  • Abstract: Child marriage is associated with bad outcomes for women and girls. Although many countries have raised the legal age of marriage to deter this practice, the incidence of early marriage remains stubbornly high. We develop a simple model to explain how enforcing minimum age-of-marriage laws creates differences in the share of women getting married at the legal cut-off. We formally test for these discontinuities using multiple rounds of the Demographic and Health Surveys (DHS) in over 60 countries by applying statistical tests derived from the regression discontinuity literature. By this measure, most countries are not enforcing the laws on their books and enforcement is not getting better over time. Separately, we demonstrate that various measures of age-of-marriage discontinuities are systematically related to with existing, widely-accepted measures of rule-of-law and government effectiveness. A key contribution is therefore a simple, tractable way to monitor legal enforcement using survey data. We conclude by arguing that better laws must be accompanied by better enforcement and monitoring in to delay marriage and protect the rights of women and girls.

  • Abstract: Humanitarian crises across the world are the worst since World War II, and the situation is only going to get worse. According to the UN Refugee Agency (UNHCR), almost 60 million people worldwide have been forcibly displaced from their homes — that is approximately one in every 123 people on the planet (UNHCR 2016a). The problem is growing, as the number of those displaced is over 60 percent greater than the previous decade. As a result, UN Secretary-General Ban Ki-moon has announced the first ever World Humanitarian Summit to be held May 23-24, 2016. The world’s attention is focused on the Syrian refugee crisis, which has displaced 11 million people. But in doing so, the global community has lost sight of an equally severe humanitarian and displacement crisis — the situation in Yemen. Yemen now has more people in need of aid than any other country in the world, according to the UNOCHA Global Humanitarian Overview 2016. An estimated 21.2 million people in Yemen — 82 percent of the population — requires humanitarian aid, and this number is steadily growing (UNOCHA 2016a).

  • Abstract: Fragile states are unable to cope with additional shocks like Ebola; without passable roads, electricity, and social solidarity there is no viable way to administer basic medical care or prevent minerals from illegally crossing porous borders, much less suddenly contain a runaway virus. Yet instead of addressing core issues of state failure, development aid continues pushing narrowly focused agendas that have little meaning in places where institutions and infrastructure are broken. Why, in response to the disastrous events we saw unfolding in Liberia, were we not calling for public and private investment in the region to be shifted from one bureaucratic budget line to another?

  • Abstract: Research on links between the level of a country’s public debt and its broader economic developments has been heatedly debated in the economic literature. Two strands of the research stand out — one linking the level of debt to a country’s GDP growth rate and the other examining the debt level as an EWI of economic crises. As a broad generalization, research at the moment favors the view that high levels of debt are not a cause, in and of themselves, of low growth nor are they particularly good predictors of impending economic or even debt crises. In principle, the empirical findings have obvious implications for policy makers confronting the question of how to fashion policies (and fiscal policy in particular) when a country has a high debt burden. The IMF, as both a contributor to the literature and an adviser concerned with preventing or dealing with debt crises, has a particularly important stake in navigating the findings. Whether in its surveillance (routine annual advice to all member countries) or the construction of its lending programs to support countries in or near crisis, the IMF must answer the question “how much does the level of debt matter?” Despite the empirical research that casts doubt on the importance of debt, the level of debt figures prominently in the algebra of debt sustainability and the IMF’s real world policy advice. This policy brief examines the nexus of the relatively strong conclusions coming from the academic research and the IMF’s policy advice. It addresses the following question: given that the broad conclusion from the academic literature is that the level of debt itself is not systematically bad for growth or stability, why does the debt level seem to figure rather prominently in the IMF’s policy advice and conditionality?

  • Abstract: West Papua is the most violent area of Indonesia. Indonesian security forces battle the country's last active separatist insurgency there. The majority of Indonesia's political prisoners are Papuans, and support for independence is widespread. But military repression and indigenous resistance are only one part of a complex topography of insecurity in Papua: vigilantism, clan conflict, and other forms of horizontal violence produce more casualties than the vertical conflict that is often the exclusive focus of international accounts of contemporary Papua. Similarly, Papua's coerced incorporation into Indonesia in 1969 is not unique; it mirrors a pattern of long-term annexation found in other remote and highland areas of South and Southeast Asia. What distinguishes Papua is the near-total absence of the state in indigenous areas. This is the consequence of a morass of policy dysfunction over time that compounds the insecurity that ordinary Papuans face. The author illuminates the diverse and local sources of insecurity that indicate too little state as opposed to too much, challenges common perceptions of insecurity in Papua, and offers a prescription of policy initiatives. These include the reform of a violent and unaccountable security sector as a part of a broader reconciliation process and the urgent need for a comprehensive indigenous-centered development policy.

  • Abstract: This policy brief addresses the opportunities for and impediments to green growth and energy security in Colombia. As a result of renewed international activity and high vulnerability to the effects of climate change, Colombia has embraced ambitious green growth objectives and climate change mitigation goals. Rapid economic growth and rising peak demand centres for energy may well go hand in hand with clean energy uptake. Most Colombian citizens are highly aware of the need for a low-carbon growth trajectory and the country has already invested substantially in renewable energy development. However, dominance of private sector interests within the state, resulting from a powerful transnational alliance of extractive industries, may hamper long-term green growth efforts to succeed. Greening the private sector in a post-conflict Colombia may prove to be one of the crucial steps in consolidating Colombia’s low-carbon growth trajectory.

  • Abstract: This policy brief addresses the opportunities for and impediments to green growth and energy security in Kenya. It is part of a two-year research project on energy security and green growth in middle income countries by means of political economy analysis. Other project outputs can be found here. Kenya has taken a leading role in the region on several fronts, including its ambitions to address climate change and boost green growth while improving the country’s energy security. Efforts have been underway to realise this goal. Most vividly illustrated by the execution of large-scale geothermal, hydro and wind power projects. Yet, not all is straightforward. Constitutional reform has led to a new institutional framework which presents both opportunities and obstacles to green growth implementation. Moreover, the presence of oil and coal reserves and the ambition to exploit these threaten efforts to build a low-carbon economy. Kenya is currently at crossroads, and decisions taken today may influence its green growth potential for the decades to come.

  • Abstract: The II National Action Plan for the implementation of Resolution 1325, currently being prepared by the Spanish Government, should build on lessons learnt and include specific measures and best practices if it aims to achieve any advancement in the women, peace and security agenda. Nine years after the approval of the I National Action Plan for the implementation of Resolution 1325 –and mainly driven by its participation, as a non-permanent member, in the United Nations Security Council during the 2015-16 biennium–, the Spanish Government has marked the women, peace and security agenda as a priority, undertaking to draft a II National Action Plan. The number of challenges outstanding, almost 16 years after the approval of Resolution 1325, calls for a global commitment that is sustained over time and for actions and measures in field operations supported by sufficient funding (the most serious and persistent impediment for implementation of Resolution 1325). The alliance with local organisations and agents, mainly women’s organisations, has proved to be the most efficient way to promote and ensure a significant participation by women in the prevention of conflicts and in peace-building. Only a Plan based on such premises will effectively contribute towards the implementation of Resolution 1325.

