Israeli disengagement from Gaza and the northern West Bank settlements has left in its wake three important crises for the religious Zionist movement that spearheaded settlements in Israel. These crises involve the settlers' future relationships with the Israeli public, the Israeli state, and the political secular right. For settlers, these three relationships are now colored by a sense of betrayal, raising the question of whether disengagement will radicalize the ideological settlers.

On August 4, 2005, Dennis Ross, Brig. Gen. Michael Herzog, and David Makovsky addressed The Washington Institute's Special Policy Forum. Ambassador Ross, the Institute's counselor and Ziegler Distinguished Fellow and former U.S. Middle East peace envoy, has just returned from a month in the region. General Herzog of the Israel Defense Force is a visiting military fellow at The Washington Institute. Formerly the senior military aide to the minister of defense, he was also an Israeli peace negotiator. Mr. Makovsky, senior fellow and the director of the Project on the Middle East Peace Process at The Washington Institute, is author of the Institute monograph Engagement through Disengagement: Gaza and the Potential for Israeli-Palestinian Peacemaking. The following is a rapporteur's summary of their remarks.

Secretary of State Condoleezza Rice's July 22-24 visit to the Israeli-Palestinian scene came amid critical domestic challenges to the Palestinian leadership against the backdrop of imminent Israeli disengagement from the Gaza Strip and parts of the northern West Bank, scheduled to begin August 15. In an unprecedented step, Palestinian Authority (PA) president Mahmoud Abbas recently demonstrated the will to enforce his policy of nonviolence on Hamas and curb the group's efforts to become an alternative armed authority. Given his precarious vacillation between appeasement and enforcement, the international community should encourage Abbas to continue down the latter path and provide him with practical support toward that end.

I have spent the past month in Jerusalem, meeting with Israelis and Palestinians here, in Ramallah, and in Gaza City. In my years of dealing with both sides, I cannot recall a time when emotion in general, and frustration in particular, have so clearly shaped their outlook. Given the death of Yasser Arafat, the emergence of Mahmoud Abbas, and Ariel Sharon's decision to disengage from Gaza, this should be a time of hope and opportunity. Instead, there is less a sense of possibility than of foreboding. It may not yet be too late to use the withdrawal as a platform on which to build a different future. Yet, much of what could have been done to prepare the ground for disengagement has not been done—and that may explain the unease that pervades both sides.

On June 24, 2005, Aviezer Ravitsky, a professor at Hebrew University of Jerusalem and an expert on religious Zionism, addressed The Washington Institute's Special Policy Forum. The following is a rapporteur's summary of his remarks. The impending Israeli disengagement from the Gaza Strip and four settlements in the northern West Bank threatens the ideological foundations of many settlers. This is particularly true for religious settlers, most of whom view Israeli habitation of the West Bank as the fulfillment of a biblical mandate initiated by the Hebrew patriarchs. The fact that Prime Minister Ariel Sharon, a prime architect of the settlement movement during his tenure as housing minister in the late 1970s, unilaterally proposed the disengagement epitomizes what many settlers see as their abandonment by the political establishment. They fear that Israel will eventually withdraw from most, if not all, of the West Bank. That prospect threatens to undermine the cause of the national-religious camp in Israel, which has championed the settlement movement above all else since Israel assumed control over the territories in 1967.

The June 21 meeting between Israeli prime minister Ariel Sharon and Palestinian Authority (PA) president Mahmoud Abbas highlighted the widening expectations gap between the two parties. Less than two months before Israel commences its pullout from the Gaza Strip and parts of the northern West Bank, the security situation is worsening, while the PA appears largely unprepared to assume effective security control over these areas. Without an urgent predisengagement "crash program" to improve security, the opportunity afforded by Yasser Arafat's departure from the scene and Israel's departure from Gaza will be lost.

