35401. The Engagement of Arab Gulf States in Egypt and Tunisia since 2011

Abstract:
This study documents the various forms and measures of political and economic assistance provided by Saudi Arabia, the United Arab Emirates (UAE), and Qatar to Egypt and Tunisia since the upheavals of 2011. It also analyzes the impact Gulf donor countries had on political and economic development within Egypt and Tunisia, particularly with regard to democratization and inclusive socio­ economic change. Economically, efforts undertaken by the Gulf states were inten­ ded to stabilize the two countries, for example by helping them overcome budget de cits. While their business investments are not trickling down to the economi­ cally marginalized segments of society, some of the Gulf­funded development projects have been geared toward fueling more inclusive growth. Due to limited coordination between Arab and Western donor countries, however, there has thus far been little alignment of projects taking place in the same sectors. As a result, the potential for synergies between these projects has remained untapped. In po­ litical terms, as was expected, the Gulf states did not engage in efforts to promote more democratization. Indeed, in Egypt the assistance provided by Saudi Arabia and the UAE even contributed to a return to the pre­2011 order. For Germany and its partners to engage the Gulf states more intensively on governance matters and to create incentives, deeper knowledge is required about how political decisions are made in the Gulf. This is also essential for developing Germany’s much­needed general strategy toward the Gulf states, which is currently lacking. The Deauville Partnership is a useful forum for improving and increasing future coordination.

The security risks of post-Soviet Central Asia are pronounced and therefore pres- ent on the agendas of most international actors, including the US, Russia, and China. The EU is also concerned, although it has hitherto not been known for political success in the region, especially in terms of security. Indeed, the EU’s approach to the region – oriented toward transformation, liberalization, and de- mocratization – has been largely labeled a failure, with minimal impact and prog- ress. Against this background, this article will review and discuss the nature of the threats to Central Asia’s security, establish the extent of the EU’s actual “failure” by examining the distinct characteristics of the EU’s security approach, and, finally, reflect on how European policy can have an impact on the local security situation in the future.

Abstract:
Mainstream discourse on energy security is premised upon the assumption of infinite growth. It hence focuses upon the economic, political, and security aspects of energy security. Consequently, it fails to provide satisfactory answers to the global environmental, energy, economic, geopolitical, and developmental challenges. An alternative paradigm is for this reason in demand. Ecological economics makes a strong case for disentangling prosperity from growth and studies how a substantial retreat of energy consumption is not only feasible, but will also efficiently address the sustainability challenge and enhance overall energy security. It also suggests how it can alleviate geopolitical and developmental tensions. Ultimately, the paper poses the fundamental question of how valid our assumptions are to lead us into a better, and sustainable, future.

It is not yet clear what narrative will be told by history, but a dominant media narrative, the official one, has already been found for the on-going turbulence in Egypt’s Sinai Peninsula. It appears that social media in the Nile Valley has preceded its counterpart in the Sinai Peninsula in developing this narrative due to geographical and demographic factors which are out of the control of the security and military authorities in Egypt. The main bridge connecting the northern Sinai with the Nile Valley has been closed since 30 June, 2013 (setting transport links back to the time when ferries made their way across the Suez Canal between great sea ships) and the military and security authorities have, to a great extent, succeeded in concealing whatever is happening on the ground that contradicts their narrative

35406. An Empirical Analysis of Claimant Tactics in the South China Sea

Abstract:
China, Taiwan, Vietnam, the Philippines, Malaysia, and Brunei have used a wide variety of tactics to protect and advance their maritime territorial claims in the South China Sea. China is the most active user of the nine categories of tactics identified in this paper, with the exception of legal actions, and accounts for more than half of all military and paramilitary actions since 1995. Empirical data support the argument that the 2011 U.S. rebalance to Asia did not spur disruptive behavior in the South China Sea. China became more active in protecting and advancing its claims around 2009, before the rebalance was announced. The unclassified database used in this analysis undercounts military and paramilitary actions, but captures enough activity to provide a representative sample. A classified version that captures more activity would improve the potential to develop the database into an Indications and Warning tool to assist in monitoring and managing tensions in the South China Sea.

