Nuclear weapons are widely regarded as one of the most lethal aspects of military arsenals ever created. As such, international relations and security experts have long been concerned about their proliferation. To prevent the spread of nuclear weapons, both policymakers and academic researchers have focused on what are commonly thought to be the primary drivers of proliferation: security concerns and domestic politics and economies. This brief examines another important driver: the role of national leaders themselves. Based on a study of 1,400 leaders in office between 1945 and 2000, author Ellen Park shows that leader personality and experience drive decisions about whether—or not—to pursue nuclear weapons, a finding that holds true across countries (rather than being limited to a few unique cases). Put simply, the pursuit of nuclear weapons is systematically influenced by certain attributes of leaders, such as college major, socioeconomic background, and military and international experience. To predict when and where the spread of nuclear and other emerging technologies will emerge next, policymakers should promote interdisciplinary dialogue to cultivate leader profiles and expand their use.

Over recent years, the topic of new and emerging technologies with military applications has ignited a dynamic debate among defense officials, political leaders, diplomats, policy experts, and technical experts. This report provides an overview of the potentially destabilizing effects of several new and emerging technologies and their respective military applications. It aims to provide decision-makers with a better understanding of how to mitigate the risks and reduce the chances that a major power conflict or confrontation escalates to the nuclear level through a range of arms control and risk reduction measures. This report focuses on six significant, distinct emerging military capabilities: hypersonic weapons systems, direct offensive cyberoperations, offensive counterspace capabilities, artificial intelligence (AI)-enabled capabilities, drones, and lethal autonomous weapons systems. This report distills information and ideas from a series of workshops, involving dozens of technical and policy experts in each technology area, that the Arms Control Association conducted in 2021 and 2022. It identifies four overarching themes that highlight the greatest concerns over how the military employment of new and emerging technologies might increase the risk of nuclear weapons use. Increasing the pace of conflict. Increasing uncertainty. Reducing the human role. Incentivizing arms racing. This report identifies near-term risk mitigation measures that are likely achievable now or within the next five years: crisis communications systems, definition establishment, norms, unilateral declarations and actions, and confidence-building measures. This report also outlines long-term measures that are achievable within the next 10 years or beyond: arms control and risk reduction arrangements (e.g., treaties, agreements) that involve more than one country and are more formal than confidence-building measures, although not necessarily legally binding.

The UN Security Council has imposed a broad range of sanctions on the Democratic People’s Republic of Korea, requesting member states to report on how they are implementing these measures. Many factors affect the national reporting practices of states, with some having failed to submit any reports. Reporting serves as an important measure of transparency and trust-building concerning state compliance with international commitments in general. The frequency and depth of reporting on national implementation of the sanctions by UN member states help to discern the regime’s effectiveness. Failure to meet reporting deadlines, the use of vague language, and limited information on national implementation all dampen the usefulness of reporting on the implementation of the DPRK sanctions regime. The Value of Reporting: National Reporting Practices under the UN Sanctions Regime on North Korea—a report from the Survey’s Strengthening Implementation and Enforcement of the Arms Embargo on North Korea (SAENK) project—highlights factors that affect reporting, providing a more nuanced picture of national practices. The report also examines national DPRK sanctions regime reporting in relation to reporting on other international arms control instruments, with the aim of revealing potential mutually beneficial synergies.

Having been crumbling already for years, international arms control architecture is now in a perilous state. Existing arrangements have either been losing their effectiveness or outright failing due to Russia’s non-compliance, whilst Russia’s aggression against Ukraine might have delivered the final blow to this system. Even after the war in Ukraine has ended, it will take years to re-establish the level of trust necessary to, again, engage with Russia on arms control. The return to the pre-war ‘business as usual’, where the dialogue will resume as if never interrupted, is unlikely. Arms control dialogue with Russia ‘at any cost’ cannot produce an acceptable result. Arms control as we have known it, with its legally binding and verifiable agreements, may have come to an end. The trends emerging from the expert discussions are more focused on a different set of instruments, such as political commitments, risk reduction, or transparency and confidence building measures. Development of new technologies, proliferation of new weapon systems, the rise of China as a global player, and increasing role of non-strategic nuclear weapons in Russian and Chinese military doctrines will all have an impact on global arms control. The fate of the New START Treaty will have a decisive effect on the future of arms control and the prospects of the nuclear non-proliferation regime already under immense pressure. This report attempts to summarise the developments in arms control architecture over the last decades and accentuate the trends that might be consequential when designing the arms control system of the future. The year 2023 has already demonstrated that arms control is less relevant in Russia’s security thinking. Moscow exploits the existing arrangements mainly as leverage to influence the US and NATO’s policy towards Ukraine or obtain concessions regarding its proposals on the new European security arrangements. The role of arms control in European security might be in decline, but the key elements of European security architecture are still in place, and most states continue to implement them. NATO allies – when discussing and designing arms control or confidence-building measures – shall consider how these instruments advance the security of allies. Under the current circumstances, the priority is to strengthen defence and deterrence of the Alliance. This is the only way to lay the groundwork for a constructive arms control dialogue with Russia.

After Russia’s withdrawal from the Treaty on Conventional Arms Forces in Europe (CFE Treaty) formally enters into force on November 7, 2023, the remaining twenty-nine member states need to decide whether they want to keep the Treaty or dissolve it for good. The CFE Treaty no longer corresponds to the present state of European security, but its transparency and verification regime can still provide limited security advantages for NATO members and strengthen deterrence. A formal dissolution of the Treaty would undermine Western normative commitments to military transparency. In the long run, it could lead to a loss of expertise on how to conduct inspections and information exchange, which might become relevant again in the context of ending Russia’s war against Ukraine.

Abstract:
NewSpace is changing the nature of the space industry, exacerbating missile proliferation risks and posing challenges for the effective implementation of export controls. NewSpace companies develop, test, produce, use and market missile-related emerging and dual-use technologies, including small and micro launchers. One of the measures states can take to address these developments is to step up targeted outreach to NewSpace actors, raising awareness of such risks to strengthen compliance with export controls and foreign direct investment (FDI) screening mechanisms. Key elements of an effective outreach strategy for the NewSpace sector include tailored use of established outreach tools, mapping stakeholders, incentivizing participation in outreach activities, consistently engaging with launch vehicle manufacturers, inter-agency cooperation and raising awareness of FDI-related risks. The Missile Technology Control Regime, the Hague Code of Conduct and the Wiesbaden Process provide multilateral forums through which states can begin sharing experiences and develop good practices for outreach to the NewSpace industry.

Abstract:
This paper focuses on countries under extended nuclear deterrence arrangements, or ‘umbrella’ states. The paper explores the ways in which umbrella states both in the Asia-Pacific region and in Europe have supported prevailing nuclear deterrence practices or distanced themselves from such practices. While there is a tendency for these countries to side with their nuclear-armed patron on matters related to nuclear weapons and nuclear disarmament norms, at times they have taken steps away from the allied mainstream position by advocating for anti-nuclear weapon policies. As long as extended deterrence has a nuclear dimension, allies will need to balance between normative pressures to support nuclear disarmament and alliance commitments that require at least passive support for nuclear deterrence practices.

8. Verifying Nuclear Disarmament: Lessons Learned in South Africa, Iraq and Libya

Inspections in the 1990s and early 2000s in South Africa, Iraq and Libya were designed to discover the details of nuclear weapon programmes and destroy any remnants. As the global norm against nuclear weapons strengthens, the international community may once more require verification of a state’s denuclearization. But success in the three earlier cases does not guarantee success in the next similar task—any future inspection mission must learn from the lessons of the past. This report draws on the unique experience of Robert E. Kelley, a participant in all three past denuclearization efforts. In it, he gives an account of the unique scale and circumstances of each investigation and the different tools and approaches required. By publicly documenting and comparing obstacles and successes in the three cases for the first time, this report gives meaningful and practical insight into the difficult work of disarmament and its verification. It is an essential resource for future inspectors—and all others interested in what real disarmament looks like on the ground.

This week’s news that Russia will suspend participation in the New START nuclear treaty follows the State Department’s January announcement that Russia is in breach of New START and its obligation to allow inspection activities on its territory. Since the Cold War, the United States has led efforts to promote nuclear non-proliferation and to create a transparent and stable dynamic between Moscow and Washington regarding our nuclear weapons forces. But the Russians have repeatedly demonstrated a willingness to violate the terms of our agreements. While the United States has sought to decrease our reliance on nuclear weapons in our military strategies, Russia has gone the other way. Russia is developing, testing, and fielding new delivery systems within traditional categories like road-mobile and silo-based intercontinental ballistic missiles. But it has also developed novel systems like nuclear-capable hypersonic glide vehicles that raise questions about their intent. And its large arsenal of non-strategic nuclear weapons remains outside the bounds of any treaty. As we’ve seen in Ukraine, Russia uses the threat of nuclear employment to coerce nations in wars of aggression that Russia has chosen. Moscow appears to have lowered the nuclear threshold. The best path for peace is for the United States to maintain credible deterrence options. This provides incentives for our adversaries to engage in diplomacy.

Abstract:
The share of nuclear power in Asia’s electricity generating capacity has grown significantly over the last two decades. China is one of the dominant players in Asia, developing a robust nuclear power program. In the Middle East, Iran and the United Arab Emirates have introduced nuclear power into the region, with Turkey planning to follow in their footsteps in 2023. The adoption of nuclear power spurs concerns about the proliferation of nuclear weapons and nuclear latency. Some countries use their civilian nuclear programs to develop a robust infrastructure that allows them to acquire nuclear weapons in a relatively short period of time. Such dynamics are likely to have a destabilizing effect on international affairs in the Middle East and Asia. The current international situation makes it unlikely that the nuclear non-proliferation regime will become stronger in the near future. The war in Ukraine has demonstrated the need for a new generation of negative security assurances and collective defense that protects countries from nuclear blackmail.

Abstract:
Why was the United States, despite its overwhelming superiority in power, unable to prevent North Korea from developing nuclear weapons? Why did North Korea persist in its nuclear pursuit in the face of U.S. opposition? In this article, we represent nuclear proliferation and counter-proliferation as situations of subjective strategic interaction between states. We measure preferences over strategies and outcomes using operational codes of the leaders of each country, derived via linguistic analysis. Our results indicate that neither the U.S. nor North Korea accurately understood the other side’s preference ordering, and that their operational codes interacted in such a way as to produce an outcome favorable to North Korea – the weaker party - and unfavorable to the U.S. – the stronger. The wider contribution is to show that (mis)perceptions of the goals and resolve of the opponent play a crucial role in the success or failure of strong states to compel weak states and vice versa.

Recently, inspectors from the International Atomic Energy Agency discovered that Iran had enriched uranium to a level just shy of what is generally considered weapons grade. Like many findings before it, this revelation underscores the need for a new U.S. and European policy toward Iran. The two most important and immediate steps in that process are clear by this point: Washington and its partners need to move on from any remaining plans they might have to resurrect the 2015 Joint Comprehensive Plan of Action (JCPOA), namely by activating that accord’s “snapback” mechanism; and governments must heighten their efforts to deter Iran through credible threats of military force.