2858. The Poverty Macroeconomic Policy Nexus: Some Short-run Analytics

The present paper utilises a short-run theoretical macroeconomic model of a small open economy to look at the impact of macroeconomic policies and financial deepening upon poverty through sectoral changes. This is because an expansion in certain sectors may cause greater poverty reduction. The model involves a non-traded and a traded sector on the formal side of the economy. The former is more capital intensive and the latter more unskilled labour intensive. Increased employment in the traded sector is more pro-poor compared to a similar rise in the non-traded sector as the former draws workers out of poverty in the informal sector. The model in our paper analyses short-run effects of devaluation, a rise in the money supply induced by financial deepening, and taxation to discourage non-traded goods consumption. Financial deepening can induce greater output and reduce poverty. Other results are mixed and taxonomic. We also attempt to differentiate between the stylised experiences of East Asia and Latin America. East Asian economies have relied more heavily on labour-intensive manufactured exports, whereas Latin America has had a relatively greater share of capital intensive and natural resource based exports. In recent decades countries in these two regions have had differing experiences in poverty reduction, with poverty arguably declining more in East Asia.

Our paper investigates the unexplored impact of education on inflation and of this relationship on economic growth. By using a sample of 102 countries observed on non-overlapping five-year data spells over the period 1963-2001, we find that average schooling years of the working population have a significant negative impact on inflation rates after controlling for the effects of the stance of domestic monetary policy. We also show that the negative impact of inflation on growth in conditional convergence estimates is significantly increased when the former is instrumented by educational variables. Our findings outline a third potential role of human capital on conditional convergence. They show that education is not only a production factor or a variable which may reduce demographic pressures, but also an important antidote against inflationary pressures which, in turn, negatively affect economic growth and conditional convergence. We interpret our findings by identifying three potential rationales for the education-inflation nexus: (i) education raises consumers' awareness of their power in contrasting producers' inflationary pressures; (ii) more educated individuals have lower inflationary expectations when they are also wealthier and their consumption bundle is relatively less (more) intensive in inferior (superior) goods with higher (lower) inflation potential; (iii) more (less) educated and wealthier (less wealthy) individuals tend to be net creditors (debtors) in their maturity, thereby contributing to increase (reduce) the power of anti-inflationary lobbies.

In evaluating tax reform in the developing countries, one first needs to determine what is the unique role of the tax system in each particular country. One of the key reasons for undertaking tax reforms in Kenya was to ad dress issues of in equality and to create a sustainable tax system that could generate adequate revenue to finance public expenditures. In this respect, the tax modernization programme introduced in the country was to achieve a tax system that was sustainable in the face of changing conditions domestically and internationally. Policy was shifted towards greater reliance on indirect taxes as opposed to direct taxes. Consumption taxes were seen to be more favourable to investments and hence growth. Trade taxes, instead of being used for protection or revenue-maximization purposes, were viewed more as instruments to foster export-led industrialization. Trade taxes were therefore used to create a competitive exports sector rather than protect the import-competing manufacturing sector, as had been done in the past.

2861. Tax Reforms in Ghana

Ghana's tax reforms constitute the major policy instrument needed to accelerate growth and poverty reduction. Over the past two decades, the government has consistently spent more revenue than it is able to generate and the gap is often financed with foreign aid which has perpetuated the country's aid dependency. Two options can be explored to reduce the gap between government revenue and expenditure; generate more revenue or reduce government expenditure. Although the latter sounds reasonable, the government needs to spend more on key sectors like education, health and infrastructure if the country is to significantly reduce poverty. The critical issue has been how to generate the needed resources domestically, using tax instruments that are least harmful to the poor. This will obviously involve reforming the tax system to ensure efficiency by widening the tax net without necessarily increasing the tax rate. This paper provides an assessment of the changing structure of the tax system in Ghana over the last two decades and suggests ways to improve tax administration in the country.

2862. Aid and Growth in Sub-Saharan Africa: Accounting for Transmission Mechanisms

This paper is a contribution to the literature on aid and growth. Despite an extensive empirical literature in this area, existing studies have not addressed directly the mechanisms via which aid should affect growth. We identify investment as the most significant transmission mechanism, and also consider effects through financing imports and government consumption spending. With the use of residual generated regressors, we achieve a measure of the total effect of aid on growth, accounting for the effect via investment. Pooled panel results for a sample of 25 Sub-Saharan African countries over the period 1970 to 1997 point to a significant positive effect of foreign aid on growth, ceteris paribus. On average, each one percentage point increase in the aid/GNP ratio contributes one-quarter of one percentage point to the growth rate. Africa's poor growth record should not therefore be attributed to aid ineffectiveness.

