Consumer trust of food producers and the governments that regulate them is in notable decline throughout the world, due to frequent and recurring instances of food contamination. Yet consumer trust is pivotal in order to sustain the increasingly globalized nature of food production, processing, and distribution in the international trading relations of states. With an increasing population, rapid urbanization and rise of the middle class, the demand for processed food is increasing significantly, and thus presents inherent risks for food safety and sustainability. The challenge of ensuring effective global food safety standards is inexorably linked to the progressive trade liberalization agenda of the World Trade Organization (WTO). In a globalized world, food-borne outbreaks, like air-borne infectious diseases, disregard the geopolitical boundaries of sovereign states. Food products grown in one part of the world, because of advancements in food production trends and burgeoning international trade between states, are now easily transported to other regions of the world. International trade norms and policies often focus predominantly on traded goods and services, especially “Northern” access to “Southern” markets. Founded on the free trade agenda of market access, and driven by the principles of “National Treatment” and “Most Favoured Nation”, the international trading system—with nation-states as the dominant actors—is asymmetrical in nature. Very often, the international trading system does not effectively address the many fundamental and pressing issues related to environmental degradation, pesticide use and chemical dependency common in modern agricultural practices.

“From the very first moment of his appointment, General Yunus-Bek Yevkurov has behaved like a man sent to the front line with a special mission,” the piece stated. “He cancelled the inauguration ceremony and the celebrations that are normally held when a new Ingush president takes office. On his first day he visited the central mosque to take part in the evening prayers. His predecessors have also made such visits from time to time, but only as guests of honor. Yevkurov plans to rely primarily on the people, rather than on the siloviki and the bureaucrats. He let this be understood when, on returning from prayers, he requested support from the elders of the Ingush teips.”

Russian Interior Minister Rashid Nurgaliev removed Musa Medov as Ingushetia's interior minister on November 24. Medov, along with Murat Zyazikov, who was removed as Ingushetia's president late last month (North Caucasus Weekly, October 30), were accused by the republic's opposition party of involvement in the August 31 murder of Magomed Yevloev, founder of the independent Ingushetiya.ru website (North Caucasus Weekly, September 5). Ingushetiya.ru's successor website, Ingushetia.org, reported on November 25 that Medov has been replaced by Colonel Ruslan Meiriev, a former employee of the police department in the Siberian town of Nizhnevartovsk. Newsru.com on November 25 quoted sources in the federal Interior Ministry as saying that Medov had been given a job in the ministry's apparatus in Moscow—which is in effect a promotion. The website reported that Meiriev had been introduced to the staff of Ingush President Yunus-Bek Yevkurov and Deputy Russian Interior Minister Colonel-General Arkady Yedelev.

Abstract:
On March 11th, 2000, two children who were playing in the neighborhoods of Mitrovica, Kosovo, got hurt by an “unexploded ordnance”. One of them died in the explosion, the other was severely injured. An inquire clarified that the ordnance was a “bomblet”, a part of a cluster bomb dropped during the 1999 NATO air campaign against the Federal Republic of Yugoslavia.

4456. Measuring the Vulnerability of Subnational Regions

A small but growing literature has been concerned about the economic (and environmental) vulnerability on the level of countries. Less attention is paid to the economic vulnerability of different regions within countries. By focusing on the vulnerability of subnational regions, our paper contributes to the small literature on the 'vulnerability of place'. We see the vulnerability of place as being due to vulnerability in various domains, such as economic vulnerability, vulnerability of environment, and governance, demographic and health fragilities. We use a subnational dataset on 354 magisterial districts from South Africa, recognize the potential relevance of measuring vulnerability on a subnational level, and construct a local vulnerability index (LVI) for the various districts. We condition this index on district per capita income and term this a vulnerability intervention index (VII) interpreting this as an indicator of where higher income per capita, often seen in the literature as a measure of resilience, will in itself be unlikely to reduce vulnerability.

