Abstract:
As parallel and co-dependent entities, Indonesia's civil government and military (TNI) defy many of the most basic precepts of conventional civil-military relations theory. By analyzing the unique Indonesian relationship, this essay supplements conventional theory. Judging the TNI against three criteria --responsibility, expertise, and corporateness-- reveals a potent, fiercely independent institution with a powerful sense of duty. However, TNI capabilities are undermined by a lack of expertise, a factionalized corporate body, and a membership which pursues excessive self-interest. Such analysis confirms that for democracy to thrive in Indonesia the TNI must "professionalize" but those reforms must be accompanied by the strengthening of civil institutions' ability to both provide for the nation and protect the TNI's material and ideological interests.

With resolution 1415 of January 2005, the Council of Europe encouraged Georgia to keep up with its commitments and obligations following the change of leadership with the 'Rose Revolution', inter alia, by recommending that the Georgian Parliament sign and/or ratify a number of pending European conventions, honouring the obligations made when Georgia joined the Council of Europe in 1999. In the resolution, the Council of Europe urges Georgia to: a. sign and ratify the European Charter for Regional and Minority Languages and the European Outline Convention on Transfrontier Co-operation between Territorial Communities or Authorities, before September 2005; and to b. ratify the revised European Social Charter and the Framework Convention for the Protection of National Minorities, also before September 2005.

The Meskhetian Turks are one of the last of the national groups of the Soviet Union deported by Stalin in 1943–44, who have not yet been able to return to their native region (in southwest Georgia). Currently numbering some 370–400,000 people, the Meskhetian Turks, following pogroms and multiple displacements, find themselves scattered across vast territories of Russia, Ukraine, Uzbekistan, Kazakhstan, Kyrgyzstan, Azerbaijan, Georgia, Turkey and, most recently, the United States. In some of these countries, the Meskhetian Turks are exposed to ethnic persecution and discrimination, while Georgia, so far, has effectively blocked resettlement to their native region. International actors seeking to address these problems encounter severe difficulties in finding solutions, inter alia, due to a lack of consistent knowledge on the Meskhetian Turks' own perceptions of their displacement and their visions for future settlement.

Abstract:
ECMI organized the first event of the “Improving Inter-Ethnic Relations through Enhanced Minority Governance” project on 3 February 2005 in Bucharest, Romania. The deputy prime minister, the head of the Department for Inter-ethnic Relations and four members of parliament attended the meeting. ECMI and two experts met with the group in the Government Building to discuss the issues surrounding cultural autonomy and the draft law on the status of national minorities. The purpose of the meeting was to provide the government with information concerning the issue of cultural autonomy for the draft law on the status of national minorities, which is currently being drafted by the Hungarian Democratic Union from Romania (UDMR) and the other 18 national minority parties represented in the Chamber of Deputies. This report seeks to provide an account of the presentations and discussions that took place during this meeting, including the theory and practicalities of cultural autonomy and the model of cultural autonomy used in Estonia.

With the European Union's enlargement eastwards and southwards, its neighbourhood now stretches from the Balkans to the south Caucasus, and from Russia to the southern Mediterranean. The EU's eastern and southern neighbourhood is composed of areas which, to a greater or lesser extent, have serious deficits in security, development and democracy. There are many types of security problems, ranging from weak states and rampant international crime to spoilers in post-conflict reconstruction and unpredictable authoritarian leaders who pursue regime security often at the expense of national or regional security. In terms of socio-economic development, most of the countries in the EU's neighbourhood are fragile, often struggling with the effects of black market economies and cronyism, and burdened by bloated defence and security sectors that escape any accountability. As regards political systems, the EU's neighbourhood is composed of regime types ranging from new but weak democracies to regimes with authoritarian features and limited political participation.

Abstract:
The goal of reconstructing policing systems which embody and embrace democratic norms has achieved an honoured place on the global security agenda. The need to secure minimal levels of security in transitional, developing, war-torn and post-conflict societies, and to keep local violence and conflicts from spilling over into regional arenas, has led to numerous efforts by international actors and donors to help local states and societies construct effective and fair public security systems. The paper examines efforts by the UN but also be regional organizations, NGOs, bilateral donors and domestic political and police actors to promote and structure reforms. Sufficient examples now exist to extract and suggest lessons on the process required to establish functioning and democratic policing systems. The paper will draw on existing academic literatures, reports by governments, international organizations and NGOs, and personal interactions with actors in this field to summarize what we know, and what we still lack information on, about how to plan for and implement the restoration of policing systems.

