301. Building Bridges over the Blue Pacific: Beyond Marine Protected Areas – A Europe-Oceania Cooperation

Abstract:: The “new scramble for the Pacific” is characterized by a race for the control of maritime space and resources, oscillating between ocean grabbing and ocean commoning. Beyond Marine Protected Areas – A Europe-Oceania Cooperation Download 0.96 Mo This tendency can be seen in the endemic nature of Illegal Unreported and Unregulated (IUU) fishing (estimated in 2016 as 10% of the overall catch in the Pacific Islands Countries – PICs), but also in the multiplication of large Marine Protected Areas (MPAs): delimited areas in which certain human activities such as fishing are restricted to conserve resources (the Pacific hosts the majority of the world’s MPAs). The European Union (EU), as the biggest importer of fish (which imports half of its tuna from the Pacific) and a leader in biodiversity protection, has a key stake in ensuring a sustainable management of these resources. Moreover, Europe has territories in the Pacific (French New Caledonia, French Polynesia and Wallis & Futuna) with large Exclusive Economic Zones (EEZ) that are difficult to monitor and protect in the face of diverse challenges: foreign intrusions, IUU fishing, narcotrafficking and interstate tensions. Hence, ocean governance is one of the seven priority areas of the EU’s Indo-Pacific Strategy. MPAs have been the favorite scheme to manage the maritime space and protect biodiversity & marine resources. Large or small, they can offer minimal or total protection by limiting certain human practices. A loosely defined framework, MPAs allow for a greater control over a designated territory. As such, it is a truly geopolitical object, and is not immune to controversy. This said, MPAs are a key tool for biodiversity conservation, and a vital scheme to achieve the United Nations Convention on Biological Diversity’s call to protect at least 30% of the planet – land and sea – by 2030 (the 30x30 initiative). To be useful and successful, MPAs or other protection schemes need to be considered efficient and fair – hence legitimate. This requires adequate access to scientific data to ensure the process is knowledge-driven and to gauge the effectiveness of the protection measures. Local communities, their economic needs and their traditional knowledge of the ocean, should be taken into account at each stage. Moreover, surveillance should be ensured to deter illegal activities and enforce protection measures. This briefing argues that building two-way bridges between experts, decision-makers and populations in Europe and the Pacific Islands will be extremely beneficial to ensure the effectiveness and fairness of ocean governance schemes. The Pacific needs scientific data that Europe can offer. Europe can greatly benefit from understanding the Pacific Islanders’ needs and learn from local customary practices to protect resources in a more relevant and democratic manner. This participatory, multi-scaled approach would provide new paths towards more efficient resource protection schemes in Europe, too, taking into consideration tools that may not have conservation as an objective, but are effectively sustaining biodiversity. This briefing is based on discussions that took place during the webinar “Are Marine Protected Areas a relevant tool for the Pacific?” organized by Ifri’s Pacific Islands Program on June 21, 2022. Contributions from panelists will therefore be highlighted.

302. Governance for Resilience: How Can States Prepare for the Next Crisis?

Abstract:: The pandemic has presented policymakers with daunting, interlinked, and often unprecedented challenges. From health emergencies that also upend economies to trade disruptions that also pose new multilateral diplomatic dilemmas, the pandemic has generated challenges that seem exceptional in both scale and degree of interconnection. Although the coronavirus pandemic has generated a dizzying series of harsh social, political, and economic firsts, such dilemmas will not be the last. Trend lines around a series of domestic and multinational governance issues, including climate change, migration, rising geopolitical tensions, and citizen alienation from governing institutions, suggest that complex, interlinked crises will be features of the future. While national and multilateral policymakers should work to alleviate the drivers of such crises, they must also strive to prepare their countries to adapt and recover from complex shocks. In short, they must try to build resilience. The need for resilience will be especially acute in developing and fragile states. These countries will need to respond to compounding shocks across multiple domains, without the head start that their developed-world counterparts enjoy. Equally, donors and policymakers from the Global North must also elevate resilience and adaptation as key components of their approaches to supporting fragile states. This call to bolster countries’ resilience is hardly new. Even before the pandemic, the policy arena featured increasing calls for resilience; now, the chorus has become almost deafening. Recent seminal policy and analytic documents—including the U.S. National Intelligence Council’s flagship report,1 the UK’s Integrated Review,2 and the U.S. Interim National Security Strategy3—have underscored that states’ resilience and capacity for adaptation will be key to their future success in the geopolitical arena. In donors’ peacebuilding and development policies, high-level emphasis on resilience has also swelled over the past few years, including in official communications from the Organization for Economic Cooperation and Development,4 the United States government,5 and the European Union.6 In some development practitioner and civil society circles, the need for resilience is so frequently invoked that it sometimes borders on cliché.7 The increasingly ubiquitous recommendation to “bolster resilience” is valuable for at least two related reasons. First, it offers a more specific strategic objective than conversations around “state fragility” writ large, which have often been too broad to generate concrete policy responses. Second, recent, failed international statebuilding projects have underscored that state fragility is not to be “fixed”—instead, it is to be managed and mitigated.8 The emphasis on resilience thus marks a helpful shift away from maximalist policy framing and toward a more attainable one. But concrete insights on how developing or fragile countries actually achieve resilience are less clear and less common. Given the broad consensus that state fragility is deeply linked to governance, for many policymakers, good governance is central. To be sure, many other factors beyond governance—including demographic, geographic, military, and economic ones—affect a state’s resilience. But a country’s governance and political institutions generally undergird all other dynamics in determining how effectively that state can bounce back from setbacks. What exactly does the concept of “good governance for resilience” entail in practice? This paper surveys the evidence. Below, it reviews the governance-related characteristics and capabilities that affect a country’s resilience. For the purposes of this paper, resilience at the national level can be understood as a country’s capacity to respond to, adapt to, and grow from stresses and shocks.9 Resilience focuses on bolstering the overall performance of a system in the face of unpredictable and often interconnected hazards, making it different from risk management, which relates to specific hazards.10 A country’s resilience depends on the internal characteristics that allow for states and their institutions to navigate a variety of disruptions.11 An overarching insight from the evidence is that governance for resilience is complex and often multidirectional. Several characteristics, such as decentralization, have an ambiguous effect on resilience: they enable a country to withstand some setbacks but leave it more vulnerable in other ways. Still other characteristics—including whether a country is a democracy or an authoritarian political system—do not appear have a clear-cut effect on resilience. In contrast, a few governance “super-factors”—such as control of corruption, societal trust, and high quality political leadership—are exceptionally powerful in enabling a country to augment its resilience through multiple pathways. Finally, this paper considers the broader implications of governance for resilience as a policy agenda. The framing of bolstering countries’ resilience is a valuable one, but it also raises several vexing trade-offs and dilemmas. In particular, it prompts the question of whose resilience, in specific, it refers to, since resilience of state institutions does not always mean resilience of all parts of the population. Looking ahead, the policy refrain of “building resilience” in fragile and developing states, appealing though it is, should be refined to encompass these thorny realities.

303. Democracy and Urban Political Culture in Spanish South America, 1810-1860

Abstract:: “Democracy,” a word seldom used in public debate at the start of the nineteenth century and negatively associated with tumult, disorder, and direct rule, in a few decades became linked to representative government and increasingly employed with positive connotations. This paper argues that these conceptual changes should be explored in their political and social contexts, since the term “democracy” was invoked to (de)legitimate certain political practices and social sectors. Therefore, in exploring this non-linear process in Spanish America, these pages focus on the interactions between the emerging language of democracy and its varied meanings and uses in urban politics. These interactions were part of the factional disputes on how to implement the principle of popular sovereignty. Starting with an overview of selected emerging political practices during the Independence period, the paper then focuses on Lima and Buenos Aires, two regions with contrasting colonial pasts, responses to Spanish crises, and post-independence paths, showing how the concept of democracy could be put to varied uses according to different contexts and political objectives.

304. A model to explain the impact of government revenue on the quality of governance and the SDGs

Abstract:: This paper empirically investigates the link between the level of government revenue per capita and six indicators of quality of governance in an unbalanced panel data set consisting of all countries in the world (217) using data from 1980 to 2020. It uses single-equation GMM techniques and a VAR and VECM approach to investigate this link. The results show a strong effect over time whereby an increase in government revenue leads to a steady improvement in governance. These findings suggest an important virtuous circle between government revenue and governance, indicating that additional government revenue can significantly impact the Sustainable Development Goals more than our previous work has suggested.

In order to achieve the objectives, a qualitative documentary research was conducted, based on secondary sources. The new trends in international investment agreements cartography show the emergence of a new concept of sovereignty rooted in the defense of policy space -“regulatory sovereignty”.

The management of the Covid-19 pandemic has shown divisions in the bloc and the limits of its ability to formulate policies or even act upon previously agreed positions. This paper employs an examination of BRICS Health Ministerial declarations and an analysis of power in International Relations to reflect on BRICS’ Global Health diplomacy during the Covid-19 pandemic, covering the key questions of vaccine research and development, vaccine nationalism, and travel bans. It finds that multiple dimensions of power matter in Global Health leadership.

Abstract:: The arrival of Jair Bolsonaro to the Brazilian presidency brought many changes to foreign policy. Based on new ideas in a new foreign policymaking format, several patterns of international behavior were questioned and replaced by new guidelines and actions that created friction with international partners. Brazil’s behavior towards South America was one of the areas most impacted by this shift. This paper reflects upon Bolsonaro’s foreign policy for the region, influenced by these changes and marked by disinterest on policymakers’ part, highlighting how ideational factors underpinned behaviors, actors, and actions.

