1. Citizens’ Perceptions on Public Safety and Threats to National Security in Kosovo

Abstract:
The following Western Balkans Security Barometer (WBSB) report provides a thorough analysis of respondents’ perception of potential threats to their public safety and national security in Kosovo in 2022. Respondents feel generally safe in their close communities. Nevertheless, the sense of safety gradually decreases as the communities grow larger. Around 77 percent of the respondents declared that they feel safe in their houses, while they feel the least safe in their country (around 33 percent). Respondents’ perceptions between 2021 and 2022 indicate a slow decrease in their feeling of public safety; whereby in the previous 2021 WBSB, 79 percent and 40 percent of respondents stated that they feel safe in their homes and in their country, respectively. On the other hand, almost half of the respondents feel safe on the cyberspace. Brain drain is ranked as the highest threat to public safety, with 83 percent of the respondents viewing it as a threat or high threat to their respective communities. Stray animals and drug abuse are also perceived as highly threatening phenomena. Moreover, respondents are generally concerned about shortages of necessities, however, they express the biggest concerns about the shortages of electricity. On the national level, respondents see the increased prices of goods as the highest threat towards Kosovo’s national security, followed closely by the energy crisis. Pollution and climate change, violent extremism, and COVID-19 are seen as the lowest threats to national security. When asked if COVID-19 continues to endanger public health, almost half of the respondents answered negatively. Further, COVID-19 was ranked as the lowest threat to Kosovo’s national security. Opinions are somewhat divided when it comes to the efficiency of the COVID-19 vaccine on hindering the pandemic; yet 45 percent of respondents believe that the vaccine contributed to curb the pandemic. According to the survey data, the main causes of domestic violence in Kosovo are poor economic conditions and low levels of education. Respondents believe that raising the quality of education, and organizing more raising awareness campaigns are some of the measures that need to be taken by institutions to prevent and fight domestic violence.

This is undeniable in the field of energy: if certain mechanisms such as the general cap on gas prices have not been adopted, some measures, which were hard to imagine at European level until recently, have now been ratified, such as joint gas purchases, shared objectives for reducing energy demand, the obligation to store energy, etc.

Abstract:
This paper explores the public sentiment of Bangladeshi residents concerning the lockdowns imposed by the Bangladeshi government in 2021 in response to COVID-19. Through open-ended question design and analyses of natural language using NLP and sociolinguistic techniques, we show detailed, nuanced sentiments as well as common themes and discussions these sentiments are seated. Additionally, using a range of discursive analytical measures, we explore the interactions between enumerators and participants in live survey conditions, providing alternative methods to and potential field guidance for enumerator survey methods.

The Chinese Communist Party’s (CCP’s) embrace of large-scale online influence operations and spreading of disinformation on Western social-media platforms has escalated since the first major attribution from Silicon Valley companies in 2019. While Chinese public diplomacy may have shifted to a softer tone in 2023 after many years of wolf-warrior online rhetoric, the Chinese Government continues to conduct global covert cyber-enabled influence operations. Those operations are now more frequent, increasingly sophisticated and increasingly effective in supporting the CCP’s strategic goals. They focus on disrupting the domestic, foreign, security and defence policies of foreign countries, and most of all they target democracies. Currently—in targeted democracies—most political leaders, policymakers, businesses, civil society groups and publics have little understanding of how the CCP currently engages in clandestine activities online in their countries, even though this activity is escalating and evolving quickly. The stakes are high for democracies, given the indispensability of the internet and their reliance on open online spaces, free from interference. Despite years of monitoring covert CCP cyber-enabled influence operations by social-media platforms, governments, and research institutes such as ASPI, definitive public attribution of the actors driving these activities is rare. Covert online operations, by design, are difficult to detect and attribute to state actors. Social-media platforms and governments struggle to devote adequate resources to identifying, preventing and deterring increasing levels of malicious activity, and sometimes they don’t want to name and shame the Chinese Government for political, economic and/or commercial reasons.