Military or security forces today are more likely to endanger democracy by lessening its quality and depth than by threatening its outright and swift overthrow. While the stability of new democracies is certainly not assured, the strongest concern lies with their ability to advance the rule of law and guarantee the basic liberties and needs of their citizens. In regard to the armed forces, the police, and intelligence agencies, new democracies are often poorly prepared to face up to a double challenge: developing firm institutions for the democratic control of those services, and turning them into effective tools for the protection and security of their citizens. The source of these difficulties is to be found not only in those services but also, and often primarily, in the inaction, complicit stance or active encouragement of non-democratic behavior by civilian actors in government or political society.

Transposition research provides an excellent opportunity to bring new data to bear on two of the most dominant theoretical approaches to European Union studies: rational choice institutionalism and sociological institutionalism. Yet the goal of comparable testing is hampered by the underspecified nature of the sociological perspective. This paper takes some steps towards identifying and operationalising a sociological explanation of the transposition of EU directives. Examining an array of alternatives, we single out an approach that focuses on the transmission of norms as a way to explain transposition delay and content changes, and on persuasion to help explain norm change over time. To probe the validity of our explanation, we apply it to a case study of the transposition of two anti-discrimination directives from 2000 in Slovakia. In short, our paper aims to move forward the search for a testable sociological framework in EU studies, while offering an operational approach to studying the process of transposing EU directives.

While most studies of EU institution building have dealt with the birth and evolution of key institutions, such as the legislatives, the executives or the courts, the focus is here on a different aspect of democratic governance: the informational foundation of the EU. 2313. Making and Breaking the Rules: French policy on EU "gouvernement économique" and the Stability and Growth Pact

The failure of the Raffarin Government to respect the Stability and Growth Pact (Stability Pact, SP), its call for the Pact's reconceptualisation, reform of the management of the Euro-zone's monetary policy and EU-level reflation should be seen not as a significant change in French policy on 'gouvernement économique' (that is, EU-level economic governance (GE) but as a reassertion of long standing but contradictory French preferences. French policy-makers have been caught in a dilemma with regard to the construction of the Economic dimension of EMU between two strong preferences: on the one hand the supranational consequences of a dirigiste approach to macro-economic policy and, on the other hand, a Gaullist reflex to retain sovereignty as much as possible and to insist upon intergovernmentalism in EU-level macroeconomic policy-making. The 'price stability' function of GE as embodied by the Maastricht Treaty rules on convergence and the SP has been consistently marginalized in the discourse of French governments of both the Right and Left. Rather EG has been presented in five overlapping ways which can all be seen in terms of the paradox of the French pursuit of both reinforced macroeconomic policy coordination at the EU level yet also national margin of manoeuvre through intergovernmental policy making. Crucially, this paradox also explains the lack of clarity and inconsistency in French pronouncements on GE. Most elements of the 2002 Commission and Ecofin SP reform proposals and the precise elements of the Pact reform finally agreed in March 2005 met with French approval given that they render the SP more flexible allowing greater margin of manoeuvre in the development and implementation of the Broad Economic Policy Guidelines (BEPG) and the application of the Excessive Deficit Procedure (EDP), thus better meeting French intergovernmentalist preferences on EG but undermining the coordination of national macroeconomic policies that could contribute to an effective policy mix with the ECB's monetary policy.