There has been significant amount of aid inflow s to developing countries including Ghana, but these have been very volatile. Aid flows have been associated with low domestic resource mobilization and have reduced Ghana to a country heavily dependent on aid. The amount of official development assistance (ODA) inflow s has fallen in recent years and has become unpredictable. It is general knowledge that aid has not yielded the desired benefit. In an attempt to improve aid effectiveness donors have used tie d aid not just to promote commercial interests but also to target aid to particular projects that have direct links with poverty. However, this has not yielded the maximum benefits required. Recently, the government of Ghana and its development partners agreed on an aid package dubbed the multi-donor budgetary support (MDBS), which would ensure continuous flow of aid to finance the government's poverty related expenditures.

2864. It Works; It Doesn't; It Can, But That Depends...: 50 Years of Controversy over the Macroeconomic Impact of Development Aid

This paper surveys 50 years of empirical research on the macroeconomic impact of aid, looking mainly at studies examining the link between aid and growth. It argues that studies dating until the late 1990s produced either contradictory or inconclusive results. Aid either worked, or it didn't, according to this research. The paper then highlights a major shift in the literature that coincided with the release of the World Bank's Assessing Aid: What Works, What Doesn't and Why. Practically all research published since that report agrees with its general finding that aid works, to the extent that in its absence growth would be lower. One controversy may therefore have been settled. Yet, we show, the report has set-off an intense de bate over the context in which aid works. That debate centres on whether the effectiveness of these inflows depends on the policy regime of recipient countries. Some possible avenues through which the heat might be taken out of this debate are considered.

Abstract:
Over 1975-2003 nearly 200 new constitutions were drawn up in countries at risk of conflict, as part of peace processes and the adoption of multiparty political systems. The process of writing constitutions is considered to be very important to the chances of sustaining peace, and The Commonwealth and the US Institute for Peace have developed good practice guidelines in this area. These emphasize consultation, openness to diverse points of view and representative ratification procedures. But assessing the impact of constitution-writing processes on violence is methodologically difficult, since there are many channels of influence in the relationship. This paper reports on preliminary findings from an ongoing research project into the effects of processes in constitution-writing. Regression analysis is used to control for important contextual features such as differences in income levels and ethnic diversity across countries. A key finding is that differences in the degree of participation in the drafting of constitutions has no major effect on post-ratification levels of violence in some parts of the world, such as Europe, but does make a difference in Africa, the Americas, and the Pacific together.

The paper offers a critical literature review of the debate surrounding the globalization-poverty nexus, focusing on channels and linkages through which globalization affects the poor. After introducing four different concepts used to measure trends in world income inequality, it examines first the 'growth' conduit through which globalization affects poverty. Treating inequality as the explicit filter between growth and poverty reduction, the causal chain of openness-growth-inequality-poverty is scrutinized, link by link. The paper then moves on to examine other channels in the globalization-poverty nexus that operate through changes in relative factor and good prices, factor movements, the nature of technological change and diffusion, the impact of globalization on volatility and vulnerability, the worldwide flow of information, global disinflation, and institutions, respectively. The paper concludes with a discussion of strategic policy issues within the context of the globalization debate.

Issues related to the volatility of aid flows are now becoming crucial in view of their relevance to the achievement of the Millennium Development Goals. The paper examines aid volatility using data for 66 aid recipients over the period 1973-2002. We improve upon earlier work in this important area by disaggregating total aid inflows into sector and programme aid. In this way we avoid focussing on a single aggregate, unlike most previous studies on aid volatility. We also adopt a different methodology to capture aid volatility. The institutional quality of the aid recipient affects the stability of sector aid but not that of programme assistance. Moreover, more open economies, which tend to be smaller and richer, ceteris paribus, are associated with more volatile sector aid flows.

The ILO was founded for social justice, a mandate expressed today in terms of decent work as a global goal, for all who work, whether in formal or informal contexts. In June 2002, the delegates to the International Labour Conference from governments, workers' and employers' organizations adopted a resolution incorporating conclusions on decent work and the informal economy. The four components of decent work – opportunities for employment and income, respect for rights at work, social protection and stronger social dialogue – form the backbone of the ILO's approach to the informal economy. These elements can also be seen through a development lens, and necessarily feature a strong gender dimension. To make the action foreseen by the ILC conclusions more easily operational in a cross-disciplinary way, the issues they address can be cast in terms of macro policy, governance, enhancement of productivity, markets and employment, social protection/addressing vulnerabilities, and representation and voice. All play key roles in poverty reduction. Moreover, recognizing the importance of measuring progress towards decent work, developments in relation to indicators are briefly described. This paper includes annexes reproducing the ILC conclusions along with two relevant resolutions adopted by the International Conference of Labour Statisticians and a list of ILO websites that address various aspects of decent work and the informal economy.