4457. Vulnerability to Hunger: Improving Food Crisis Responses in Fragile States

The paper examines the imperative for improved classification and analysis of food crises in different fragile contexts. Recognizing the persistence and protracted nature of food crises, the paper questions how prevention and response mechanisms could be improved to help decisionmakers better address the underlying causes of vulnerability and hunger. The paper draws on case study information to examine real life opportunities and constraints in applying a recently developed food security classification system, named the analytical frameworks at country level, the Integrated Food Security Phase Classification (IPC). Developed originally in Somalia, this classification framework is now being applied in a range of country contexts within and outside of Africa by national governments, UN agencies, donors and NGO organizations. The paper draws on early applications of the IPC to consider opportunities and constraints in the application of common classification systems, taking into account issues of institutional adaptation, methodologies, data and analysis.

Abstract:
Since the end of the Cold War, transnational organized crime and corruption have persistently plagued the post-communist states in Central and Eastern Europe. Facilitation of travel and trade regimes in Europe has provided criminal organizations with a broader scope to expand their businesses and to invest and profit through such practices. The fall of living standards and growth of unemployment in the post-communist economies—along with the promotion of free movement of goods, services, and people in the enlarging European Union (EU)—produced new forms of organized crime in the region, particularly a modern-day equivalent of slavery that is known as trafficking in persons (TIP). The novelty of the crime, combined with the corruption of unreformed law enforcement agencies in transition states and the transnational nature of TIP have increased the need for international cooperation to fight it effectively. Based on an analysis of TIP in South Eastern European (SEE) and Eastern European states, this article attempts to assess the patterns of human trafficking in the region, determine links between corruption and trafficking, and identify possible networks for counter-trafficking activities in the region.

The ongoing conflict between the pro-Moscow government and the Vostok battalion of the Russian Defense Ministry's Main Intelligence Directorate (GRU) intensified on August 6 when the Chechen authorities announced that the battalion's commander, Sulim Yamadaev, has been put on the federal wanted list for various crimes, including an alleged murder. On August 7, the Investigative Committee of the Russian Prosecutor General's Office confirmed that Yamadaev had been put on the federal wanted list for the 1998 murder of a Chechen businessman, Itar-Tass reported.

Kavkazky Uzel reported on August 13 that members of the Chechen-manned Vostok battalion of the Russian Defense Ministry's Main Intelligence Directorate (GRU) were among the Russian forces that invaded Georgia. According to the website, the Vostok fighters were located in area of the Georgian town of Gori along with Sulim Yamadaev, the Vostok battalion commander. Yamadaev, who became a target of Chechen President Ramzan Kadyrov's wrath following a confrontation and apparent shootout last April involving Vostok members and security forces loyal to Kadyrov, was put on Russia's federal wanted list earlier this month.

4461. Energy Security: NATO's Limited, Complementary Role.

NATO cannot avoid discussing energy security. As both the international situation and the alliance evolve, it becomes increasingly important and relevant to do so: clear and direct links exist between the security of NATO member states and the interruption of their energy supply. Indeed, given the range and potential scale of these threats it would be, as stated by the alliance's Secretary General Jaap de Hoop Scheffer, alarming if NATO did not at least discuss it. NATO could not simply 'stay on the sidelines' watching such threats emerge. Discussion of energy security can take place under the framework of the alliance's Washington Treaty, as outlined in Article IV. But the role proposed by the alliance is a limited one - and, as Jamie Shea has noted, discussions mean neither automatic agreement that NATO will act, nor that the alliance would necessarily adopt a leading role in any response.

Egypt has been scrambling to formulate a new policy toward the Gaza Strip this week after being challenged by Hamas, which opened more than eleven crossings along the Israeli-constructed wall that serves as the Egypt-Gaza border. Up to 750,000 Palestinians have flooded the northeastern corner of the Sinai Peninsula since January 23, spending approximately $130 million in local markets, while tens of thousands of Egyptians took advantage of the lack of immigration, customs, and security controls to cross into Gaza. This massive movement of people caught many by surprise and may have serious ramifications for Israel, Egypt, and the Palestinians.