This study offers an organisation theory approach that claims that the differentiated organisational constellation of the European Union contributes to a differentiated Europeanisation of domestic core-executives. It is argued that the European Commission mainly activates the lower echelons of the domestic government hierarchies, notably professional experts within sector ministries and agencies. Furthermore, the European Commission arguably weakens domestic politico-administrative leadership, the Foreign Office and the Prime Ministers Office. By contrast, the Council of Ministers arguably strengthens domestic politico-administrative leadership, the Foreign Office and the Prime Ministers Office. A comparative analysis of the decision-making processes within the central administrations of Norway and Sweden is offered. Based on a rich body of survey and interview data this analysis reveals that multi-level interaction of administrative systems between the European Commission and the Norwegian and Swedish central administrations occur largely outside the control of the domestic politico-administrative leadership, Prime Ministers Office and Foreign Office. In Sweden this tendency is to some extent counterbalanced by the inter-sectorally interlocking effect of the Council of Ministers.

The recent period of Europe an integration has witnessed the attempt by elites to formalise the long-standing trend towards a constitutionalisation of the European Union. The paper asks whether this process of constitutionalisation, together with a twin process of territorialisation – the development of the EU as bounded political space – can be seen as a move towards state- building at the European level. In order to address these issues, the paper assesses in turn the significance and the impact each of the two processes may have on the 'remaking' of Europe. In this context, the EU's Nordic Dimension, the debate surrounding the Turkish application for EU membership and the evolving Neighbour Policy of the Union are looked at in more detail. By way of conclusion this paper argues that the discourses – rather than the decisions – which have dominated the integration process in recent years, mark something of a departure from the previous 'post-Westphalian' path of European integration, and instead point towards a more statist conception of the Europe an Union. It remains to be seen to what extent these discourses will subsequently have ramifications in normative, institutional and policy-terms, and what resistance to the choices implicit in these discourses will have to confront.

Public discourse, understood both as ideas about public action and interactive processes that serve to 'coordinate' the construction of those ideas and to 'communicate' them to the public, has been central to the success (or failure) of the reform projects of social democratic parties. Certain background factors, including countries' policy legacies, problems, preferences, and capacity set the stage for reform while good ideas which are cognitively sound and normatively appropriate as well as relevant, coherent, and consistent contribute to reform success. But institutional context also matters with regard to how ideas are conveyed to whom, with 'simple' polities emphasizing the 'communicative' discourse to the general public and more 'compound' polities the 'coordinative' discourse among policy actors. This is demonstrated with examples from Germany, France, Britain, Italy, the Netherlands, Denmark, and Sweden.

The election of the hard-line Teheran mayor, Mahmoud Ahmadinejad, over former President Ayatollah Hashemi Rafsanjani as the new head of Iran is undeniably a setback for those hoping to advance greater social and political freedom in that country. It should not necessarily be seen as a turn to the right by the Iranian electorate, however. The 70-year old Rafsanjani — a cleric and penultimate wheeler-dealer from the political establishment — was portrayed as the more moderate conservative. The fact that he had become a millionaire while in government was apparently seen as less important than his modest reform agenda. By contrast, the young Teheran mayor focused on the plight of the poor and cleaning up corruption.

The overarching argument of this paper is that the party systems of less developed countries are less institutionalized than those of the advanced industrial democracies. The paper examines three differences between the party systems of the advanced industrial democracies and party systems of less developed countries. First, we show that most democracies and semi-democracies in less developed countries have much higher electoral volatility than the advanced industrial democracies. Second, much of the literature on parties and party systems assumes the context of institutionalized party systems with strong party roots in society and further presupposes that programmatic or ideological linkages are at the root of the stable linkages between voters and parties. In the party systems of most democracies and semi-democracies in less developed countries, programmatic or ideological linkages between voters and parties are weaker. This essay argues that crosscutting allegiances between managers and workers, and between existing workers and ex-workers, have formed strong social and psychological bases for sustained collective action and inaction during a period of organizational transformation in contemporary China. This thesis challenges the conventional wisdom that implies either class formation during marketization or the failure of such as an explanation for the alleged limits of the working class in mobilizing to defend its social contract against the central state. Through in-depth case studies of Chinese oilfields and refineries, I identify patterns of fragmentation deriving from intergenerational differences among the workers, managerial incentive structures, and the continuing reworking of patron-client relations between subgroups of workers and managers. I conclude that managers' and workers' passive and active responses to the state's rapid dismantling of the socialist notion of “class” in a self-sufficient work unit have placed a tangible social limit on authoritarian institutional innovation.