Abstract:: The article analyses Mozambique’s foreign policy during the governments of Samora Machel (1975-1986) and Joaquim Chissano (1987-2005), the first two governments in the post-independence period. Mozambique is a peripheral country in the hierarchy of the international capitalist division of labour, specializing in the production of raw materials, with a poorly diversified economy that exports primary products. In the hierarchy of the international system, it can be classified as a vulnerable or fragile State, with a tendency towards authoritarian regimes, experiencing conflicts and violent wars of groups that compete with the State. Despite being from the same party, the Samora and Chissano governments had different political-economic and ideological characteristics that are reflected in Mozambican foreign policy, being influenced by the fate of the Cold War. In the foreign policy decision-making process in Mozambique, the State responded more to external and international pressures than to internal inputs. Foreign policy was rarely the result of or influenced by demands from Mozambican civil society, even though most decisions were taken on behalf of the people.

Abstract:: Russia’s invasion of Ukraine has triggered a series of sanctions imposed by the European Union, the United States and others. Sanctions included restrictions on Russia’s financial industry, its central bank and its coal and oil exporters, in addition to general export controls. Meanwhile, foreign companies have withdrawn voluntarily from the Russian market as a result of a ‘self-sanctioning’ trend. We assess the impact these sanctions have had on Russia’s economy in the immediate aftermath of the invasion and more structurally. Russian fiscal revenues have not suffered from sanctions sufficiently to reduce the length of this war. Effective management by the Bank of Russia has prevented financial instability and has therefore also protected the real economy. However, this picture of economic containment is coming to an end. Russia’s fiscal revenues are now beginning to take a hit; given the breadth of sanctions, the economy will suffer in the medium to long term. The voluntary departure of a large number of western firms, eventual energy decoupling by the EU and Russia’s inability to find equal alternatives will damage the Russian economy severely. As the Russian economy closes in on itself, it will become harder to find reliable data to evaluate the extent of the hit. Still greater sanctions coordination across the globe is needed to isolate the Russian economy, limit the flow of income into Russian coffers and therefore help stop the war.

313. Will Ukraine’s refugees go home?

Abstract:: About 15 percent of the population has fled Ukraine since the start of the Russian aggression in February 2022. Nearly 4 million Ukrainians have already registered in European Union countries. Based in part on evidence that few refugees return voluntarily to poor countries once they settle in rich countries, even once security is re-established at home, it can be expected that large numbers of Ukrainian refugees are likely to remain in European host countries, and will likely be joined by others, including many men that remained to fight when the conflict is over. Ukraine already has a long history of emigration. Its shattered economy, the likelihood of a protracted conflict and significant uncertainty with regard to its final status reinforce the argument that most refugees will not return and many more will join them. EU nations must prepare for. There will be large short-term costs and long-term economic gains from Ukrainian immigration in Europe. The best way to help Ukraine, and to moderate the likely outflow of its people, will be to assist in the country’s reconstruction, and not to place artificial impediments to the immigration of individuals who have already suffered greatly.

314. Enlarging and deepening: giving substance to the European Political Community

Abstract:: France’s President Emmanuel Macron and Germany’s Chancellor Olaf Scholz have stressed the geopolitical emergency of re-designing the European Union’s relationship with its neighbourhood. Both acknowledge that EU enlargement is necessary, but also emphasise that profound EU institutional reform is required beforehand, though deepening and widening the EU are complex processes that veto players could block. The geopolitical challenges mean it is in the critical interest of the EU to bring stability to its neighbourhood by ensuring geopolitical alignment with the EU, limiting the blackmailing power of external, authoritarian states, supporting more resilient democracies and strengthening the rule of law. Meanwhile, the EU’s neighbours are seeking a political space in which challenges to collective security and stability can be addressed and concrete policies decided. Given the urgency, it is not enough to rely on lengthy EU accession processes. A ‘European Political Community’ (EPC), which will have its first summit on 6 October 2022, could act both as a bridge to an eventual larger EU and as a framework for continental-scale partnership. Leaders should use the summit to start the building of a platform that can combine political dialogue with policy delivery in a quick and flexible way, and will thus structure more impactfully the relationship between the EU and its neighbourhood. The EPC could start as a soft law agreement between states and the EU. It would work with existing institutions as far as possible, while aiming at more effective decision-making than currently in the EU. For instance it could function without vetoes and could work in geopolitically relevant areas that are not yet EU competences. An ambitious EPC would provide financial resources for deeper cooperation on energy and climate, security and defence, and economic and social convergence. The EPC would not be, and should not be, regarded as a substitute for EU accession, but should be designed in such a way that it can work as an accelerator. For countries not seeking to join the EU, it would provide an ongoing framework that sustains structured cooperation with the EU.

315. A Report to Congress on Sources of and Access to State Death Data

Abstract:: Data on deaths in America are collected and maintained by state vital records offices (VROs). Yet, these data are vitally important to administering federal programs like the Social Security Administration’s (SSA) Supplemental Security Income (SSI) program, identifying eligible individual survivor benefits, and preventing improper payments to deceased individuals. SSA also shares this death data with qualifying federal and state agencies for programmatic purposes. Because these data are initially collected by VROs, a series of budgetary, information security, and reporting issues arise when the data are used by federal agencies. Most VROs rely heavily on death certificate fees purchased by the public to support vital event activities, including the implementation and maintenance of Electronic Death Registration (EDR) Systems. In accordance with Section 802 of the Consolidated Appropriations Act, 2021, the National Academy of Public Administration (the Academy) conducted a study and prepared a report to Congress on the sources of and access to death data for SSA, identifying unmet needs of federal agencies and developing a set of options for providing federal agencies with limited access to state death data. These options were developed to bolster program integrity, address the need for data privacy and security, and best reflect the efficient and effective roles and responsibilities of federal and state agencies. This study highlights the criticality of the intergovernmental system and two of the Academy’s Grand Challenges in Public Administration - Fostering Social Equity and Ensuring Data Security and Privacy Rights of Individuals. As VROs rely on fees from the public for the majority of their funding, it is important to consider both the economic impact on those who pay for death certificates for recently deceased loved ones and the value of state death data to federal agencies. Increased use of EDR for the collection and transfer of death data from the states to the federal government requires enhanced cybersecurity measures to protect the public against fraud and identity theft. The Academy continues to explore these grand challenges as well as intersections of the federal, state, and local issues through the Center for Intergovernmental Partnerships. I would like to thank the National Association for Public Health Statistics and Information Systems (NAPHSIS), the many VRO officials, and the SSA representatives who provided their time and knowledge to the Study Team and Panel over the last year. I am also deeply appreciative of the work of the Study Team and to the Panel of five Academy Fellows whose expertise and experience guided the development of this report. Their careful analysis and thoughtful insights resulted in evidence-based options for consideration for Congress and SSA that will help improve death data sharing between the states and federal government.

316. Mixed report card: China’s influence at the United Nations

Abstract:: China is of growing importance to the United Nations. Beijing aims to exert influence at the world body to legitimise and disseminate its foreign policy values and interests. This report contextualises China’s growing presence at the United Nations by examining publicly available data on four metrics that gauge Beijing’s success in steering the global governance agenda. Those metrics are: funding for UN departments, programs, and initiatives; staffing of executive-level personnel positions; voting in the UN General Assembly and UN Security Council; and the use of PRC-specific discourse and language in UN-generated documentation. The United Nations has become progressively more reliant on China’s general contributions, and in turn China has used a combination of levers to elevate its position within the UN system. However, this report finds that China is still selective in its overall approach to UN participation and that efforts by the PRC do not necessarily translate into successful influence at the body. The report makes three recommendations for UN stakeholders. First, a deeper understanding must be gained of what China contributes across different UN agencies and functional areas to establish a more complete picture of its multilateral input. Second, efforts should be made to shape China’s engagement in multilateral issues, in particular those that the PRC is yet to prioritise, such as refugee management. Third, it is vital to articulate an inclusive multilateral vision for a rules-based international order that specifies under which conditions China’s contributions are embraced, rather than framing PRC input solely as a source of concern.

Abstract:: Against the background of the present stage of the conflict over Ukraine, the South Caucasus is experiencing perturbation. Three examples rise immediately to mind: elements of the 10 November 2020 tripartite between Armenia, Azerbaijan, and Russia that ended the Second Karabakh War statement (and the arrangements that have derived from it) are being suboptimally implemented; the leaders of Georgia’s breakaway region of South Ossetia continue to hold out the possibility to conduct a referendum on “unification” with Russia; and the uncertain outcome of the talks in Vienna to revive the Iran nuclear deal. Such and similar examples have led all three South Caucasus states (Armenia, Azerbaijan, and Georgia) to pursue variants of a policy some call “neutrality” and others “hedging” between the parties to the conflict over Ukraine. Located at the intersection of Europe, Russia, and the Greater Middle East—and thus constituting the western part of the Silk Road region, as defined by the Editorial Statement of Baku Dialogues—the South Caucasus is one of the most important and, at the same time, one of the most potentially explosive areas bordering the West. Over the past several decades, developments within all three South Caucasus states have contributed to a general sense of insecurity within the region. These include, most obviously, ethno‑political conflicts, civil wars, and color revolutions; the lackluster development of Western‑style governance institutions; and the widely‑held perception of ongoing high levels of corruption. Even the potentially positive strategic consequences of the outcome of the Second Karabakh War—namely, the prospect for the normalization of two sets of bilateral relationships (Armenia‑Azerbaijan and Armenia‑Türkiye) and the unblocking of all economic and transport connections in the region—have been overshadowed by the ongoing restructuring of world order, manifested by the increase of geopolitical volatility and ambiguity due to the major escalation of the conflict over Ukraine whose present phase began on 24 February 2022. The effects of the Western‑led sanctions and export restrictions regime against Russia have spilled over into the South Caucasus— notwithstanding the fact that none of the region’s states have formally aligned themselves with them. This essay provides an overview of the reverberations of the conflict over Ukraine towards the South Caucasus, with a focus on its impact on the region’s political, economic, and security environment.