Abstract:
Dealing effectively with contemporary security challenges requires prepared coalitions of partners that are able to operate together. The Global Knowledge Networking (GKN) initiative supports local decisionmaking and makes knowledge actionable. Its core is the “composable organization,” where people, ideas, processes, and technology can be brought together as needed. The GKN supports initiatives from NATO’s Wales Summit, focused especially on interoperability and capacity-building. A proposed Gulf Knowledge Center test bed also would support recent decisions by a Gulf Cooperation Council Summit concerning military command and education. Building new learning tools with coalition partners can improve common understanding and shared procedures. This vision is a key part of the next generation of training and readiness capability, led by the Office of the Under Secretary of Defense (Personnel & Readiness). The GKN initiative could be adapted for regions beyond the Gulf.

In the aftermath of the North Atlantic Treaty Organization (NATO) summit in Wales in September 2014, the Obama administration pledged $1 billion to assist Allies on the eastern front. This was in response to Russian initiatives and our Allies’ requests for increased U.S. presence. A potential response could be the introduction of intelligence, surveillance, and reconnaissance capabilities around the Black Sea. Given the increasing concern over the strategic importance and therefore vulnerability of the areas bordering the Black Sea, such as Odessa, Transnistria, and the Danube Delta, this asymmetric response from the United States not only would add a less escalatory pressure on Russian interests in the area but also could alleviate some of the concerns of some NATO members.

Further integration along with a shared forum for common procedures, roadblocks, and solution sets will help inform and address public-private, public-public (P4) functional stovepiping and specialized P4 success in the Department of Defense (DOD). There is a need for formal capture of enterprise-wide best practices and lessons observed. DOD personnel have significant training and competency in their specific career field, but there appears to be a need to either integrate or identify P4 subspecialties to develop P4 through the ranks. Cross-Service collaboration and interagency planning, tiger-teaming, and convening non-DOD stakeholders with DOD counterparts will support P4s both at a project level and an enterprise level.

Abstract:
In June 2014, The Soufan Group (TSG) released its initial Foreign Fighters in Syria report, which identified approximately 12,000 foreign fighters from 81 countries. Nearly eighteen months later, despite sustained international effort to contain the Islamic State and stem the flow of militants traveling to Syria, the number of foreign fighters has more than doubled. Based on its own investigation, TSG has calculated that between 27,000 and 31,000 people have traveled to Syria and Iraq to join the Islamic State and other violent Salafist groups from at least 86 countries. This increase is evidence that efforts to contain the flow of foreign recruits to the Islamic State and other extremist groups in Syria have had limited impact.

35414. Does Lean Improve Labor Standards? Management and Social Performance in the Nike Supply Chain

Abstract:
This study tests the hypothesis that lean manufacturing improves the social performance of manufacturers in emerging markets. We analyze an intervention by Nike Inc. to promote the adoption of lean manufacturing in its apparel supply chain across eleven developing countries. Using difference-in-differences estimates from a panel of over three hundred factories, we find that lean adoption was associated with a 15 percentage point reduction in noncompliance with labor standards that primarily reflect factory wage and work hour practices. However, we find a null effect on factory health and safety standards. This pattern is consistent with a causal mechanism that links lean to improved social performance through changes in labor relations, rather than improved management systems. These findings offer evidence that capabilitybuilding interventions may reduce social harm in global supply chains.

Starting from the assumption that the aim of development is to increase human flourishing, this paper develops an analytical perspective on how effective states are built. Modern theories of development see the state as the key agent for delivering the most critical forms of productive investment – investment in capability expanding collective goods. Accomplishing this requires bureaucratic capacity, as earlier analyses of state effectiveness have argued, but state-society relations are equally crucial. We focus on the “Sen-Ostrom” model – deliberative mechanisms to specify goals plus engagement of communities as “co-producers” of services – as the key elements of effective state society relations. Our effort to identify institutions and strategies that might lead to the efficacious engagement of the broadest possible cross-section of the populace led us to a re-engagement with left social democracy. But, resuscitating traditional models of left social democracy is not sufficient; different contexts require new conceptualizations. Patrick Heller’s “state-civil society model” and Cheol-sung Lee’s “embedded cohesiveness/political network model” gave us tools for revising, deepening and extending the basic party-union dynamics of the traditional left social democratic model. Putting the Huber-Stephens analysis of left social democracy together with the Heller and Lee models offers a promising platform for future debate on the general political logic of state-society relations