This paper argues for the continuing relevance of Max Weber's distinctive methodological perspective by first elaborating its constitutive elements and then applying it to the analysis of an important recent political episode: the Spanish case of elections in the aftermath of terrorism in March 2004. The paper takes as the central feature of Weberian methodology the embrace of both poles in a series of intellectual tensions such as the seeming opposition between pursuing generalizing theorization and case-specific nuance and specificity. The paper examines the basis for this approach in Weber's classic Objectivity Essay and then builds a case for its continuing relevance by arguing that the impact of the March 11, 2004 terrorist attack in Madrid on Spain's March 14 elections cannot be understood without a thorough analysis of much that is specific to the case's political history, its pattern of conflict over regional and national identities, and its distinctive nexus between institutional and social movement forms of political engagement. Emphasis is placed on the large shift of votes in the country's plurinational periphery and the electoral impact of micro-demonstrations. The paper argues that this case shows the importance of using generalizing concepts and theories without losing sight of case-specific dynamics that fail to fit within the a priori assumptions of such generalizing approaches.

U.S participation in the world wars gave rise to massive increases in the extent of government involvement in economic life and brought about many important, enduring changes in the government\'s relations with private economic actors. In both wars, the federal government expanded enormously the amount of its expenditure, taxation, and regulation as well as its direct participation in productive activities, creating what contemporaries described during World War I as "war socialism." Each of these great experiences left a multitude of legacies—fiscal, institutional, and ideological—many of which continue to shape the country\'s political economy. As William Graham Sumner wisely observed, "it is not possible to experiment with a society and just drop the experiment whenever we choose. The experiment enters into the life of the society and never can be got out again" (Sumner 1934, II, 473). The world wars certainly are among the greatest "experiments" that American society ever endured.

The small and medium-sized states in Southeast Asia have undergone significant geostrategic changes with the end of the Cold War and the rise of China. There has been a lively debate over the last decade about whether these countries would balance against or bandwagon with China, and how their relations with the other major powers in the region would change. Recent works that argue against the simple dichotomy of balancing versus bandwangoning are correct in asserting that Southeast Asian countries do not want to choose between the two major powers, the U.S. and China. But this paper goes further to present the results of an empirical study that fleshes out the conceptual thinking that underlies this avoidance strategy. It finds that instead of merely adopting tactical or time-buying policies, key Southeast Asian states have actively tried to influence the shaping of the new regional order. It argues that key Southeast Asian states in fact have (a) distinct coneptualisations of two main pathways to order in the region omni-enmeshment of major powers and complex balance of influence; and (b) a concrete vision of the preferred power distribution outcome, which is a hierarchical regional order.

Preferential treatment for politically influential sectors often has undesirable consequences such as increasing pollution or ecosystem degradation. Private information on firm productivity constrains the government's ability both to redistribute income and regulate public bad production. Given political economy and information constraints, this article characterizes a social-welfare maximizing policy. The optimal policy uses a single instrument to achieve both goals, making income-support subsidies contingent upon reduction of bad outputs. Output price uncertainty works to the advantage of the government, potentially eliminating some firms' information advantage.

Stigma has been shown to discourage participation in means-tested government programs. Prior research cannot explain why this deterrent effect varies in intensity across different individuals and programs. We develop a more comprehensive model of the possible determinants of stigma associated with means-tested programs than has previously been suggested by studies of welfare stigma. We test hypotheses using unique data based on interviews with 1405 respondents in ten states and the District of Columbia. The results suggest that there are two distinct forms of stigma related to participation in means-tested government programs: one related to self-identity, the other to threats of negative treatment. Both forms of stigma are more pronounced for welfare compared to Medicaid. The sources of stigma identified by conventional treatments of welfare stigma (e.g. individual attributions of responsibility for poverty) have significant explanatory power, but neglect other important influences. We find that stigma is exacerbated by poor health and by minority status. Stigma is also fostered by the ways in which means-tested programs are implemented, including negative interactions with case workers, long waiting times and for Medicaid, applications for benefits in alternative enrollment sites such as health centers or hospitals. These findings suggest new points of leverage for addressing the potentially deleterious consequences of stigma.