Abstract:: South Africa's National Youth Policy (NYP) 2020–2030 (DWYPD, 2020) represents the country's third attempt to outline actions that can or should be taken, by government and other stakeholders, to facilitate youth development at local and national levels. Meaningful youth inclusion and participation represents a central value within this policy. This emphasis on inclusion aligns with the Constitution of South Africa, where public participation in governance is enshrined as a constitutional imperative. Recognising this emphasis on youth inclusion, the Centre for the Study of Violence and Reconciliation (CSVR) engaged with a key representative within the Department of Women, Youth and People with Disabilities (DWYPD) to determine what steps or activities the department has initiated to include youth in the development of the NYP 2020–2030 (hereafter referred to as the NYP 2030).

Abstract:: COVID-19 has exacerbated Asia’s crisis of extreme inequality. This is undermining growth and preventing poverty eradication. Asian governments have done almost nothing to combat this rise in inequality and are constrained in their policy choices as debt burdens grow and post-COVID austerity begins. A few Asian governments have done a lot to fight inequality during COVID-19 through equitable public services, progressive taxation and enhanced labour rights, especially for women, but most have not. This paper lays out a comprehensive set of measures that Asian governments, the Asian Development Bank and the international community could use to significantly reduce inequality, eradicate poverty and accelerate growth in Asia.

Abstract:: The military has been an important institution for protecting States from external threats since antiquity. In fulfilling this fundamental role, military institutions have also posed security risks to their own governments, given that the ‘ability to use coercive force, though necessary to defend the nation against threats, creates the danger that the military will turn its weapons on the very regime that empowered its existence’.[1] Military personnel can fuel civil conflicts and undermine the stability of political regimes mostly in States with loose political control of the military. As Douglass North, John Wallis and Barry Weingast have argued, ‘Societies experiencing a civil war, by definition, do not have consolidated control of the military’.[2] In Africa, military institutions have, on one hand, helped to protect States from both internal and external threats, including local insurgencies. On the other hand, they have destabilised several political regimes through coup d’états. Military coups – ‘when the military, or a section of the military, turns its coercive power against the apex of the state, establishes itself there, and the rest of the state takes its orders from the new regime’[3] – have been relatively common in post-independent African States,[4] thereby raising several issues, including how to understand the relationship between politics and military coups. This article contributes to the discussion by highlighting how coups are a continuation of politics by other means, particularly in West Africa.

Abstract:: Kidnapping in Nigeria is not a new phenomenon but has assumed an alarming dimension in recent times. Acts of kidnapping are increasingly perpetrated by different criminal elements, such as militias, gangs, ritualists, and terrorists, among others, for a variety of reasons. However, the increased frequency, geographical spread, and operational sophistication of kidnapping for ransom (K4R) is a major source of concern for individuals, organisations, the diplomatic community, and, indeed, the Nigerian Government. Much of the concern is about the safety of the victims as well as the cost of this expanding criminal enterprise. For instance, Nigeria’s main geopolitical intelligence platform, SBM Intelligence, estimated that between 2011 and 2020, Nigerians paid at least US$18.34 million (₦7 billion) in ransoms to kidnappers.[1] In the first half of 2021, 2 371 people were kidnapped and the sum of about US$23.84 million (N10 billion) was demanded in ransoms in Nigeria.[2] The targets are as diverse as the actors who benefit from and the factors that underpin the upsurge in K4R. Expatriates, businesspeople, schoolchildren, women, politicians, government officials, diplomats, and traditional rulers, among others, are increasingly being targeted by criminal gangs.[3] The wanton predation on schoolchildren through mass abduction by armed groups that are ideologically or economically motivated is the latest worrisome trend in the pattern of criminal victimisation in Nigeria. This article examines the trajectory of the mass abduction of schoolchildren in northern Nigeria, highlighting the drivers of mass abduction and evaluating emerging responses by the government.

323. Mapping climate adaptation finance in Kenya's devolved governance system: a case of Makueni County

Abstract:: These years, countries are coming up with policies, laws and regulations aimed at mobilising finances to fund response measures for climate change adaptation. It is, therefore, imperative that these finances, among others, are mapped out so that we can track the measures that are financed, the types of financing that are used, and ultimately look at whether the available funds are meeting their objectives in the ways that they are being spent. Kenya is among the first countries to develop policies, strategies and institutional frameworks for climate action, creating a policy and legal environment to advance an effective climate change response. And specifically, Kenya’s Makueni County has enacted county-level climate change regulation as part of the implementation of the national agenda on climate change. The Makueni county government and its partners have made significant efforts to build the capacity to integrate climate information into CIDPs and apply it to resilience planning and budgeting processes. Doing so, Makueni County has been able to attract climate finance in the recent past. The integration of climate financing in the budgetary processes and allocation is an important example that other counties and governance institutions could embrace to attract climate financing and to ensure that impact of the financing is felt at community level. This DIIS Working Paper is a first step at exploring these dynamics, looking at the main types of devolved public funds from the Kenyan ministries and at how Makueni has adapted local institutions and policies to meet local needs of financing for adaptation activities.

Abstract:: From 2013-2019 Tanzania received USD 2.0 billion as adaptation-related development finance, whereas Kenya received USD 3.3 billion. Based on the OECD database, this DIIS Working Paper analysis projects based on their financial value, measured as ‘adaptation-related development finance’. This is combined with an analysis of the project documents to measure degree of devolution was developed with three main parameters: the extent to which finance was managed through local government accounts; the extent to which the projects in the respective national budgets were considered devolved; and the use of participatory planning arrangements for management of the funds. Given Kenya’s greater emphasis on devolution, its fiscal strengths, and the autonomy of its counties, when compared to Tanzanian local governments, it was assumed that adaptation-related development finance would be relatively more devolved in Kenya than Tanzania. However, preliminary analysis suggests otherwise. The analysis also suggests that projects classified by development partners as ‘adaptation-related development finance’ in several cases exaggerate levels of funding and only contribute marginally to improved local governance of climate adaption activities.

325. How renewable energy transitions impact power structures in local communities

Abstract:: International donors often see renewable energy transitions in fragile and conflict-affected states as a building block for peace and development. But donor-supported transitions to small-scale renewable energy generation can both mitigate and exacerbate local conflict dynamics and undermine the central state. In fragile and conflict-affected states, it is often difficult for the central authorities to protect large-scale energy infrastructure from attacks and sabotage, and thus guarantee long-term stability. Moreover, local communities often use fuel-driven generators to supplement the state-driven national grid, but national diesel supply lines are also vulnerable to disruptions. Consequently, international donors increasingly support small-scale renewable energy generation as a climate friendly alternative to centralised and state-led energy generation. Solar photovoltaic (PV) in particular has become a widely promoted, affordable and accessible technology for local energy generation.

The recent signing of the United States-Thailand Communique on Strategic Alliance and Partnership and a memorandum of understanding (MOU) focused on promoting supply chain resilience on July 10, 2022, highlight the pertinence of this report and the associated seminar. The topics detailed in this report aligned with many of the pressing issues addressed in the Communique and MOU, including expanding law enforcement cooperation, deepening cybersecurity collaboration, supporting resilient transportation corridors, advancing military modernization, and catalyzing Thailand’s bio-circular-green (BCG) economy. The report also covered topics and key themes from a series of jointly produced public webinars and an Asia Pacific Bulletin series of policy briefs on US-Thai affairs.

331. Different Choices, Divergent Paths: Poland and Ukraine

Abstract:: We compare the economic growth trajectories of Poland and Ukraine since 1990 to try to understand the extent to which the observed growth differentials can be traced to increased efficiency in the use of capital and other factors (intensive growth), rather than to simple accumulation of capital (extensive growth). We stress the role of qualitative factors such as education, governance and institutions. We ask whether the EU perspective and NATO membership played a role. We discuss the closely related histories of the two countries and note the stark differences between them, including their different approaches to the EU vs Russia, full vs incomplete transition to a market economy, and democracy vs anocracy, as well as different initial conditions. We compare key determinants of growth and growth trajectories, using economic as well as social indicators, and trying to disentangle efficiency and accumulation and combine path dependence and the role and scope of creative destruction. While Poland had the shortest and mildest transformation recession among CEE countries, Ukraine has been stagnant, or in decline, since 1990. The statistics we report and the stories we tell suggest that both countries have a complex relationship with democracy and that the nearly threefold difference in per capita GDP at PPP in 2021 in Poland’s favour, with the ratio of investment to GDP similar in both countries, can most plausibly be traced to: (a) Poland’s more extensive and diversified exports, and fewer restrictions on trade, in addition to more comprehensive and quicker restructuring of the national economy inspired by the EU perspective; (b) Poland’s more extensive and better-quality education; (c) Poland’s greater democracy and longer experience of democracy, lower levels of corruption, better governance, and freer press; (d) Poland’s smaller agricultural sector and greater emphasis on manufacturing; and (e) Poland’s lower inflation and higher level of financial development. Furthermore, Poland built market-friendly institutions to EU specifications and joined NATO. Against all this, Ukraine had more economic equality and lower unemployment as well as, from the early 1990s, a lower initial level of income per person, but was hampered by political divisions, path-dependent corruption and poor governance. During the global Covid-19 pandemic, Ukraine apparently suffered fewer deaths than Poland, despite fewer vaccinations.

