  • Abstract: For many economists government intervention is linked to low levels of interpersonal trust and corruption, while, on the contrary, for many political scientists, government intervention is associ- ated to high trust and low corruption. The goal of this paper is to reconcile these contrasting find ings by distinguishing the differing effects of trust over two alternative types of government intervention: regulation and taxation. Low-trust individuals demand more governmental regulation but less government taxation. We test the hypotheses by focusing on a particular policy – i.e. environmental policy – where governments use different mixes of regulatory and tax mechanisms, and for which we have data on both trust in others (interpersonal trust) and trust in public institutions (in- stitutional trust). The main finding is that those individuals with low trust (both interpersonal and institutional trust) tend to demand, ceteris paribus, more governmental regulation of the environ- ment and, but are less inclined to pay higher taxes to protect the environment. We also find that the effect of institutional trust is stronger than the effect of interpersonal trust, which puts previous studies in a perspective.

  • Abstract: The call for national and local ownership of peacebuilding and statebuilding design and practice has grown louder in recent years. The principles of leveraging local knowledge and attending to local context have gained increasing prominence and visibility in international policy. Standards of field practice for international nongovernmental organizations (NGOs) and peacebuilding missions now regularly include consultation of local perspectives and engagement of local actors. But regional, national, and community-level knowledge have not found effective channels to influence and inform the international decision-making process. Translating these principles into practice—in terms of peacebuilding and statebuilding mechanisms, processes, and programs on the ground—is an enduring challenge for the United Nations and international actors.

  • Abstract: We face a critical juncture in Ukraine. There is no real ceasefire; indeed, there was a significant increase in fighting along the line of contact in eastern Ukraine in mid-January, with Russian/separatist forces launching attacks on the Donetsk airport and other areas. Instead of a political settlement, Moscow currently seeks to create a frozen conflict in eastern Ukraine as a means to pressure and destabilize the Ukrainian government. Russians continue to be present in the Donetsk and Luhansk oblasts in substantial numbers and have introduced significant amounts of heavy weapons. This could be preparation for another major Russian/ separatist offensive.

  • Abstract: This paper addresses the proposed transfer of Internet Assigned Numbers Authority (IANA) oversight away from the US government. The background section explores how the technical architecture of critical Internet resources has certain governance implications, introduces the Internet Corporation for Assigned Names and Numbers (ICANN) and its relationship with the US government through the IANA function and the Affirmation of Commitments. After discussing why the relationship has caused controversy, the paper describes the work underway within ICANN to find a successor oversight mechanism and provides a short critique of the proposals so far. The majority of the paper is taken up with more general issues relating to ICANN's accountability. It explains how the IANA transition was recognized to be dependent on ICANN's wider accountability, and the trust issues between community and leadership that this exposed. There follows an analysis of ICANN's strengths and weaknesses in relation to accountability and transparency, followed by conclusions and recommendations.

  • Abstract: This paper describes the nature of digital intelligence and provides context for the material published as a result of the actions of National Security Agency (NSA) contractor Edward Snowden. Digital intelligence is presented as enabled by the opportunities of global communications and private sector innovation and as growing in response to changing demands from government and law enforcement, in part mediated through legal, parliamentary and executive regulation. A common set of organizational and ethical norms based on human rights considerations are suggested to govern such modern intelligence activity (both domestic and external) using a three-layer model of security activity on the Internet: securing the use of the Internet for everyday economic and social life; the activity of law enforcement — both nationally and through international agreements — attempting to manage criminal threats exploiting the Internet; and the work of secret intelligence and security agencies using the Internet to gain information on their targets, including in support of law enforcement.

  • Abstract: Due to the 2008-2009 global financial crisis, the Chinese government began to promote renminbi (RMB) internationalization in order to raise its international status, decrease reliance on the US dollar (USD) and advance domestic structural reform. RMB internationalization has achieved progress not only in cross-border trade settlement, but also in the offshore RMB markets. However, the rampant cross-border arbitrage and the relatively slow development of RMB invoicing compared to RMB settlement are becoming increasingly problematic. RMB internationalization has exerted significant influence on not only the Chinese economy but also other emerging market economies. RMB internationalization complicates domestic monetary policy, exacerbates the currency mismatch on China's international balance sheet and increases both the scale and volatility of short-term capital flows. It offers emerging economies another alternative for pricing domestic currency and investing foreign exchange reserves. Its overall impact on the international monetary system's stability will depend on how the capital account is liberalized and the consistency and transparency of Chinese monetary policy. This paper concludes with five recommendations for Chinese policy makers to promote RMB internationalization in a sustainable way that is conducive to international stability.

  • Abstract: Guatemala is one of the most unequal countries in Latin America and has the highest incidence of poverty. The indigenous population is more than twice as likely to be poor than the nonindigenous group. Fiscal incidence analysis based on the 2009-2010 National Survey of Family Income and Expenditures shows that taxes and transfers do almost nothing to reduce inequality and poverty overall or along ethnic and rural-urban lines. Persistently low tax revenues are the main limiting factor. Tax revenues are not only low but also regressive. Consumption taxes are regressive enough to offset the benefits of cash transfers: poverty after taxes and cash transfers is higher than market income poverty.

  • Abstract: The African party literature, especially research prescribing to the long‐dominant ethnic voting thesis, has asserted that African party systems exhibit low levels of party nationalization. However, systematic research on nationalization across parties and party systems is still lacking. This study argues that the prospects for building nationalized parties vary substantially between incumbent and opposition parties. Incumbent parties, with their access to state resources, have been successful in creating nationwide operations, even in countries where geographical factors have been unfavorable and ethnic fractionalization is high. The analysis utilizes a new data set of disaggregate election results for 26 African countries to calculate nationalization scores for 77 parties and study the correlates of party nationalization. The results show that factors like ethnic fractionalization, the size of the geographical area, and urbanization affect party nationalization, but only in the case of opposition parties. Incumbent parties, on the other hand, generally remain nationalized despite unfavorable structural conditions.

