Abstract:: The copper price is booming. Experts are divided over whether this boom is structural rather than cyclical. It is our considered view, in light of the current evidence, that copper prices will continue to climb due to medium to long-term supply deficits and the comparative inefficiency of copper’s potential substitutes. Very few high-grade copper deposits remain. Once they are exploited, lower-grade jurisdictions such as Zambia will become increasingly attractive. Investment opportunities into Zambia are therefore ripe for bold investors. However, the country presents a challenging operating environment. Only if investors are deeply committed to high impact Environmental, Social and Governance (ESG) performance, will sustained, long-run yields flow. The corollary is that investors should commit to building state institutions that serve the interests of Zambia’s citizens, and crowd out irresponsible players.

Abstract:: The Joseph Biden Administration has rather famously committed to convene a Summit for Democracy, likely later in 2021 or early in 2022. The Summit has become, as some diplomats have suggested, “the talk of the town,” not only in Washington but also in multiple other national capitals. A cottage industry has sprung up debating the who, the what and the where. More focus is needed on the why — which, in turn, ought to shape the how. To my mind, albeit one preoccupied for over a quarter of a century with human rights and democracy, the why is rather straightforward. The alternatives — bending to the rise of authoritarians, or leaving unaddressed the weakened liberal international order that the United States originally helped create —are not in our or our allies’ national interest. Many democracies are experiencing intense challenges on multiple levels. Chief among these is the global pandemic, which revealed deep socioeconomic inequities in societies that have long been labeled “developed,” when in fact these democracies have not been delivering to many communities. Freedom House has now recorded 15 straight years of decline globally in democracy. The crises at home have been widely broadcast: the new Congress came under physical attack January 6 after a U.S. President attempted, as part of a protracted effort, to overturn the 2020 election and prohibit the peaceful transfer of power. How then the Summit for Democracy can help repair and revive democracy here and among our allies needs more consideration and detail. Numerous factors roll up to a once-in-a-generation opportunity to rethink and refresh exactly how we advance democracy at home and abroad. New approaches, themes and methods can help revitalize strategy and policy. Such new approaches need to connect and account for domestic shortcomings and link progress at home to efforts abroad. In doing so, post-pandemic democracy promotion needs to reflect a comprehensive focus on rights that includes socioeconomic issues and sustainable development (e.g., democracies must deliver dignity). The Biden Administration ought to consider labeling the Summit “Democracies Deliver Dignity and Development” or the 4Ds Summit. The Summit can provide the road map for these new approaches while being informed and shaped by extensive consultations at home and abroad. Finally, new methods should include data-driven, human-centered design shaping foreign assistance as well as elevating local voices. Internationally, that would be a significant change to the dominant modalities, largely Congress-driven, supporting specific types of institution building, such as central election commissions. Such work will undoubtedly continue, given support in Congress and among the U.S.-based NGOs that receive the funding (notwithstanding the damaged credibility of our democracy). At a minimum though, demonstrably demand-driven assistance ought to supplement this older business model in order to better deliver to populations, listening and responding to the multitude of needs.

Abstract:: This paper reviews the strategies and plans, policy-making institutions, process and problems in China’s techno-industrial development. Although it has made noticeable progress in some areas in the past two decades, China still lags behind in most core technology and advanced manufacturing fields, such as high-end chips. There have been several real breakthroughs in the semiconductor sector by private companies such as HiSilicon and rapid advancement in frontier technologies — artificial intelligence, fifth-generation wireless communication network technology, big data, blockchain and the Internet of Things — by private companies such as Huawei, Tencent, Alibaba and Baidu; however, state-sponsored technological innovation and breakthroughs have been crippled by the existing problems in China’s science and technology research system and a campaign-style catch-up strategy that rewards bureaucrats on short-term goals, as well as by weak links between academic research and industry and a swing between the market-oriented approach for technology acquisitions and indigenous innovation for technology breakthroughs. A case study of China’s semiconductor industry demonstrates both the problems and progress in China’s techno-industrial development, as well as the implications for the country's prospects of evolving into a technological powerhouse.

307. Powering Households and Empowering Women: The Gendered Effects of Electrification in sub-Saharan Africa

Abstract:: Despite positive trends in electrification and gender equality in sub-Saharan Africa (SSA) over the last two decades, the region lags behind the rest of the world in both dimensions. Recent economic assessments of the efficiency of pursuing universal electrification in SSA show the costs outweigh the benefits. This paper argues that, in the context of SSA, gains in women’s empowerment may strengthen the case for electricity expansion, but are not captured in standard cost-benefit analyses. The paper reviews existing literature to identify four channels through which positive externalities and equity gains may arise from electrification: (1) alleviating time poverty, (2) expanding labor market opportunities (“economic empowerment”), (3) improving maternal health and women’s safety, and (4) changing social norms. Findings indicate that electrification can alleviate women’s time poverty, create opportunities for women and girls to enter the labor force or focus on school, decrease exposure to harmful indoor air pollutants, improve maternal health, reduce exposure to and acceptance of gender-based violence, and change social norms through access to information. Expanding electricity access using renewable energy sources (“sustainable electrification”) presents additional opportunities to enhance women’s economic power by mainstreaming gender in the industry’s development. Falling costs of renewable technologies may also shift traditional cost-benefit analyses of electrification. Based on these findings, the paper recommends that policies continue to promote universal electricity access by prioritizing sustainable technologies that can support high-power household appliances, and integrating gender into every stage of the electrification process.

308. South Africa: When Strong Institutions and Massive Inequalities Collide

Abstract:: South Africa's economic and social imbalances can no longer be swept under the rug. The country has three choices: muddle through, endure another surge of ethnopopulism, or pursue inclusive development. South Africa was one of the 1990s iconic cases of democratization. Yet starting in the mid-2000s, the country began to experience a disruptive collision between its strong political institutions and massive economic inequality. The collision intensified across the 2010s, resulting in economic stagnation and increasing threats to institutional integrity. Understanding why this collision occurred and worsened over time is relevant not just for other middle-income countries but also many higher-income democracies wrestling with similar tensions between a declining tolerance for high or rising inequality and institutions that seemed strong in the past but find their legitimacy increasingly being questioned. Ideally, ideas, institutions, and growth all reinforce one another in a virtuous developmental spiral. Ideas offer hope by encouraging cooperation and the pursuit of opportunities for win-win gains. Institutions assure that the bargains underpinning cooperation will be monitored and enforced. Together, ideas and institutions provide credible commitment, which fuels economic growth. However, such a benign scenario does not reckon with the ways in which persistent high inequality, accompanied by unresolved tensions between the distribution of economic and political power, can both put pressure on institutions and quickly change hope into anger. The result can be a cascading set of pressures and an accelerating downward spiral. For the first fifteen years of democracy, South Africa enjoyed the advantages of both effective institutions and a shared willingness of stakeholders believed in the power of cooperation. This enabled the country to move beyond counterproductive conflict and pursue win-win outcomes. Growth began to accelerate, which created new opportunities for expanding the middle class. Increased fiscal space made it possible to broaden access to public services and to social grants, which reduced absolute poverty. There were, however, some stark limitations in what was achieved. Gains for the poorest did little to alter their difficult economic and social realities. Less than a quarter of the total population, including essentially all white South Africans, enjoyed a standard of living that was middle class or better. There was ample reason for the majority of South Africans to feel that, notwithstanding the promises of mutual benefit, the deck remained stacked against them. This increased the vulnerability of South Africa’s political settlement.

Abstract:: Existing investigations of the impact of school feeding programmes on educational out- comes have provided mixed evidence of success. In this chapter, I investigate a potential explanation for this lack of consensus in the literature. I argue that the prevailing food security situation at the time and place of the programme's evaluation plays a major role. I study the case of rural Malawi. I use an instrumental variable approach and propensity score matching to estimate the impact of school feeding on primary school enrolment and retention rates. I focus on villages with overlapping characteristics. I estimate that school feeding has increased enrolments by 7 percentage points on average, but the im- pact on retention rates has been relatively limited. However, when I distinguish between food-secure and food-insecure areas, not only do I finnd a larger impact on enrolments in food-insecure areas, but I also uncover a significant increase of around 2 percentage points in the retention rate of students in these same areas. Across the board, impacts are not significant in food-secure areas. I conclude that school feeding programmes bear an impact on education as long as they also intervene to relax a binding food constraint.

312. Improving China's participation in resolving developing-country debt problems

Abstract:: The COVID-19 shock has exacerbated the struggles of many emerging-market and developing economies (EMDEs) to repay their external debt. One of the most urgent challenges relates to debt owed to China, whose lending spree under its Belt and Road Initiative and other programs has played an outsized role in what amounts to a crisis for many countries. The scope of the problem is striking. China is owed more than $100 billion, or 57 percent of all debt owed to official creditors by the countries that need help the most. China is not a member of the Paris Club of official creditors, which coordinates, within a multilateral framework, the resolution of general sovereign illiquidity or unsustainable external debt of EMDEs. There is an urgent need to put in place more effective, long-term solutions to help durably lower the risks of prolonged debt difficulties in EMDEs. These problems could be partly addressed by creating creditor committees to coordinate debt relief with China. The Group of Twenty (G20) has taken some steps to include creditor committees in the context of the Common Framework for Debt Treatments beyond the Debt Service Suspension Initiative (DSSI), but only for low-income countries that qualify for the DSSI and only for official creditors. To better address debt distress, it needs to extend the approach, especially to middle-income debtor countries.

Abstract:: If firm profits rise to a level far above than what would have been earned in a competitive economy, this might give the firms market power, which might in turn influence the activity of the government. In this paper, we perform a detailed empirical study on the potential effects of firm profits and markups on government size and effectiveness. Using data on 30 European countries for a period of 17 years and an instrumental variables approach, we find that there exists a robust relationship between firm gains and the activity of the state, in the sense that higher firm profits reduce government size and effectiveness. Even in a group of developed countries, such as the European countries, firm power may affect state activity.

316. How difficult is China’s business environment for European and American companies?

Abstract:: Despite tensions over China’s discriminatory business practices, China’s trade continues to thrive, and the country has taken over from the United States as the first destination for foreign investment. American and European businesses continue to be engaged in China’s large and growing market, even amid a trade war between China and the United States. Drawing on surveys of companies and international comparisons, we show that – contrary to the prevailing narrative – China’s business practices have improved significantly in recent years. China’s business environment is today generally more favourable than that in other large countries at similar levels of development and, in some though certainly not all aspects, is in line with the Organisation for Economic Co-operation and Development average. Differences over geopolitics and human rights must be addressed, but it is clear that trade and investment agreements conditioned on accelerated reforms in China would yield substantial dividends. The benefits of such deals would accrue not only to foreign investors in China and exporters to China, but also to consumers and importers in the European Union and, especially, in the US, where punitive tariffs on China remain in effect. Critical aspects in the negotiations would include better access for American and European investors to China’s market for services and improved enforcement of rules and regulations in China. As in many middle-income countries, uneven enforcement of the law (rather than the law itself) remains a critical problem in China.

318. The Remittance Effect: A Lifeline for Developing Economies Through The Pandemic and into Recovery

Abstract:: The rising value of remittance flows into developing countries in recent years is often not widely appreciated. At a macro level, remittances support growth and are less volatile than other private capital flows, tending to be relatively stable through the business cycle. At a micro level, remittances benefit recipient households in developing countries by providing an additional source of income and lower incidences of extreme poverty. Remittances act as a form of 'social insurance', supporting households' capabilities to resist economic shocks. Remittances help recipient households to increase spending on essential goods and services, invest in healthcare and education, as well as allowing them to build their assets, both liquid (cash) and fixed (property), enhancing access to financial services and investment opportunities. Understanding the role and importance of remittances is particularly important at the current juncture, with the global economy experiencing a uniquely sharp and synchronized shock as a result of COVID-19. This report examines the available evidence on remittance flows and their potential economic effects. The report explores and shows how remittance flows remain a crucial lifeline in supporting developing economies through the current pandemic crisis and into the recovery. Although remittances slowed during the pandemic, they remained more resilient than other private capital flows, making them even more important as a source of foreign inflows for receiving countries. While the World Bank estimates that remittance flows to developing countries (low-and-middle income economies) contracted by 7.0% in 2020, this decline is likely to have been far less severe than the downturn in private investor capital. Looking forward, the World Bank predicts that remittance flows to developing countries will contract by a further 7.5% in 2021. But the outlook remains subject to a high degree of uncertainty with both upside and downside risks. A wider set of dynamics – including central bank data outturns for 2020, economic outlooks for the world economy in 2021, survey data and remittance consumer market fundamentals – suggest that while there are downside risks, there is also potential that 2020 and 2021 will not turn out as weak as predicted by the World Bank and for a period of strong remittance growth in the medium-term as sender economies recover and demand from developing economies remains high.