Sin desdeñar un enfoque de este tenor (especialmente, si es un enfoque desde el prisma de la seguridad humana), se entiende que la securitización de la lucha contra la pobreza no es demasiado útil para abordarlos problemas que genera y potenciar el desarrollo. Se aboga por orientar la centralidad político-jurídica de la lucha contra la pobreza desde su comprensión como un asunto de interés público global, al que el planteamiento programático de los ODS y el Derecho internacional de los derechos humanos ofrecen una base regulatoria sólida (sin perjuicio de las dificultades reales de llevar a cabo este programa y ejecutar las normas jurídicas internacionales sobre derechos humanos). El análisis de la arquitectura global de gobernanza existente, y de las propuestas para su remodelación, demuestra que existen numerosos aspectos que aún no se encuentran lo suficientemente desarrollados, lo que produce el riesgo de exacerbar las desigualdades y perpetuar las discriminaciones. La regulación de las actividades de las empresas multinacionales para anticipar y mitigar los impactos negativos sobre los derechos humanos que se derivan de las mismas y para que rindan cuentas por posibles daños, se presenta como elemento esencial en este contexto. Igualmente se precisa la adopción de acuerdos internacionales que se apliquen con carácter general a aquellas tecnologías que, por su propia naturaleza, tienen el potencial de poner en riesgo la paz y la seguridad internacionales. Este proceso debe perseguir el objetivo de ofrecer igualdad de oportunidades a los ciudadanos, la protección de los valores compartidos entre los Estados y, en definitiva, el bien común de la humanidad.

Abstract:: A key stumbling point in trying to chart a peace agreement between Russia and Ukraine has been an inability of both sides to consider hybrid solutions that recognize resource interdependencies that could benefit either side. Such a pragmatic view would not undermine American or Western principles and lead to a more durable peace agreement. The peace process in the Russian-Georgian War and the governance mechanism set up for the autonomous region of Adjara provide useful examples in this regard. Science diplomacy, particularly in the Arctic, could be a useful “ice-breaker” between Russia and the West, and the climate crisis makes such interaction even more urgent.

Abstract:: A handbook on Data-driven Decision Making and Urban95: Data-driven Policy Tool (harita.kent95.org). The majority of the world population now lives in cities, while relations between technology and individuals and institutions and things are stronger than ever. The resultant growth in the volume and diversity of data has rendered the issue of data-driven policy development, which has been in existence since the 1990s, much more visible. We can define the concept of data-driven decision making as institutions that provide urban services making use of data to develop accurate, effective and measurable policies when planning how, to whom, with what content and where in the city these services will be provided. This has recently become an important topic in Turkey. We frequently encounter the importance especially of local administrations making use of data when making and following their strategic plans. In order to make use of data in developing urban policy, we first of all need to have a sense of what urban data is and the channels by which it is produced, providing us a holistic perspective. We can usually speak of five types of data in this context: The first is public administration data produced by local administrations and state agencies. The second is official statistical data such as census or household/workplace surveys gathered through questionnaires under the direction of the national statistical institute. The third is operational data on services provided by local administrations or specific institutions – institutions providing transportation service for example. The fourth is scientific data on environmental conditions such as the air, water level, pollution and noise. The fifth consists of composite indicators or estimates produced through combining and analyzing these four types of data. While most of the data in urban dashboards consist of traditional data updated monthly or yearly, operational and scientific data’s level of inclusion of real time big data in particular is increasing.

Abstract:: The state of Odisha has made unprecedented strides in increasing access to individual toilets from 14% in 2011 to a purported 100% in 2019 under the Swachh Bharat Mission - Gramin. In light of the clarion call of a ‘Swachha Odisha, Sustha Odisha’, and the national imperatives set by the National Rural Sanitation Strategy, 2019-2029, the state has created a systematic framework towards the achievement of total sanitation in the form of the Odisha Rural Sanitation Policy, 2020. To inform the creation of the Policy and shape its contours for responding optimally to ground realities, we undertook a rapid assessment of the prevailing sanitation practices in three districts of the state. The present report discusses the resulting findings relating to varied aspects of rural sanitation - ranging from trends in toilet use and on-site sanitation systems to the availability and state of Solid and Liquid Waste Management (SLWM) infrastructure.

Abstract:: The Covid-19 pandemic has caused extraordinary hardship since India’s first case was reported in Thrissur, Kerala in January 2020. Individuals and communities have since then made drastic changes to their behaviours, daily routines and lives, quite often in response to announcements or regulatory direction provided by the state. Officers of the Indian Administrative Service (IAS) are important actors at the forefront of framing, implementing and evaluating the state’s response to the pandemic, and uniquely positioned between the political executive and India’s massive frontline state. Their views on the state’s response, preparedness, the public and stakeholders in governance, and their positions on important normative debates underlying policy formulation and implementation therefore offer useful insights into both how the Indian state governs, and how it might govern better in the future. This report presents the results of a representative survey of over 500 IAS officers conducted between August and September 2020, 7-8 months into the pandemic. The survey sought to engage members of the IAS in reflecting on the critical challenges, decisions, and trade-offs that confronted public administrators charged with managing the state response at different levels. In doing so, it revealed both widely shared and sharply contested views on a range of subjects, including the role of the civil servant, executive and bureaucratic functioning in a crisis, and perceptions of and relations between the state, the public, and other important actors and institutions. The report finds that on the one hand, IAS officers are remarkably consistent in expressing high levels of motivation and public service commitment and endorse the view that the Indian state and bureaucracy galvanise resources and deliver reasonably well in times of crisis. On the other hand, there is a consistent tension between some strongly expressed ideals and the realities of administrative action, especially on engagement and communication with, and trust in the public. Finally, there is significant diversity among IAS officers when it comes to perceptions of key stakeholders (civil society, international agencies and the media) and a striking distrust of the private sector. The report also highlights the diversity in responses of officers across state cadres and seniority in several places through disaggregated analysis. This report, by the State Capacity Initiative at the Centre for Policy Research is part of a larger body of work on understanding the norms and values underpinning different state institutions in India. As we develop this body of work over the coming years, our goal is to continue to probe not just how the state performs, but how it perceives its own capacity, why and how it makes choices, imagines possibilities for governance, and engages with citizens.

Abstract:: Election observers are a crucial mechanism for transparency in the electoral process and can play a key role in electoral reform. In the United States, election observers’ findings can be more efficiently utilized to catalyze needed reform. The Carter Center has observed over 113 elections and supported citizen observer efforts in various countries. Drawing from this international experience, we suggest that US election observers can monitor the electoral process beyond election day, from voter registration to election dispute resolution and have a similar impact on electoral reform and integrity.

This paper thus argues that Tianxia is an alternative framework to Western-oriented IR theories. Abstract:: This brief lays out a new approach to Indian climate governance. We suggest India’s institutional structure should be aimed at generating and adopting low-carbon development pathways. Doing so implies going beyond energy and emissions policies to also look at deeper economic structures such as patterns of urbanisation, industrialisation, and job creation. We propose a new, independent, non-executive, multi-stakeholder Low-Carbon Development Commission backed by law, to bring both analytical credibility and mechanisms to ensure policy relevance. We further propose the Commission interface with an enhanced set of bodies within the executive branch, interacting through a set of annual reporting requirements and incentives for climate action. By laying out a set of principles, institutions, and mechanisms for interaction, we suggest a path to analytical credible and policy relevant Indian climate governance.

348. Responding to COVID: a Mobility Based Surge Capacity Framework

Abstract:: It would appear, based on the experience over the past year, that at a given point in time, CoVID-19 affects a part of the country and not the whole nation. What does this imply for the sharing of resources between more affected areas and less affected areas? What does it imply for where reserves of resources need to be maintained to meet sudden surges in caseload? This note looks at these questions, by examining the spatial pattern of the epidemic over time and the nature of the resources, i.e., the extent to which their supply can be increased, the ease with which they can be moved, etc., including, where possible and necessary, the movement of patients in addition to mobile resources. Our analysis based on current transmission dynamics, points out that there are a small set of areas permanently at risk for repeat surges. These are areas where health infrastructure may need to be augmented locally. For other areas, while increases in health infrastructure would be needed, inter-district and interstate coordination can ensure that additional critical services can be made available through resource sharing. However, such a mobility-based surge capacity framework, as we have proposed, requires enabling governance structures that builds trust and facilitates coordination across district and state administrations, based on real time data analysis as well as formal institutional structures.

Abstract:: It is on the precarious and ever-shifting terrain of Indian federalism that a modern edifice of climate governance must be built. Where is the firm ground? Are there enduring characteristics of centre-state relations that let us arrive at a relatively stable description of Indian climate governance? In this working paper, we arrive at a synthetic account of the constant forces shaping climate governance in India’s federal architecture, building on descriptions of environmental federalism and state actions in climate policy. We argue that the highly asymmetric nature of Indian federalism — a federal government holds the reins of state finances and constitutes the bulk of planning and bureaucratic capacity — makes compensatory relations between centre and states inescapable in climate governance. Emergent practices have involved the use of institutional channels of fiscal transfer and federally mandated planning processes to help catalyse climate activity across India’s states. States have taken fragments of the national agenda and adapted them to local political contexts that are hitherto innocent of ‘climate’ politics phrased as such. They play the role of marrying broader mitigation and adaptation concerns to local development. In the process, they contribute to the compensatory dynamic by creating a stream of policy ideas that then come to define the national response through channels of federal diffusion.