  • Abstract: Economic reforms in India have often arrayed proponents of market-led growth against human rights advocates anxious that markets give primacy to profits over people. A quarter century after the reform process was initiated in the early 1990s, this conflict has sharpened. At the same time, this narrative of polarised positions seems increasingly worn out. Business and society at large have always been intricately co-dependent. This interface is now taking many new forms across the world, with some entrepreneurs seeing profit as a means, rather than the end goal of business. This paper explores these questions. It reviews if and how trusteeship can be a lodestar for globally navigating businesses and public policies through a period of technology- driven disruptions and the uncertainties unleashed by climate change. Trusteeship is a frame of reference on which a wide variety of business models can be based. The emphasis is on transforming rather than demolishing the capitalist system. In essence, Gandhian trusteeship reposes faith in the capacity of individuals and entire classes to re-form themselves, on the premise that the capacity to seek redemption is intrinsic to human nature. There was logic rather than dreamy wishful thinking behind these claims. Gandhi believed that it is a fearful man who tyrannises others or attempts to accumulate wealth by force or by unfair means. By contrast, a voluntary adoption of trusteeship means respect for human dignity, fostering relations based on truth and shared goals. Thus, Gandhi urged labourers to approach employers from a position of strength and self-respect since labour is as vital a component of production as capital, land, and technology. In a time mired by corruption and competitive greed, trusteeship may at first glance seem like a pipe-dream. Can this closer examination perhaps give you cause to rethink?

  • Abstract: Expanding the access of financial services to low-income households and other disadvantaged groups has become an important public policy goal in the past decade. Many developing economies have encouraged the introduction of a variety of programs, services and branchless banking instruments ranging from automatic teller machines to cell phones to reach people for whom traditional, branch-based structures, had not. After the 2008 global financial crisis, the leaders of the Group of Twenty (G20) recognized the need to further promote these initiatives as key components in the development of healthy, vibrant and stable financial systems that contribute to sustainable economic growth and lower levels of income inequality. As a result, financial inclusion has become one of the new areas of international financial regulation coordination, alongside shadow banking, resolution regimes and new capital requirements.

  • Abstract: Due to the 2008-2009 global financial crisis, the Chinese government began to promote renminbi (RMB) internationalization in order to raise its international status, decrease reliance on the US dollar (USD) and advance domestic structural reform. RMB internationalization has achieved progress not only in cross-border trade settlement, but also in the offshore RMB markets. However, the rampant cross-border arbitrage and the relatively slow development of RMB invoicing compared to RMB settlement are becoming increasingly problematic. RMB internationalization has exerted significant influence on not only the Chinese economy but also other emerging market economies. RMB internationalization complicates domestic monetary policy, exacerbates the currency mismatch on China's international balance sheet and increases both the scale and volatility of short-term capital flows. It offers emerging economies another alternative for pricing domestic currency and investing foreign exchange reserves. Its overall impact on the international monetary system's stability will depend on how the capital account is liberalized and the consistency and transparency of Chinese monetary policy. This paper concludes with five recommendations for Chinese policy makers to promote RMB internationalization in a sustainable way that is conducive to international stability.

  • Abstract: The China (Shanghai) Pilot Free Trade Zone (SPFTZ) founded in September 2013, is a trial for China's new round of “reform and opening up” (China.org.cn 2008). The SPFTZ has promised liberalization on capital account and trade facilitation as its main objectives. This paper discusses reasons why China needs such a pilot zone after three decades of economic development, examines the differences between the SPFTZ and other free trade zones (FTZs) and highlights the developments of the SPFTZ since its inception. The SPFTZ's initial impressions are assessed, especially its impact on the opening of China's capital account and financial liberalization. The hope is that the success of the SPFTZ, and more pilot policies replicated in China, will give rise to a more balanced Chinese economy in the following decade.

  • Abstract: The aim of this paper is to contribute to the ongoing discussion about the design of a post-2015 development framework by proposing indicators to monitor employment outcomes. Our analysis of the current MDG employment indicators shows that measurement problems, the inappropriate use of aggregate statistics, ambiguous interpretability, and assumptions that often do not hold true in the context of developing countries are major shortcomings of the current indicators. Based on this critique, we develop a new set of indicators for productive employment and decent work. We propose four indicators: (i) the growth of labor value added per worker, (ii) the working poverty rate, (iii) (a) the share of workers receiving less than an absolute labor income and (b) the share of workers receiving less than 60 percent of the median labor income. We demonstrate the empirical application of these indicators using the country cases of Uganda and Peru.

  • Abstract: Many more girls are going to school than ever before, thanks in large part to the Education for All movement (EFA),14 the Millennium Development Goals and international and national programs that have increased access to school for all children. Legislation to make primary education free of charge in many African and Asian countries has greatly contributed to the decrease in the number of primary-school-age girls who are out of school, even as the population of schoolage children has continued to increase. At the primary level, the share of girls in the out-of-school population dropped from 58 percent in 2000 to 53 percent in 2012.15

  • Abstract: Morocco has so far been a success story in the Arab world. It has followed a gradual approach to political reforms and democratization, which led to the adoption of a new constitution and the holding of free parliamentary elections in 2011. At the same time, economic growth averaged 4.5 percent between 2000 and 2010, reached 5.0 percent in 2011, 2.7 percent in 2012, and 4.4 percent in 2013. That is, Morocco has avoided the political upheavals and economic meltdowns that plagued other Arab Countries in Transition (ACTs). Maintaining this record of success will require continued political and economic reforms.

  • Abstract: SMEs are the main drivers of U.S. employment, and the majority of the employment is in SME services firms. Services are also a growing portion of U.S. exports. U.S. services exports are 34 percent of total exports. Including services used in the production of goods for export increases services exports to 50 percent of total U.S. exports. The U.S. runs a services trade surplus and has a competitive advantage in high-skill, high-paying services. The U.S. trade surplus in 2013 was $213 billion. Services exports supported 4.2 million jobs in the U.S. in 2013. Services SMEs are under-represented in U.S. exports. Only 5 percent of high-skilled services companies export, compared to 25 percent in the manufacturing sector. The global growth in Internet access is providing new opportunities for SMEs to export services to customers globally. The Internet also gives SMEs access to services as inputs, which increases the productivity of all SMEs and their ability to compete in overseas markets. Export Promotion Agencies (EPAs) assist SMEs to export. However, EPAs have not developed a comprehensive approach that takes full advantage of the opportunities the Internet provides for growing SME services exports. Some countries have developed new ways to use the Internet to assist SME exports. For example, in the U.S., businessusa.gov collects on a single website relevant trade data and provides information on the export assistance provided by various government agencies. In the U.K., opentoexport.com provides trade data, information on exporting and opportunities to blog and interact with experts. Matchsme.com in Denmark goes further and connects local businesses with local service suppliers. Connectamericas.com is also focused on Latin America and uses the Internet to match customers and suppliers. These different approaches and their successes provide insights into how to scale up an online program that could have a significant impact on SME services exports. The following are the main elements of such a program: Develop an Internet platform. Such a platform would connect services SMEs with overseas buyers and facilitate the transaction through to the export and payment. Build public-private partnerships. The Internet platform should involve the government and the private sector, drawing on their respective expertise. Develop trust in the Internet platform. This is needed if the platform is to succeed. There are various ways to build trust. This could include developing a rating system that is accepted across borders and incorporates into the platform existing trust-building mechanisms. Give services SMEs access to better information. The Internet platform should include all relevant information for services SMEs, including trade data, timely and relevant information on markets, barriers and regulations. Develop online networking opportunities. The Internet platform should allow services SMEs to meet customers and suppliers online. This would also increase the flow of timely information amongst participants on the platform. Such networks can also be used to vet potential business partners, thereby building trust in the Internet platform. Improve access to finance. A lack of finance is a barrier for services SMEs going global. An Internet platform should include information on financing opportunities and innovative financing approaches such as crowd funding. Create opportunities for soft landing in export markets. The ability for services SMEs to have face time with potential customers remains important for achieving export success. An Internet platform could build on the approach of CDMN in Canada and give SMEs opportunities to spend time overseas in start-up incubators or building contacts.