Abstract:: Many low and middle-income countries have either implemented or considered conditional or unconditional cash transfers to poor households as a means of alleviating poverty. Evidence from pilot schemes in many developed and developing economies, including those in Africa, suggests that cash transfers do not only alleviate poverty; they also promote social cohesion and reduce the propensity for violent responses. For example, studies have shown a direct impact of cash transfers on Intimate Partner Violence (IPV). In some studies, the rate of IPV (including emotional violence) was significantly reduced when one of the partners was a beneficiary of cash transfer. However, there are limited studies on the potential of Conditional Cash Transfers (CCTs) for stemming gang violence. Our study contributes to filling this gap. We examine here the possibilities of conditional cash transfers for stemming intractable gang-related violence in the Cape Flats.

Abstract:: This DIIS Working Paper describes the design of a questionnaire survey developed and implemented in order to trace the development outcomes of foreign agricultural investments in six research locations in Tanzania and Uganda. The questionnaire survey was conducted as part of the Agricultural Investors as Development Actors (henceforward AIDA) research programme which, in particular, focuses on development outcomes in terms of employment, migration, food security and wider dynamic economic effects, such as access to technology, infrastructure and markets; land markets and perceived security of land tenure; and water access and security of tenure. The working paper which serves as a methodological reference document describes the approach which was employed for drawing six independent samples of 400 respondents each, as well as the approach developed for computing a foreign agricultural investment exposure index and for computing a locally informed household poverty index.

The US should look to the India and Vietnam model and help other nations develop domestic capacities that lower dependencies on Huawei and other foreign tech providers over time. Open RAN is no silver bullet to compete with China. Its potential will only be fully realized in the mid and long run, after high integration costs, security gaps, and other problems are worked out.

In this new DIIS Working Paper, Fana Gebresenbet tries to go beyond this dichotomy to examine what happens in the ‘in-between spaces’. While the stubbornness of social norms only brings home to us the slow pace of change, it does not tell us what guides the emerging practices that contribute towards change. Instead, ‘practical norms’ are used here as an analytical tool to examine what happens as we move along the continuum from social to official norms. This helps us capture why routinised, coordinated and socially acceptable new practices occur before the major social norms change. This work is part of GLOW (Global Norms and Violence Against Women in Ethiopia), a research programme financed by the Danish Ministry of Foreign Affairs and coordinated by DIIS.

Abstract:: Nature-based Solutions (NbS) to climate- and development-related challenges have recently gained attention in development cooperation. Among other, approaches that fall under the NbS umbrella include Ecosystem-based Adaptation (EbA), Ecosystem-based Mitigation (EbM) and Ecosystem-based Disaster Risk Reduction (Eco-DRR). This new DIIS Working Paper focuses on nature-based solutions to climate change adaptation, EbA. It provides an overview of selected lessons learnt from EbA in the context of development cooperation, with a particular emphasis on the opportunities and risks regarding poverty alleviation and rights. It generates learning for Danish development cooperation, including future programming under Denmark’s 2021 development strategy, in which NbS approaches are emphasised. However, the paper can also be read as a general discussion of experiences with EbA in the development context. The three-legged EbA approach focuses on human well-being, ecosystem management, and climate change adaptation. EbA has already been applied to a range of ecosystems, including the restoration of mangroves to shield them against storm and sea-level rises, the management of watersheds to protect against droughts and flooding, the management of rangelands to inhibit desertification and land degradation, and more sustainably managed fisheries and forestry to tackle food insecurity. EbA thus not only addresses the restoration of already degraded ecosystems, but also the sustainable use, management, and conservation of intact ecosystems. The paper provides a conceptual overview of EbA in relation to NbS, outlines the potential in using EbA approaches, and describes the landscape of the institutions and agencies that fund, promote and implement EbA. The paper then provides a synthesis of lessons learned from PES and REDD+ schemes that are of relevance to EbA. For instance, it is emphasised that many REDD+ measures have effectively existed as project islands that were not anchored in national or subnational planning and governance mechanisms. As a result, the conservation activities and socioeconomic benefits were often not effectively integrated or scaled up beyond small project sites. If comprehensively implemented, the EbA approach builds on these experiences by insuring full inclusion of stakeholders from all relevant sectors, as well as demanding full integration in existing policies, planning and governance practices from the ministry levels to sub-national governments. Among the final recommendations and possible entry points for Danish development cooperation, the paper highlights that the support must have a strong focus on ensuring that EbA is pro-poor (i.e. supports poverty alleviation) and rights-based (i.e. supports the rights of local resource users). Experience from EbA and related efforts show that EbA is not automatically pro-poor or supportive of local rights to natural resources and ecosystem services. In particular, there is insufficient attention to and knowledge of rights issues in EbA. Therefore, Danish development cooperation should help lead the way in ensuring that EbA takes a rights-based approach and supports poverty alleviation.

Abstract:: The Evaluation of Danish Support to Climate Change Adaptation in Developing Countries has just come out. But what knowledge does it build on and what fundamental questions does it explore? This Preparatory Study, commissioned by the EVAL Department of Denmark’s Ministry of Foreign Affairs in 2019, lays the groundwork for the evaluation. It sought to help define the scope of the evaluation; identify potential country case studies, case projects and evaluation themes; and point out overarching issues and questions to be addressed in the evaluation. To do so, the study provides overviews of all Danish climate change adaptation-related Official Development Assistance (ODA) from 2008 to 2018 and of adaptation support through the Danish Climate Envelope, which provides Fast Start Finance for climate change mitigation and adaptation in developing countries. The study also includes an analysis of trends and gaps in the Climate Envelope. These, and other outputs from the study, are now available in this DIIS Working Paper. The paper’s analysis and findings continue to have relevance for discussions of how we approach climate change, particularly adaptation, in Danish development assistance.

Abstract:: The Horn of Africa and the Sahel are among the most fragile regions in the world: poor, lacking basic infrastructure and state presence across much of their respective territories, and both form hotbeds of conflict and political instability compounded by climate change. This DIIS Working Paper focuses on identifying evolving notions of fragility that could strengthen Danish stabilisation efforts in the Horn and Sahel. It foregrounds notions of fragility that move away from a focus on strong state institutions towards the adaptive capacities of populations in the hinterlands of the Horn and the Sahel to deal with conflict and climate variability. The paper gives an overview of this rapidly evolving field and distils key insights, challenges and future options by exploring the question, how can we support people in the Sahel and Horn to re-establish their responsibility for their respective territories and the management of their natural resources? The paper addresses this question by exploring the implications of recent climate change and livelihoods research on how we approach fragility and, by extension, stabilisation. On the basis of such research, the Working Paper advocates a move away from a sector-based understanding of fragility towards a way of working that is more in line with contextual realities, alongside the ‘comprehensive approach’ to stabilisation that Denmark promotes. The key message is that, programmatically, Danish stabilisation efforts across both regions could benefit from a more explicit focus on supporting the variability that dominant livelihood strategies require and that need to be considered if sustainable security and development outcomes are to be achieved. Failing to do this will only serve to marginalise key communities and may drive them further into the arms of radical groups.

329. Integrating community development in public procurement of renewable energy generation: Lessons from South Africa

Abstract:: Renewable energy is key to combatting climate change, but it is critical to ensure a just energy transition that benefits all. Denmark’s development cooperation supports the growth of large-scale renewable energy schemes in several countries, but what is good for recipient governments and Danish exports is not automatically good for the poor. In recent years large-scale wind- and solar schemes in developing countries have increasingly met with local resistance from communities who do not feel they benefit from such projects. How can Denmark help ensure that renewable energy projects contribute to community development in the areas where projects are situated? This policy brief provides lessons learnt and associated recommendations from one particular attempt to address this issue, namely South Africa’s efforts to incorporate community development as a criteria in the auction schemes through which renewable energy is procured. This policy is implemented through the nationwide REIPPP programme, which is among the few of its kind globally. While South Africa’s REIPPPP is not perfect and still developing, the programme does exemplify the basic principle that governments can build requirements for privately owned wind- and solar projects into procurement schemes. Requirements to finance community development, support Community Trusts, and allocate shares to communities are thus examples of approaches that could be developed and adapted elsewhere. In addition, the South African programme includes scoring and - performance criteria in the tendering and monitoring process that align with South Africa’s Black Economic Empowerment policy. The South African experience also, however, illustrates how public, private and community interests may differ in terms of what community development is and how it should be supported. This highlights the importance of developing democratic and inclusive structures for debating and decision-making on the use and allocation of benefits from large-scale renewable energy projects. Drawing on the lessons from South Africa and other similar schemes, the policy brief recommends that Danish development cooperation should: Support the incorporation of community benefits in regulatory frameworks for public procurement of private renewable energy generation Support development of practice frameworks for community engagement in the renewable energy sector Support community co-ownership of renewable energy generation and democratic governance of benefit sharing arrangements The policy brief is the result of collaborative research between DIIS, Stellenbosch University and the UNEP DTU Partnership. It forms part of the wider TENTRANS project, funded by the Ministry of Foreign Affairs of Denmark and administered by Danida Fellowship Centre.

Abstract:: The upcoming EU Action Plan against migrant smuggling 2021-2025, like its predecessor, suggests that the prevention of and the fight against migrant smuggling will continue to be at the centre of a strong and comprehensive European approach to migration management. However, to be effective, the Action Plan must rely on the growing evidence-base concerning the structure and organization of migrant smuggling, as well as rethink the way smuggling research and analysis is produced. Doing otherwise may seriously impact the Action Plan’s implementation and outcomes. Recommendations: Demand that gender, race and class perspectives are present in smuggling and counter-smuggling research and analyses in ways that identify the wider impact of EU actions on communities in countries of origin, transit and destination and within the EU. Include the perspectives of third-country, junior and female researchers, scholars and policy analysts, and involve stakeholders and informants beyond those typically reached out to during research, policy making or knowledge generating processes. Create an open access database that includes examples of smuggling caselaw and legislation that showcase the impact of EU law enforcement agencies’ counter-smuggling efforts in transit, destination and origin countries and within the EU to demonstrate clear efforts towards transparency and accountability.

Abstract:: The African Union (AU) declared 2020 the year of "Silencing the Guns: Creating Conducive Conditions for Africa's Development." The motivation for this theme was to provide impetus for activities to advance the 2013 Solemn Declaration to realise a conflict-free Africa by 2020. This policy paper argues that the AU and its member states must maintain fidelity to the noble objectives of the Solemn Declaration and utilise the extended 10-year period for the AU Master Roadmap on Practical Steps to Silence the Guns by the Year 2020 to ensure that actionable programmes which further peace, security and justice are achieved. A lot of normative progress has been achieved in the last decade, as the 2019 adoption of the AU Transitional Justice Policy indicates, yet the persistent challenge lies in the effective implementation of these instruments at the regional, national and local levels.

333. Governance, Social Policy, and Political Economy: Trends in Norway’s Partner Countries

Abstract:: In 2017–2018, NUPI (the Norwegian Institute of International Affairs) headed a project where political economy analyses were undertaken in eleven of Norway’s partner countries. These analyses were published as eleven separate reports. The reports focused on power relations and political developments in the partner countries, but they also analyzed the nature of governance. After the publication of the World Bank’s Worldwide Governance Indicators for 2019, the MFA approached NUPI and requested that we summarize the findings of this report for Norway’s eleven partner countries and assess these findings in light of the political economy analyses. We were also asked to investigate whether there were any connections between the nature and quality of governance on the one hand, and the nature of social policies and the human rights situation on the other. This report presents the findings of this assessment of the governance scores in the light of the above-mentioned political economy analyses. The report is structured as follows: Firstly, after briefly describing the governance indictors used by the World Bank, we summarize the eleven countries’ scores on the various governance indicators. Secondly, we assess the evolution of governance in the eleven countries, by comparing the scores in the 2019 report with those from 2011. Thirdly, we summarize the findings of the political economy analyses of the eleven countries and discuss how they fit with the governance scores. Finally, we present the eleven countries’ expenditure on social policies, as reported in the ILOs World Social Protection Report, and the human rights situation for the partner countries, and then describe how these findings relate to the governance scores.