  • Abstract: The presidential and legislative polls scheduled for 2016 are a potential watershed for the Democratic Republic of Congo (DRC); th ey could be the first elections held with- out an incumbent protecting his position. The prospect of these elections is testing nerves on all sides of the Congolese political spectrum and has already caused deadly violence. There is an urgent need for President Joseph Kabila to commit to the two- term limit contained within the constitution and ready himself to leave power. Consensus is also needed on key electoral decisions, in particular regarding the calendar and the voter roll. This will require high-level donor and international engagement. Absent agreement and clarity on the election process, or should there be significant delays, international partners should review their support to the government. The fragmented governing majority is running out of options to avoid the 2016 deadline. The government's attempts to amen d both the constitution to allow Joseph Kabila to run for a third term and election laws face strong, including internal, opposition, as was evident in the January 2015 mini political crisis over proposed changes to the electoral law. This mini-crisis, which triggered deadly violence and repression against pro-democracy activists, gave a first hint of what could be in store for 2016. In this tense domestic context, engagement by international actors is met with an increasing insistence on national sovereignty that affects in particular the UN Organization Stabilization Mission in the DRC (MONUSCO). Local and provincial polls planned for 2015, despite a technically insufficient and non-consensual voter list, could undermine credible national elections in 2016. In addition to an overly ambitious and costly electoral calendar, the government is hastily pushing through an under-resourced and ill- prepared decentralisation process, including the division of eleven provinces into 26 as provided for in the 2006 constitution. It aims to finalise in six months what was not achieved during nine years. Trying to pursue decentralisation while implementing the electoral calendar could aggravate local tensions, trigger security troubles ahead of next year's polls and make the country highly unstable. For the government, buying time by capitalising on potential delays seems to be the highest attainable objective it can presently agree on. The disjointed opposition is incapable of forming a united front, but there is a broad agreement to oppose any political manoeuvring to extend President Kabila's rule beyond 2016. In addition to President Kabila's ambiguous signals about whether he will respect his two-term limit, problems experienced during the 2011 elections remain; they include a lack of confidence in the Independent National Electoral Commission (CENI) and a disputed voter list. The democratisation process launched a decade ago is reaching its moment of truth, as the excessive hopes raised by the 2006 elections have not materialised. These were the first, and so far only, reasonably free and fair democratic polls to take place since the country's independence. In their wake, reform of the nature of politics and government in DRC has been limited. However, at this stage, delaying the 2016 presidential and legislative elections would be equivalent to an unconstitutional extension of the regime. The January 2015 violence in Kinshasa was a clear demonstration of the Congolese population's aspirations for political change. If the electoral process is not allowed to move forward unhindered, international actors, with a large UN mission in place, risk supporting a regime with even less legitimacy than is currently the case. All efforts have to focus on creating conditions for credible polls in 2016. To that end, Congolese political actors and the CENI should revise the electoral calendar and delay local elections until decentralisation has been fine-tuned, and provincial polls should be organised to closely coincide or be combined with the national elections. A serious conflict prevention and dispute resolution strategy is required, in particular at the local level. Such efforts cannot be only with the electoral horizon in mind. Successful elections do not equal democracy and good governance; the transformation of the Congolese political system has a long way to go and requires a change in governance practices that will be the work of many years.

  • Abstract: The purpose of this report is to provide a framework for doing research on the problem of bias in science, especially bias induced by Federal funding of research. In recent years the issue of bias in science has come under increasing scrutiny, including within the scientific community. Much of this scrutiny is focused on the potential for bias induced by the commercial funding of research. However, relatively little attention has been given to the potential role of Federal funding in fostering bias. The research question is clear: does biased funding skew research in a preferred direction, one that supports an agency mission, policy or paradigm? Federal agencies spend many billion dollars a year on scientific research. Most of this is directly tied to the funding agency mission and existing policies. The issue is whether these financial ties lead to bias in favor of the existing policies, as well as to promoting new policies. Is the government buying science or support?

  • Abstract: Not long ago a colleague of mine, who works regularly with legislators, attended a conference at which the lunch speaker, a famous economist, began by telling everyone why governments regulate financial institutions. The reasons the economist gave consisted of various (supposed) financial-market failures. Said the colleague to me later: “I just wanted to stand up and shout, 'That's got nothing to do with it!'” I relate this because some readers may otherwise fail to appreciate the importance of a work whose chief revelation is that financial legislation — and consequently the general structure of financial systems — are shaped by politics. My colleague didn't need to be told, but others, including many economists, evidently do. In Fragile by Design: The Political Origins of Banking Crises Scarce Credit, Charles Calomiris and Stephen Haber tell them. Banking arrangements, they argue, are “not a passive response to some efficiency criterion but rather the product of political deals that determine which laws are passed” (pp. 13 and 38). What's more, the laws such deals give rise to are, more often than not, detrimental to bank safety and soundness. In few words, banking instability has its roots, not in any fragility inherent to commercial banking, but in deals struck between governments and various interest groups. Fragile by Design is at once an alternative interpretation of the history of banking and a contribution to the debate on the causes of the recent crisis. Though other reviewers have tended to focus their attention on the latter contribution, many of Fragile by Design's most important insights, as well as many of its more serious flaws, are independent of its take on the subprime crisis.   • Abstract: Since the eruption of the Arab Spring in 2011, centralized military power has broken down in North Africa, the Levant, and Yemen, and several weak Arab states have turned to local militias to help defend regimes. While these pro-government militias can play important security roles, they have limited military capacity and reliability. Transitioning militia fighters into national guard forces with formal ties to the national command structure can overcome some of these limitations, but the shift must be accompanied by a wider commitment to security sector reform and political power sharing.

  • Abstract: The South African government is currently discussing various alternative approaches to the further expansion of antiretroviral treatment (ART) in public-sector facilities. Alternatives under consideration include the criteria under which a patient would be eligible for free care, the level of coverage with testing and care, how much of the care will be delivered in small facilities located closer to the patients, and how to assure linkage to care and subsequent adherence by ART patients. We used the EMOD-HIV model to generate 12 epidemiological scenarios. The EMOD-HIV model is a model of HIV transmission which projects South African HIV incidence and prevalence and ARV treatment by age group for alternative combinations of treatment eligibility criteria and testing. We treat as sunk costs the projected future cost of one of these 12 scenarios, the baseline scenario characterizing South Africa's 2013 policy to treat people with CD4 counts less than 350. We compute the cost and benefits of the other 11 scenarios relative to this baseline. Starting with our own bottom-up cost analyses in South Africa, we separate outpatient cost into non-scale-dependent costs (drugs and laboratory tests) and scale-dependent cost (staff, space, equipment and overheads) and model the cost of production according to the expected future number and size of clinics. On the demand side, we include the cost of creating and sustaining the projected incremental demand for testing and treatment. Previous research with EMOD-HIV has shown that more vigorous recruitment of patients with CD4 counts less than 350 appears to be an advantageous policy over a five-year horizon. Over 20 years, however, the model assumption that a person on treatment is 92 percent less infectious improves the cost-effectiveness of higher eligibility thresholds over more vigorous recruitment at the lower threshold of 350, averting HIV infections for between $1,700 and $2,800 (under our central assumptions), while more vigorous expansion under the current guidelines would cost more than $7,500 per incremental HIV infection averted. Granular spatial models of demand and cost facilitate the optimal targeting of new facility construction and outreach services. Based on analysis of the sensitivity of the results to 1,728 alternative parameter combinations at each of four discount rates, we conclude that better knowledge of the behavioral elasticities would be valuable, reducing the uncertainty of cost estimates by a factor of 4 to 10.

  • Abstract: THE BRITISH GOVERNMENT PUBLISHED A DOSSIER on 24 September 2002 setting out its claims regarding Iraqi Weapons of Mass Destruction (WMD). Parliament was recalled for an emergency session on the same day to hear Prime Minister Tony Blair's presentation of it. The dossier stated that Iraq had WMD and was producing more. After the invasion in March 2003, no WMD were found. Ever since, there has been controversy as to whether the dossier reported accurately intelligence which turned out to be wrong, as Blair has claimed consistently, or whether the dossier deliberately deceived by intentionally giving the impression of greater Iraqi WMD capability and threat than the intelligence suggested.