  • Abstract: In the developing world, more than 200 million children under the age of five years are at risk of not reaching their full human potential because they suffer from the negative consequences of poverty, nutritional deficiencies and inadequate learning opportunities. Given these risks, there is a strong case for early childhood development (ECD) interventions in nutrition, health, education and social protection, which can produce long-lasting benefits throughout the life cycle. The results from the 2012 round of the Program for International Student Assessment (PISA)—an international, large-scale assessment that measures 15-year-olds\' performance in mathematics, reading and science literacy—demonstrate the benefits of ECD: Students in the countries that belong to the Organization for Economic Cooperation and Development (OECD) who had the benefit of being enrolled for more than one year in preprimary school scored 53 points higher in mathematics (the equivalent of more than one year of schooling), compared with students who had not attended preprimary school. Although there is much evidence that ECD programs have a great impact and are less costly than educational interventions later in life, very few ECD initiatives are being scaled up in developing countries. For example, in 2010, only 15 percent of children in low-income countries—compared with 48 percent worldwide—were enrolled in preprimary education programs. Furthermore, even though the literature points to larger beneficial effects of ECD for poorer children, within developing countries, disadvantaged families are even less likely to be among those enrolled in ECD programs. For instance, in Ghana, children from wealthy families are four times more likely than children from poor households to be enrolled in preschool programs.

  • Abstract: This paper analyzes the impact of civil war on regime change. It focuses on Central America, a region where several countries underwent transitions to democracy in the wake of civil war during the second half of the twentieth century. It argues that armed conflict, not increasing levels of economic development, led to political change. Violence liquidated stubbornly resilient autocracies in El Salvador and Nicaragua, catalyzed the democratization of Costa Rican politics, and was the backdrop to regime liberalization in Guatemala. Postwar negotiations, at a time when Cold War bipolarity was ending, led to the establishment of more open, civilian regimes on the isthmus. This paper also notes that the transition from autocracy was enormously costly in both lives and economic well-being, which helps to explain why political change has given birth to low-quality democracies or mixed regimes on the isthmus, ones that also have witnessed the explosion of criminal and drug-related violence.

  • Abstract: The accelerating deterioration of Venezuela’s political crisis is cause for growing concern. The collapse in 2014 of an incipient dialogue between government and opposition ushered in growing political instability. With legislative elections due in December, there are fears of renewed violence. But there is a less widely appreciated side of the drama. A sharp fall in real incomes, major shortages of essential foods, medicines and other basic goods and breakdown of the health service are elements of a looming social crisis. If not tackled decisively and soon, it will become a humanitarian disaster with a seismic impact on domestic politics and society, and on Venezuela’s neighbours. This situation results from poor policy choices, incompetence and corruption; however, its gravest consequences can still be avoided. This will not happen unless the political deadlock is overcome and a fresh consensus forged, which in turn requires strong engagement of foreign governments and multilateral bodies.

  • Abstract: This paper considers the effectiveness and efficiency of global growth, as a route to poverty reduction, since 1990 and then demonstrates the redistributive challenges implicit in various poverty lines and scenarios: the significance being that this historical data can inform understanding and appreciation of what it would involve to end global poverty in the future. We find that a very modest redistribution of global growth could have ended poverty already at the lowest poverty lines. However, higher, but arguably more reasonable, poverty lines present radically different challenges to the current workings of national economic systems and to global (normative) obligations.

  • Abstract: Violence in the Niger Delta may soon increase unless the Nigerian government acts quickly and decisively to address long-simmering grievances. With the costly Presidential Amnesty Program for ex-insurgents due to end in a few months, there are increasingly bitter complaints in the region that chronic poverty and catastrophic oil pollution, which fuelled the earlier rebellion, remain largely unaddressed. Since Goodluck Jonathan, the first president from the Delta, lost re-election in March, some activists have resumed agitation for greater resource control and self-determination, and a number of ex-militant leaders are threatening to resume fighting (“return to the creeks”). While the Boko Haram insurgency in the North East is the paramount security challenge, President Muhammadu Buhari rightly identifies the Delta as a priority. He needs to act firmly but carefully to wind down the amnesty program gradually, revamp development and environmental programs, facilitate passage of the long-stalled Petroleum Industry Bill (PIB) and improve security and rule of law across the region.

GDP per capita and household consumption increased fourfold between the years 1990 and 2005.1 China jumped 10 places forward on the Human Development Index from 2008 until 2013, moving up to 93 of 187 countries, and life expectancy climbed to 75.3 years, compared to 67 years in 1980.

  • Abstract: Economic development is often tied to the evolution of local industry. One way to assess a country’s emergence as a major player in the global economy is by examining the ability of its domestic firms to compete on the global market. Public procurement—the purchase of goods, works, and services by governments—represents a significant portion of this market, making up an estimated average of 15 to 30 percent of a country’s GDP. Procurement in the developing world is especially noteworthy, since large projects are often partially or wholly financed by external donors such as the World Bank and other international financial institutions (IFIs), which encourage developing country governments to internationally advertise the goods, works, or services they require and to select the most competitive bid they receive. Yet the role of IFI-funded procurement in the emergence of global markets, particularly for and among developing countries, is seldom a topic of empirical study, despite its linkages to global growth.

  • Abstract: Although the progress of the last decade in the disclosure of aid information has been unprecedented, the ultimate impact of that disclosure is dependent on the specific type of information being disclosed and its accessibility by those who can make use of it. What is evident is that there remains a critical gap, especially when it comes to the timely and accessible disclosure of information during project implementation. If the donor community is sincere in wanting to effectively engage stakeholders, not just during project preparation but throughout the project’s implementation, then it is essential that this gap be filled. Until this is addressed, the promise and potential of transparency and its impact on the governance of aid remain unfulfilled. There has been significant progress in transparency and the accessibility of aid information with regard to the upstream aspects of project design, including project identification, project appraisal, and safeguards. There has also been progress in the reporting of what aid projects have achieved and their impacts after completion. What is still less evident, though, is the transparency of information during the course of project implementation. This critical period—when even the best designed projects can go wrong—has been a relative foundling in terms of available timely information on how a project is progressing, what changes have been made to contract terms and amounts, and whether projects are being executed in accordance with their design and safeguard specifications, leaving a major governance gap in monitoring aid.

  • Abstract: Hufbauer and colleagues critically evaluate the Organization for Economic Cooperation and Development’s ambitious multipart project titled Base Erosion and Profit Shifting (BEPS), which contains 15 "Actions" to prevent multinational corporations (MNCs) from escaping their "fair share" of the tax burden. Spurred by G-20 finance ministers, the OECD recommends changes in national legislation, revision of existing bilateral tax treaties, and a new multilateral agreement for participating countries. The proposition that MNCs need to pay more tax enjoys considerable political resonance as government budgets are strained, the world economy is struggling, income inequality is rising, and the news media have publicized instances of corporations legally lowering their global tax burdens by reporting income in low-tax jurisdictions and expenses in high-tax jurisdictions. Given that the US system taxes MNCs more heavily than other advanced countries and provides fewer tax incentives for research and development (R&D), implementation of the BEPS Actions would drive many MNCs to relocate their headquarters to tax-friendly countries and others to offshore significant amounts of R&D activity.