The government's decision to withdraw Australian combat elements from southern Iraq by the middle of 2008 has the potential to consign the Arabian Gulf region 1 to the periphery of Australian policy interests. There is a consequent temptation to focus our security policy on Australia's immediate region, or within West Asia only on Afghanistan where our combat forces will likely be operating for some time to come. To do so, however, flies in the face of our substantial, diverse and growing economic interests in the Gulf (including an upcoming Gulf Cooperation Council (GCC) free trade agreement), our interests in counterterrorism and counter-proliferation, and our record of regularly deploying Australian Defence Force (ADF) elements into the region over the last 20 years. These factors, along with the government's recognition that '...the challenges (that) Australia faces will require us to be more internationally active, not less' 2 mean that, in an uncertain world where our strategic horizon extends beyond Southeast Asia, it is prudent to maintain and consider enhancing the diplomatic and security connections we have built up in the Gulf, albeit in a piecemeal fashion, over nearly two decades.

Police in Ingushetia's largest city, Nazran, forcefully broke up an anti-government protest on September 2, two days after police shot dead Magomed Yevloev, owner of the opposition Ingushetiya.ru website. Reuters reported that the protest started during the funeral of Yevloev, who died after being shot while in police custody. The news agency quoted Magomed Mutsolgov of the Ingushetia-based human rights group Mashr as saying police had arrived at around 5:30 a.m. local time to disperse a crowd of around 50 men who had been sleeping in Nazran's main square. Police and military vehicles were then deployed to block access to the main square, Mutsolgov told Reuters. Protest organizers later vowed to try and force their way back into the square on September 2. However, an Ingushetia Interior Ministry press official denied the police had forced the demonstrators to leave and insisted they had left peacefully. “We didn't even have to make any arrests,” Reuters quoted the official as saying.

Newsru.com reported on September 11 that unidentified attackers had fired grenade launchers and machine guns at Ingush President Murat Zyazikov's home in the Nazran municipal district village of Barsuki the previous evening. A home located nearby belonging to relatives of Zyazikov was also reportedly targeted. According to Ingushetiya.ru, there was no information on whether there were any casualties from the attack, which lasted around 20 minutes. Ingushetia's Interior Ministry, meanwhile, denied that such an attack took place, Interfax reported.

Abstract:
The Dagestani branch of the Federal Security Service (FSB) reported on September 17 that it had killed ten militants in an operation that day. According to the Moscow Times, the Dagestani FSB said in a statement that a Gazel minivan that was carrying the insurgents, along with arms and explosives, was ambushed on a road near Russia's border with Azerbaijan. The FSB commandos reportedly fired several rocket-propelled grenades into the minibus and sprayed the rebels with automatic gunfire. According to the FSB statement, two of its officers were wounded in the fighting, one of whom died later in a hospital.

Abstract:
Security sector reform (SSR) in weak and fragile state environments encompasses a broad range of efforts to improve the capacity, governance, performance, and sustainability of the security system. Financial dimensions of SSR include the allocation of resources according to well-defined priorities, both across sectors and within the security system, and ensuring that expenditure is transparent, efficient and effective. Issues of financial management were central to the origins of SSR in the 1990s, and they are no less central to security sector reform today. Yet current SSR strategies and programming all too often pay insufficient attention to public finance issues. As a result, the medium and long-term fiscal implications of short-run policy decisions are not factored into early post-conflict engagement processes. The negative consequences include unsustainable reforms, the squeezing out of other vital sectors, and, conversely, the under-provision of security. This paper argues for the “right-financing” approach to be adopted for the security sector – striking an appropriate balance between current security needs and the goal of building a fiscally sustainable security sector based on realistic resource projections. This paper makes four policy proposals.