334. Who gets Involved? Insights on Civic Engagement in Africa and Implications for Fostering Volunteerism

Abstract:: The Sustainable Development Goals (SDGs) set ambitious targets for countries and societies to improve lives and livelihoods around the world. While the expectations of meeting these goals largely fall on governments, it is widely recognized that joint efforts by citizens and their governments will be needed to achieve the best outcomes. Citizen action takes place in many forms and forums, including organizing and working together on shared goals, providing mutual support and assistance, campaigning or advocating for shared needs, and engaging with governments, making demands on them, and holding them to account. While some citizens may become involved in a formal capacity, such as through paid employment in nongovernmental advocacy or service organizations and through employment with governments or other service providers, large numbers will – and must – be engaged in a voluntary capacity. Understanding the nature of this voluntary engagement is a key goal of this analysis. Advocates of volunteerism in Africa have been plagued by a lack of data on who engages in voluntary service, how much they contribute, in what formats, and what the outcomes are. Only a handful of governments have collected data on this topic. Yet our ability to foster and build support for volunteerism is partly dependent on how well we understand the ways people are already engaging every day in these critical but uncompensated contributions in pursuit of the public good. Afrobarometer data can help to fill this void. Although Afrobarometer has not collected data with the explicit aim of studying volunteerism, for more than 20 years it has captured extensive, nationally representative data on respondents’ levels of political and civic participation (much of which can be classed as volunteerism) across seven rounds of surveys in 38 countries. This includes membership in religious and civic organizations and participation in individual and collective efforts to engage with leaders and to voice community needs. In particular, in addition to membership in associations, Afrobarometer tracks the contact of respondents with political and community leaders, their attendance at community meetings, and their efforts to join with others to address issues or express their views. These kinds of civic engagement are the cornerstone of volunteerism to solve problems and improve lives. Understanding who engages, under what circumstances, and why provides a foundation on which to more effectively promote civic engagement and volunteerism in pursuit of the SDGs and other development objectives. This paper explores Afrobarometer data on civic engagement with four main goals: specify how Afrobarometer indicators of civic engagement link to core understandings of volunteerism and its various typologies; map profiles and patterns of the people who engage in volunteerism, especially at the country level; model voluntary civic engagement to identify the key factors and contexts that facilitate or inhibit it at both the individual and country levels; and use these profiles and models to identify entry points for activists who want to foster or support voluntary civic engagement. Our analysis identifies several factors that shape voluntary civic engagement, from socio- demographic ones such as education and wealth to citizens’ socio-political engagement, their personal sense of efficacy, and their overall trust in their governments. Country contexts are important, as we see wide cross-country differences in levels of volunteerism. Among other aspects, wealthier countries, on average, report less volunteerism, while democracies report more. We have found evidence that confronting unmet needs – whether one’s own or those of others – is a major motivating factor of voluntary engagement. These findings suggest a number of opportunities and entry points for increasing citizen engagement. The paper is organized in four parts. Part A begins with a discussion of knowledge on volunteerism and participation, highlighting the lack of evidence and data sources on Africa and how civic engagement intersects with volunteerism. Part B develops descriptive profiles of the participants in voluntary civic engagement. Part C explores key driving factors at the individual and country levels. The final section presents recommendations for acting on these findings.

Abstract:: This Policy Brief developed by the African Capacity Building Foundation (ACBF) and the African Export–Import Bank (Afreximbank) explores the opportunities offered by factoring which provides a solution to address the financing gap for Small and Medium enterprises (SMEs) to support Africa’s structural transformation particularly in trade development as part of the African Continental Free trade Agreement (AfCFTA). The aim of the Policy Brief is to examine the capacity imperatives for the development and use of factoring as an innovative trade financing tool to advance the AfCFTA. The Policy Brief notes that Africa performance in the factoring market needs to improve significantly based on a number of key indicators – such as share in global factoring, including international factoring, innovation such as reverse factoring, number of factoring companies, turn-over per factoring companies and factoring GDP penetration. The Policy Brief also highlights that Africa’s factoring volume of about US$27 billion representing a share representing a share of 0.84% in the global factoring market of approximately US$3,300 billion a year in 2019 is extremely low. It therefore argues that Africa needs a coordinated approach to capacity development to successfully develop and use factoring.

Abstract:: This occasional paper is about factoring, known as the selling or transferring of accounts receivable to secure funds that are immediately available. The process provides a solution to address the financing gap for Small and Medium Enterprises (SMEs) to support trade development as part of the African Continental Free Trade Agreement (AfCFTA) and Africa’s structural transformation agenda. The study is based on an extensive review of the literature and an analysis of secondary data from FCI database and other materials collected on factoring to identify key issues, trend, progress, drivers, and barriers affecting factoring in leading African countries. The paper shows that factoring represents an alternative source of financing for African businesses to increase intra-African trade under the AfCFTA. Other findings include low Africa’s share in global factoring and growth rate in factoring, and low factoring GDP penetration rates of leading African countries. The paper notes that Africa’s performance in the factoring market needs to improve significantly based on a number of key indicators. However, factoring activities are projected to reach US$50 billion by 2025 in Africa with a number of small-sized factoring companies emerging in other African countries. For this to be achieved, a coordinated approach to capacity development is needed to address the barriers identified.

337. Europe’s last chance: How the EU can (and should) become the indispensable actor in Venezuela’s democratic restoration

Abstract:: The EU’s current policy approach toward Venezuela is insufficient to contribute meaningfully to a political transition in the country and protect human rights. Oftentimes, the EU’s policy has been at odds with the US, having permitted unrelated disagreements to cloud its recognition of its strategic interest in a free, prosperous, and democratic Venezuela. The Nicolas Maduro regime’s illicit investment schemes have found fertile ground in the EU at large, with a particular hotspot in Spain. A torrent of investments and acquisitions has allowed corrupt cronies in Maduro’s entourage to engage in unfathomable kleptocracy and stash their ill-gotten gains in the eurozone, vitiating the rule of law in the process. The EU consistently underappreciates the Maduro regime’s multi-faceted security threat, which intersects with and compounds many of the EU’s greatest geostrategic challenges in the post-COVID-19 landscape. China, Cuba, Iran, and Russia are all at once strategic rivals of the EU and enablers of the Maduro regime’s threat to its security. The Joe Biden administration’s commitment to multilateral engagement in Venezuela offers the EU a chance to reclaim transatlantic cooperation and present a common vision for political transition in the country. In Jordan, one of the United States’ most reliable allies in the Middle East, economic volatility is a major threat to stability and has led to recurrent protests since 2011. Despite this urgency, the currently implemented and planned climate mitigation policies are not sufficient to meet the global targets set in Paris in 2015. Abstract:: With inequality reduction now being officially and broadly recognised as a key development objective with its own Sustainable Development Goal (SDG 10), there is a need for simple, economical and quick methodologies with which to focus on this area and assess progress. This paper presents such a methodology, which allows a rough assessment of the potential impacts of development cooperation on income, consumption and wealth inequality. This is important, as a rigorous causal analysis of the contribution development cooperation makes to reducing a partner country’s inequality is complex and costly. First, the relative contribution of targeted development cooperation programmes and projects to the economies of partner countries tends to be small (though admittedly not in all cases). Second, a myriad of factors contribute to changes in inequality in any given country, and assessing the impact of all of them is a complex, imprecise, time-consuming and resource-intensive exercise.

Abstract:: There is a case to be made for greater transparency of the United Nations’ (UN) development work at the country level. Transparency can, in the simplest terms, be defined as the quality of being open to public scrutiny. Despite improvements in recent years, UN organisations still only partially meet this standard. Only the UN Development Programme (UNDP) and, with limitations, the World Food Programme (WFP) systematically publish basic project parameters such as project documents, funding data and evaluations. Others do not even publish project lists. Only the UN Children’s Fund (UNICEF) publishes evaluations – a key source on performance – in an easily accessible way next to programme or project information. Lack of project transparency constitutes not only a failure to operate openly in an exemplary way, as should be expected of the UN as a public institution with aspirations to play a leadership role in global development. It also undermines in very practical ways the development purposes that UN organisations were set up for: It reduces their accountability to the stakeholders they serve, including executive boards and local actors; it hampers the coordination of aid activities across and beyond the UN; and it undermines the learning from both successes and failures.

Abstract:: On 18 December 2020, the European Commission welcomed the political agreement reached between the European Parliament and the Member States allocating €79.5 billion to a new Neighbourhood, Development Cooperation and International Cooperation Instrument (NDCI) for the period 2021- 2027. Since its creation, the European Union has been a major player in public aid granted by rich countries to developing countries. The European Development Fund (EDF) was launched by the Treaty of Rome in 1957 and for decades provided aid to the former colonies in Africa, the Caribbean and the Pacific (ACP). The eleventh EDF, covering the period 2014- 2020 with a budget of €30.5 billion, will be replaced by the NDICI (Neighbourhood, Development and International Cooperation Instrument). The Union and its Member States are the world's largest donor of official development assistance. Their contribution of €74.4 billion in 2018 represents more than half of the OECD countries’ Official Development Assistance ($150 billion in 2018).

350. Biodiversity and Development: The evolution of Community Based Conservation and implications for Danish development cooperation

Abstract:: Loss of nature and biodiversity constitutes a major global crisis for environment and development and interacts closely with the climate crisis. After a period of limited attention, conservation is again rising on the agenda of development cooperation, especially in the context of Nature-based Solutions. There is a growing consensus that biodiversity goals can only be achieved by focusing more on conservation outside conventional protected areas. This offers new opportunities for both conservation and development, but it also poses a risk of ‘green grabbing’ whereby communities loose access to land and natural resources that are key for their survival and resilience. In the support to biodiversity conservation, attention to Community Based Conservation (CBC) is therefore critical. However, CBC approaches are not new and have not always worked. Future support to such approaches must therefore learn from the past and incorporate new directions. This DIIS Working Paper, written by Mikkel Funder and Marie Ladekjær Gravesen, DIIS, provides an overview of the evolution of community-based biodiversity conservation since the 1980s, where new approaches are heading, and what the overall lessons are so far. On this basis it provides recommendations for how Denmark’s development cooperation can support community-based conservation. The paper focuses on the socioeconomic and governance dimensions of community-based conservation and draws particularly on experiences from area-based conservation in the African setting. The study finds that: • CBC has developed and expanded but is not yet consolidated on the ground • Community rights to land and natural resources are critical for successful CBC • CBC must be better anchored in local livelihoods and economies • Economic compensation and income substitution is not enough in itself • A growing emphasis on CBC in ‘working landscapes’ offers potential • National associations and networks have been important platforms for CBC advocacy • There is a need to strengthen horizontal and vertical institutional links for CBC The paper recommends that Denmark should: Strengthen support to community-based conservation outside protected areas. Denmark can play an important role in helping to ensure that conservation in these spaces is done in the right and most effective way, i.e. that it benefits biodiversity while also strengthening the rights and livelihoods of communities. Integrate support to CBC with support to climate change adaptation and resilience. With the right approach, Ecosystem Based Adaptation offers good scope for protecting and improving the conditions for both biodiversity conservation and development. Support protection of the land- and governance rights of communities and indigenous peoples in biodiversity conservation. Denmark should (i) advance legal recognition and enforceable safeguards of rights-based approaches in the implementation of the CBD’s post-2020 global biodiversity framework; (ii) support practical application of the IUCN’s Natural Resource Governance Framework and standards for Nature Based Solutions; and (iii) prioritise multilateral and bilateral support to conservation initiatives that actively sustain and strengthen community land rights as part of the solution. Support CBC approaches that transcend the conventional separation between human production and conservation. This entails a broad approach to biodiversity conservation which goes beyond species protection in isolated islands of ‘wild nature’. A key emphasis should be on supporting CBC in ‘working landscapes’, i.e. strengthening existing sustainable production systems in crop farming areas, rangelands, forests, wetlands, urban areas etc. Support CBC schemes to become more firmly anchored in local resource use economies. Many conventional CBC schemes - especially in the African setting – are heavily dependent on international leisure markets such as tourism/hunting and on recurrent donor funding. This poses risks, as illustrated by the major funding concerns for African conservation following the Covid-19 epidemic. A more diversified strategy is needed. Facilitate bio-cultural approaches to the governance of biodiversity conservation. This means accepting a diversity of conservation values and that conservation will look different from place to place. It entails an approach in which CBC arrangements are tailored to the socio-ecological and cultural context - rather than following a universal model - but which also builds broader nested governance frameworks for negotiation, decision-making, conflict resolution and knowledge sharing. Alongside place-based conservation, it is critical to sustain and strengthen Denmark’s efforts to engage with the broader drivers of biodiversity loss at global and national levels. While CBC is critically important for conservation, it cannot on its own address wider drivers of biodiversity loss.

Abstract:: In the often heated European policy debates over migration, conflict, lack of development, population growth, and climate change are often described as the ‘root causes’ that make people seek refuge and a better life in Europe. However, recent research-based literature on the links between migration and development stands in stark contrast to such simplified assumptions. This new DIIS Working Paper explores the relationship between migration, development, and foreign aid. It builds on insights from both quantitative and qualitative studies focusing on Africa – especially West Africa – and is divided into three parts. It first examines the factors that underpin human mobility, then looks at contemporary African migration trajectories, and finally discusses how migration relates to foreign aid. The paper shows that irregular migration to Europe is limited and a result of economic progress, rather than poverty or conflict alone, thus making foreign aid an ineffective instrument to curb it. Furthermore, the paper argues that foreign aid initiatives often focus on externally defined root causes of migration and rarely attempt to understand locally determined drivers of migration. To better grasp how development policies and migration intersect, more in-depth research is needed.