This summer, Supreme Leader Ali Khamenei delivered his most detailed remarks in years on Iran’s nuclear trajectory. While his comments on a potential agreement with the West drew the most attention, he also called on Iranian officials to follow a controversial 2020 law that ordered rapid steps to escalate the nuclear program and reduce international monitoring. “Some people think that this law creates problems for the country,” he stated. “They are wrong. This law is a good law...And it must be followed.” Indeed, the 2020 legislation has played a prominent role in Iranian debates about nuclear advances, and Khamenei’s comments suggest this will remain the case. Yet the law is widely misunderstood; more important, it has not been the primary driver of Iran’s actual nuclear activity over the past three years. The governments of Hassan Rouhani and Ebrahim Raisi each sidestepped key provisions of the legislation while also escalating the program in ways the law does not require. Despite Khamenei’s sentiment, neither the existing law nor potential successor legislation is likely to compel escalation or constrain diplomacy.

The arms control stability between Pakistan and India is currently on wobbly grounds due to the increasing development of modern weaponry in South Asia. The already tense situation is intensified by the arms race, as well as by the enforcement of provocative military strategies, actions and speeches.[1] In 2019, an attempted Indian surgical strike on Pakistan after the Pulwama attack[2] and annexation of Indian-occupied Kashmir into the Indian Union by annulling article 370 of the Indian constitution further heightened tensions between the two countries. There is a rising concern that issues such as Kashmir, cross-border terrorism and disputes over shared management of watercourses could escalate into a conventional or even a nuclear war.[3] The modernisation of militaries and expansion of nuclear weapons arsenals seem to be a distinguishing feature of both countries, which is arguably the result of the mutual and wider regional threats that they perceive.[4] The emerging realities of competition between the US and China, and China and India, have made the strategic environment very complex,[5] which has diminished dramatically the prospects of arms control.[6] Indeed, China’s rise fuels Indian insecurity, while, in turn, India’s hegemonic goals and dominance make Pakistan insecure.[7] Amidst these tensions, in 2019, Indian Defence Minister Rajnath Singh clearly stated that Indian No First Use nuclear policy can change into First Use.[8]

The invasion of Ukraine by Russian forces in February 2022 has entirely transformed the European security landscape, bringing war to the European Union’s doorstep. Importantly, the war features a nuclear dimension that manifests itself in consequential ways, including Moscow’s nuclear sabre-rattling and its denunciation of the last surviving nuclear arms control treaty. This unleashed intriguing reactions, like a surprisingly tough resort to sanctions by the EU, or the shrinking of neutrality on the continent. However, while support for nuclear deterrence has increased in some NATO countries, support for arms control remains strong too. Meanwhile, nuclear disarmament advocates have not shifted their stance as a result of the crisis.

Blockchain represents an unprecedented opportunity for enhancing conventional arms control (CAC) and verification. Based on the principles of transparency, verifiability, and predictability, this state-of-the-art technology could build confidence and facilitate the implementation of arms control mechanisms. Blockchain-based so-called “smart contracts” have advantageous practical implications for CAC. They could improve the verification of countries’ compliance with their CAC obligations by enhancing monitoring procedures and could strengthen arms export controls by improving treaty signatories’ ability to monitor weapons and ammunition supply chains. Reinforcing the Organization for Security and Cooperation in Europe (OSCE) framework for conventional ammunition control with a permissioned blockchain would provide greater confidentiality and improve monitoring and data verifiability, thus strengthening the OSCE’s CAC regimes.

Dating back to the first test in 1964, the Chinese nuclear force modernization process is motivated by other nuclear powers’ modernization across the years, mostly from the United States and the Soviet Union, but also by domestic factors such as economic debates and tensions in the scientific community. China Nuclear Force Modernization and Doctrinal Change Download 0.63 Mo At first, technical difficulties and a greater investment in conventional forces prevented the development of a ‘lean and effective arsenal’. However, the end of the Cold War and better economic conditions allowed China to improve its weapons toward a greater duality and mobility, thus reflecting the first tensions between the Chinese no-first-use doctrine and its growing technical capabilities and ambitions. Nowadays, the Chinese nuclear arsenal is bigger than ever, ranking third in size amongst nuclear global powers and with an estimated 1,000 warheads in 2030. The weapons’ efficiency is also reportedly higher, aiming at a fully functioning triad. Furthermore, doctrinal debates are still ongoing, with potential consequences on arms control and risk management.

18. The Art of the Possible: Minimizing Risks as a New European Order Takes Shape

Russia’s war on Ukraine is poised to bring into being a new European security order. Although the last eight months have been full of surprises, that new order may very well be marked by unstable standoffs, buildups, and dangerous activities and incidents between both Ukraine and Russia and Russia and Ukraine’s Western backers. These will risk ever more dangerous crises, all with the threat of nuclear war looming. The last eight years of military deployments, near-simultaneous exercises, and other proximate activities by Russia and NATO offer some hints as to what this future may look like. These, notably, were undertaken not to prevent an escalation in Ukraine but to deter NATO from attacking Russia and vice versa. During this time, discussions about a return to conventional arms control in Europe to mitigate the dangers of military activities gained little traction with policymakers, and the agreements and arrangements that had been in place continued to deteriorate and dwindle. In late 2021, as Russian forces massed on Ukraine’s borders, the West offered Russia a return to conventional arms control solutions. Russia countered with demands that NATO return to its 1990s-era force posture and eschew any further enlargement, and then proceeded to roll its tanks into Ukraine. During the tense months prior to Russia’s invasion, the conventional arms control mechanisms that remained, such as the Vienna Document, made it possible to call out Russia’s buildup, but not reverse it or prevent attack. Although there is little logic and less appetite for new arms control deals now, an end to fighting in Ukraine will create new imperatives to make Europe safer than it is today. While sanctions can limit Russian capacity to some extent, they may well be inadequate to prevent substantial buildups. For this reason, NATO members and their partners should be thinking in advance about how they could limit Russian capabilities via negotiated arrangements with robust verification measures and repercussions for violations. Once the shooting stops in Ukraine, deals such as these could make a more secure Europe, bolstered by more reliable deterrence, attainable.

The prospects for nuclear arms control appear dim following Russia’s invasion of Ukraine. Instead of continued reliance on nuclear deterrence, the resulting new awareness of nuclear risks should inform bold nuclear disarmament measures in the long term. Drawing on previous debates on ‘minimal nuclear deterrence’, this paper argues that nuclear deterrence is possible at low numbers, and hence reliance on nuclear deterrence is not an obstacle to significant progress in nuclear disarmament. In particular, there is scope for reducing the vast Russian and United States nuclear arsenals, which risk planetary-scale destruction and stand in the way of multilateral nuclear disarmament. At the same time, recent military-technological evolution has raised the bar for minimal nuclear deterrence by questioning the survivability of nuclear forces. In addition to making recommendations on how to address such strategic challenges, the paper addresses some conceptual dilemmas traditionally associated with minimal nuclear deterrence.

Over the past few years, China has displayed a wide range of advances in military capabilities and infrastructure, including its test of a hypersonic glide vehicle coupled with a fractional orbital bombardment system and evidence of new intercontinental ballistic missile silos. While China and the United States remain at political odds, there are indications that China’s strategies in space, cyberspace and nuclear domains are increasingly converging with those of the USA, as well as Russia. A key question is whether this strategic convergence is a stabilizing or destabilizing phenomenon. To answer the question, this paper explores the current state of Chinese discussions on multidomain deterrence and strategic stability, with a focus on active defence and proactive defence. It then examines how these concepts are manifesting themselves in China’s postural and technological indicators, including pre-mating of nuclear warheads to delivery platforms, expanded nuclear arsenal size, possible shifts towards launch on warning, integration of dual-capable systems, and advances in machine learning and autonomy. It concludes with a discussion of what these trends mean for future strategic stability talks.

According to the current literature, since the redemocratization, Brazilian foreign policy has been marked by a process of increasing politicization. This article’s main objective is to verify the relation between administrative shifts and Brazilian nuclear diplomacy. Accordingly, the question dealt with in the article is: since Brazil joined the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), have administration variations interfered with the formulation of Brazilian nuclear diplomacy? This article argues that Brazilian nuclear diplomacy has been an exception to this trend. No matter how innovative some administrations have been in foreign policy, nuclear diplomacy has been insulated from governmental changes, having consolidated a coherent and stable rhetoric internationally. The research was carried out by analyzing the Brazilian rhetoric between 1998 and 2019 in the NPT Review Conferences and Preparatory Committees, vis-à-vis different administrations, through the method of substantive content analysis. The result consisted in the verification that the majority of the rhetorical issues used were present in all studied administrations, indicating the absence of correlation between administration shifts and the Brazilian stance in the Global Nonproliferation Regime.

22. Seven Myths about the Iran Nuclear Deal

In 2015, President Barack Obama worked with three European powers, the European Union, Iran, China, and Russia to conclude the Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA). In 2018, President Donald Trump formally withdrew the United States from the deal. Instituting his policy of “maximum pressure,” Trump imposed crippling economic sanctions that punished Iran not just for its ongoing nuclear weapons program but also for, among other things, its regional aggression and support for terrorism worldwide. Earlier in 2018, Israeli agents conducted a dramatic operation in Tehran, breaking into a secret warehouse and capturing a trove of Iranian nuclear files. These documents revealed a more advanced and comprehensive nuclear weapons program than had been previously known. The nuclear archive also showed Iranian officials’ plan for concealing nuclear weapons efforts under the guise of civilian research and development, and how Iranian officials systematically deceived the International Atomic Energy Agency (IAEA). As a signatory to the Non-Proliferation Treaty (NPT), Iran is required to cooperate with IAEA inspectors to verify the peaceful nature of its program. After the Israelis shared the nuclear archive with the IAEA, its inspectors found traces of uranium at several undeclared sites. Despite being obligated to do so, Tehran has refused to explain the presence of the uranium or reveal its current location. Iran’s requirements under the NPT are wholly separate from the JCPOA, but Tehran is using the Biden administration’s profound desire to return to the nuclear deal to bring political pressure on the IAEA to close the book on Iran’s violations. A fair-minded observer of Iran’s relations with the IAEA cannot but conclude that Tehran has never wavered from its intention to build a nuclear weapons capability and that its publicly declared “civilian” nuclear activities are an effort to hide its nuclear bomb program in plain sight. From the very inception of the JCPOA, however, the deal’s supporters have spun myths that disguise these self-evident truths. After Trump left the deal, those same supporters continued to recite the old myths while adding some new ones about the purported comparative advantage of the JCPOA over maximum pressure. As President Biden prepares to bring the United States back into the JCPOA, and as the public, the press, and Congress consider the deal's terms, we identify the seven most pernicious myths and explain the reality that they seek to conceal.

