Abstract:: The importance of digital infrastructure for global communication and connectivity is only growing. Within this varied sector, subsea cables play a central role in ensuring seamless internet traffic globally. What are the US’s strategic and economic interests in digital infrastructure, particularly subsea cables? Within the context of larger economic and geopolitical competition, US policy is multifaceted, from aiming to secure the physical security of infrastructure and guarding against espionage and technology leakage, to boosting economic competitiveness and supporting domestic firms. Overall, digital infrastructure, and undersea cables in particular, are a key element of a larger US strategy of outcompeting China. Although evaluations among allies of the relative threat posed by China and Chinese-owned digital infrastructure vary, broadly shared goals of resiliency, security, and increased connectivity mean there are potential areas for deeper EU-US cooperation, including partnerships with third countries, that align with their respective strategic visions and represent a solid base for further transatlantic coordination.

3. Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

Abstract:: The near universal adoption of travel measures by governments to control the spread of COVID-19 has proved controversial during the pandemic. National responses have been highly varied and frequently changing, and the use of travel measures—ranging from advisories and screening to quarantine, testing, immunity certification, and restrictions on entry—has been poorly coordinated across jurisdictions. Particularly in the early stages of the crisis, this created chaos for travelers and the travel sector, and caused significant economic and social harms. Many governments also failed to clearly communicate the rationale for using travel measures, the evidence underpinning them, and the measures’ role within overall pandemic response strategies. There is now substantial evidence that these measures’ early and stringent use by some governments during the initial stages of the pandemic slowed the importation of the virus and reduced its onward transmission. Yet, there is also growing recognition of weaknesses in the quality of evidence available to inform policy decisions. Evaluating the appropriateness of travel measures and applying them effectively during future public-health emergencies will depend on international consensus on methodologies that lead to a more harmonized and coordinated approach and to greater public trust in policy decisions. This report presents a comparative analysis of 11 publicly available methodologies used to assess travel-related risks during the pandemic—those of Hong Kong, New Zealand, South Korea, Taiwan, United Kingdom, United States, International Civil Aviation Organization, International Air Transport Association, World Health Organization, Organization for Economic Cooperation and Development, and European Union. It offers a set of lessons learned and recommendations, including a proposed decision instrument that could improve the use of risk analysis for border management during future public-health emergencies.

Abstract:: On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

5. Sustaining Congressional Engagement with Southeast Asia

Abstract:: As a representative institution whose members can outlast presidential administrations, Congress plays a vital role in sustaining long-term US foreign policy commitments. The perception of long-term commitment is particularly important in Southeast Asia, where most states seek to maximize their strategic autonomy by balancing relations among great powers. Thus, expectations about the future behavior of great powers can significantly affect foreign policy choices. Congress speaks through the exercise of its formal powers but also in more subtle ways. Congressional actions on foreign relations operate along three channels. The first channel is support for policies initiated by the executive branch, e.g., passing appropriations, making requested statutory changes, or, at the very least, not obstructing what an administration seeks to do. The second channel is symbolic support for a relationship, such as meetings with foreign officials or public statements of support. Though these actions are generally nonbinding, they can be a more meaningful gauge of support than the first channel because legislators must seek them out and can define the terms of their engagement—something not always possible when voting on legislation. The third channel is policy advanced independently from the executive branch, such as standalone bills, conditions placed on funding, or rigorous oversight. Each of these tools is available to individual legislators, groups of legislators such as caucuses or committees, or the entire legislative branch acting collectively.

Abstract:: The United States and the European Union agree on prioritizing policies to address climate change, which includes securing supply chains for components essential to low-carbon technology. Despite this agreement, their policies to address climate change and low-carbon technology could foster competition. The US Inflation Reduction Act (IRA) reflects the competitive advantage of the US to draw in the best talents, capabilities, and resources from outside sources. This leads to a disconnect between the industrial policy benefits of the IRA within the US and the potential competitive impact the IRA has on US relationships with allies. The EU’s policies are shaped by the bloc’s desire to respond to external actors—including China and Russia—while protecting the common market and building up its internal capability to ensure security of supply. This is complicated by individual member-state objectives. The 2024 US presidential election could bring change: A Republican administration might not share the EU’s outlook on climate change, the need for government intervention, or even the close transatlantic relationship seen during the Biden administration.

9. Mexico’s “Catch-22”: The Implications of Being a Trade and Climate Partner of the United States and the European Union

Abstract:: Under the current global environmental governance and trade regimes, several initiatives, such as the new United States–Mexico–Canada Agreement, the European Union’s European Green Deal, and regional free trade agreements the European Union has implemented with strategic partners like Mexico, are prompting a vibrant discussion on how trade agreements can be used as a potential mechanism to create enforceable cross-border commitments to tackle climate change. However, to cut greenhouse gas emissions within a few decades, a decisive departure from current trends in emission and trade policies is required by all countries, both developed and developing. As a result, politicians, scholars and experts around the world have looked to trade agreements as a possible tool for reaching global climate commitments, either related to or independent from the Paris Agreement. But how well do these agreements suit this purpose? Carbon-intensive products worldwide increased when tariff reductions were implemented, resulting in destructive practices for many countries, particularly those in the Global South. For countries such as Mexico, the nexus between trade and climate change is not easy to address: the country is trapped between its ambitions to play a role in global trade platforms as an industrial manufacturer and agricultural exporter and its desire to be recognized as a global actor in climate change policy and actions within the global community. Despite recent changes in climate and environmental politics under the administration of President Andrés Manuel López Obrador (2018–2024), Mexico is a middle-income country with a long-standing tradition as climate champion and environmental leader in the Global South and needs to make clear where it stands under the new global environmental and ecological transition scenario imposed by the climate crisis and trade-related issues. The “entanglement” of global trade treaties and commitments under the current climate crisis, represents a major shift for Mexico. Caught between the new US–Mexico-Canada Agreement, the EU–Mexico Trade Agreement and the possible impacts of the European Green Deal, Mexico needs to define its role in trade and environmental terms alongside giant partners such as the United States and the European Union, while defending its role as a regional power. If the European Green Deal takes off as an international driver for deepening climate and sustainable development goals with European Union strategic partners, it remains to be seen how Mexico will respond to the challenge. In this paper we address the possible implications for Mexico under each of these instruments. We look at the interplay between them, explore the linkages and possible conflictual pathways, and “disentangle” the schemes in which trade and climate change are interconnected. Mexico may be trapped in a “catch-22” situation. Environmental provisions embedded in trade treaties provide critical benefits to the country, but this often comes at the expense of “unacceptable” environmental enforcement measures that can put at risk national development plans, especially at a time when the environment and climate change issues are not at the top of the current administration’s political agenda.

10. An Impact Analysis of California’s State-County Assessors’ Partnership Agreement Program

Abstract:: California’s State-County Assessors’ Partnership Agreement Program (SCAPAP) provided select counties with a dollar-for-dollar matching grant from the state for assessment administration over a three-year period from fiscal year 2015 through 2017. One of the policy goals for the grant was to finance administrative activities that would lead to an increase in the property tax base, thereby increasing property tax revenue. This study evaluates how well the grant accomplished this goal. Using the synthetic control method on data from 2007 through 2018, I find little evidence SCAPAP funds increased participating counties’ property tax base. Since the purpose of the program is based on sound economic theory, I caution interpreting this conclusion as a reason to discontinue policy experimentation.

11. Colorado’s Political Climate, Economy, and Budget during COVID-19

Abstract:: The COVID-19 pandemic was a monumental exogeneous shock to the Colorado economy. Prior to the pandemic’s onset the state reported historically low unemployment alongside robust growth in personal income levels and state revenue. While the negative economic effects of the pandemic were sharp, the state’s economic recovery is outpacing what many economists previously projected. The General Assembly was compelled to impose major cuts to last year’s budget, many of which were restored with the enactment of the budget for the 2021–2022 fiscal year. The General Fund budget of $13.6 billion proposed by Democratic Governor Jared Polis represented a substantial spending increase of 20 percent from the prior year. The enacted $13.1 billion General Fund budget received nearly unanimous approval among Democrats and modest Republican support. Policymakers ultimately sought to balance competing priorities across many issue areas, while also preparing for the future with a major investment of $1.5 billion to the state’s reserve fund.

Abstract:: This paper presents an overview of the State of Idaho’s FY 2022 budget recommendations and appropriations in the context of demographic changes, economic conditions, and politics. The Executive Budget for FY 2022 notes Governor Little’s historical support of education, job growth, economic opportunity, and fostering an environment for Idaho to avoid citizen migration to other states. However, this policy, along with the COVID-19 exodus, has resulted in a large influx of people from other states with the commensurate housing and infrastructure demands. As most Idaho budgets tend to move incrementally in support of education and infrastructure in the context of very healthy revenues, the state is likely to weather, though with some ambivalence, economic fluctuations. However, partisan tensions threaten education and safety net programming.