Global demand for peacekeepers continued to rise in 2007. By the end of the year, there were over 160,000 peacekeepers in the field. The UN remained the centerpiece of the international peacekeeping system, providing nearly 50 percent of all peacekeepers in the field. In 2007, the UN's deployments of uniformed personnel grew by 10 percent to 83,000 personnel. In addition, there were nearly 20,000 civilian staff serving in UN peace operations.

A car belonging to an official believed to be a relative of Musa Medov, Ingushetia's Interior Minister, was blown up in Nazran on October 8. The opposition Ingushetia.org website reported that a powerful explosion took place 100 meters from the Interior Ministry building in Nazran while Itar-Tass quoted a source as saying that the explosion was an attempt on the life of Daud Medov, the deputy head of the Interior Ministry's vehicle maintenance department. According to Newsru.com, the blast was caused by an explosive device that was attached to the undercarriage of Medov's Lada Priora car and that the bomb went off when the car was parked outside his home and as Medov had left his home and gone outside. Neither Medov nor anyone else was hurt in the blast, but the car was burned out.

A fundamental shift is taking place in the world economy to which the multilateral trading system has failed to adapt. The Doha process focused on issues of limited significance while the burning issues of the day were not even on the negotiating agenda. The paper advances five propositions: (1) the traditional negotiating dynamic, driven by private-sector interests largely in the rich countries, is running out of steam; (2) the world economy is moving broadly from conditions of relative abundance to relative scarcity, and so economic security has become a paramount concern for consumers, workers, and ordinary citizens; (3) international economic integration can contribute to enhanced security; (4) addressing these new concerns-relating to food, energy, and economic security-requires a wider agenda of multilateral cooperation, involving not just the World Trade Organization but other multilateral institutions as well; and (5) despite shifts in economic power across countries, the commonality of interests and scope for give-and-take on these new issues make multilateral cooperation worth attempting.

Half a century after independence, African elites, at least those in conflict ridden countries, often live in constant fear for their life. Real or invented coup attempts, political assassinations, beatings of opposition leaders, the distribution of death lists, etc. have a profoundly traumatizing and self perpetuating effect. Purges, not least in the security apparatus, are not uncommon, particularly after changes in government, be they peaceful or violent. These purges come at a cost: the excluded elites are frequently tempted to use violence to come back into the “dining room”­and the excluding government tries to prevent reentry by all means.

A suicide bomber attacked the motorcade of Ingush Interior Minister Musa Medov on September 30. The Moscow Times reported on October 1 that the male bomber attempted to ram a Lada hatchback packed with explosives into Medov's convoyin downtown Nazran at 8:20 a.m., local time, but the car exploded before it collided with the minister's armored Mercedessedan. According to Gazeta.ru, Ingush prosecutors said Medov and his bodyguards were unharmed, while five by standers were wounded and several houses in the vicinity of the blast were damaged. Kommersant reported on October 1 that amongthe injured were a taxi driver and his passenger who were driving by when the bomb detonated and two women living in apartment buildings nearby.

The Honorable Thomas Ridge is President and CEO of Ridge Global LLC. From January 2003 to February 2005, he served as the nation's first Secretary of the Department of Homeland Security. Before becoming Secretary, he served as President Bush's Homeland Security Advisor, and in that capacity developed and coordinated a comprehensive national strategy to strengthen protections against terrorist threats in the United States in the wake of the September 11 attacks. Between 1995 and 2001, he was twice elected Governor of the State of Pennsylvania.

Abstract:
Ingushetia.ru reported on October 16 that rebel fighters had seized two villages in the republic. According to the opposition website, the militants had blocked the entrances to the villages of Muzhichi and Yandare from the Rostov-Baku federal highway and had set up their own checkpoints. Yet sources in Ingushetia's Interior Ministry called the report “disinformation,” while the republic's prosecutor, Yury Turygin, told Interfax that neither he nor the Interior Ministry nor any other republican law-enforcement bodies had received any information about “bandits” having seized villages.