The program now insures more than 70 million people and costs federal and state governments well over $400 billion annually. The driving forces are Americans' twin desires for technology-based military supremacy (which demands government action) and small government (which militates against it).   • Abstract: Since September 11, 2001, Pakistan has pursued seemingly incongruous courses of action in Afghanistan. It has participated in the U.S. and international intervention in Afghanistan at the same time as it has permitted much of the Afghan Taliban's political leadership and many of its military commanders to visit or reside in Pakistani urban centers. This incongruence is all the more puzzling in light of the expansion of indiscriminate and costly violence directed against Islamabad by Pakistani groups affiliated with the Afghan Taliban. Pakistan's policy is the result not only of its enduring rivalry with India but also of historically rooted domestic imbalances and antagonistic relations with successive governments in Afghanistan. Three critical features of the Pakistani political system—the militarized nature of foreign policy making, ties between military institutions and Islamist networks, and the more recent rise of grassroots violence—have contributed to Pakistan's accommodation of the Afghan Taliban. Additionally, mutual suspicion surrounding the contentious Afghanistan-Pakistan border and Islamabad's long record of interference in Afghan politics have continued to divide Kabul and Islamabad, diminishing the prospect of cooperation between the two capitals. These determinants of Pakistan's foreign policy behavior reveal the prospects of and obstacles to resolving the numerous issues of contention that characterize the Afghanistan-Pakistan relationship today.

  • Abstract: Despite the fact that the public in Britain had predominantly negative attitudes towards the Easter n enlargement of the European Union (EU) in 2004, the British government endorsed this policy . Since the legitimacy of elite actions on EU affairs depends on the level of public support, it is important to study the formation of public opinion and the poli tical communication processes in the European context. Using Flash Eurobarometer survey data, this article first tests the determinants of public support for EU enlargement in Britain. It then examines the nature of the relationship between elites and publ ic opinion on the 2004 enlargement. It concludes that the public discussion about enlargement in Britain was fuelled by hysteria rather than facts, and that the British policymakers failed to both provide the worried public with clear facts on the possible effects of enlargement and take substantive policy decisions to alleviate popular concerns.

  • Abstract: As the result of changes in European governance, the environment in which national parties operate has been unambiguously modified. The complexity of European structures has put additional pressure on national parties and forced them to adapt to new challenges. The emergence of sub-national level has created new arena for national parties to perform their customary functions such as candidate selection, formulation of party manifestos, government formation etc. Yet, the sub-national level stipulated by other institutional structure differs significantly from the national one. The democratic deficit intrinsic to the EU institutions affects and changes the internal organization of national parties. Aylott, Blomgren, and Bergman aim to fill this research gap by investigating the impact of European integration on democratic accountability within Nordic political parties. The authors seek to uncover “the black box of party organization” (p. 2) through the lens of modified delegation and accountability procedures on both national and European levels.

  • Abstract: Thomas Piketty's Capital in the Twenty-First Century is a tour de force—a compelling and accessible read that presents an eloquent and convincing warning about the future of capitalism.* Capitalism, Piketty argues, suffers from an inherent tendency to generate an explosive spiral of increasing inequality of wealth and income. This inegalitarian dynamic of capitalism is not due to textbook failures of capitalist markets (for example, natural monopolies) or failures of economic institutions (such as the failure to regulate these monopolies), but to the way capitalism fundamentally works. Unless the spiral is controlled by far more progressive taxation than is now the norm, the political fallout could undermine the viability of the successful “social state” (p. 471) in the advanced economies, putting the democratic state itself at risk.

  • Abstract: The Lisbon Treaty fundamentally changed the presidency regime of the European Union at the expense of one of the oldest and most central institutions of European integration: the rotating presidency. The chair positions of the European Council, the Foreign Affairs Council and the Eurogroup have been decoupled from the rotating presidency. Understanding the reduced role of the rotating presidency requires attention for the changing dynamics of EU policymaking, especially for the new intergovernmentalism which implies decision-making outside the classic community method and for the rise of the European Council to the status of a lead institution.

  • Abstract: The European Union has a unique opportunity to develop a positive strategy towards Ukraine. A pro-EU government is now in power in Kyiv, there is a revived civil society pressing for democratic reforms and the actions by Russia have both reinforced Ukraine's pro-West line and led to the priority given Moscow being questioned by some member states. It is therefore essential to grant Ukraine a membership perspective to strengthen this trend and encourage Kyiv to confront and overcome the basic problems that face the country.

  • Abstract: Russia's actions towards Ukraine in 2013-14, which inaugurated a new Cold War in its relations with the West, presented a dilemma to Russia's allies: whether to align themselves with Russia's choices or pursue a more independent course of action. The leadership of Belarus, Russia's closest ally, chose the latter option both by establishing dialogue with the interim government and President of Ukraine, Oleksandr Turchinov, considered illegitimate in Russia and, later, by being present at the inauguration of Petro Poroshenko on 7 June 2014 and downplaying Russia's position on the 'federalisation' of Ukraine as the only way out of the country's instability. The perspective of the intra-alliance security dilemma helps explain the divergence of views between Russia and Belarus, while pointing to the changing position of the parties towards the Eurasian integration project.

  • Abstract: There is increasing evidence that corporate social responsibility (CSR) is emerging as a management issue within Chinese business (Moon and Shen 2010; Yin and Zhang 2012). The main drivers of this movement, which are commonly discussed, include domestic political will and international pressure. However, what is less understood is the nature of the shaping of CSR. As a concept, CSR has been widely interpreted as the way companies take into account interests of a broader range of stakeholders beyond owners and shareholders of the firm. Hence, it is about the way firms develop policies and practices to minimize the negative impacts and even increase the positive impacts of their business practices on various stakeholder groups. In a Western context, the rationale for CSR has been explained as a result of interaction between business, government and society where institutional pressures that develop from these interactions lead to certain expectations regarding the nature of business practices. This is where firms increasingly see CSR as a strategic approach to maintaining and enhancing legitimacy and reputation so as to ensure the buy-in and loyalty of key stakeholder groups such as employees and customer

  • Abstract: China's insatiable appetite for natural resources and energy to fuel its national growth is having an increasing impact on the domestic and global environment. Globally, China has turned to resource-rich regions in Africa and South America, at times engaging so-called “rogue states” to secure the resources it requires. Now is a critical juncture at which to encourage socially responsible behaviours in the Chinese extractive sectors, such as adopting the Extractive Industries Transparency Initiative (EITI). This analysis discusses the current corporate social responsibility (CSR) mechanisms in extractive industries and assesses the feasibility of socialising China towards adopting CSR global norms in the extractive industries. This article has three sections. The first discusses China's environmental governance trajectory and ecological footprint in the domestic and global extractive industry. The second section discusses the factors contributing to the success and failure of various CSR mechanisms, with a specific focus on the EITI, and the final section expounds on the emerging challenges and issues and concludes with policy recommendations.