13. Montana’s Hard Right Turn

Abstract:: Budgets, combined with tax policy, provide rich evidence of the applied values of legislative bodies and executives. This paper evaluates budget and tax legislation in Montana that resulted from the 67th legislative session in 2021 that set policy for the 2023 biennium. Montana, whose political complexation has long been purple, moved unambiguously red in the elections of November 2020. This paper speaks to how this changed things in Montana's public policy, in the areas of budget and tax, and a series of other policy areas. One of the more notable findings is that while budget and tax certainly shifted right with the dominance of the Republican Party that itself has moved further right than where it was as recently as 2019, it did not move as far right as many observers had anticipated. The explanation provided here is that this was largely a result of the large infusion of federal COVID relief funds.

14. New Mexico’s Box of Pandoras

Abstract:: In the spring of 2020, the global coronavirus pandemic brought deadly disease to New Mexico, a state already struggling with inadequate health care, vulnerable populations and an unreliable state revenue base. A strong executive and mostly willing legislature met multiple times in multiple special sessions to reduce budgets, allocate federal funds, and shore up public finances. They also had to deal with social and cultural fights aggravated by strict public health orders and plunging revenues. By the close of 2020, the state was slowly regaining its fiscal footing and physical health, though the underlying problems of inadequate health care, educational and economic inequality, and a budget overly reliant on extractive industries remain. As a result of the 2020 general election, the public officials chosen to resolve these issues are more likely to be progressive Democrats, more likely to be women, and more demographically reflective of the majority-minority state they call home.

15. Humanitarian Pathways for Central Americans: Assessing Opportunities for the Future

Abstract:: Since 2015, hundreds of thousands of Central Americans—primarily from El Salvador, Guatemala, and Honduras—have left their home countries due to an intertwined set of factors, including poverty, food insecurity, gang-related violence, and human-rights violations. Many have taken perilous journeys to seek protection in neighboring Mexico and the United States, where the scale and diverse profiles of asylum seekers have challenged the governments’ processing capacity. For most of these Central Americans, traveling by their own means to Mexico or the United States is the only avenue to seek international protection. While refugee resettlement programs allow states to vet and select individuals who have fled their country and are living in another, resettlement has typically been used on a very limited basis in the region. Some policymakers, notably in the United States and Canada, have begun to reconsider the role that resettlement could play in addressing these protection needs. This brief assesses how resettlement and other humanitarian pathways have operated in the region to date, and explores the opportunities and obstacles to scaling up these programs.

16. Destination-Country Policies to Foster Diaspora Engagement in Development

Abstract:: It is now widely recognized that emigrants and their descendants contribute greatly to the development of their countries of origin or ancestry, not only with remittances but also by starting businesses, through exchanges of knowledge, and more. And many migrant-origin countries have invested in connecting with their diaspora and leveraging its contributions. Far less attention has gone, though, to how countries of destination with substantial official development assistance programs are supporting—or could support—their resident diasporas’ engagement in the development of countries of origin. This report explores the diaspora engagement actions and policies of Western donor governments—including France, Germany, the Netherlands, Norway, and the United States—highlighting distinctive features. It considers a variety of modes of engagement, such as assistance with forming or strengthening diaspora organizations, grants for diaspora-led development projects, consultations, skills circulation initiatives, and support for entrepreneurship. The report also explores why more destination countries have not (consistently) operated diaspora-for-development programs, and offers lessons about effectiveness and sustainability.

17. Neither Surveillance Nor Algorithm-driven Consumerism: Toward an Alternative European Model for Smart Cities

Abstract:: Smart city projects take many forms, ranging from the installation of connected street lights to total initiatives such as The Line – the gargantuan and futuristic project carried out by Saudi Arabia. In one form or another, these initiatives are multiplying, guided by the objectives of efficiency and the improvement of public policies. What they have in common is that they mobilize various digital tools and use data to develop and manage public services. As they are exported, these projects also become levers for international influence. Where does Europe stand on this spectrum? While many smart territory projects have already been implemented on the continent, Europe is still looking for its own model. Two models are unanimously rejected: the one promoted by China, and the one implemented by certain North American cities. The first subordinates the smart city to security and social control imperatives and contributes to the constant surveillance of the population. In contrast to this model, which is primarily concerned with control and surveillance on behalf of the State, the Californian-inspired North American model is criticized for its massive use of personal data, which is collected and used by private actors. Users are alarmed by the potential use of this data for commercial purposes and denounce the replacement of democratic decision-making by automated tools. From there, developing a European model requires taking these pitfalls into account and respecting both the issues related to privacy protection and the maintenance of open and democratic procedures. Europe can rely on an ambitious regulatory framework, capable of encouraging the development of smart cities in its territory. This framework can also be a real asset for exporting its model to other continents. European initiatives in the field of smart cities are also part of efforts to promote digital sovereignty. In this respect, matters of standardization, interoperability and infrastructure are at the heart of the debate and must be fully integrated into the projects implemented. They are also subject to intense international competition.

Abstract:: As we emerge unevenly from the ravages of a global pandemic, the new world upon us is summoning statesmanship for political economy in the national interest. 2020 was apocalyptic in the true sense of the word. The depth of our dependence on Chinese manufactures for everything from face masks, respirators, ventilators, to basic pharmaceuticals was revelatory. This emergency unveiled the gaunt figure of American industry. Yet, our industrial thinning-out was there for all to see during America’s decades-long, neoliberal diet of globalized supply chains, offshored manufacturing, and international trade based on economic comparative advantage and specialization. An optimist might object to this dire picture and point to Operation Warp Speed, the massive effort of industrial policy in pharmaceuticals and drug development, which produced vaccine formulae in record time by relying on a World War II model of public-private sector mobilization and on powers of the federal government in the 1950 Defense Production Act.

Abstract:: Welcome to the fifth edition of Space Threat Assessment by the Aerospace Security Project at the Center for Strategic and International Studies. Over the past five years, this assessment has used open-source information to track the developments of counterspace weapons that threaten U.S. national security interests in space. The United States has relied heavily on its space infrastructure since the first satellites were launched to track and monitor nuclear missile launches during the Cold War. Over the past six decades, the United States has grown more reliant on the information, situational awareness, and connectivity provided by military, civil, and commercial space systems. It should be no surprise that these assets are a target for adversaries attempting to gain asymmetric military advantage. The Space Threat Assessment is critical to understanding the changing nature of the space domain and monitoring trends in space and counterspace weapons.

Abstract:: Cybersecurity is a priority for Congress and for the Biden administration as online crime and espionage reach unparalleled heights. To improve cybersecurity in federal agencies and in critical infrastructure, the administration has built a strong team, elevated the positions of White House officials dealing with the issue, and released a series of policy directives. In Congress, 157 pieces of legislation addressing cybersecurity were introduced during 2021, with proposals ranging from capacity building and workforce development to updating federal policy. Crime and espionage have made cybersecurity a national priority, and action on cybersecurity is more likely than ever in 2022. CSIS convened two private roundtables with senior government officials and senior information security executives from major enterprises in a range of U.S. industry sectors. The goals of the roundtables were to identify common challenges, discuss best practices, and outline avenues for cooperation.

Abstract:: This paper aims to: (i) investigate whether Republican legislatures were more inclined than Democratic ones to uphold laws of national sovereignty and whether Democratic legislatures were more likely than Republican ones to prioritise bills linked to the post-national perspective; (ii) assess the US migration laws by considering how state-level legal systems affect migrants’ lives. Using data from the National Conference of State Legislatures and Legiscan and techniques like clustering, statistical, and geospatial analysis, we found that bills sponsored by the Democratic Party are indeed more likely to belong to the post-national category than bills by the Republican Party.

Abstract:: Since the outbreak of COVID-19, the global landscape of the food retail industry has dramatically shifted. There is now greater awareness of how wealth and gender inequalities have been exacerbated; the power of workers in the United States (US) has been awakened; the vulnerability of global supply chains has been exposed; big retailers are competing in technology adoption; investors are demanding environmental, social and governance (ESG) information; and there has been legislative advancement towards mandatory human rights due diligence (HRDD) law. Amidst these increasing pressures, major US supermarkets have continued to delay urgent actions needed to end exploitation of workers, women and farmers in their supply chains and retail operations. Key gaps include the lack of commitment to adopt a robust HRDD approach, lack of policies on workers’ rights at home and abroad, and the non-existence of gender policy in their business model. Failure to act now will result in irreversible impacts on workers, farmers and women – impacts that pose major risks to business continuity and supply chain resilience.