Suddenly, the lights go out. Communication lines fall silent. Internet connections are lost. People venturing into the congested streets discover that banks are closed, ATMs are malfunctioning, traffic lights are jammed. Radio and TV stations cannot broadcast. The airports and train stations are shut down. Food production halts, and the water supply starts rapidly diminishing as pumps stop working. Looters are on the rampage; panic grips the public; the police cannot maintain order. This grim picture is not the opening scene of a Hollywood fantasy, but the beginning of a cyber attack, as described by Sami Saydjari, president of Professionals for Cyber Defense, to a Congressional homeland defense subcommittee in April 2007. In vivid terms, he described how a superpower can be reduced to third-world status by a cyber take-down of a nation's electronic infrastructure. The defense expert called his description “a plausible scenario” – and one for which the United States is unprepared. Even if military computer systems are usually protected against outside interference, most civilian electronic systems remain vulnerable to a massive assault that enjoyed the sponsorship of a state.

Following the capture of the foothill villages of Muzhichi and Yandare in Ingushetia on the evening of October 16 (North Caucasus Weekly, October 16), militants from the Ingush Jamaat “Shariat” carried out another series of high-profile actions against Russian troops. According to various sources, more than 50 Russian military personnel were killed and wounded in two assaults by the militants on the Galashki Highway on October 18, which would make this the most audacious attack by the jamaat members in Ingushetia to date. According to the media reports, the attack on the Russian military motorcade took place on the Alkhasty-Surkhokhi road in Ingushetia's Nazran district at ten in the morning. According to Ingush Prosecutor General Yury Turygyn, only two soldiers were killed and five were wounded in the attack. All of them were from Interior Ministry detachments based in the village of Alkhasty (RIA Novosti, October 18) According to Turygyn, the assault was carried out by members of “illegal armed formations” with the purpose of destabilizing the situation in the region. Turygyn, however, was apparently referring to the casualties in an attack on another column of servicemen that had occurred earlier on October 18, and the Regnum News Agency quoted a source in the Interior Ministry department forIngushetia's Sunzha district as saying that all the soldiers in the column targeted in the second attack were killed except forone and that the total number killed was around 50. The surviving serviceman was transported to the Sunzha Central District Hospital, the source said (www.regnum.ru/news/1071507.html). Thus, according to the Ingush police, two attacks took place, not one, as the Ingush Prosecutor General's Office claims.