  • Abstract: NGO–firm partnerships have been well studied in the literature on corporate social responsibility (CSR) (Marano and Tashman 2012; Dahan et al. 2010; Oetzel and Doh 2009). However, these studies have generally limited their focus to Western multinationals and Western NGOs and, moreover, not by-and-large examine in depth the institutional settings under which either the firm or the NGO operates Building on recent institutional approaches to CSR (Brammer, Jackson, and Matten 2012; Kang and Moon 2012; Matten and Moon 2008), this paper examines how the institutional dynamics of several partnerships between Chinese firms and NGOs affect the manifestation of CSR (e.g. “implicit” vs. “explicit”). The paper also looks into how CSR and NGO–firm collaboration plays out within a changing state-corporatist framework in Chinese context (Unger and Chan 1995, 2008; Hsu and Hasmath forthcoming). The paper then argues 1) that the involvement of an NGO in the partnership reflects a changing institutional setting in China, and 2) that type and level of involvement of Chinese government institutions affects whether a given firm takes an “implicit” or an “explicit” approach to CSR.

  • Abstract: China\'s state-led model of corporate social responsibility (CSR) does not seem to present a promising environment for the participation of non-governmental organizations (NGOs). Nevertheless, we observe recent examples of NGO involvement in CSR initiatives. Chinese NGOs are using the CSR platform to challenge the environmental practices of firms operating in China. We take a field-theoretical approach that focuses on the agency of actors. We show how an international NGO proposes a new standard and how Chinese NGOs use local environmental information disclosure laws to engage with firms in the textile supply chain. We find that NGOs leverage the power of brands to influence the practices of Chinese suppliers. However, we find differences in the framing and tactics employed by international NGOs versus their Chinese counterparts. Field analysis helps better understand the actors in the field of CSR, along with their motivations and their resources, and it offers a useful perspective on civil society development in China.

  • Abstract: After two successive presidential terms, the leader of the Partido dos Trabalhadores (PT) – the Workers' Party – Luis Inacio Lula da Silva, left office in 2011.1 After his first electoral victory in 2002, many observers of the Brazilian political arena expected a radical shift in the country's public policies towards the left. These expectations were rapidly toned down by the moderate nature of the policies and changes implemented under Lula's first government. Notwithstanding, Lula has succeeded in becoming one of the most popular presidents in Brazilian history and, by the end of his second term, about 90 percent of the population approved of his presidency. He attracted a large consensus among leftist forces in favor of market policies, which were accompanied by an important rise in the minimum wage and pension, as well as the expansion of social policies like his flagship program Bolsa Família. Some of his opponents grew to trust him as he tightened fiscal policy and repaid external debt. His government promoted growth through the adoption of economic measures that supported productive investments, including investorfriendly policies and partnerships between the public and private sectors. At the end of his second term, poverty and inequality had been significantly reduced, which had effects not only on wealth distribution, but also on growth by increasing domestic demand. Lula's Brazil also gained international recognition and approbation, becoming an emerging international actor and without a doubt a leader in Latin America.

  • Abstract: This article compares and contrasts two important phases of social incorporation in Brazil: (i) an early punctuated period that integrated formal sector workers and civil servants under President Getúlio Vargas (1930–1945) and (ii) a later more extended sequence that strived to include the informal sector poor, beginning with the military regime (1964–1985), gaining momentum with the 1988 Brazilian Constitution and the presidency of Fernando Henrique Cardoso (1995–2002), and continuing under President Luiz Inácio Lula da Silva (2003–2010). It captures the shift from a welfare state based on corporatist principles to one that comes closer to basic universalism. Whereas Vargas's incorporation project addressed workers as producers, later governments incurporated the informal poor as beneficiaries of public policy programs – including income support policies – in a more individualist and liberal fashion.

  • Abstract: This article discusses the participation of civil society during the governments of President Lula, particularly in institutional public spaces. The participation of civil society in decision-making processes, incorporated in the Brazilian Constitution of 1988, has been a central principle in the political project of the Partido dos Trabalhadores (PT) since its foundation in 1980. This paper examines the extent to which this principle has remained effective and has been actively implemented at the federal level since the PT came to power in 2002. It also analyzes the concrete results of implementing greater participation and the difficulties faced in doing so. In addition, it explores both the continuities and new developments that have emerged during the government of Lula's successor, Dilma Rousseff.

  • Abstract: American extended deterrence commitments span the globe. Despite extensive research on the causes of deterrence successes and failures, evidence of which US allies find what extended deterrence commitments credible is elusive. This article utilizes interviews with former Australian policy-makers to analyze the credibility of the United States to defend Australian forces during the 1999 INTERFET intervention in East Timor. While there was no direct threat to Australian sovereignty, the episode stoked concerns in Canberra regarding the willingness of Washington to come to Australia's assistance. The Howard government coveted a US tripwire force presence, and the Clinton administration's unwillingness to provide this raised serious concerns among Australian political elites about the alliance. While this says little about the separate question of whether Washington would use nuclear or conventional weapons in defense of Australian sovereignty, the Timor case indicates the existence of an extended deterrence credibility deficit regarding the more probable low-intensity conflicts that Australia finds itself in.

  • Abstract: Since the beginnings of the efforts of economist to give their discipline scientific grounding, economists have thought their theoretical efforts had relevance for addressing significant public issues. While the classical economists generally supported what Adam Smith described as the “system of natural liberty,” those economists also weighed in on numerous issues of public discussion. The tenor and substance of those efforts is set forth wonderfully by Lion Robbins (1952) and Warren Samuels (1966). While the analytical default setting of those economists was to support the system of natural liberty, they also recognized the value of sound public policy in supporting that stem. The classical economists thought that there could be publicly beneficial activities that the system. The classical economists thought that there could be publicly beneficial activities that the system of natural liberty would be unlikely to do well in providing. They also thought that there were activities provided through commercial transactions that could wreak significant effects on bystanders to those transactions. The amount of education acquired within a society was one such candidate (West 1965), with the care of the poor being another (Himmelfarb 1983). IN such matters as these, the classical economists engaged in strenuous debate and discussion that served as a forerunner to the development of welfare economics during the 20th century.

  • Abstract: In Washington, doomsday prophets tend to be effective motivational speakers. They successfully persuade the electorate that their cause is worthy and prompt Congress to take action. In his book Falling Behind? Boom, Bust, and the Global Race for Scientific Talent, Michael Teitelbaum takes on a particular brand of doomsday prophet: those who see impending shortages in the science and engineering workforce. Teitelbaum walks his readers through five postwar cycles of boom and bust in the science and engineering workforce, which eh argues have been driven to a large extend by political machinations set in motion by labor shortage claims (claims that have been almost universally rejected by economists studying the issue). The institutions that currently shape the science and engineering workforce are largely the product of policy responses to these booms and busts. As a result, Falling Behind? Is more than just a work of policy history. It is also a cogent analysis of contemporary R funding mechanisms, high-skill immigration policies, and PhD program structures.

Buckley: “runaway spending that threatens to bankrupt us and a Congress that appears unable to deal with long-term problems of any consequence.” Contributing significantly to both, he argues, are the more than 1,100 federal grants-in-aid programs Congress has enacted—federal grants to state and local governments, constituting 17 percent of the federal budget, the third-largest spending category after entitlements and defense, with costs that have risen from $24.1 billion in 1970 to $640.8 billion in fiscal 2015.   • Abstract: The image of a boom town is commonly used to describe exceptional conditions through which a village suddenly becomes a city. Often such conditions are the discovery of mineral deposits that attracts industry and commerce. While in their booming condition, such towns are oases of societal flourishing relative to their preceding state. In Boom Towns, Stephen J.K. Walters, a professor of economics at Loyola University in Baltimore, explains that cities in general have the capacity perpetually to b forms of boom towns. Cities can serve as magnets to attract people and capital, thus promoting the human flourishing that has always been associated with cities at their best. It is different if cities are at their worst, as Walters explains in brining Jane Jacobs's Death and Life of Great American Cities into explanatory ambit. There are no natural obstacles to cities occupying the foreground of societal flourishing. There are obstacles to be sure, but these are man-made. Being man-made, they can also be overcome through human action, at least in principle even if doing so in practice might be difficult.

