1. Undermining Ukraine: How the Kremlin employs information operations to erode global confidence in Ukraine

Abstract:: In the lead-up to Russia’s February 2022 invasion of Ukraine, the Kremlin and its proxies perpetrated information operations to justify military action against Ukraine, mask its operational planning, and deny any responsibility for the war. DOWNLOAD PDF Once the war began in earnest, Russia expanded its strategy with an additional emphasis on undermining Ukraine’s ability to resist in hopes of forcing the country to surrender or enter negotiations on Russia’s terms. This strategic expansion included efforts to maintain control of information and support for the war effort at home, undercut Ukrainian resistance, derail support for Ukrainian resistance among allies and partners, especially in the immediate region, and engage in aggressive information operations internationally to shape public opinion about Russia’s war of aggression, including in Africa and Latin America. Building upon daily monitoring by the Digital Forensic Research Lab (DFRLab), this report synthesizes Kremlin attempts to undermine Ukraine by targeting local, regional, and global audiences over the course of 2022 since the start of the war on February 24 of that year.

2. Palestinian Expectations from The Biden Administration

Abstract:: The United States’ (US) foreign policy trend of intervention in the Middle East has long been accepted as a truism in international relations and politics. For decades, the US has demonstrated a steadfast commitment to peace in the Middle East and has made commendable efforts to mediate the Israel-Palestine conflict. While Washington-Palestinian relations experienced tension during Trump presidency, the victory of Biden left the Palestinians upbeat. Today, one year into Biden’s tenure, the Palestinians continue to hold mixed expectations of the Biden administration’s ability to advance the peace process. This paper attempts, in particular, to analyze the Palestinians’ expectations of the of the Biden Administration, as articulated by high officials and leaders of the Palestine Liberation Organization (PLO): a legitimate authority representing the Palestinian people recognized by Israel in 1993.[1] An approach that aims to understand Palestinian expectations can yield major benefits: it can contribute to making progress toward better conflict resolution, help advance the peace process, and likely revive the two-state solution. In fact, ignoring Palestinian expectations might lead to misunderstanding, miscommunication and could perhaps interrupt or even thwart the peace process entirely. To identify these expectations, this paper relies on Palestinian and international news sources, along with open governmental data published by the US government and the Palestinian Authority. This paper is divided into four sections. The first section presents the efforts that different US administrations made to advance the Israeli-Palestinian peace process. The second section summarizes President Trump’s policy towards the Palestinians, highlighting actions that provoked strong condemnation by the Palestinians. The third section presents President Biden’s policy toward the Palestinians in the first year of his administration, emphasizing the main differences between Biden and Trump’s decisions. The fourth and final part presents the overarching Palestinian expectations from the Biden administration.

4. Narrative Warfare: How the Kremlin and Russian news outlets justified a war of aggression against Ukraine

Abstract:: In the weeks and months leading up to Russia invading Ukraine on February 24, 2022, the Kremlin and pro-Kremlin media employed false and misleading narratives to justify military action against Ukraine, mask the Kremlin’s operational planning, and deny any responsibility for the coming war. Collectively, these narratives served as Vladimir Putin’s casus belli to engage in a war of aggression against Ukraine. To research this report, the Digital Forensic Research Lab (DFRLab) identified recurring pro-Kremlin narratives over two timeframes: the 2014–2021 interwar period and the seventy days leading up to the 2022 invasion. For the interwar period, we reviewed more than 350 fact-checks of pro-Kremlin disinformation. We then collected more than ten thousand examples of false and misleading narratives published by fourteen pro-Kremlin outlets over the seventy-day pre-invasion period. To understand how these narratives evolved, we catalogued them by themes, sub-narratives, and relationships to pre-invasion escalatory events. This allowed us to produce a timeline of false and misleading Kremlin narratives encompassing the year leading to the invasion, showing how Russia weaponized these narratives as its actions on the ground escalated toward war.