4484. Oil for Soil: Toward a Grand Bargain on Iraq and the Kurds - Middle East Report N°80

A long-festering conflict over Kirkuk and other disputed territories is threatening to disrupt the current fragile relative peace in Iraq by blocking legislative progress and political accommodation. Two events in particular stand out: a two-month stalemate in July-September in negotiations over a provincial elections law in which Kirkuk's unresolved status was the principal obstacle and, during this period, a campaign by the Iraqi army in and around the Kurdish-controlled disputed district of Khanaqin. To avoid a breakdown over the issue of Kirkuk, the current piecemeal approach should be discarded in favour of a grand bargain involving all core issues: Kirkuk and other disputed territories, revenue sharing and the hydrocarbons law, as well as federalism and constitutional revisions. Despite some progress, Iraq's legislative agenda, promoted by the U.S. in order to capitalise on recent security gains, is bogged down. The main culprit is a dispute over territories claimed by the Kurds as historically belonging to Kurdistan - territories that contain as much as 13 per cent of Iraq's proven oil reserves. This conflict reflects a deep schism between Arabs and Kurds that began with the creation of modern Iraq after World War I; has simmered for decades, marked by intermittent conflict and accommodation; and was revitalised due to the vacuum and resulting opportunities generated by the Baath regime's demise in 2003. In its ethnically-driven intensity, ability to drag in regional players such as Turkey and Iran and potentially devastating impact on efforts to rebuild a fragmented state, it matches and arguably exceeds the Sunni-Shiite divide that spawned the 2005-2007 sectarian war. Stymied in their quest to incorporate disputed territories into the Kurdistan region by constitutional means, Kurdish leaders have signalled their intent to hold politics in Baghdad hostage to their demands. At the same time, the Iraqi government's growing military assertiveness is challenging the Kurds' de facto control over these territories. Rising acrimony and frustration are jeopardising the current relative peace, undermining prospects for national unity and, in the longer term, threatening Iraq's territorial integrity. Rather than items that can be individually and sequentially addressed, Iraq's principal conflicts - concerning oil, disputed territories, federalism and constitutional revisions - have become thoroughly interwoven. Federalism cannot be implemented without agreement on how the oil industry will be managed and revenues will be distributed. Progress on a federal hydrocarbons law and a companion revenue-sharing law is inconceivable without agreement on the disposition of disputed territories that boast major oil fields, such as Kirkuk. And the constitution review has faltered over failure to settle all those questions, the solutions to which will need to be reflected in amendments reached by consensus. How to move forward? If there is a way out, it lies in a comprehensive approach that takes into account the principal stakeholders' core requirements. A sober assessment of these requirements suggests a possible package deal revolving around a fundamental "oil-for-soil" trade-off: in exchange for at least deferring their exclusive claim on Kirkuk for ten years, the Kurds would obtain demarcation and security guarantees for their internal boundary with the rest of Iraq, as well as the right to manage and profit from their own mineral wealth. Such a deal would codify the significant gains the Kurds have made since they achieved limited autonomy in the wake of the 1991 Gulf War and especially after April 2003, while simultaneously respecting an Arab-Iraqi - as well as neighbouring states' - red line regarding Kirkuk. This package entails painful concessions from all sides, which they are unlikely to make without strong international involvement. The UN Assistance Mission for Iraq (UNAMI) has been providing technical support on a range of issues and, since late 2007, has devoted the bulk of its efforts to the question of disputed internal boundaries. It will need stronger backing from the U.S. and its allies, which have an abiding interest in Iraq's stabilisation yet have played a passive bystander role that has confused Iraqi stakeholders and encouraged them to press maximalist demands. The U.S. should make it a priority to steer Iraq's political actors toward a grand bargain they are unlikely to reach on their own and to secure its outcome through political, financial and diplomatic support. There is little time to waste. As U.S. forces are set to draw down in the next couple of years, Washington's leverage will diminish and, along with it, chances for a workable deal. This serves no one's interest. The most likely alternative to an agreement is a new outbreak of violent strife over unsettled claims in a fragmented polity governed by chaos and fear.

The conduct of EU military and civilian crisis management operations in third states within the context of the European Security and Defence Policy has presented the EU with new administrative and operational challenges in recent years, including the need to define the international legal position of such operations and their personnel during their presence abroad. In some cases, the EU has entered into agreements with host states to determine the legal status of EU crisis management operations, while in other cases the application of already existing arrangements has been extended to them. The status agreements negotiated directly by the EU confer more extensive privileges and immunities on EU operations and their personnel than current international practice in this area would warrant. Despite opposition to this policy within the EU, it has remained in place under the two model status agreements adopted by the Council of the European Union in 2005 to serve as a basis for negotiations with prospective host states in all future EU operations. Even though no norm of international law compels the EU to request only such privileges and immunities as are absolutely necessary for the purposes of an operation, its practice of negotiating extensive privileges and immunities does not sit well with the growing emphasis on the accountability of peace support operations. This article offers an overview of the evolution of the EU's practice of concluding status agreements in the context of the European Security and Defence Policy and examines the key provisions of the two model status agreements.