Inequality and exclusion are not destiny. Change is possible. Following three years of research, country visits, expert meetings, and debate, the Pathfinders’ Grand Challenge on Inequality and Exclusion has identified policy priorities for immediate and longer-term actions to tackle inequality and exclusion. The report draws on the lived experiences and desires of people across countries around the world. To understand citizens’ concerns about inequalities, their policy priorities, and their desire for change, we commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. What is working to make progress on equality and inclusion? Countries and local communities that have made sustained progress towards more inclusive and equal societies have generally taken a three-pronged approach: They have delivered visible results that make a material difference in people’s daily lives, in areas such as social protection, housing and wages; they have built solidarity, through for example truth-telling exercises, police and justice reform and community empowerment; and they have secured credibility and sought to avert reversals by fighting corruption, broadening political power, and increasing the public financing needed for policy development.

When Russia launched its full-scale invasion of Ukraine, the world was shocked to learn how often Russians fell for the Kremlin’s pro-war propaganda pushed through loyal state media. Some citizens even trusted television reports more than they believed their own family members in Ukraine. In his talk, Dr. Shirikov will explain how authoritarian media can gain and cultivate such public trust, presenting evidence from surveys and experiments he conducted in Russia in recent years. He will discuss whether Russians are–as scholars often think–sophisticated and discerning news consumers, why they find propaganda messages credible, and why so few of them seek alternative information sources. This research offers insights into how Vladimir Putin’s regime manages public opinion and maintains acceptance of the war.

Abstract:
A new poll suggests that Russia’s war on Ukraine has consolidated ‘the West;’ European and American citizens hold many views in common about major global questions. Europeans and Americans agree they should help Ukraine to win, that Russia is their avowed adversary, and that the coming global order will most likely be defined by two blocs led respectively by the US and China. In contrast, citizens in China, India, and Turkiye prefer a quick end to the war even if Ukraine has to concede territory. People in these non-Western countries, and in Russia, also consider the emergence of a multipolar world order to be more probable than a bipolar arrangement. Western decision-makers should take into account that the consolidation of the West is taking place in an increasingly divided post-Western world; and that emerging powers such as India and Turkiye will act on their own terms and resist being caught in a battle between America and China.

Russia’s war on Ukraine is a test of Europe’s values of openness, freedom, solidarity, and individual responsibility. According to ECFR’s research, European sentiment is strong in the EU today; the public holds positive attitudes towards the EU and Europe; and most governments are dedicated to European cooperation. European citizens and governments have shown unprecedented support for Ukraine, but European leaders face various dilemmas about how to handle Russian culture, disinformation, and people in the context of the war – and their responses to these challenges have consequences for European sentiment. Their approach can either reassert European values, helping to sustain European unity and support for Ukraine. Or it can undermine these values, presenting the EU as weak and hypocritical, and eroding Europeans’ confidence in the EU and solidarity with Ukraine. Rather than follow their protective instincts, European governments should display confidence in liberalism and in the European civil society which, over the past year, has demonstrated its resilience.

La investigación en psicología ha mostrado que tendemos a dar mayor veracidad a aquella información que recibimos de manera repetida y reiterada. Este sesgo cognitivo, denominado efecto de ilusión de verdad o de verdad ilusoria, se basa en la mayor facilidad que tenemos los seres humanos para procesar cognitivamente la información que nos resulta familiar. En este artículo se describe este sesgo cognitivo y su relación con la propagación de noticias falsas en determinados contextos y acontecimientos sociohistóricos, como instrumento para confundir y manipular a la opinión pública. Entre estos acontecimientos podemos citar las mentiras difundidas por la Administración Bush en 2003 en torno a la supuesta posesión de armas de destrucción masiva por parte de Irak; el uso indiscriminado de fakes por el expresidente de los Estados Unidos, Donald Trump; la campaña de distribución de información falsa por parte del independentismo catalán; y la propagación incontrolada de fakes y bulos en nuestro país durante la pandemia de COVID-19.