5. You’ll never talk alone: what media narratives on European reforms reveal about a polity in the making

Abstract:: This paper analyses the discourse since 2001 in three leading national business newspapers about reforms in the European Union: Handelsblatt (Germany), Il Sole (Italy) and Les Echos (France). We collected and organised a large dataset of articles published in these three newspapers. We used topic modelling to identify latent topics across articles. Based on this database, we then addressed four research questions and found: a relative degree of synchronisation of reform debates across the three countries; comparable reporting patterns, especially around the main crises; a greater degree of direction of the debate towards European issues over national issues in Germany than in France and Italy; and the tentative emergence of a shared narrative about crises. Finally, we highlight that bringing conflict and contestation back into European discussions may help stimulate wider interest in European matters.

6. From Media-Party Linkages to Ownership Concentration Causes of Cross-National Variation in Media Outlets’ Economic Positioning

Abstract:: A sizable literature on media bias suggests that media coverage is frequently biased towards certain political and economic positions. However, we know little about what drives variation in political and ideological bias in news coverage across countries. In this paper, we argue that increasingly commercialized and concentrated media markets are likely to be associated with media coverage leaning more favorably towards economically more rightwing positions. Media bias should reflect the preferences of media owners and should be a result of a reduced diversity of news media content. In contrast, where media outlets continue to be oriented more closely along partisan lines, often referred to as political parallelism, bias on economic issues should be more likely to cancel out at the aggregate level. To test these claims, we combine expert survey data on partisan attachments of media outlets, party ideologies, and media ownership concentration for twenty-four European countries. Results from multilevel regression models support our theoretical expectations. With media framing potentially affecting individual-level preferences and perceptions, high and rising levels of media ownership concentration may help to explain why governments in the affluent Western democracies often do remarkably little to counter trends of rising income inequality.

7. Information in the First Globalization: News Agencies and Trade

Abstract:: This paper documents the effect of information frictions on trade using a historical large-scale improvement in the transmission of news: the emergence of global news agencies. The information available to potential traders became more abundant, was delivered faster and at a cheaper price between countries covered by a news agency. Exploiting differences in the timing of telegraph openings and news agency coverage across pairs of countries, we are able to disentangle the pure effect of information from the effect of a reduction in communication costs. Panel gravity estimates reveal that bilateral trade increased by 30\% more for pairs of countries covered by a news agency and connected by a telegraph than for pairs of countries simply connected by a telegraph.

8. FAKE NEWS MISINFORMATION AND HATE SPEECH IN ETHIOPIA: A VULNERABILITY ASSESSMENT

Abstract:: Fake news, misinformation, and hate speech have thrived in the Ethiopian media ecosystem, and particularly online. This is strongly correlated with significant, tragic, real-world consequences, exacerbated pre-existing tensions, and contributed to violence and conflict. To date, the Government of Ethiopia’s response to combating the spread of fake news, misinformation, and hate speech has been, by necessity, heavy-handed, with the go-to response to escalation being to turn off the internet for the entire country. The vulnerability assessment aims to outline an approach and framework to improve the understanding of fake news, misinformation, and hate speech in Ethiopia, to develop a more nuanced and tailored approach to addressing a real national challenge. While this study is preliminary and indicative, drawing on a relatively small sample size, it is hoped that it can be illustrative and used to improve the national conversation regarding the federal response to fake news, misinformation, and hate speech. Still, it does not claim to be and should not be considered the final word on the matter. The assessment found that Ethiopia’s media ecosystem’s weaknesses have made it vulnerable to fake news, misinformation, and hate speech. Some of the driving factors are undoubtedly historical, including the weak state of private media in Ethiopia, the critical role of the Ethiopian diaspora in media ownership, and the proliferation and wild rise in popularity of entertainment-news page services Facebook and Twitter. The report proposes a pro-active and risk-based approach, which identifies likely and potentially fake news, misinformation, and hate speech flashpoints and lays out the actions that will be required to mitigate them.