On February 24, 2022, Russia started the largest European war since 1945 as it intensified its invasion of Ukraine to a new level and threatened escalation to nuclear war. Though Vladimir Putin has not detonated a nuclear weapon, he used, and continues to use,1 his nuclear arsenal to threaten the United States and other NATO nations against continuing to support Ukraine’s defense. Through pre-invasion nuclear saber-rattling, verbally threatening to employ nuclear weapons on the battlefield,3 and putting such weapons on alert,4 Russia caused President Joe Biden and his administration to declare repeatedly their fears of “World War III”5 and to adopt a gradual, highly cautious approach to helping Ukraine. The White House has chosen to provide only weapons suitable for operations to allow Ukraine to achieve some tactical victories and prevent Russia from a quick and final victory,6 but this aid does not allow Ukraine to achieve and sustain the military victories necessary to win the war.7 Thus, Russia appears to have successfully used nuclear threats to deter the United States from certain actions that are on lower levels on the spectrum of escalation, enabling itself to control escalation8 to serve its aims. Russia’s explicit and implicit nuclear threats deterred US officials from providing Ukraine with real-time targeting data and heavy artillery early in the war9 and electronic warfare capabilities later in the war.10 The nuclear threats also caused US officials to press Ukraine not to hit Russian targets deep behind Russian lines.11Russian officials have ample grounds to conclude that their nuclear coercion has affected the course of the war in their favor.

Banning nuclear weapons is an aspiration at the core of most disarmament and non-proliferation initiatives. It gained new momentum with the "Treaty on the Prohibition of Nuclear Weapons." Abstract:
Advances in artificial intelligence (AI) pose immense opportunity for militaries around the world. With this rising potential for AI-enabled military systems, some activists are sounding the alarm, calling for restrictions or outright bans on some AI-enabled weapon systems.1 Conversely, skeptics of AI arms control argue that as a general-purpose technology developed in the civilian context, AI will be exceptionally hard to control.2 AI is an enabling technology with countless nonmilitary applications; this factor differentiates it from many other military technologies, such as landmines or missiles.3 Because of its widespread availability, an absolute ban on all military applications of AI is likely infeasible. There is, however, a potential for prohibiting or regulating specific use cases. The international community has, at times, banned or regulated weapons with varying degrees of success. In some cases, such as the ban on permanently blinding lasers, arms control has worked remarkably well to date. In other cases, however, such as attempted limits on unrestricted submarine warfare or aerial bombardment of cities, states failed to achieve lasting restraint in war. States’ motivations for controlling or regulating weapons vary. States may seek to limit the diffusion of a weapon that is particularly disruptive to political or social stability, contributes to excessive civilian casualties, or causes inhumane injury to combatants. This paper examines the potential for arms control for military applications of AI by exploring historical cases of attempted arms control, analyzing both successes and failures. The first part of the paper explores existing academic literature related to why some arms control measures succeed while others fail. The paper then proposes several criteria that influence the success of arms control.4 Finally, it analyzes the potential for AI arms control and suggests next steps for policymakers. Detailed historical cases of attempted arms control—from ancient prohibitions to modern agreements—can be found in appendix A in the pdf available for download. For a summary table of historical attempts at arms control, see appendix B. History teaches us that policymakers, scholars, and members of civil society can take concrete steps today to improve the chances of successful AI arms control in the future. These include taking policy actions to shape the way the technology evolves and increasing dialogue at all levels to better understand how AI applications may be used in warfare. Any AI arms control will be challenging. There may be cases, however, where arms control is possible under the right conditions, and small steps today could help lay the groundwork for future successes.

This report examines the nuclear policies and postures of the United States and its three primary nuclear adversaries: China, Russia, and North Korea. It concludes that the world is entering a multipolar nuclear era, which is unprecedented, and far more complex and challenging than the Cold War. The current nuclear order has been gradually shifting over the past decade. Russia remains the United States’ only nuclear peer, but the arms control regime that constrained the superpowers’ nuclear arsenals is disintegrating. Relations between Washington and Moscow have worsened since Russia’s full-scale invasion of Ukraine and Russian President Vladimir Putin’s nuclear saber-rattling. China’s nuclear arsenal is growing in size and sophistication, potentially enabling Beijing to launch conventional attacks behind its nuclear shield. This development will shape both competition among Beijing, Washington, and Moscow and potential future military confrontations. Similarly, North Korea has a small but expanding number of deployed nuclear weapons and is improving its missile technology. In this new nuclear environment, the United States must deter two nuclear-armed great powers as well as a regional nuclear power from launching conventional and nuclear attacks on itself and its allies. As the number of nuclear-armed states grow, interactions become more complex and the risks of miscalculation and misperception increase. The ramifications of this new reality are not well understood, aside from the implication that there is a growing risk that nuclear weapons might be used. The study’s findings have five primary implications for American policy and nuclear posture. To improve strategic stability and enhance deterrence, the United States should take several courses of action.

The majority of the experts are former U.S., UK, and French senior officials; the others are well-known academics in the field. Since the Dialogues’ inception, currently serving senior officials from all three governments have also routinely participated in the discussions. The United States, the United Kingdom, and France hold common values and principles directed toward a shared purpose of sustaining global peace and security, as well as an understanding of their respective roles as responsible stewards of the nuclear order. While each of the three nations has unique perspectives and policies regarding nuclear issues and the nature of today’s security environment, as the three nuclear weapons states in the North Atlantic Treaty Organization (NATO) alliance, they play a unique and enduring role in the stewardship of international alliances and partnerships, especially in matters of nuclear deterrence, nonproliferation and arms control. In 2021, the group’s discussion addressed a range of growing challenges in the international security environment and beyond, prompting the group’s Track 2 participants to issue this statement reflecting their consensus after two rounds of meetings (one virtual and one in person). Moreover, recent events in Ukraine, including Russia’s violent cross-border aggression, endangerment of nuclear power sites, and blatant nuclear saber-rattling drive home the inescapable risks of war that occurs under a nuclear shadow and the enduring importance of close collaboration and solidarity of the United States, the United Kingdom, and France as responsible nuclear weapons states and NATO alliance members. The news about the imminent revival of the nuclear deal between the United States and Iran is heightening concerns, especially across the Middle East. The deal would involve the lifting of economic sanctions, resulting in Iran enjoying a significant flow of income. This analysis attempts to address two important questions: First, free of the U.S. sanctions, will Iran indeed decide to increase its regional influence by funding its regional militias? And second, how will Iran’s strategic direction and regional politics change in the near future? This analysis reveals that the geostrategic threats currently facing Iran as a result of its adopted hostile regional policy outweigh the gains from continuing in its current trajectory. In general, despite the long history of conflict, dispute, and mistrust, the region seems to be gearing toward an era of de-escalation. For the Islamic Revolutionary Guard Corps (IRGC) to justify its continued presence, there is a need for its involvement in continuous conflicts, especially since it currently controls more than two-thirds of the Iranian economy. However, this buckling economy itself is now in dire need of renewal and revival to continue Iran’s ability to prop up the regime and all its components.

Conventional arms control and disarmament efforts have historically been framed as a humanitarian cause to limit human suffering. However, activities with an arms control component have only featured to a limited extent within the protection of civilians (POC) mandates of United Nations peace operations. Both issues feature on the agenda of the UN Security Council, which mandates missions, but the linkages between the two have not been well explored at the policy, strategic, and operational levels. Produced in conjunction with the United Nations Institute for Disarmament Research, this brief provides an analysis of the actual, and potential, contribution of conventional arms control and related activities to POC within the context of UN peace operations—both peacekeeping operations and special political missions. There has been limited research conducted on this topic, and it has been addressed in only a cursory manner in relevant policies, guidelines, and strategies. This paper therefore attempts to demonstrate the existing linkages between these two mandated tasks, as well as to pinpoint some of the barriers and challenges to why arms control has not featured more fully within the POC efforts of missions. It then identifies relevant entry points based on concrete examples of how arms control-related activities can be better leveraged by UN peace operations to ensure the more effective protection of civilians.

Before the Russian invasion of Ukraine, the Biden administration insisted in arms control talks with Russia that a follow-on agreement to the New Strategic Arms Reduction Treaty (New START) should cover all nuclear weapons and that such an agreement should focus on the nuclear warheads themselves. This would represent a significant change from previous agreements, which focused on delivery vehicles, such as missiles. The United States has been particularly interested in potential limits on nonstrategic nuclear warheads (NSNW). Such weapons have never been subject to an arms control agreement. Because Russia possesses an advantage in the number of such weapons, the US Senate has insisted that negotiators include them in a future agreement, making their inclusion necessary if such an accord is to win Senate approval and ultimately be ratified by Washington. In the wake of Russian nuclear threats in the Ukraine conflict, such demands can only be expected to grow if and when US and Russian negotiators return to the negotiating table.

North Korea has been conducting regular missile tests as part of its weapons development programme over the past year. Put bluntly, this reflects the complete stalemate in denuclearisation talks following Biden’s election in the US and a stark reminder of the meagre results of the conciliatory strategy carried out by the former South Korean President Moon Jae-in. Hypersonic as well as short-range, intermediate-range and long-range ballistic missiles have all been part of this latest series of tests. On 24 March, North Korea claimed to have successfully launched a new modern intercontinental ballistic missile (ICBM), denominated Hwasong-17. While the entity of the vector has yet to be confirmed, if this allegation is proven true it would mark the first time an ICBM has been fired since 2017, breaking Pyongyang's self-imposed moratorium on such tests. The volley of tests has fuelled speculations that North Korea is gearing up for the launch of a larger weapon theoretically capable of reaching the US mainland.

Extracting Evidence: Opportunities and Obstacles in Assessing the Gendered Impacts of Diverted Ammunition unpacks the challenges involved in trying to assess the true costs of ammunition diverted from official stockpiles. The study describes contextual background, notes the limitations of ammunition profiling research to date, and presents findings from a pilot case study on ammunition profiling in Kosovo* as well as insights from ammunition marking policy in Brazil. It finds that authorities struggle to identify what materiel among seized ammunition has been diverted from official stockpiles, which in turn prevents the ability to truly assess the impact it has on men, women, boys, and girls. The study identifies measures for overcoming such monitoring challenges, including special marking practices for state-destined ammunition, headstamp data collection guidelines, and information sharing protocols between relevant agencies for ammunition recovered from crime scenes.

Given the current crisis in Ukraine, it’s tempting to consider focusing on Chinese compliance with the Nuclear Nonproliferation Treaty (NPT) to be an academic indulgence. Giving into this inclination, however, would be a mistake. As dangerous as Russia currently is, China will be more threatening in the long run. As we are learning with Russia’s violation of the 1994 Budapest Memorandum, enforcing binding understandings is critical lest violators run roughshod over law and good order. This is true with Russia’s behavior in Ukraine. It is no less so with China’s nuclear weapons buildup and its repeated refusal to join in good faith negotiations to limit its nuclear weapons activities, which is required by Article VI of the NPT. This buildup and refusal clearly flies in the face of China’s legal NPT obligations. The question is what might bring Beijing back into compliance. To get the answers, NPEC held a battery of workshops last fall, followed by a week-long diplomatic simulation. The game participants included U.S., Japanese, and Australian former and current officials and staff as well as outside experts. The group concluded that Beijing is unlikely to comply willingly with the NPT anytime soon, but that U.S. and international security would still be best served by spotlighting Beijing’s nuclear adventurism and suggesting diplomatic off-ramps to arrest its nuclear buildup.

As Russia attempts to dramatically revise the post-Cold War security environment in Europe, China is expected to increase its nuclear arsenal to at least 1,500 warheads by 2035. In 2021, the then-commander of US Strategic Command, Admiral Richard, laid out the challenge of nuclear tripolarity before Congress testifying that: “for the first time in our history, the nation is on a trajectory to face two nuclear-capable, strategic peer adversaries at the same time.” In this issue brief, the Scowcroft Center’s Matthew Kroenig challenges the evidence for action-reaction arms races in the post-Cold War period but warns we may be facing one in this new tripolar nuclear environment.