Unlocking human potential requires a rich network of institutional arrangements in both private and public spheres. Opening the private sphere to entrepreneurship and complex market organization is well understood as a key to increasing the level and quality of private goods available to consumers. Opening the public sphere to entrepreneurship and innovation at local, regional, and international levels is also a key to increasing the level and quality of public goods – e.g., peace, safety, and health – available to citizens. This paper reviews studies of urban service delivery that have repeatedly found communities of individuals who have self-organized to provide and co-produce surprisingly good local services. In addition to unlocking individual freedom, we need to unlock the public sector from rigid, top-down, hierarchical organization.

Abstract:
"Standard" concepts and theories of International Relations have, over the years, proven "increasingly irrelevant" in accounting for the "realities" of the developing world. The article discusses how Turkey's International Relations literature has responded to this issue by focusing on the example of the literature on "security". It is argued that Turkey is located in the "periphery" of International Relations, which is characterised by a hierarchical structure whereby the "center" develops the concepts and theories to be adopted by the "periphery". This argument is supported by a survey of the two oldest journals of International Relations in Turkey, namely, the Turkish Yearbook of International Relations and Siyasal Bilgiler Fakültesi Dergisi.

2872. The EU Consented to Negotiations, but will it Allow Turkey in?

Abstract:
The Europeans fought the Turks and tried to drive them away from Europe for about 16 centuries, starting in around 452 C.E. when Attila, the Emperor of Huns, sieged Rome. They almost achieved that goal with the 1912-13 Balkan War. However, the circumstances brought the Turks to the gates of Brussels almost 90 years later, this time as a candidate for the EU membership. The most advanced stage Turkey reached in the process of accession came with the EU's decision to start negotiations on October 3, 2005. The success of the AKP Government should be acknowledged with that respect. They reached a point no Turkish cabinet had reached until now. However, it is obvious that the repercussions of the December 17, 2004 decision should not be overestimated.

The majority of Rwanda's population considers itself Hutu (more than 80 per cent), whereas a smaller group is referred to as Tutsi (about 15 percent). The Twa are the smallest minority. In 1994, after four years of civil war, Rwanda descended into genocide. The Tutsi minority was the main target, but Hutu and Twa who were not willing to participate in the killings were also murdered. In fewer than three months, more than 500,000 people were brutally slaughtered.

Abstract:
Iraq underwent a particularly deadly war with neighbouring Iran during the 1980s with perhaps a million deaths occurring. Following the Persian Gulf war of 1991, more than 60,000 Iraqis were believed to have been killed by the government in retaliation for perceived support of the US-led coalition during the conflict. The level of violence within Iraq has not been well recorded in recent years and, in fact, no survey or census-based estimate of crude mortality has been made in Iraq since 1997 and the last estimate of mortality in children under five years of age was a UNICEF-sponsored demographic survey of 1999.

Though this partly stems from a debate within the disarmament community as to what the right set of measures should be, it is also a reaction to the practical difficulty—in some cases, outright impossibility—of collecting quantitative data on armed violence, especially in rural areas. Clearly, there is a great need for alternative means of assessing and reporting on the impacts of both small arms availability and misuse, and efforts to reduce those impacts.

Geopolitics is about the largest scale geographical specification of political matters. Geopolitical reasoning provides the spatial framings within which grand strategy is constructed. The Bush doctrine, elaborated in response to the events of September 11th 2001 and its formulation of a "Global War on Terror" draws heavily on antecedent formulations from both the first Bush administration and the Project for a New American Century. But in doing so it both misconstrues the nature of the events of September 11th and attempts a grand strategy that is flawed. It is flawed both because of its failure to understand the geography of terror and, given the Bush administration's flat denials that America is an empire, a reluctance to learn lessons from imperial history and adopt appropriate strategies and force structures to accomplish its ostensible goals.