  • Abstract: As China has grown stronger, some observers have identified an assertive turn in Chinese foreign policy. Evidence to support this argument includes the increasingly frequent evocation of China's 'core interests'—a set of interests that represents the non-negotiable bottom lines of Chinese foreign policy. When new concepts, ideas and political agendas are introduced in China, there is seldom a shared understanding of how they should be defined; the process of populating the concept with real meaning often takes place incrementally. This, the article argues, is what has happened with the notion of core interests. While there are some agreed bottom lines, what issues deserve to be defined (and thus protected) as core interests remains somewhat blurred and open to question. By using content analysis to study 108 articles by Chinese scholars, this article analyses Chinese academic discourse of China's core interests. The authors' main finding is that 'core interests' is a vague concept in the Chinese discourse, despite its increasing use by the government to legitimize its diplomatic actions and claims. The article argues that this vagueness not only makes it difficult to predict Chinese diplomatic behaviour on key issues, but also allows external observers a rich source of opinions to select from to help support pre-existing views on the nature of China as a global power.

  • Abstract: Current estimates indicate that several hundred thousand deaths per year can be attributed to climate change. Developed countries have reacted to this growing disaster by increasing the use of renewable energies, but what is to be done with the additional electricity thus generated? Should it be used for cutting back coal-fired energy production or can it be used for substituting nuclear energy? Priority must be given to replacing coal power, since developed countries have a strong duty to minimize the physical harm caused by their electricity generation. Dropping nuclear energy prior to coal power cannot be justified because the risks of nuclear energy pale in comparison to the suffering that emissions from coalfired plants inflict both on their host countries and on poorer countries in the global South that (a) do not benefit from this energy and (b) have far less capacity to cope with the effects of climate change or other environmental damages. This article argues that when faced with a choice between operating coal-fired power plants or nuclear reactors, governments are obliged to opt for nuclear energy.

The potential of carbon capture and storage (CCS), a set of technologies that offers a politically appealing vision of a 'cleaner' way to use fossil fuels, has provided powerful motivation for large public and private investments in CCS technology. But investing in CCS is controversial because, although some consider it a critical climate mitigation technology, others view it as an expensive fossil fuel subsidy that could inadvertently perpetuate, rather than reduce, fossil fuel reliance.

  • Abstract: The Chinese policy and academic communities have mixed views about the US-led TPP, either viewing it as a strategic attempt at encircling China, or as a positive spur for domestic reform and opening-up. Although the Chinese government adopted an open and flexible attitude towards the TPP, it has moved strategically by accelerating the negotiations of the RCEP and China-Korea FTA, as well as updating its FTA with ASEAN. A more interesting development is China's new initiatives for building two grand silk roads, one to Central Asia, leading on to Europe, and the other to Southeast Asia, leading on to the Indian Ocean.   • Abstract: Mass protests in Maidan, the central square of Kyiv, during the bitter cold winter of 2013-2014, known as 'Euromaidan' or 'Revolution of Dignity' were non-violent for more than two months. The demonstrations began when, under Russian pressure, former President Viktor Yanukovych abruptly resisted in signing the long promised Association Agreement with the EU. However, when President Yanukovych, reputed for his corruption and authoritarian style, responded to the peaceful protests by violent repression, Euromaidan quickly moved beyond its initial slogans and demanded the president's resignation. In February 2014, after security forces started to shoot protesters, Ukraine became one of the only countries in the world where a hundred people died “under the EU flags” defending democracy and the European choice. In this context, according to the agreement signed on February 21, 2014, between the opposition and President Yanukovych, the parliament returned to the 2004 constitutional reform and, consequently, combined a parliamentary-presidential form of government. The 2004 constitutional reform had previously been unconstitutionally abolished by President Yanukovych in 2010 and its restoration was among the main demands of the Euromaidan.

  • Abstract: At the conclusion of the summer 2014 Gaza War Israel, Hamas, and the P.A. agreed to meet in Cairo, Egypt to discuss a long-term ceasefire. The goal of this summit was to allow for Gaza to rebuild itself, and for political changes associated with June's Unity Government deal between the P.A. and Hamas to take effect. The summit has since been postponed. However, Gaza still requires significant financial and material aid in order to function and provide for its people. This work examines the economic and security benefits to all parties involved of a long-term ceasefire between Israel, and Hamas. An economically open Gaza benefits Israel, the P.A. and Hamas, with few associated costs and creates an opportunity to reinvigorate final status negotiations.

  • Abstract: This article is a summary of the study “Syrians in Turkey: Social Acceptance and Integration,” which was conducted by the Hacettepe University Migration and Politics Research Center-HUGO in six cities based on interviews with Syrians and locals and analysis of the media and NGOs. Over 1.8 million Syrians arrived in Turkey and accepted under “temporary protection” status between April 2011 and December 2014. The efforts of the Turkish government and society has spent 5-5,5 billion dollars on the crisis. Turkish society has been overwhelmingly accepting of Syrians. However, concerns and objections are increasing as the permanency of Syrians in Turkey becomes more visible. Therefore, it is essential to develop strategies on permanency with the support of Turkish society.

  • Abstract: This analysis offers an evaluation of the last three elections of the Kurdistan Regional Government (KRG) in Iraq. These three elections included the regional parliamentary elections in September 2013, and the local and federal elections held simultaneously in April 2014. The KRG, as a federal region, exists in the north of Iraq where Kurds have managed their own affairs through a regional government since 1992. The KRG elections have very little in common with elections in the rest of Iraq. Compared to the rest of Iraq, the “region” has experienced a very different trajectory during the last two decades. As a postwar region, the KRG strives to solidify a stable democracy in a landlocked region, which suffers from minimal economic capital and weak democratic culture.

  • Abstract: The brazen terrorist attack in the heart of Tunis, at the Bardo National Museum, is the most serious attack to take place in Tunisia since 2002, and presents the tourism-dependent country with serious challenges in how to respond effectively and proportionately Such an attack was nearly inevitable, given the disproportionately large number of Tunisians who have traveled to fight with the Islamic State, as well as being squeezed in a vise of extremism with Libya to the east and Algeria to the west There have been no claims of responsibility but there is no shortage of plausible suspects, with both the Islamic State and al-Qaeda in the Islamic Maghreb active in the country There will likely be more attacks in Tunisia, though perhaps of a smaller but equally destabilizing nature, as the government increases pressure on networks, leaving the field open for Charlie Hebdo-styled attacks which are harder to disrupt given the smaller numbers of actors.