9. Predictors of Fake News Sharing on Social Media during COVID-19 in South Asia: Evidence from Pakistan

Abstract:: Spread of fake news has been rapidly increased in recent months and the determinants that lead the sharing of misleading information is not well studied. Henceforth, this study analyzes the result of a Pakistani sample (n=385) regarding proliferation of fake news regarding COVID-19. This phenomenon was studied by using uses and gratification framework it was extended by the altruistic motivation. An explanatory research design was followed, data was collected through questionnaire based on prior studies and respondents were approached through different social media websites and answers were collected through Google forms by following convenient sampling technique. Acquired responses were analyzed through regression model to investigate the magnitude of effects among the six categories of study on the result of fake news sharing. Findings showed that altruistic motivation was the main predictor of fake news sharing of COVID-19. Furthermore, other predictors i.e. motivation for information sharing, socialization gratification, motivation for seeking information and passing time were contributing in sharing fake news about COVID-19, while no relationship was found between entertainment motivation. This research suggested some theoretical and practical implications.

10. “The Gateway to Europe”. The Discourse on Poland in the Chinese Press (2015–2020)

Abstract:: The aim of the article is to present the results of the survey on the structure of the discourse on Poland present in the content of various Chinese newspapers and magazines. In the first part, we provide an overview of the history, characteristic and development trends of the Chinese newspaper market. In order to construct the collection of messages about Poland and Poles, a query was carried out in 172 journalistic materials published in 2015-2020. The first step of analysis performed in this research was the lexical analysis of the Chinese print media gathered in the text corpus of app. 160 thous. words. Additionally, the authors of the article used text mining analytics software to extract the main concepts. The next phase of the survey was the computer assisted content analysis. For the research purposes 150 categories dictionaries were created. Those dictionaries consisted of the set of words gathered on the same semantic basis. The unit of the analysis in this phase of the research was a single paragraph (N=2465 units) and the results of this analysis were the hierarchy and key-ness of collective symbols, themes, actors and places present in the press discourse on Poland. In the last part of the research—as a result of factor analysis—the structure of the discourse on Poland in the Chinese press was reduced to 9 strongest factors determining which different (detailed) categories have the tendency to co-occur and that is why they create easily distinguishable configurations.

11. A New Season of Unrest in Lebanon

Abstract:: ACLED has completed a review of the Lebanese news outlet El Nashra in a monthslong effort to improve coverage of political violence and protest throughout Lebanon. The data release has resulted in the addition of over 2,000 events to the ACLED dataset, accounting for approximately a fourth of the total events recorded between 2016 and 2021 across the country. While not altering underlying trends observed in previous analysis, this supplementation significantly enhances the disaggregation of the ACLED dataset, with more than 60 new locations now recorded as sites of political disorder in Lebanon. What follows is an updated assessment of recent trends in conflict and demonstration activity around the country.

12. Translating tension: Chinese-language media in Australia

Abstract:: Chinese-language media outlets in Australia are more likely to support Australian government policy than Chinese government policy when reporting on tensions in the Australia–China relationship, but editorialise to soften or remove criticism of China and the Chinese government. This is, in part, because Chinese-language media outlets in Australia produce little original content, and instead translate and reproduce the majority of their content from Australian, rather than Chinese, news sources. Chinese-language media professionals say they prefer to re-publish Australian content because this helps Chinese migrants integrate into society. However, self-censorship is embedded in these media organisations’ editorial processes. This is particularly the case for Chinese-language media outlets whose content is distributed to mainland China via WeChat, news apps, and websites. Outlets self-censor out of concerns for a loss of market share and reprisals from Beijing.

Abstract:: At the Taliban’s first press conference on 17 August 2021, spokesperson Zabihullah Mujahid startled the world by calling for “balanced and fair reporting,” claiming that the Taliban would support free and independent media as long as journalists worked according to Islamic rules and Sharia. In this essay, I argue that Western policymakers should take the Taliban spokesperson’s words very seriously, as his frame of reference is a set of powerful Islamic concepts that are likely to resonate with Muslim listeners throughout the world. It is important both to understand his words within the context of Islam, and to search for common ground in holding the Taliban accountable for what it has pledged.