La desecación del mar de Aral es un problema que ha atraído la atención de multitud de investigadores, pero en muy pocas ocasiones se ha tenido en cuenta la opinión de quienes viven allí. Este artículo presenta los resultados de un trabajo de campo realizado en el Distrito de Aral (región de Kyzylorda, Kazajstán) entre el 31 de agosto y el 10 de septiembre de 2020 sobre la calidad del agua. Esas opiniones son contrastadas con los discursos de los políticos, cómo ven ellos la situación y qué soluciones ofrecen, entre ellas, la creación de organizaciones internacionales. A lo largo del artículo se exponen los distintos enfoques teóricos desde los que se pueden considerar las circunstancias que rodean este problema de la falta de seguridad hídrica en el distrito estudiado.

More than a year has passed since the Conference on the Future of Europe (CoFoE) concluded its unprecedented, deliberative exercise that put citizens front and centre in the discussions on the future of the EU. An inter-institutional effort by the European Commission, the European Parliament, and the Council, the CoFoE brought citizens together in four transnational citizens’ panels to discuss several topics in view of developing a series of recommendations on the future of Europe. European Commission President Ursula von der Leyen reassured participants at the closing event that this interactive experiment would not be a one-off. It was the first time in EU history that the Brussels’ executive agreed to create space for input from transnational Citizens’ Panels to formulate new legislation. Following the conclusion of the first pilot ECPs and with the upcoming European Parliament elections, this EU Democracy Reform Observatory Report looks at this significant point in time and asks: can these efforts live beyond the political commitment of the von der Leyen Commission and become an established institutional process? Having observed the Panels and interviewed their organisers, the authors analyse the ECPs across three areas: Institutional design: what are the institution’s objectives when conducting these Panels, and how do they fit into the Commission’s current policymaking cycle? Methodological design: did the Panels lead to tangible outcomes, which can be useful for decision-makers, and how can the process be improved? Political effects: what is the Panels’ political value and how do they fit into the Union’s broader institutional landscape and existing participatory infrastructure?

A lot has changed since Boris Johnson celebrated ‘smashing’ the 2019 election. Since then, we’ve faced a global pandemic, two wars, and spiralling inflation and interest rates. Britain has lived through a tumultuous period. The same period saw Labour choose a new leader, whilst the Conservatives elected two. ‘Levelling up’ became the latest buzzword. ‘Partygate’ was followed by a series of allegations about impropriety at the top of government. Nineteen by-elections took place, for reasons ranging from resignations to recall petitions. As the cost-of-living crisis worsened, voter concern about the economy rocketed, whilst interest in Brexit declined. As we approach the next general election, understanding what the public makes of these developments, and how opinion and voting behaviour has shifted since December 2019, is crucial. This new UK in a Changing Europe report brings together over 45 of the UK’s top public opinion experts. They analyse both short and long-term trends that have shaped public attitudes and voting behaviour and will continue to do so in the run up to the next general election and beyond. Brexit refuses to go away. Over seven years since the referendum, and over three and a half since the UK finally left the European Union, the issue continues to generate headlines and spark furious debate. One reason for this is a sense that public opinion is still evolving. There has been much talk of ‘Brexit regret’ among Leave voters. Given this, Public First and UK in a Changing Europe decided to talk to Leave voters to hear from them what they thought. In a survey carried out in May and June 2023 and a series of focus groups held between May and September, a series of questions were posed to them about what they think about Brexit, how it has gone, whether they have changed their minds and what they think the future holds. The last few years have seen the biggest shakeup in the UK migration system in at least half a century, coinciding with record levels of immigration across all the main routes – work, students and refugees. Six and a half years since the Brexit referendum, UK relations with the EU have still not settled into a coherent and consistent pattern. Partly, this is because the process of leaving itself took so long. Partly, too, because there is much still to resolve, not least whether the treaties signed will be fully applied. This report examines the contours of that relationship. It assesses both where we have got to and how the relationship might evolve. The reports sets out the state of play on trade, migration, public opinion, as well as the various party positions on the relationship. It also highlights the deadlines and decisions on the horizon in a number of areas, such as financial services, electric vehicles and fisheries. Finally, it examines the ways in which the TCA could be deepened, and steps that might be taken beyond the TCA – both unilaterally and through increased cooperation with the EU – concluding that changes to the relationship are likely to be slow and incremental.