The American Assembly has been able during these years to turn its attention to the U.S.- Canada relationship precisely when it could do the most good. April marked a small leap forward in China's energy relations with Canada. China National Offshore Oil Corp. (CNOOC) put down $150 million for a one-sixth stake in MEG Energy Corp., an upstart oil sands company. This is China's first major investment in Canada's vast oil sands industry. Two days later, Petro China International Co. Ltd. signed a memorandum of understanding with Canada's giant pipeline company Enbridge Inc., promising cooperation in the $2.5 billion Gateway pipeline from Alberta to the West Coast that may supply China with 200,000 barrels of crude a day once completed. China's large energy corporations are predicting more such deals but at a “much bigger” scale.

If one theme characterizes Thailand's foreign policy, it is the ability to take advantage of the rivalries of larger powers. Skillfully avoiding occupation during various colonial enterprises, Thai foreign policy has cleverly sensed the prevailing winds and adapted accordingly. Thailand's close relationship with China – arguably one of the closest in Southeast Asia – sits alongside an alliance relationship with the United States. But the re-emergence of substantial independence sentiment in Thailand's southern provinces has now put Thai diplomacy to the test. Although there is no direct link, in a sense Thailand's separatist problem parallels China's own difficulties in Xinjiang. In this fifth LISD meeting on Afghanistan, international experts – the discussants ultimately contributing to the content of this publication – have analyzed and debated critical issues facing the new Afghan state after the inauguration of the first democratically elected president, Hamid Karzai, in 2004. In terms of state-building, issues include the conduct of the soon to be held parliamentary elections, institutional design, culture and education, as well as the establishment of infrastructure and vital economics. Regarding security issues, areas of concern included narcotics, disarmament and re-integration of former combatants, PRTs, and more generally, the role and impact of the international community. Discussions have focused on the pragmatic details of these policy debates and developed larger, more theoretical questions of state-building, legitimacy, and viable institutions. It has become clear that in the shadow of international attention to the elections in Iraq and now the natural catastrophe of the recent tsunami in Asia, continued international attention paid to Afghanistan has varied– both in terms of actual assistance and financially. The Phase II LISD Vienna meeting has generated a number of recommendations and lessons for Afghanistan and the international community, which are also relevant for building state and security elsewhere.

Cyprus is one of the key issues in Turkish Foreign Policy today, probably even more so than it has ever been. A peaceful settlement that optimizes the needs and minimizes the concerns of both the Turkish Cypriot and Greek Cypriot sides is of utmost significance and urgency. A settlement is needed not only to enable Turkey to continue its path towards European accession, but also in order to establish and perpetuate a peaceful coexistence between the two communities on the island. The suspension of efforts to solve the Cyprus issue after the referendum on April 24, 2004, could pave the way for unwelcome developments in Turkey, the EU and in the region as a whole. Therefore TESEV see it as their mission to alert policy makers, opinion leaders and diplomats of the urgency of the issue. As has been stated previously on different occasions, TESEV has three major areas of activity: Democratization, Good Governance and Foreign Policy. There has been a dynamic wave of political, economic, judicial and legal reforms in Turkey vis-à-vis her prospective membership of the European Union. Internal dynamics for democratization, local governance, fiscal policies, transparency and judicial reform and new perspectives in foreign policy have been subjects of concern in this process. These subjects are also the determinants of TESEV’s major program axes. The Foreign Policy Program, one of TESEV’s three main program areas, has been dealing with the Cyprus issue at both governmental and non-governmental levels, with specific reference to the Annan Plan. We support the Annan Plan as the basis for a viable solution. This monograph provides a historical account of the problem and settlement efforts, elaborates the Annan Plan and provides some suggestions for the way forward.

President Bush was correct when he asserted on 2 December 2004 that it was "time for the Iraqi citizens to go to the polls." Indeed, it is long past time. Elections should have occurred a year or so after the fall of the Hussein regime. But the fact that they are overdue does not mean that an adequate foundation for meaningfully democratic elections has been laid. It has not. Unfortunately, the balloting due to take place on 30 January will not fulfill the promise of democracy nor satisfy the Iraqi passion for selfdetermination. For these reasons, it cannot bring peace. It is more likely to exacerbate civil strife.