Abstract:: Massive U.S. investment has failed to improve outcomes since the Arab Spring uprisings. A more targeted, sensitive approach could yield better results and promote regional stability. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute has launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? How should the administration best prepare for the “new normal” of protests in the region? What are the policy tools at America’s disposal, and how might they be improved upon? How can Washington turn much-needed attention to new areas of focus, such as corruption and public-sector reform? What does public opinion research tell us about what the region’s publics want in their countries—and from the United States? And where might enhanced U.S.-EU coordination play a constructive role? In the fifth essay in the series, Ben Fishman probes the conundrum of U.S. democracy and governance assistance, wherein billions of dollars have failed to improve outcomes on a range of measures since the Arab Spring uprisings. The former regional National Security Council director traces U.S. support for democratic movements from its Cold War origins to the present day, concluding that a more effective approach must better align policy and spending priorities, account for the challenges facing individual countries, and focus on supporting local governing bodies, independent media, and anti-corruption efforts. Otherwise, the region could well become less free and more prone to fiercer future uprisings.

26. Toward a Better Immigration System: Fixing Immigration Governance at the U.S. Department of Homeland Security

Abstract:: Whether it is record-breaking numbers of unaccompanied child and family migrants crossing the southwest border or unprecedented backlogs in immigration and naturalization petitions, immigration governance is buckling from breakdowns in performance across key Department of Homeland Security (DHS) immigration components and partner agencies. Rethinking immigration governance at DHS and across the executive branch is essential. Although many of the issues plaguing the immigration system are due to Congress’s failure to update immigration laws to reflect national needs, the management of DHS’ immigration components is the responsibility of the executive branch. DHS’ current chain of command and coordination capabilities are not strong enough to counteract the centrifugal forces of better-resourced, singular operations (e.g. border security and immigration detention). The DHS components and the agencies they collaborate with in other federal departments lack the assuredness and agility to effectively recalibrate and adjust to new circumstances. The challenge for the DHS immigration components is to fuse broader immigration policy and performance outcomes with enduring border and national security imperatives. This paper examines questions of structure—as compared with leadership and policy—and proposes changes that would enable more effective and humane implementation of the nation’s immigration laws. It identifies four key organizational areas of concern—mission, institutional structures, funding priorities, and institutional culture—essential to the vitality and governance of the U.S. immigration system. We argue that immigration is a system that spans both intra-DHS and interagency organizational entities and processes, and that it must operate as a system to successfully carry out its duties. Managing immigration as a system calls for coordinated operational capabilities, decision-making structures, and resource allocations. The paper provides recommendations that can be accomplished within the current authority of the secretary of homeland security and the executive branch. In addition, it closes with select proposals for a longer-term change agenda that would require legislation.

These clinicians build relationships with their patients over time and help coordinate care delivered by other health care providers.1 Evidence shows that a strong foundation of primary care yields better health outcomes overall, greater equity in health care access and outcomes, and lower per capita health costs.2 But in the United States, decades of underinvestment and a low provider supply, among other problems, have limited access to effective primary care.3 This brief highlights gaps in the U.S. primary care system by comparing its performance to systems in 10 other high-income countries.

Abstract:: In the 117th Congress, the United States Senate is evenly divided, 50-50, between the two major political parties, and the margin for control of the US House is small. One nonpartisan—and overdue—policy issue that Congress and the executive branch could focus on is the US nuclear waste management program. The US is currently paying billions to utilities to house spent nuclear fuel (SNF) at operating and shutdown facilities, and high-level waste (HLW) remains at former nuclear weapons complex sites around the country. Add to this the potential for greater future reliance on nuclear power in a decarbonizing economy, and the need to finally get a handle on managing radioactive waste is clear. An earlier report from the Center on Global Energy Policy on the US nuclear waste management program examined larger structural changes that the federal government could pursue to help the program make progress, such as fixing the funding mechanism and updating regulatory standards.[1] This commentary discusses the US program as it stands in the 117th Congress and proposes a series of comparatively smaller actions that could be considered and perhaps pursued on a bipartisan basis in the next few years.

30. How Inequality and Polarization Interact: America’s Challenges Through a South African Lens

Abstract:: Over the past decade, toxic interactions between persistent inequality, racial tensions, and political polarization have undercut the promise of South Africa’s so-called rainbow miracle transition from apartheid to democracy. South Africa’s recent history sheds light on the United States’ recent political travails. It illustrates how interactions between inclusion and inequality on the one hand and political ideas and entrepreneurship on the other can fuel positive spirals of hope, economic dynamism, and political legitimacy—but can also trigger vicious, downward spirals of disillusion, anger, and political polarization. South Africa was able to transition from a society structured around racial oppression into a nonracial democracy whose new government promised “a better life for all.” Especially remarkable was the speed with which one set of national ideas appeared to give way to its polar opposite. From a society marked by racial dominance and oppression, there emerged the aspiration to build an inclusive, cooperative social order, underpinned by the principles of equal dignity and shared citizenship. In the initial glow of transition, South Africa’s citizens could hope for a better life for themselves and their children. In time, though, the promise wore thin. It became increasingly evident that the economic deck would continue to be stacked, and that the possibility of upward mobility would remain quite limited. Fueled by massive continuing inequities in wealth, income, and opportunity, South Africans increasingly turned from hope to anger. In the United States, a steady and equitably growing economy and a vibrant civil rights movement had fostered the hope of social and economic inclusion. But that hope turned to anger as the benefits of growth became increasingly skewed from the 1980s onward. In 2019, the U.S. economy was more unequal than it had been since the 1920s. Younger generations could no longer expect that their lives would be better than those of their parents. Such economic adversity and associated status anxiety can trigger a heightened propensity for us-versus-them ways of engaging the world. In both South Africa and the United States, polarization was fueled by divisive political entrepreneurs, and in both countries, these entrepreneurs leveraged inequality in ways that added fuel to the fire. In the 2010s, South Africa went through a new ideational reckoning, in part to correct the view that the transition to democracy had washed the country’s apartheid history clean. But opportunistic political entrepreneurs also pushed an increasingly polarized and re-racialized political discourse and pressure on public institutions, with predictable economic consequences. South Africa’s economy slid into sustained stagnation. Paralleling South Africa, America’s divisive political entrepreneurs also cultivated an us-versus-them divisiveness. However, unlike in South Africa, political entrepreneurs and economic elites in the United States also used divisive rhetoric as a way to persuade voters to embrace inequality-increasing policies that might otherwise not have won support. By the late 2010s, the risks were palpable in both South Africa and the United States of an accelerating breakdown of the norms and institutions that sustain inclusive political settlements. For South Africa, the reversals were not wholly unexpected, given the country’s difficult inheritance—though a recent turn away from angry populism suggests that, paradoxically, the rawness and recency of the anti-apartheid struggle and triumph might perhaps offer some immunization against a further-accelerating a downward spiral. But for the United States, the converse may be true. Increases in inequality since the 1980s, and their attendant social and political consequences, have been largely self-inflicted wounds. Complacency bred of long stability may, for decades, have been lulling the country into political recklessness at the inequality-ethnicity intersection, a recklessness that risks plunging the country into disaster. But this paper’s analysis is not all gloom and doom. South Africa’s escape from the shackles of apartheid teaches that, even in the most unlikely settings, downward spirals of despair and anger can transmute into virtuous spirals of hope. The country’s first fifteen years of democracy also show that, once a commitment to change has taken hold, making the shift to an inclusion-supporting economy is less daunting than it might seem. Reforms that foster “good enough inclusion” can be enough to provide initial momentum, with the changes themselves unfolding over time—and an initial round of change can bring in its wake a variety of positive knock-on effects. But lessons can be overlearned. Mass political mobilization was pivotal to South Africa’s shaking loose the shackles of apartheid—and new calls to the barricades might seem to be the obvious response to current political and governmental dysfunction. However, different times and different challenges call for different responses. In both contemporary South Africa and contemporary America, the frontier challenge is not to overthrow an unjust political order but to renew preexisting formal commitments to the idea that citizenship implies some shared purpose. Renewal of this kind might best be realized not by confrontation but rather by a social movement centered around a vision of shared citizenship, a movement that views cooperation in pursuit of win-win possibilities not as weakness but as the key to the sustainability of thriving, open, and inclusive societies.

