Abstract:: Global Philanthropy Project and Funders for LGBTQ Issues are pleased to present the 2017-2018 Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities, a comprehensive report on the state of foundation and government funding for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. This report documents over 19,764 grants awarded by 800 foundations, NGO intermediary funders, and corporations and by 15 donor government and multilateral agencies over the two-year period of 2017-2018. The report provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, and population focus, offering a tool for identifying trends, gaps, and opportunities in the rapidly changing landscape of LGBTI funding. This report draws from six years of data on global LGBTI funding, documented in three editions of the Global Resources Report including grants awarded from 2013 to 2018.

Abstract:: In October 2018, Global Philanthropy Project and ILGA-Europe launched a new report comparing the key findings from ILGA Europe’s 2018 Funding for LGBTI Activism in Europe and Central Asia: Priorities and Access to Resources report with a deeper-dive analysis of European and Central Asian grantmaking data from the 2015-2016 Global Resources Report:  Philanthropic and Government Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. This new report provides a compelling challenge to assumptions about the funding landscape in Europe and Central Asia, with new data and recommendations for resourcing LGBTI movements at the forefront of progress and the frontlines of resistance. The report is a first-of-its-kind gap analysis made from two sets of complementary data providing clear pathways and opportunities for new grantmakers and additional resources to support this large and complex region. This research was presented and analyzed during the October 2018 ILGA-Europe Donor Pre-Conference in Brussels, Belgium. The research will also be presented in a wider webinar for grantmakers in February 2019, with joint advocacy between activists and funders to increase resources to the region taking place over 2019.

503. Comparative Industrial Policy and Cybersecurity: The U.S. Case

Abstract:: This paper evaluates the role of firms, governments, and other key stakeholders in the rise of industrial policy in the United States toward the cybersecurity sector. Our goals are as follows: 1) to examine the motivation for government promotion of the cybersecurity industry in the United States; 2) to inventory existing measures employed by the U.S. government; 3) to understand the driving forces of cybersecurity industrial policy in the United States; and 4) to examine the likely conflicts that will arise from the competitive pursuit of these industrial policies and to consider how they might possibly be resolved through international cooperation. To this end, we use a “market failure”-based analytical framework to serve as the structure for this project, drawing on a variety of approaches to understand industrial policy in the United States as well as the variety of intervention strategies and instruments used by the U.S. government.

Abstract:: This paper explores Japan’s industrial policy toward cyber security. I begin by describing the perceived market failures with regard to cyber security, and the Japanese government’s rationales for intervention. Next, I briefly describe the institutions involved in Japan’s cyber security policy-making. I follow by discussing three models of Japanese intervention: government as provider, government as facilitator, and government as promoter. Then, I examine the factors that have led to this particular constellation of measures. Finally, I look at the effectiveness of these measures as well as make some concluding remarks about likely future trends.

505. UK Cyber Security Policy: The Socio-Technical Factors

Abstract:: The UK has the largest internet economy in the G20 and has the stated ambition of making the UK the ‘safest place in the world to live and work online’. Cyber security has been elevated to a ‘tier one’ threat and is regarded by the government as both a challenge and as an opportunity for exporting UK expertise. Since the publication of the UK’s National Cyber Security Strategy (NCSS) in November 2011, the government has implemented many proactive as well as reactive measures to enhance both its cyber security capabilities as well as its market power. This article provides an analysis of the shift away from a reliance on market forces that dominated Western approaches to cyber security over the early years of this century. Specifically, it highlights three ‘market failures’ that have prompted UK policy responses: ongoing data breaches, the skills gap and inadequate private investment in cyber security. An analysis of these drivers as well as the responses demonstrates that the UK’s cyber security strategy has evolved from an initial heavy reliance on market forces and the public-private partnership to mitigate against threats into what is now a confident, rounded approach to balancing threats and opportunities.

506. Corruption in Yemen’s War Economy

Abstract:: Corruption, or the abuse of power for private gain, has been deeply entrenched in the Yemeni political economy for decades. Over the course of the ongoing conflict, however, as the war has fragmented and regionalized the country, state capture in Yemen has become far more complex. In the war economy, patronage networks are now emerging among previously marginal or unknown figures. The financial involvement of Saudi Arabia and the United Arab Emirates has extended patronage across national borders. Alleged collusion between Houthi-affiliated importers and officials allied with the internationally recognized Yemeni government indicates patronage networks that potentially cross the frontlines of the war themselves. As greater numbers and a wider variety of actors profit from illicit activity in the war economy, vested economic interests in continued conflict become more entrenched. If state capture is among the main drivers of Yemen’s war economy, then post-conflict recovery must include a strong anti-corruption agenda. Policymakers must begin planning to address corruption as a part of a potential post-conflict strategy. Given the multi-faceted pervasiveness of corruption in Yemen, any anti-corruption agenda must aim to understand the complex configuration of patronage networks in Yemen, to be introduced gradually, and to get the buy-in of as wide a group of Yemenis as possible. Without these basic building blocks, more specific policy changes such as encouraging transparency or reducing conflicts of interest may founder. Corruption has become deeply entrenched in Yemen; any post-conflict anti-corruption agenda must be great in scope and long-term in vision.

Abstract:: China National Petroleum Corporation (CNPC) has replaced Total of France as a major operator in the development of phase 11 of the South Pars gas field. This is a substantial gain for the Iranian government, which strives to lure international investors to shore up its economy following the withdrawal of most foreign companies from the market due to US sanctions in last August and November. However, the project appears to hit many hurdles, including the Chinese company’s fears of heavy US fines or escalation of the US ongoing trade war against the county in the coming period.

510. Japan’s new assertiveness: institutional change and Japan’s securitization of China

Abstract:: In recent years, Japan's foreign policy elite has started to increasingly securitize China in their security discourse. The harsher tone from Tokyo is widely evaluated as a direct reaction to China’s own assertive behavior since 2009/2010. Yet, the change in the Japanese government’s rhetoric had started changing before 2010. In order to close this gap, the present article sheds light on an alternative causal variable that has been overlooked in the literature: a change in Japan’s security institutions, more specifically, the upgrade of the Defense Agency to the Ministry of Defense, in 2007. While utilizing discursive institutionalism and securitization-approaches, the present article demonstrates that a strong correlation indeed exists between the institutional shift and the change in Japan’s defense whitepapers in the 2007–10 period. It thus opens up a research avenue for the further scrutiny of the hitherto understudied but significant causal linkage in the study of contemporary Japanese security policy toward China

Abstract:: The present paper describes the trajectory of China’s fiscal and tax reform in thepast 40 years, which can be summarized in five phases. The reform commenced with“decentralizing power and transferring benefits.” Then, under great fiscal pressure,institutional reform was instigated, which aimed to establish a new fiscal and tax system.To regulate the government revenue and expenditure beyond the fiscal and tax system,reforms were put in place to build an institutional framework for public finance. As thefiscal and tax reform had gradually entered the more sophisticated phases, China took aseries of measures to further improve the public finance system. Since 2012, based on theoverall plan of comprehensively deepening reform, China has embarked on establishinga modern public finance system. The present paper characterizes China’s fiscal and taxreform as gradually moving toward a system that aligns with the overall reform andcomplements the goal of marketization and modernization of state governance.

512. Dealing with tools of political (dis)order: Coercive organisations in the Levant

Abstract:: Militancy is a common method to exercise influence in a given political order. It has become a widespread tactic and necessity across the Levant, especially since 2011. While militancy is sometimes downright violent and destructive, it can also be a force for positive change and even emancipation. Much of the time it sits in between these extremes. But the use of confrontational methods almost always requires organisation and possession of coercive capabilities. This report examines the purpose, nature and development of five types of organisation through which coercion is exerted across the Levant - namely, governmental coercive organisations, quasi-governmental coercive organisations, hybrid coercive organisations, anti-regime coercive organisations and anti-state coercive organisations. The analysis focuses on hybrid coercive organisations because of their paradoxical tendency to work with and against the state at the same time. Consider Iraq's Peshmerga or Badr Corps, for example. The report makes a strong case for being more cautious with the near-automaticity of peacebuilding efforts to focus on coercive organisations representing 'the state'. More precisely, the evidence-base underpinning the report suggests that effective peacebuilding efforts should: Assess the demerits and merits of coercive organisations based on their interests, constituencies and behaviours in relation to the legitimacy of the political order they seek to realise. View the violence mobilised by coercive organisations as a manifestation rather than a cause of the breakdown of political order. Influence coercive organisations on the basis of their behavioural incentives. These incentives are grounded in the domestic political economy interests of coercive organisations, the nature and level of foreign support they receive, and the expectations of their social constituencies. Ensure that the aim of external interventions corresponds with the prevailing interaction dynamic between a particular hybrid coercive organisation and governmental coercive organisations (this point only pertains to hybrid coercive organisations). The report provides a range of basic ideas for how external parties might nudge the interaction between hybrid coercive organisations and the government in a direction that helps to reduce violence.