14. The Futility of North Korean Propagandistic News

Abstract:: Propaganda, among other tools, is a widely used means by the North Korean government to bolster the basis of its regime. The use of distorted news through inaccurate publications is one way in which propagandistic information is circulated within not only North Korea, but also in foreign countries online. In this commentary, Dr. Sandip Mishra, Associate Professor at Jawaharlal Nehru University, argues that the old way of propaganda negatively impacts North Korea’s reputation. To illustrate, Rodong Sinmun has disseminated inaccurate information on North Korea’s international reputation and its diplomatic relations with other countries; this has not been taken seriously by other countries. Notably, he argues that North Korea’s claims on its relations with India have been found to be based on inaccurate or nonexistent facts. The author emphasizes that North Korea must realize that they need to stop producing propagandistic news and focus on their political and economic reforms.

15. What Did 9/11 Mean for U.S. Media Coverage of Muslims and Islam?

Abstract:: The twentieth anniversary of the 11 September 2001 terrorist attacks is an opportune moment to review the impact of those attacks on the U.S. media’s coverage of Muslims and Islam. In 2003, Vice President Dick Cheney famously argued that “[i]n a sense, 9/11 changed everything for us.”1 Evidence suggests that—within the U.S. government—“everything” includes how officials perceive Muslims; they became the target of wide, undifferentiated suspicion.2 The picture for the U.S. media is less clear-cut: some have argued that, as within the govern- ment, the attacks “thrust a certain type of Orientalist stereotype firmly back... into our news media, and into the mouths of politicians.”3 Meanwhile, others have found an “increase in sympathetic representations of Arab and Muslim Americans in the U.S. media after 9/11.”4 In our own research, we find two key changes after 9/11: an enduring rise in the number of newspaper articles about Muslims and Islam and a dramatic increase in the share of articles linking Muslims to terrorism or extremism.

16. A Mediatised Conflict: The Mediatisation of Palestinian Split in Pan-Arab Transnational Satellite TV Journalism

Abstract:: This paper explores the behind the scenes interplay between regional and Palestinian political actors through pan-Arab transnational satellite TV (PASTV) news media, during the Palestinian internal conflict sparked in 2007 between Fatah and Hamas. Primary focus is on the influential role played by PASTV journalism in shaping Palestinian political decision-making process during this interplay. The interplay between politics and news media forms the core discussion in the theory of ‘mediatisation’, which -informs the theoretical framework in this paper, also refers to such interplay as a struggle between ‘political logic’ and ‘news media logic’. Such a struggle reflects the difference between "neutral" and "participant" journalism, and how that might influence political processes and political culture. The paper examines, from an informant’s perspective, how such transnational political communication took place, also the aims each political player attempted to achieve through the mediated reality shaped in PASTV journalism. The paper demonstrates with evidence how the role played by PASTV journalism was not an accidental occurrence, but an extension of their regional financers’ interests in the conflict. While trying to reinforce the political clout of their Palestinian ally and maximize public sympathy towards his position, the exacerbation and perpetuation of the split become consequences.

17. Framing of Online News Reporting on Terrorist Attacks in the United Kingdom (2015-2017)

Abstract:: This paper examined framing of online news reporting on terrorist attacks in the United Kingdom. The sample consisted of the articles published on three British news websites about six major terrorist attacks that took place in Europe between 2015 and 2017. The research aimed to identify and compare dominant news frames on the websites and discuss to what degree online reporting on terrorism contributes to the promotion of terror and violence. The study employed an inductive approach based on computer-assisted qualitative content analysis, which was complemented by quantitative content analysis of the article’s main textual elements such as headlines, leads, and concluding paragraphs. The analysis identified 20 dominant news frames: seven in MailOnline, six in The Independent and seven in The Telegraph. The study concluded that framing of news reporting on terrorist attacks does not significantly differ among the websites. Most frames contain similar framing packages and lexical choices, and can be grouped into broader sets that appear across the websites. Quantitative content analysis of the articles’ textual elements also showed very similar trends. Furthermore, the study found that online reporting on terrorist attacks significantly contributes to the promotion of terror and violence. This was clearly manifested in at least five identified news frames as well as by the results of quantitative content analysis.