However, geopolitical and technical developments and operational challenges threaten the regime’s effectiveness and create a need for reform in several areas. The MTCR partners should develop a clear strategy for determining if and how to expand MTCR membership. To increase the number of adherents, partners should pursue reinforced outreach and expand and promote the benefits offered. By improving the transparency of its procedures and deliberations, the regime can make them more understandable for non-partners. The partners can also improve the MTCR’s legitimacy by emphasizing that it provides public goods and helps states to meet their international obligations. The regime can also address the challenges of emerging technologies by focusing on technical deliberations and sharing information and good practices. Through all this, the MTCR must ensure its continued functioning in the face of geopolitical tensions and armed conflict between partners.

This is despite the efforts of many governments in the Indo-Pacific to implement policies that support the development of local arms industrial capabilities with the aim of increasing self-reliance. This report develops three indicators to give a score and regional ranking of self-reliance in arms production to 12 jurisdictions in the Indo-Pacific region: Australia, China, India, Indonesia, Japan, South Korea, Malaysia, Pakistan, Singapore, Taiwan, Thailand and Viet Nam. Overall, this report contributes to knowledge and debates on armament trends and military modernization in the Indo-Pacific. In a region where tensions among neighbours are rising, it further contributes to transparency with regard to levels of self-reliance in domestic arms production, allowing for an independent assessment of the region’s respective arms industries.

The fall of the Berlin Wall in 1989 and the resignation of Mikhail Gorbachev as president of the Soviet Union in 1991 marked the start of the USSR’s collapse—but not the collapse itself. While the USSR ceased to exist as a legal entity after 1991, the collapse of the USSR is still happening today. The two Chechen Wars, Russia’s invasion of Georgia in 2008, Russia's annexation of Crimea in 2014, the on-and-off border skirmishes between Kyrgyzstan and Tajikistan, and the 2020 Second Karabakh War between Armenia and Azerbaijan are just a few examples showing that the Soviet Union is still collapsing today. However, future historians will likely describe Russia's February 2022 invasion of Ukraine as the most consequential moment, if not the final moment, of the Soviet Union’s collapse. When the war in Ukraine will end is unknown, but it will likely mark the dissolution of the Russian Federation (the legal successor of the Soviet Union) as it is known today. Russia has undeniably suffered a major blow to its economy, devastation to its military capability, and degradation of its influence in regions where it once had clout. The borders of the Russian Federation will likely not look the same on a map in 10 or 20 years as they do now. As the final collapse of the Soviet Union plays out and as the Russian Federation faces the possibility of dissolving, policymakers need to start planning for the new geopolitical reality on the Eurasian landmass. The goal of this policy memo is not to advocate for regime change in Russia—this will be a matter for the Russian people. Nor does this paper predict exactly how Russia and the broader Eurasian region will emerge after the final collapse of the Soviet Union and the dissolution of the Russian Federation. Instead, it establishes realistic goals for Western policymakers, outlines assumptions on which these goals are based, and highlights the questions that decision-makers should ask now to better prepare for the future.

The following assessment is informed by conversations among such experts committed to that goal. The memo identifies European allies and partners’ views, interests, and concerns about America’s emerging dialogue with Russia on arms control and strategic stability. It is intended to inform U.S. approaches to alliance management and consultation with European allies as well as potential talks and negotiations with the Russian Federation. Although the expert discussions occurred before Russia’s military buildup on Ukraine’s border resumed in October 2021, the insights the working group produced remain relevant so long as the U.S.-Russia arms control and strategic stability dialogue persists.

Nuclear forensics is the analysis of nuclear materials, devices, emissions, and signals to determine the origin and history of those nuclear materials and devices. At the request of the Secretary of Energy, and in consultation with the Secretary of Defense and the Secretary of Homeland Security, Restoring and Improving Nuclear Forensics to Support Attribution and Deterrence evaluates the U.S. government's nuclear forensics capabilities. A 2010 National Academies report, Nuclear Forensics: A Capability at Risk, characterized the precarious state of the national technical nuclear forensics (NTNF) program at that time: NTNF relied almost entirely on staff dedicated to and residual funding from other related programs. This summary report addresses the current state of U.S. NTNF capabilities relative to the National Academies evaluation in 2010 and recommends ways to improve the NTNF program through improvements in policy, operations, and research and development efforts.

The topic of nuclear risk reduction has gained momentum in the international security debate among policymakers, nongovernmental organizations, and experts. The current and expected demise of the traditional arms-control architecture, the renewed strategic competition, and the polarization of the multilateral debate on nuclear weapons have contributed to this renewed salience. Building upon the 2019 G7 Statement on Non-Proliferation and Disarmament, this report defines strategic risk reduction as the set of unilateral, bilateral, and multilateral measures that aim at lowering the likelihood of nuclear weapons use through improved communication, predictability, and restraint, and underlines the need to adopt a strategic approach to nuclear risk reduction. Risks emanating from conflict dynamics between nuclear powers are different in nature and severity from those arising from technical incidents. This report argues that in a context of growing geopolitical rivalries, diplomats should prioritize mitigating the former type of risk. Risk reduction efforts should aim at hindering the most dangerous behaviors in crisis time, through measures focusing both on nuclear forces and on nonnuclear capabilities, whose impact on strategic balances keeps growing. Strategic risk reduction can strengthen international security and strategic stability by complementing arms control measures and deterrence policies. It is therefore crucial to ensure that diplomatic initiatives aimed at limiting nuclear risks do not ultimately, and paradoxically, increase the risk of war. Historical experience shows not only the feasibility of such an approach, but also the concrete security benefits that can be derived from it, by channeling the behavior of nuclear powers in times of tensions, reducing the ambiguity inherent in certain strategies and behaviors, or laying the foundations for international regimes based on operational and strategic restraint as well as on transparency.

In 2022, NATO will present its new Strategic Concept. Since 2010, when the previous Strategic Concept was published, NATO and the world have changed significantly. At the time, NATO was primarily engaged in crisis management, including in operations in Iraq and Afghanistan. The Strategic Concept enabled the Alliance to further expand – conceptually and geographically – its out-of-area activities, together with the core tasks of cooperative security. Eleven years later, the dominant paradigm of international politics is great power competition: in other words, countries like Russia and China are competing with the West strategically, economically, militarily, and in terms of values. Many things have remained constant, however: one is the centrality of nuclear weapons for NATO’s deterrence and defence posture. Since 2010, Allies have continued to affirm that as long as nuclear weapons exist, NATO will remain a nuclear alliance, notwithstanding the Alliance’s ultimate goal of a world free of nuclear weapons.

In February 2021, the Biden administration announced that it would exercise Article XIV of the New START Treaty—extending the last remaining bilateral arms control agreement between the United States and Russia for five years. The announcement came against the backdrop of a rapidly evolving arms control landscape. The collapse of the INF (Intermediate-Range Nuclear Forces) Treaty and the U.S. withdrawal from the Open Skies Treaty have led many to suggest that the existing arms control regime might be close to its end. Complicating matters are growing calls for emerging military technologies like cyber and artificial intelligence to be regulated by arms control agreements.2 These developments beg several questions for both policymakers and academics: Why does arms control matter today? What are the near-term challenges to the existing arms control regime? And what are the possible paths forward for arms control?

The proliferation of small arms and light weapons (SALW) has had a negative impact on conflict, security and development. In order to help states to address the multifaceted challenges posed by the proliferation of these weapons, some states as well as regional and international organizations have established a series of funding instruments and assistance programmes that support or provide SALW control-related assistance. In view of the recognized linkages between SALW proliferation, security and development, official development assistance (ODA) has progressively become an eligible source of funding in this field. However, there remains limited clarity on which assistance activities have been supported through development spending. A comprehensive assessment of the use of ODA to support SALW control-related assistance could help donors, policymakers and interested stakeholders to understand how assistance policies have adjusted to the recognition of the link between conventional arms control and sustainable development made in the 2030 Agenda for Sustainable Development. Focusing on SALW control-related assistance provided in sub-Saharan Africa as a case study and comparing information included in separate data sets compiled by SIPRI and the Organisation for Economic Co-operation and Development, this report attempts to provide information on which relevant activities have been supported through ODA in this region. It shows that only a limited number of donors have used ODA to support SALW control-related assistance and that they have different practices in the way they report on the use of these funds. It also outlines the challenges that make mapping this assistance a particularly difficult exercise.

Nuclear weapons experts David Albright and Sarah Burkhard of the Institute for Science and International Security provide a meticulously researched analysis of Iran’s nuclear development activities in their new book, Iran’s Perilous Pursuit of Nuclear Weapons. Based on their rare and extensive access to 300 tons of documents in Iran’s Atomic Archives, they reveal several previously unknown aspects of Iran’s nuclear weapons program, including a unique advanced indigenous design for a nuclear weapon just 55cm in diameter requiring less than 25kg of weapons grade uranium; a crash program designed to test and complete five ballistic capable nuclear weapons; as well a substantial site infrastructure for the enrichment, fabrication, manufacturing and testing of nuclear weapons cores and triggers. International Atomic Energy Agency (IAEA) Chair Rafael Grossi, in a March 23 interview with Newsweek, said Iran must come clean about past undeclared nuclear activity, including recent findings of undeclared uranium, if there is any possibility to revive the 2015 nuclear deal, or JCPOA. Grossi added that “detailed and technical discussions” are needed to address the issue of Iran’s past undeclared work — including ascertaining the location of Iran’s undeclared stockpile of enriched uranium — which the world’s nuclear watchdog explained is “totally connected” to the future of the deal. Underscoring the urgency of Grossi’s point, following the IAEA Board of Governors June 10 meeting and reports on Iran’s NPT & JCPOA non-compliance, the Group of Seven nations (G7) issued a communique reiterating a joint commitment to “ensuring that Iran will never develop a nuclear weapon…ensuring the exclusively peaceful nature of Iran’s nuclear programme…and to ensure full and timely cooperation with the International Atomic Energy Agency.” The statement was met with unusual outrage and defiance by Iran’s President Hassan Rouhani, who warned that Iran can expand its nuclear program “on any day, at any hour” to increase uranium enrichment beyond the current level of 63 percent, which is already sufficiently enriched to fuel a nuclear weapon. Given the importance of Iran fully addressing its undeclared nuclear activity, this table identifies the locations of Amad and post-Amad facilities in various states, including razed, shut down, repurposed, or possibly still active, which is relevant to the IAEA’s efforts to determine the origin of undeclared nuclear materials, fate of undeclared facilities and activities, the completeness of Iran’s nuclear declaration, and whether nuclear weapons efforts have ended or in fact are ongoing. Such a determination requires IAEA visits to key sites in the Amad and post-Amad programs.