Abstract:: Climate change is expected by many to produce new and/or intensified mobility patterns, including migration and displacement. However, only limited research exists on the relationship between climate change and human mobility, specifically on the implications of increasingly intense slow-onset climate change, such as weather variability and extremes. This DIIS Working Paper provides initial data and analysis on climate, mobility and governance in Ghana as an input to the Governing Climate Mobility Research Programme. In parts of Ghana, temperature increases have now topped 1.5 ºC, weather patterns and seasons are shifting, and all of this is occurring on the backdrop of other environmental and agrarian changes. This paper documents such changes through multi-decadal analyses of temperatures and rainfall as well as vegetation change. However, it also links these changes, and how they are experienced locally, to existing governance and mobility dynamics in the programme’s case study areas in the Upper West Region and Eastern Region. For instance, the paper indicates how governance interventions, including failures, have affected agrarian livelihoods as seen in the deteriorating irrigation infrastructure in the Upper West Region, and how existing mobility patterns are linked to resource access and rural livelihoods. This working paper is a scoping study and therefore provides a detailed introduction to such environmental, socio-economic, governance and mobility dynamics in the study areas, as well as identifying key dynamics and possible linkages for further study. It builds on a previous GCM working paper that explores the historical linkages between climate, mobility and governance in Ghana.

354. Comparison Between the IPCC Reporting Framework and Country Practice

Abstract:: The 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines (IPCC 2008) for National Greenhouse Gas Inventories (IPCC Guidelines) provide a recommend- ed (but not mandatory) methodology for preparing Na- tional Inventory Reports (NIR), which all Annex I Parties2 to the United Nations Framework Convention on Climate Change (UNFCCC) must submit every year (Romijn et al. 2019). In practice, however, many countries apply modi- fied methodologies in their NIRs to reflect country-specif- ic situations better. While helpful in addressing country specificities, those modified methodologies may result in emission data that is less standardized and therefore harder to compare and consolidate. Also, the IPCC recom- mends that countries adopt higher tier methods and use more granular data. Since different emissions categorized by the IPCC3 can be calculated by multiple methods, and the granularity and quality of country emissions databas- es vary, different countries adopt different granularity lev- els and tier methods (IPCC 2008). The 160 Non-Annex I Parties to the UNFCCC (most of them developing countries) are not required to submit NIRs every year, but must submit Biennial Update Re- ports (BURs), including a national inventory report and information on mitigation actions, needs, and support re- ceived (Kainou 2016). Following the same IPCC Guidelines as NIRs, BURs are different from NIRs mainly in terms of reporting scope. The IPCC Guidelines require countries to report greenhouse gas (GHG) emissions in NIRs from 1980 to the latest reporting period, while for BURs they merely encourage countries to submit summary informa- tion tables of inventories for previous submission years.4 Besides the required BURs, more Non-Annex I Parties have been submitting NIRs and Technical Annexes on REDD+ in recent years (Romijn et al. 2019). In 2020, 23 Non-Annex I Parties submitted NIRs (UNFCCC 2020). We recommend that the IPCC adopt, based on a man- date from the Conference of the Parties to the UNFCCC, a consolidated framework to indicate best practice for each emissions category. A consolidated framework would help unify the granularity levels and standards across all coun- tries’ NIRs. It could also be extended to countries that have not adopted the IPCC Guidelines or published NIRs. Since an increasing number of Non-Annex I Parties are submit- ting NIRs to the UNFCCC, it is crucial to have a widely appli- cable framework that developing countries can also use. A consolidated framework would also make it easier for countries to communicate their emissions reductions goals in their Nationally Determined Contributions (NDCs) under the Paris Agreement on Climate Change. With the Paris Agreement, countries established an enhanced transparency framework (ETF): starting in 2024, countries will report transparently on actions taken and progress in climate change mitigation, adaptation measures, and support provided or received. It also provides for interna- tional procedures for the review of the submitted NIRs. A standardized reporting framework for NIRs would comply with the requirement of transparency framework under Paris Agreement (Winkler et al. 2017). To exemplify how a consolidated framework would work, after a background note on scopes and approaches in greenhouse gas reporting (section 1), we present the re- sults of our empirical research on the NIRs of Australia, Germany, Japan, and the United States, focusing on the differences in the choice of methodology (section 2) and emission factors (section 3). Then we conduct a case study on the German iron and steel industry, exploring the dif- ferences in emission reporting under different methods (section 4). Finally, we study the case of China, which has submitted BURs but not yet published annual NIRs, to understand how the IPCC Guidelines could be applied to more countries (section 5). We outline our findings and recommendations in section 6.

We suggest three ways to strengthen financial coopera-tion in East Asia from a new perspective: 1) monetary cooperation through Central Bank Digital Currency (CBDC) 2) establishment of development financial institution in Northeast Asia 3) financial cooperation with Central Asia and Mongolia. Of course, more precise planning is required to implement these alternatives, and it is also recognized that the topics covered in this study represent only a subset of regional financial and monetary cooperation. However, by overcoming the limitations thus far, it is hoped that it can be a contribution that provides at least a glimmer of thought, which can hopefully become more concrete in future studies.

Abstract:: As of 2021, virtually every country in Asia has announced some plan for standing up their own smart cities, with national- and/or city-level governments launching either pilot projects or official strategies to coordinate activities and investment across different stakeholder groups. In this context, South Korea could (and does) play a positive role in how countries across the region might be able to realize these plans. This includes through not only providing direct financial, technical, and development support, but also sharing its own lessons learned and practices in promoting sustainable, secure, and inclusive smart cities. Even so, both South Korean and Asian interests could benefit from greater attention to expanding South Korea-Asia engagements and cooperative mechanisms on digital development issues, as a means of better supporting and bolstering ongoing regional priorities.

Abstract:: The WTO is facing a historical crisis. Its main functions ‒ namely, providing a negotiating forum, administrating WTO trade agreements and monitoring national trade policies, and resolving trade disputes ‒ have been significantly paralyzed. Although the cause of the crisis is partly institutional, higher uncertainty is also a considerable problem aggravating the fate of the multilateral trading system. Such uncertainty comes from two factors: rising protectionism, and trade frictions between developed and developing countries including those between the United States and China. Meanwhile, the WTO also needs to respond to rapid structural changes in global trade. The center of the world’s trade is shifting towards trade in services. The development and spread of information and communication technology (ICT) are making it easier to supply services across borders. The regionalization or localization of global value chains (GVCs) continues and GVCs are shifting towards knowledge-based goods. Therefore, the WTO faces a historical challenge it is highly unlikely to survive without proper reflection on the new trends of global trade. With Korea no longer claiming for preferential treatments as a developing country, it could take relatively firm negotiating positions at the WTO concerning market expansion and improved access towards foreign markets. Moreover, Korea could contribute as a mediator to speak for balancing the interests of both developed and developing countries on conflicting issues, such as the developing country status. Korea also needs to establish a more precise give-and-take negotiation strategy in future WTO negotiations on agriculture, non-agriculture, and service sectors to maximize its national interests. In particular, Korea should put stress on services and TRIPs negotiations to ensure its international competitiveness on those sectors. Trade in services and IP will dominate trade in goods. Korea also should focus on how to raise the efficiency and stability of the East-Asian regional value chains by strengthening its co-operation with China, Japan, and Southeast Asia. At the same time, Korea needs to consider ways to become the bridgehead connecting East Asia’s value chains to either North America’s value chains or the EU’s value chains utilizing given FTAs with those economies. Finally, Korea should prepare for the emergence of various forms of plurilateral negotiations and where appropriate, take lead and reflect its national interests on the final outcome.

Abstract:: Europe faces a looming shortage in skilled workers, one linked to both growing demand in knowledge- and service-intensive sectors and to its aging population and shrinking workforce. For education and training systems, the question is how to train people for the jobs of tomorrow. For migration policymakers, the question is how to attract and retain foreign workers with in-demand skills and experience to help address the shortfall. These priorities are reflected in the European Commission’s New Pact on Migration and Asylum and in the Talent Partnerships the pact proposes. These partnerships will combine new mobility schemes for workers or students from certain non-EU countries with related investments in capacity-building in partner countries, with the aim of attracting talent to Europe and fostering deeper cooperation with third countries on migration. As the European Commission and its partners prepare to launch the first Talent Partnerships in 2022, this MPI Europe policy brief explores how and under what conditions the partnerships could help meet Europe’s labor market needs and provide more tangible benefits for partner countries and migrants themselves. It draws on the experiences of the European Union’s legal migration pilot projects and other past mobility schemes, as well as expert insights, to offer lessons learned on issues including: selecting which countries to partner with, building flexibility into mobility schemes, and thinking critically about how these schemes can dovetail with other policy interventions.

361. EU Strategy on Voluntary Return and Reintegration: Crafting a Road Map to Better Cooperation with Migrants’ Countries of Origin

Abstract:: The return of irregular migrants and asylum seekers whose claims are denied and their sustainable reintegration into origin-country communities have long been priorities for many European policymakers. This has been driven by concerns about low rates of return among those ordered to leave and the implications of this for EU migration and asylum systems. Some are also concerned about the manner in which returns are carried out, with research suggesting that voluntary returns are both more humane and less costly than forced returns. In April 2021, the European Commission published its first EU Strategy on Voluntary Return and Reintegration. The strategy lays out principles to strengthen European assisted voluntary return and reintegration (AVRR) programs, increase voluntary returns, and improve the return process and post-return reintegration assistance. To achieve the strategy’s objectives, European policymakers will need to invest in an often-neglected dimension of AVRR—cooperation with migrants’ countries of origin. This policy brief explores the ways in which origin- and destination-country priorities on returns diverge, opportunities for cooperation where their interests align, and possible next steps for building on the principles outlined in the EU strategy.

Abstract:: The pandemic has upended labor migration around the globe, and with it, an important avenue for supporting socioeconomic development in many low- and middle-income countries. In Ghana, Senegal, and other West African countries, for example, migration and its corollaries, such as remittances and knowledge transfers from the diaspora, have long contributed to development. Ongoing travel restrictions and uncertainty about when migration will more fully restart threaten this progress and add an extra layer of complexity to efforts to improve the governance of international labor migration. This policy brief explores how governments and other stakeholders can promote better labor migration governance in low- and middle-income countries, and how these efforts are being shaped by the pandemic. It focuses on the experiences of Ghana and Senegal—two countries that were in the process of strengthening their migration policies before the pandemic began. The policy brief looks at these countries’ migration policy priorities, efforts to facilitate mobility within the region and further afield, and strategies for building closer ties to the diaspora. Crucially, the authors note, while the pandemic has disrupted efforts to improve labor migration governance, it has also made abundantly clear why doing so is important. Continued work in this area promises to help achieve better outcomes for migrants and for countries of origin and destination.

364. Addressing the Challenges of Digital Lending for Credit Markets and Financial Systems in Low- and Middle-Income Countries

Abstract:: The demand for digital financial services has risen significantly over recent years. The COVID-19 pandemic has accelerated this trend and since the focus has shifted towards economic recovery, digital lending has become central. Digital credit products exploit traditional and alternative financial and non-financial data to provide access to finance for households and micro, small and medium enterprises (MSMEs). While it makes lending more inclusive for underserved or unserved households and firms, its increasing influence also brings forth challenges that need to be addressed by policy-makers and regulators in order to guarantee well-functioning credit markets and broader financial systems that foster sustainable economic development. A central concern is the adverse effect of digital lending on the stability and integrity of credit markets (and potentially the wider financial systems). The rise in non-performing loans, even before the COVID-19 crisis, has been associated with an increase in digital credits. New players with little experience enter the market and exploit regulatory arbitrage, but often these players have no (or only a partial) obligation to report to respective systems for sharing credit information or to supervisory bodies, which introduces severe vulnerabilities. In addition, the low entry threshold of digital financial products, due to their convenience and simplicity for customers, provides fertile ground for exploitative financialisation. Underserved households and MSMEs with limited financial literacy may be lured into taking up unsuitable and unaffordable digital credits, leading to over-indebtedness and bankruptcy. The last challenge arises from significantly shorter loan maturities in MSME lending if current forms of digital lending are scaled up. This is problematic, as firms need loans with longer maturities to realise productivity-enhancing medium- and long-term investments, many of which include complementary investments in labour, thereby contributing to an improvement in job quality.

365. Towards Sustainable Ocean Governance: A Call for Blue Climate Action in International Development

Abstract:: The ocean is vital for life on earth and yet it is under serious threat from climate change and resource overexploitation. Environmental change in the ocean significantly undermines human livelihoods, especially in the developing and least developed countries where people are particularly vulnerable to climate change-related losses and damages. This Briefing Paper outlines challenges that people, development cooperation and policy face and suggests ways forward for sustainable ocean governance through sustainable resource use, comprehensive risk management and enhanced climate action. Life in the ocean is threatened in various ways by human activities. Climate change, as one severe consequence, leads to ocean warming and ocean acidification putting complex ecosystems and their sensitive species in danger. Such climatic impacts are exacerbated by pollution, especially plastic, and the overharvesting of many marine species. As a result of the confluence of these developments, many local coastal communities lose their livelihoods. At the same time, climate change increasingly threatens coasts through sea level rise, salinisation and growing frequencies of extreme weather events, such as floods and storms. This puts the 2.6 billion people living at or near the coasts at high risk; low-altitude small islands are expected to become uninhabitable within the next decades if current global warming trajectories continue. Furthermore, the ocean contributes to climate change mitigation because marine ecosystems absorb CO2. In response to these challenges, there is a need for sustained awareness raising on the importance of the ocean for development as well as for the need of enhanced international cooperation for joint action. Conscious politics, substantial action and financial resources are needed at multiple levels of governance, from empowering local stakeholders to developing locally sound solutions to political guidance through national and international policy-making processes. From a development policy angle, this Briefing Paper specifically suggests that current climate and biodiversity policy processes pay enhanced attention to the ocean under climate change, pollution and overexploitation stress.