18. Arab, Iranian, and Turkish Responses to President Trump’s Impeachment

Abstract:: A survey of how regional media outlets discussed the congressional impeachment process and its potential ramifications on the 2020 presidential election. Across the Middle East, the story of President Trump’s impeachment and subsequent acquittal received secondtier coverage compared to regional or local issues. Many Arabic-language websites and newspapers translated and republished Western articles as opposed to creating their own content on the issue, such as Al Jazeera publishing a translated version of a Guardian editorial. Moreover, the bulk of the articles just explained the facts or process of impeachment rather than expounding on its significance. Some celebrated the idea that there is a mechanism for peaceful removal of a leader. Most commented on the unlikelihood of Trump’s removal and how America is facing unprecedented polarization. Those articles that did offer their own editorial content were split on whether impeachment will help or hurt Trump’s election campaign. Publications in the Gulf states tended to portray impeachment as an act of “political vengeance” by Democrats against Trump, “who won despite their opposition” (Sky News Arabia). Most Gulf papers posited that Trump will ultimately benefit in the 2020 election “after proving his innocence before the Senate” (Al Seyassah). Yet Qatari coverage deviated from the general Gulf trend. For example, one Al Jazeera article asserted that the impeachment case against Trump “is simple, and established not only by officials speaking under oath, but by his own words and actions.” Egyptian newspapers were more split on how impeachment will affect the election. Anti-American outlets in Syria suggested it will hurt him, with Al Baath noting “all data indicate that Trump’s hope for a return to the White House have faded.” Lebanese publications tended to take a more neutral view. The Hezbollah-controlled newspaper Al Akhbar wrote that the prospect of impeachment weakening Trump’s electoral campaign “is similar to that of his potential main rival,” arguing that Joe Biden was also tainted by the process. Most Iranian media tended to copy Western sources, but two themes prevailed among outlets offering original content: portrayal of impeachment as a scandal that has tainted Trump’s presidential legacy, or neutral analysis of how impeachment may or may not harm his reelection chances. A few analytical pieces suggested that he might be able to transform the scandal into an asset for his campaign, since it may “lead to more popularity among the middle class.” While most Iranian articles leaned against Trump, few appeared to praise Democrats. Turkish articles generally depicted impeachment as a “gift” to Trump’s campaign. SETA, a think tank that supports President Recep Tayyip Erdogan, claimed that what “hasn’t killed Trump will make him stronger.” Sabah News, another pro-Erdogan source, wrote that impeachment will “unite Republican senators and members of the House of Representatives around him.”

19. Arab Media Reactions to U.S. Protests: How Regional Considerations Shape Media Coverage

Abstract:: Aglobalized world has meant that international media reactions to a policeman’s brutal killing of George Floyd, an unarmed black man, and the subsequent protests have been swift and comprehensive. Responses within the Arab media have shifted between attempts to explain to readers sociological fault lines and structural racism in the United States and pointed takes on what these protests might mean for the upcoming election—with the underlying question of what it might mean for the region. From a political perspective, images of protests are also shaped by the Arab governments’ responses to the Arab spring, when pro-democracy protests were crushed in many Arab states. Notably, and in contrast to media responses, there has been a shortage of statements from government officials, with Palestinian officials being the exception. While this silence can in part be attributed to the fact that the current protests in the United States are purely a domestic issue, it is also important to note that numerous state-aligned media outlets have offered characteristic viewpoints of their respective countries, suggesting an interest in indirect messaging on the protests without explicit comment.

Abstract:: Through the successive regimes of Kim Il Sung, Kim Jong Il, and Kim Jong Un, North Korea has maintained near-total control over the information that reaches its citizens. Now, as more and more North Koreans use networked devices such as smartphones, the regime is employing modern forms of censorship and surveillance to control information and curtail freedom of expression. This report argues that the United States and its allies need a new information strategy to end the social isolation of the North Korean people and improve their long-term welfare.