In this paper, we briefly outline the five most likely pathways ahead, each of which has strengths and challenges: Return to the JCPOA as it was. Return to the JCPOA plus new commitments that address other security concerns with Iran. Restore the JCPOA as it was plus a set of confidence-building measures to address other security concerns. Formally link a requirement for Iran to address our other concerns as a pre-condition for further talks. Return to the pre-JCPOA Middle East, where US and allies work to rollback Iran’s nuclear program and actively deter its regional actions by confrontation, punishment, and isolating measures. Each path carries risk and opportunity for restoring American leadership in the world, and congressional Democrats should remember the perfect deal does not exist. The year 2018 was characterized by a decrease in lethal violence in several of the world’s hotspots, primarily due to a significant de-escalation of the armed conflicts in Iraq, Myanmar, South Sudan, and Syria. The homicide rate also decreased marginally due to population growth outpacing the nominal increase in killings between 2017 and 2018. These two trends jointly resulted in a modest positive change in the rate of violent deaths globally in 2018 which, at 7.8 violent deaths per 100,000 population, is at its lowest since 2012. Still Not There: Global Violent Deaths Scenarios, 2019–30, a Briefing Paper by the Survey’s Security Assessment in North Africa (SANA) project provides an updated trend analysis of global violent deaths and develops global-level scenarios for the years leading to 2030. Based on 2018 figures from the Small Arms Survey’s Global Violent Deaths (GVD) database, the paper also includes a specific analysis of developments in Northern Africa and the five nations of the G5 Sahel region. It finds that under a business-as-usual scenario, Northern Africa’s violent death rate would remain relatively stable by 2030. By contrast, under the same scenario, the fatality rate in the G5 Sahel region would increase significantly.

Making the Rounds: Illicit Ammunition in Ukraine finds that thousands of hand grenades, rockets, mortar rounds, landmines, and tins of firearms cartridges have proliferated throughout Ukraine, including to areas located far from the conflict zone in the east. Presenting findings from a comprehensive review of imagery and information on illicit ammunition trafficked to, from, and within Ukraine, the report includes an analysis of markings on more than 1,600 seized hand grenades, shoulder-fired rockets, ammunition tins, and anti-personnel landmines. The report reveals the types and sources of illicit ammunition in the country, as well as the modes of transport and smuggling techniques used by Ukrainian arms traffickers and their co-conspirators abroad. The analysis shows that the overwhelming majority of the 1,600 items analyzed were Soviet-designed models produced in Eastern European and Soviet factories prior to the dissolution of the USSR. Curbing the threat to local and regional security posed by this ammunition requires a long-term, coordinated effort by Ukrainian authorities and the international community.

In the new EU Monitor Vojtěch Freitag writes about the ongoing EU’s military mission in the Central Mediterranean Sea called EUNAVFOR MED Irini. The article attempts to overview, critically reflect and present recommendations for the issues connected to it. Notwithstanding EU’s efforts, Sophia had not achieved the prevention ofillicit arms flows. In fact, it could not possibly be successful as the sea is not the only entry point into the vast country. Failure of the embargo has been recently confirmed also by the UN expert panel on Libya, which claimed “total ineffectiveness”. However, the termination of the operation was caused by concerns deemed of greater importance to the member-states than the arms embargo –the question of rescuing and disembarking migrants, an aspect fitting into general EU’s immigration policy debate.

Iran is one of the most heavily sanctioned countries in the world. The combination of sanctions on Iran imposed by the United States, the United Nations and the European Union (EU) in response to, among others, nuclear and ballistic missile activities and human rights violations provides for a sanctions environment that is highly complex and difficult to navigate for exporters, financial institutions and humanitarian actors. Particularly in the context of the Covid-19 pandemic, there is renewed attention to the humanitarian impact of sanctions, especially in the case of Iran which became one of the flashpoints of the pandemic. The focus of this paper is on the array of overlapping sanctions and the mitigation of humanitarian impact, with a particular focus on EU sanctions policy and instruments. The paper outlines key milestones and phases in the imposition of sanctions on Iran by the three main sanctioning actors, the USA, the UN and the EU, thus demonstrating the complexity and the at times coordinated or contradictory nature of the different sanctions. It then explores the humanitarian impact of sanctions on Iran by discussing several illustrative indicators and the impact of sanctions on the provision of international humanitarian aid. The paper reviews existing mechanisms to mitigate the humanitarian impact of sanctions and how they could be improved. In the context of the sanctions of Iran, but also beyond, the paper finds that there is a clear need to further strengthen compliance, enforcement and coordination of EU sanctions, including in the context of the Joint Comprehensive Plan of Action. It concludes by providing specific recommendations for the EU and its member states on improving the effective use of sanctions and reducing their humanitarian impact, including through strengthening key instruments and assessment processes, better coordination with the USA and more engagement with humanitarian actors.

Additive manufacturing (AM) has become an attractive production technology for the aerospace sector, particularly in the area of missiles, space launch vehicles and uncrewed aerial vehicles (UAVs). Modern AM techniques—often referred to as 3D printing—create objects from feedstock materials such as metallic powders by building them up from the first to the last layer in an iterative process of depositing and fusing layers of material. AM is being used to produce a growing range of components for missiles and UAVs. AM has been recognized to pose a growing proliferation threat and a challenge to existing export controls. The Missile Technology Control Regime (MTCR) has been discussing AM since at least 2013 and seeks to update and harmonize the export controls of the participating states to mitigate the risks posed by AM and ensure the effectiveness of export controls. The export controls prescribed by the MTCR and some of the other regimes already create controls on AM. However, many of these controls are based on overlaps rather than control list items that cover AM by design and may not ensure adequate coverage. This report provides a short introduction to modern AM techniques and describes a range of specific applications of AM in missiles and other delivery systems. It discusses the proliferation risks posed by AM and the engineering and organizational considerations that have to be weighed against the technical capabilities of AM. It analyses the application of export controls to AM, primarily under the MTCR, by discussing controls on AM production equipment; feedstock materials; transfers of technology and technical assistance; and catch-all controls. The report concludes by outlining key measures through which the MTCR could strengthen its efforts to address AM and the proliferation risks and challenges to export controls it poses.

This report sheds light on the impact of recent military-technological advancements on nuclear deterrence and disarmament. Noting that progress towards multilateral disarmament is hardly possible without prior and significant reductions in the largest nuclear weapon arsenals, the report views the resumption of bilateral arms control between Russia and the United States as the most important step towards disarmament at the present moment. It argues that these two countries should move away from their cold war era nuclear doctrines, which seek an ability to win nuclear wars, towards a policy of ‘minimal nuclear deterrence’, that is focused on deterring a nuclear attack. In line with doctrinal changes, further cuts in Russian and US nuclear stockpiles could be achieved by removing nuclear weapons from regional conflict dynamics, meaning that they would no longer serve as a deterrent against conventional aggression. Such a change would help to reduce nuclear risks without undermining regional deterrence, as each side already has robust conventional forces comprised of precision-strike weapons and other advanced military systems. At the same time, the report notes that progress towards nuclear disarmament would be complicated by long-range precision-strike weapons and strategic missile defences, which have raised the bar for credible nuclear deterrence by creating uncertainty about US adversaries’ second-strike capabilities. Lowering that bar and eventually reducing the perceived need for nuclear deterrence will require creative arms control diplomacy, including limits on strategic missile defences; stronger norms against both nuclear and conventional aggression; as well as a clear stigma against nuclear weapons.

Washington and Beijing were able to work together during the second half of the Cold War and for much of unipolarity because the system was bipolar and the security competition was mild or non-existent. The advent of multipolarity and the ensuing intense security competition put an end to Sino-American cooperation on arms control. The current circumstances are not conducive to a resumption of exchanges.

RESEARCH & REPORTS The debate concerning hypersonic weapons has gained increased attention in recent years as the United States has poured billions of dollars—and plans to pour billions more—into accelerating the development of hypersonic weapons and as China and Russia make headway in developing and deploying their own such weapons. The Pentagon is funding no less than eight prototype hypersonic weapons programs with the aim of fielding an initial capability of at least some of those by 2022. The U.S. rush to field hypersonic weapons merits a more critical examination by the Biden administration and Congress given the many unanswered questions about their rationale, technical viability, cost-effectiveness, and escalatory risks. It is past time for Congress to demand these answers before the military begins fielding the weapons in great numbers. This new report outlines the scope of the unanswered questions about the case for hypersonic weapons, details the underappreciated risks to stability posed by the weapons, assesses the viability of arms control as a tool to reduce these risks, and suggests recommended action items for Congress to better its understanding about the Pentagon’s plans for the weapons, eliminate potential redundancies in weapons capabilities, and mitigate stability risks.

Iran’s ballistic missile systems, supplemented by cruise missiles and UAVs, are intended not only for deterrence, but for battle, including by Iran’s regional partners. In a new report, the IISS provides a detailed assessment of Iran’s missiles, and the manner and purposes for which it has been proliferating them. Nuclear issues are the exclusive focus of the negotiations on the restoration of the 2015 Joint Comprehensive Plan of Action, which have taken place in Vienna. The Western powers are keen, however, to engage in follow-on talks to address Iran’s missiles and activities in the region. How does Iran equip its proxies and allies with increasingly sophisticated and longer-range ballistic missiles and artillery rockets? Fabian Hinz considers Iran’s new missile-proliferation strategy. The proliferation of ballistic missiles and artillery rockets to non-state actors by the Islamic Republic of Iran is a constant source of tension in the Middle East. Yemen’s Houthi rebels conduct ballistic-missile strikes on Saudi Arabian cities, airports and oil installations; Hizbullah’s ever-growing rocket and missile arsenal sparks Israeli consideration of military options; and Iranian proxies rocket the United States’ installations in Iraq on an almost weekly basis. But how does Iran equip its proxies and allies with increasingly sophisticated and longer-range ballistic missiles and artillery rockets? For years, the answer has been through smuggling. In one example, on 19 March 2021 Saudi Minister of State for Foreign Affairs Adel al-Jubeir claimed that all Houthi missiles fired at the Kingdom were ‘made in Iran’, and there is ample evidence that Houthis were the recipients of weapons such as Iran’s short-range Qiam ballistic missile. Iran doubtlessly continues to directly transfer missiles outside its borders to some degree. However, in recent years smuggling has been augmented by two other transfer methods: the provision of guidance kits to modify existing stockpiles of artillery rockets, and the wholescale provision of manufacturing capabilities. Iranian support for enabling local rocket production is not new. Reports about the rocket arsenals of Palestinian factions in Gaza regularly cite Iranian assistance for domestic manufacturing, and Hizbullah’s alleged missile factory in the Beqaa Valley became the topic of competing accusations in the Israeli–Hizbullah relationship. However, closer examination of Iranian sources, documents likely leaked by Israeli intelligence and the missiles unveiled by the Houthis reveal a strategy of empowering Iranian proxies that is more comprehensive than previously thought. In cooperation with Iran’s missile industry, the Quds Force (QF) of the Islamic Revolutionary Guard Corps (IRGC) appears intent on enabling all its main proxies to be able to autonomously manufacture artillery rockets and precision-guided missiles. Also, a special development effort seems to be aimed at creating simple artillery rockets and short-range-missile systems and production units custom-tailored for local production.