351. Union Action and Protests in Iraq: A Problematic Relationship - Case Study on the National Union of Journalists

Abstract:: he overthrow of the dictatorial regime in Iraq on 9 April 2003 raised many questions about the prospects for change, which did not occur in the country by internal will, but rather by foreign intervention. External powers left the country war-torn and without a clear internal social base to manage and organize the process of change. The collapse of institutional structures, the need for new institutions, and the strong desire to break free from the constraints of the past motivated protesters and civil movements to take over Iraqi streets. These protests began since the very first days of political change after 9 April 2003. For instance, hundreds of military personnel who were discharged held protests in Baghdad; thousands protested against the American occupation in Najaf; and dozens demonstrated in support of the Personal Status Law, rejecting its amendment by the Islamists who joined the government for the first time after the dictatorial era had come to an end. Intellectuals, journalists, and activists played a leading role in mobilizing people and shaping public opinion, as well as in defending individual and collective freedoms since the first years following a regime change. These continuous activities, which lasted for an entire decade after 2003, led to the formation of a parallel union to the official Iraqi Journalists Syndicate, which was established in 1959. This experience contributed to successes that have had an impact on Iraqi media, culture, and society overall. The trajectory of this union also offered profound lessons about collective volunteer work, which is essential to the establishment of any similar union in the early stages. The importance of this paper lies in the fact that the National Union of Journalists is the first union to demonstrate continuity and lasting influence over an extended period, not to mention that it has had a significant impact on the political process, the lives of journalists, and the experience of collective work. The importance of delving into the experience of the national union also stems from the fact that it challenged the prevailing obedience to the State as the historically dominant employer and sole economic rent provider. As such, the emergence of the national union was a breakthrough, as the overall context discouraged such experiences. It was not in the interest of citizens, most of whom were State employees, to adopt projects that challenged its policies. This study aims to explore a unique experience of union action led by young independent journalists. It explores the difficulties of establishing unions in Iraq – not only because of the limited margin of freedom – but also because of the ongoing economic, legal and political problems that have lasted for several decades.

In one form or another, it was also unclear if the party still had something to offer Tunisians. This is essentially the recurring uncertainty surrounding the relevance of political Islam as a party and its potential to bring about specific solutions to contemporary problems created in the wake of the turmoil of the past few weeks. 353. China's Belt and Road Initiative in Italy: An Analysis of Financial Cooperation

Abstract:: Financial cooperation is essential to boosting bilateral economic ties, providing firms with more effective instruments to operate in foreign markets. It should come as no surprise, then, that financial cooperation was a pillar of the 2019 Memorandum of Understanding (MoU) reached between Italy and China in support of the latter’s Belt and Road Initiative (BRI). However, a preliminary analysis of BRI-related commercial agreements between Italian financial institutions and their Chinese counterparts shows that they have not resulted in any ground-breaking development. These Memoranda have apparently just added a “BRI” badge to pre-existing trends of collaboration. The BRI-related MoUs in the field of financial cooperation do not, for the time being at least, justify concerns that China may gain an economic foothold in Italy large enough to win it much political influence. A more realistic risk is that these MoUs may undermine a common European approach to China, weakening the negotiating stance of the European Union’s. The rise of non-cash payments is a global phenomenon, although moving at different speeds around the world. To keep up with the digitalisation of payments (and of the economy), many central banks are exploring the development of Central Bank Digital Currencies (CBDCs), a digital form of cash. Despite being confined to a technical discussion among experts, when (rather than if) launched, CBDCs concerns us all. Thus, raising awareness of what CBDCs are, and of their key economic and political dimensions, is crucial to ensure that citizens are not only passive spectators. This paper has the ambition to provide (non-expert) readers with straightforward and simple answers to some of the many questions they may have around CBDCs. It sets the ground to better understand what CBDCs are (and are not), their drivers and their possible design. It will explore the impact of CBDC systems on privacy, the geo-strategic drivers of CBDCs and the possible rivalry between public and private money. Abstract:: Days after the European Central Bank (ECB) publicly disclosed its roadmap for a digital euro project on 24 July, the People’s Bank of China (PBoC) published a white paper describing the advancements of its plan for a digital yuan (e-CNY). While the EU roadmap outlines an investigation phase which will end in five years, China has already introduced several pilot experiments for its e-CNY. In June 2021, the e-CNY was employed in more than 70.7 million transactions for a value of 34.5 billion yuan by 20.8 million retail users and 3.5 million corporate users.

She held this most important political office in Germany for almost exactly 16 years (2005-2021). She will thus equal the record of her former political mentor and Chancellor Helmut Kohl (1982- 1998). In 2021, she was named “Most PowerfulForbes for the tenth time in a row. In 2015, the US magazine Time named her “Person of the Year” on its cover. Merkel has received the highest state honors from Italy to Peru, from Portugal to Israel. In 2011, she was awarded the Presidential Medal of Freedom - one of the two highest state decorations in the USA. The world’s honorary doctorates are legion. Merkel had a picture-perfect professional career, although by today’s standards she became politically active for the first time relatively late, at the age of 35. In the final phase of the GDR, she became involved in the opposition. As “Kohl’s girl” (“Kohls Mädchen”) she became Minister for Women’s Affairs as early as 1989, then Minister for the Environment (1994-1998), CDU General Secretary (1998-2000) and finally Party Chair (until 2018). She completed her studies in East Germany with a highly praised dissertation. When she became Chancellor in 2005, she was the first woman to hold the office and the first Chancellor from East Germany.

Abstract:: Following decades of authoritarian rule and highly centralised governing system, the people of Iraq adopted a democratic Constitution in 2005, designed to put Iraq on an evolutionary roadmap for democracy, rule-of-law and economic prosperity. The Constitution consists of 144 Articles which, together, define the main pillars of a democratic governance and provide frameworks and boundaries for their enactment, with or without mandating new legislations. However, translating the Constitution into reality proved extremely challenging. Over the past 16 years, the political and institutional leaders have engaged in overt sectarian political dynamics that proved detrimental to the state-building process. They were highly selective in enacting, key constitutional Articles. Many essential institutions and/or legislations that are mandated by the Constitution are awaiting establishment, some of which are critical for enhancing the rule-of-law, safeguarding the Constitution, streamlining the legislative cycle, institutionalising the centre-periphery relations, empowering the local government and optimising the management of national resources and assets. As a consequence, there are currently numerous structural and functional gaps or weaknesses in Iraq’s governing system, which have added to the country’s fragility and acted as independent drivers of conflict. In this report, attempts are made to: (a) Identify the key structural and functional gaps or weaknesses in the governing system that have arisen from inadequate implementation of the Constitution; (b) highlighting the relevant historical context and political barriers for progress; and (c) offer appropriate policy recommendations to stakeholders.

Abstract:: It is difficult to find much to celebrate about the current conjuncture, marked as it is by deeply destructive incoherence. The best that can be said is that we are in an interregnum. But I suggest that today’s incoherence also includes productive and even transformative moments. I argue that incoherence in global financial governance should be understood as productive in several respects. It is creating and widening alternative spaces in which some of the values, practices, tools, objectives, and goals associated with embedded liberalism can be rearticulated in a world in which there is no “order,” American-led or otherwise. The silver lining of incoherence is that it creates space for experimentation and innovation unconstrained by an overarching “ism.” Incoherence is creating exits or leakages from noxious national and global policy environments, rendering it less poisonous than it would be in the absence of ideational aperture and contestation, competing policies, institutions, networks, and poles of power. The abdication by the US of its traditional role of global coordination and discipline, as exerted under the post-war embedded liberal or the neoliberal American-led orders, is creating opportunities for more permissive and varied “reembededness” and diverse forms of economic integration. The emerging regime reflects neither your grandmother’s American-led order 1.0 or 2.0. In this morbid post-American interregnum there is no singular “ism” or “alternative order,” a fact that I do not mourn.

In the wake of the January 6 riot at the U.S. Capitol and Trump’s impeachment for inciting the riot, 31% of Americans hold favorable views of Trump, while 67% hold unfavorable views of him, including a 54% majority of Americans who hold very unfavorable views of him. 364. Dramatic Partisan Differences On Blame for January 6 Riots

Abstract:: According to new data from PRRI, majorities of Americans say white supremacist groups (59%), former president Donald Trump (56%), and conservative media platforms that spread conspiracy theories and misinformation (55%) shoulder a lot of responsibility for the violent actions of the rioters who took over the U.S. Capitol on January 6. These views have stayed remarkably stable since mid-January, when 62% placed a lot of blame on white supremacist groups, 57% on Trump, and 57% on conservative media platforms that spread misinformation. There are not significant differences between these numbers and January data within subgroups, either. Additionally, about four in ten Americans put a lot of the blame for the Capitol riot on Republican leaders (41%), and 29% put a lot of the blame on white conservative Christian groups. Despite the lack of any credible evidence that substantial numbers of liberal or left-wing groups participated in the riot, 38% put a lot of blame on these groups.