  • Abstract: With the One Belt One Road (OBOR), arguably Beijing’s major diplomatic outreach in decades, a process towards greater Sino-European connectivity has been put in place. The implementation of the OBOR in Europe has focused so far on financing infrastructure projects, in particular railways in Southeast Europe and ports in the Mediterranean Sea. This has been complemented by growing monetary linkages between the People’s Bank of China and European central banks through the establishment of currency swap agreements and yuan bank clearing – so-called “offshore renminbi hubs” – with the aim of lowering transaction costs of Chinese investment and bolstering the use of the Chinese currency. While there are undoubtedly great economic opportunities, China’s OBOR initiative also presents the EU with a major political challenge. There is the risk, in fact, that a scramble for Chinese money could further divide EU member states and make it difficult for Brussels to fashion a common position vis-à-vis Beijing. Furthermore, China’s economic penetration into Europe may lead – if not properly managed – to a populist backlash as well as a strain in relations with Washington. All these elements should be taken into consideration by EU policymakers, as China’s OBOR makes inroads into the Old Continent.

  • Abstract: 2015 is a significant year for Papua New Guinea. The country will mark 40 years of independence from Australia, host the Pacific Islands Forum leaders’ meeting and the Pacific Games. The Papua New Guinea economy will record the highest GDP growth rate in the world in 2015 but will also formally fail to meet any of the United Nations’ Millennium Development Goals in their deadline year. The Papua New Guinea government has introduced tuition fee free education and free healthcare but faces major challenges in improving the living standards of its population of over seven million people. The resources boom has helped drive investment in infrastructure but catering for the nation’s growing youth bulge is proving a particularly difficult policy problem. Changes to the way different levels of government are being administered could improve service delivery in rural areas but have the potential to undermine national development planning. The next generation of leaders will face an even more complex set of challenges.

  • Abstract: The term “post-colonial” has presented a seminal problem for historians of the 20th century Middle East. As this essay will detail, debates over the term have provided an important axis around which discussions of political identity revolve. Following World War Two European power in the Middle East crumbled and a number of post-colonial states emerged. These states often justified their existence in terms of ideologies that were tied to specific post-colonial, political identities. Endless debates have occurred over how much emphasis to put on the post-colonial nature of these states and their political identities. In this essay, I will discuss whether a state’s status as post-colonial matters. If so, how? And what are the consequences? Following a general discussion of debates over post-colonialism, will look more closely at three case studies: Egypt, Iraq, and Iran.

  • Abstract: With halting progress in climate negotiations, there are growing calls for partnerships among self-selected pools of countries, in the expectation that they would facilitate consensus (among both developed and developing countries) and result in faster decision making. In critically examining such a claim, this paper asks: what kinds of partnerships could facilitate coordinated climate-related action across several countries? By focusing largely on technology partnerships (a key demand in climate negotiations), it examines characteristics of successful partnerships and the conditions under which they are created and sustained. While the motivations of existing partnerships are diverse, their functional scope has remained limited. A review of more than 30 initiatives reveals that very few had been designed to extend beyond sharing knowledge and some preliminary research and development activities. Even fewer had enlarged functional focus on actual transfer of equipment, joint production or extensive deployment mandates. The paper intensively analyzes the purpose, membership and governance of four partnerships. Drawing on their lessons, the paper identifies critical features — appropriate financing, leveraging capacity, flexible intellectual property rules and coordination across several institutions — which could become the foundation of new partnerships to deliver measurable action and possibly increase trust among negotiating parties.

  • Abstract: Investor-state arbitration (ISA), also known as Investor-State Dispute Settlement (ISDS), by which a foreign investor is entitled to sue a state for damages resulting from the alleged violation of an applicable bilateral investment treaty or an investment chapter in a regional trade agreement, has come under scrutiny in many parts of the world. But in no countries has it been subject to greater scrutiny and challenge than in developed democracies. First in Canada and the United States as a result of the adoption of NAFTA Chapter 11, subsequently in the European Union as a result of the adoption of the International Energy Charter, and latterly in other countries such as Australia, critics have alleged that ISA grants an undue privilege to foreign investors whose complaints should be heard by domestic courts instead of panels of international arbitrators. Availability of ISA is in fact worldwide, due to a network of more than 3,200 investment treaties; criticisms have been voiced in different parts of the world and various proposals for change have been made. The criticisms in developed democracies have become sufficiently strong for it to be necessary to raise the question of whether recourse to ISA is appropriate in any form in developed democracies. Armand de Mestral’s paper is the first in the Investor-State Arbitration project. The series of papers will be prepared by leading experts from a number of developed democracies. Each will review the experience of ISA within specific jurisdictions, with a view to understanding the debates that have occurred in each one. The focus of the debate is on developed democracies, but the implications for the whole international community are very much in mind.

  • Abstract: This paper provides a brief description of the principles of cross-border resolution that have emerged after the 2008 global financial crisis, and the progress that has been achieved. The paper then provides an overview of developments on resolution of financial firms in India. It finds that while there is cognizance of the need for international cooperation on resolution, the focus is on first developing institutional capacity on domestic resolution that can interact with the international community in the future. The policy choices of India may be reflective of the thinking in a large number of emerging markets, which considerably lag behind the more developed markets, partly due to lower interconnectedness and partly due to limited experience in domestic resolution.

  • Abstract: The main focus of this monograph is to synthesize the top research on leadership and leader development and to highlight the needs for developing individuals committed to careers of service across the public, private, and nonprofit sectors. The foundation for the research is based on ideas drawn from leadership and management literature, government doctrine and reports, think tank studies, and case studies. The Army has long sought to be innovative in its leader development. Most recently, the Army’s Human Development White Paper supports TRADOC Pamphlet 5250301, The U.S. Army Operating Concept, “Win in a Complex World” document (2014), by emphasizing the Army’s desire to become the nation’s leader in “human development.” In short, the Army Operating Concept requires that emerging leaders must understand the political-social-military environmental context, the defense-diplomatic-development (the 3-Ds) policies of the U.S. Government, and their roles as emerging leaders and followers in a variety of operational settings. Collaboration, not just within the Army, but across government agencies will be crucial to success in this complex operating environment.