31. A Report to Congress on Sources of and Access to State Death Data

Abstract:: Data on deaths in America are collected and maintained by state vital records offices (VROs). Yet, these data are vitally important to administering federal programs like the Social Security Administration’s (SSA) Supplemental Security Income (SSI) program, identifying eligible individual survivor benefits, and preventing improper payments to deceased individuals. SSA also shares this death data with qualifying federal and state agencies for programmatic purposes. Because these data are initially collected by VROs, a series of budgetary, information security, and reporting issues arise when the data are used by federal agencies. Most VROs rely heavily on death certificate fees purchased by the public to support vital event activities, including the implementation and maintenance of Electronic Death Registration (EDR) Systems. In accordance with Section 802 of the Consolidated Appropriations Act, 2021, the National Academy of Public Administration (the Academy) conducted a study and prepared a report to Congress on the sources of and access to death data for SSA, identifying unmet needs of federal agencies and developing a set of options for providing federal agencies with limited access to state death data. These options were developed to bolster program integrity, address the need for data privacy and security, and best reflect the efficient and effective roles and responsibilities of federal and state agencies. This study highlights the criticality of the intergovernmental system and two of the Academy’s Grand Challenges in Public Administration - Fostering Social Equity and Ensuring Data Security and Privacy Rights of Individuals. As VROs rely on fees from the public for the majority of their funding, it is important to consider both the economic impact on those who pay for death certificates for recently deceased loved ones and the value of state death data to federal agencies. Increased use of EDR for the collection and transfer of death data from the states to the federal government requires enhanced cybersecurity measures to protect the public against fraud and identity theft. The Academy continues to explore these grand challenges as well as intersections of the federal, state, and local issues through the Center for Intergovernmental Partnerships. I would like to thank the National Association for Public Health Statistics and Information Systems (NAPHSIS), the many VRO officials, and the SSA representatives who provided their time and knowledge to the Study Team and Panel over the last year. I am also deeply appreciative of the work of the Study Team and to the Panel of five Academy Fellows whose expertise and experience guided the development of this report. Their careful analysis and thoughtful insights resulted in evidence-based options for consideration for Congress and SSA that will help improve death data sharing between the states and federal government.

The workshop included a diverse array of discussants hailing from government, military, academic, think tank, and private sector backgrounds. This report, which adheres to the “Chatham House Rule” under which observations referred to in the report are not attributed to any individual participant, is a summary of the group discussions and the key themes from the seminar. The recent signing of the United States-Thailand Communique on Strategic Alliance and Partnership and a memorandum of understanding (MOU) focused on promoting supply chain resilience on July 10, 2022, highlight the pertinence of this report and the associated seminar. The topics detailed in this report aligned with many of the pressing issues addressed in the Communique and MOU, including expanding law enforcement cooperation, deepening cybersecurity collaboration, supporting resilient transportation corridors, advancing military modernization, and catalyzing Thailand’s bio-circular-green (BCG) economy. The report also covered topics and key themes from a series of jointly produced public webinars and an Asia Pacific Bulletin series of policy briefs on US-Thai affairs.

33. Enabling US Government Participation in Pull Mechanisms for Social Impact Innovation: A Survey of Federal Authorities, Budgetary Barriers, and Potential Solutions

Abstract:: United States government support for scientific and technological research and development (R&D)—across sectors including but not limited to energy, agriculture, and health—has the potential to save lives, reduce global poverty, and help address the most pressing global challenges. Traditionally, the US government has funded most R&D via grants and contracts (“push” funding), directly subsidizing and defraying the up-front R&D costs. An alternative approach—“pull” funding—would use the promise of future sales and/or other revenue to indirectly justify up-front expenditures in R&D, thereby “pulling” innovations to market. Despite several theoretical and practical advantages of “pull” funding, US government use of this approach has thus far been limited, in part due to regulatory and legal barriers. Yet across the entirety of the US government, there are nonetheless creative and interesting approaches to support innovation which include pull elements. To help the US government make broader use of pull approaches, this policy paper surveys the ways in which US government authorities, budgetary rules, and procurement approaches either facilitate or constrain use of pull mechanisms to support R&D. It specifically focused on the budgetary “scoring” issues that can affect, and sometimes hinder, the use of such mechanisms. It concludes with a discussion of potential legislative changes and workarounds to budgetary scoring challenges that might facilitate expanded use of these mechanisms.

34. A Review of the 2X Women’s Initiative: Recommendations for the Biden-Harris Administration

Abstract:: Amidst an economic crisis disproportionately impacting women in low- and middle income countries, the US International Development Finance Corporation (DFC) is well positioned to prioritize the promotion of gender equality through its investment portfolio and in turn contribute to an inclusive recovery. This policy paper reviews the extent to which DFC (and its predecessor, OPIC) have focused on the promotion of women’s economic empowerment and broader gender equality to date, particularly through the 2X Women’s Initiative. Using project data from the DFC project database and mobile application, as well as consultations with the DFC 2X team, we compile all 2X projects and analyze key trends across sector, geography, financial tool and intermediary. The paper also reviews the initiative’s contributions to accelerated momentum in gender lens investing across development finance institutions through the 2X Challenge. After highlighting strengths of DFC’s gender lens investing approach, as well as gaps and areas of opportunity, we make recommendations for how DFC under the Biden-Harris administration can both build on DFC’s early progress to improve gender integration in external lending, technical assistance, advisory services, and its internal policies and practices – as well as increase the ambition of its gender targets and its focus on transparency and results.

Abstract:: An odd-sounding title? Bewildering, no doubt, to foreign-policy scholars and activists used to the nomenclature and intellectual emphases of their fields and subfields. But life defies academic and professional boundaries, as does the subject of this article. The following inter-disciplinary examination of a dubious but common notion of persuasion could not be more germane to the study of foreign policy, and yet the problem in question is not being addressed by those most directly concerned. This article will, after introducing the topic of advocacy—specifically, in an area of foreign affairs—give reasons why a widely shared understanding of knowledge and persuasion needs to be reconsidered. If we use measures of quantity and financial expenditure, a very large and important role is being played in American public life by intellectual activism intended to influence public debate and government policy. The vast array of advocacy organizations in the nation’s capital is merely the tip of an iceberg. Enormous sums are spent in what may be called the persuasion or advocacy business. Funders act on the assumption that target audiences can be affected through position papers, policy studies, public events, op-eds, and similar agitation.

Abstract:: As George Washington contemplated attending the Constitutional Convention in 1787, he worried that if the meeting failed it would stain his reputation and jeopardize his place as father of the American republic. Given the support for and failures of the Articles of Confederation, Washington had good reason to worry that either the convention would not produce an alternative to the Articles or that it would produce one that was as ineffective and short-lived. However much Washington may have been motivated by vanity, he was predisposed to expect that failure was a common outcome of politics, in some cases because providence or fate controlled the outcome, not human agency. In instances when and to the degree that outcomes depended on human agency, Washington knew that human beings were prone to vices that were contrary to the higher ends of politics. Thus, he was not inclined to overestimate the possibilities of politics even though he had reasons to believe that providence was on his side

In the United States, the pandemic has created tensions around the health data governance model – particularly on the articulation between the federal government and state authorities. Changes are announced by President Joe Biden, which tend towards a model of global regulation of personal data. In China, the pandemic has accelerated the transition to a model of surveillance capitalism which could lead in the short term to a new power struggle between the regime and the Chinese digital giants. Finally, the COVID-19 crisis has accelerated the rise of digital companies, which are now positioning themselves on the entire value chain of health data, from its raw collection via connected objects to its mass processing for insurance purposes. They now have all the levers in hand to economically value this massive data with the help of artificial intelligence.

Abstract:: What is often labeled the democratic deficit in governance of the European Union (EU) is not a a flaw or bug in its architecture, it is a design feature. From its earliest days in the Second World War’s chaotic aftermath, European integration “was essentially an elite project, pursued at a distance from the daily concerns of the national populations in Western Europe.” Also formed as a response to the economic disintegration following the Depression and World War Two, the General Agreement on Tariffs and Trade (GATT) was similarly removed from national or populist politics. It too was an elite, top-down initiative designed to embed nations in a system of international rules largely articulated by technical experts, enforced by a form of international courts, and far removed from national and populist politics. Many of the intellectual proponents of both supranational institutions, from the Austrian School of economics, the ordoliberals emerging in early-20th century Germany, to the London School of Economics indeed shared a distrust of American-style democracy, let alone the various parliamentary democracies whose failure led to the disasters of the 1930s and 1940s. Over the last fifty years, the institutions put in place after World War II have been perfected and have, to a certain extent, ossified. Many of the difficulties in achieving greater US-EU economic coordination in the 21st century have their origins in the institutional design and the subsequent early implementation of early European Community rules during the post-war period. A brief overview of the history of European integration, and the political thinking behind it, helps explain the current paralysis in contemporary transatlantic cooperation, including in a joint approach to the challenge of Chinese mercantilism and its growing international reach.