  • Abstract: This paper examines the impact of regionally imposed sanctions on the trajectory of the Burundian regime and its involvement in the peace process following the 1996 coup in the country. Despite the country's socioeconomic and geopolitical vulnerability, the Buyoya government withstood the pressure from the sanctions. Through a vocal campaign against these sanctions, the new government mitigated the embargo's economic consequences and partially reestablished its international reputation. Paradoxically, this campaign planted the seed for comprehensive political concessions in the long term. While previous literature has attributed the sanctions' success in pressuring the government into negotiations to their economic impact, the government actually responded to the sanction senders' key demand to engage in unconditional, inclusive peace talks under the auspices of the regional mediator once the economy had already started to recover. The regime's anti-sanctions campaign, with its emphasis on the government's willingness to engage in peace talks, backfired, with Buyoya forced to negotiate after having become entrapped in his own rhetoric.

  • Abstract: Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014 2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self-financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

  • Abstract: Despite estimates that the global butterfly trade generates over US$100 million annually in sales of pupae for exhibitions and deadstock for a range of collector and artisanal uses, almost no research has been conducted that unpacks the dynamics of these value chains. This paper remedies this gap by highlighting the governance structure of the value chain, with important implications on the benefits for chain participants, upgrading strategies, sectoral sustainability, and the potential for new market entrants. This research on live butterfly chains reveals the fragility of current modes of economic organization that promote overproduction as threatening the long-term viability for the industry as a whole. The authors propose an alternative governance model based on the use of individually transferrable quotas, or ITQs, as a means of improving the performance of certain butterfly value chains.

  • Abstract: The debate on decentralization has identified local accountability as a key factor for successful decentralization processes in developing countries, stressing that the account ability of subnational governments towards the national level may prove detrimental to their accountability to the citizens. Based on the distinction of formal and informal institutions and the discussion of accountability as a concept, this Working Paper identifies accountability mechanisms relevant at the local level and analyses their functioning, interaction and factors that influence their effectiveness. This analytical grid is then applied to the case study of Mozambique, in a structured and focused comparison of the municipalities of Beira and Catandica. The analysis shows that accountability mechanisms at national level do not necessarily undermine accountability towards the citizens, but even may have an activating effect on other accountability mechanisms. Funding, access to information, political competition at the local level and informal influences that emanate from formal organizations, such as political parties, are factors that influence the effectiveness of accountability mechanisms at the local level.

  • Abstract: The increased frequency and intensity of natural disasters, the rising amount of economic losses, and the mounting costs of providing relief indicate the growing importance of disaster resilience. Disasters have far- reaching consequences, ranging from the most basic physical injuries and property losses to long- term psychological, economic, and cultural damage. Merely supplementing resources to address the aftermath of disasters— rather than mitigating risks and putting in place key elements in advance of a disaster— is not a sustainable model for community resilience.   • Abstract: European states have a long history of banking sector nationalism. Control over credit allocation is believed to contribute to economic development and competitiveness goals, insulation from external economic shocks, and control over monetary policy. This paper explains the potentially dramatic loss in domestic control over banks created by the European Banking Union (EBU). First, we argue that ongoing liberalization in the global and European economies has made banking sector protectionism both more costly and conflictual. Second, we contend that because many of the biggest banks have internationalized their operations, they now prefer centralized European regulation and supervision. Third, supporting a modified neofunctionalist argument, we find that behind the sometimes frenetic intergovernmental bargaining in 2012-14, it is primarily the European Commission and the European Central Bank that have pushed Banking Union ahead. Supranational institutions have argued, with some success, that they have unique capacity to solve collective action and prisoners' dilemma problems. Contrary to accepted wisdom, Germany has not set or limited the Banking Union agenda to a great extent, in part because of its own internal divisions. Moreover, the Commission and the ECB have managed at critical junctures to isolate Germany to secure the country's assent to controversial measures.

  • Abstract: The national integrity system of Israel was found to have uneven or "oscillating" levels of integrity: some of the central pillars received a fairly high score, placing them in the top fifth of the evaluation scale, some medium-high scores, whereas some pillars, central to the system, received scores barely above mid-scale. The pillars with the highest integrity, in terms of over-all integrity ranking, can be regarded as pillars that safeguard the democracy in Israel: chief among them is the Central Elections Committee (91), followed by the Judicial Branch (83) and the State Comptroller (81). On the other hand, the analyses indicate that the principle weakness of the Israeli national integrity system lies with the pillars of The Public Sector ±i.e., the Civil Service (52), the Executive Branch (58), and the political parties (60).Conspicuous in its low integrity score was The Executive Branch, i.e., the government, where the indicators of Governance and the Role in the integrity system were particularly low.

  • Abstract: This paper examines the determinants of government strategies vis-à-vis dominant media actors in the Latin American context, where the media's role in democratic politics is increasingly being questioned. It compares the first two Kirchnerist presidencies in Argentina with the first two Workers' Party-led governments in Brazil. While these governments initially adopted accommodation strategies towards media organisations, political crises subsequently disturbed the fragile coexistence of media and government, triggering divergent strategic responses that require explanation. Using accounts relying on ideological preferences, the study establishes the importance of environmental factors and critical junctures as determinants of governments' strategic options. Significant differences in the institutional configurations and articulations of media interests in the two countries are found to be relevant. However, the study shows that such constraints do not tell the whole story. Consequently, the analysis also focuses on how certain junctures affect government perceptions of media power and, in turn, inform governments' strategic stances.

  • Abstract: Before the ink on the Treaty of Versailles was dry, the idea of creating an organization dedicated to educating, informing and advising future leaders about the causes and consequences of war was already gaining traction. At 'a series of unofficial meetings held in Paris in 1919',1 Lionel Curtis, an Oxford professor and visionary with a reputation for possessing an impressive array of entrepreneurial skills, was spearheading efforts to establish an Anglo-American research institution where scholars could explore international problems and advocate policy solutions.2 This kind of organization appealed to Curtis and to those with whom he discussed it for several reasons, not the least of which was that it could provide a valuable forum for both policy-makers and prominent policy experts in the leading western powers to talk to one another about international affairs. It was also a concept with which several of the delegates attending the Paris peace talks had some familiarity. In the nineteenth and early twentieth centuries a number of institutions had already taken root in Great Britain and in the United States with the aim of helping policy-makers navigate their way through complex policy problems. They included the Royal United Services Institute for Defence and Security Studies (1831), founded by the first Duke of Wellington; London's Fabian Society (1884), home to a number of prominent scholars, including Sidney and Beatrice Webb, co-founders of the London School of Economics; the Washington-based Carnegie Endowment for International Peace (1910), established by the Scottish-American steel tycoon Andrew Carnegie; and the Institute for Government Research (1916), which merged with two other institutions to form the Brookings Institution in 1927.3 Curtis and his colleagues in Great Britain and the United States were also aware of the ground-breaking research that had been conducted at hundreds of settlement houses in their respective countries. It was at places such as London's Toynbee Hall (1884) and Chicago's Hull House, co-founded by Jane Addams in 1889, that sociologists and other university faculty with expertise in social welfare policy could study the working conditions of the poor.4 In short, proponents of establishing a foreign affairs research institution recognized the importance of encouraging a dialogue between leading social scientists and high-level policy-makers.

