - a boost of about 15.5%. This increase exceeds the expected rate of inflation by about seven-tenths of a percent per year.

Unprecedented rates of urban migration over the past decade have contributed to a dramatic expansion in the size of urban slums and higher levels of poverty, violence, and instability in Africa's cities. The drivers of violence associated with urban fragility are primarily related to weak and illegitimate governance, inequitable development, limited livelihood opportunities, and legal structures that inhibit land tenure and new business start-up. Solutions to Africa's urban fragility cannot be addressed solely through security structures but must be part of a broader development strategy.

Existing work on energy security tends to over-emphasise the prospect of competition and conflict over resources while under-exploring the promise of cooperation. This policy brief provides a framework for understanding energy security cooperation and highlights some building blocks for crafting such cooperation in East Asia. At present, instead of an integrated regime, issues related to energy security are addressed through a patchwork of loosely coupled rules, regulations and institutions, overlapping and sometimes competing, which amount to a regime complex. This policy brief stipulates that an energy security regime complex may have advantages over an integrated regime, most notably in terms of adaptability, flexibility and voice, features which are particularly pertinent in an environment of high vulnerability and uncertainty.

Security sector governance (SSG) poses a huge challenge to states transitioning to democracy, particularly in cases where the military and other components of the security sector had been very influential in the conduct of government affairs. SSG is even more of a challenge in conflict-ridden societies where the state's capacity to ensure internal security has been undermined. Democratic norms suggest that effective SSG involves not only the management of core security forces, but also competent civilian oversight. In addition, SSG programmes in Southeast Asia will have to recognise and address the specific realities and experiences of a particular country. This policy brief is based on the proceedings of the Second Study Group Meeting on 'Security Sector Governance and Conflict Management in Southeast Asia' organised by the Institute for Strategic and Development Studies, Inc. 3899. Cyberspace Governance: The Next Step

After years of dismissing the utility of international negotiations on cyberspace, U.S. officials now say that they will participate in talks to develop rules for the virtual world. But which norms should be pursued first and through which venues? As a start, the United States should issue two “cyber declaratory statements,” one about the thresholds of attacks that constitute an act of war and a second that promotes “digital safe havens”—civilian targets that the United States will consider off-limits when it conducts offensive operations. These substantive statements should emerge from a process of informal multilateralism rather than formal negotiations. Washington should engage allies and close partners such as India first and then reach out to other powers such as China and Russia with the goal that they also issue similar statements. Washington should also reach out to the private corporations that operate the Internet and nongovernmental organizations responsible for its maintenance and security.

On 19 November 2010 NATO formally agreed to adopt a New Strategic Concept. After a long, tightly scheduled and generally speaking fairly transparent process the NATO family endorsed an updated understanding of what the core purpose of the Atlantic Alliance is at the Lisbon Summit. NATO's basic text – the Washington Treaty of 1949 – was, as it were, once again re-interpreted within a specific geopolitical context to fit an ever-changing strategic landscape. Or, put differently, with the adoption of the New Strategic Concept NATO sought to bring its basic interests and strategic thinking into line with the security environment as it has evolved since 1999 when the Alliance adopted its last Strategic Concept. Launched to great fanfare and amidst many high expectations this key text entitled 'Active Engagement, Modern Defence' is projected to confer a new strategic direction on NATO and to inform the world about why the Atlantic Alliance is still vital and vigorous.