  • Abstract: The problem with the way the international community thinks about and responds to fragile states is not that we do not understand “fragility,” its causes, and its cures, but that we think of them as “states,” as coherent units of analysis. As a result of this strategic level mistake, efforts to build state capacity to contain violence and reduce poverty are at least as likely to destabilize the country as they are to help. The U.S. military should consider the destabilizing potential of its efforts to build capacity, train and equip security forces, and provide support to diplomacy and development when its partners and beneficiaries are officials of fragile states. State formation has always been an exceedingly bloody endeavor. Most stable countries worthy of the term “state” that are stable, including wealthy, Western, liberal, or democratic nation-states, came into being through complicated social processes, including war, ethnic cleansing, or genocide. That violence was followed by an institutionalization of the values and social priorities of the victors, combined with some degree of accommodation for the vanquished across and within the new state’s borders. State formation, in other words, has always been a matter of violent exclusion followed by pragmatic inclusion. In all successful states today, those processes have resulted in stable formal political systems, with a significant degree of internal consensus over how those systems should be governed. Today, a quarter of the world’s population, and half of the world’s poor people by some estimates, live in places commonly referred to as “fragile states,” beset by conflict, poverty traps, low social cohesion and, in many cases, cycles of violence and terror. These pathologies are not contained within the borders of fragile states, however. As it is ritually noted in most articles on state fragility, these are places that often generate dangerous spillovers: regional tensions, international terrorism, transnational organized crime, an inability to contain outbreaks of disease, and other problems generally associated with the term “instability.” But fragile states are not “states” in the same sense as those that are stable. They developed differently. They went through periods of tribal governance and warfare and, in some cases, territorial consolidation, as European states did, but then most were subjected to colonization by distant powers or severe domination by regional hegemons, in both cases with foreigners imposing borders and manipulating local politics, elevating one set of elites at the expense of populations with whom they did not share a tribal, ethnic, or national identity. When those foreign powers left (or reduced their footprint), the empowered elites either held on to power or were removed from power by their former subjects. In both cases, the internal fragmentation of views about governance—who should govern and how—remained and in all fragile states continues to be one of the most important determinants of fragility. The most common international responses to these pathologies tend to be exploitation by regional powers, containment by developed countries concerned about spillovers of violence, and capacity building of national institutions by international development agencies attempting to address the “root causes” of fragility by building state structures capable of governing the way “states” are supposed to govern. Looking at these two sets of countries—well governed, legitimate, and stable on one side, with poorly governed, illegitimate, and unstable on the other—it is understandable to conclude that, if only fragile states were more legitimate and better governed, they would also be more stable, peaceful, and prosperous. Post-conflict reconstruction, stabilization, poverty reduction, and other efforts to improve the quality of life for people living in fragile and conflict environments tend, therefore, to focus on building the legitimacy and capacity of state institutions, both military and civilian. Efforts to reduce the spillover of violence and terrorism likewise have key elements of state-building. When, however, has state-building ever worked? That is, when has foreign assistance to formal state institutions and civil society over an extended period of time, in places whose borders were drawn by, and whose elites were elevated by, foreign powers but where local populations do not agree with each other over basic questions of legitimate governance, ever resulted in the establishment of a stable state, one that is no longer “fragile” (in the usual definitions) or at significant risk of a return to violent politics? Consider the places often cited as state-building success stories. When I have asked proponents of state-building to name unambiguous successes, the responses most commonly include Germany and Japan after World War II, East Timor, Kosovo, Sierra Leone, Liberia, and sometimes Rwanda. But Germany and Japan were already states with highly developed bureaucracies that were largely left in place after their military forces were defeated. These were not cases of state-building but of state recovery and, in truth, they have little to teach us about how to stabilize fragile states. The borders of East Timor and Kosovo came into being as a result of wars; they are clear examples of state formation still in progress, and it is difficult to call Kosovo a success story when that country’s stability continues to depend so much on an international presence. Sierra Leone, Liberia, and Rwanda have made progress, but they have not been stable long enough to be considered stabilized, and certainly they continue to appear on lists of fragile states. Moreover, some post-conflict countries that have done things “right” according to the typical state-building script have dramatically regressed into violence—El Salvador is an excellent example—whereas some that have done things “wrong,” such as Laos, have managed to remain stable for more than 40 years. As a thought experiment, consider the following two possibilities. A fragile state is territorially fragmented along ethnic and sectarian lines, there are frequent civilian attacks between identity groups, the parliament and ministries are dominated by one group at the expense of the others and, as a consequence, there is constant low-level violence punctuated by periods of intense internal war and repression by the majority ethnic group, which nevertheless enjoys international recognition and assistance as “the” government and the “partner” whose “capacity” is to be built. Years of pouring resources into that government and its security forces serve only to strengthen one group at the expense of the others, providing counsel (and few incentives) to treat the other groups better while giving them the capacity to treat the other groups worse, thereby increasing the potential for conflict. Yet, even in such places, there are some stable, reasonably well-governed territories and communities that maintain a great degree of independence from the central government, with consensus on how they want to be governed, capable of collecting the resources they need to do so (in some cases democratically), and able to defend themselves against external aggression. Somaliland is an excellent example, but most fragile states have similar communities (large percentages of Afghans, for example, have reported that the conflict this past decade simply never affected their community). Such places look suspiciously like they are engaging in classic state formation, and doing so with neither support from their national governments nor recognition from the international community—whose support of their national governments often undermines local, successful state formation. I am not arguing that the international community should try to break up fragile states into more stable territories. Outsiders are not likely to be any more effective at redrawing the borders of fragile states today than the outsiders who drew the modern borders of those counties in the first place. But when a country falls apart in a civil war such that the state can no longer be said to be relevant in some areas of the country, or when the elites in control of national governing institutions fail to support or recognize the legitimacy of large segments of their own populations, due consideration should be given to those areas of the country that manage to stabilize on their own and govern the areas they control in ways that are more consistent with international norms than the central government is or had been. State-building is ineffective, and breaking up states is dangerous.   • Abstract: This short paper provides an overview of the evidence on why institution-building is central to successful peacebuilding, and aims to stimulate fresh thinking on ideas for improving international institution-building efforts. The international community is moving at a slow pace to improve its performance in this area, despite a range of international commitments to building national institutions and ownership in conflict-affected countries. I argue that the UN could pursue more innovation, especially in the areas of south-south and triangular cooperation, setting norms for institution-building, and sustaining long-term attention to institution-building, as well as championing the development of a wider range of aid instruments and partnerships. Finally, I point to major data and evidence gaps, and suggest generating more north-south knowledge partnerships on the subject as a matter of priority – especially around building national ownership and supporting inclusive institution-building processes.

  • Abstract: An appealing and original aspect of Mathias Risse's book On Global Justice is his argument for humanity's collective ownership of the earth. This argument focuses attention on states' claims to govern territory, to control the resources of that territory, and to exclude outsiders. While these boundary claims are distinct from private ownership claims, they too are claims to control scarce goods. As such, they demand evaluation in terms of distributive justice. Risse's collective ownership approach encourages us to see the international system in terms of property relations, and to evaluate these relations according to a principle of distributive justice that could be justified to all humans as the earth's collective owners. This is an exciting idea. Yet, as I argue below, more work needs to be done to develop plausible distribution principles on the basis of this approach.

  • Abstract: The 2014 elections brought a record number of xenophobic populist parties into the European Parliament (EP). They have a strong incentive to be more united and active than in previous terms, and they could use the Parliament to shape voter attitudes, pressure mainstream parties to adopt more xenophobic rhetoric, fragment the mainstream right, and obstruct parliamentary proceedings. The rise of xenophobic populism could affect the open society through the EU's policies and budget if it alters EP debates on issues that split left and right, particularly Roma exclusion, migration and asylum, and EU external policies and development aid.

  • Abstract: Readmission is not simply a means of removing undesirable foreigners through coercive methods. When viewed as a way of ensuring the temporary stay of foreign workers in the labour markets of European destination countries, readmission may also impact on the participatory rights of a growing number of native workers facing equally temporary (and precarious) labour conditions, in a context marked by employment deregulation and wage flexibility. These implications have clear democratic significance. A new analytical perspective applied to the expansion and development of the readmission system, is aimed at promoting a reflection on an unexplored research area bridging the gap between labour migration regulation and labour market deregulation.

  • Abstract: EU migration and asylum policy is facing tough challenges at the southern borders of the Union as migration and asylum pressures rise, fuelled by political instability and poverty in several regions of Asia and Africa. Current European border control practices create three spaces of control: externalised borders, through readmission and return agreements which enrol third countries in border control; the EU borders themselves through the work of Frontex and the development of a whole arsenal of technology tools for controlling mobility to and from the EU; and the Schengen area, whose regulations tend to reinforce deterrence at the borders through the Smart Border System. As a result, the EU's balancing act between irregular migration control and protection of refugees and human life clearly tips towards the former, even if it pays lip service to the latter. More options for mobility across the Mediterranean and more cooperation for growth are essential ingredients of a sustainable migration management policy on the EU's southern borders. In addition asylum management could benefit from EU level humanitarian visas issued at countries of origin.