With the demise of the Intermediate-range Nuclear Forces (INF) Treaty in 2019, much attention has focused on the Asia-Pacific as the locus for a new missile-fuelled arms competition, especially between the United States and the People’s Republic of China (PRC). Much speculation has also centred on the prospects of avoiding the most dangerous elements of that competition through arms control or other risk-reduction measures. There are good reasons for these concerns. Since the 1990s China has invested enormous resources in the development and deployment of short-, medium-, and intermediate-range ballistic and cruise missiles, as well as intercontinental ballistic missiles (ICBMs). Today China fields one of the world’s largest and most diverse arrays of ballistic-missile systems, including both conventional- and nuclear-armed variants. Critically, these missile systems have become an increasingly central feature in the strategic and operational thinking of the People’s Liberation Army (PLA) and will likely remain so for the decades ahead. At present, Beijing sees little to no value in reductions to these systems. On the contrary, they are valuable for the very reasons Washington and other regional capitals would like to see them limited: they pose a credible deterrent and warfighting threat in and around China’s periphery, not only against the United States, but also against US allies and others in the region such as India. For the United States, China’s steady missile build-up has been a long-standing concern. When the Trump administration announced its withdrawal from the INF – citing Russia’s non-compliance with the treaty – it also cited China’s deployment of intermediate-range missile systems and their threats to US interests in the Asia-Pacific as an ancillary reason for quitting the agreement. Since 2019, the United States has initiated weapons-development programmes with an eye to deploying its own suite of intermediate missiles to the region in order to range Chinese targets, in addition to other offensive and defensive systems to counter Chinese missile threats. Coming in the larger context of deteriorating diplomatic, security and economic relations between Beijing and Washington, these developments are only a small part of an intensifying competition between the two powers.

Believing that Russian–US cooperation could play an important role in developing and implementing proposals for denuclearisation and creating lasting peace on the Korean Peninsula, the Moscow-based Center for Energy and Security Studies and the IISS undertook a joint assessment of North Korea’s progress in developing nuclear and missile capabilities and an examination of possible international steps towards a solution. The spectre of nuclear war has haunted the Korean Peninsula for nearly seven decades. In November 1950, United States president Harry Truman publicly raised the option of using nuclear weapons in the Korean War. For about 40 years after the war, the US deployed several types of tactical nuclear weapons in the Republic of Korea (ROK, or South Korea). The ROK and the Democratic People’s Republic of Korea (DPRK, or North Korea) also launched their own nuclear-weapons programmes. While Seoul abandoned its dedicated weapons effort soon after ROK president Park Chung-hee was assassinated in October 1979, Pyongyang persisted, announcing its withdrawal from the Nuclear Non-Proliferation Treaty (NPT) in 2003 and subsequently making rapid progress in building up nuclear and missile capabilities, while enshrining a nuclear-armed status in the country’s constitution. In September 2017, North Korea’s sixth nuclear test achieved a thermonuclear yield. Two months later, the DPRK launched a Hwasong-15 ballistic missile, which Pyongyang says is an intercontinental weapon system that can reach the entire US mainland. At that point, North Korea announced that its mission to build its nuclear forces was accomplished. The year 2017 saw military escalation on the Korean Peninsula reach an unprecedented level in the post-Korean War period. Many analysts believed that the situation had become the most volatile since the 1968 USS Pueblo crisis, or even since the end of Korean War hostilities in 1953. Some experts drew parallels with the Cuban Missile Crisis. Given Russia’s historical relationship with North Korea and the US alliance with South Korea, Moscow and Washington have special roles to play in promoting stability on the Korean Peninsula. As permanent members of the UN Security Council and depository states of the NPT, Russia and the US also bear special responsibility for upholding peace and international security. Their joint efforts, along with other major powers, were instrumental, for example, in resolving the crisis over the Iranian nuclear programme through the adoption of the Joint Comprehensive Plan of Action (JCPOA) in July 2015. Despite US president Donald Trump’s decision in May 2018 to take the US out of the JCPOA, the deal remains a model of what can be achieved through multilateral diplomacy, especially when US–Russian cooperation is harnessed to promote nuclear non-proliferation. Similarly, should the key players demonstrate the political will to seek a sustainable solution to the security problems on the Korean Peninsula, Russian–US cooperation in a multilateral framework could play an important role in developing and implementing proposals. The opportunities are clear. For example, more than 67 years since the shooting stopped, the Korean War still remains officially unresolved. The Armistice Agreement of 1953 has yet to be replaced by a proper peace treaty or a more comprehensive accord. In these circumstances, the Moscow-based Center for Energy and Security Studies (CENESS) and the International Institute for Strategic Studies (IISS) agreed in 2017 to conduct a joint assessment of North Korea’s progress in developing nuclear and missile capabilities. They also undertook to develop proposals on possible international steps to facilitate the denuclearisation of the Korean Peninsula and create lasting peace and security mechanisms. The two parties began their work in January 2018 and completed it in about 33 months. They received valuable assistance from a Russian working group led by CENESS and a US working group led by the IISS. The two working groups included former military officials, diplomats, nuclear specialists and scholars specialising in Korean studies. The two groups worked independently, then compared and consolidated their drafts. The results are summarised in this joint report prepared by the project co-chairs. All the contributing experts, listed in annexes one and two, participated in a personal capacity. The report does not necessarily reflect the views of all the experts involved in the study, or of the organisations they represent. CENESS and IISS hope that the report will serve as a catalyst for further discussions between researchers and officials on possible measures to reduce tensions and nuclear-related risks and build confidence in the region. We also hope that the report will help to facilitate discussions on how to promote pragmatic and effective Russian–US cooperation, an aim which has also been emphasised by the leadership of the two countries.

Abstract:
Although the INF Treaty was originally intended to reverse the deployment of Soviet and US missiles in Europe, its demise may be felt more keenly in the Asia-Pacific where a missile arms race is arguably already under way. The development of new missile technologies has implications for stability as the region’s nuclear-weapons states could see them as threats to the credibility and survivability of their second-strike systems. This could trigger a diversification of missile systems across different platforms or an increase in the number of warheads and launchers to complicate an adversary’s targeting options. The Intermediate-range Nuclear Forces (INF) Treaty ended on 2 August 2019 due to the United States’ withdrawal over long-standing concerns of Russian violations. The agreement between Russia and the US had prohibited the development and deployment of ground-launched ballistic and cruise missiles with ranges between 500 and 5,500 kilometres. Although the implementation of the INF Treaty was originally motivated to reverse the deployment of Soviet and US medium-and intermediate-range ground-launched missiles in Europe, its demise may be felt more keenly in the Asia-Pacific. Despite its primary rationale that Russia’s prolonged violation of the treaty rendered it void, then US president Donald Trump’s administration also cited China as an ancillary reason behind its decision to suspend its treaty obligations. As China was not a party to the INF Treaty, Beijing has been free to make substantial quantitative and qualitative improvements in its medium- and intermediate-range missile arsenal as an important part of its strategy to counter the US and allies’ military power in Asia. Following Washington’s decision to withdraw from the INF Treaty, US policymakers made it clear that they intend to counter China’s growing capabilities by deploying to the region additional missile defences and the previously prohibited classes of ground-launched surface-to-surface systems that now are under development. China’s ballistic-and cruise-missile arsenal, however, is viewed with concern beyond just Washington. Other regional states such as Australia and India also regard the expansion of China’s missile forces with unease, resulting in Canberra and New Delhi developing their own missile systems in response. In the case of the latter this could have downstream effects by causing Pakistan to adjust its own nuclear and conventional missile forces in response, illustrating the potential possibilities and consequences of action/reaction dynamics in Asia spiralling into regional arms-racing. Although the erosion of the arms-control architecture provided in part by the INF Treaty could potentially herald the beginning of more sustained arms-racing in the Asia-Pacific, a regional competition is arguably already under way. The proliferation of conventional and nuclear ballistic missiles in the region is not only apparent in China’s force structure, but also across Northeast Asia, which has had immediate and associated implications in the local and wider region. Developments in North Korea’s nuclear and missile programmes have been especially destabilising, given fears that Pyongyang could threaten the use of nuclear weapons in a conventional conflict were the survival of the Kim Jong-un regime in question. Cumulatively, North Korea’s strengthened missile forces have caused the US and its allies and partners in the region, especially Japan and South Korea, to pursue countermeasures, including strengthening missile defences and developing counterforce capabilities. Doctrines regarding the use of conventional precision attack have also correspondingly shifted, with South Korea embracing the option of using pre-emptive conventional counterforce strikes to deter missile attacks from North Korea. Japan, however, continues to debate how its armed forces might utilise the long-range strike capabilities that Tokyo is pursuing. Some of these developments, especially improved missile-defence capabilities, have resulted in a diplomatic and economic response from China, as Beijing argued that some of these measures undermine its strategic deterrent. China has also warned US allies in the region of possible repercussions if they decide to host US missiles previously proscribed by the INF Treaty. There is therefore the potential that decisions by some regional states to develop their missile capabilities might not only result in immediate action–reaction responses by the instigator’s adversaries, but also wider cumulative consequences undermining the security of multiple states across the region. Against this backdrop, emerging missile technologies carry additional risks and implications for regional stability. As part of a trend that one analyst has described as a ‘missile renaissance’, hypersonic boost-glide vehicle and cruise-missile technologies are being pursued by several states in the Asia-Pacific region, including Australia, China, India, Japan, Russia and the US. The development of these technologies has implications for regional stability since they could be seen as threats to the credibility and survivability of second-strike systems of the region’s nuclear-weapons states, potentially triggering a diversification of nuclear systems across different platforms or an increase in the number of nuclear warheads and launchers to complicate an adversary’s targeting options

79. Cruise missiles in the Middle East

While both the proliferation and combat use of ballistic missiles in the Middle East have attracted a lot of attention, cruise missiles remain an often-overlooked regional proliferation challenge. Once the exclusive realm of the Middle East’s sole nuclear power, Israel, the proliferation of cruise-missile systems has steadily picked up pace in the last two decades. Iran and Turkey have joined Israel in the club of nations developing and producing their own cruise missiles, with the United Arab Emirates (UAE) appearing to take first steps in this direction. Other countries, such as Algeria, Egypt, Kuwait, Qatar and Saudi Arabia, have already purchased cruise missiles from abroad or appear intent on doing so in the near future. This trend is not limited to state actors, however. With strong technical and material support from Iran, Yemen’s Houthi rebels have employed cruise missiles in their ongoing missile and uninhabited aerial vehicle (UAV) campaign against the Saudi-led coalition. The drivers of cruise-missile proliferation in the region are as diverse as the systems themselves. Their ability to evade or overcome defensive systems makes them an attractive option in a region experiencing a proliferation of increasingly advanced surface-to-air missiles as well as ballistic-missile-defence systems. Cruise missiles also give actors that lack modern air forces the ability to strike targets deep inside the territory of better-equipped adversaries. They are therefore well suited to serve as tools of asymmetric warfare as well as asymmetric deterrence. At the same time, however, they have also become an essential piece of weaponry for advanced modern fighter jets and therefore a logical choice for countries already operating highly capable air forces. Naval-based cruise missiles offer a long-range strike capability for expeditionary warfare and serve as a tool for regional power projection. In the case of Israel, submarine-launched cruise missiles also serve as the primary pillar of the country’s nuclear second-strike capability. However, the drivers of cruise-missile proliferation go beyond narrow military needs and considerations. Several Middle Eastern states are engaged in ambitious efforts to develop local arms industries, with precision-guided munitions, aerial stand-off weaponry and UAVs being a particular focus. Benefiting from the existing technological overlap with these systems, cruise missiles represent both an attractive and realistic option for ambitious military-development projects. They are also an advanced weapons system whose production and development was for a long time limited to a small number of highly developed countries, thus lending their producers considerable prestige. There is little doubt that cruise missiles have an impact on regional stability. As with other uninhabited systems, cruise missiles do not entail the risk of human losses for their users, and this factor potentially lowers the threshold for their use. Cruise missiles’ ability to evade detection and interception, and their effectiveness in conducting long-range precision strikes, might also provide incentives for the adoption of pre-emptive strategies, thus lending another element of instability to local crises. Most importantly, however, cruise missiles – like ballistic missiles and, to some extent, UAVs – defy traditional air superiority and by extension the military hierarchies associated with it. They can therefore serve as powerful tools for actors seeking to upend existing military balances, and they incentivise attempts to so.