This paper concerns the paradox of democratization in South Korea, whose progression has been entwined with neoliberal capitalism beginning in the 1990s. There have been critical moments of democratization since the military rulers gave in to popular pressure for democratization. These moments range from the recommencement of the popular electoral system in the Presidential election in 1987 to the transfer of the state power to civilian leaders, and the participation of former dissidents in the parliament and the administration. A particular form of democratization addressed in this paper is not electoral state politics but the broad-reaching initiatives to transform the relationship between the state and society. Specifically, I examine the initiative to rewrite colonial and cold-war history. This particular initiative is part of an effort to correct a longstanding tendency of previous military regimes that suppressed the resolution of colonial legacies and framed Korean national history within an ideological confrontation of capitalist South Korea and communist North Korea.

The role of subnational units (states, provinces, cantons, Lander) in international affairs is a growing subject in the literature on federalist affairs. Scholars of political science have traditionally seen the conduct of foreign policy as the exclusive domain of the national government. This would seem an especially apt observation about India's federalist system. The Indian constitution has given the center particularly strong powers—so strong, in fact, that some have described it as “quasi federal” because of the lack of autonomy it affords to the states. Yet, there is an increasing consensus that the states have not been shy of foreign policy advocacy. Some have argued that the era of coalition governance has increased such advocacy and, potentially, influence, especially in the context of globalization and economic reform and liberalization.

2883. Report of the Fact-Finding Mission to Lebanon inquiring into the causes, circumstances and consequences of the assassination of former Prime Minister Rafik Hariri

On 14 February 2005, an explosion in downtown Beirut killed twenty persons, among them the former Prime Minister, Rafik Hariri. The United Nations' Secretary-General dispatched a Fact-Finding Mission to Beirut to inquire into the causes, the circumstances and the consequences of this assassination. Since it arrived in Beirut on 25 February, the Mission met with a large number of Lebanese officials and representatives of different political groups, performed a thorough review of the Lebanese investigation and legal proceedings, examined the crime scene and the evidence collected by the local police, collected and analyzed samples from the crime scene, and interviewed some witnesses in relation to the crime. The specific 'causes' for the assassination of Mr. Hariri cannot be reliably asserted until after the perpetrators of this crime are brought to justice. However, it is clear that the assassination took place in a political and security context marked by an acute polarization around the Syrian influence in Lebanon and a failure of the Lebanese State to provide adequate protection for its citizens. Regarding the circumstances, the Mission is of the view that the explosion was caused by a TNT charge of about 1000 KG placed most likely above the ground. The review of the investigation indicates that there was a distinct lack of commitment on the part of the Lebanese authorities to investigate the crime effectively, and that this investigation was not carried out in accordance with acceptable international standards. The Mission is also of the view that the Lebanese investigation lacks the confidence of the population necessary for its results to be accepted. The consequences of the assassination could be far-reaching. It seems to have unlocked the gates of political upheavals that were simmering throughout the last year. Accusations and counter-accusations are rife and aggravate the ongoing political polarization. Some accuse the Syrian security services and leadership of assassinating Mr. Hariri because he became an insurmountable obstacle to their influence in Lebanon. Syrian supporters maintain that he was assassinated by "the enemies of Syria"; those who wanted to create international pressure on the Syrian leadership in order to accelerate the demise of its influence in Lebanon and/or start a chain of reactions that would eventually force a 'regime change' inside Syria itself. Lebanese politicians from different backgrounds expressed to the Mission their fear that Lebanon could be caught in a possible showdown between Syria and the international community, with devastating consequences for Lebanese peace and security. After gathering the available facts, the Mission concluded that the Lebanese security services and the Syrian Military Intelligence bear the primary responsibility for the lack of security, protection, law and order in Lebanon. The Lebanese security services have demonstrated serious and systematic negligence in carrying out the duties usually performed by a professional national security apparatus. In doing so, they have severely failed to provide the citizens of Lebanon with an acceptable level of security and, therefore, have contributed to the propagation of a culture of intimidation and impunity. The Syrian Military Intelligence shares this responsibility to the extent of its involvement in running the security services in Lebanon. It is also the Mission's conclusion that the Government of Syria bears primary responsibility for the political tension that preceded the assassination of former Prime Minister Mr. Hariri. The Government of Syria clearly exerted influence that goes beyond the reasonable exercise of cooperative or neighborly relations. It interfered with the details of governance in Lebanon in a heavy-handed and inflexible manner that was the primary reason for the political polarization that ensued. Without prejudice to the results of the investigation, it is obvious that this atmosphere provided the backdrop for the assassination of Mr. Hariri. It became clear to the Mission that the Lebanese investigation process suffers from serious flaws and has neither the capacity nor the commitment to reach a satisfactory and credible conclusion. To find the truth, it would be necessary to entrust the investigation to an international independent commission, comprising the different fields of expertise that are usually involved in carrying out similarly large investigations in national systems, with the necessary executive authority to carry out interrogations, searches, and other relevant tasks. Furthermore, it is more than doubtful that such an international commission could carry out its tasks satisfactorily - and receives the necessary active cooperation from local authorities - while the current leadership of the Lebanese security services remains in office. It is the Mission's conclusion that the restoration of the integrity and credibility of the Lebanese security apparatus is of vital importance to the security and stability of the country. A sustained effort to restructure, reform and retrain the Lebanese security services will be necessary to achieve this end, and will certainly require assistance and active engagement on the part of the international community. Finally, it is the Mission's view that international and regional political support will be necessary to safeguard Lebanon's national unity and to shield its fragile polity from unwarranted pressure. Improving the prospects of peace and security in the region would offer a more solid ground for restoring normalcy in Lebanon.