  • Abstract: Water has been a challenging issue over the centuries. From questions of national boundaries and navigation, quite common in the past, to the development of a human right to water, this essential element for human life has always spurred debate among international lawyers, economists, political scientists, geographers, and anthropologists. The reason may be found in the scarcity of water, a phenomenon which affects both developed and developing countries. Much has been written on the topic, but the three books under review significantly contribute to a critical analysis of some pertinent legal issues related to water. The title of each monograph reflects the purpose of the respective study. Hence, International Law for a Water-Scarce World by Brown Weiss starts from the acknowledgement that 'the fresh water crisis is the new environmental crisis of the 21st century' (at 1) and provides an integrated analysis of water law, which considers climate implications, river basins, and the availability and quality of fresh water. Boisson De Chazournes' Fresh Water in International Law investigates the status of fresh water in international law. The choice of the titles of the chapters is particularly evocative. Thus, after a chapter on regulation of fresh water use, the book continues with chapters on the 'Economization' of the law applicable to fresh water, its 'Environmentalization', followed by its 'Humanization', and 'Institutionalization Trends in Fresh Water Governance', before focusing on dispute settlement mechanisms. The use of the ending '-zation' gives the immediate impression of the evolution of the law on fresh water resources, which now includes several separate but clearly interrelated aspects. The title of the third book, written by Thielbörger, deserves attention for two elements, the first being the letter 's' inside the parentheses and the second being the adjective 'unique' used for identifying the human right to water. The Right(s) to Water. The Multi-Level Governance of a Unique Human Right pursues a different purpose from the two other books under review which adopt a more comprehensive approach. Thielbörger's book (based on his doctoral dissertation) studies the human right to water from a comparative and international perspective, emphasizing the complexity of a right which is strictly linked to other rights but constitutes at the same time a right of its own.

The book is the result of (among other things) more than a hundred hours of interviews with those whose story it tells; Zuckerman often uses the perspective gained from these firsthand accounts to give the story a fly-on-the-boardroom-wall feel.

  • Abstract: China and Central Europe have experienced similar transitions over time and have a constructive role to play in the international system, taking on responsibility for development. Cooperation between China and Central and Eastern European Countries is conducted via the “16+1” mechanism, the Silk Road Economic Belt and 21st century maritime Silk Road, known as the “Belt and Road initiative.” Central European countries are EU member states and emerging economies. They are located at a geographically strategic juncture and form part of the East Asia–Transatlantic value chain. The 16+1 mechanism is helping China and Central European countries establish high level annual meetings and is encouraging the private sector, business, people-to-people exchanges. The Belt and Road initiative is providing new financing facilities, and a dialogue with the European Commission on investment plans is being launched. Studies and working groups are emerging to help set strategies, build mechanisms, allocate resources and implement policies. This article argues that the Chinese approach, i.e. the 16+1 mechanism and Belt and Road initiative, is platforms paving the way for China–Central Europe cooperation.

  • Abstract: China is increasingly perceived in Central and Eastern Europe as a country which could bring economic success to the countries of the region through the development of trade relations and the growing inflow of Chinese investment. Within the region, Hungary is regarded as occupying a prominent position by Chinese people and the government for several reasons. Chinese relations have historically been good: over the past decade Hungarian governments have committed themselves to developing the relationship. This trend was further confirmed after the global economic crisis of 2008, when Hungary started looking for new opportunities in its recovery from recession. The “Eastern opening” policy was initiated after the crisis and partly because of it. Officially, this policy puts more emphasis on further developing Chinese–Hungarian relations than was previously the case, including increasing trade and investment. However, the outcomes of the policy – such as the construction of the Budapest–Belgrade railway line – can be evaluated in different ways.

  • Abstract: While numerous specialist studies about Chinese communities have been published in other countries in the region, this is not the case in Slovakia. Therefore there is a general lack of information about the Chinese community in Slovakia. The objective of this study is, at least partially, to fill this gap. While in many cases, i.e. in Central and Eastern Europe, businesses run by Chinese migrants have contributed to the economic stabilization of the region, including in Slovakia. It should be noted that the number of Chinese people in Slovakia has in the last ten years decreased as a percentage of the foreigners living legally in Slovakia. One could assess this as being a consequence of Slovakia’s EU membership and its adoption of European legislation. The Slovak government has adopted policies to try to change the nature of Chinese migration to Slovakia and attract more educated people and businessmen.

  • Abstract: In the poorest countries, such as Afghanistan, Haiti, and Mali, the United States has struggled to work with governments whose corruption and lack of capacity are increasingly seen to be the cause of instability and poverty. The development and security communities call for "good governance" to improve the rule of law, democratic accountability, and the delivery of public goods and services. The United States and other rich liberal democracies insist that this is the only legitimate model of governance. Yet poor governments cannot afford to govern according to these ideals and instead are compelled to rely more heavily on older, cheaper strategies of holding power, such as patronage and repression. The unwillingness to admit that poor governments do and must govern differently has cost the United States and others inestimable blood and coin. Informed by years of fieldwork and drawing on practitioner work and academic scholarship in politics, economics, law, and history, this book explains the origins of poor governments in the formation of the modern state system and describes the way they govern. It argues that, surprisingly, the effort to stigmatize and criminalize the governance of the poor is both fruitless and destabilizing. The United States must pursue a more effective foreign policy to engage poor governments and acknowledge how they govern.

  • Abstract: China’s coal consumption fell marginally in 2014, the first such drop this century, in large part as a result of its policies to address its severe air pollution, develop renewable and alternative energy, and transition its economy away from heavy industry. China should take advantage of its current circumstances to adopt an aggressive national coal consumption cap target and policy to peak its coal consumption as soon as possible, no later than its next Five Year Plan (2016–2020), so that it can peak its CO2 emissions by 2025. It can achieve this target by building upon its existing achievements in developing clean energy such as wind and solar power, and by prioritizing renewable energy development over coal in its western expansion. China can help lead a transition to clean energy that will contribute greatly to global efforts to keep warming to no more than 2°C, and can serve as a model for other developing countries.

  • Abstract: Japan is reemerging as the most important source of foreign direct investment (FDI) in the United States. In 2013 Japanese firms were the largest source of new inflows of FDI into the United States for the first time since 1992, injecting almost $45 billion of fresh investment into the US economy in that year alone. Moran and Oldenski show how Japanese investment in the United States differs from that of other countries along several dimensions. These differences not only make FDI by Japanese firms especially valuable but point to some important policy goals for attracting it. Although the automotive sector is the single largest industry for Japanese investment in the United States, the focus should not be on competing to attract the auto industry in particular nor should any active industrial policy of "picking winners" be pursued. Japanese investment is unique because of its research and development intensity, manifested across a number of industries in which Japanese multinationals invest other than automobiles. US policy should focus on reinforcing and expanding the factors that attract high-performing firms and high-value production stages to the United States, regardless of industry.

  • Abstract: Public lending by the Brazilian Development Bank (BNDES) may have done more harm than good in Brazil, adversely affecting real interest rates and productivity growth. Specifically, BNDES's large amounts of subsidized lending are responsible for substantial credit market segmentation, choking off monetary policy transmission. As a result, to maintain price stability the Central Bank of Brazil is forced to raise interest rates more than it might do otherwise in the absence of BNDES lending. Restoring Brazil's capacity to grow in the medium term requires a thorough rethinking of the role of BNDES. In particular, the bank's lending rates should be aligned with market prices, term and risk premia, while taking into account that, with an adequate transparency framework, public development banks can increase private sector participation instead of crowding it out.