After Turkish fighter jets shot down a Russian warplane 24 November 2015, tensions between the two countries came to a head, particularly given their very different political positions on the Syrian issue. With Russia an ally of the Assad regime, and Turkey an ally of the opposition, the downed Russian jet has been the latest in a string of incidents that have threatened otherwise growing economic and trade cooperation between the two countries. The Syrian armed opposition’s gains, especially in northern Syria, have stirred Russian and US fears about the possibility of a major regime collapse. This has prompted Moscow to return to the political solution approach to avert further expansion of the Islamic State (IS or Daesh) and to stop the regime’s power from completely dissolving. For the US, this has prompted President Obama to intensify bids to Iran for cooperation to resolve the Syrian crisis. This is in part to prove to his Republican opponents that the nuclear deal will contribute to modifying Iran’s behaviour and will motivate the country to cooperate in resolving the region’s crises rather than exacerbating them. Parallel to the military escalation in Zabadani, Iran re-launched its political initiative, which the Syrian opposition rejected, but which the regime quickly accepted because it guarantees its survival. Turkey has directly entered the fray in an effort to protect its interests in northern Syria, managing to broker a US agreement to establish an IS-free zone (which Turkey also intends to be Kurd-free).

Following the results of the recent parliamentary election in Turkey, efforts by the ruling Justice and Development Party (AKP) and the centre-left Republican People’s Party (CHP) to form a coalition government failed. An alliance between the AKP and the Peoples’ Democratic Party (HDP) seems unlikely because, among other reasons, the latter is connected to the Kurdistan Workers’ Party (PKK). The right-wing Nationalist Movement Party (MHP) this week also rejected the idea of a coalition with the AKP. Turkey is thus set for early elections in October or November.

Although Tunisia’s model of democratic transition has been touted as the most successful and peaceful among Arab Spring nations thus far, recent armed attacks have affected this image, with analysts now left questioning the country’s security. However, it seems that many observers had actually overlooked a brewing socio-economic crisis and the state’s scarce resources to cope with unemployment and the imposed war on armed groups within the state. The population is fearful of more deadly attacks given the state security apparatus’ weaknesses and helplessness in the face of ever more sophisticated armed groups increasingly targeting the country’s economic structures. The coming months will be difficult for Tunisia, particularly because the government doesn’t have solutions or resources to address the escalating crisis. Despite talk of changing the government before the end of the year, a significant breakthrough is unlikely.

In February 2014, violent protests erupted in Tuzla and quickly spread to multiple other Bosnian cities, including Mostar and Sarajevo. Initially, the protests were labeled as the “Bosnian Spring,” a term used to describe a state that is undergoing revolutionary change; however, this term was used prematurely in the case of Bosnia and Herzegovina and by April the protest movement had completely lost momentum. The cause for dissatisfaction among citizens was driven by nearly a decade of political stagnation. The lack of political progression can largely be attributed to the legacy of the Dayton Peace Agreement, which brought an end to the ethnically driven atrocities. However, the agreement also formed a uniquely complicated governmental structure based on ethnicity—providing a political framework in which elites are able to evade accountability. Political competition has been greatly decreased by the continued presence of wartime-ethno parties, which dominate the political discourse—perpetuating fear and mistrust among the electorate. I argue that there is a crisis of democratization halting the political progression and European integration of Bosnia and Herzegovina caused by a lack of both political accountability and competition.

Since the early 2000s in Western Balkans (WBs) powerful groups have misused democracy in numerous ways. Governing elites have tolerated the capture of public policy sectors by business conglomerates and have also invited in selected businessmen to capture such sectors. Elites have adapted to inherited frail institutions and have created other deficient institutions to serve their changing strategies. To a lesser extent, the same holds for policy capture by relatively privileged occupational groups of insiders, who are less powerful than elites. On their way up to enrichment and reproduction of relatively privileged status, elites and privileged occupational groups have not encountered the obstacles usually found in other European democracies, such as a relatively strong parliament, judiciary, civil society, mass media and a public bureaucracy functioning with a minimum of autonomy from the government. Policy capture would have been impossible without first achieving and consolidating the supremacy of the government over the legislature and the judiciary. This vital for contemporary democracies balance of powers has been destroyed in WBs to an extent larger than in other European democracies. It will not be rectified, as long as civil society and parliamentary opposition remain weak, while media pluralism is restricted in WB democracies.