Abstract:: Nations that successfully harness the vast economic, political, and societal power of emerging information and communications technologies will shape the future of the global digital order. This future is not set in stone. A digital order defined by liberal democratic values requires U.S. leadership and the cooperation of trusted like-minded partners. In the absence of democratic leadership, autocratic rivals of the United States can fill that void—exploiting the control of information, surveillance technologies, and standards for technology governance to promote a digital ecosystem that entrenches and expands their authoritarian practices. In exploring how a closed, illiberal order is taking root in strategic regions around the world, this report offers recommendations for how to craft, promote, and preserve a more open and democratic alternative. An assessment of crosscutting trends between China, Russia, and the Middle East across three pillars—information control, surveillance, and technology governance—leads us to the following conclusions: China is the prime mover in shaping the evolving digital order in its favor. Beijing’s use of technologies such as facial recognition software and telecommunications networks allows the Chinese Communist Party (CCP) to expand control over its citizens. The CCP’s ability to promote and export this model of digital repression, in turn, gives like-minded, nondemocratic governments a roadmap for how to deploy digital technologies for control and abuse in their own countries. Russia’s model of digital authoritarianism, while technologically less sophisticated than China’s, could prove to be more readily adaptable and enduring for current and aspiring autocrats. Regional powers such as Belarus, Azerbaijan, and some Central Asian states have already incorporated elements of this model. In the Middle East, authoritarian leaders use digital tools to control internal populations by sabotaging and spying on citizens, and this contributes to the construction of an illiberal digital order that is beneficial to America’s peer competitors—China and Russia. These conclusions reveal four key trends with implications for the future of the digital order: Growing China-Russia alignment will generate dangerous digital synergies, such as (1) making digital autocracy accessible for a broader swath of states; (2) accelerating China’s and Russia’s digital innovation; (3) eroding liberal norms in international institutions; and (4) raising the prospects of a “splinternet,” a fragmenting of the internet along nationalistic, political, technological, religious, or ethnic lines. Countries around the world, particularly autocratic regimes and those flirting with illiberalism, will seek to regulate online communications platforms through (1) social media; (2) data localization laws; and (3) instigating company self-censorship, which restricts free speech and increases online control. Illiberal regimes will seek out Chinese technology to help them control social movements and civil protests. U.S. nondemocratic partners, adversaries, and even some democratic partners justify their pursuit of Chinese technology by underscoring ways the adopted technologies will contribute to economic growth, social stability, and efforts to fight crime and terrorism. The practices of illiberal regimes will reduce the efficacy of U.S. mitigation practices. Russia and China’s efforts to promote an illiberal digital order complement one another and could accelerate innovation between the two nations. The United States must craft a policy response that considers these emerging patterns and incorporates more than its usual partners in Europe and the Indo-Pacific. Shoring up the existing coalition of democratic actors to counter these illiberal trends will likely not be sufficient. This report offers recommendations that the United States can implement on three fronts: at home, while engaging with traditional U.S. democratic as well as nondemocratic partners, and when countering U.S. adversaries such as China, Russia, and Iran. The United States must take a leadership role, recognizing that the future digital order is at stake.

Abstract:: What challenges the new American administration will face in the Balkans, and how should it approach them? Read in the latest analysis of BCSP researcher Vuk Vuksanović. When Joseph Biden defeated Donald Trump in the 2020 US presidential elections, the Balkan countries were not neutral on that race. Serbian President Aleksandar Vučić made a failed bet on Trump, hoping that under Trump, he will get a less painful settlement of the Kosovo dispute and an opportunity to finally make Belgrade a partner of Washington, after several decades. Vučić still congratulated Biden for his win alongside several other Balkan leaders who were probably happier about Biden’s win than him. US foreign policy towards the Balkans under Trump has been marked by transactional logic and disdain towards the European Union, best symbolised in the economic normalisation agreement between Belgrade and Priština brokered in September 2020 by Trump. Many policy hands, including Nicholas Burns, former US diplomat and one of Biden’s advisors, now expect that Biden will display US leadership in the region while cooperating closely with the European Union. The US foreign policy will have to deal with three sets of challenges: the unresolved Kosovo dispute, democratic backsliding in the region, and the presence of non-Western powers like Russia and China. While US power is a necessary element in resolving these challenges, the Biden administration will not be able to offer quick fixes.

Abstract:: The United States has a jobs problem. When the COVID-19 pandemic plunged the economy back into recession in early 2020, it laid bare a fragile and profoundly inequitable labor market. In the absence of a robust and coordinated recovery strategy focused on increasing the supply of good jobs, the same labor market pathologies that plagued the last recovery will re-emerge: the long-term unemployed will struggle to land jobs and many will give up; private sector job growth will be slow and uneven; many new jobs will be worse than those they replace; unemployment among Black and Latinx workers will remain elevated; and income and wealth gaps will widen. This recovery must be different. The Biden-Harris administration has an historic opportunity to lay the foundation for an economy built on good jobs, one that ensures the benefits of economic growth are broadly and fairly shared This publication provides a set of concrete recommendations to help guide an all-of-government jobs strategy, including three goals to guide a national jobs agenda, a suite of distinct but reinforcing strategies to achieve them, and a framework for coordinating activities across government.

Abstract:: Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. “The current coronavirus crisis emphasizes the need for the European Union to devote more effort to anticipatory governance, notably through analysis of medium- and long-term global trends, as well as structured contingency planning and the stress-testing of existing and future policies.” – European Parliament study, April 2021 Europe is the spiritual home of anarchism. But it will argue that failed states are a third world phenomenon, while conveniently forgetting that such failure is often, or at least partly, a consequence of its colonial rule. Today’s European Union (EU) is not plagued by anarchy nor by outright failure. But its growth pains, and now the Covid pandemic, have sharpened its strains of governance. There are areas of Europe where anarchy and failure are real and the EU is either unwilling or unable to act in mitigation. A new US administration, seeking fresh partnership with Europe, has a vested interest in looking at what anarchy and failure might do to its European partners. This essay looks too at Europe’s immediate neighbourhood where state failure – and failed European response – are rife. Politics starts at home. So let’s first look at that. President Biden during his June tour of Europe will certainly have done so and wondered how politically solid, predictable and reliable the re-discovered European partners are.

Abstract:: Editor’s note: The author served as UK Ambassador to the UN 1998-2003. The UN, with its network of institutions and agencies, is the only truly global organisation. It is a great experiment, not in global governance, because the political direction of the UN lies firmly in the hands of sovereign nations, but in providing both norms and tools for managing the international arena 1. Its system is flawed and may well be unimprovable. But what it tries to do, and does, is indispensable for the avoidance of catastrophic war and for the development of a sustainable world. The UN as an institution is also, not unlike the American Constitution, an adversary of raw power. Born in an era of war and empire, its charter and principles provide shelter and help for weaker nations, and set limitations on the capacity of the strongest countries to throw their weight around selfishly—the generator of empires and wars. It came into being at the instigation of the great powers, and so they know —or they used to know—what they were creating and why. The United States was at the centre of it, seeing it as a great step towards the ending of the era of imperialism. The UN is not just about what happens in the Security Council. The work of the Secretariat, the funds, agencies and programmes, and indeed of several of the intergovernmental institutions such as ECOSOC, is primarily dedicated to every aspect of international development. They act on the premise that if a large part of the world is racked by poverty and disease, the more fortunate part will not have a stable environment in which to enjoy their relative success. The history of regional conflict over the last 75 years bears this out. As the UK’s Permanent Representative between 1998 and 2003, with a permanent place on the Security Council, I made a point of setting my inevitable focus on the Council’s work in the context of this wider UN purpose. The maintenance of international peace and security is an essential component of sustainable development, not just an end in itself.

46. To Patch or Not to Patch: Improving the US Vulnerabilities Equities Process

Abstract:: The process that determines when and how the US government discloses unknown cybersecurity vulnerabilities to relevant companies or withholds them for government purposes lacks sufficient accountability, transparency, and public trust. Malicious actors do not hesitate to exploit “zero-day vulnerabilities,” or vulnerabilities that a company has had zero days to patch, with Chinese-based hackers most recently using a zero-day in Microsoft Exchange Servers to infect hundreds of thousands of systems.1 Yet, the government also uses zero-days to carry out activities that are in the nation’s interest and, as a result, does not tell the impacted software or hardware vendor about the vulnerability. In this case, the government determines that the benefit of not disclosing the vulnerability outweighs the consequence of a bad actor potentially exploiting the vulnerability for nefarious purposes. In 2010, the US government created the Vulnerabilities Equities Process (VEP) to convene federal agencies that represent a range of national interests—including security, intelligence, foreign policy, commerce, and civil rights and liberties protection—to weigh distinct perspectives on how vulnerabilities should be patched or briefly kept open for law enforcement, intelligence gathering, or military purposes. However, the VEP is not codified in law and has failed to deliver greater transparency around government retention of vulnerabilities nor ensures accountability for the government’s decisions. Congress and the Biden administration should address deficiencies with the VEP to increase transparency, strengthen accountability, build public and industry trust, and establish a world-leading model for decision-making around what to do about high-value vulnerabilities. This paper details seven steps for the Biden administration to enhance transparency and accountability in the VEP while preserving government priorities, as well as flexibility for the defense of democratic values and institutions.