  • Abstract: This briefing note is an effort to help frame the main tradeoffs and assess four potential funding models for the newly created national oil company of Uganda. It is based on NRGI’s international experience and understanding of the local context. Uganda’s national oil company will have a critical role. It is expected to professionally manage all aspects of state participation in the sector and act as a center of expertise for the government. It is also expected to play a strong role as a minority equity partner in the USD 4.3 billion Hoima refinery project and potentially in a USD 4 billion export pipeline. Under all possible funding options, strong audit and reporting processes should be required, as well as parliamentary oversight. The chosen funding model will also need to balance the needs of the national oil company with national development needs in Uganda. Funding model options can be adapted to meet Uganda’s unique situation. NRGI is at the disposal of Uganda’s government and parliament to discuss these models.

  • Abstract: There has rarely been as large a commodity boom, with such resounding effects, as the one that has recently ended. Policy makers and commentators saw the boom as an opportunity to pull hundreds of millions of people out of poverty. But, after the crash of commodity prices, one might ask whether this opportunity been largely missed. Policymakers and citizens of resource-rich countries should draw lessons from the experience and ascertain what risks and opportunities they now face in a period of depressed prices. To contribute to this thinking, NRGI gathered more than 180 experts for two days of discussion at St. Catherine’s College, Oxford, in June 2015. Key questions addressed in this conference summary paper include: Were countries prepared for the bust? Was a lack of accountability and transparency really to blame for countries’ poor resource governance efforts? How can transparency be more useful? Has the price slump closed the door on new investment? Is there a “race to the bottom” to stem capital flight? Can we turn the crisis into an opportunity?

Expectations need to be kept modest, and measures must go beyond conventional economic approaches in order to be effective.   • Abstract: The annual CIGI Survey of Progress in International Economic Governance assesses progress in five areas of international economic governance: macroeconomic and financial cooperation; cooperation on financial regulation; cooperation on development; cooperation on trade; and cooperation on climate change. In this year’s survey, 31 CIGI experts conclude that international economic arrangements continue to show a level of “status quo,” averaging a score of 50% across all five areas. The 2015 survey indicates a slight improvement to the result of last year’s survey, which suggested a minimal regression overall. The experts’ assessment of progress was most promising in the area of climate change cooperation, with an average score of 57%, whereas the least promising area was macroeconomic and financial cooperation, with a score of 44%, indicating minimal regression. The remaining three areas polled all fell within the “status quo” range, with trade at 46%, development at 48% and international cooperation on financial regulation at 53%. Interestingly, in the area of cooperation on development, CIGI’s experts provided a relatively mixed assessment. Responses varied based on experts’ perception of the effectiveness of current rhetoric, from 70% (indicating some progress) to 10% (suggesting major regression). Compared to last year, climate change governance has made the greatest improvement, but the remaining three areas (with the exception of development, which was not included in the 2014 survey) have all, on average, regressed further or remained stagnant. This trend is cause for concern.

  • Abstract: The recent food security crisis has shed light on the importance of agricultural development in the South Mediterranean countries. An ‘urban bias’ and ‘trade liberalisation’ policies have resulted in growing dependence on imports, narrow specialisations and unsustainable production practices. The Euro-Mediterranean integration process has put trade liberalisation in the centre of attention, while the progress in agriculture has been limited. The purpose of this paper is to analyse the challenges faced by agro-food systems in Southern and Eastern Mediterranean Countries, with specific attention to the role of the Euro-Mediterranean integration and the reform of the Common Agricultural Policy. The paper also reviews relevant economic and environmental data in selected South and East Mediterranean countries.

  • Abstract: Since the Euromaidan revolution, Ukraine has seen an unprecedented boom in external assistance in support of reforms, which needs to be synchronised appropriately in order to be effective. Although most of the structures and mechanisms for aid coordination have been conceived, they still need to be set in motion, and this requires time. For the system to be functional, the donors should improve coordination at a planning stage (especially those large donors with strict development agendas), while the Ukrainian government has to enhance its capacities for implementation of the reform as a matter of urgency. The present set of 18 reform priorities also needs to be narrowed down further, to focus on the most urgent needs.

  • Abstract: Mainstream discourse on energy security is premised upon the assumption of infinite growth. It hence focuses upon the economic, political, and security aspects of energy security. Consequently, it fails to provide satisfactory answers to the global environmental, energy, economic, geopolitical, and developmental challenges. An alternative paradigm is for this reason in demand. Ecological economics makes a strong case for disentangling prosperity from growth and studies how a substantial retreat of energy consumption is not only feasible, but will also efficiently address the sustainability challenge and enhance overall energy security. It also suggests how it can alleviate geopolitical and developmental tensions. Ultimately, the paper poses the fundamental question of how valid our assumptions are to lead us into a better, and sustainable, future.

However, it is possible to detect a declining trend from the early twentieth century to the present in the extent to which these challenges have been able to effect change in the political system.   • Abstract: As national incomes have risen across diverse countries—along with the burden of noncommunicable diseases—demand has intensified for quality, affordable health services. Many countries today are actively seeking to bring about universal health coverage—ensuring quality health services for all at a price that does not create undue financial pressure for individuals seeking care. The effort has stirred expanded interest and guidance from international organizations such as the World Health Organization and the World Bank, and led to new platforms for developing countries to learn from each other. While universal health coverage will provide new funding and opportunities, including for the private sector, there is a need for dynamic, transparent negotiations among all health constituents, to forge enduring, feasible arrangements that ensure quality services reach all populations and make the best use of scarce health resources. Universal health coverage will remain a work in progress for many countries for many years. It will require grappling with considerable uncertainties and risks. It also has the potential to attract greater attention to health spending, health systems, and improved equity, advances that will benefit human development more broadly.

  • Abstract: The UN Security Council mandates peacekeeping operations in some of the poorest, most conflict-prone areas of the world. These locations are often also extremely remote and nearly inaccessible. In this context, engineering is one of the most critical elements to the functioning of a UN peace operation; yet, it may be the least critically analyzed aspect of peacekeeping. During the start-up phase of a mission, engineers design, prepare, and build the camps that allow the mission to exist. Very little can be achieved in peacekeeping without sanitary and secure camps with electricity and passable roads or functional air strips. When there are engineering gaps coupled with major logistical challenges (as in the UN Mission in South Sudan), key elements of the mandate, such as the protection of civilians or support to the extension of state authority, become much more difficult, and sometimes impossible, to fulfill. During the mission consolidation phase, engineers can play a central role in the peacebuilding support tasks of a mission, working with the host country, UN agencies, and others to build capacity and deliver peace dividends.

  • Abstract: We argue that survey-based median household consumption expenditure (or income) per capita be incorporated into standard development indicators, as a simple, robust, and durable indicator of typical individual material well-being in a country. Using household survey data available for low- and middle-income countries from the World Bank's PovcalNet tool, we show that as a measure of income-related well-being, it is far superior to the commonly used GDP per capita as well as survey-based measures at the mean. We also argue that survey-based median measures are "distributionaware", i.e. when used as the denominator of various widely available indicators such as mean consumption expenditure per capita they provide a "good-enough" indicator of consumption (or income) inequality. Finally, as a post-2015 indicator of progress at the country-level in promoting shared development and reducing inequality, we propose that the rate of increase in median consumption per capita after taxes and transfers exceed the rate of increase in average consumption in the same period.