366. Protecting Democracy: The Relevance of International Democracy Promotion for Term Limits

Abstract:: The question of whether and how democracy can be promoted and protected through international support has recently gained relevance. On the one hand, the withdrawal of NATO troops from Afghanistan has reignited a public debate on the limits of democracy promotion. On the other hand, the need for international democracy protection is growing due to an increase in autocratisation trends worldwide. DIE research shows that it is possible to effectively support and protect democracy. In this context, both the protection of central democratic institutions, such as term limits for rulers, and the promotion of democratic forces that pro-actively resist attempts at auto¬cratisation are central. Since 2010, autocratisation trends have been characterised by the fact that they often slowly erode achieved democratisation successes and consolidate autocracies. The circumvention and abolition of presidential term limits by incumbent presidents are part of the typical “autocratisation toolbox”. Term extensions limit democratic control and expand presidential powers. Democracy promotion and protection play a relevant role in preserving presidential term limits, and thus in protecting democracy. They contribute towards improving the “duration” and “survival chances” of presidential term limits. The more international democracy promotion is provided, the lower the risk that term limits will be circumvented. For example, a DIE analysis found that a moderately high democracy promotion mean of $2.50 per capita over four years on average halves the risk of presidential term limits being circumvented.

367. Priorities for a Development-Friendly EU Carbon Border Adjustment Mechanism (CBAM)

Abstract:: The European Commission unveiled the Carbon Border Adjustment Mechanism (CBAM) in July 2021 as part of its “Fit for 55” climate-policy package. The European Commission had announced this trade-policy instrument under the Green Deal in 2019 as a means of implementing more ambitious climate-policy goals without energy-intensive sectors transferring their emissions abroad (carbon leakage). The CBAM proposal envisages imposing a levy on imports in certain energy-intensive European sectors that is proportional to the carbon content of the goods concerned. The proposal complements the EU’s existing Emissions Trading System by requiring importers of goods purchased from especially energy-intensive sectors (steel, cement, electricity, fertiliser and aluminium) abroad to purchase carbon certificates based on emissions data from abroad. CBAM is primarily designed to promote an ambitious climate policy for the EU. However, the EU’s current proposal creates the impression that it is mainly about improving domestic competitiveness at the expense of climate-policy effectiveness and development prospects. The draft legislation must now be fleshed out in detail by the EU member states and the European Parliament. In addition to addressing climate-policy effectiveness and compatibility with WTO legislation, account must also be taken of the impact on European trading partners, and, in particular, poor developing countries. Many developing countries are expected to face additional export costs as a result of the CBAM. The EU should carefully evaluate the associated disadvantages for developing countries and work towards achieving a development-friendly design of the mechanism. Corresponding improvements should be made to the CBAM in the EU’s legislative process going forward: • The EU must ensure that the border adjustments do not have a detrimental impact on poor countries. Least developed countries (LDCs) should be exempted from the CBAM. • The EU should provide targeted support to the developing countries affected by the mechanism, for instance, by building their capacity for implementing the CBAM and for reducing carbon emissions in the sectors concerned. • The EU should assist low- and middle-income partner countries with the decarbonisation of their manu¬facturing industries. • The EU should also recycle revenue from the CBAM by deploying it primarily for climate-policy purposes abroad. • The affected countries should be involved to a greater extent in future through consultations and diplomatic dialogue in the process for further develop¬ing the mechanism.

368. Export Curbs on Essential Goods in the Wake of COVID-19 and the Least Developed Countries: Permanent Scarring from a Temporary Outburst

Abstract:: Anything that jeopardises progress towards the Sustainable Development Goals – such as a global pandemic and how governments react to it – is thus a major source of concern, in particular for least developed countries (LDCs). The first half of 2020 witnessed governments imposing dozens of export curbs on essential medical goods and foods that the LDCs, among other nations, depend upon. Although some of those curbs have subsequently been removed, there is a substantial risk of a permanent reduction in essential goods supplied to LDC markets, as current multilateral trade disciplines on export controls do not specifically require a return to the pre-pandemic status quo. Let us not forget that the G20 trade and investment ministers declared on 3 November 2020 that “any emergency trade measures designed to tackle COVID-19, including export restrictions on vital medical supplies and equipment and other essential goods and services, if deemed necessary, are targeted, proportionate, transparent, temporary, reflect our interest in protecting the most vulnerable, do not create unnecessary barriers to trade or disruption to global supply chains, and are consistent with WTO rules” (G20, 2020). Evidence on resort to export restrictions suggests, however, that G20 fealty to this pledge was uneven. The purpose of this Briefing Paper is to outline the key policy developments implicating the trade in essential goods during the first nine months of the COVID-19 pandemic before drawing out the implications for development policy and trade policy cooperation. These lessons need to be taken on board quickly if the mistakes made in 2020 are not to be repeated in 2021, when policymakers and the private sector around the world face the imperative of the equitable and efficient global distribution of COVID-19 vaccines. Recent export controls on such vaccines suggest important lessons from last year have not been taken on board universally. The key findings and policy recommendations are: • Permanent disruption to trade routes in medical goods and medicines cannot be ruled out as a result of temporary export curbs. • Revisit the World Trade Organization (WTO) rules that allow export curbs during emergencies. • LDCs should increase their buying power by joining together to buy medical goods and medicines from a diversified set of production locations. • Such buying power would be multiplied if LDCs joined forces with leading development agencies and the multilateral development banks. Stockpiling in advance of any future pandemic offers no cast-iron guarantee, as no-one can know for sure what medical goods will be in high demand.

369. Municipal Development Policy in Germany: Current Status and Prospects

Abstract:: German municipalities are getting increasingly involved in development policy work in Germany and abroad, with the nature of that involvement becoming ever more diverse. However, very little is known about the background or the type of these activities. Against this backdrop, the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) has conducted a study of municipal development policy (MDP) in Germany. Financed by the Service Agency Communities in One World (SKEW) of Engagement Global, this research drew upon a previous study carried out by DIE in 2009 (Fröhlich & Lämmlin, 2009) with the aim of identifying the current status of and trends in development for this policy area. To this end, DIE collaborated with the German Institute for Development Evaluation (DEval) to conduct a survey of municipalities throughout Germany. In addition, semi-structured qualitative interviews were held with representatives of municipalities and relevant national and federal-state institutions. As the results show, involvement in MDP on the part of German municipalities is increasing in the context of enabling national policies and changing frameworks for international cooperation (e.g. 2030 Agenda). Large municipalities engage far more often in development policy than small municipalities. The latter often focus on low-threshold activities with fewer requirements for project management, such as the promotion of fair trade. In a number of cases, small municipalities carry out projects based on inter-municipal cooperation. MDP covers many different topics, from information and education work to diverse forms of partnerships with municipalities in the Global South. The number and variety of stakeholders involved in the municipal administration partnerships are increasing, along with the functions they carry out. Municipalities serve as implementing agents, facilitators and networkers. They are partly motivated in their international work and corresponding activities by self-interest. Their involvement, for instance, may allow them to take on international responsibility or increase their appeal as an employer to new recruits. Development policy is a shared responsibility of the German national government, federal states and municipalities. MDP is a voluntary municipal activity and is thus not practised everywhere. Human resources are often insufficient and the required knowledge is difficult to obtain. In some cases, municipalities consider the expenditure associated with the management of MDP projects to be too high. Nonetheless, municipalities make a key contribution to transnational sustainability policy through their work, most especially by enabling global objectives to be localised and/or contextualised. One of the specific benefits of MDP is its proximity to citizens and direct contact with local stakeholders in Germany and abroad. However, when measured using conventional metrics and indicators for development cooperation (such as Official Development Assistance, ODA), the municipal contribution is still insufficiently discernible. It is important to continue providing support to municipalities, with as little red tape as possible, in order to fully exploit the potential MDP has in municipalities that are already involved in this work and those which are not yet involved.

370. Weather Index Insurance: Promises and Challenges of Promoting Social and Ecological Resilience to Climate Change

Abstract:: Rural communities are particularly vulnerable to weather shocks and ecosystem decline. Traditionally, farmers have adapted to climate variability and extremes through various risk management strategies, either individually or cooperatively. However, climate change amplifies the frequency and intensity of extreme weather events and exacerbates environmental degradation processes. Market-based risk transfer instruments are now being developed as complements to these conventional risk management strategies to shield rural households from increasing climate risks. At present, risk transfer solutions play a central role in the global climate and development agenda. International- and regional-level initiatives such as the InsuResilience Global Partnership support vulnerable developing countries to increase their financial protection coverage through climate risk finance and insurance, including through innovative micro-level schemes such as weather index insurance. Over the last decade, index-based weather insurance has been gaining attention in the climate resilience discourse. These schemes compensate insured individuals based on a pre-defined weather index instead of individual losses, as with traditional types of insurance. Therefore, this instrument has several advantages, including greater time- and cost-effectiveness and reduced moral hazard risk. Although weather-index insurance holds great promise, there are several challenges in designing and promoting it in developing countries. First, on the demand side, there is a lack of accessibility to affordable insurance, especially for the poorest rural populations exposed to climate hazards. Second, on the supply side, insurance providers are facing an elevated risk of paying larger claims due to the increasing frequency and severity of weather extremes, while reinsurance services are often missing. Third, the ecological effects of implementing weather index microinsurance initiatives receive little attention in research and policy. Yet, protecting the environment and building ecological resilience are critical policy dimensions of climate risk management in rural regions, where the poor disproportionately depend on ecosystem goods and services for a living, as they often lack alternative livelihood strategies. Looking into the key challenges to microinsurance initiatives and drawing upon findings of a review of literature on weather index insurance and field research, this Briefing Paper derives recommendations for development cooperation, governments and insurers for an enhanced action agenda on climate risk insurance. The discussion is focused on the specific case of weather index insurance for the rural poor at the micro level. We emphasise the importance of enhancing knowledge on the potential positive and negative ecological effects of weather insurance schemes, and the need to develop a diverse set of climate risk management strategies for the poor, including social protection mechanisms.

While being ambitiously pursued within the Union’s own borders, the Green Deal also has strong external ramifications, as the EU leaves a tremendous ecological footprint in other parts of the world. The EU has referred to this “external dimension” of the Green Deal without further defining it, and appears to primarily understand it as a reflection of the internal strategies and as a call for the EU’s partner countries to follow a sustainable recovery trajectory similar to its own. A number of proposed EU domestic strategies (e.g. biodiversity, blue economy or farm-to-fork) contain chapters on global aspects, yet the EU seems to follow a predominantly sectoral logic to implementing the external dimension of the Green Deal. This approach has certain shortcomings. For one, it creates uncertainty for partner countries on how to adapt to the EU’s new rules, regulations and standards, and the extent of EU support for adjusting to this. It also creates a vacuum for member state engagement by means of their economy, finance, climate and foreign policies. Last but not least, it lacks clear governance mechanisms to address potentially conflicting policy objectives and to strive for greater coherence of domestic and external EU policies. Ultimately, the EU needs to define the different external dimensions of the Green Deal and promote an integrated approach. Whereas this applies universally to all partner countries of the EU, we focus in particular on developing countries in this paper. We consider these dimensions to be (1) promoting the Green Deal in bilateral and regional cooperation, (2) ensuring coherence and addressing negative spillovers, both in trade and domestic policies and (3) the EU’s global leadership in multilateral fora. Combining those three dimensions and governing them across EU institutions and member states allows for the external response to become an integral part of the EU Green Deal. Such an integrated approach allows the EU to claim leadership vis-à-vis other global powers, make credible commitments in multilateral fora for successful “green diplomacy”, and use its market and regulatory power to transform itself and others. In its bilateral relationships, the EU needs to strike a “deal” in the true sense of the word: together formulating and “owning” cooperation agendas that are clear in terms of what is in it for the EU’s partners and how the EU will cushion the potential negative adjustment costs of partners. Overall, the EU needs to avoid a “projectisation” of the external dimension of the Green Deal and clarify how the different Commission services and member states aim to work together to deliver the Green Deal, including through its various external policy areas, of which development is just one.