17. Countering United Front Work: Taiwan’s Political Warfare System

This strategic update introduces the challenges posed by China’s united front work, which has significantly expanded due to unprecedented institutional elevation and support under Xi Jinping. Mariah argues that Taiwan—a country that has effectively resisted China’s united front activities for several decades—can serve as an instructive case for other democratic countries in institutionalising counter-interference operations. The briefing initially explores the origins of Taiwan’s political warfare system, its evolution from the martial law era to democratisation in the 1990s, and how this history informs the institution’s modern structure and operations. The information presented in this report was compiled during a period of fieldwork in Taiwan from late September to early November 2022, in which she interviewed dozens of political warfare officers as well as Taiwanese defence and security experts–a majority of whom have chosen to remain anonymous. In the conclusion, Mariah offers broad policy recommendations based on these findings that may be applicable to other countries experiencing united front work activities and or seeking to institutionalise counter-interference operations.

18. Turkish Backlash: How Street Interviews Spread Anti–Syrian Refugee Sentiment

In early February, two major earthquakes shook Turkey’s southeast, as well as parts of Syria, claiming at least 45,000 Turkish lives in what has become the biggest natural disaster in modern Turkish history. The country’s most pressing challenge is to provide relief for the more than 13 million citizens who live in areas directly affected by the tremors. In the meantime, however, in addition to exposing egregious zoning and building code violations, the powerful quakes have revealed new dimensions of anti-Syrian feeling in Turkey. In the days that followed, gruesome videos circulated on social media showing vigilantes battering individuals they accused of looting in the affected provinces. Syrian refugees have seen their noncitizen status exacerbated by local resentment, resulting in limited access to earthquake relief resources; they have likewise been especially vulnerable to the vigilantism. “Looting” and “Syrian” have become synonymous in some corners of social media, fueling public resentment centered on the refugee population. But hate directed at Syrians on the Turkish web is nothing new. Turkey has seen an overall uptick in anti-refugee violence since 2021, often targeting Syrians. In a particularly violent episode in August 2021, residents of the Altindag district in Ankara vandalized and looted Syrian-run businesses and homes. Across 2022 and into 2023, even before the earthquakes, hate crimes against Syrians have continued to increase. Turkey hosts at least 4 million refugees—3.7 million of them Syrian nationals or stateless people who have migrated from Syria. This is an almost 5 percent addition to Turkey’s existing population, which stood at about 74 million before their arrival, making it the largest influx to Turkey since the Balkan Wars of 1912–13, amid the Ottoman Empire’s collapse. Since the Syrian war began in 2011, the Turkish government has welcomed large numbers of Syrian refugees and given them “temporary protected status.” While the public in general welcomed them, since Turkey fell into recession in 2018, tolerance has worn thin. This public unease has found expression in a media trend known as “street interviews,” which simultaneously spread intolerance and misinformation regarding Turkey’s Syrian refugee population. By way of context, the Turkish government has cracked down on conventional media over the past decade and a half, giving loyal media a monopoly on information and pushing Turkish citizens to seek alternative sources of news. Creative new initiatives have emerged as a result, some anchored in social media, and while these can fill gaps and contribute in meaningful ways, some, such as street interviews, are quasi-journalistic and can disseminate dangerous messages. If the Turkish government does not ease its hold over the media, other such trends will likely persist and continue shaping public opinion, hurting chiefly Turkey’s vulnerable Syrian population.