This study analyses how public R financing impacts the labour demand of companies. To our knowledge, no previous studies have distinguished the impact between a firm's global and domestic employment. Our company-level panel data covers a period from 1997 to 2002. The statistical method employed in the study takes into account the possibility that receiving public support may be an endogenous factor. Our results suggest that public R financing increases both group-level and domestic R employment. We also analysed the impact of public R funding on employment other than in the R area, and found that it is not affected by public funding. It is possible, however, that such funding has an impact in the longer term.

The ratification process of the Constitutional Treaty has taken some unexpected turns, since the publication of our initial report. The situation has changed especially dramatically in France: within only 10 days the 'yes' camp slid from a previously stable figure of around 60% to below 50%. Our report had concluded that “if the reasons for a particular European compromise are not made transparent to the citizens, issues can be used in a divisive way at the national level”. It therefore called for a stronger European dimension in the national debates and expressed the hope that politicians and the media would play their role in stressing the common European significance of the European Constitution.

Economic convergence of the EU's new member countries (NMCs) towards the incumbent EU countries (EU-15) is of paramount importance for both partners, not only in terms of real income but also in nominal terms. In this study we build a dynamic, computable general equilibrium model, starting from the Balassa-Samuelson two-sector framework, then modify and enlarge it (with, among other things, endogenous capital formation, consumption behaviour and labour mobility) to address several other issues such as uncertainty, welfare and sustainability in terms of foreign indebtedness. At the same time we make flows of foreign direct investment (FDI) endogenous in order to evaluate the impact convergence has on the EU-15 and the inter action between the two regions through FDI. We find that in a general equilibrium setting, fears of adverse effects resulting from a relocation of EU-15 manufacturing to the NMCs are not well founded.

2887. Financial Consequences of Widowhood in Europe: Cross-Country and Gender Differences

We document in this paper the financial consequences of widowhood using both cross-section and panel data from the European Community Household Panel. The research reveals that there are large differences across countries. For example, widowed persons in Greece and Portugal have the lowest income – less than a half that of those widowed in Austria. Cross-country differences decrease somewhat if we consider household income net of housing costs, owing to the higher share of home ownership in low-income countries. Further, the income reduction upon widowhood is generally larger for widows than it is for widowers. The difference in income between the genders is largest in Denmark, Spain, Austria and Finland, where widower s enjoy an income that is more than 30% higher that of widows. The main culprit of the differences in income between widows and widowers lies in pension regulations. As today's elderly women an d those approaching old age spent their working years in an era where women worked at home, raised children and did not participate in the labour market, many depend mostly on survivorship pensions as their main source of income. Yet in most countries this kind of pension tends to be much lower than the applicable old-age pension, owing to the prevailing pension laws. Consequently, the financial situation of widows is unlikely to improve in the medium term unless pension regulations change.