372. Implications of COVID-19 for Conflict in Africa

Abstract:: How has the COVID-19 pandemic affected armed conflict and political violence within countries? Focusing on Africa, a continent with a particularly high number of ongoing conflicts, this policy brief analyses the immediate and long-term implications of the pandemic on conflict and reflects on its implications for international peacebuilding efforts. In the short term, conflict patterns on the continent are marked more by a continuation of previous trends than by a strong direct impact of COVID-19. Regarding armed confrontations, there was a rise in conflict intensity in some countries and one new war erupted in the Tigray region of Ethiopia in November 2020. As to lower-scale political violence, especially in the beginning of the pandemic, many states used excessive state violence against civilians when enforcing Corona measures. Perhaps more important than the immediate effect of the pandemic, the consequences of the pandemic are very likely to accelerate violent conflict in the medium to long term. This is firstly because the pandemic exacerbates structural weaknesses, including the sharpening of societal divisions, severe disruptions in the education sector and deteriorating socio-economic circumstances. Secondly, the pandemic has curtailed actors and institutions that might be able to reduce the risk of violent escalation. Trust in the state and security institutions has suffered in many countries due to dissatis-faction with the handling of the pandemic. Moreover, demo¬cratic processes are hampered by the postponement of elections and increasing levels of government repression. At the same time, international peace support is negatively affected by social distancing and further threatened by looming cuts of commitments in official development assistance. Bringing together both the short-term and longer-term effects of the pandemic on conflict clearly shows the risk that the pandemic poses to peace in Africa. It is therefore vital for the international community to: 1. Stay engaged and stay alert. If the international community continues to focus on handling the domestic consequences of the pandemic rather than international challenges, conflict will further increase in intensity and spread geographically. COVID-19 has already led to a reduction in international peace support, including peacebuilding initiatives and mediation. However, these instruments are vital to foster peace and prevent emerging and renewed conflict. 2. Invest in conflict prevention. The adverse effects of COVID-19 on economic, social and political structures can, and very likely will, provide the breeding ground for larger-scale conflicts, both in least developed countries (LDCs) and middle-income countries. Thus, conflict prevention must be taken seriously, including the strengthening of open and participatory (democratic) processes that enable societies to deal with societal conflicts peacefully. 3. Pay special attention to post-conflict countries. Many African countries have experienced large-scale civil wars in their history and continue to be LDCs struggling with societal tensions. The risk of renewed conflict in these places is particularly high.

Abstract:: The market for social financial instruments is rapidly growing. The issuance of social bonds, for instance, reached $149.4 billion in 2020, showing an extraordinary growth of 720% compared to 2019 (ADB, 2021, p. 14). By providing capital for certain types of investments associated with positive social impacts, these instruments are intended to close funding gaps that hamper the realisation of social goals, as laid down, for instance, in the 2030 Agenda for Sustainable Development. In addition, social finance might set incentives for enterprises to engage in more sustainable business models that would give them access to social financial instruments potentially associated with a lower cost of capital. However, the magnitude of the potential contribution to society of social finance is a matter of debate. This paper focuses on an important challenge for social finance that concerns the plurality of existing definitions of social investments. The paper provides an overview of the definitions followed by market participants, describes the EU taxonomy for sustainable activities as a potential standard in this context, and discusses implications for development policy.

Abstract:: Social cohesion is key for sustainable development. While social cohesion has suffered in many societies from the consequences of the Covid-19 pandemic, high levels of social cohesion have helped to overcome critical situations during the pandemic in other societies. As a consequence, protecting and strengthening social cohesion has become an increasingly central goal for most countries and the international community. Despite the strong interest in the topic, the questions of how to define social cohesion and make it an observable phenomenon through proper measurement are still contested, in both academia and policy circles. To date, no consistent, temporally and geographically spread-out data on the different elements of social cohesion exists that would allow for a global analysis of social cohesion. This rather fragmented picture of analytical approaches calls for a more universal definition and measurement of social cohesion. This paper aims to provide a narrow and measurable definition of social cohesion that travels across regions and countries. Conceptually, it proposes a definition of social cohesion that incorporates the core elements of existing and widely used definitions of social cohesion across disciplines (trust, identity, cooperation for the common good). Our contribution is to offer a definition of social cohesion that is broad enough to cover the essentials holding societies together while at the same time keeping it lean enough to analyse the causes and consequences of social cohesion, for instance the relationship between social cohesion and inequalities or political institutions. Methodologically, we propose an application of our concept to the African context. It is not only a first step towards a more global and inter-regional measurement of social cohesion, but also the basis for further knowledge-creation, the identification of patterns of social cohesion and the analysis of its causes and consequences. From a policy-oriented perspective, a more unified definition of the core elements of social cohesion and its measurement can inform policies that aim at protecting and fostering social cohesion. In development cooperation, it will help not only to build indicators for designing programme objectives and for evaluation and monitoring, but also to advance evidence-based theories of change.

375. Does COVID-19 Change the Long-Term Prospects of Latecomer Industrialisation?

Abstract:: This study explores to what extent the COVID-19 crisis affects the long-term prospects for industrial development. The focus of the study is on latecomer economies – those facing an uphill battle because they joined global markets at a point in time when other economies had already established global production networks. In a first step, we analyse how the prospects for industrialisation are changing, mainly as a consequence of three global megatrends: digitalisation and automation of production; global economic power shifts; and the greening of economies. These trends create new opportunities for latecomer industrialisation, but they also raise entry barriers to markets, especially for country with weak innovation systems. We then explore COVID-19 effects through the analytical lens of the pre-COVID megatrends. While the pandemic has had a severe impact on the world economy, such impacts will not change the ongoing trends fundamentally. The ongoing recovery from COVID-19 is not showing much structural transformation – despite many voices demanding to “build back better”. Yet, the pandemic is accelerating or decelerating some of the previous trends. One is the trend towards online trading. The dominance of international trading platforms may lead to concentration in “upstream” activities such as manufacturing, crowding out weaker market actors. At the same time, platform economies are boosting delivery activities, such as courier services. Another trend that may be accelerated by the pandemic is towards the reshoring of previously offshored productive tasks, yet, evidence here is mixed, and we may see other risk-hedging strategies rather than large-scale reshoring. We may also see the gap between dynamic economies in East/Southeast Asia and other developing regions widening, because the former recovered faster due to vaccination programmes and fiscal stimulus packages. Regarding the greening of economies, some major economies initiated green fiscal stimulus packages, accelerating for example the development of global green hydrogen economy. Also, the trend towards tele-work is reducing emissions from the transport sector. Overall, however, the pandemic does not seem to alter the ongoing, but slow, progress towards greener economies. We conclude with police recommendations in five domains: i) Fostering economic resilience through economic diversification; ii) the need to develop pharmaceutical and medical supply industries in all countries; iii) increased investments in digital capabilities, including the ability to regulate platform economies; iv) strengthening domestic revenue generation to increase policy space and resilience, including pro-environmental fiscal reforms; and v) improving international governance e.g. in the domains of intellectual property rights and technology-sharing.

376. The EU-UNDP Partnership and Added Value in EU Development Cooperation

Abstract:: European Union (EU) funding for United Nations (UN) organisations has expanded significantly over the last two decades. The EU’s partnership with the United Nations Development Programme (UNDP) is an important example of EU-UN cooperation, and UNDP was the fourth-largest UN recipient of European Commission funds in 2018. Against the backdrop of UN and EU reforms that aim to strengthen multilateralism and promote more integrated development cooperation approaches, this paper outlines priority areas in EU-UNDP cooperation and modes of cooperation. The term “added value” provides an entry point for identifying the rationales for EU funding to UNDP. In EU budgetary discussions, added value is a concept used to inform decisions such as whether to take action at the EU or member state levels or which means of implementation to select. These choices extend to the development cooperation arena, where the term relates to the division of labour agenda and features in assessments of effectiveness. The paper explores three perspectives to consider the added value of funding choices within the EU-UNDP partnership relating to the division of labour between EU institutions and member states, the characteristics of UNDP as an implementation channel and the qualities of the EU as a funder. On the first dimension, the large scale of EU funding for UNDP sets it apart from most member states, though EU funding priorities display elements of specialisation as well as similar emphases to member states. On the second dimension, UNDP’s large scope of work, its implementation capacities and accountability standards are attractive to the EU, but additional criteria – including organisational cost effectiveness – can alter the perception of added value. Finally, the scale of EU funding and the possibility to engage in difficult country contexts are key elements of the added value of the EU as a funder. However, the EU’s non-core funding emphasis presents a challenge for the UN resource mobilisation agenda calling for greater flexibility in organisational funding. Attention to these multiple dimensions of added value can inform future EU choices on how to orient engagement with UNDP to reinforce strengths of the organisation and enable adaptations envisaged in UN reform processes.

Abstract:: This paper analyses the European Union’s (EU) evolving motivations, priorities and current approaches to development cooperation under the label of “Team Europe”, following its introduction in April 2020 as the European Union’s global response to the COVID-19 pandemic. It assesses what Team Europe is, to what extent and how the Team Europe approach has changed the EU’s development cooperation, which effects it has on EU initiatives to support partner countries, and discusses the implications of Team Europe on the EU’s development policy in the medium and long term. The paper analyses the Team Europe approach along four dimensions, which are traditionally emphasised in the EU’s development policy: (i) visibility, (ii) effectiveness, (iii) ownership and (iv) integration. It concludes that Team Europe primarily seeks to increase the visibility of EU’s actions in support of partner countries and prioritises European ownership of cooperation priorities over developing country ownership. Although ‘effectiveness’ efforts focus on improving efficacy of the intra-EU-MS coordinated processes, it remains unclear whether Team Europe promotes more programmatic collective action among member states.

378. Quantifying Investment Facilitation at Country Level: Introducing a New Index

Abstract:: This article introduces a new and unique dataset for measuring the adoption of investment facilitation measures at country level. The Investment Facilitation Index (IFI) covers 117 individual investment facilitation measures, clustered in six policy areas, and maps their adoption for 86 countries. This article presents the conceptual and methodological background of the IFI and provides a first analysis of the level of adoption of investment facilitation measures across countries participating in the investment facilitation for development negotiations in the World Trade Organization (WTO). Our dataset reveals novel insights. Countries which have lower levels of adoption belong to the low-income and lower-middle-income country group and are often located in Africa, the Middle East and to some extent Latin America and the Caribbean. The strong correlation between FDI and the IFI score shows that countries with the lowest levels of FDI, and thus in need of policy tools to attract FDI, have the lowest levels of adoption when it comes to investment facilitation measures. Our dataset has direct relevance for current policy discussions on investment facilitation for development in the WTO but also for domestic-level policy-making. Furthermore, the IFI provides the basis for a future research agenda to assess the design and impact of a future WTO agreement.

379. The Transformative Capacity of Transnational and Transdisciplinary Networks and the Potential of Alumni Work

Abstract:: The Corona pandemic has shown us more than any other recent event that when it comes to a global crisis, we are all in the same boat. In a complex world, we need cooperation to meet global challenges. Networks can provide a structure that enables cooperation and offers promises of being flexible and adaptable. This paper will focus on transnational and transdisciplinary knowledge networks formed by alumni – people who have experienced collective training at the start of their network journeys. Through this shared experience, I see a special potential for these types of networks to engage in collaborative work and create a wider impact in society. The overall question of this paper is: How can knowledge networks fully develop their transformative potential through strategic alumni management? This question is of interest to network facilitators, especially of alumni networks. In order to address the challenge, the paper first presents findings from the alumni management literature focusing on the definition of alumni management, its relevance and the life stages of ideal alumni. This is complemented by insights from the social movement area that highlight the development paths of networks as well as the success factors for social impact networks. Empirical examples from existing alumni networks elaborate the success factors within their work. From these three areas, five recommendations are deduced. In order to foster transformation and create social impact beyond their networks, alumni networks should: (1) align their activities to the life stages of their alumni, (2) establish and nurture trustful relations among their network members – encompassing all elements of trust (benevolence and confidence, reliability and predictability, competence, honesty, openness as well as familiarity and intimacy), (3) initiate and continually work on a collaborative we-identity process, (4) provide supporting structures that allow for making easy connections as well as (5) enable self-organisation. When these five recommendations are taken into consideration, knowledge networks have a great potential to support societal change.

Abstract:: Development assistance often fails to achieve institutional change because of a limited consideration of the political nature of these reforms and the local context. In response, political and adaptive development assistance (PADA) approaches, such as “Thinking and Working Politically” (TWP) and “Problem-Driven Iterative Adaptation” (PDIA), have been developed in recent years. Politicians, practitioners and researchers increasingly want to know if these approaches are more effective than mainstream approaches to development assistance. To answer this question, this paper develops a framework by asking three more specific questions about the “which”, the “where” and the “what”. First, for which types of development problems is political and adaptive development assistance likely to work better than mainstream approaches? Second, where or in which contexts might this be the case? And third, what contributions can be expected from these approaches including, but going beyond, effectiveness? Available evidence is used to answer these questions. This paper finds that political and adaptive approaches have comparative advantages over mainstream approaches when either the problem is complex, the context is hard to predict, or the solution is contentious. The overall conclusion is that development policy needs a broader variety of approaches from which to choose based on which fits the problem and the context best.