4486. Making Markets Work: A Review of CDM Performance and the Need for Reform

The Kyoto Protocol's Clean Development Mechanism (CDM) is the first global market mechanism in international environmental law. It has been much lauded for its success. However, doubts whether the CDM governance structure is robust enough to meet the challenges of regulating an international market mechanism in the long term are emerging. The Executive Board (EB)'s decision-making practice is often not predictable and many of its decisions have come as a surprise to project participants and technical project experts. Members of the EB often have multiple responsibilities which result in a complicated situation of conflicting interests. Finally, private sector participants in the CDM who have been aversely affected by EB decisions have no right of recourse and essentially little if any due process rights. This article argues that incorporating mechanisms to promote procedural fairness and creating an appeals process for aggrieved CDM participants will promote transparency and accountability in the CDM decision-making processes. This is essential for the sound operation of the CDM regulatory regime which will have a direct positive effect on the international carbon market. After conducting a comparative analysis of other regimes in which international bodies take decisions that directly affect individuals, most notably the system of targeted sanctions of the UN Security Council and the Anti-Doping Regime, as well as examining the World Bank Inspection Panel and the European Ombudsman as models of international review mechanisms, the authors set out proposals for reform of the CDM, including professionalizing the EB and the panels, securing better and more consistent funding, the elimination of political interference, and the introduction of administrative law-like processes.

The more than 155,000 victims of Colombia's conflict registered to date with the attorney general's Justice and Peace Unit (JPU) – mostly those who suffered from the paramilitaries – are mainly onlookers to, not actors in, a lagging transitional justice process. Over three years after passage, implementation of the Justice and Peace Law (JPL) is stymied by the relative disinterest in promoting victims' rights of the Uribe government and much of political and civil society. The problems are exacerbated by serious operational and financial bottlenecks in the judicial process and assistance and reparations to victims, as well as the persistence of armed conflict with the Revolutionary Armed Forces of Colombia (FARC) insurgents and the emergence of new illegal armed groups (NIAGs) and paramilitary successors.

Despite the repression of radical Islamist movements since 1992 and the promulgation of a National Reconciliation law in 1999 aimed at encouraging the repentance of jihadi fighters, Algeria is still subject to regular terrorist attacks. Rather than follow the 1990s model of Islamist parties that believed in politics, expressed themselves within the system, discussed the concept of democracy, and had the goal of building an Islamic State, the radical anti-state rhetoric in Algeria today finds its expression in movements that do not believe in working within the political system. These movements are Salafist in nature and include Jihadi Salafism, personified by the recently formed al-Qaeda in the Islamic Maghreb (AQMI), and Da'wa Salafism, inspired by Saudi Wahhabism. These apolitical or anti-political Salafi trends are the result of the marginaliza-tion of political Salafists, mainly during the 1990s. They reveal the failure of participationist strategies among the moderate Islamist parties and their difficulties in mobilizing their base, a growing depoliticization among the new young Islamist generation, and the urgent need to reinvent pluralistic politics in a post-conflict Algeria.

Rising oil and gas prices appear to have helped shore up autocratic producer states across the world. They also seem to have led Western states to dilute their support for democratic reforms in these countries. But while this conventional wisdom correctly restates the problematic relationship between energy and democracy, the overall picture is more complex. The paper reveals that the opaque management of increased oil and gas revenues has sparked pressure for governance reforms from within producer states and has also encouraged new international initiatives linking energy security with good governance.

As the third anniversary of the assassination of former Lebanese Prime Minister Rafik Hariri approaches, Lebanon is witnessing its worst crisis since the 15-year civil war. Hariri's February 14th assassination—widely suspected to have been orchestrated by Syria—enraged the Lebanese who took to the streets one month later, demanding the withdrawal of Syrian troops. Dubbed the Cedar Revolution, this mass protest movement succeeded in ending nearly 30 years of Syrian military occupation. It was to have ushered in a new era of democracy. Instead, Lebanon has suffered through bombings, assassinations, war between Hezbollah and Israel, and bouts of sectarian violence.