Abstract:: Chinese media sources reflect a widespread propensity in 2019 to reassure the United States while not compromising vital national interests on the Korean Peninsula. They heartily welcomed Kim Jong-un’s turn to diplomacy. They enthusiastically endorsed Donald Trump’s embrace of Kim. They strongly approved of Moon Jae-in’s bold moves to straddle the two sides and find a way to build momentum. After praising the Singapore summit’s accomplishments, the Chinese faced the uncomfortable reality of failure in Hanoi, with calls to redouble efforts to put diplomacy back on track and repeated idealistic assertions about how the differences could be bridged. At the same time, they left mostly implicit the true objectives of a deal that Pyongyang was expected to accept and that China would consider suitable in order to satisfy its geopolitical aspirations. Reassurances consisted of the following claims: China, as asserted in its 2017 white paper, is not trying to squeeze the U.S. out of the region or break the U.S.–ROK alliance, unlike its earlier policy indications; the Sino–DPRK alliance treaty is a relic of a past era without substantive importance; China is firmly committed to denuclearization, but considers it realizable only by means of talks and a long-term, multi-stage process that encourages Pyongyang to abandon its isolation; China does not take sides on whether a “big deal” is needed first to produce “small deals”; and Moon should be encouraged to keep engaging with Kim Jong-un even if Moon is correct in recognizing that he cannot be a mediator since the ROK is a U.S. ally. Yet, Chinese optimism is premised on notions about limits to North Korean demands, on North Korean willingness to denuclearize in return for conditions that are left vague, and on often unstated assumptions about how the peninsula would evolve during the process of denuclearization and how the U.S. military presence would change.

Abstract:: This chapter provides an overview of Russian expert commentary found in Russia’s media during the run-up to the Trump-Kim summit in Hanoi and in its aftermath, covering the period of January to April 2019. The chapter also covers Kim’s first meeting with Vladimir Putin that took place in Vladivostok in late April. With regard to the Korean Peninsula’s nuclear problem, Russia’s commentariat traditionally splits into three groups. The first includes specialists who are more or less neutral toward North Korea. The second one is formed by experts who sympathize more with Pyongyang and tend to blame Washington and American allies for anything that goes wrong on the Korean Peninsula. The third group, now almost extinct in Russia, represents liberal and pro-Western pundits who loath the North Korean regime and view it as a major threat to international, and Russia’s, security. Similar to Western media, the Russian press has extensively covered the preparations for the Hanoi summit, the event itself, and its outcomes. The tone of the Russian reporting did not differ much from that of the world’s media. Most of the Russian commentators sounded moderately optimistic prior to the two-day summit, expecting that at least something would come out of it. That the second Kim-Trump rendezvous failed to produce any deliverables came as a somewhat disappointing surprise to most Russian observers. Still, the general mood remained cautiously optimistic even after Hanoi’s apparent failure, with the prevailing majority of Russia’s Korea watchers believing diplomacy between Pyongyang and Washington would continue and might eventually succeed. The Russian commentary on the Vladivostok summit was generally positive, hailing the symbolism of Moscow’s return to the major leagues of Korean Peninsula geopolitics. At the same time, many experts pointed out that, beyond displaying the decorum of the traditional Russia-DPRK friendship, the Kim-Putin summit produced modest outcomes.