35424. Of Arms, Freedom, and Capitalism What Piers Morgan Does Not Know

Generations of students have been taught that the emergence of Parliament and capitalism in England were caused by factors such as the rise of the bourgeoisie, the rediscovery of ancient Greek democracy and the Roman republic, the Magna Carta, the enclosure movement, the Protestant ethic of accumulation (which may not actually apply to England), and English common law. To these factors should be added: a population of extremely well-armed and trained commoners, reliance upon them by the monarchy for military service, and the willingness of the commoners to stage large-scale and ferocious rebellions. It was highly advisable to secure the consent of the commoners before taxing them. The power of the commoners limited what taxation could be imposed. Limited taxation allowed commoners to accumulate substantial sums of money, a crucial factor in the emergence of capitalism in England as early as the 1400s. The power of the commoners forced elites to accommodate the notion of government for the common good (commonweal), eroded the notion that the aristocrat was superior to the commoner, and strengthened the case for equality of opportunity. The history of England stands for the proposition that contemporary firearms laws should be the most permissive reasonably possible. The article also discusses the need to achieve social change without violence. But this is not possible with many regimes worldwide, and it is naive to think tyranny can’t happen here.

Abstract:
Contrary to a perception—fueled by Chinese propaganda during the 2008 Tibetan uprising that the Tibetan struggle is heading toward extremism—this study shows that the movement for Tibetan freedom has since the 1950s moved toward a tighter embrace of nonviolent resistance. The study traces this evolution, analyzing the central themes, purposes, challenges, strategies, tactics and impacts of three major Tibetan uprisings over the past six decades. Tibetans are now waging a quiet, slow-building nonviolent movement, centered on strengthening the Tibetan national and cultural fabric via what the author refers to as “transformative resistance.” This is happening in an immensely repressive political environment, which shows that there is a way to mobilize people power against even one of the most ruthless regimes in the world.

ON JULY 26, 2015, President of the Russian Federation Vladimir Putin on board the frigate Admiral of the Soviet Navy Gorshkov endorsed a new version of the Maritime Doctrine of the Russian Federation, the basic document that specifies Russia’s naval and maritime policy. This version added the Mediterranean to the areas of the national maritime policy (the Atlantic, Arctic and Pacific zones) and specified that Russia’s naval pres- ence there is aimed at “turning it into the zone of military-political sta- bility and good-neighborly relations.”1 This is not fortuitous: The region is one of the main zones of Russia’s politics and international coopera- tion. Time has come to sort out regional developments, varied interests of the states involved and the problems they have to cope with. In other words, we should arrive at a clear idea about the region’s importance for the Russian Federation.

This document, "The Challenges of the Mediterranean Urban Agenda: the importance of an innovative urban planning, social inclusiveness and private-public parterships development", is the result of the high-level working group on the challenges of the urban agenda in the Mediterranean, which was held on the 15th and 16th December 2014 at Foment del Treball Nacional (Barcelona). On this occasion, more than 30 international experts discussed proposals that could contribute to the improvement of the urban development policies and social inclusion in the cities of the Mediterranean region. During the working group, it was mentioned that more than 80% of global wealth is generated in the cities. It was agreed that in order to finance infrastructure and services it is important that the private sector commits to cooperate with the public administration. The importance of optimising the public transport network from an energy efficiency point of view because cities consume two thirds of the world energy was also noted. Finally, it was highlighted that the creation of urban spaces for interaction and support for young entrepreneurs and platforms that allow knowledge sharing are critical to promote social integration and jobs.>

While there has been a strong tendency in resource rich countries to push for more stringent local content regulations, the mining sector is looking to move towards increased automation. In this study titled “Mining a Mirage: Reassessing the Shared-Value Paradigm in Light of the Technological Advances in the Mining Sector,” CCSI, IISD and Engineers Without Borders researched the technological innovations that are being developed, assessing when these technologies could be rolled out, and quantifying the potential impacts automation may have on local employment and procurement and on the shared value paradigm. The objective was to better understand how governments could adapt local content, industrial and fiscal policies in order to better prepare for and embrace technological advances in the mining sector.