Abstract:: In the run-up to the 2018 general elections, the Cambodian government severely restricted political and human rights, including dissolving the primary opposition party—the Cambodia National Rescue Party. Supporters of the government have articulated defenses of these restrictions, including a line of argument, which echoes the long-standing Asian values debate. This article will examine the purge of political and human rights in Cambodia in 2016-17, and will also assess the justifications for these restrictions.

514. The Disability Option: Labor Market Dynamics with Macroeconomic and Health Risks

Abstract:: We evaluate the contribution of changing macroeconomic conditions and demographics to the increase in Social Security Disability Insurance (SSDI) over recent decades. Within our quantitative framework, multiple sectors differentially expose workers to health and economic risks, both of which affect individuals’ decisions to apply for SSDI. Over the transition, falling wages at the bottom of the distribution increased awards by 27% in the 1980s and 90s and aging demographics rose in importance thereafter. The model also implies two-thirds of the decline in working-age male employment from 1985 to 2013, three-fourths of which eventually goes on SSDI.

515. Democracy in the Middle East and North Africa: Five Years after the Arab Uprisings

Abstract:: Across the Middle East and North Africa (MENA), eight-in-ten Arabs believe that democracy is the best system of government, even though it may have problems. This perception seems to have increased in most countries from 2013 to 2016. • There also appears to be consensus regarding the economic performance under democratic government: Less than one third across the region believe that economic performance is weak under democratic governance. • However, Arab views on the flaws of democracies are mixed: One third believe that democracy is ineffective in maintaining stability; four-in-ten think that democracy is indecisive; almost every other person says that the people of their country are not ready for democracy. • With the exception of Palestinians and Algerians, Arab publics predominantly evaluate their countries as more democratic in 2016. They seem to be more skeptical regarding the suitability of democracy to their countries in 2016.

516. Civic Engagement in the Middle East and North Africa

Abstract:: Overall, approximately six-in-ten across the MENA region believe that freedom of expression, freedom of association in parties and organizations as well as the freedom of the press is guaranteed in their countries. However, only every other person thinks they also have a guaranteed right to protest. • Two thirds of Arabs also believe they have the ability to criticize their government without fear. • However, turnout is in decline – only every other person reports they have turned out in the last legislative election in their country. Only 15 percent across MENA report they attended a rally in the run-up to the last election. • Formal non-electoral participation also appears at to be at a low point with only one-in-ten stating they have taken part in protest action or attended a meeting and signed a petition at last once during the three years. • Disenchantment with politics may have a new outlet, however: Approximately four-in-ten Internet users across MENA say they use online channels and social media to obtain information about political events. Two-in-ten Internet users also state that they use the online channels to express their opinions about politics and society. • While seemingly disillusioned with politics, Arab publics have a heart for those not so well off: Almost 95 percent across the region say they help the poor even if it comes at a cost to themselves.

517. Empowering Congress on Nuclear Security: Blueprints for a New Generation

Abstract:: The global nuclear security enterprise is at a critical crossroads. While the worldwide use of nuclear and radioactive materials has grown, the issue of nuclear security has all but faded from the U.S. national conversation. As these materials become more widespread, they will be vulnerable to criminal and terrorist organizations without sufficient security efforts. This report reveals a concerning loss of congressional leadership and interest in critical efforts to prevent nuclear terrorism. While the threat grows more complex, U.S. funding, oversight, and international cooperation to secure nuclear and radiological materials has diminished. By analyzing historic bipartisan initiatives and current congressional staff attitudes on nuclear security, this report offers an important blueprint to revitalize U.S. leadership through Capitol Hill. Providing recommended action items and effective strategies for engaging Congress, the report is a useful tool for both policymakers and educators.

Abstract:: Maritime territorial disputes in Asia are increasingly contentious, with competing claims and confrontations among numerous states of the region carrying significant implications for the relations among the countries of the region, between the U.S. and the region, and for the broader US-China relationship. This analysis examines the politics of the U.S. approach to the challenge, focusing on the role of Congress as a factor shaping the U.S. response. After establishing an analytical framework that directs attention to legislative-executive interactions and the domestic political/institutional context, it assesses the consequences of this context for U.S. policies and approaches to the problem. The analysis reveals the sequence and dynamics of congressional engagement, by which members moved from indirect and non-legislative approaches to direct and legislative approaches to narrow the boundaries and the shape the direction of US foreign policy. It concludes by addressing the implications for the U.S. approach and the relationships among the key parties.

Abstract:: National minorities often find themselves at a socio-economic disadvantage, whether in their access to employment, adequate housing, social services or healthcare. The Council of Europe Framework Convention for the Protection of National Minorities, the main legal instrument safeguarding the rights of national minorities, includes the right to equality before the law and of equal protection by the law, and the right to effective participation in social and economic life. This Issue brief will focus on the monitoring process of this legal instrument, analysing the extent to which the right to socioeconomic participation is monitored by the Advisory Committee of the Framework Convention for the Protection of National Minorities. The conclusion of the Issue brief will point towards a rather inconsistent and unstructured approach towards the monitoring of this topic and will argue that the socio-economic objectives already developed under the Framework Convention should be followed through in the monitoring of the socio-economic situation of all national minorities, alongside renewed requests for improved data collection by governments.

520. Canada’s Refugee Strategy: How It Can Be Improved

Abstract:: When citizens lose faith in their government’s refugee policies, there arises the potential for an anti-immigration backlash, as several European countries have recently discovered. Canada has yet to see that happen, but it has for too long been muddling along with a refugee-processing system that is seriously flawed. Refugees go unprocessed for years, and in the meantime end up living, working and laying down roots. Often that only increases the chances they will end up staying even if they might have otherwise been rejected. It may even lead to increases in questionable refugee claims, as people realize they can work and make money in Canada for years before their case is even heard. The Canadian government has committed to increasing refugee numbers. The United Nations High Commissioner for Refugees has designated Canada as the primary destination for hard-to-settle refugees. The diversity of source countries is increasing, resulting in more refugees who are illiterate in both English and French. More refugees will struggle to adapt to life in Canada. Taken together, it is possible that without fixing the problems in the system, public dissatisfaction could rise as Canadians lose faith that their refugee system is under control, and that could undermine their faith in the entire immigration system. The biggest flaw in the refugee system traces back to the government’s overreaction to the Singh decision. The Supreme Court ordered that all rejected refugees had a right to an in-person appeal, but the federal government went much further and gave every refugee an in-person hearing. That system has left Canada with a backlog, as of last year, of 34,000 cases. In most every other country, initial refugee screenings are conducted by public servants working for the immigration agency, which here would be Immigration, Refugees and Citizenship Canada, as opposed to the staff of the Immigration and Refugee Board. Canada could do a much better job at clearing its backlog and better processing refugee claims, particularly in weeding out the bogus claims, by reassigning responsibility for interviewing refugees to the officials at IRCC. The agency also has the advantage of having offices in almost every major city in Canada, while the IRB only hears cases in Vancouver, Montreal and Toronto, with the 2,500 refugee claimants residing in places outside B.C., Quebec and Ontario having to travel long distances for a hearing or having to settle for an inferior two-way video hearing. Also, this would avoid the conflict of interest at the IRB, which is in charge of reviewing appeals of its own decisions. The IRB is better suited to handle appeals of decisions made by IRCC agents who are at arm’s-length from the IRB. In addition, Canada should also ensure it maintains a balance in accepting not strictly refugees who are most at risk, but also an equal number of refugees who will more easily establish themselves in Canada and adapt within one year of landing in Canada. Having a system that not only ensures more efficient, effective processing of refugees, with proper control over who settles here, will not only help Canadians maintain confidence in their refugee and immigration system. It will also ensure that Canada has a system that can respond, when necessary, to global crises when they erupt, and better help those refugees who need protection.