  • Abstract: Periurban areas refer to areas at the periphery of cities. They provide the land and water resources needed for urban expansion, while receiving urban wastes. This paper describes the process of periurban expansion around five major Indian cities, namely, Patna, Guwahati, Chandigarh, Chennai and Ahmedabad. These cities have expanded under the current regime of neo-liberal policies, infrastructure development and real estate growth. As spaces in transition, periurban areas around these cities have absorbed much of the migrant population. However, the cities have grown beyond the carrying capacity; this has caused the ecological foot-print of the cities to spill over into the peripheries. While conventional approaches to urban planning and rural development create a dichotomy between rural and urban areas, the concept of periurban raises questions both about the sustainability and equity dimensions of urban expansion, also raising issues of the politics of urbanization.

  • Abstract: Corruption has become a perennial issue that has shackled political parties to a groundswell of unpopularity in Indonesia. In the run up towards the 2014 General Elections, it is envisaged that such an issue may jeopardise the electability of certain political parties. This report explores the influence of corruption cases on the elections by first highlighting the current status of competing political parties in the 2014 elections. The report then looks at the notable corruption cases that have an adverse effect on the political parties. The report concludes with four points. First, how utilising the "corruption-card" has become the new weapon of choice among political parties. Second, how the acute problem of corruption signifies that Indonesia's democratic consolidation process is far from over. Third, how shadowy affairs between political parties, their elites and the media can and should be constantly monitored. Lastly, the need to strengthen and continuous evaluation of the Corruption Eradication Committee (KPK) to prevent unnecessary interventions by political parties in the future.

  • Abstract: We consider economic development of Sub-Saharan Africa from the perspective of slow convergence of productivity, both across sectors and across firms within sectors. Why have "productivity enclaves", islands of high productivity in a sea of smaller low-productivity firms, not diffused more rapidly? We summarize and analyze three sets of factors: First, the poor business climate, which constrains the allocation of production factors between sectors and firms. Second, the complex political economy of business-government relations in Africa's small economies. Third, the distribution of firm capabilities. The roots of these factors lie in Africa's geography and its distinctive history, including the legacy of its colonial period on state formation and market structure.

  • Abstract: The Ugandan economy resembles many other economies in sub-Saharan Africa in that it has a large subsistence sector, relies on a few primary commodities for export and depends on aid to finance its public services. Oil and minerals have so far not been important to the economy. However, this might change as an estimated 3.5 billion barrel oil reservoir has been discovered in Uganda's Western and Northwestern Albertine Graben. Minerals have also been found and are being sold off as concessions. If oil revenues start to be mobilized as currently planned (2016-17), significant changes in not only government finance but also in the governments' relationships with donors and in state–society relations are likely to occur. The consequences for local communities and the environment are also likely to be significant.

  • Abstract: If African developing countries are to benefit fully from the current boom in foreign direct investment (FDI) in extractives (i.e. mining and oil/gas), it is essential that the foreign investors foster linkages to the local economy. Traditionally, extractive FDI in Africa has been seen as the enclave economy par excellence, moving in with fully integrated value chains, extracting resources and exporting them as commodities having virtually no linkages to the local economy. However, new opportunities for promoting linkages are offered by changing business strategies of local African enterprises as well as foreign multinational corporations (MNCs). MNCs in extractives are increasingly seeking local linkages as part of their efficiency, risk, and asset-seeking strategies, and linkage programmes are becoming integral elements in many MNCs' corporate social responsibility (CSR) activities. At the same time, local African enterprises are eager to, and increasingly capable of, linking up to the foreign investors in order to expand their activities and acquire technology, skills and market access. The changing strategies of MNCs and the improving capabilities of African enterprises offer new opportunities for governments and donors to mobilize extractive FDI for development goals. This paper seeks to take stock of what we know about the state of and driving forces of linkage formation in South Sahel Africa extractives based on a review of the extant literature. The paper argues that while MNCs and local enterprises by themselves will indeed produce linkages, the scope, depth and development impacts of linkages eventually depend on government intervention. Resource-rich African countries' governments are aware of this and linkage promotion is increasingly becoming a key element in their industrialization strategies. A main point of the paper is that the choice between different linkage policies and approaches should be informed by a firm understanding of the workings of the private sector as well as the political and institutional capacity of host governments to adopt and implement linkage policies and approaches.

  • Abstract: This paper explores linkage creation in Mozambique related to mega-projects in natural resource extraction and development from a political economy perspective. It explores through a focus on linkage development related to extractive industries in Mozambique the 'best practice' attempts between commodity producers and local content providers. The paper argues that a relatively elaborate state organizational and institutional setup based on policies, strategies and units with funding tools has emerged over time in order to begin to reap the benefits of large-scale investments in the extractive sectors. However, despite the formal acknowledgement, very little has been achieved with regard to forward and backward linkages, state institutions are often despite the official government rhetoric of importance simply bypassed not only by foreign investors, but also by the political leadership.

  • Abstract: The Democratic Party (PD) – the incumbent party that won a majority sweep in the 2009 general elections, conferring Yudhoyono his second presidency – is now experiencing a dramatic reversal of fortunes. The party's electability rate has dipped significantly from its heyday peak of 21 per cent in 2009 to a meagre 7 per cent in 2013. A convention based on democratic proceedings ha s been hatched as part of a last - ditched effort by PD with the express purpose of generating the requisite publicity before legislative elections commence in order to restore confidence among its voters. While the convention has been proceeding apace, its impact on the electorate and on the image of the party as a whole has been disappointing. This report analyses the reasons why PD's novel attempt at a democratic convention failed to rejuvenate the party like its predecessor the Golkar party did a decade a go. Included in the analysis are scenario analyses of the various outcomes of the convention, given the plausible choices that party Chairman Susilo Bambang Yudhoyono may take in consideration of the current dire status of PD.

  • Abstract: China's rapidly increasing investment, trade and loans in Latin America may be entrenching high-carbon development pathways in the region, a trend scarcely mentioned in policy circles. High-carbon activities include the extraction of fossil fuels and other natural resources, expansion of large-scale agriculture and the energy-intensive stages of processing natural resources into intermediate goods. This paper addresses three examples, including Chinese investments in Venezuela's oil sector and a Costa Rican oil refinery, and Chinese investment in and purchases of Brazilian soybeans. We pose the question of whether there is a tie between China's role in opening up vast resources in Latin America and the way those nations make national climate policy and how they behave at the United Nations Framework Convention on Climate Change (UNFCCC) negotiations. We focus on the period between the 2009 Copenhagen round of negotiations and the run-up to the Paris negotiations scheduled for 2015, when the UNFCCC will attempt to finalize a successor agreement to the Kyoto Protocol.

  • Abstract: Regional disparities and inequality between the rural and the urban areas in Tunisia have been persistently large and perceived as a big injustice. The main regions that did not receive an equitable share from the country's economic growth, as compared to the coastal regions that are highly urbanized, are the predominantly rural western regions. Their youth often have to migrate to the cities to look for work and most of them end up with low-paying and frustrating jobs in the informal sector. The more educated among them face a very uncertain outlook and the highest rate of unemployment. This bias is strongest for female workers and university graduates living in the poor rural regions. The purpose of this paper is to study the underlying causes and factors of these disparities and to discuss policies and measures that may allow these regions to benefit from faster and more inclusive growth.

  • Abstract: This paper examines how economic growth in Egypt can be made more inclusive through a focus on rural development and reducing regional disparities. Nearly all of the extremely poor in Egypt live in rural areas and 83 percent of them live in Upper Egypt. The youth in those rural areas feel particularly excluded.