Abstract:: We are still engaged in a race against time of increasing urgency, not only in terms of flattening the pandemic curve in situations such as those India and many Latin American countries face, but also in restoring trust that government and international institutions can act, and act successfully, in face of 21st century crises. We are seeing both deeply negative and truly positive developments. Many parts of the world enter the depths of the third wave of the pandemic, with record highs in new daily infections, and in human suffering behind the numbers. Yet at the same time there is positive news: on medical innovation, on international liquidity, on tax cooperation, and on climate. The question is which will win out: can positive progress move fast enough to counteract the trust crisis? In 2020, CIC published a number of pieces on trust in high-, middle- and low-income countries and in international organizations. Last summer, trust in government had in many parts of the world increased: we made the argument that people were faced with a brutal reminder of what governments are for and hence had turned back to the state, but also warned that trust bubbles in crises often evaporate within a year if people do not see sustained and credible action. This analysis from the CIC team looks at what empirical research says about why trust matters for many different forms of political, social, and economic development—and why we should take declining trust seriously. The team also takes a look at what we know about the determinants of trust, in particular corruption, inequality, and history. Lastly, this analysis discusses the different policy options to restore and nurture trust.

Abstract:: We analyze the effects of government spending in a New-Keynesian model with search and matching frictions featuring endogenous growth through learning-by-doing and skill loss from longterm unemployment. We show that medium-run and long-run output and unemployment multipliers are much larger compared to the standard model that abstracts from endogenous growth and skill loss. In our model the aggregate effect of a temporary fiscal stimulus is amplified via the skill loss channel through lower training costs. Via the learning-by-doing channel, it leads to hysteresis in human capital accumulation and thereby output. These results hold for alternative forms of fiscal financing (lump-sumtax, distortionary tax and government debt) as well as alternative labor market institutions (US and Europe).

50. Saving the Census: Assessing Willingness to Participate in the Census

Abstract:: The decennial U.S. Census is intended to generate an accurate count of the population for use in allocating seats in the House of Representatives and distributing federal funds. However, individuals are less likely to complete the Census if they have privacy and confidentiality concerns. Previous research conducted on behalf of the U.S. government found that reassurances of confidentiality increased participation but not for items asking for sensitive information. In March 2018, the Trump administration announced its intention to add a citizenship question to the 2020 Census, raising concerns that the citizenship question might reduce participation among members of mixed-status households. In October and November 2018, while a legal challenge to the question was pending, we worked with three partner organizations within a faith-based non-profit community network to explore how best to encourage participation in the 2020 Census in hard-to-count populations in Southern California. Using a randomized field experiment with messages delivered using face-to-face canvassers, we find limited evidence that reassurances from the community organization about the confidentiality of information provided to the Census Bureau increased intent to participate in communities.

51. COVID-19 and California’s Detained Youth: Vulnerable and Overlooked

Abstract:: The COVID-19 pandemic is an unprecedented and ongoing calamity, laying bare the vulnerabilities of California’s public health and emergency response systems. Although youth confined in juvenile detention facilities are among those at highest risk of suffering from the effects of the virus, the plight of these young people has been largely invisible to the public and overlooked by the state. This article describes the unique dangers posed by the coronavirus to youth incarcerated in county-run detention facilities in California. It summarizes the policies and procedures necessary to protect the health and well-being of detained youth based on the recommendations of public health officials and youth justice stakeholders nationally. It then describes the county and state agencies whose coordinated action is essential to respond to COVID-19, the efforts of the authors and other California advocates to urge these government stakeholders to implement essential health and safety protocols, and the obstacles and challenges encountered. Those efforts met with a range of responses ranging from lack of certainty about authority to act to non-responsiveness. As a result, California failed to provide systematic guidelines for releasing youth from custody, proactively oversee conditions in detention facilities, report data in meaningful ways, or respond to concerns and complaints from youth and families. The article, finally, draws on the experiences of the past year and a half to offer recommendations for the systemic changes necessary to prepare for the next pandemic or similar public health emergency.

52. Coronavirus Relief Fund: Review of Federal Fiscal Assistance and of Innovative County Response Strategies

Abstract:: The United States began to experience impact from the global COVID-19 outbreak in late January 2020. States, counties, and localities were almost immediately affected, and faced unprecedented challenges in providing services to meet the urgent needs of their communities. Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Supplemental Appropriations Act of 2020 in late March, providing over $2 trillion to help cover the needs of affected individuals, families, and businesses. The Coronavirus Relief Fund (CRF) – part of the CARES Act – provided direct assistance to state, local, and tribal governments, and designated $150 billion for counties with populations of more than 500,000. The National Association of Counties (NACo) asked the National Academy of Public Administration (the Academy) to evaluate how well the CRF funding supported counties in addressing the pandemic and to review the effectiveness of the CRF federal aid package and its implementation. Additionally, they asked the Academy to identify and document innovative strategies employed by six specific counties using CRF funds and to highlight their approaches to address social equity. With the guidance of an Expert Advisory Group (EAG) of Academy Fellows, the Academy’s report presents findings and recommendations that can improve both current and future federal-to-local programs such as the CRF. It also highlights how these innovative counties responded to the challenges their residents faced as a result of COVID-19—examples that could be used by other counties in similar circumstances. I deeply appreciate our EAG members who contributed valuable insights and expertise throughout the project and the Academy Study Team that delivered focused research and analysis. The constructive engagement of NACo employees, as well as current and former federal officials and our broader community of Academy Fellows who have special expertise in intergovernmental relations and operations, was equally vital. They provided important knowledge and context that informed this report. We also owe special thanks to the administrators and leaders of the six counties – Cook County, Illinois; Franklin County, Ohio; Hennepin County, Minnesota; Lee County, Florida; New Castle County, Delaware; and Pierce County, Washington – who took time out of their demanding schedules while addressing the ongoing effects of the pandemic to provide information to us about their challenges and initiatives. Abstract:: Many of the underlying causes and drivers of instability and conflict in Afghanistan have existed for a long time and have been well recorded in IEP indices and registers, and these causes and drivers had shown exacerbation recently, making instability and conflict more likely. There is a long history of resource degradation leading to conflict and conflict further degrading the resources – a vicious cycle. Our analysis is that these underlying causes and drivers of instability are likely to continue to frustrate efforts for peace and federalised governance in Afghanistan into the future with the Taliban likely to struggle with its own challenges to peace. For the United States and its coalition partners, recent events in Afghanistan may be the closing of a chapter, but for the people of Afghanistan this is part of a continuum of conflict and crisis that will likely continue.

Abstract:: Election observers are a crucial mechanism for transparency in the electoral process and can play a key role in electoral reform. In the United States, election observers’ findings can be more efficiently utilized to catalyze needed reform. The Carter Center has observed over 113 elections and supported citizen observer efforts in various countries. Drawing from this international experience, we suggest that US election observers can monitor the electoral process beyond election day, from voter registration to election dispute resolution and have a similar impact on electoral reform and integrity.

If Washington wants to blunt this strategy, the US government needs to implement a comprehensive strategy of its own to address this.

Abstract:: “No cash accepted in this store”. What might seem to some like science fiction is on its way to becoming reality. The rise of non-cash payments is a global phenomenon, although moving at different speeds around the world. To keep up with the digitalisation of payments (and of the economy), many central banks are exploring the development of Central Bank Digital Currencies (CBDCs), a digital form of cash. Despite being confined to a technical discussion among experts, when (rather than if) launched, CBDCs concerns us all. Thus, raising awareness of what CBDCs are, and of their key economic and political dimensions, is crucial to ensure that citizens are not only passive spectators. This paper has the ambition to provide (non-expert) readers with straightforward and simple answers to some of the many questions they may have around CBDCs. It sets the ground to better understand what CBDCs are (and are not), their drivers and their possible design. It will explore the impact of CBDC systems on privacy, the geo-strategic drivers of CBDCs and the possible rivalry between public and private money. Abstract:: It is difficult to find much to celebrate about the current conjuncture, marked as it is by deeply destructive incoherence. The best that can be said is that we are in an interregnum. But I suggest that today’s incoherence also includes productive and even transformative moments. I argue that incoherence in global financial governance should be understood as productive in several respects. It is creating and widening alternative spaces in which some of the values, practices, tools, objectives, and goals associated with embedded liberalism can be rearticulated in a world in which there is no “order,” American-led or otherwise. The silver lining of incoherence is that it creates space for experimentation and innovation unconstrained by an overarching “ism.” Incoherence is creating exits or leakages from noxious national and global policy environments, rendering it less poisonous than it would be in the absence of ideational aperture and contestation, competing policies, institutions, networks, and poles of power. The abdication by the US of its traditional role of global coordination and discipline, as exerted under the post-war embedded liberal or the neoliberal American-led orders, is creating opportunities for more permissive and varied “reembededness” and diverse forms of economic integration. The emerging regime reflects neither your grandmother’s American-led order 1.0 or 2.0. In this morbid post-American interregnum there is no singular “ism” or “alternative order,” a fact that I do not mourn.