Many African countries fail to achieve their development targets partly as a result of underdeveloped and underused science and technology as well as limited invention and innovation by both the private and the public sectors. For most African countries, the major proportion of domestic contribution to research and development (R&D) activities is provided by the government, with little from the private sector. This policy brief is based on The Africa Capacity Report 2017 (ACR 2017). It describes the importance and contribution of the private sector to advancing science, technology and innovation development in Africa. The paper also highlights the capacity imperatives needed to increase private sector participation in STI development and formulates key policy recommendations.

However, with policy shifts and public debates on immigration, questions abound regarding the United States’ ability to continue attracting and educating the brightest talent from around the world: “Will the number of international students in the United States decline?”; “Are changes at my institution reflected at other colleges and universities?”; “Do international students still want to come to the United States?”; “Are other countries attracting international students away from the United States?” This report explores these complex questions through findings from the Fall 2017 International Student Enrollment Hot Topics Survey. A national survey of U.S. higher education institutions conducted annually since 2005, this report provides the international education field with a snapshot of current patterns and trending topics in international student enrollments. This year’s survey focused on understanding Fall 2017 new international student enrollment, institutional recruiting and outreach priorities, and how the current U.S. social and political climate is impacting U.S. colleges and universities. The report is released jointly with and complements the Open Doors Report, which provides a comprehensive view of international student enrollment in the United States based on data from the previous academic year, 2016/17. However, it should be noted that because this report reflects just a snapshot from 522 institutions, the full picture for 2017 fall enrollments will be reflected in Open Doors 2018, available in November 2018. The results of this survey are designed to provide insight into how U.S. higher education institutions are impacted by the shifting U.S. landscape. Additionally, the findings provide information for colleges and universities to benchmark their own enrollment patterns and to inform ongoing outreach and recruitment strategies.

525. The United Nations Development Programme and the Two Koreas

Abstract:: This paper examines the United Nations Development Programme’s role in South and North Korea’s economic development. The UNDP is not only the UN’s lead agency for economic and social development, it is one of the few UN organizations to have worked with both countries in traditional bilateral arrangements, as well as a in multilateral initiative. Operating in South Korea from 1963 to 2009, the UNDP contributed to the nation’s economic development by complimenting the government’s policies. However, its role was minor compared to the government’s own actions. Nonetheless, South Korea has served on the UNDP board four times since its UN admission in 1991, raising the country’s diplomatic standing. After North Korea joined the UNDP in 1979, the organization’s work in the country focused on improving food production and supporting industrial development. These activities helped improve the economic crisis since the 1990s. In the 1990s, the UNDP provided humanitarian assistance and scholarships to develop human resources. Pyongyang officials restricted the UNDP’s work throughout the time it was active in North Korea. These violations led the UNDP to suspend operations in 2007. Since the early 1990s, the UNDP has supported the Tumen River Area Development Program, the only initiative that involved the two Koreas, as well as China, Russia and Mongolia. Although the UNDP facilitated initial contacts, it was unable to overcome longstanding animosities and disagreements. The successor Greater Tumen Initiative continues to languish.

526. Scaling the Eurobond Debt Wall

Abstract:: The writing is on the wall - Zambia is at a high risk of debt distress: The country risks defaulting on repaying the principal amounts of the three Eurobonds due during 2022-2027. A default could lead to exclusion from the international capital markets, a dented reputation which would culminate into a decline in Foreign Direct Investments and reduced credit to the private sector and credit rating downgrades. This would ultimately result in an economic contraction which would affect future payments and further compounding the default. Government has to pay back US$750 million in 2022, US$1 billion in 2024 and US$1.25 billion over 2025-2027. Between 2018 and 2022, Government will spend about US$237.4 million per annum in interest payments towards the three Eurobonds – this annual amount is about the same as the entire social protection budget in 2017. Policy measures have been put in place to manage the debt, but they seem inadequate: The measures include a debt management strategy that will guide borrowing decisions in the medium term. The Government has also signalled its intensions to set up a sinking fund and/or refinance the debt – essentially replacing the old loans with a new loan offering different, perhaps more favourable, terms. To set up the sinking fund, Government intends to set aside K100 million in 2018, K800 million in 2019 and K3.97 billion in 2020. But setting up the fund requires an excess of K6 billion per annum between 2018 and 2022. No clear indication has been given with regard to when refinancing will be considered. So the plans put in place may not be adequate to pay back the Eurobonds. Government should not wait until it is too late: In order to meet the principal and interest payments on the three Eurobonds, Government needs to start the strategies for paying back the Eurobonds sooner rather than later. Government has already lost time as a pay-back plan should have been instituted for the Eurobonds as soon as they were issued. But without any budget surpluses, and with foreign financing having somewhat dried up, Zambia has to look to more domestic resource mobilisation to raise the funds needed to pay back the Eurobonds.

Abstract:: Ukraine’s legislative initiatives to establish state control over religion have recently brought the fate of the Orthodox Church back into the limelight. Despite the delayed vote, the bill can be back on the Parliament’s agenda any time soon. The incumbent government voices its disapproval of the Ukrainian Orthodox Church (UOC – Moscow Patriarchate), the only canonical church in the country. This offers hope to several non-canonical religious institutions, which aspire to obtain the status of autocephalous (self-governed) churches. In early 2016, Ukraine’s religious scene was dominated by 9 Orthodox churches (including the Old Believers) and 64 autonomous Orthodox communities. Abstract:: Egypt's army portrays itself as a faithful guardian "saving the nation." Yet saving the nation has meant militarizing it. Zeinab Abul-Magd examines both the visible and often invisible efforts by Egypt's semi-autonomous military to hegemonize the country's politics, economy, and society over the past six decades. The Egyptian army has adapted to and benefited from crucial moments of change. Abstract:: Between March 15 2017 and June 15 2017, 207 projects that violated the Environment Impact Assessment (EIA) Notification applied for an environmental clearance. These applications have come as a result of a notification that the Environment Ministry had passed on March 14th 2017 which gives an opportunity to projects that have violated conditions of the EIA Notification to apply for a clearance within a period of six months, ie by September 15. This notification was passed despite much criticism of the draft notification that was issued on 10 May 2016. The CPR-Namati Environmental Justice Program has analysed these applications to see what are the kind of geographical and sectorial spread of these violations and whether there are any trends emerging out of the applications that have come in till June 15. The Environment Ministry has already started looking at the applications through a Committee that has been set up for this. This Committee is headed by Dr SR Wate and had its first meeting on 22 June 2017. The Committee in its first meeting has examined ten applications. Out of these ten applications, the committee has already recommended seven for grant for a Terms of Reference subject to conditions. This working paper would be updated with the analysis of the applications that are coming in as well as the progress of these applications.

Abstract:: POMEPS Studies 28: New Analysis of Shia Politics The study of Islamist movements has often implicitly meant the study of Sunni Islamist movements. An enormous amount of political science scholarship has dissected the ideology, organization, and political strategy of Sunni Islamist movements.However these academic communities that study Sunni Islamism often proceed without any interaction with the academic communities that study Iran or Shi’a politics in Arab countries. Studies of Iran and of Shi’a movements similarly often proceed in isolation from the literature on the Arab world or Sunni Islamist movements. This is unfortunate, because Sunni and Shi’a Islamist political dynamics engage many similar theoretical or intellectual issues and could offer each other critically important comparative perspective. Therefore, on October 13, 2017, POMEPS convened an interdisciplinary workshop of scholars of Shi’a politics to discuss these questions and to probe the similarities and differences between the two academic communities. We are delighted to publish this collection of essays resulting from that workshop. The essays range widely, both thematically and geographically, and together offer a deeply informed and often surprising portrait of political changes across very different contexts. They also reveal the profound methodological and intellectual divides between the academic communities studying Sunni and Shi’a Islamism. The essays in this collection range broadly over these issues and represent a starting point for the development of a research community. In the coming years, we hope to see much more attention paid to the comparative study of Sunni and Shia Islamism across diverse contexts. Bridging these linguistic, analytical, methodological and political divides would be an important step forward in the broader understanding of Islamist politics.

Abstract:: In a fairly humid, subtropical section of the United States, there is a site where sporadic gunfire sometimes rattles the windows of buildings nearby. At times, plaintive howls can be heard through those windows: the wails of wounded officers lying on neatly trimmed fields under the bright sun, waving their arms desperately to attract the attention of medics converging on a nearby field ambulance. Meanwhile, scores of military officers, civilian officials and law enforcement personnel inside the buildings barely notice, and all resist the presumably well-ingrained temptation to spring into action. Ignoring the noise outside is certainly understandable, for the sounds are from just some of many training exercises on the Army’s sprawling military base at Fort Benning, Georgia. The military officers, civilian officials and law enforcement personnel are students at one of the base’s facilities, the Western Hemisphere Institute for Security Cooperation (WHINSEC), and are deadly serious about their studies – on countering transnational threats, UN peacekeeping operations, and intelligence analysis of transnational operations, among other courses offered. But, there is one notable feature that distinguishes the educational exercises at this building from any other, and which unites the students in this particular facility: every student in every course begins studies with classes on human rights and democracy, as delineated by the U.S. experience.