World hunger is prevalent yet receives relatively less attention compared to poverty. The MDGs have taken a step to address this with the resolution of halving the number of starving people in the world by 2015. A substantial and sustainable reduction in hunger will also greatly improve the chances of meeting the MDGs related to poverty reduction, education, child mortality, maternal health, and disease. Hunger though is not a straightforward problem of producing enough to feed the world's population; it has many cross-cutting dimensions. This study addresses a combination of economic, social, and political perspectives, drawing upon academic research of the economic factors and the experiences of international organizations and civil society.

Transitional Justice refers to ways of dealing with the past of violent conflicts or dictatorships in order to promote the transition to peace and security in a divided society. Against the backdrop of the concept's increasing popularity the objective of the working paper is to investigate whether its norms and instruments do indeed contribute to improving the relationship between the parties to the conflict. Central to the analysis is the impact of its normative cornerstones justice and truth, both conceptionally and practically, and the paper illustrates that their influence on post-conflict societies is rather ambivalent and by no means inevitably promoting peace. Based on these sobering insights the working paper concludes with the appeal to consider Transitional Justice as a political concept and to maintain a critical stance towards its application.

The Beijing Olympic Games were conducted without a hitch to the great relief of the Chinese leadership and the 1.3 billion Chinese people who had long anticipated the momentous event. Abroad, the reviews were mixed. Most agreed that the opening ceremony was spectacular and that China had successfully ensured the safety of the athletic competitions, but many argued that these goals had been achieved at a significant cost that highlighted the undemocratic nature of China's regime. President Bush's attendance further consolidated an already close and cooperative U.S.-Chinese relationship, even though Bush seized on several opportunities to criticize China's human rights practices. The U.S.-China Joint Commission on Commerce and Trade (JCCT) marked its 25th anniversary with agreements on food security, loans for medical equipment purchase, promotion of digital TV, and cooperation in agriculture and on trade statistics. The U.S. presidential campaign heated up, but China received little attention.

The third quarter of 2008 was quite eventful for Russia and China as well as their bilateral relationship. The 29th Summer Olympics in Beijing opened and concluded with extravaganza and a record 51 gold medals for China. Shortly before the opening ceremony on Aug. 8, Georgia's attacks against South Ossetia – a separatist region of Georgia – led to Russia's massive military response, a five-day war, and Russia's recognition of their independence. Thus, the August guns and games brought the two strategic partners back to the world stage. One consequence of the Georgian-Russian war is that China's “neutrality” is widely seen as a crisis in China's strategic partnership with Russia.

In post-conflict situations, safety and security are major concerns. Increased levels of crime, violence and disorder associated with postconflict environments may exceed the ability of the police to maintain order, particularly if the police are expected to reform in-line with human rights, democratic values and citizen safety. If the police are given a paramilitary function which will enable them to fight militias and insurgents, this can easily destroy their legitimacy and create a police culture that does not promote democratic development. In addition, the military forces present in a post-conflict environment typically lack the skills to facilitate a transition from rule by force to stability and the rule of law. It may therefore be necessary to create a unique police force that can both provide security and also promote a transition to a more stable and accountable environment, thus allowing conventional police forces to focus on developing according to democratic values. This paper considers this unique force, its roles, and relationships with conventional police forces, military and peacekeeping forces, and the population in post-conflict situations.

Since 2001, governments have made more resources available for building counter-terrorist capacity abroad, but performance has not matched the rhetoric. Lessons from the defeat of the November 17th terrorist organization in Greece suggest that political or material commitments are necessary but insufficient conditions of international counter-terrorist capacity-building. More important, but less acknowledged, are the organizational conditions. Governments should encourage more cooperative, less self-reliant cultures in their agencies, develop multi-laterally beneficial objectives, and prohibit activities unauthorised by the host country. Some of the lessons, such as adherence to the same rules of law by all stakeholders, confirm norms in security sector reform. Others, such as increased security sector powers, run counter to those norms.