In the wake of the January 6 riot at the U.S. Capitol and Trump’s impeachment for inciting the riot, 31% of Americans hold favorable views of Trump, while 67% hold unfavorable views of him, including a 54% majority of Americans who hold very unfavorable views of him. In November, after the election, 37% of Americans viewed Trump favorably and 62% unfavorably. Then, 44% viewed him very unfavorably.

61. Dramatic Partisan Differences On Blame for January 6 Riots

Abstract:: According to new data from PRRI, majorities of Americans say white supremacist groups (59%), former president Donald Trump (56%), and conservative media platforms that spread conspiracy theories and misinformation (55%) shoulder a lot of responsibility for the violent actions of the rioters who took over the U.S. Capitol on January 6. These views have stayed remarkably stable since mid-January, when 62% placed a lot of blame on white supremacist groups, 57% on Trump, and 57% on conservative media platforms that spread misinformation. There are not significant differences between these numbers and January data within subgroups, either. Additionally, about four in ten Americans put a lot of the blame for the Capitol riot on Republican leaders (41%), and 29% put a lot of the blame on white conservative Christian groups. Despite the lack of any credible evidence that substantial numbers of liberal or left-wing groups participated in the riot, 38% put a lot of blame on these groups.

Abstract:: Addressing the General Assembly of the United Nations on September 25, 1961, President John F. Kennedy proclaimed that “the new horizons of outer space must not be driven by the old bitter conflicts of imperialism and sovereign claims.” Kennedy announced that the United States would “urge proposals extending the United Nations Charter to the limits of man’s exploration of the universe, reserving outer space for peaceful use, prohibiting weapons of mass destruction in space or on celestial bodies, and opening the mysteries and benefits of space to every nation.”[1] Just over five years later, after several rounds of negotiations carried out primarily with the Soviet Union but within the framework of the UN Committee on the Peaceful Uses of Outer Space (COPUOS), the “Treaty on Principles Governing the Activity of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies” was opened for signature on January 27, 1967.[2] As of February 2021, 111 nation states, including all major space-faring countries, are party to that treaty; another 23 have signed the treaty but not yet ratified it. The principles set out in the 1967 Outer Space Treaty, supplemented over the more than 50 years since 1967 by four implementing treaties and a number of non-binding statements of principles and multilateral agreements, constitute today’s international governance framework for space activities. It was Kennedy’s 1961 speech that started the process of creating that framework. President Joseph Biden has a similar opportunity, 60 years later, to take the lead in updating space governance for the 21st century.

Abstract:: Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

65. “Baby Won't You Please Come Home:” Studying Ethnoracial Segregation Trends in New Orleans Pre and Post Hurricane Katrina

Abstract:: This paper explores the ethnoracial segregation trends of New Orleans, Louisiana between the years 2000, 2010, and 2018. It studies the effect of Hurricane Katrina—which struck in August 2005—on population figures and racial composition within two geographic units of study in Orleans parish: neighborhoods and census tract block groups. Since Hurricane Katrina, White residents have returned in larger numbers than Black residents, and particularly so in neighborhoods that were predominantly Black before the storm. In 2019, New Orleans had 100,000 fewer people than before the storm—nearly the same as the number of Black residents who have not returned. Using a Gibbs-Martin index, which measures racial diversity, the paper finds that decreases in population at the census block group level are associated with racial “diversifying.” This trend invites a conversation on the normative interpretations of racial heterogenization, its causes, and its consequences: who bears the costs of increased “diversity” and what is the historical backdrop it operates under?

66. Operation Condor, The War on Drugs, and Counterinsurgency in the Golden Triangle (1977-1983)

Abstract:: In the late 1960s, the Mexican government launched a series of counternarcotics campaigns characterized by the militarization of drug production zones, particularly in the northwestern region—the so-called Golden Triangle, epicenter of both production and trafficking of marijuana and opium poppy since the 1930s. Operations Canador (1969–1975) and Trizo (1976) served as a laboratory for methods to curb drug production, ranging from harassment of drug growers to the aerial defoliation of illicit crops. Operation Condor (1977–1988) combined and enhanced these strategies, wreaking havoc on communities of alleged drug growers, but without entirely disrupting the drug industry. This paper explores the role of the US government in the militarization of Mexico’s anti-drug policy, underscoring how the ruling party (the Institutional Revolutionary Party, PRI) took advantage of this shift to tackle domestic issues and reassert its hegemony. I argue that Operation Condor functioned as a counterinsurgency campaign oriented to thwart both social and armed movements, eliminate competitors in the narcotics market, and reorganize the drug industry to protect successful drug lords. Operation Condor also caused the decentralization of the drug industry from the northwest and created a new clientelistic pact between drug lords and national security agencies, such as the Federal Security Directorate (DFS), the Office of the Attorney General of Mexico–Federal Judicial Police (PGR-PJF), and the Secretariat of National Defense (SEDENA), which benefited from drug proceeds. Finally, the de facto state of siege imposed in the Golden Triangle produced thousands of victims of harassment, torture, rape, murder, forced-disappearance, and displacement; massive human rights abuses that authorities either concealed or denied.

67. Low interest rates in Europe and the US: one trend, two stories

Abstract:: In both Europe and the United States, interest rates have been declining for more than fifteen years. For much of this period, real interest rates have been negative and they are expected to remain negative for at least another decade. The literature associates this decline in interest rates with a similarly protracted decline in productivity. But the decline in productivity appears paradoxical given major technological advances. The decline in the price of capital is underpinned by the factors that have caused a decline in demand for capital, as well as a relative increase in its supply. On the supply side, aging and an increase in overall macroeconomic risk since the financial crisis have both led to increased savings. On the demand side, the increase in the importance of intangible capital in production has reduced the demand for physical capital. Nevertheless, for the US, the literature has identified the increase in market concentration as the biggest factor responsible for the reduction in the overall demand for capital. Digital innovation has led to the creation of champion firms that have captured big market shares and have been able to prevent others from entering not only the US market, but markets globally. This has dampened investment. Europe is affected by US digital dominance, but other factors, including aging and increased risk, are more prominent in sustaining the downward pressure on interest rates. In particular, the lack of risk capital, in the context of capital markets, contributes to this downward pressure in the EU. As the knowledge economy relies increasingly on intangible capital, a bank-based system that requires collateral is not well suited to finance investments. A lack of suitable finance will remain an important factor in the downward pressure on interest rates. The structural factors behind the downward pressure on interest rates imply that macroeconomic policy will have a reduced role in managing aggregate demand. Monetary policy in the euro area will be more about preventing financial fragmentation and less about stimulating demand. Equally, fiscal policy will have more of a supporting rather than stimulating role. Tackling the structural decline in market dynamism and therefore in real rates will require structural policies to reduce market power globally and ensure the creation of capital markets in the EU.

And it was a revelatory year — one that pulled the lid off the true extent and meaning of our globalized, interconnected world, revealed dysfunction present in our institutions of national and international governance, and unmasked the real level of structural resentment, rivalry, and risk present in the world’s most critical great power relationship — that between the United States and China. 2020 may well go down in history as a great global inflection point. It is thus worth looking back to examine what happened and why and to reflect on where we may be headed in the decade ahead. The Avoidable War: The Decade of Living Dangerously, the third volume of ASPI’s annual Avoidable War series, does precisely that. It contains selected essays, articles, and speeches by Asia Society and ASPI President the Hon. Kevin Rudd that provide a series of snapshots as events unfolded over the course of 2020 — from the COVID-19 pandemic, through an implosion of multilateral governance, to the impact on China’s domestic political economy. Finally, it concludes with a discussion of the growing challenges the world will face as the escalating contest between the United States and China enters a decisive phase in the 2020s. No matter what strategies the two sides pursue or what events unfold, the tension between the United States and China will grow, and competition will intensify; it is inevitable. The Chinese Communist Party is increasingly confident that by the decade’s end, China’s economy will finally and unambiguously surpass that of the United States as the world’s largest, and this will turbocharge Beijing’s self-confidence, assertiveness, and leverage. Increasingly, this will be a “decade of living dangerously” for us all. War, however, is not inevitable. Rudd argues that it remains possible for the two countries to put in place guardrails that can prevent a catastrophe: a joint framework he calls “managed strategic competition” that would reduce the risk of competition escalating into open conflict.