Abstract:: President Donald Trump has made clear his intent to utilize wartime detention in the fight against al-Qaeda and ISIS. As former Deputy Assistant Secretary of Defense for Rule of Law and Detainee Policy, William Lietzau, and I have argued elsewhere, this could be a positive development in the United States’ evolving approach to the war against al-Qaeda, ISIS, and their associates, so long as it is coupled with a commitment to continuing key detention policies and humane treatment standards developed over the past fifteen years. In recent years, the United States has largely avoided adding to the detainee population at Guantanamo (GTMO) – mainly in reaction to some of the more infamous excesses from the first couple of years after the attacks on September 11, 2001. But failing to capture new enemy fighters has come with an operational and humanitarian cost. The United States should take the opportunity that comes with political transition to re-embrace the wartime detention mission.

Abstract:: Faced with a rapidly growing volume and range of cyber attacks, policymakers and organizational leaders have had difficulty setting priorities, allocating resources, and responding effectively without a standard way to categorize cyber events and estimate their consequences. Presidential Policy Directive 41 laid out the Obama administration’s principles for executive branch responses to significant cyber incidents in the public or private sector. But it neither drew important distinctions between different types of cyber incidents, nor gave a standard way to determine where a particular incident falls on its 0-5 point severity scale. This policy brief demonstrates how an analytical framework developed at the Center for International and Security Studies at the University of Maryland (CISSM) can help address these problems. It first differentiates between low-level incidents and more significant cyber events that result in either exploitation of information and/or disruption of operations. It categorizes five types of disruptive events and analyzes 2,030 cyber events in a dataset developed from media sources, showing that cyber exploitation remains more common than disruption, and that most disruptive activity fits into two categories: message manipulation and external denial of service attacks. Finally, the brief offers a standard method to assess the severity of different categories of disruptive attacks against different kinds of organizations based on the scope, magnitude, and duration of the event. This Cyber Disruption Index (CDI) is then applied to survey data on Distributed Denial of Service (DDoS) attacks in the private sector to assess severity within a common category of disruptive events. Of 3,900 cases reported, only 5 events (less than 1% of the DDoS cases) had a combined scope, magnitude, and duration severe enough to be a priority for prevention and potentially warrant government involvement.

Abstract:: Papua New Guinea entered its 2017 National Election after a tumultuous period in the country's politics and economy, and there remains much uncertainty about the election process, with significant implications for the country's future. In the last ten years key political, bureaucratic, and regulatory institutions have struggled and in some cases, failed. These struggles have been more profound under the O'Neill government despite some tangible advances in the country's ambitious Vision 2050 roadmap. There is a widespread desire across the country for robust and independent institutions to ensure economic gains are transparently and sustainably managed. The ultimate question for many voters in the 2017 general elections was not who would form the next government, but who would be the most credible leader. [3] With elections now over, and the O'Neill government returning for a second term, what does Papua New Guinea expect of the new government and those in power? This analysis attempts to address how key trends in PNG's politics will impact upon both the bureaucracy and regulatory environment. It will identify some of the key actors and how they are likely to change. It will discuss current political trends, their impact on the regulatory and legislative environments and how likely they are to continue in the future. Finally, it assesses the prospects of continuing dysfunction in PNG politics, the further marginalisation and deterioration of the bureaucracy, and how this destructive course might be avoided.

Abstract:: The new O'Neill government faces a rapidly changing external environment as it struggles to manage a significant domestic economic downturn and unprecedented pressures on the national budget. Australia remains Papua New Guinea's closest foreign partner; by far its largest bilateral aid partner, trading partner and foreign investor, but its influence is diminishing as that of other actors is growing. China is an increasingly important player - as a trade partner, investor in infrastructure and source of foreign loans, as well as in the small to medium business sector. Relations with other Asian nations are expanding. Large foreign companies are exerting more influence on government policy than most nation state development and trade partners of Papua New Guinea can hope to exercise. These relationships are likely to come into sharper focus over the next year, as the PNG government prepares to host APEC in 2018. It is not clear that the new PNG government has the capacity to pursue the national interest abroad while it is preoccupied with a complex set of challenges at home.

Abstract:: Donald Trump has put US policy in East Asia on autopilot. But that could leave the United States far off course — and in a crisis, Trump will be required to fly the plane. Despite President Donald Trump’s promise to adopt an America First foreign policy, US policies in East Asia — on issues from trade, to diplomatic engagement, to the North Korean nuclear crisis — now more closely resemble those of Trump’s predecessors than his campaign vision. There are few advisers around President Trump with the necessary expertise, experience, and inclination to implement an America First foreign policy in Asia. Most principals hold conventional Republican views, and lead institutions that have advanced conventional policies. As a result, US policy in East Asia is on autopilot. The greatest risks are not a deliberate crash, but that of a crisis, in which the autopilot will disengage and President Trump will be required to fly the plane; or that the United States will drift far off course before a qualified pilot can retake control.

550. The Abuse of Obligatory Presidential Broadcast in Latin America

Abstract:: When Venezuelan opposition leader Jesús Torrealba held a much anticipated rally in September 2016, only one television channel, Globovisión, was willing to broadcast it. By then, the 24-hour news channel stood alone as the one major broadcaster daring enough to air critical coverage of the government. he speech was particularly newsworthy because Torrealba that day was planning to call for nation-wide protests in favor of a referendum on President Nicolás Maduro. The Venezuelan constitution allows for what is essentially a recall by plebiscite if citizens can marshal enough signatures in favor of one, but the country’s electoral commission, Torrealba alleged, was stonewalling the process in spite of the opposition’s success at collecting the signatures. He had hoped his speech could provoke demonstrations of irrefutable public support for the referendum. After only a few minutes at the podium, however, the transmission of his speech was interrupted without warning.1 President Maduro had ordered a blanket broadcast across all radio and television stations–what is known in Spanish as a cadena nacional. These presidential broadcasts resemble a US Oval Office address in style, but in Venezuela the law obliges both state‑owned and private media to carry the transmissions, which have lasted as long as eight hours. When Maduro invoked this law to interrupt Torrealba’s speech, Venezuelans had no choice but to listen to Maduro or simply switch off their TVs and radios. This is not an isolated event. The abuse of presidential broadcast laws, which was first witnessed in Venezuela under Maduro’s predecessor, Hugo Chávez, has become a source of concern in several countries in the region, including in Argentina and Ecuador.2 This report looks at how obligatory presidential broadcasts have risen with a wave of populist authoritarian governments in Latin America, and how the abuse of such transmissions, coupled with other efforts to suppress independent press, has been a significant detriment to democratic deliberation. By looking at legal restrictions on this practice in the region, the report also provides some insight into how the abuse of obligatory presidential transmissions could be curtailed.