Contexto y objetivos: El I Informe sobre la Desigualdad en España de la Fundación Alternativas, publicado en 2013, recogía una situación preocupante sobre la evolución de la desigualdad social. Por un lado, las diferencias económicas entre los hogares dejaron de reducirse a comienzos de los años noventa y la fase de crecimiento económico anterior a la reciente crisis no consiguió que éstas disminuyeran. Por otro lado, la caída de la actividad económica y la destrucción del empleo que comenzó en 2007 elevaron los indicadores a niveles desconocidos desde hacía décadas. En el momento actual, en el que ya se vislumbra una cierta mejoría de las condiciones macroeconómicas y, con mayor lentitud, del empleo, no parece que las desigualdades hayan disminuido. Por el contrario, la información más reciente muestra, inequívocamente, que el crecimiento de la desigualdad no se ha frenado. En este contexto, resulta de sumo interés la pregunta sobre el papel que han tenido las prestaciones sociales y los impuestos en el crecimiento de la desigualdad para entender cómo pueden prevenirla en el futuro. La respuesta a esta pregunta ha constituido el objetivo del II Informe sobre la Desigualdad en España 2015 cuyo eje conductor ha sido tratar de vincular los procesos de desigualdad existentes con las principales políticas del Estado de Bienestar.

Russia has been using an advanced form of hybrid warfare in Ukraine since early 2014 that relies heavily on an element of information warfare that the Russians call “reflexive control.” Reflexive control causes a stronger adversary voluntarily to choose the actions most advantageous to Russian objectives by shaping the adversary’s perceptions of the situation decisively. Moscow has used this technique skillfully to persuade the U.S. and its European allies to remain largely passive in the face of Russia’s efforts to disrupt and dismantle Ukraine through military and non-military means. The West must become alert to the use of reflexive control techniques and find ways to counter them if it is to succeed in an era of hybrid war.

U.S. policymakers in April 2015 appear to be returning to the position that Syrian President Bashar al-Assad represents the “least worst option in Syria” for American strategic interests. Assad is often compared to the Islamic State (ISIS) with the implication that Assad is the lesser of two evils. Senior administration officials including Secretary of State John Kerry signaled support for diplomatic negotiations with the regime in March 2015, rather than developing a committed strategy to remove Assad from power. American leaders’ ambivalence reflects the limitations of U.S. policy which attempts to treat Syria as the backdrop for a narrow counterterrorism problem rather than a comprehensive national security issue. This outlook is dangerously flawed.

The success or failure of the U.S. mission in Afghanistan has reached a critical juncture. Newly appointed Defense Secretary Ashton Carter announced on February 21, 2015 that the United States is considering a number of changes to the U.S. mission in Afghanistan, including slowing the drawdown timetable and rethinking the U.S. counter-terrorism mission. On March 16, 2015, anonymous U.S. officials confirmed that the United States is likely abandoning its plans to cut the number of U.S. troops to 5,500 at the end of the year. The United States could allow many of the 9,800 troops in Afghanistan to remain beyond 2015. A visit by Afghan President Ashraf Ghani to Washington, DC from March 22-25, 2015 is intended to discuss these issues.

Economists assume increased producer flexibility creates production advantages. So why do inefficient French quality wine producers dominate their flexible, efficient Italian counterparts? French AOC wine producers created “corporatist” producer organizations which served three purposes: encouraged increased product quality information across the supply chain; allowed for the emergence of a unique production style; and enabled producers to define their production methods as “quality” via state regulation. Italian DOC wine producers have fragmented political structures at both the regional and national levels, causing producers to rely more on the price mechanism and less on political structures to coordinate supply chain transactions. Market asymmetries persist across the supply chain, making it difficult for producers to guarantee quality and adversely shaping their potential production and brand strategies. Solving supply chain problems through representative political institutions yields superior economic outcomes than uncoordinated market transactions because the former corrects market power asymmetries.