Abstract:: The copper price is booming. Experts are divided over whether this boom is structural rather than cyclical. It is our considered view, in light of the current evidence, that copper prices will continue to climb due to medium to long-term supply deficits and the comparative inefficiency of copper’s potential substitutes. Very few high-grade copper deposits remain. Once they are exploited, lower-grade jurisdictions such as Zambia will become increasingly attractive. Investment opportunities into Zambia are therefore ripe for bold investors. However, the country presents a challenging operating environment. Only if investors are deeply committed to high impact Environmental, Social and Governance (ESG) performance, will sustained, long-run yields flow. The corollary is that investors should commit to building state institutions that serve the interests of Zambia’s citizens, and crowd out irresponsible players.

Abstract:: The 2013 Zimbabwean Constitution’s well-articulated provisions for media freedom are in stark contrast to the fragility of the country’s current media landscape, 41 years after the attainment of independence. The Zimbabwe Media Commission (ZMC) is a constitutional body mandated with functions that include the duty to uphold, promote and develop media freedom, enforce good practices and ethics, as well as fair competition and diversity. However, that the ZMC chairperson and its eight other members are presidential appointees poses a challenge for ZMC’s operational independence. The 2013 Constitution’s Part 5. Section 248. Part 1a) notes that a chairperson is ‘…appointed by the President after consultation with the Committee on Standing rules and orders;’ and Part b cites eight other members appointed by the President from a list of 12 nominees submitted by the same committee. This is a structural problem within the Constitution itself, as it enables disproportionate executive influence and curtails the commission’s independence in its primary mandate to uphold, promote and develop freedom of the media. Sections 61 and 62 of the Constitution, however, outline ordinary citizens’ and journalists’ rights to freedom of expression, freedom of the media and the right of access to information. Although subject to restrictions in contexts of defence, public security, or professional confidentiality, these freedoms include citizens’ right of access to information for public accountability and stipulate journalists’ right to protection of the confidentiality of their sources of information. The Constitution further specifies the freedom of all state-owned media to independently determine the editorial content of its broadcasts, be impartial and afford fair opportunity for the representation of divergent views and dissenting opinions.

Abstract:: In the editorial to this – the first issue of The Africa Governance Papers – the editor starts by providing a brief overview of the content of the issue, which has the theme: “Dimensions of freedom and self-governance: Past, present, future”. He then reflects on the meaning of the term “governance”, which is understood differently in the global south and north. The differences in understanding, he argues, indicate an historical clash of understanding between universalists and particularists. The former, (mostly northern institutions and researchers) assume that their criteria for the effective running of a country apply everywhere, while the latter (mostly institutions and researchers from the global south) argue that these criteria can impose some values, while also ignoring others that are important in other parts of the world. The Africa Governance Papers, the editor continues, aims to provide a platform for publishing and debate that is based in the global south. Ultimately, though, the journal is open to submissions from scholars of disciplines relating to African governance from every part of the world.

Abstract:: This paper examines the intersection between the modern state, chieftaincy, and international borders in governance in post-independence Ghana. It draws on a chieftaincy conflict in Ghana between Ave-Dzalele and Ave-Atanve, both Ewe-speaking communities in the Volta Region of Ghana and reflects in some detail on the involvement of the paramount chief of Edzi, whose is based in Togo, to show the complexities of governance in post-independence Ghana. The study highlights the tensions between the formal citizenship rules and traditional, informal rules of affiliation and explores the existing mechanisms for the resolution of such cross-border conflicts. It argues that modernist discourses on the sovereignty of the state and territorial integrity that ignore cross-border cultural ties limit effective approaches to the resolutions of these conflicts. This paper contributes to bridging the gap between country-specific chieftaincy research and research on cross-border chiefs in Africa through critical reflection on the limited literature on issues of governance that relate to the co-existence of modern states and international/cross-border chieftaincies. Ultimately, it calls for a decolonisation of African governance that recognises 'international chieftaincies' and formalises their roles in governance in cross- border areas around the continent.

Abstract:: This article investigates the effect on rural livelihoods of the displacement of people in Chilonga communal area in Zimbabwe. Various studies in Africa, including Zimbabwe, have shown that land displacements happen where the political elite, in collusion with multinational companies and powerful individuals, take advantage of weak land governance systems particularly in communal areas to displace people. Lack of title over land, which is mostly vested in the state, makes communal areas most vulnerable to displacement. This is evident in the current case study of Chilonga, where various statutory instruments have been enforced to evict people. The Chilonga displacement, enforced by the state to accommodate large-scale lucerne farming, ignores that land is a source of livelihoods and identity for communal area dwellers. It has also shown that people from communal areas have limited freedom to resist displacement that curtails access and use of land. We argue that the Chilonga case study illustrates our contention that, where African land governance is weak, political elites and their connections use it to achieve narrow interests regardless of the impact on communal area dwellers through displacement and loss of livelihoods.

Abstract:: This article investigates the effect of the politicisation of land on the social capital and agricultural livelihoods of beneficiaries of the A1 villagised model of the Fast Track Land Reform Programme (FTLRP). The model allocates individual arable and residential plots to beneficiaries, while they share grazing land, social infrastructure and services. Beneficiaries rely on social capital to access resources for agricultural production. Proponents of the FTLRP have portrayed the model as successful because it creates livelihoods. Missing in these studies is the politicisation of land through reallocation of land within the model to advance individual political interests, and its effect on livelihoods. The resultant strain on social capital negatively affects agricultural production, which depends on it heavily. The article argues that Zimbabwe’s top-down land governance system leaves it open to manipulation by politically connected individuals in the service of their own personal and political interests. It further argues that this weakness in the governance system is due to the fact that the state owns the land, which means that beneficiaries of the programme do not have the power to challenge the decisions of politicians and bureaucrats.

Abstract:: The role of national security entities in public administration, with specific reference to civilian intelligence structures, is a public policy issue of concern and interest across the globe, particularly with regard to questions of governance and public accountability. Governments need intelligence services to serve national and/or political interests, but these must, by nature, operate in conditions of secrecy. The gap between these two elements can be a source of misgovernance and/or abuse of power. We argue that the credibility of South African intelligence structures has been negatively impacted by failures and omissions of accountable governance since the emergence of a democratic dispensation in 1994. In particular, the article focuses on the effects of politicisation on effective governance of the country’s intelligence function. We propose an ethical governance model, framed by a transformative approach and grounded in ethical stewardship, as a way to give effect to constitutionally defined expectations regarding the purpose and management of the country’s intelligence function.

Abstract:: In the aftermath of the global financial crisis, the design of accountability mechanisms has taken on renewed importance in academic and policy debates. Calls for holding individuals whose actions and omissions contributed to the meltdown accountable have gained traction in a number of countries after the crisis. Yet, individual accountability norms are seemingly absent from the international economic agenda in response to crisis. In this paper we address this puzzle by exploring the evolution of two major international organisations, the IMF and the FSB, in bringing accountability following financial crises. Our analysis reveals how these institutions have increasingly incorporated in their toolkit policy recommendations related to the unethical or illegal conduct by government officials of individuals in the financial industry, but these tools were geared almost exclusively towards forward-looking policies designed to deter the reoccurrence of illegal or unethical behavior rather than punishing or scrutinizing past wrongdoing. We argue that the extent to which individual accountability norms permeate the international economic agenda is mediated by the institutional characteristics of the organizations that comprise the international financial regime.

Abstract:: Addressing the General Assembly of the United Nations on September 25, 1961, President John F. Kennedy proclaimed that “the new horizons of outer space must not be driven by the old bitter conflicts of imperialism and sovereign claims.” Kennedy announced that the United States would “urge proposals extending the United Nations Charter to the limits of man’s exploration of the universe, reserving outer space for peaceful use, prohibiting weapons of mass destruction in space or on celestial bodies, and opening the mysteries and benefits of space to every nation.”[1] Just over five years later, after several rounds of negotiations carried out primarily with the Soviet Union but within the framework of the UN Committee on the Peaceful Uses of Outer Space (COPUOS), the “Treaty on Principles Governing the Activity of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies” was opened for signature on January 27, 1967.[2] As of February 2021, 111 nation states, including all major space-faring countries, are party to that treaty; another 23 have signed the treaty but not yet ratified it. The principles set out in the 1967 Outer Space Treaty, supplemented over the more than 50 years since 1967 by four implementing treaties and a number of non-binding statements of principles and multilateral agreements, constitute today’s international governance framework for space activities. It was Kennedy’s 1961 speech that started the process of creating that framework. President Joseph Biden has a similar opportunity, 60 years later, to take the lead in updating space governance for the 21st century.

In response to growing public concerns over air pollution, on May 15, 2019, the Government of Mongolia (GoM) implemented a ban on raw coal – a type of fuel that poor citizens in the city use to survive harsh winters in the world’s coldest capital – and introduced “refined coal briquettes” at a subsidized price close to the price of raw coal. Since the COVID-19 outbreak and the country-wide economic shutdown, lower-income families are struggling to afford food, let alone refined coal briquettes; as a result, they are resorting to burning cheap, dirty fuel, including trash to keep themselves warm. Despite GoM’s efforts to reduce air pollution, in October 2020, Ulaanbaatar’s air quality, again, ranked the worst in the world, ahead of Lahore, Pakistan; Delhi, India; Chengdu, China, and other cities infamous for hazardous levels of air quality. While reducing raw coal consumption is critical to improving air quality, the raw coal ban is not a panacea to solving Mongolia’s air pollution. Poverty is the true culprit behind Ulaanbaatar’s subpar air quality. If Mongolia is to sustainably reduce air pollution, the raw coal ban must be accompanied by social and economic policies that aim to lift people out of poverty.