The determination of regional actors in the Middle East to procure or develop ballistic and cruise missiles shows no immediate signs of abating, and the possibility of even further regional proliferation has driven calls to explore the application of arms controls to manage regional missile developments. This paper surveys the evolving missile landscape in the Middle East and considers some of the possible options for regional missile control. Missiles have long played a key, if relatively understudied, role in Middle Eastern security dynamics. According to Dennis Gormley’s 2017 estimate, over 90% of all missiles used in conflict since the Second World War have been in the Middle East. Today, the determination of regional actors to procure or develop ballistic and cruise missiles shows no immediate signs of abating. Missiles play a growing role in national defence doctrines in the region and many states are driven to acquire them due to the increasing appreciation of their utility as conventional precision-strike systems, as well as symbols of military prowess. Their frequent use by local and external powers in recent and ongoing conflicts in the Middle East and the possibility of even further regional proliferation have driven calls to explore the application of arms controls to manage regional missile developments. This paper surveys the evolving missile landscape in the Middle East and considers some of the possible options for regional missile control. These two themes form the paper’s two parts. The paper starts by exploring some of the key contemporary trends related to missiles in the Middle East. It examines the various regional powers interested in advanced missiles and the emergence of non-state actors as users and developers of missile technology. It also explores the regional appeal of cruise missiles and considers the growing use of advanced missiles as conventionally armed stand-off weapons. Finally, this section explores the regional interplay between offensive and defensive missiles. The second part of the paper charts some of the recent attempts to develop regional arms controls and considers some of the approaches to missile control, including some cross-cutting themes that any missile control efforts might wish to address. While missile holdings in the Middle East have grown in terms of the types, ranges and platforms used, this paper focuses its examination on ballistic and cruise missiles of ranges exceeding 250 kilometres. The value and reach of this range can vary in different sub-regional settings but is used here as a rough metric indicating the ability to target across borders, as well as a reflection of a degree of technical capability. While the paper incorporates land-attack missiles, it excludes missiles that are closely tied with battlefield or tactical missions, such as those with shorter ranges as well as anti-ship and air-defence platforms. Similarly, armed uninhabited aerial vehicles (UAVs) are excluded from the analysis. While their use has grown in prominence, particularly in some regional conflicts including in Syria, Libya and Yemen, they form a separate category of weapons with distinct dynamics, and thus pose different questions for arms control.

The main purpose of the article is to examine diplomatic relations between China (official name: the People’s Republic of China) and Poland with a special focus on defence. It also gives an overall assessment of the relations between the armed forces of the two countries and evaluates what has been achieved so far and possible involvements that the countries (especially Poland) should take. A comparative analysis and a historical approach were used whilst investigating the facts. Qualitative research, including participant observation, archival resources, analysis and selection of studies, reports and expertise were the methods employed for collecting research material. Comparative studies were used to analyse other countries’ relations with China to help come to a conclusion. Based on the research, the author recommends an intensification of defence diplomacy between Poland and China which would bring a number of defence and economic benefit to both Warsaw and Beijing. The latest changes in the global balance of power, especially economic, political and military, should be taken into account in the process of developing and implementing a comprehensive and long-term strategic programme in the field of defence diplomacy between Poland and China.

Abstract:
In early 2021 there is every reason to say that the global arms control and disarmament process, despite earlier achievements, has reached a critical point. The complete or de facto demise of key arms control treaties (such as the ABM Treaty, the CFE Treaty, and the INF Treaty) has left a vacuum in the arms control architecture, thus triggering new challenges for crises and global stability. The Open Skies Treaty is facing an existential threat. The Chemical Weapons Convention is also in a difficult situation, particularly in relation to the Syrian problem and the alleged poisoning of certain Russian personalities. The CTBT, concluded 25 years ago, is shamefully not yet in force. The only existing arms control treaty between the US and Russia is now New START, which was due to expire on 5 February 2021 since its renewal had proved to be impossible under the Trump Administration. But now it is well-known that the prospects for this treaty are much better (see below). The Treaty on the Non-Proliferation of Nuclear Weapons is also under serious threat. And this is not only just because of the poor situation with respect to the implementation of Article VI which requires “each of the parties to pursue negotiations in good faith on measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control”. There are also some unresolved crisis situations: a very important one is around the Iranian nuclear deal (JCPOA), and more generally about the issue of the creation of a zone free of weapons of mass destruction in the Middle East (see On the Iran Nuclear Agreement and Middle East Security, December 2020). Moreover, there is the very critical situation on the Korean Peninsula and the problem of creating a Nuclear-Weapon-Free Zone in Northeast Asia (see Note on Northeast Asia Nuclear-Weapon-Free Zone, January 2021). On the other hand, imminent extension of the New START Treaty will be a very positive signal, including for the NPT Review Conference. Pugwash also welcomes very much the entry into force of the Treaty on the Prohibition of Nuclear Weapons on 22 January 2021 (see Pugwash Note on the Entry into Force of the Treaty on the Prohibition of Nuclear Weapons, 21 January 2021). But it is also clear that, for some time to come, it will have to exist without any of the states which possess nuclear weapons (or even those that host American nuclear weapons), and more generally probably without any state allied to a nuclear-weapon state. This situation could generate another line of tension within the NPT. As a result, the NPT Review Conference, now rescheduled for August 2021, will be very relevant and care should be exercised in order to avoid concerning results.

84. Grim Prospect: Low-Yield Nuclear Weapons in the Middle East

The International Atomic Energy Agency (IAEA) was formed in 1957 to promote the peaceful use of nuclear energy and to inspect civilian nuclear materials and activities to deter military diversions. To decide the frequency of inspections and inspection criteria, the IAEA set its safeguard standards with the objective of assuring “timely detection of diversion of significant quantities of nuclear material from peaceful nuclear activities to the manufacture of nuclear weapons.” The two nuclear weapon designs developed and detonated during World War II were the “gun-type” and “implosion” designs. Because implosion device technology requires much less fissile material than guntype technology, the IAEA significant quantity6 (SQ) values were determined based on the fissile material requirements of nuclear implosion devices like the plutonium-based “Fat Man” detonated over Nagasaki in 1945. Utilizing implosion designs perfected in the late 1940s, however, the explosive yields achieved in 1945 can be produced with much less fissile material. Table 1 lists the fissile material requirements of contemporary nuclear weapon technology. “Low Technical Capability” in Table 1 refers to the Mark III implosion device set off at Nagasaki. “Medium Technical Capability” refers to implosion designs perfected in the late 1940s and “High Technical Capability” in Table 1 refers to the implosion technologies the United States perfected in the 1950s.

Sometimes, slow, steady changes produce revolutionary results. A case in point is missile and space technologies, which Space and Missile Wars: What Awaits will examine. Long-range missiles, satellites, and space launch vehicles used to be high technology exclusive to the superpowers. Now, scores of states have both. As for ballistic missiles and drones, even non-state actors have them, and these systems are far more accurate than anything the superpowers had even at the height of the Cold War. Then, long-range missiles could only be certain of destroying their targets if they were nuclear-armed and wiped out areas as large as cities. Now, drones are so accurate they can pinpoint and kill single individuals. As for space satellite launchers, they originally were derived from nuclear delivery missiles. None were privately owned. Similarly, almost all space satellites were government property and, until 1965, the owners were only American and Soviet. Now, the French, Chinese, Japanese, British, Indians, Israelis, Ukrainians, Iranians, and North Koreans have all launched satellites of their own. In addition, more than 60 nations own and operate their own satellites and increasingly, satellites are launched, owned, and operated entirely by private entities. These developments are nontrivial. They will define the military competitions with China, Russia, and other hostile states for the next two to three decades. Will the spread of accurate missiles embolden weak actors – small states and terrorist organizations – to threaten stronger states with missile attacks against key civilian targets (dams, reactors, petrochemical plants)? Will weak actors be tempted to use accurate drones to assassinate their adversaries’ key leaders? Will such attacks catalyze war, producing modern Sarajevos that draw in nuclear-armed states (e.g. Israel, Pakistan, India, North Korea, or the superpowers)? With so many new space actors, will anyone be able to attribute hostile actions in space? Will states attack satellites mostly in low Earth orbit or geosynchronous orbit? Will the most important attacks come from antisatellite systems based on Earth, in low Earth orbit, or on or near the moon? This volume is designed to answer these questions.

Although much has been said about the fusion of China’s civilian and military sectors, no detailed, unclassified analysis has been done of how Beijing’s “peaceful” nuclear efforts might be exploited to make more nuclear warheads. Even the U.S. Department of Energy’s own explanations of the export restrictions it imposed on “advanced” nuclear exports to China failed to discuss this. This volume is dedicated to clarifying just what the connection could be. Much of it focuses on China’s advanced fast breeder reactor program and its related plutonium recycling efforts. As explained in this volume’s first chapter, “How Many Nuclear Warheads China Might Acquire by 2030,” the least burdensome way for China to achieve nuclear weapons parity with the United States is simply to use the weaponsgrade plutonium that its planned “peaceful” fast breeder reactor and reprocessing programs will produce to make primaries for the two-stage thermonuclear weapons designs they already have perfected. By exploiting this weapons plutonium and the highly enriched uranium and tritium that China can easily access or make, Beijing by 2030 could conservatively assemble an arsenal of 1,270 warheads (nearly as many as the US currently has deployed on its intercontinental missiles).

I n recent years, gender has come up in arms control and disarmament deliberations. Ireland, for example, submitted working papers on gender to preparatory committee meetings of the Nuclear Non-ProliferationTreaty (NPT) Review Conferences. The Treaty on the Prohibition of Nuclear Weapons (TPNW) emphasizes that nuclear weapons use affects men and women differently and calls for equal representation in disarmament negotiations. However, such references to gender are so far the exception rather than the rule in arms control and disarmament talks. We argue that a systematic inclusion of gender perspectives advances arms control and disarmament deliberations and negotiations in four main ways. First, a gender lens calls attention to the human and gendered consequences of the development and use of weapons. Second, it exposes arms control and disarmament agreements that lack gender provisions. Third, a gender lens highlights the absence of diversity in arms control and disarmament communities.3 Fourth, gender perspectives help reveal hierarchical power structures and encourage critical reflections on the legitimacy of established processes and agreements. In sum, the inclusion of a gender perspective produces more humane, effective, legitimate and sustainable agreements.