Abstract:: Japanese coverage of the diplomacy between Donald Trump and Kim Jong-un as well as the broader spectrum of international relations over North Korea has been intensive over the first months of 2019. Assessments of what to expect and then what really happened involve interpretations of North Korean intentions, the character of U.S. diplomacy, the role of South Korean diplomacy, the impact of China, and the geopolitical situation in Northeast Asia. Each development over this period has been scrutinized closely, often with an addendum: What does it mean for Japan? The fate of North Korea looms very large for a nation fearful of a missile attack from it, cognizant of the absence of any settlement after 1945 of its claims against Japan’s occupational conduct, and nervous about the regional balance of power and U.S. trustworthiness as an ally and nuclear umbrella, when the United States itself is quickly coming under threat from the North’s nuclear weapons. Below, the views on the political right range from Sankei Shimbun to the establishmentoriented Yomiuri Shimbun, and on the political left from Asahi Shimbun to Tokyo Shimbun. While editorials figure heavily into the analysis, much of the regular news coverage also serves to differentiate Japanese sources. What negative outcomes does Japan fear from the success or failure of ongoing diplomacy over North Korea? In recent coverage we can identify at least eight worrisome outcomes: 1) failure of the talks resulting in a war scare beyond what occurred in 2017; 2) suspension of U.S.-DPRK talks and China as well as Russia breaking with the UN sanctions regime, fueling prospects of three-way coordination with China taking the lead; 3) discord about how to proceed with damaging U.S.-ROK relations, weakening the U.S. military presence in South Korea at a cost to Japan’s defense; 4) South Korea splitting with the U.S. on the North and raising the specter of inter-Korean nationalism deemed hostile to Japan; 5) success of the talks based on “America First,” agreeing to a deal on denuclearization (as a process) that leaves Japan’s concerns about missiles and abductees aside, isolating Japan; 6) success of the talks leading toward reunification, also strengthening national identity versus Japan; 7) a new geopolitical framework replacing the talks, as the U.S. retreats from the region; and 8) a period of instability, where Trump only delays making decisions and Japan is left frustrated. Four general responses to the Hanoi Summit and its early aftermath could be discerned in Japanese publications: 1) Trump outfoxed Kim, has a strategy reassuring to Japan, and the outcome in sight is positive; 2) Trump erred in his diplomacy but has been brought to his senses and now will follow a course welcome in Japan, however uncertain the outcome; 3) the situation is growing more dangerous, Trump does not know what to do, and Japan has to keep its eyes on the other players; and 4) Trump will renew diplomacy, keeping Japan off balance in coordinating with the U.S. as Japan struggles with its isolation in this diplomacy. When anticipating what should come next, sources understandably suggest what their own government should do. Many in Japan emphasize the abductions issue and willingness to offer economic assistance when that along with denuclearization and missiles is addressed. One can discern how Abe Shinzo should proceed in diplomacy with each of the leaders active in the region. Of course, most attention centers on how he should deal with Trump or the alliance.

25. South Korean Print Media on Why the Hanoi Summit Failed and What Comes Next

Abstract:: Since the first historic summit meeting between U.S. President Donald Trump and North Korean leader Kim Jong-un last June in Singapore yielded a two-page joint agreement without a clear definition of or a timeline for denuclearization, expectations and misgivings further escalated for the second U.S.-DPRK summit, which was officially announced during Trump’s State of the Union address to be held on February 27 and 28 in Vietnam. As the dates approached, a hailstorm of news reports from Seoul hinted at the possibility of a “small deal” to be signed in Hanoi; North Korea would make progress on denuclearization, which would likely involve dismantling its Yongbyon nuclear facility and/or intercontinental ballistic missiles (ICBMs), and, in return, the U.S. would offer economic aid by easing sanctions, probably along with officially ending the Korean War and building liaison offices. This forecast partially stemmed from the political plight Trump faced in Washington due to the impending Mueller report with a Democrat-controlled House and the 2020 election nearing, meaning that he would have to show some progress in nuclear negotiations with Kim so as to break through the ongoing domestic challenge. Against this backdrop, Stephen Biegun, the U.S. Special Representative for North Korea, said at Stanford University1 in late January, “President Trump is ready to end this war [the Korean War]. It is over. It is done.” This was followed by remarks from Secretary of State Mike Pompeo during an interview2 with CBS in mid-February, “It’s our full intention of getting a good outcome in exchange for relieving those sanctions [economic sanctions.]” Such comments hailed the possibility of a deal quite favorable to Kim. News delivered just prior to the summit, that South Korean president Moon Jae-in and Trump shared a positive outlook for the meeting over the phone, hyped the likelihood of a promising result in Hanoi between Washington and Pyongyang. Moon, during the phone conversation3 with Trump, suggested his vision of inter-Korean economic cooperation as one of the “corresponding measures” that could be awarded to Kim, lessening the burden on Washington’s shoulders, if North Korea gives up its nuclear program and, according to the Blue House, Trump gave a positive response. Moon reportedly said that South Korea is “ready to take over the role of undertaking anything from reconnecting railways and roads between Seoul and Pyongyang to other inter-Korean economic projects.”4 Such an approach was brought up earlier during an interview which the special adviser to the South Korean president, Moon Chung-in, had with Joongang in January,5 right after Kim Jong-un’s New Year’s address came out; he proposed incremental economic exchanges, limited to only between Seoul and Pyongyang, to bring about the North’s denuclearization, and said, “economic exchanges between the two Koreas can exceptionally be exempted from the target of UN sanctions as the two Koreas of the same ethnic group have a special relationship with each other.”