382. Leveraging Submarine Cables for Political Gain: U.S. Responses to Chinese Strategy

Abstract:: Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

Abstract:: This paper examines whether frequent engagement with the Committee on the Elimination of Discrimination Against Women, the body of independent experts monitoring the implementation of the Convention of the Elimination of All Forms of Discrimination Against Women, is linked to improved compliance with women’s rights commitments. It further explores whether the relationship between treaty body interaction and compliance holds for states that have made reservations to articles concerning women’s rights. Data from state reports submitted to the Committee on the Elimination of Discrimination Against Women and indicators from the Social Institutions and Gender Index show that frequent engagement with the body is associated with improved equality for women, irrespective of state reservations. The results from this study challenge the idea that reservations undermine global governance regimes and are detrimental to human rights. Finally, this paper illustrates how compliance mechanisms work using a case study from Iraq. Through participation in the report-and-review process, states engage in negotiation around contentious areas of women’s rights with experts, civil society and the public, which facilitates respect for women’s rights.

Abstract:: This paper explores the ethnoracial segregation trends of New Orleans, Louisiana between the years 2000, 2010, and 2018. It studies the effect of Hurricane Katrina—which struck in August 2005—on population figures and racial composition within two geographic units of study in Orleans parish: neighborhoods and census tract block groups. Since Hurricane Katrina, White residents have returned in larger numbers than Black residents, and particularly so in neighborhoods that were predominantly Black before the storm. In 2019, New Orleans had 100,000 fewer people than before the storm—nearly the same as the number of Black residents who have not returned. Using a Gibbs-Martin index, which measures racial diversity, the paper finds that decreases in population at the census block group level are associated with racial “diversifying.” This trend invites a conversation on the normative interpretations of racial heterogenization, its causes, and its consequences: who bears the costs of increased “diversity” and what is the historical backdrop it operates under?

385. The Making of the Kurdish Frontier: Power, Conflict, and Governance in the Iraqi-Syrian Borderlands

Abstract:: The Iraqi-Syrian border continues to be geopolitically restless. Kurdish parties have taken advantage of central government weaknesses to increase their autonomy in these areas. Even after the collapse of the self-proclaimed Islamic State, the Iraqi-Syrian border continues to be one of the most geopolitically restless areas in the Middle East. In the last few years, a variety of Kurdish entities and groups have increasingly shaped the dynamics across the northern section of this border. In particular, there are two dynamics that deserve attention. First, the Kurdistan Regional Government (KRG) and the Kurdish-dominated Autonomous Administration of North and East Syria have come to effectively control new border crossings in this area as the Syrian government has lost access and the Iraqi government’s presence has been contested. This means that the movement of people and goods in this area is largely controlled by two entities that are neither state nor nonstate actors. The reality on the ground reflects hybrid arrangements that have emerged as a result of the weaknesses of both central governments and the increasing autonomy gained by Kurdish parties (which, in the case of the KRG, is stipulated constitutionally). Second, the Kurdistan Worker’s Party (PKK), by virtue of its participation in the war against the Islamic State and by taking advantage of the consequent power vacuum, managed to augment its influence along the border. Its ideological and organizational ties with local groups, such as the People Protection Units (YPG) in Syria and Sinjar Resistance Units (YBS) in Iraq, enabled it to exert security and political influence. On the one hand, this turned segments of the border into an arena for transnational, pan-Kurdish militancy. On the other hand, these groups’ presence intensified intra-Kurdish rivalries, especially between the Kurdistan Democratic Party (KDP), which is the KRG’s main ruling party, and the PKK. This rivalry reflects a clash of two visions for the border: the PKK’s revolutionary, transnational vision that seeks to eradicate or at least underplay the reality of the border; and the KDP’s pragmatic and territorial vision seeking to assert the border’s reality as a demarcation of the KRG’s authority and future statehood. In addition, the KDP is allied with Turkey, which has been fighting the PKK for several decades and is currently waging a military campaign against the group in northern Iraq and Syria. To a large extent, the future of this border is predicated on this geopolitical conflict and whether the PKK manages to entrench itself further or becomes isolated and marginalized as the KRG, the Autonomous Administration, and the Iraqi federal government assert their territorial authorities.

386. Economic Diversification in Africa: How and Why It Matters

Abstract:: Many African countries have placed economic diversification high on the policy agenda, yet they first need to define what it means in their specific structural and socioeconomic contexts. For decades, economic diversification has been a policy priority for low- and middle-income economies. In the words of former managing director of the International Monetary Fund (IMF), Christine Lagarde, “We know that economic diversification is good for growth. Diversification is also tremendously important for resilience.” Unfortunately, this goal continues to elude many African countries. In fact, the continent is home to eight of the world’s fifteen least economically diversified countries. This reality weakens the foundation of their economic transfomation and slows their pace of progress. It also makes these countries particularly vulnerable to sudden external shocks, as the pandemic-induced disruption of tourism and oil-dependent economies has illustrated. Given the importance of diversifying African economies, it is critical to recognize how various dimensions of diversification can have different implications for the menu of policy options. Closely associated with the process of structural transformation from lower to higher productivity sectors, economic diversification has three evident dimensions. The first relates to the expansion of economic sectors that contribute to employment and production or gross domestic product (GDP) diversification, and the second is associated with international trade or exports diversification. This paper, however, focuses on a third dimension that the economics literature pays scant attention to: fiscal diversification. This fiscal element involves expanding government revenue sources and public expenditure targets and can therefore play a central role in helping to catalyze broader economic transformation through the expansion of activity in specific industries and sectors. It is also critical that policymakers effectively measure the extent to which this objective is being achieved. Both the expansion of existing economic sectors and the creation of new ones may diversify an economy. But these processes are vastly different in practice and will garner distinct outcomes. Of the main tools used by economists to measure diversification, the Theil Index differentiates between the respective contributions of new economic sectors and existing ones to overall diversification. Another tool widely used by development practitioners—the Public Expenditure and Financial Accountability (PEFA) framework—has significant potential for evaluating fiscal diversification but would need to capture more information on government revenue collection and spending and link them to policy objectives.

Abstract:: The Handbook on the Prevention and Resolution of Self-Determination Conflicts is the latest product of a long and fruitful collaboration between the Mission of Liechtenstein to the United Nations, New York, and the Liechtenstein Institute on Self-Determination at Princeton University to assess the relationship of self-determination to conflict. The Handbook includes four case studies: Aceh, Bougainville, Mindanao, and Northern Ireland, in addition to setting out guidelines specifically aimed at those working to prevent and resolve self-determination conflicts. The handbook was conceived chiefly as the result of two meetings on self-determination held jointly by the Liechtenstein Institute on Self-Determination and the Liechtenstein Mission to the UN: “Models of Self-Governance as Tools to Promote Peace and Stability in Europe,” held in March 2016, in Triesenberg, Liechtenstein, and “Self-Determination in Conflict Prevention and Resolution,” held in December 2018, in Princeton, New Jersey, U.S.A. In these meetings, participants discussed the relationship between self-determination and conflict, as well as ways that self-determination conflicts may be prevented and resolved. These discussions drew on the tensions and links between self-determination, minority rights, autonomy and self-governance, and mediation, all of which are key elements of the handbook.

Abstract:: Among the best-known sovereign wealth funds (SWFs)—government-owned or controlled investment vehicles—are those funded by hydrocarbon revenues in the member economies of the Gulf Cooperation Council (GCC), which comprises all the Arab countries in the Persian Gulf except Iraq, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. This Policy Brief compares the GCC SWFs with each other and with other funds in terms of their transparency and accountability on the fifth SWF scoreboard, available here. Several factors, including the decline in oil prices in recent years, have slowed the growth of the GCC’s SWFs. This slower growth could further diminish their governance and transparency standards, which are already weaker than those of other SWFs. Efforts to improve their governance and accountability will be important to garner public support for these SWFs.

Abstract:: In the last two decades, sovereign wealth funds (SWFs)—funds accumulated by a government that are invested in whole or in part abroad to benefit the country in the future—have faced increased public scrutiny over their investment patterns, financial results, and governance. This Policy Brief updates and expands a prototype scoreboard rating the transparency and accountability of SWFs, which Truman established in 2007. This fifth edition of the scoreboard shows that the average scores continued to improve for the 64 SWFs examined, but governance issues remain. New funds have emerged—many of them government holding companies or strategic investment funds—but the growth of assets under management by SWFs has slowed, in some cases partly because of withdrawals to help finance expenses related to the COVID-19 pandemic, raising questions about their future role.

391. Operation Condor, The War on Drugs, and Counterinsurgency in the Golden Triangle (1977-1983)

Abstract:: In the late 1960s, the Mexican government launched a series of counternarcotics campaigns characterized by the militarization of drug production zones, particularly in the northwestern region—the so-called Golden Triangle, epicenter of both production and trafficking of marijuana and opium poppy since the 1930s. Operations Canador (1969–1975) and Trizo (1976) served as a laboratory for methods to curb drug production, ranging from harassment of drug growers to the aerial defoliation of illicit crops. Operation Condor (1977–1988) combined and enhanced these strategies, wreaking havoc on communities of alleged drug growers, but without entirely disrupting the drug industry. This paper explores the role of the US government in the militarization of Mexico’s anti-drug policy, underscoring how the ruling party (the Institutional Revolutionary Party, PRI) took advantage of this shift to tackle domestic issues and reassert its hegemony. I argue that Operation Condor functioned as a counterinsurgency campaign oriented to thwart both social and armed movements, eliminate competitors in the narcotics market, and reorganize the drug industry to protect successful drug lords. Operation Condor also caused the decentralization of the drug industry from the northwest and created a new clientelistic pact between drug lords and national security agencies, such as the Federal Security Directorate (DFS), the Office of the Attorney General of Mexico–Federal Judicial Police (PGR-PJF), and the Secretariat of National Defense (SEDENA), which benefited from drug proceeds. Finally, the de facto state of siege imposed in the Golden Triangle produced thousands of victims of harassment, torture, rape, murder, forced-disappearance, and displacement; massive human rights abuses that authorities either concealed or denied.