  • Abstract: The Republic of Korea (ROK) and the United States have maintained a strong security alliance for 60 years. Throughout that period, North Korea has posed continuing threats that have evolved significantly in recent years. Because North Korea is a failing state, the ROK and the United States must seek to deter, and, if necessary, defeat a range of North Korean challenges, from provocations to major war. They must also be prepared to deal with a North Korean government collapse. All of these challenges potentially involve a ROK/US offensive into North Korea to unify Korea, with significantly different force requirements than the historical defense of Seoul.

  • Abstract: The new national security leaders in Japan, the United States, China and the two Koreas have assumed office at a precarious time. Despite the recent relaxation of tensions, conditions are ripe for further conflict in Northeast Asia. The new DPRK leadership is as determined as its predecessor to possess nuclear weapons and ballistic missiles while resisting unification or reconciliation with South Korea and its allies. The new government in Tokyo is also augmenting its military capabilities. Meanwhile, despite Chinese efforts to restart the Six-Party Talks, the Obama administration has refused to engage with the DPRK until it demonstrates a willingness to end its nuclear weapons program and improving intra-Korean ties. But this policy of patiently waiting for verifiable changes in DPRK policies may be too passive in the face of North Korea' s growing military capabilities, leading the new South Korean government, striving to maneuver between Beijing and Washington, to consider new initiatives to restart a dialogue with the North even while reinforcing its own military capabilities.

  • Abstract: As long as Angela Merkel remains chancellor, most Germans seem to be in no rush to find a coalition. This is why the coalition negotiations have been going on for weeks (and may only conclude when this journal goes to print). Nevertheless, the elections have shaken up the German political landscape: the Liberals (FDP) are out of the Bundestag for the first time since 1949 and the euro-sceptical Alternative for Germany (AfD) is in. With the Left Party still outside of the 'consensus spectrum', the Conservatives (CDU), Social Democrats (SPD) and Greens are the only parties eligible for government in either a grand coalition (CDU/SPD) or a Black-Green coalition (CDU/ Greens). But the SPD's reluctance to enter into a grand coalition a second time, after the disastrous results for the party in 2005-09, led many to hope for an innovative progressive-conservative U-turn in Germany, meaning a Black-Green coalition. Indeed, for a moment it seemed like the CDU and the Greens would dare the impossible after what had been called a "fruitful and harmonious exploration". But in the end, it is going to be a grand coalition again, with the likely effect for Europe that austerity will be softened a bit - but in essence, German European policy will remain as it is, slow and reluctant.

  • Abstract: After winning the 2011 elections, the Ennahda Islamist Party was the majority partner in successive coalition governments, whose poor performance - namely in the economic and security fields - disappointed the people's high post-revolutionary expectations. Opponents accused Ennahda of incompetence, greed for power and double talk. Many of the Ennahda-led governments' failures were due to factors beyond their control, but some did indeed depend on Ennahda's own political weaknesses. Nevertheless, Ennahda contributed positively to the overall development of Tunisia's political transition thanks to its moderation and pragmatism and its contribution remains paramount for the democratic consolidation of Tunisia and other political Islamic actors.

  • Abstract: In recent decades, there have been many international campaigns on numerous issues. In turn, scholars have analysed the activist networks promoting human rights, environmental quality and global justice, developing theories of transnational advocacy, strategies and outcomes. However, analysts have seldom noted that the 'progressive' networks on which these theories have been based seldom act unopposed. Instead, on numerous global issues leftwing groups face fierce opposition from networks of rightwing activists. This article provides examples of such clashes, focusing on these understudied conservative networks. In addition, it outlines a theory for understanding the conflict of networks over many policy issues.   • Abstract: There is a need for a reassessment of the Italian contribution to international affairs. If a more comprehensive and pluralist reading of Italian action at the international level is developed, an image of normative power Italy may emerge. Italian input has been crucial in a number of transnational campaigns that have had significant impact at the international level. The cases of the peace in Mozambique, the International Criminal Court, the Moratorium on the Death Penalty and, more recently, the Ban on Female Genital Mutilation all illustrate Italy's contribution to international affairs, especially the politics of norm change. These cases are all characterised by the presence of intense civil society-government synergy. In order to advance the understanding of the processes and impact of transnational mobilisations, this analysis examines the domestic conditions that facilitated such synergy, intended as key conditions for the empowerment of transnational activism itself.

  • Abstract: The anti-government protests in Turkey emerged as a legitimate and even necessary reaction against police brutality to evolved into violent revolts targeting Prime Minister ErdoÄŸan. Since the initial protests, commentators sought to make sense of the phenomenon with reference to the Gezi youth. A closer examination, however, would reveal the Leftist-Kemalist aura of the protests that came under the tutelage of Taksim Solidarity, an umbrella organization of left-wing associations, and the Republican People's Party. Meanwhile, the general public kept its distance from the violent demonstrations. Not only AK Party supporters but also many liberals and secular-minded democrats found the developments alarming. While the protests marks a step forward for Turkey's once-apathetic opposition groups, their failure prevented a revival of authoritarianism.

  • Abstract: This essay interprets the Gezi Park protests that began as a local resistance to government plans to level a public park but quickly escalated into a national outburst against government policies. How did the local events receive endorsements from different communities with otherwise ideological and cultural conflicts? This paper argues that political disenfranchisement intersected with society's aspirations with regard to dichotomies between conservatism and secularism, localisation and globalisation, and nationalism and majoritarianism.

  • Abstract: On August 5th, 2013, an Istanbul court reached its verdict in the Ergenekon coup plot trial, handing down various prison sentences to 247 defendants, including the former Chief of Military Staff and several high-ranking members of the military's command. Although the Supreme Court of Appeals has yet to make a final decision on the 6-year legal battle, the Ergenekon trial has already become part of the country's history as a sign that anti-democratic forces, many of whom date back to the final years of the Ottoman Empire, no longer have free reign. Notwithstanding its limited scope and other shortcomings, the court's decision marks but a humble beginning for Turkey's acknowledgement of the dark chapters in its history, as well as a challenging struggle to replace the laws of rulers with the rule of law.

  • Abstract: Egypt's democratization efforts require domestic and international considerations: Domestically, the country must focus on the economy at the expense of the military's political role: While military involvement in politics is crucial to democratization, improvements in this area represents an outcome, not the cause, of the process. Discussions should concentrate on protecting lower- and middle classes, generate prosperity and create common ground between democracy and class interests. At the international level, Egypt requires countries to support democratization efforts and condemn extra-democratic actions. Meanwhile, the prominence of Islamists causes concerns for Western governments with regard to the Peace Treaty and Israel's security.

  • Abstract: During the 1990s, political uncertainties in Turkey had negative effects that left the economy vulnerable to public and foreign debt due to high inflation, high budget deficit and high current account deficit. Coalition governments failed to address these problems. Following its rise to power in 2002, the AK Party developed a new perspective for the economy, politics and foreign policy collectively referred as the New Turkey. The government emphasized fiscal discipline, structural transformation and privatization. During this period, Turkey rapidly recovered from the negative effects of the 2001 financial crisis and reached a steady growth rate. The country also survived the 2008 global crisis with minimum damage. The government seeks to meet its targets for the centennial of the Republic's establishment.