Abstract:: U.S. government agencies and military Service branches produce numerous reports and briefs each year that fall in the category of lessons learned. These institutional reports, and the effort that goes into them, play an important role for groups who are responsible for many lives and the nation’s resources. Some of these documents come after extensive investigations related to accidents, such as the loss of the space shuttle Columbia in 2003, or as a part of regular operations, such as after action reports. Moreover, all of the Services set up divisions dedicated to collecting lessons learned reports for internal and external inquiries, including the Army with its Center for Army Lessons Learned, the Navy’s Lessons Learned Information System, whose title mirrors the Joint Lessons Learned Information System, and the Air Force Lessons Learned Program. The United States Marine Corps is, as always, aligned with its sister Services in its efforts to write, publish, and disseminate doctrinal publications. At Marine Corps Base Quantico, Virginia, home of Marine Corps University (MCU), the Corps supports several divisions that house lessons learned. The Marine Corps Center for Lessons Learned (MCCLL) produces a variety of documents to support training and planning for Marine Corps exercises and operations, but also for the warfighting capability development process. Their Marine Corps Campaign of Learning Information System keeps these documents secured and available for those with suitable credentials. The History Division’s Archives Branch, located in the Brigadier General Edwin H. Simmons Marine Corps History Center, is designated by Records, Reports, Directives, and Forms Management (ARDB) to collect, hold, and transfer command chronologies filed by units semiannually (monthly when deployed), which in turn are reported to the Commandant of the Marine Corps and become permanent records of the United States. Command chronologies stand as the official record of a unit and its activities for the reporting period and are used by Headquarters Marine Corps, the Department of Defense, the Department of Veterans Affairs, Congress, and other governmental and nongovernmental entities to understand the activities, procedures, processes, and lessons learned by units. The Archives Branch holds all submitted unit command chronologies from 1976 to the present. In addition, it maintains after action reports, special action reports, and reports on lessons learned for units deployed during World War I, World War II, and the wars in Korea and Vietnam. Archives also maintains reports on major Marine Corps amphibious exercises from 1921 to 1980, major developments in amphibious doctrine between 1935 and 1990, and the development of amphibious technology from 1930 to 2000, many of which contain insight into lessons learned from those activities. These resources, once deposited with the Archives Branch, are useful to commanders and historians, and despite difficulties obtaining high-quality documents, History Division staff encourage Marines to write and deposit command chronologies regularly. Mention the term lessons learned to any Marine, soldier, sailor, or airman, and they will joke about lessons captured, observed, unlearned, or the so-called black box where these reports disappear. There may be some validity to their criticism, yet all of the Services continue to record lessons learned with good reason. Without a record of facts, it is impossible to reflect on how to improve operations from the tactical to the logistical. For this issue of the MCU Journal, the editors—with the guidance of the editorial board and numerous peer reviewers—have assembled different interpretations of lessons learned. Indeed, the authors of these four articles address diverse topics in the pursuit of increasing military readiness and effectiveness. Dr. Nathan Packard looks to the Corps’ relations with Congress, identifying how the Marine Corps, more so than other Services, has gained a reputation with and sometimes the criticism of members of Congress. Colonel Joseph A. Lore, however, sees room for improvement in supporting military efforts by revising a staple in any Marine officer’s library—the Small Wars Manual. Dr. Jonathan Wong extends Packard’s civilian-military relations theme, recommending that the Department of Defense learn from its experiences in Afghanistan and Iraq by adopting some of the rapid acquisition techniques used during Operation Enduring Freedom and Operation Iraqi Freedom to guarantee the future warfighter’s ability to engage in the next generation of war, which will undoubtedly strain the nation’s resources as the fight against terrorism and insurgencies continues.

Ne var ki bu model, iktisadi yapının kırılganlığını artırarak 1994, 2000 ve 2001 yıllarında ağır finansal krizler yaşanmasına sebep olmuştur. 2001 Krizi’nin ardından mali disiplin, sıkı para politikası ve bankacılık reformu temelinde kurgulanmış bir program izlenerek yeni bir büyüme dalgası yakalanmıştır. Bu dönemde enflasyonun denetim altına alındığı, bütçeden yapılan faiz ödemelerin azaldığı, devletin borçlanma gereğinin ve toplam borç yükünün hafiflediği görülmektedir. Diğer taraftan 2005’den itibaren doğrudan yatırım girişlerinin keskin bir biçimde artmaya başlaması ile birlikte dış açık’ın finansmanında kısa vadeli sermaye girişlerine duyulan ihtiyaç azalmıştır. Bütün bu gelişmeler sayesinde Türkiye Ekonomisi, 2008’de vuku bulan Küresel Finans Krizi’ni minimum hasar ile atlatmayı başarmıştır. Abstract:: This contribution sets out a research agenda that explores the promises of combining theories of hegemony and governmentality in the study of world politics. It is argued that certain forms of governmentality are ‘strategically selected’ and form part of hegemonic strategies while hegemonic strategies are enhanced by techniques of governmentality. It is also important to look at the underlying context that allows for micro practices to be ‘colonised’ by macro actors and which drives such actors to use such techniques. The theory of hegemony is seen as better at highlighting the context in which strategic action takes place, while governmentality is better at showing the workings of the technologies and techniques that are deployed by strategies of governing. Hegemony and governmentality therefore form part of the back and forth between macro and micro, structure and agency, institution and practice, highlighting different aspects of this constant interaction.

554. The Difference Resilience Makes: U.S. National Preparedness – From Civil Defence to Resilience

Abstract:: Resilience is a new component of the security empire. But its conceptual relations to security and defence are still unclear. This paper argues that resilience is the replacement of former civil defence measures in the US. Hence, it traces the origins of resilience during the past 60 years of US policy history. National preparedness thereby serves as the key issue along which the conceptual changes are traced. The paper is guided by the research question what is the difference resilience makes and, therefore, establishes changes and continuities along the way. In the first part, the reasons for the introduction of civil, or passive, defence as complementary to active defence are given. During this period, approximately 1950-1980, civil defence was based on retaliation and deterrence logics. During the 1970s, a major change took place when emergency management became part of security considerations and mitigation was introduced. Emergency management was nevertheless subsumed under a civil defence agenda. It was subsumed due to a ‘dual-use’ logic, stating that emergency preparation is fundamentally a local issue and independent of its source. Two characteristics of today’s resilience policies are found in this regard: first, the ‘dual-use’ approach as precedent for todays’ ‘all-hazard’ policies and second the perception that all emergencies are local phenomena. The end of the Cold War led to a decisive change in the concept of security itself and rendered former civil defence conceptions obsolete. Thus, emergency management became independent, while civil defence considerations were poured into a new conception of ‘homeland defence’ directed at the new emerging threat of terrorism. After 9/11, homeland defence became ‘Homeland Security’, and incorporated the emergency management sector. The Department of Homeland Security was modelled after the Department of Defence and acted under the tight security conceptions ‘prevent, protect, and respond’. These conceptions proved too tight for an agency responsible for ‘all-hazards’ as shown by Hurricane Katrina. After Hurricane Katrina, a new disaster circle was inaugurated which brought mitigation back and moreover introduced resilience as guiding organisational principle.

Abstract:: This is a trying period for anyone that pays attention to African migration. Migrants’ gruesome deaths while in transit are given more coverage. Of these, those in the Mediterranean Sea, and to a lesser extent, the Sahara Desert make it more into the news. But there are also deaths in places in-between. Some are reported. Others are not. One only gets glimpses of such deaths when repatriated migrants mention or lament them. There has been more coverage of Libyan “Slave auctions,” at least after CNN released taped evidence from such markets (Elbagir, Razek, Platt, & Jones, 2017). The African Union (AU) and selected African states, including Nigeria, (which by dint of its sheer population size in the African continent, has more citizens caught up in the movements of migrants intent on getting out of their countries to realize dreams of social, economic and political security elsewhere), belatedly responded (Ibuot & Okopie, 2017; Daily Nation, 2017; Busari, 2017). Some have not bothered to do so. It is amazing that Nigeria and other African countries have embassies and diplomatic representative in Libya, yet, there was no previous report, awareness, response, nor were any measures whatsoever taken to document, respond to, and correct the abuses of citizens and violation of their human rights. What then is the value and utility of diplomatic representation? How do African governments understand their responsibilities to citizens? What is the function of the media in these countries? What is the duty of the AU?

Abstract:: The call to industrialize and modernize Africa has become popular in recent years, and the African Union’s Agenda 2063 and the Common African Position on Agenda 2030 identify science, technology and innovation (STI)1 as key enablers. Many African countries fail to achieve their development targets partly as a result of underdeveloped and underused science and technology as well as limited invention and innovation by both the private and the public sectors. For most African countries, the major proportion of domestic contribution to research and development (R&D) activities is provided by the government, with little from the private sector. The Africa Capacity Report 2017 (ACR 2017) found that underdevelopment in Africa is closely linked to the limited capacity to deploy STI for inclusive sustainable development and transformation. The Report helps policymakers draw conclusions critical to STI issues, and derives policy recommendations that strengthen the policy formulation, implementation, and impact of STI.

Abstract:: Foreign activity (paradiplomacy) of local governments is one of the elements of Polish foreign policy and plays a special, positive role in the process of Polish integration with the European Union. This paper presents the results of the investigations concerning foreign activity of Polish local and regional governments with Russia. In particular, there is intensive cooperation with the Kaliningrad region, the only region bordering Poland and refers to the neighboring provinces of Warmia and Mazury and Pomorskie. Studies have shown, however, that 11 out of the 16 Polish provinces signed agreements with other regions of Russia and only 2 have no cooperation.