It was estimated in March 2003 that 15 000–20 000 private security contractors were working in Iraq, and the conflict there was referred to as 'the first privatised war'. Since then, both the number and the visibility of contract personnel in Iraq have increased, triggering a broad debate on the role of private companies which provide military and security services to states, corporations and non-governmental organizations (NGOs). However, the phenomenon is neither new nor exclusive to the Iraqi conflict. From the Stolper-Samuelson Theorem, it is expected that North-South trade reduces the real wage of unskilled labour in the North. This paper questions the underlying assumption that trading countries are diversified, and examines theoretically the trade-wage link when the South is completely specialised. While it remains true that trade with the South negatively affects wages in the North, it is no longer the case that the poorer the trade partner is, the more harmful is trade for Northern wages. The negative wage impact is largest when the South has an intermediate capital-labour ratio, since it is then a more efficient producer. This also gives the largest aggregate welfare gains from trade in the North. The specialised South also gains from trade, and these gains are relatively larger, the more extreme is its factor composition. But even if the poorest countries gain from trade, capital accumulation may be more important for their welfare.

Recent and prospective growth performance is good. The Greek economy has continued to grow vigorously, buoyed especially by low nominal and real interest rates and an expansionary fiscal policy stance, largely reflecting public works in preparation for the Olympic Games in 2004. The outlook is for some slowing activity in the near term, triggered by fiscal consolidation, but a subsequent pick-up in growth thereafter. However, inflation is likely to remain above the euro-area average, to a certain extent eroding Greece's international competitiveness. Fiscal consolidation is the main priority. The fiscal audit, performed by the new government in close collaboration with Eurostat has revealed a very loose fiscal policy since the late 1990s, culminating in a general government deficit of 6% of GDP in 2004. The government debt-to-GDP ratio has remained stubbornly above 100%, despite uninterrupted strong growth during the past eleven years. Reining in government deficits is of vital importance both to meet the fiscal objectives of EMU, and to prepare for demographically-related budget pressures that will start emerging in a decade's time. Moreover, sustained high public debt makes Greece relatively more vulnerable to changes in interest rates and market sentiment, while it's servicing threatens to crowd out public spending in areas important for Greece's ambitions to reach income levels elsewhere in the EU.

Preimplantation genetic diagnosis (PGD), a modified version of in vitro fertilization in which individual embryos are screened for specific genetic characteristics prior to implantation, provides a powerful way for parents suffering from infertility to increase their chances of having healthy children. In its various forms, PGD allows parents to screen for gender, providing a means for avoiding X-linked diseases, chromosomal abnormalities, such as translocations and aneuploidies, and single-gene disorders. Beyond these standard uses, PGD could potentially be used to select for any genetic trait, and this aspect of the technology has raised concerns that it may be used either intentionally or unintentionally for eugenic purposes. At present, reproductive medicine is only loosely regulated in the United States and new technologies, such as PGD, are almost entirely unregulated. This paper argues that given the lack of consensus regarding the ethical acceptability of PGD and embryo selection techniques, the government has an interest in gathering and reporting data on the use of PGD in the United States. Taking a proactive role now, rather than allowing the use of PGD to continue growing unscrutinized, will give society the chance to make thoughtful and deliberate decisions about its use.

In the past year the 'war against terror' and perceptions of state failure within the post-colonial Pacific have sparked an Australian-led initiative to deepen and widen regional integration in Oceania. This paper argues that behind the seeming unanimity of the 2004 Auckland Declaration and agreement by Pacific Islands Forum leaders on a 'Pacific vision' and a 'Pacific plan' are several contending visions of regional community, and of community-building. The political and moral legitimacy of each vision depends significantly on how these visions answer the question of who is Oceania for, and who has the right to speak for it? The seemingly dominant vision (that of the Australian government) is problematic in this regard. Past practice of Pacific region-building suggests that it may therefore not receive the legitimacy it requires for sustainability. This therefore is in danger of producing an unintended consequence: the replication at a regional level of the legitimacy problem associated with the so-called failing state.