  • Abstract: The AK Party has been a leading reform actor with particular emphasis on education. AK Party governments implemented educational reforms to increase access to education, improve the quality of education and democratize the education system. Some challenges, however, persisted: Turkey still lags one year behind the OECD average PISA 2009 indicators. This article focuses on the educational policies of the AK Party governments during the last decade. The AK Party's education reforms and policies will be examined through the lenses of access, quality, governance, finance, and democratization of education. The current problems and challenges of Turkey's education system will also be discussed.

  • Abstract: This paper discusses the conflict between the AK Party government and the Gezi activism with reference to hegemony, power-resistance dichotomy, local/metanarratives and the carnivalesque. The AK Party's 11-year rule revolutionized center-periphery relations in Turkey. The party pioneered the democratization process until the 2011 elections but took an authoritarian turn afterwards –which gave rise to the revolts. However, the protests mobilized a heterogeneous group, some of whom maintained militarist and partiarchal metanarratives while others took a libertarian stance. This paper highlights the fragmentation of discourses under the “Gezi Spirit” as well as among AK Party supporters.

  • Abstract: THE EUROPEAN UNION (EU) faced a stalemate of institutional reform between the signing of the Treaty of Nice in 2001 and the Treaty of Lisbon in 2009. Although the provisions of the Treaty of Nice were far from resolving the institutional troubles of the EU in the aftermath of the Eastern enlargement, the process for wider reform was painstaking and long. This book explains the convoluted process through which the EU managed to achieve the much-needed, but least expected institutional reform following the Nice Treaty. Thus the major puzzle, which the book tackles, is the dynamics under which the political actors changed their positions and preferences to agree on the Treaty of Lisbon provisions for further institutional reform. In other words, why did political actors shift their preferences in the aftermath of the Treaty of Nice? What were the reasons and processes that pushed the EU towards further reform?

  • Abstract: THE UNITED STATES supposedly is premised on “separation of church and state,” which means the American government should be neutral regarding religion. But is that really true? The author, a law professor and committed secularist, has strong opinions on this matter. Particularly since the 2004 presidential election that returned George W. Bush to the U.S. presidency for a second term, Ledewitz has been concerned that American secularism—both as an individual choice and a stance on the part of government—is under threat. Although the proportion of secular Americans has been growing rapidly in the twenty-first century, the successful marriage of religion and conservative politics in the U.S. might be inhibiting secularism from full acceptance as a valid alternative to religious commitment. After completing two earlier books on secularism in the U.S., Ledewitz reached the rather specific conclusion “that American constitutional law stood in the way of any serious engagement of secularism with religion” (p. xiii, emphasis mine). Thus, he sets forth in Church, State, and the Crisis in American Secularism to accomplish two tasks. First, he aims to detail how and why he feels current interpretation of “church-state separation” by the U.S. Supreme Court is problematic. Second, he endeavors to construct an alternative legal approach that would put religious people on common ground with secularists before the eyes of American law.

  • Abstract: In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

  • Abstract: The Islamic Revolution of 1979 in Iran led to serious differences and disputes between the new revolutionary government on the one hand and major world powers as well as countries in the region on the other. Many analysts have, attributed this to the idealism of Iran's revolutionary leaders and their attempts to export the revolution. Often in these works, without paying attention to the events of the years after the revolution, the roots of this aggressive foreign policy are sought in the thoughts and actions of the new revolutionary leaders. This paper, while criticizing this approach, will seek to confirm the hypothesis that the foreign policy of the Islamic Republic of Iran was molded principally by actions and reactions that took place between 1980 and 1983 between Iran and the aforementioned nations. In other words, the new foreign policy was not created to be inherently aggressive, but a series of interactive communications, in the outlined time period, have influenced the contours of this new identity.

  • Abstract: Having reached an interim accord in Geneva, two governments with a tortured political history must now work to sell it and the diplomatic strategy they have laid out to their own constituencies back home. In this paper, the role of the United States Congress in the process of developing American foreign policy in general and, in the current matter of Iran's nuclear file in particular will be examined. To do so, it describes the history of the relationship between the White House and Congress and then examines the difficult task of the Obama administration to garner support for its strategy in Congress. It reviews the reservations voiced by many in Congress regarding the Geneva nuclear interim accord as well as their misgivings regarding a final agreement. As the matter at hand involves high stake politics in the Middle East, it may carry grave consequences for the status quo in the region. The possible ramifications and the way this effects the position of those in Congress will also be explored. Lastly, since lobby groups have historically had a major role in American foreign policy towards the Middle East, their extensively-discussed role in this case as well as challenges they face will also be touched upon. In general, this paper proposes to describe specifically the way the US policy towards Iran is being formulated and what role Congress plays in the process. Effort will be made to find out to what extent the domestic politics has an impact on the approach of Congress towards Iran and how Congress may be influenced by Middle East regional powers.

  • Abstract: Forecasts of future economic activity underlie any budget revenue projection. However, the forecasters in a government agency may face incentives or pressures that introduce forecast bias. For example, agency forecasters may be rewarded for a rosy growth forecast that allows politicians to avoid politically costly program cuts or tax increases. Similarly they may be penalized for underforecasting economic growth. Where a reward system is asymmetric, it would make sense to observe biased forecasts.

  • Abstract: The Diamond-Dybvig (DD) model is often cited as a theoretical justification for government deposit insurance. In the model, rational agents find it in their interest to withdraw their bank deposits if they suspect other depositors plan to do likewise. When a sufficient number of agents are expected to liquidate their accounts, a bank run ensues. Guaranteeing deposits through a system of government administered deposit insurance removes the temptation to run on the bank and thereby precludes the need to ever use the deposit insurance.

  • Abstract: When I attended the first Summit of the Americas in Miami in 1994, only two female heads of state represented their countries: Dominica and Nicaragua. This past April at the Sixth Summit of the Americas in Cartagena, Colombia, five of the presidents and prime ministers representing the 33 participating countries were women: from Argentina, Brazil, Costa Rica, Jamaica, and Trinidad and Tobago. Their presence was an important example of the progress the hemisphere—and its women—have made. In fact, the region continues to make progress in a variety of areas. Latin America and the Caribbean are tackling ongoing challenges head-on, including promoting girls' education, improving women's and girls' health, facilitating women's political participation, and expanding women's economic opportunities. Governments throughout the hemisphere are increasingly recognizing that no country can get ahead if it leaves half of its people behind.

  • Abstract: The time is ripe for a historic transformation of Mexico's energy sector. The 2008 Reforma Energética (Energy Reform)—a congressionally-approved presidential initiative that established or modified seven laws—highlighted the significant challenges facing the Mexican oil industry and the economic implications of a decline in oil production. The problem: it didn't resolve them. With the exception of Andrés Manuel López Obrador of the Partido de la Revolución Democrática (Party of the Democratic Revolution—PRD), for the first time in Mexican politics the presidential candidates this year set out a series of bold institutional reforms. These included what was unthinkable years ago: turning the state-owned enterprise, Petróleos Mexicanos (PEMEX), into an autonomous firm that could issue stock shares—a model similar to the one adopted by Brazil's Petrobras in the 1990s.