Abstract:: It is time for the Canadian government to conduct a holistic review of Canada’s national security complex. The Defence Policy Review is floundering as a consequence of an uncooperative world, Canada’s domestic security institutions require legislative empowerment, and the election of Donald Trump has placed increased pressure on Canadian security and defence. Securing the U.S.’s northern border is a no-fail mission for Canada as peace and prosperity depend upon it. However, this must be done within Canadian security norms and values. Only a ground-up examination of the Canadian national security system will elicit a comprehensive understanding of the current deficiencies that will allow focused alignment of government objectives, policies and public funds. Crisis management requires a strategic plan with clear objectives from which to conduct concurrent and coordinated activities. The Trudeau government has the team in place; now, it needs a new National Security Policy statement to assist in “lead turning” an unconventional U.S. administration steadfast in its stance over national security.

Abstract:: For many economists government intervention is linked to low levels of interpersonal trust and corruption, while, on the contrary, for many political scientists, government intervention is associ- ated to high trust and low corruption. The goal of this paper is to reconcile these contrasting find ings by distinguishing the differing effects of trust over two alternative types of government intervention: regulation and taxation. Low-trust individuals demand more governmental regulation but less government taxation. We test the hypotheses by focusing on a particular policy – i.e. environmental policy – where governments use different mixes of regulatory and tax mechanisms, and for which we have data on both trust in others (interpersonal trust) and trust in public institutions (in- stitutional trust). The main finding is that those individuals with low trust (both interpersonal and institutional trust) tend to demand, ceteris paribus, more governmental regulation of the environ- ment and, but are less inclined to pay higher taxes to protect the environment. We also find that the effect of institutional trust is stronger than the effect of interpersonal trust, which puts previous studies in a perspective.

But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. Abstract:: Many development challenges are complex, involving a lot of different agents and with unknown dimensions. Solutions to these challenges are often unknown, and contextually dependent. At the same time, there are political imperatives at play in many contexts which create pressure to 'find the solution now…and then scale it up.' Such pressure raises a question: how does a policy entrepreneur or reformer find a new solution and scale it up when dealing with complexity? This is the subject we address in the current paper, which is the fifth in a series on 'how to' do problem driven iterative adaptation (PDIA) (Andrews et al. 2015, 2016a, 2016b, 2016c). The paper focuses on building broad agency solutions in the process of identifying problems and finding and fitting contextually appropriate solutions. The broad agency is, in our opinion, a most effective mechanism to ensure scaling and dynamic sustainability in the change process. As with other working papers on this topic, the contents here do not offer all answers to those asking questions about how to do development effectively. It closes by reflecting on the importance of 'you' (the reader, and ostensibly part of a policy change or reform team somewhere) using this and the other ideas as heuristics to rethink and reorient how you work—but with your own signature on each idea.

Abstract:: Development and state building processes are about change. Change is, however, elusive in many contexts. In prior work, we have offered problem driven iterative adaptation (PDIA) as an approach to tackle wicked hard change challenges. This is our fourth practical working paper on ‘how’ to do PDIA. The working paper addresses questions about authority, given that authority is needed to make change happen—especially in hierarchical government settings. This authority is often difficult to attain, however. It is seldom located in one office of person, and is often harder to lock-in with complex challenges, given that they commonly involve significant risk and uncertainty and require engagement by many agents responding to different kinds of authority. Every effort must be taken to address such challenges, and efforts should include an explicit strategy to establish an appropriate authorizing environment. This working paper suggests ideas to adopt in this strategy, with practical exercises and examples to help the reader apply such ideas in her or his own work.

The Ambassador works hardest as any slipups are his responsibility. Even the wealthy, politically appointed Ambassador needs to make the President and his visiting staff happy. The career Ambassador’s next post may be in a steaming jungle if mistakes are made or in an important country if all goes well during the “king’s progress”.

Abstract:: In a series of interviews with Jefferey Goldberg in the April 2016 Atlantic, President Barack Obama provided a much-needed and sober reappraisal of the limits of American power and a realistic view of U.S. foreign policy based on a careful assessment of priorities, or what Goldberg calls the “Obama Doctrine.” The heart of the president’s approach is the rejection of the “Washington Playbook.” Obama told Goldberg, “there’s a playbook in Washington that presidents are supposed to follow. It’s a playbook that comes out of the foreign-policy establishment. And the playbook prescribes responses to different events, and these responses tend to be militarized responses.”1 According to the Playbook, military power and the “creditability” it provides is the principle instrument of American foreign policy; it has been accepted wisdom at think tanks and among foreign policy experts since the end of World War II; Obama has challenged this dictum.

Abstract:: The publication "Economic policy and macroeconomic developments in Hungary, 2010–2015" discusses the factors responsible for Hungary’s growth performance. In the 143rd mBank - CASE Seminar Proceedings Gábor Oblath argues that that the factors essentially responsible for Hungary’s growth performance over the last five or six years were mainly exogenous to Hungarian government policy. The acceleration of economic growth observed in 2014 was due to, in particular, exceptionally large transfers from EU funds, which have nothing to do with the government’s so called “unorthodox” economic policy. By contrast, the decline in the quality of the institutional environment of the economy is a direct consequence of both the spirit and the methods of the economic policy pursued.

573. Mapping Dilutions in a Central Law

Abstract:: For the last two years, the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 has been in the eye of debate and discussed for the controversial changes the National Democratic Alliance (NDA) government had sought to bring about through ordinances. Even though fate of the amendments rests currently with the Joint Parliamentary Committee report, several states have already brought about changes through Rules under Section 109 of the Act. An examination of these state specific Rules reveals they are headed towards: Adopting the changes proposed in the ordinances amending the central law; Diluting the applicability of the progressive clauses like consent or SIA; Clarifying procedures for implementation at the state level. The United Progressive Alliance (UPA) government had replaced the Land Acquisition Act, 1894 with the newly enacted RFCLARR Act, 2013. Though critiqued for expanding the definition of public purpose to include the private sector, the new legislations had been welcomed by social movements, farmers groups and NGOs. This is primarily for the need for a Social Impact Assessment (SIA), the requirement for prior consent, food security provisions and clear compensation related provisions. What was also central to this discussion were the clauses which allow for unused land to be returned to original owners. The Rules framed by the States aim to make the process of land acquisition much simpler for investors. While certain States reduce the time period for the conducting of the SIA process or do away with it in its entirety, there are others who make reductions in the compensation award or modify the applicability of the retrospective clause. There are also States which directly adopt the provisions in the ordinance that aim to remove the requirement for consent from the land acquisition procedure. This working paper paper attempts to trace and analyse how the state governments have modified and built upon the central Act. It also looks briefly at litigation that has emerged especially around the applicability of the retrospective clause of the law, ie. which requires the return of unused land to original owners or reinitiating processes under the 2013 law.

Abstract:: This study attempts to understand the effectiveness of education governance, specifically the monitoring function, through the perspectives of frontline officials in India. It locates institutions within social and political structures marked by deep inequalities and analyses the manner in which these institutional arrangements influence the behaviour of frontline officials. It finds that poor state capacities in terms of inadequate resources and systemic infirmities contribute significantly to ineffective monitoring. In addition, the social distance of frontline bureaucrats from their clients reinforces their low levels of motivation, preventing them from using discretion to achieve official objectives.

578. Assessing Party Performance and Alliance Dynamics in the 2015 Bihar Election

Abstract:: The 2015 Bihar election represented a stunning reversal of fortune for the National Democratic Alliance (NDA), led by the Bharatiya Janata Party (BJP). In the 2014 national election, the NDA won 172 out of 243 assembly constituency (AC) segments. But in the 2015 Bihar election, just 18 months later, the NDA won only 58 ACs. In this piece, we investigate electoral data from the Election Commission of India (ECI) to provide a nuanced picture of the shift in Bihar. We argue that poor party coordination within the NDA, in addition to campaign dynamics, account for the magnitude of the NDA’s defeat. Prior to 2014, the JD(U) and the BJP were in alliance together under the NDA banner, but the JD(U) left the coalition over the choice of Narendra Modi as prime ministerial candidate and decided to contest the 2014 election alone. In 2014, without the JD(U), the NDA won 31 out of 40 parliamentary constituencies, with the JD(U) winning just two seats. In the 18 months between the 2014 and 2015 election, once bitter foes, Nitish Kumar and Lalu Prasad Yadav, and their respective parties, Janata Dal (United) [JD(U)] and Rashtriya Janata Dal (RJD), joined forces along with the Congress to form the mahagathbandhan or Grand Alliance to defeat the NDA. The NDA, comprised of the BJP, the Lok Janshakti Party (LJP) and the Rashtriya Lok Samta Party (RLSP) in 2014, stayed intact and added a new party, the Hindustani Awam Morcha (HAM), to its ranks. In the election post-mortem, many have offered explanations for the NDA’s reversal of fortune. Finance Minister Arun Jaitley has argued that the NDA’s poor performance was due to the “social arithmetic” of caste and less about the its message or campaign strategy (1). Observers of the Grand Alliance have pointed to campaign manager Prashant Kishor’s effective campaign strategy and coordination across all parties in ticket distribution and voter mobilization (2). Our data analysis suggests that the outcome of these elections was less about caste arithmetic and more about the poor coalition strategy of the BJP. In particular, the ways in which the BJP treated its allies contributed to the magnitude of the NDA’s defeat. At the same time, we find that although the parties in the Grand Alliance coordinated their efforts better than the NDA, they did not attract more voters than in 2014.