This working paper analyses conditional convergence in Europe and also tries to assess the impact that arises from integration. Using a pooled mean-group estimation method, we first analyse the conditional convergence of GDP per labour force in the area covering the 15 member states of the European Union (EU-15) in 1960-2002. Conditional convergence is well-documented for the EU- 15. Higher investment, lower public consumption and lower inflation have contributed positively to GDP growth. Deeper European integration is shown to have accelerated growth when inflation is not included in the specification, but not otherwise. The evidence on the effect of integration on growth is therefore mixed. We then apply the same method to estimate the growth of GDP per labour force in the new EU member states – the eight Central and Eastern European countries (CEECs) – for the period 1993-2002. These countries are shown to have converged conditionally towards the average level of GDP per labour force in the EU-15. Higher investment and lower public consumption have also supported growth in the CEECs.

The ENARPRI partners agreed in February 2004 to prepare a precise specification for the scenarios that partners would attempt to model in their own national contexts, to examine the impacts of trade-related changes upon the multifunctionality of EU agriculture. This paper outlines a suite of five scenarios covering anticipated domestic (EU) policy under different possible outcomes from the Doha round, broadly based upon the status quo (with mid-term review), full decoupling of domestic support and full decoupling plus reductions in (decoupled) domestic support, with variants in relation to export subsidies and the scale of pillar 2 measures. In all cases it is recognised that national or sub-national models will require an additional level of national or regional specification before they can be run, and that each national team will be required to do this drawing upon their own domestic knowledge and discussion with relevant experts. Each of the models that will be used to undertake these analyses is then briefly reviewed to identify its general approach and the multifunctionality indicators that can be covered. These indicators are then set in the broader context that considers other potential indicators of multifunctionality and their rationales. The paper concludes with some additional commentary about the significant differences, and thus the difficulties, of attempting to undertake this exercise for any of the new member states.

Following the success of the EPIN survey on the European elections 2004 (EPIN Working Paper No. 11), the authors decided to use a similar approach for monitoring the current ratification process of the European Constitutional Treaty. Accordingly, the findings presented in this paper are based on the results of a survey conducted among national experts associated with the European Policy Institutes Network (EPIN). As such, they are inherently subjective, but nevertheless wellinformed. The report draws on survey data collected in 20 EU member states, supplemented by additional sources of information on the remaining countries where available. While the actual outcomes may prove our findings wrong in one respect or another, they do indicate interesting developments and differences in the respective member states. The added value of this EPIN survey lies in its broad comparative scope and analysis rather than its offering an in-depth assessment of each national debate. (For the latter, special country reports are envisaged at a later point in time.) The EPIN Ratification Monitor project plans to publish regular updates on the rapidly changing situation.

It was intended also to give new momentum to the relationship, after seeing that the Partnership and Cooperation Agreement of 1994 had not become a motor for anything very substantial, while the subsequent phase (in 1999) of swapping common strategy documents also led nowhere in particular.

Nepal is in turmoil and the monarchy is in question. King Gyanendra had calculated that his authoritarian moves since October 2002 would return order to a land wracked by Maoist insurgency and political instability but he has failed. The seven months since the royal coup have seen security degenerate under a royal government with no plans for peace and democracy. The Maoists seized the initiative by announcing a unilateral three month ceasefire on 3 September 2005. The international community needs to recognise that its calls for palace/political party reconciliation as the sole path toward stability are unrealistic. New lines need to be explored, beginning with support for the ceasefire and the tentative dialogue underway between the parties and the Maoists.

The strategic environment underlying international policy responses to the proliferation of nuclear, biological and chemical weapons (NBC) has undergone dramatic and rapid transformation since 1990. This process was catalyzed by the dissolution of the Soviet Union and more recently by the terrorist attacks of 11 September 2001. The threat of proliferation has emerged from the Cold War era as a multidimensional threat involving multiple and distinct classes of weapons (nuclear, biological and chemical weapons as well as radiological devices), increasing access to dual-use technology and materials, exponential advances in science and technology and greater numbers of actors (proliferating states and nonstate actors). Accordingly, the new dimensions of the proliferation threat require diverse and multi-faceted international responses, i.e. a comprehensive strategy at the global, national and sub-national levels.

The hardline rhetoric of new President Ahmedinejad is further limiting the prospects of a diplomatic solution being found. As a result, the issue is likely to come before the Security Council. Once in New York there are a number of ways it could play out. But at this stage it is not clear what the Council would be able to do to force a change of behaviour from Tehran. Faced with poor options all round, Washington may feel at some point that it has to risk the uncertain results of limited air strikes against Iranian nuclear facilities to delay what it regards as the unthinkable - a nuclear armed Iran.