Throughout the fifteen years that following the 2011 withdrawal from Iraq, each American presidential administration has experienced domestic calls to leave the Middle East. However, each time these voices grew louder, a new regional variable emerged that compelled the American administration to return to its traditional role dictated by urgent strategic security and economic interests. After the withdrawal from Iraq, a strategic vacuum led to the emergence of and fight against ISIS, with the deaths of thousands both locally and internationally, and millions from the region displaced. The U.S. military was forced to return to the region to contribute to the efforts to eliminate ISIS. When this goal was declared completed, new regional threats emerged in the form of Iran and its weapons, which threatened not only America’s allies but also the free flow of global oil supplies. While the Biden administration thought this problem could be resolved through a package of incentives and agreements with Iran, the war in Gaza has emerged to confirm once again the error of U.S. assessments that contend that this region is no longer important to America’s strategic interests. According to the third section of the U.S. National Security Strategy document signed by President Biden in October 2022, America's top priority on the global stage is to surpass China, followed by limiting Russia's influence. The national security priorities also include combating terrorism in the Middle East.

20. New Poll Sheds Light on Saudi Views of Israel-Hamas War

AWashington Institute poll conducted from November 14 to December 6, a nationally representative sample of 1,000 Saudi citizens measured how Saudi attitudes have shifted due to the Israel-Hamas war. According to responses, the Saudi popular attitude towards the outcome of the war is clear: the overwhelming majority (91%) express agreement with the statement that “despite the destruction and loss of life, this war in Gaza is a win for the Palestinians, Arabs, and Muslims.” And as for the role of the broader Arab world, almost all (96%) agree with the proposal that “Arab countries should immediately break all diplomatic, political, economic, and any other contacts with Israel, in protest against its military action in Gaza.” Polling during a war is likely to produce more volatile results as circumstances shift quickly on the ground—during the current polling period, for instance, the Israel-Hamas war had several major shifts, including a temporary ceasefire from November 24-30 and the subsequent expansion of Israel’s incursions into southern Gaza. However, comparisons with Saudi polling fielded in August can help provide a barometer as to just how sharply this conflict has, at least temporarily, shifted certain attitudes, and how little it has moved others. While Hamas as a movement remains unpopular among the majority of Saudis—in contrast to a new trend of widespread popular support in countries like Lebanon, Jordan, and Egypt—just 16% of Saudis say that “Hamas should stop calling for the destruction of Israel, and instead accept a permanent two-state solution to the conflict based on the 1967 borders.” Nor do most believe that Hamas’s attack on October 7 targeted Israeli civilians—the overwhelming majority of Saudis (95%) responded that Hamas did not actually kill civilians when asked about whether they believed the Hamas killing of civilians was against Islam. This view is widespread across the eight countries polled by TWI, and similar results appear in a recently released poll of Palestinians from PSR. There, the overwhelming majority reported that they had not seen any videos of Hamas members committing atrocities, and only 10% of Palestinians (17% of Gazans and 5% of West Bankers) stated that they believed that Hamas committed war crimes in the current war, in comparison to 95% who say the same about Israel. While the majority of Saudis continue to express a negative opinion of Hamas, the Israel-Hamas war has generated a significant boost in its popularity. There has been a thirty point shift in positive attitudes towards Hamas, from just 10% in August to 40% in November/December. Responses in the most recent poll, alongside those in 2014 and 2021, demonstrate the increased popularity Hamas achieves among some Saudis during or in the immediate aftermath of conflict between Hamas and Israel, along with its likely disappearance over time. In the aftermath of the 2021 Hamas-Israel conflict, for instance, five years of steadily decreasing popularity in Saudi Arabia suddenly reversed, though just to a quarter (23%) of the total population.