579. Indradhanush-Banking Sector Reforms

Abstract:: The Indradhanush framework with its seven pronged plan was unveiled by Finance Minister Mr Arun Jaitley on 14th August 2015 for revamping Public Sector Banks (PSBs) of India. In this paper, we look at the deteriorating profitability, asset quality, capital position of PSBs along with previous bank recapitalisation expenditure of the government. The seven reform initiatives in Indradhanush are compared with Nayak Committee recommendations. We summarise that Indradhanush does not propose any ground-breaking reforms for the PSBs. Re-capitalisation or infusion of capital into PSBs is its central theme. This opens up a debate on whether the capital infusion is adequate for all banks. Given various constraints for the government, we feel Indradhanush is definitely the step in the right direction. It does incorporate some of the initiatives mentioned in Nayak Committee report but does not fully embrace the essence of the bold Nayak recommendations. PSBs accounting for 70 percent of the banking system and saddled with high NPAs will be an impediment to growth unless the government acts fast to revamp this sector.

Abstract:: The Government of Botswana has, and continues to promote local government as an instrument of decentralization and public participation for local level governance and service delivery. Local authorities (LAs) are at the forefront of the provision of basic services to the local communities. The LAs are also a major channel for the use of public resources as exemplified by the significant budget allocations committed to them. It is, therefore, important that they conduct their business in the most effective and efficient manner. In order for public sector systems to deliver effective localized services, LAs in Botswana should be gradually transformed from bodies that are mainly concerned with pushing services but to proactively engage their citizens and represent their communities’ interests. Considering the extent of responsibilities of the local government authorities, there is a need to set clear expectations and have structures to ensure that local bodies respond to local needs by conducting local development in a timely, inclusive, open, honest and accountable manner. As some of the many efforts required to improve governance and service delivery in the country this paper proposes the establishment and operationalisation of an Open Local Government Framework, within which local bodies will be supported to make extensive local government information available online as part of an online LA notice board. This paper also recommends for the production of a Local Authority Data Book as a foundation for evidence-based policy-making and policy implementation.

Abstract:: Cities are engines of economic growth that provide spaces for social transformation and political inclusion. Their ability to deliver widely accessible and efficiently functioning public services drives productivity and sustains development. We design and apply an assessment framework to 42 cities in 14 African and Asian countries to better understand the functional, administrative, and political dimensions determining the quality and coverage of water, sanitation, and solid waste collection services. We find that urban local governments are constrained in their authority and discretion to deliver basic public services. Reforming intergovernmental institutional structures to better match responsibilities is essential for realizing cities’ full economic potential.

Abstract:: Global Philanthropy Project and Funders for LGBTQ Issues are pleased to present the 2015-2016 Global Resources Report: Philanthropic & Government Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities, a comprehensive report on the state of foundation and government funding for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. This report captures data on 12,964 grants awarded by 511 foundations, intermediaries, and corporations and by 15 government and multilateral agencies over the two-year period of 2015-2016. It provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, and population focus, offering a tool for identifying trends, gaps, and opportunities in the rapidly changing landscape of LGBTI funding. Comparing the 2015-16 versus 2013-14 data, we track a 35% increase in number of reported grants and show that global LGBTI funding grew by 23%, or $100 million (USD), in total grant amount.

Abstract:: While the late 20th century saw a blossoming of civil society organizations, the beginning of the 21st century has been a period of upheaval. In response to both the threat of terrorism and to growing populist pressure for democracy, transparency, and government accountability, states have used new laws and tactics to restrict freedom of association and freedom of expression. Lesbian, gay, bisexual, and transgender (LGBT) organizations have always faced such barriers, ranging from criminalization of same-sex sexuality, to refusal of the right to register organizations or hold public events, to the shutdown of websites.1 In recent years, some countries have also ratified new laws that explicitly prohibit groups engaged in “LGBT propaganda.” In other countries, politicians have mobilized resurgent nationalism by publicly scapegoating LGBT groups as representing “foreign values.” These overlapping trends have created a “perfect storm” for LGBT civil society organizations caught in simultaneous waves of political pressure.

Abstract:: MCU Press (MCUP) proudly offers readers this special issue of MCU Journal (MCUJ) that focuses on the past, present, and future impact of climate change and policy. While it is not our intent to take a political or philosophical stance on the issue, we do intend to use this medium to inspire discussion on how U.S. agencies and Service branches address the subject based on operational demands, political pressure, and public opinion. Readers might wonder how this global topic impacts the U.S. Marine Corps; however, the two are not such disparate concepts, particularly when we consider the connection between climate change impacts and humanitarian aid and disaster relief operations the Corps has supported as early as 1895. This special issue of the journal also represents the strategic direction of the new editorial board and MCUP staff who intend to address topics of value to the Marine Corps, Marine Corps University, and the larger Department of Defense community. Our priority, in addition to timely and relevant content, is to engage civilian scholars and analysts, such as J. Brooks Flippen at Southeastern Oklahoma State University; Michael Reis at History Associates Inc.; our partners at CNA, Ralph Espach, David Zvijac, Ronaldo Filadelfo, Catherine Schkoda, Shawna Cuan, and E. D. McGrady; and professional military education instructors, such as Edward Erickson at MCU and Rebecca Pincus at the U.S. Coast Guard Academy. Future issues of MCUJ also will include articles written by military personnel who understand the value of their perspectives and the importance of that knowledge not being lost once a deployment or active duty ends. Abstract:: During his illustrious career spanning more than half a century, Richard Vedder has tirelessly advocated for limited government and free enterprise. Much of his scholarship has focused on examining how fiscal and labor market policies consistent with the principles of economic freedom are associated with economic and social benefits such as stronger economic performance (Vedder 1981, 1990), lower unemployment (Vedder and Gallaway 1996, 1997), and poverty alleviation (Vedder and Gallaway 2002). Vedder has also examined the impact of government policy on income inequality (Vedder 2006; Vedder and Gallaway 1986, 1999; Vedder, Gallaway, and Sollars 1988), an area that he and I have collaborated to study (Bennett and Vedder 2013, 2015). Thus, Vedder’s scholarship has contributed to our understanding of the impact that economic freedom exerts on economic outcomes.

590. Building Capacity for Domestic Resource Mobilization: The Role of the Government

Abstract:: Africa adopted an industrialization strategy, and committed to implement Agenda 2063 and Sustainable Development Goals (SDGs), all of which require adequate funding. Given that no African country fully achieved all the Millennium Development Goals (MDGs) largely due to funding constraints, domestic resource mobilization is therefore a very critical issue. Domestic resource mobilization is defined as the generation of savings from domestic resources and their allocation to economically and socially productive investments as well as accounting for such allocation. Africa has the capacity to adequately fund its development programmes from its own pool of resources (The Africa Capacity Report, 2015). Thus African governments are responsible for ensuring that national and continental development programmes are fully implemented, hence should mobilize sufficient resources to fund them. The public sector achieves this mandate through taxation and other forms of public revenue generation. In ensuring sustainable mobilization of domestic resources including curbing of illicit financial flows1, accountable governments are necessary.