Abstract:: Generating decent employment is key to the creation of a new social contract and social cohesion in Sub-Saharan Africa. The crucial question is, thus, how can more decent jobs be created? Much of the extant research has focused on the role of states and businesses in shaping employment relations. In this paper, we draw attention to a third type of actor that has been largely absent in the literature on the determinants of employment relations in developing countries: financial institutions. Based on data from 38 interviews of Kenyan manufacturing firms, financiers and labour representatives before and during the COVID-19 pandemic, we examine the relationship between the patience of capital and labour relations. In particular, the evidence presented in this paper suggests that access to more patient sources of capital may help to enhance the quantity and quality of jobs in African countries. We discuss three mechanisms through which this occurs. Our paper contributes to the growing body of research on patient capital (which largely focuses on developed countries) by extending it to the context of lower income African countries; it also speaks to the broader debates about how to enhance the contribution of finance capital to social cohesion.

Abstract:: The MGG Programme is an innovative and ambitious initiative implemented by the German Development Institute (DIE) with the support of the German Federal Ministry for Economic Cooperation and Development (BMZ). Although the scope and objectives have changed since it was launched in 2007, there is a clear vision that summarises its overarching goals: to construct a network that functions as an effective, high-quality, knowledge-based cooperation system for promoting global governance and sustainable development in the long run. In this respect, managing and crafting symbols, perceptions and collective identities within the MGG will remain crucial as a glue that enables collective efforts and maximises the network’s overall impact. Under what conditions does cooperation among diverse groups become sustainable? How does the MGG look when analysed as part of the longer-term life trajectory of its participants? How do individual identities intersect with a collective sense of belonging to the programme and to the network? What is the role of the collective identity and the collective narrative that underpins MGG efforts? The main goal of this discussion paper is to apply oral history methodologies to answer some of these questions. The assumption is that the long-term impact of the MGG Programme depends on how well individual motivations, which are shaped by complex life trajectories, intersect with national interests and broader global cooperation narratives. By confronting theory with empirical evidence, this paper also draws some lessons and raises some interesting questions that may be useful for MGG staff to consider when planning future activities.

Abstract:: On September 14, 2021, Sustainable Energy for All (SEforALL) and Columbia University’s Center on Global Energy Policy (CGEP) co-hosted a high-level virtual roundtable on energy for development and climate objectives, the first of a series of discussions focusing on the intersection between these two policy priorities. Among the roundtable participants were senior leaders representing major international organizations, development finance institutions, civil society, philanthropic foundations, academia, youth activists, and energy and finance industries. Convened a week before the United Nations (UN) High-Level Dialogue on Energy—the first in 40 years—the virtual roundtable occurred at a time when the focus of many decision makers around the globe was on accelerating climate change mitigation to fulfill the goals of the Paris Agreement. Amid this sense of urgency to accelerate decarbonization, the roundtable served as a timely reminder of energy’s role in alleviating poverty and promoting growth. With 2.6 billion people (more than a third of the world’s population) lacking access to clean cooking and almost 760 million people (roughly 10 percent of the world’s population) lacking access to electricity, bridging the energy gap by 2030 should remain at the top of the global agenda.[1] Energy access is essential for economic development, especially for the 9.1–9.4 percent of the world that still lives in extreme poverty (defined as living on less than $1.90 per day).[2] Moreover, the role of energy extends beyond basic access: it is critical to generating broad-based economic growth to lift people out of poverty and enable quality healthcare, education, gender equity, food security, and other benefits enjoyed by middle-class populations worldwide. Roundtable participants discussed options to promote energy for development and climate change mitigation, considering matters of policy, finance, and technology. This report summarizes the roundtable discussion and presents participants’ key questions. The discussion occurred on a not-for-attribution basis under the Chatham House rule.

Abstract:: This panel considers the central and formative role of parasitology in Modern Japan (1868-present); and, moreover, explores how Japanese parasitology affected the home islands and the region, not just during the imperial period (Meiji, Taisho, early Showa), but also during post-1945 Showa, suggesting some form of reconfiguration in the post-colonial era. The three papers span specific parasitic diseases and micro- / local Japanese history (Bay), to next considering larger questions of Japan’s public health and ODA (overseas development assistance) structure (Homei), as well as how these ambitions ultimately affected regional partners and neighbors such as South Korea and Vietnam (DiMoia). Simon Toner is the panel discussant, and Paul Kreitman will moderate. If the panel brings together a specific field and a nation-state at its beginning, the aim ultimately is to move forward, looking at how this field influences environments at the micro, regional, and global levels. In sum, the ambition of this panel is to examine parasitology not only as field of practice within Japan / Japanese empire, but also to look at (1) its colonial / imperial implications, and (2) its post-colonial / developmental ambitions. In this sense, the panel seeks to join and contribute to a newer, emerging literature for Japan looking at pre / post-1945 continuities, as well as looking at the effects of Japan’s ODA (overseas development aid) efforts within broader East Asia and Southeast Asia.

Abstract:: Chinese construction contracts and development finance have increased massively in recent years. According to many experts, these projects are largely transplants designed to offshore and export Chinese technology, labor, and policy designs to host countries. However, these views have little regard for important nuances of place, time, and politics, ignoring the degree to which host countries—such as local elites, members of civil society, and norms—shape project design, implementation, and results on the ground. Under the regime of President Rodrigo Duterte, political elites in the Philippines have pressed Chinese firms to adapt to some of their demands for political expediency on key infrastructure projects. This pattern is evident from the Kaliwa Dam and the Chico River Pump Irrigation Project—both of which have made substantial progress during Duterte’s rule. In particular, Manila has bypassed local social and environmental regulations and has paved the way for Chinese dam builders to break ground on projects quickly so as to strengthen the Duterte government’s political standing. Around the world, Chinese firms have been highly attentive to the will of local political elites, limiting or sometimes completely avoiding relationships with opposition elites and ties to civil society members. Philippine politics is turbulent. Projects supported by the Duterte regime today might not have the same traction under his successor. So while these Chinese concessions have earned favor with Duterte and his allies, such tactics may prove unsustainable over the long term and could easily spur future resentment against China among local communities marginalized by this decisionmaking. In sum, it is Filipinos, not Chinese actors, who mostly have set the agenda on these major infrastructure projects, except on a few specific contractual terms.

386. Chinese Mining and Indigenous Resistance in Ecuador

Abstract:: Chinese mining companies were drawn to Ecuador by a strong interest in diversifying their sources of copper in Latin America. But Chinese mining operations in Ecuador, which could have contributed to Ecuadorian development, soon gained a negative reputation after these activities prompted a great deal of local pushback, especially from affected Indigenous communities. As a result, the major Chinese mining consortium that now controls Ecuador’s two main copper mines has taken adaptive steps to stabilize its mining investment and increase the security of its supply networks, steps that often have not produced the intended results. Working through two subsidiaries, the Chinese mining consortium has responded to this localized criticism with a blend of tactics that includes co-opting select local figures, colluding with national officials to sidestep environmental and sociocultural safeguards, and coercing inhabitants into relocating under the threat of force from accommodating Ecuadorian authorities. By turning Ecuadorian national elites against locals and using divide-and-conquer tactics among Indigenous communities, the Chinese-led mining projects have entrenched existing political cleavages, have undermined community cohesion, and ultimately have harmed Ecuador’s democratic fabric, especially the standing of civil society and Indigenous rights organizations. While Ecuador has welcomed Chinese capital and other sources of international investment, this infusion of financing has increased the risk of political abuses at the national and local levels. This paper explains the adaptive strategies employed by the Chinese consortium and its subsidiaries in charge of the Mirador and San Carlos Panantza mining sites, contrasting the differing results these tactics have produced in each case. Both projects are located in Ecuador’s so-called Copper Belt provinces of Morona Santiago and Zamora Chinchipe, which are part of a mountain range known as the Cordillera del Cóndor. They are embedded in an ecologically and culturally sensitive zone that includes territory of the Indigenous Shuar community in the Ecuadorian Amazon. In the case of Mirador, the Chinese mining consortium’s adaptive response helped its subsidiary overcome local resistance but only by crushing it. In the case of San Carlos Panantza, local resistance so far has not been overcome, so the Chinese consortium has remained unable to proceed with its project. Neither case, even the Mirador site where mining has moved forward, is a sign of success for future relationships between Chinese mining conglomerates and Ecuadorian communities. To understand why the Chinese consortium’s adaptive tactics were somewhat more successful in Mirador, it is important to focus on the differing composition of the inhabitants of the land where the two mines are located. Mirador sits on territory shared by Shuar and non-Shuar settler communities who have different bonds with the land. The non-Shuar settlers emphasize the productive and commercial value of the land over the spiritual and symbolic value that is key for many in the Shuar community. The Canadian-held and later Chinese-controlled companies active in Ecuador’s mining industry understood this difference between Mirador’s inhabitants and adapted accordingly: they managed to displace resistant residents despite widespread opposition through questionable and sometimes arguably illegal purchases of land. In San Carlos Panantza, a second subsidiary of the Chinese consortium chose to respond to local criticism with the same alleged practices of violence, occupation, and displacement used in Mirador. However, although the two projects are geographically near each other, the situation played out differently at the second would-be mine: ongoing opposition has prevented mining operations from beginning at all yet. Again, paying attention to the inhabitants of the land is instructive. San Carlos Panantza is in the heart of Shuar territory in Arutam, a region with few non-Indigenous settlers. The mining incursion by the Chinese-run subsidiary and the Ecuadorian security forces tasked with supporting it were seen as a threat to the area’s Shuar people, who have been strongly protesting and opposing the mining venture since late 2016. This state of affairs is likely to have far-reaching effects for Ecuador too. The apparent collusion between Ecuador’s national government and the Chinese consortium (and its subsidiaries) has crushed those who oppose mining, has upended the country’s policies on resource extraction, and has yielded documented violations of local communities’ human rights. These events have transpired because both the Chinese firms and the Ecuadorian state have tended to see local communities as an obstacle to the development of the country’s extractive industries. As a result, local social and environmental safeguards have been weakened, tenuous consultation processes have eroded, environmental licenses have been granted under dubious circumstances, and local communities have been forcibly displaced. This paper explores the implications of the adaptive tactics chosen by the Chinese mining subsidiaries that run the Mirador and San Carlos Panantza mines. It also addresses how Chinese companies have, in some cases, negotiated with local communities to begin mining exploitation, while also analyzing the ways the Chinese mining consortium has interacted with the Ecuadorian government and other players, such as the Canadian mining company it acquired and other peer companies that set up successful coalitions for mining development in Ecuador. Finally, the paper explores the effects the agreements between the Ecuadorian government and the Chinese consortium have had on local actors.

387. China’s Influence in South Asia: Vulnerabilities and Resilience in Four Countries

Abstract:: China’s economic and political footprint has expanded so quickly that many countries, even those with relatively strong state and civil society institutions, have struggled to grapple with the implications. There has been growing attention to this issue in the United States and the advanced industrial democracies of Japan and Western Europe. But “vulnerable” countries—those where the gap is greatest between the scope and intensity of Chinese activism, on the one hand, and, on the other, local capacity to manage and mitigate political and economic risks—face special challenges. In these countries, the tools and tactics of China’s activism and influence activities remain poorly understood among local experts and elites. Both within and beyond these countries, meanwhile, policy too often transposes Western solutions and is not well adapted to local realities. This is especially notable in two strategic regions: Southeastern, Central, and Eastern Europe; and South Asia. China’s economic and political profile has expanded unusually quickly in these two regions, but many countries lack a deep bench of local experts who can match analysis of the domestic implications of Chinese activism to policy recommendations that reflect domestic political and economic ground truth. To address this gap, the Carnegie Endowment initiated a global project to better understand Chinese activities in eight “pivot” countries in these two strategic regions. The project’s first objective was to enhance local awareness of the scope and nature of Chinese activism in states with (1) weak state institutions, (2) fragile civil societies, or (3) countries where “elite capture” is a feature of the political landscape. Second, the project aimed to strengthen capacity by facilitating a sharing of experiences and best practices across national boundaries. Third, the project sought to develop policy prescriptions for the governments of these countries, as well as the United States and its strategic partners, to mitigate and respond to activities inimical to political independence or well-balanced economic growth and development. To establish a comprehensive picture of China’s activities and their impact, this project dug deeply into Chinese activism in four case countries in each region—eight countries in total. We began by holding workshops, so that influencers across countries could share experiences and compare notes. Invited participants included policymakers, experts, journalists, and others—all with deep local knowledge, steeped in their countries’ politics, economies, and civil societies. In Europe, the four countries were Georgia, Greece, Hungary, and Romania, and in South Asia, Bangladesh, Maldives, Nepal, and Sri Lanka. Cross-national discussions among these regional participants aimed to raise awareness, discuss the implications of China’s growing activism in their countries, and compare notes on the diverse ways in which these various countries had managed the rapid influx of Chinese capital, programs, people, technology, and other sources of influence.