This paper provides an analysis of the domestic legitimation of 'financial reform nexuses' during two periods of English and US international financial hegemony. Following Max Weber's work on the state and finance, I argue that positive state intervention is required to legitimise a 'financial reform nexus' (the interrelation of credit, property, and tax politics) for people on below median income. I hypothesise that sufficient legitimation of a financial reform nexus provides the means to generate and sustain international financial hegemony, including the capacity to tailor the structure of the international financial order to suit the hegemon's interests. Conversely, if the hegemon is unable to sustain the legitimation of its domestic financial reform nexus-a choice that correlates with negative state intervention that supports a 'rentier shift'-its capacity to maintain international financial hegemony wanes. I draw from examples of the legitimation of financial reform nexuses in England (1900-15) and the US (1985-2000), linking domestic legitimation to consequent changes in the structure of the international financial order. Through this analysis of the social sources of English and US international financial hegemonies, I differentiate the English 'international rentier economy' from the US 'international creditor economy'. Finally, I stress the importance of positive state intervention for the legitimation of the US financial reform nexus.

Efforts to reform the welfare system over the last two decades have largely focused on reducing welfare dependency by getting welfare recipients to work. By the time the Temporary Assistance for Needy Families (TANF) program was created by the welfare reform law of 1996, there was widespread agreement in the states that welfare recipients should be required to look for work and to do so shortly after (or even before) they began receiving cash assistance. Once TANF was implemented, work became a central focus of local welfare offices. However, as shown by the recent debates on the reauthorization, consensus on work requirements remains elusive.

2394. Encouraging Job Advancement Among Low-Wage Workers: A New Approach

While their employment rates have risen considerably, most former welfare recipients continue to earn very low wages. Similarly, the earnings of less-educated U.S. workers more broadly have also stagnated or fallen in recent years. Using a new dataset from the Census Bureau, some recent research suggests that low earners' advancement prospects are closely tied to the characteristics of the employers for whom they work. Employment in certain high-wage sectors and especially at firms that pay wage premiums and offer career ladders is strongly correlated with earnings gains over time for initially low earners. Job mobility often results in higher earnings gains than does staying in the same job. "Work first" approaches—such as immediate job placement for those on welfare—produce modest gains over time, while early work at a higher-wage employer or with a temp agency generates larger gains. Policymakers should therefore encourage better job placements for low earners as well as targeted training that is integrated with these placements. Policies to support the creation of more higher-wage jobs for the unskilled should be considered as well. Private labor market intermediaries can play important roles in both processes.

Finance ministers representing the Group of 7 (G-7) industrialized countries met in Boca Raton, Florida, in early February amid concerns about the weakening of the U.S. dollar. One factor in the dollar's decline is the U.S. trade deficit, which is partly due to the undervalued Chinese yuan. The involvement of China, which is not a G-7 member, illustrates both the glaring gap in global governance and the increasing economic and policy interdependence between industrial countries and major emerging market economies (EMEs). The federal government is spending about $500 billion a year more than it is raising in taxes. If nothing is done, that gap will widen to around $700 billion annually by 2014 and accelerate rapidly thereafter, as baby boomers begin to retire. Persistent deficits of this magnitude are likely to lower standards of living, make us dangerously dependent on the rest of the world, and pass on large fiscal burdens to future generations. Balancing the budget, while politically difficult, must be a priority. In an effort to stimulate debate over a compromise that would appeal to different groups, we present three ways to achieve balance over the next ten years. One option emphasizes spending cuts and leads to a smaller government. A second relies on tax increases and leads to bigger government. The third maintains government's current size, but makes it more effective, and contains a mix of spending reductions and tax increases, sufficient to achieve balance in ten years while preserving room for some high-priority new initiatives.

Economists and insurance experts have studied the industry for many years and have developed a series of theoretical concepts to explain how insurance markets function. The prevailing view of the demand for insurance was summed up by one conference participant who noted that an economically rational consumer would understand that apart from certain tax benefits, when you buy insurance, you're making a bet with an insurance company, which the insurance comp any wins on average because it must cover administrative costs and earn a competitive return for its shareholders. From this perspective it makes sense to insure only against potential losses so large as to affect your standard of living. But that is not always how consumers behave.