591. The Power of Weak Interests in Financial Reforms: Explaining the Creation of a US Consumer Agency

Abstract:: Dodd-Frank, the US financial reform law passed in response to the 2008 financial crisis, established the Consumer Financial Protection Bureau (CFPB), a new federal regulator with the sole responsibility of protecting consumers from unfair, deceptive, or abusive practices. This decision marked the end of a highly politicized reform debate in the US Congress, involving lobbying from business associations and civil society groups, in which proponents of the new bureau would normally have been considered to be much weaker than its opponents. Paradoxically, an emerging civil society coalition successfully lobbied decisionmakers and countered industry attempts to prevent industry capture. What explains the fact that rather weak and peripheral actors prevailed over more resourceful and dominant actors? The goal of this study is to examine and challenge questions of regulatory capture by concentrated industry interests in the reform debates in response to the credit crisis which originated in the US in 2007. The analysis suggests that for weak actors to prevail in policy conflicts over established, resource-rich opponents, they must undertake broad coalitionbuilding among themselves and with influential elite allies outside and inside of Congress who share the same policy goals.

592. Ethiopians’ Views of Democratic Government: Fear, Ignorance, or Unique Understanding of Democracy?

Abstract:: As part of Afrobarometer's Round 5 surveys in 35 African countries, its partner ABCON PLC Consulting House interviewed 2,400 adult Ethiopians in August 2013. Analysis of the collected data raised significant questions about the comparability of Ethiopia results with those from other surveyed countries, particularly with regard to attitudes toward democracy. These questions are laid out and explored in this working paper. In light of these questions, Afrobarometer has not included Ethiopia results in multi-country analyses. We advise caution in any attempt to compare responses to democracy-related questions from Ethiopia with those from other African countries. Analysts are advised to use the Ethiopia data set only in a stand-alone setting or to limit their comparative analysis to items that are not focused on democracy.

593. The Search for Stability in Eastern Europe: Policy Options for Canada

Abstract:: In 2014, a war started in Ukraine that has led to a current death toll of approximately 8000 people. This war was the result of a climax of ongoing challenges in Eastern Europe in its transition from the post-Soviet era. While the region as a whole undertook divergent paths, with some states joining NATO and the EU, Ukraine has struggled for 25 years to find its bearing. Caught between its historical connections to both West and East, and a failure to solve the problem of an oligarchic based economy with a chronic national debt, Ukraine today is the focus of the search for stability in Eastern Europe. Canada and its NATO Allies are fully engaged in assisting Ukraine with its challenges of reform. The Minsk 2 process, established in early 2015, has stabilized the fighting, but a diplomatic resolution remains elusive. Faced with the prospect of either further war, frozen conflict or diplomatic resolution, Canada's new Liberal Government has the option to raise its diplomatic game and bring Canada's experience of ethnic and regional diversity to the negotiating table. Such a contribution to stability would well serve Canada's national interests.

594. Montenegro: Elections Aftermath and the European Commission’s 2016 Country Progress Reports

Abstract:: Politically, Montenegro finds itself in a paradoxical situation. At one level it is the champion of European integration in the Western Balkans when it comes to progress in the EU accession negotiations, but it is also the only country in the region that has not experienced a change of government since the introduction of the multiparty system in 1990. The same individuals, families, and political and business elites have been controlling the country’s politics and economy for more than 25 years. This situation is likely to continue after the recently held October 16 parliamentary elections where the ruling Democratic Party of Socialists managed once again to secure the most seats in parliament but fell short of securing an absolute majority. Key conclusions in this report include: the October elections were marked by numerous irregularities and were held in problematic conditions; the Montenegrin government and European Commission need to focus more on reforms in the area of the rule of law; the EU accession process remains unclear and lacks transparency. The authors present recommendations to the European Commission, European Parliament, and the EU member states for moving forward.

Emily Wiseman looks at how women and girls still tend to be excluded from post-disaster relief efforts, even though almost all implementers understand that this exclusion exacerbates gender inequality and retards reconstruction. Jordan Dantas analyzes the drop in piracy off the Somali coast, and finds private sector success where military solutions failed. Stephanie Leutert offers a clear-eyed perspective on the divergent narratives about the Obama Administration’s deportation policies, and analyzes how those policies have impacted immigrant communities. 598. Social Innovation and Aboriginal Communities

Abstract:: Improving the lives and contributing to a more resilient society requires breakthrough ideas and approaches, game changing strategies and collaborations, and continuous innovation. Social innovation combines all of the above and is already bringing significant advances in areas such as reducing prisoner reoffending, caring for children and the elderly, community regeneration, financial inclusion, and supported housing. It has the potential to generate great benefits to the Indigenous communities in developed countries. While governments in Canada acknowledged the importance of social capital and social economy, and have been active in these areas in the recent years, a cross-sectoral national strategy to advance social innovation needs to be in place. There is no established labour market policy or program in Canada that would have social innovation aspects embedded in it as compared for example to the EU. The new policies are required for the further development of social finance and social enterprise sector. In September 2014, the Canadian National Advisory Board published the report Mobilizing Private Capital for Public Good: Priorities for Canada. The recommendations in the report for the domestic policy agenda are seen as a basis in this environmental scan for the potential future developments in the social innovation arena. More specific considerations for urban Aboriginal communities in Canada are also offered in this paper. Overall, this environmental scan attempts to (1) offer a vocabulary and an analysis of social innovation activity internationally and in Indigenous communities in particular, (2) discuss key issues and innovative approaches in labour market programming in Canada and abroad, and (3) offer considerations for Aboriginal communities in Canada to continue and expand the dialog with the policy makers. However, given the complexity of the issues that Aboriginal communities are facing, most considerations and recommendations are context-dependent and require further research. The research field of social innovation in the context of Aboriginal communities can be described as an opportunity not only to explore trust, balance, respect, and understanding in relationships between indigenous and non-indigenous peoples, but also to focus on the market-based strategies to achieve business targets while creating public social benefit. There still remains a gap in both literature documenting the statistics on Indigenous social enterprises and impact investing in Aboriginal businesses, the means of addressing issues in building Indigenous social enterprise pipeline, and the mechanisms in place for evaluating the effectiveness of the government or other programs targeted at improving Indigenous economic development through social innovation. Future research directions should focus on the abovementioned issues as well as on applications for innovations in job skills training and labour market programming in Canada and abroad.

599. Peace in Sri Lanka

Abstract:: The two races living on the same land come face to face to fight against each other for their own interests and rights. The history of Sri Lanka from its inception is red with bloodshed between the Tamils and the sinhala. Whereas, the indigenous Tamils remained calm and cool, the migrant Tamils made a group to get their own home land in Sri Lanka by conquering and snatching the piece of land known as Eelam. They struggled, killed general public and the people in security, there was a time when security forces were tired off and LTTE fighters were aggressive. There was a movement in the history very well known as the event of 9/11 that defined these fighters clearly as terrorists. It further strengthened and encouraged the Sri Lankan government to get the international moral, financial and military support. That ultimately resulted in a national success and LTTE lost the war in 2009. The Sri Lanka government faces the challenge of accommodating the Tamils and brings them into the governing, security and educational force of the nation. Also resolve their all political, economic, social and psychological grievances.

600. Value Subtraction in Public Sector Production: Accounting vs Economic Cost of Primary Schooling in India

Abstract:: We combine newly created data on per student government expenditure on children in government elementary schools across India, data on per student expenditure by households on students attending private elementary schools, and the ASER measure of learning achievement of students in rural areas. The combination of these three sources allows us to compare both the "accounting cost" difference of public and private schools and also the "economic cost"—what it would take public schools, at their existing efficacy in producing learning, to achieve the learning results of the private sector. We estimate that the "accounting cost" per student in a government school in the median state in 2011/12 was Rs. 14,615 while the median child in private school cost Rs. 5,961. Hence in the typical Indian state, educating a student in government school costs more than twice as much than in private school, a gap of Rs. 7,906. Just these accounting cost gaps aggregated state by state suggests an annual excess of public over private cost of children enrolled in government schools of Rs. 50,000 crores (one crore=10 million) or 0.6 percent of GDP. But even that staggering estimate does not account for the observed learning differentials between public and private. We produce a measure of inefficiency that combines both the excess accounting cost and a money metric estimate of the cost of the inefficacy of lower learning achievement. This measure is the cost at which government schools would be predicted to reach the learning levels of the private sector. Combining the calculations of accounting cost differentials plus the cost of reaching the higher levels of learning observed in the private sector state by state (as both accounting cost differences and learning differences vary widely across states) implies that the excess cost of achieving the existing private learning levels at public sector costs is Rs. 232,000 crores (2.78% of GDP, or nearly US$50 billion). It might seem counterintuitive that the total loss to inefficiency is larger than the actual budget, but that is because the actual budget produces such low levels of learning at such high cost that when the loss from both higher expenditures and lower outputs are measured it exceeds expenditures.