388. The Institutional Context of Humanitarian Helping in Contemporary Italy

Abstract:: Italy was itself a recipient of foreign aid and has now become a donor engaged in multiple forms of humanitarian helping abroad and at home. The institutional context of humanitarian helping in Italy is constituted by a moving constellation of relationships between the state, the church, and the nonprofit sector. As we see the changing institutional context for Italian nonprofits with decreasing public solidarity, negative discursive framing, and the need to diversify fund-raising channels, Italian businesses are being sought out for partnerships between profit and nonprofit actors (De Marchi and Martinez 2020). As in other donor countries, there has been a weakening of public trust in the traditional aid sector of Italian nonprofits combined with recently decreasing national funding for humanitarian helping abroad. These trends have led to an increasing need for nonprofits to pivot their fund-raising campaigns toward individuals and social networks such as Facebook (De Carli, 2019c). Today, the interface for “helping” brings together government legislation, state bodies, for-profit organizations, nonprofit organizations, the church, and individuals. To begin to understand the interface of humanitarian helping and the trends in Italy today, this working paper documents and explains the history of Italian cooperation for development and humanitarian helping. The next section will explore changes in perceptions of non-state helping and doing good. The third section will turn to government-based helping in contemporary Italy to understand the formal structures shaping humanitarianism and international development. The fourth section examines the institutional organization of the contemporary development cooperation system that links actors in helping interventions. Within this, we examine the public funding trends for development helping. Section five then examines the private funding available. Finally we conclude with some reflections on what this institutional context suggests for the mix of public and private helping abroad.

389. Coalition Falls Back in Hudaydah, Fighting Shifts South – The Yemen Review, November 2021

Abstract:: A surprise decision by the UAE-backed Joint Forces to withdraw from areas south of Hudaydah city and the surrounding governorate shook up the military situation on Yemen’s Red Sea coast.[1] The largest members of the Joint Forces are the Giants Brigade, Tariq Saleh’s National Resistance Forces and the Tihama Resistance. The withdrawal, which began on November 9, saw the Joint Forces move out 15,000 fighters and abandon frontlines in Hudaydah city, home to Yemen’s busiest port, as well as in Al-Durayhimi and Bayt al-Faqih districts, and from the majority of Al-Tuhayta district. The frontlines had been active but largely static since the December 2018 UN-sponsored Stockholm Agreement, which ended a Saudi-led coalition push to take Hudaydah city. The UN and the Yemeni government said they had no advance notice of the withdrawal,[2] and it appeared as though the Joint Forces’ own units were confused about how it would be carried out. The process was disorganized, with units disputing the order of withdrawal with one another. Houthi forces took advantage of this, shelling Joint Forces positions and causing dozens of casualties, according to local military sources. Hundreds of Joint Forces fighters were captured by Houthi forces. The Joint Forces withdrew to the south, establishing a new defensive line from the Al-Himah area, in southwestern Al-Tuhayat district, to Hays district, about 40 kilometers to the east. The official explanation from the Joint Forces was that the withdrawal corrected what it called the “mistake” of remaining in defensive positions while frontlines elsewhere in Yemen needed support.[3] In effect, the terms of the Stockholm Agreement prevented the Joint Forces from making any serious attempt to advance in Hudaydah since 2018. 391. Local Economic Councils: A Tool to Improve Business Productivity in Yemen

Abstract:: Even before the events of 2014 and 2015 that led Yemen into the ongoing civil war, its economy was fragile. The years of hardship that have haunted the country ever since have been devastating. Yemen is now rated as one of the hardest places in the world for businesses to operate and is last or near last in a host of global business competitiveness indexes. From January 25-27,2021 the seventh Development Champions Forum, held virtually, focused on this dire national situation. To help address local economic challenges, the Development Champions discussed the possibility of establishing Local Economic Councils. According to their analysis, between the existing community-level local development committees (which guide targeted, small scale infrastructure investment from development funds such as the Social Fund for Development and the World Bank) and the Supreme Economic Council (which guides sector-led state investment at a national level), a space exists for a governorate-level body to drive development by guiding investment to serve local needs and strengthen ties between the governorates and the private sector.

Abstract:: The Global Network of Women Peacebuilders (GNWP) developed case studies on the implementation of the Triple Nexus in Bangladesh and the Democratic Republic of Congo, where it has ongoing programs. In both countries, GNWP has worked to elevate women and youth peacebuilders as decision-makers in humanitarian action; build local women’s and communities’ resilience to threats and violence; and advocate for gender-responsive and conflict-sensitive humanitarian action and crisis recovery. The Triple Nexus approach – humanitarian, development, and peace actors using their respective comparative advantage towards collective outcomes – has the potential to transform gender inequalities, invest in local women’s leadership and agency, and effectively prevent and respond to gender-based violence. The case studies argue that local women’s full and equal participation in humanitarian action, development work, and peacebuilding is the key to the Triple Nexus’ successful implementation.

393. Two Birds, One Budget: Using ODA for Influence and Development in the Indo-Pacific?

Abstract:: This paper explores the UK’s proposed “Indo-Pacific tilt” from a development perspective. In light of recent cuts to the UK’s official development assistance (ODA), we ask how the UK can use scarce development resources in the Indo-Pacific more effectively to capitalise on opportunities to support strategic objectives while ensuring that ODA remains squarely focused on development priorities. Our analysis seeks to understand both how the UK is positioned within the Indo-Pacific, which is an already-crowded development landscape, as well as where the UK’s strategic and developmental priorities in the region might meaningfully overlap. We find that while there are some opportunities for the UK to support both development objectives and strategic interests concurrently in the Indo-Pacific—such as in the provision of regional and global public goods—the countries with the greatest strategic value to the UK are not those where additional ODA could contribute most clearly to poverty reduction. We conclude the paper with six policy recommendations. Among others, we propose that the UK should consider partnering with other like-minded providers to maximise its presence in the region.

Abstract:: In recent decades, the number of people migrating irregularly from the three Northern Triangle countries of Central America—El Salvador, Guatemala, and Honduras—has been increasing, putting pressure on the Biden-Harris administration to address the root causes of irregular migration and deliver “results.” Evidence suggests that these countries are undergoing a demographic and economic transition, hence emigration pressure will likely remain for the coming decades. Yet there is much an entity like USAID, the United States’ largest development agency, can do to moderate the short-run drivers of irregular migration such as violence, climate shocks, lack of economic opportunity, and inaccessibility of legal migration pathways. In this policy paper, we outline the available evidence within these areas that is directly pertinent to irregular migration and identify key evidence gaps to be filled by future research and evaluation. We conclude by outlining five recommendations for how USAID can ensure its work is evidence-based and contributes to new learning, supporting policymakers in this field for decades to come.

395. Mapping China’s Participation in Multilateral Development Institutions and Funds

Abstract:: China has emerged as a leading participant in multilateral development organizations. In many ways, this is a welcome development. Today’s global challenges, including COVID-19 and climate change, require an international response and have prompted renewed calls for increased multilateral engagement by the major economy countries. This, combined with the recognition of multilateral institutions’ high standards for transparency and environmental safeguards, have led the United States at times to encourage China to step up its multilateral contributions. At the same time, countervailing voices focused on strategic competition increasingly view China’s multilateral participation with skepticism. When the People’s Republic of China joined the World Bank in 1980, it was allocated 12,000 International Bank for Reconstruction and Development (IBRD) shares, becoming the Bank’s sixth largest shareholder with 3.47 percent of the of the voting power. By 2013, decades of rapid economic growth had propelled China to its current position as the IBRD’s third largest shareholder, eclipsing France, Germany, and the United Kingdom with 5.03 percent of IBRD voting power. In many ways, China’s rise in stature at the IBRD mirrors its growth in influence across the multilateral development system. This is certainly true of China’s increasing voting share in the World Bank, IMF, and UN system, all of which tie financial contributions to economic size (see Figure 1). But China’s growing importance in the multilateral system is also the product of distinct policy choices made by the Chinese government. These policy choices go beyond the wealth-based financial contributions that dictate IBRD shareholding to include voluntary financing, borrowing, and commercial contracting. In concert, they make China a unique player in the multilateral system by virtue of to its simultaneous roles as a multilateral organization donor, shareholder, aid recipient, and commercial partner.

Abstract:: A considerable body of recent research attempts to shed light on China’s bilateral aid and finance flows, but there have been fewer efforts focused on China’s participation in multilateral development channels. As a result, China’s role across the landscape of multilateral institutions and funds is poorly understood, even as China has emerged as a leading donor within many of these entities. Part of China’s increased multilateral engagement reflects its economic growth, with shareholding and assessed contributions based largely on economic size. But the government of China’s policy choices are also revealed, in part, through its patterns of voluntary funding, cooperation agreements, and influence through personnel instated in leadership positions. By collating data on China’s financial and non-financial engagement with multilateral development banks and other financial institutions, sector-based vertical funds, and the development entities of the United Nations, among others, this paper seeks to provide a clear picture of China’s role in the multilateral development system and the evolution of that role over the past decade. This assessment brings to light the weight of China’s voting power across the multilateral development banks, the extent to which Chinese firms benefit from procurement opportunities in multilateral institutions, and the degree to which China has achieved a singular position of being a large-scale donor and recipient in the multilateral system.

397. Navigating the Straits: Pull Financing for Climate and Development Outcomes

Abstract:: An increasing share of official development assistance is being used for climate-related activities. This trend is continuing despite the lack of comprehensive cost-effectiveness evidence to guide spending decisions and continuing concerns that few applications are effective or efficient mechanisms for either climate or development outcomes. This represents both a waste of scarce resources and a missed opportunity. This paper proposes that a well-designed pull financing mechanism, which identifies specific problems for which it will pay a pre-specified price for solutions that can scale up, has the potential to navigate these problems. When they work, a pull instrument can solve problems at scale at low cost by incentivizing private innovators to produce a socially beneficial product that people want to buy and use. However, the design challenges associated with them are not trivial: firstly, the identification and selection of technologies or problems for which the pull financing facility would be a sufficiently large portion of the market to shift incentives for innovators or producers (for technologies that exist but have not been taken up widely yet); and secondly, the ability to design contracts that incentivize socially beneficial innovation that are bought and used. This paper sets out the case for pull financing for climate and development activities, the challenges that need to be addressed to do it well, criteria for judging potential applications of pull financing and an initial indication of some sectors to which pull financing may be applied.

398. Translating Results-Based Financing from Theory to Operational Reality: Lessons from the Practical Application of RBF at the European Commission

Abstract:: esults-based financing (RBF) is one of several broad approaches to finance official development assistance (ODA) “that attempt[s] to connect at least a portion of payment to the verified achievement of results.” Despite some relatively high-profile programs and pilots—and broad interest and curiosity—RBF approaches have yet to penetrate the routine operations of large institutional grant- and contract-based funders, many of which are governed by complex bureaucracies, restrictive financial regulations, and deeply entrenched, risk-averse corporate cultures. The European Commission (EC) is one large and influential donor that has shown a long-standing interest in RBF approaches but is still in initial phases of implementation. Informed by a research partnership between the Center for Global Development (CGD) and EC Commission Directorate-General for International Partnerships (INTPA), this Policy Paper reflects on the experience and lessons learned in attempting to operationalize RBF at scale within a large funder of ODA, with important implications for the broader international development community. Starting at the macro level, it considers the institutional prerequisites for adoption of RBF within a donor agency—in this case, the European Commission/INTPA. It then zooms into the project-level design and negotiation process, including the choice of implementing partner (in this case a United Nations agency) and political and technical stumbling blocks. It concludes with a discussion of remaining challenges for broader use.

We can make some progress on that question by looking at the return on investment in the form of higher real incomes for workers and customers, and comparing that to a cash transfer benchmark. There is considerable uncertainty, but what evidence we have suggests returns on investment are in a range that compares well to that benchmark. There is also a diversification argument that because we don’t know which of the things that aid can finance will ultimately prove most important for poverty eradication, aid allocation should hedge its bets. A low single digit percentage of aid allocated to increase the quantity and quality of private investment in low- and middle-income countries seems reasonable.

400. Some Unpleasant ODA Arithmetic

Abstract:: Official development assistance is supposed to be designed to prioritise the economic development and welfare of developing countries. The OECD’s Development Assistance Committee is a club of wealthy donor countries which collaborate to set rules and norms to this effect. However, digging into the official data submitted by donors to the OECD reveals some unpleasant truths. We use data on every funding line reported by donors to the OECD between 2006 and 2019 to investigate the pattern and distribution of commitments and disbursements of ODA to developing countries, and discover that ODA is targeted poorly within the group of eligible developing countries; that this group of eligible countries is gradually expanding to include more relatively wealthy places; that aggregate ODA flows are organized and structured sub-optimally; and that ODA responds more to arbitrary income classifications than it should. We suggest informational and incentive reforms in response. These findings also suggest limits to what realistic reform of ODA can achieve, and, consequently, the importance of non-aid development policy for outcomes in developing countries.