Systematic violations of the Chemical Weapons Convention (CWC) and the malign use of chemical agents have continued for nearly a decade without adequate accountability. These incidents risk growing in severity and becoming more widespread for as long as the issue remains unaddressed. Reinforcing the norm against chemical weapons use necessitates a unified global effort to utilize all CWC provisions and to strengthen the consequences that violators face under the treaty and in accordance with international law.

Upon taking office, the new presidential administration of Joseph Biden will confront a dizzying array of major challenges, not the least of which are related to the risks posed by the world’s most dangerous weapons. Tensions between the world’s nuclear-armed states are rising; the risk of nuclear use is growing; billions of dollars are being spent to replace and upgrade nuclear weapons; and key agreements that have kept nuclear competition in check are gone or are in serious jeopardy. The situation has been complicated by the neglect and poor policy choices of President Donald Trump and his administration. Over the past four years the Trump administration made nearly every nuclear policy challenge facing the United States worse. Fortunately, Biden has a long and distinguished track record when it comes to dealing with nuclear weapons-related security issues. Unlike his predecessor, Biden possesses a strong personal commitment to effective nuclear arms control, nonproliferation, and disarmament that dates back to his early days in the Senate and continued through his last days as vice-president under President Barack Obama. In this analysis we have outlined what we believe to be the five most important sets of nuclear weapons policy challenges and decisions that the new Biden administration will need to address in its first 100 days and beyond, along with recommendations for effectively dealing with each of these policy challenges: Reviving and Advancing the Nuclear Arms Control Enterprise Reducing U.S. Nuclear Weapons Excess Stabilizing the Joint Comprehensive Plan of Action Jump-starting Denuclearization and Peace Diplomacy with North Korea Restoring U.S. Leadership on Multilateral Nonproliferation and Disarmament If pursued, these actions and decisions would make the United States and the world safer from the threats posed by nuclear weapons. These initial steps would also put the administration in a better position to pursue more lasting and far-reaching nuclear risk reduction and elimination initiatives over the next four years.

This article explains changes in strategic stability through a path dependence framework, discussing its antecedent conditions, increasing returns, cleavages, critical junctures, reactive sequences, and legacy. We identify the leading causes of its formation, reproduction, modification, and, eventually, its end. Such an analysis is relevant as far as we observe significant changes in cornerstone’s aspects of strategic stability after the abrogation of the ABM Treaty and the INF Treaty. We argue that strategic stability as an institution passes through radical modifications produced by reactive sequences breaking the causal loop that allowed its reproduction since its formation.

The year 2020 was characterized by the intensification of US-China confrontation and strategic competition, which had been pointed out in the Strategic Annual Report 2019, in all areas from military and security affairs as well as dominance in advanced technologies and supply chains to narratives on coronavirus responses. Amid this confrontation, the rules-based international order faced even more severe challenges; the multilateral framework established after World War II with the United Nations at its core lost its US leadership and fell into serious dysfunction. While the international community is struggling to cope with the rapidly expanding outbreak of the novel coronavirus, China has been moving to expand its influence through increasingly authoritarian and assertive domestic and international policies on the rule of law and territorial issues, as well as through economic initiatives such as the existing “Belt and Road Initiative” (BRI) and its responses to the pandemic. The confrontation with the United States is becoming more and more pronounced, and the Indo-Pacific region is turning itself into divided and contested oceans. In this transforming strategic environment, expressions of support for the vision of a rulesbased “Free and Open Indo-Pacific” (FOIP) that Japan has been promoting for the past several years, or announcements of similar visions have followed one after the other. The year 2020 also saw significant strengthening of the cooperative framework among four countries – Japan, the United States, Australia, and India (QUAD) – together with the enhancement of bilateral cooperation between countries in this group. At the same time, progress was also made in a regional cooperation framework that includes China with the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement in East Asia. The Strategic Annual Report 2020 looks back at major international developments since last year’s Report through the end of 2020, focusing on the transformation of the strategic environment in the Indo-Pacific region and the response of the international community.

Addressing the threat posed by North Korea’s nuclear weapons is one of the most significant and complex challenges facing the United States. Developing, implementing, and sustaining a verifiable diplomatic process that reduces risk and rolls back Pyongyang’s nuclear weapons program requires a whole of government approach, including constructive contributions from members of the U.S. Congress. While crafting and implementing such an approach will be the prerogative of the Executive Branch, the role that Congress can play in supporting or hindering such a process should not be overlooked. Congress has used an array of tools to put in place conditions for negotiations, express its support or opposition to administration policy, and implement coercive measures toward North Korea designed to punish Pyongyang for its violations of international law and stymie its weapons development efforts. Using survey data and in-depth interviews from the late months of 2020, this report provides insight into how Congress views the North Korean nuclear threat and U.S. approaches to engaging with Pyongyang. More clarity into Congressional views and attitudes may lead to more effective policymaking.

On January 26, 2021, during a phone conversation between the President of the United States, Joseph Biden, and the President of the Russian Federation, Vladimir Putin, a decision was confirmed by the parties to extend the Strategic Arms Reduction Treaty (New START, CHB-3) without any preconditions for five more years from February 5, 2021 to February 5, 2026 after which the sides exchanged diplomatic notes. New START was the last treaty still in force with regard to nuclear armaments as the United States left the Intermediate-Range Nuclear Forces Treaty (INF) under the Trump administration. At the same time, the Trump administration was also against extending New START without changes as it was set to expire in February 2021. Russia, on the other hand, was opposed to any kind of changes to this treaty. In a very short while after Biden’s arrival to power, the treaty was extended by five years without any changes. What was the reason for this decision? Why was the prior presidential administration against this and why did the new one make efforts to achieve an agreement in a short period of time? What can we expect to happen next? These are the questions that we will attempt to answer in this publication.

The search for a “golden key” to address disarmament and non-proliferation in a way fit for the 21st century prompts decision-makers to look for novel approaches. NATO needs to actively shape this newly emerging space. Acting today from within a tight policy and institutional “corset”, the Alliance should strengthen its non-proliferation and disarmament portfolio, and harness its consultative and coordination strengths for agenda-setting, norm-shaping and awareness-raising within the international community.

Nations that are party to the Treaty on the Non-Proliferation of Nuclear Weapons but are not allowed nuclear weapons under the treaty (“non-nuclear-weapon states”) must have international safeguards applied to civil nuclear energy facilities if they pursue such programs. The International Atomic Energy Agency (IAEA) applies these safeguards and conducts inspections on nuclear energy programs, and determined in the 1990s that it needed additional capabilities to verify states were not engaging in secret (i.e., undeclared) nuclear activities. Subsequently, the IAEA developed a set of stronger safeguards measures, known as the Model Additional Protocol (“Additional Protocol”), which was approved in 1997. Today, most nations have an Additional Protocol in force, but a few dozen do not. The nations that do not may pose a concern if they pursue nuclear energy as a means of addressing energy and environmental challenges, such as decarbonization to meet climate goals. The greater reporting requirements and inspection measures in the Additional Protocol give the international community assurance that a nation’s declarations about its civil nuclear program are both correct and complete. The enhanced inspections in turn provide greater deterrence against states pursuing illicit nuclear activities. The Nuclear Suppliers Group (NSG)—which comprises 48 governments, including those representing the major reactor vendor countries—maintains guidelines governing the export of nuclear materials, equipment, and technology. The NSG has been considering modifying those guidelines for many years to support more universal adoption of the Additional Protocol. But adoption has been hard to come by, in part because of potential disruptions to existing supply relationships given that not all countries participating in the NSG have Additional Protocols in force and some client states of countries participating in the NSG also do not have these upgraded inspections in place. There may be room for consensus building among NSG states, however, since most support requiring an Additional Protocol as a condition of supply to further the nonproliferation regime. The remaining governments may agree if measures are proffered to address challenges that have blocked acceptance to date. This commentary discusses a history of related policy developments in the NSG, examines some of the group’s roadblocks to consensus, and suggests options for making progress on adding stronger international safeguards as a condition of supply to nuclear energy programs.

100. Toward Accountable Nuclear Deterrents: How Much is Too Much?

For decades, policy debates in nuclear-armed states and alliances have centered on the question, “How much is enough?” What size and type of arsenal, and what doctrine, are enough to credibly deter given adversaries? This paper argues that the more urgent question today is, “How much is too much?” What size and type of arsenal, and what doctrine, are too likely to produce humanitarian and environmental catastrophe that would be strategically and legally indefensible? Two international initiatives could help answer this question. One would involve nuclear-armed states, perhaps with others, commissioning suitable scientific experts to conduct new studies on the probable climatic and environmental consequences of nuclear war. Such studies would benefit from recent advances in modeling, data, and computing power. They should explore what changes in numbers, yields, and targets of nuclear weapons would significantly reduce the probability of nuclear winter. If some nuclear arsenals and operational plans are especially likely to threaten the global environment and food supply, nuclear-armed states as well as non-nuclear-weapon states would benefit from actions to physically reduce such risks. The paper suggests possible modalities for international debate on these issues. The second initiative would query all nuclear-armed states whether they plan to adhere to international humanitarian law in deciding if and when to detonate nuclear weapons, and if so, how their arsenals and operational plans affirm their intentions (or not). The United Kingdom and the United States have committed, in the words of the 2018 U.S. Nuclear Posture Review, to “adhere to the law of armed conflict” in any “initiation and conduct of nuclear operations.” But other nuclear-armed states have been more reticent, and the practical meaning of such declarations needs to be clarified through international discussion. The two proposed initiatives would help states and civil society experts to better reconcile the (perceived) need for nuclear deterrence with the strategic, legal, and physical imperatives of reducing the probability that a war escalates to catastrophic proportions. The concern is not only for the well-being of belligerent populations, but also for those in nations not involved in the posited conflict. Traditional security studies and the policies of some nuclear-armed states have ignored these imperatives. Accountable deterrents—in terms of international law and human survival—would be those that met the security and moral needs of all nations, not just one or two. These purposes may be too modest for states and activists that prefer the immediate prohibition and abolition of nuclear weapons. Conversely, advocates of escalation dominance in the United States and Russia—and perhaps in Pakistan and India—will find the force reductions and doctrinal changes implied by them too demanding. Yet, the positions of both of these polarized groups are unrealistic and/or unacceptable to a plurality of attentive states and experts. To blunt efforts to stifle further analysis and debate of these issues, the appendix of this paper heuristically rebuts leading arguments against accountable deterrents. Middle powers and civil society have successfully put new issues on the global agenda and created political pressure on major powers to change policies. Yet, cooperation from at least one major nuclear power is necessary to achieve the changes in nuclear deterrent postures and policies explored here. In today’s circumstances, China may be the pivotal player. The conclusion suggests ways in which China could extend the traditional restraint in its nuclear force posture and doctrine into a new approach to nuclear arms control and disarmament with the United States and Russia that could win the support of middle powers and international civil society. If the looming breakdown in the global nuclear order is to be averted, and the dangers of nuclear war to be lessened, new ideas and political coalitions need to gain ascendance. The initiatives proposed here intended to stimulate the sort of analysis and debate from which such ideas and coalitions can emerge.
