Abstract:
North Korea has been conducting regular missile tests as part of its weapons development programme over the past year. Put bluntly, this reflects the complete stalemate in denuclearisation talks following Biden’s election in the US and a stark reminder of the meagre results of the conciliatory strategy carried out by the former South Korean President Moon Jae-in. Hypersonic as well as short-range, intermediate-range and long-range ballistic missiles have all been part of this latest series of tests. On 24 March, North Korea claimed to have successfully launched a new modern intercontinental ballistic missile (ICBM), denominated Hwasong-17. While the entity of the vector has yet to be confirmed, if this allegation is proven true it would mark the first time an ICBM has been fired since 2017, breaking Pyongyang's self-imposed moratorium on such tests. The volley of tests has fuelled speculations that North Korea is gearing up for the launch of a larger weapon theoretically capable of reaching the US mainland.

Abstract:
In an international context characterised by increasing concern over the risk of nuclear war triggered by the conflict in Ukraine, it is worth noting that incidents in other regions could also lead to nuclear escalation, either by design or miscalculation. A recent incident involving India and Pakistan is a case in point, albeit the event did not receive ample coverage, overshadowed by the news of Russia’s invasion of Ukraine.

Abstract:
Ammunition diverted from legal to illicit markets is a central concern in small arms control, but its impact is understudied. A new Briefing Paper from the Small Arms Survey and the UN Office for Disarmament Affairs explores how authorities can go about better monitoring the role it plays in violent crime. Extracting Evidence: Opportunities and Obstacles in Assessing the Gendered Impacts of Diverted Ammunition unpacks the challenges involved in trying to assess the true costs of ammunition diverted from official stockpiles. The study describes contextual background, notes the limitations of ammunition profiling research to date, and presents findings from a pilot case study on ammunition profiling in Kosovo* as well as insights from ammunition marking policy in Brazil. It finds that authorities struggle to identify what materiel among seized ammunition has been diverted from official stockpiles, which in turn prevents the ability to truly assess the impact it has on men, women, boys, and girls. The study identifies measures for overcoming such monitoring challenges, including special marking practices for state-destined ammunition, headstamp data collection guidelines, and information sharing protocols between relevant agencies for ammunition recovered from crime scenes.

The historical record as well as the current intentions of potential proliferators in the region suggests this is possible, but Washington will need to start planning now. Abstract:
Given the current crisis in Ukraine, it’s tempting to consider focusing on Chinese compliance with the Nuclear Nonproliferation Treaty (NPT) to be an academic indulgence. Giving into this inclination, however, would be a mistake. As dangerous as Russia currently is, China will be more threatening in the long run. As we are learning with Russia’s violation of the 1994 Budapest Memorandum, enforcing binding understandings is critical lest violators run roughshod over law and good order. This is true with Russia’s behavior in Ukraine. It is no less so with China’s nuclear weapons buildup and its repeated refusal to join in good faith negotiations to limit its nuclear weapons activities, which is required by Article VI of the NPT. This buildup and refusal clearly flies in the face of China’s legal NPT obligations. The question is what might bring Beijing back into compliance. To get the answers, NPEC held a battery of workshops last fall, followed by a week-long diplomatic simulation. The game participants included U.S., Japanese, and Australian former and current officials and staff as well as outside experts. The group concluded that Beijing is unlikely to comply willingly with the NPT anytime soon, but that U.S. and international security would still be best served by spotlighting Beijing’s nuclear adventurism and suggesting diplomatic off-ramps to arrest its nuclear buildup.

Abstract:
Blockchain represents an unprecedented opportunity for enhancing conventional arms control (CAC) and verification. Based on the principles of transparency, verifiability, and predictability, this state-of-the-art technology could build confidence and facilitate the implementation of arms control mechanisms. Blockchain-based so-called “smart contracts” have advantageous practical implications for CAC. They could improve the verification of countries’ compliance with their CAC obligations by enhancing monitoring procedures and could strengthen arms export controls by improving treaty signatories’ ability to monitor weapons and ammunition supply chains. Reinforcing the Organization for Security and Cooperation in Europe (OSCE) framework for conventional ammunition control with a permissioned blockchain would provide greater confidentiality and improve monitoring and data verifiability, thus strengthening the OSCE’s CAC regimes.

Abstract:
Dating back to the first test in 1964, the Chinese nuclear force modernization process is motivated by other nuclear powers’ modernization across the years, mostly from the United States and the Soviet Union, but also by domestic factors such as economic debates and tensions in the scientific community. China Nuclear Force Modernization and Doctrinal Change Download 0.63 Mo At first, technical difficulties and a greater investment in conventional forces prevented the development of a ‘lean and effective arsenal’. However, the end of the Cold War and better economic conditions allowed China to improve its weapons toward a greater duality and mobility, thus reflecting the first tensions between the Chinese no-first-use doctrine and its growing technical capabilities and ambitions. Nowadays, the Chinese nuclear arsenal is bigger than ever, ranking third in size amongst nuclear global powers and with an estimated 1,000 warheads in 2030. The weapons’ efficiency is also reportedly higher, aiming at a fully functioning triad. Furthermore, doctrinal debates are still ongoing, with potential consequences on arms control and risk management.