Abstract:: The summit on February 27-28 in Hanoi between Donald Trump and Kim Jong-un ended on a sour note, casting doubt on the one-year old diplomatic process that had produced an upbeat summit between the two in Singapore the previous June. Much speculation followed on what had gone wrong, who was to blame, and how diplomacy could be put back on track. Given the importance of the four countries caught between the U.S. and North Korea in setting the course for addressing the North Korean challenge, their media and journal coverage of the state of diplomacy after the Hanoi summit merits close attention, which is provided below. The following chapters examine how the South Korean, Chinese, Japanese, and Russian media and journal articles have covered the Hanoi summit and its immediate aftermath. They tell us about the hopes and concerns of four countries and point to differences in thinking about the nature of the diplomacy between the U.S. and North Korea and the expectations for what will follow. Coverage ranges from anticipation of the summit in the first two months of 2019 to immediate reporting on what transpired on February 27-28 to interpretations over the next month or longer of the impact of the summit for U.S. and North Korean policy and for the geopolitics of Northeast Asia and, specifically, the foreign policies of each of the four countries. Each chapter pays special heed to the apprehensions related to the talks or how they could leave one’s country in dire straits, and to the range of responses to what is transpiring. Close attention is given to what one’s own country should do either if progress is made in diplomacy or if a breakdown occurs. Also of interest is whether coordination with other states is sought.

27. Media Reporting of Suicides in Bhutan: Analysis of Adherence to WHO Guidelines

Abstract:: Irresponsible media reporting on suicide is associated with copycat suicidal acts. To prevent imitative suicides, guidelines have been developed to inform the media professionals on reporting standards. In 2008, the World Health Organisation recommended a standard media guideline. The present study examines the quality of adherance on suicide reporting by Bhutanese media houses as per the recommended WHO guideline. For the study, the guideline was translated into some assessment criteria comprising of 21 questions, which includes front page reporting, details on method adopted, use of visuals, offering information on help line, and linking suicide to specific problems of life amongst others. Content analysis was carried out on print and Internet based newspapers from January 2013 to December 2018. An adherance score was computed from a selected set of 10 questions. A total of 90 articles were assessed from eight media houses. Excel and Stata 15 were used to carry out descriptive analysis. Findings reveal that majority of articles (99%) breached one or more of the 10 media guidelines. Results suggest that there is a need for greater advocacy, and monitoring of media reporting on suicide stories. Targeted interventions to improve reporting can begin with the development of a national guideline for suicide reporting. Likewise, attempts should be made to develop curriculum, and strategies to boost the positive contribution that media can make to prevent suicide.

28. REDUCING PRESS ATTENTION TO REDUCE TERRORISM?

Abstract:: The Easter morning attack in Sri Lanka reminds us that, when it comes to terrorism, governments often want to reduce the amount of media attention attackers receive. This is why the Sri Lankan government initially withheld the names of the attackers who killed nearly 300 and injured many more. The desire to deny perpetrators publicity is also why New Zealand Prime Minister Jacinda Arden publicly refused to utter the name of the gunman who killed fifty people attending mosques in Christchurch. A similar impulse can be seen in US President Barack Obama’s attempt to downplay the threat from ISIS by calling them the “jayvee team.” But can governments actually discourage terrorism by influencing the mass media’s attention? Our research suggests the answer is not much, although we do not address the efficacy of these policies specifically. Nevertheless, we have a potentially useful way of thinking about the promise of counterterrorism policies that influence media attention.