Abstract:: Youth movements have played an increasingly prominent role in calling for action to address climate change. Many youth-led organizations are also engaged in initiatives to build peace in their communities. In global policymaking fora, however, youth remain sidelined. The sidelining of youth peacebuilders and climate activists can be attributed to four main factors. First, there are widespread misperceptions of youth grounded in age and gender stereotypes. Young men are often seen as perpetrators of violence, while young women are seen as passive victims. These misperceptions can lead policymakers to adopt a securitized approach to youth, peace, and security and overlook the efforts of young peacebuilders. In some cases, the perception that young activists are a threat to national security can also put them at risk. Second, global policy frameworks on youth are outdated and piecemeal. While the UN Security Council has passed three resolutions on youth, peace, and security since 2015, there is no comparable framework for youth and sustainable development or climate action. Moreover, there is no overarching global framework on youth that links the youth, peace, and security and youth climate action agendas. Third, youth organizations and activists are underfunded. Much of the work that young people do is voluntary. While there are some initiatives to direct more funding toward youth-led organizations, funding largely remains ad hoc, and many organizations lack the capacity to meet the onerous application and reporting requirements. Finally, youth have weak institutional links to global governance fora. There are some mechanisms for consulting and involving youth, including the secretary-general’s global envoy on youth, the UN-coordinated Global Coalition on Youth, Peace and Security, and the Youth Constituency of the UN Framework Convention on Climate Change. However, youth have no direct decision-making role in the work of the UN and its member states, and engagement is often ad hoc. To build peace and tackle climate change, governments and multilateral institutions must shift toward inclusive governance systems that involve and empower youth. They must also consider the synergies between youth, climate, and peace.

Abstract:: In modern society, every issue is connected to another. As suggested in the proverb "When the wind blows, the bucket maker gains", various self-differentiated issues actually interrelate and influence each other in today's world, where globalization has made considerable progress and the Internet infrastructure has become widespred and continues to evolve. These issues can be broadly divided into three types: economic, social and environmental. At first glance, economic, social and environmental issues appear to be independent issues, but in fact they are deeply and strongly related. If you buy and drink bottled water from a vending machine to cope with "life-threatening" heat, for instance, you can rehydrate yourself as an immediate necessary measure against climate change. But, if the water bottle is a petroleum product, incinerating it as garbage also promotes climate change. If we turn on air conditioning, we may be able to escape the mortal danger posed by climate change. However, as long as the electricity is produced by coal-fired power plants, using it will also contribute to climate change.

Abstract:: The COVID-19 pandemic has led to the biggest global recession since the Second World War. Forecasts show the European Union underperforming economically relative to the United States and China during 2019-2023. Southern European countries have been particularly strongly affected. While the ICT sector has benefitted from the COVID-19 crisis, tourism, travel and services have suffered. Business insolvencies have, paradoxically, fallen. While total employment has almost recovered, the young and those with low-level qualifications have suffered employment losses. Inequality could rise. The pandemic may lead to medium to long-term changes in the economy, with more teleworking, possibly higher productivity growth and changed consumer behaviour. Policymakers must act to prevent lasting divergence within the EU and to prevent scarring from the fallout from the pandemic. The first priority is tackling the global health emergency. Second, we warn against premature fiscal tightening and recommend instead additional short-term support from national budgets. Over the medium term, fiscal policymakers will need to gradually move away from supporting companies through subsidies, towards tax incentives for corporate investment. A review of the European fiscal framework is needed to achieve the EU’s green goals more rapidly. The quality of public finances, how policymakers spend resources and the associated reforms are of central importance to prevent scarring. Improving the efficiency of insolvency procedures will be crucial for speedy and effective recovery. Targeted labour market policies for the young and less-qualified are needed. As teleworking becomes a more permanent feature of the EU’s labour markets, it will be crucial to adapt social security and taxation systems in the context of the single market for labour. The EU should resist protectionist calls in the wake of the pandemic. Rigorous competition policy enforcement and an integrated EU market have been beneficial for European convergence and growth. Capital markets have an important role to play in a speedy recovery.

397. Talking about Europe: exploring 70 years of news archives

Abstract:: This paper quantitatively explores news coverage on the subject of ‘Europe’ in three different countries and three newspapers: France (Le Monde), Italy (La Stampa) and Germany (Der Spiegel). We collected and organised large web-scraped datasets covering the period 1945 to 2019. After ensuring the quality of the archives, we identified articles referring to ‘European’ news while leaving aside national and other non-European news, based on a mix of keyword matching, large-scale natural language processing and topic identification on the full text of news articles. Once articles were classified and datasets labelled, we performed a time-series analysis, detecting salient events in European history, across France, Germany and Italy. We analysed these events in light of the evolution of European cooperation and integration since 1945. We found that the most important events in post-war European history are easily identifiable in the archives and that European issues have gathered substantially greater attention since the early 1990s.

398. Low interest rates in Europe and the US: one trend, two stories

Abstract:: In both Europe and the United States, interest rates have been declining for more than fifteen years. For much of this period, real interest rates have been negative and they are expected to remain negative for at least another decade. The literature associates this decline in interest rates with a similarly protracted decline in productivity. But the decline in productivity appears paradoxical given major technological advances. The decline in the price of capital is underpinned by the factors that have caused a decline in demand for capital, as well as a relative increase in its supply. On the supply side, aging and an increase in overall macroeconomic risk since the financial crisis have both led to increased savings. On the demand side, the increase in the importance of intangible capital in production has reduced the demand for physical capital. Nevertheless, for the US, the literature has identified the increase in market concentration as the biggest factor responsible for the reduction in the overall demand for capital. Digital innovation has led to the creation of champion firms that have captured big market shares and have been able to prevent others from entering not only the US market, but markets globally. This has dampened investment. Europe is affected by US digital dominance, but other factors, including aging and increased risk, are more prominent in sustaining the downward pressure on interest rates. In particular, the lack of risk capital, in the context of capital markets, contributes to this downward pressure in the EU. As the knowledge economy relies increasingly on intangible capital, a bank-based system that requires collateral is not well suited to finance investments. A lack of suitable finance will remain an important factor in the downward pressure on interest rates. The structural factors behind the downward pressure on interest rates imply that macroeconomic policy will have a reduced role in managing aggregate demand. Monetary policy in the euro area will be more about preventing financial fragmentation and less about stimulating demand. Equally, fiscal policy will have more of a supporting rather than stimulating role. Tackling the structural decline in market dynamism and therefore in real rates will require structural policies to reduce market power globally and ensure the creation of capital markets in the EU.

399. Interest in European matters: a glass three-quarters full?

Abstract:: A disconnect between European Union integration and the level of interest of EU citizens in European matters is a potential weakness in the EU’s democratic foundations. The existence and possible size of this disconnect is a critical issue in assessing the potential for further integration of the EU and the risks to its stability. To move beyond qualitative assessments of this disconnect, we use three indicators to measure EU citizens’ interest in Europe: turnout in European Parliament elections relative to national elections, Eurobarometer surveys of interest in Europe, and the presence of European news in national newspapers, relative to all published news. We interpret our empirical results using three frameworks: Putnam’s social capital concept, the agenda-setting hypothesis and the no-demos hypothesis. All three indicators point to an increased interest in European matters, especially since the 1990s and the creation of the euro. However, this result does not settle the issue of whether the increased level of interest matches the actual state of integration of the EU’s member countries. Our results indicate the European construction maintains a technocratic character.

400. The productivity paradox: policy lessons from MICROPROD

Abstract:: Productivity growth in Europe has been on a downward trend for several decades. Given that productivity growth is a crucial source of output growth, particularly in an aging society like the European Union, it is crucial to understand what is driving this slowdown and what the potential consequences are for our economic model and for citizens’ welfare. Some explanations for this trend are global in nature, but there are also significant differences in country structures in Europe that have led to different outcomes and that need to be accounted for before policy prescriptions can be made. The objective of MICROPROD, an EU-wide research project that runs until the end of 2021, is to contribute to this research strand by using data from various European countries to study the microeconomic mechanisms behind this macroeconomic phenomenon. In particular, the aim is to understand the challenges posed to Europe by the fourth industrial revolution and its impact on productivity in the context of globalisation and digitalisation, and to recommend policies to address these challenges. MICROPROD researchers have so far delivered 20 papers on four broad issues relevant for today’s policy debates: the measurement and effects of intangible capital on productivity; the impact of globalisation, international trade and the integration of global value chains (GVCs) on productivity; factor allocation and allocative efficiency; and finally the social consequences of the two structural shocks Europe has faced in the last two decades: globalisation and technological progress. This Policy Contribution reviews the main conclusions of these 20 MICROPROD papers and how they inform policy debates. However, the mid-point of the three-year MICROPROD project also coincided with the start of the COVID-19 crisis, which might have accelerated some trends or possibly reversed others. We therefore discuss how some of the messages of MICROPROD research may contribute to our understanding of the current crisis and its aftermath.