Abstract:: Lessons from the software behind America’s immigration system show us why modern technologists, from product managers to designers, are needed in government now more than ever. We know government tech projects often fail. Timelines get pushed out, contractors rapidly turn over, costs increase, and, ultimately, public services fail to meet the needs of the American people—often just as they need them most. One of the major reasons for these problems is that the federal government does not have the modern technical talent necessary to deliver large-scale IT programs that consistently work for the end user. This does not just include software engineers, but designers, researchers, and product managers too. In this case study, we’ll look at this issue through the lens of one of the most storied federal IT programs—the U.S. Citizen and Immigration Services (USCIS) Electronic Immigration System (ELIS). We found that the program had challenges with its technical talent through the burdensome, nontechnical oversight and the lack of technical expertise on the ground. This case study pulls information from 13 GAO and OIG reports between 2005 and 2021, as well as interviews with 6 current or former senior leaders within USCIS, with a particular focus towards the technical talent associated with the project.

Abstract:: The physical infrastructure base of the US economy, once an advantage in global competition, has become a liability. This problem has multiple causes, several of which CED has addressed in recent policy statements, and our nation’s elected policymakers are now taking up the need for additional funding. But the nation needs not only adequate funding but also a more-efficient regulatory process for our infrastructure investment—choosing the right projects, with the minimum delay, and executing them at the least possible cost. Regulatory paralysis is one of the causes of our infrastructure shortfall. It needs attention if we are going to spend our tax dollars on infrastructure wisely and efficiently so that the US economy remains globally competitive. Streamlining regulatory procedures, promoting competition, and cutting red tape across federal, state, and local governments are key to increasing investment, decreasing cost, and maximizing efficiency. Business as usual will not suffice. It takes too long and costs too much to deliver infrastructure projects, preventing us from achieving the advancements and improvements that a future-focused, competitive economy requires. CED has consistently advocated “smart regulation,” subjecting new regulations to rigorous cost-benefit analysis and reviewing existing regulations for continuing cost effectiveness to enhance efficiency and achieve quicker execution, greater benefits, and lower costs. With long delays between project conception and execution, and often multiple layers of jurisdiction and review, a smart regulation approach could ensure that the rules governing review and permitting of projects address all important concerns and ensure that net benefits are maximized over time at all levels of government on a comprehensive and timely basis.

Abstract:: This report presents a blueprint for a community of technology innovation and protection anchored by America and its allies. Unless the United States builds this community—an “alliance innovation base”—it will steadily lose ground in the contest with China to ascend the commanding technological heights of the 21st century. Given that technology will increasingly determine future military advantage, underpin economic prosperity, and function as a tool for promoting liberal and illiberal visions of domestic governance, the stakes could not be higher. To compete, China is leveraging its formidable scale—whether measured in terms of research and development (R&D) expenditures, data sets, scientists and engineers, venture capital, or the reach of its leading technology companies. The only way for the United States to tip the scale back in its favor is to deepen cooperation with allies. The global diffusion of innovation also places a premium on aligning U.S. and ally efforts to protect technology. Unless coordinated with allies, tougher U.S. investment screening and export control policies, for example, will feature major seams that Beijing can exploit. America’s current approach to allies on technology innovation and protection remains a work in progress. In recent years, animated by concerns about China, the United States has made a concerted effort to step up engagement with allies in both areas. Existing mechanisms for deepening innovation with allies include technology scouting programs, multilateral cooperative frameworks, rapid innovation initiatives, and bilateral projects. However, these mechanisms at times lack sufficient resourcing, move too slowly, or feature rigid constraints on participation. U.S. instruments for working with allies on technology protection also contain major points of weakness. Multilateral export control regimes, though inclusive, are ponderous. The extraterritorial reach of U.S. export control laws can generate unintended obstacles to technology collaboration with allies. Bilateral and minilateral consultations on protection lack positive incentives to motivate allies to incur immediate costs such as forgoing technology sector investments from China.

Abstract:: Keep a highlighter and pen handy. I don’t recall the last time I used the former so frequently or made so many comments in a book’s margins. Each draft of this review has had a different emphasis. The conclusion I reached was this: the reader will have an incredible number of issues to mull over, and this review simply cannot discuss every worthwhile topic. Thus, while not a casual read, this volume certainly is a rewarding one. The book commences with a basic political insight: a constitution originating in one country may not be transplanted to another country and be expected to work in the same manner as it had in the country of origin. This book demonstrates the many reasons why that is so, and more particularly, how current legislative and executive practices have undermined the framers’ understanding of the rule of law. In sum, our nation’s governance has become increasingly arbitrary under a system the authors aptly describe as “quasi-law.”

78. Reflections on Judicial Duty

Abstract:: In this timely study Bruce Frohnen and George Carey uncover serious lapses in the operation of our federal government—lapses which constitute a depressing failure to be true to the Constitution. The authors charge all three branches of the federal government with neglect of their constitutional duties and, all too often, exceeding their constitutional authority. Congress has delegated law-making responsibilities to administrative agencies and has not exercised oversight of the agencies it has created. Presidents have usurped lawmaking functions through executive orders, and the Supreme Court has failed to check the reach of the legislative and executive branches. I applaud the authors’ efforts to call attention to these serious problems. While I agree with the Frohnen and Carey concerning the Court’s failure to check the excesses of the executive and legislative branches, especially during the New Deal, I respectfully disagree that the Supreme Court has exceeded its judicial power. To make their case, our authors focus on just one highly controversial and unpopular case, Roe v. Wade. I will argue that the Court in this matter has remained within its constitutional boundaries, following common law and its own self-imposed rules.

Abstract:: My thanks to the participants in this symposium. I know that my co-author, George Carey, would be as gratified as I am at the serious consideration given, here, to Constitutional Morality and the Rise of Quasi-Law. At first I was puzzled by William Gangi’s summation of our book as one that addresses the adage that “a constitution originating in one country may not be transplanted to another country and be expected to work in the same manner as it had in the country of origin.” The book includes some comparative analysis of constitutions to show their reliance on the underlying culture for their success and the importance of the fit between tradition and text. Still, it focuses on the American Constitution, not on the application of any country’s constitution to other countries. Then again, as Gangi notes, in a more fundamental sense our book is about the interaction between the written constitution of the United States and the unwritten constitution of institutions, beliefs, and practices that shaped the American people, the American culture, and the constitutional morality that until fairly recently held officials to their public duties. This is a particular instance of the universal problem of “fit” between constitution and culture.

85. United States-Canada Transboundary Water Governance Prioritizes Stakeholder Engagement

Abstract:: A review of the construct and functionality of the International Joint Commission may offer an example of effective water governance to be emulated in the Indo-Pacific Region. As water knows no boundaries nor political authority, collaboration across borders is necessary in order to manage water apportionment, flood/drought mitigation, and water quality in transboundary waters. Additionally, the importance of effective water governance will only increase with a changing climate. The governments of the United States and Canada recognized this in 1909 with the signing of the Boundary Waters Treaty (BWT). In the BWT, the governments established the mechanism by which the two countries would jointly manage their common waters. The governments created the International Joint Commission (IJC) to be one of those mechanisms. Further affirmation of the need for cross boundary cooperation resulted in the signing of the Great Lakes Water Quality Agreement in 1972, most recently updated in 2012, which directs the IJC to assess progress and garner public input to achieve water quality objectives established by the two governments. The BWT gives the IJC power to resolve water disputes through Orders of Approval and References.

Abstract:: The Trump Administration’s catastrophic mismanagement of the pandemic has made the United States the center of virus contagion. Yes, the COVID-19 virus began in China and there should be a no-stones-unturned investigation into its origins and the failure to contain it. But Trump’s attempts to distract from his mishandling are a sideshow—the priority must be protecting Americans and safely re-opening the economy. If blaming others, making excuses, and ducking responsibility were a cure for the virus, America would be open for business right now. But President Trump had no strategy from the start, played down the severity of the crisis, refused to wear a mask until July, and made just about every wrong move you could make to take a very bad situation and make it worse. Now we have millions of cases in the United States, almost 200,000 deaths, and tens of millions of people filing for unemployment. What we don’t have is any semblance of a national strategy. And on the international front, Trump’s only answer is to blame and defund the World Health Organization (WHO).

Abstract:: The control of the COVID-19 crisis requires strong and rapid actions of each nation- state, but multiple facets of the ineffectiveness have been exposed so far. This paper seeks to characterise and assess the handling of the public health emergency in China and the United States. The exposition focuses on the governance structures and state-people dynamics of the two countries, drawing on the framework of “exit, voice, and loyalty” developed by Albert Hirschman. The paper concludes that the Chinese “tough model” appears to have facilitated a virtuous circle of the state- people interaction, whereas the US “loose model” has led to a vicious circle.

93. Preferential Trade Agreements vs. Multilateralism: In the New Trump-World, Does Canada Face an Impossible Choice?

Abstract:: International trade is often framed in starkly divergent terms: either countries choose multilateral trade agreements (MTAs) and advance the cause of global economic liberalization, or they choose preferred trade agreements (PTAs) and put the entire system at risk. Canada has a long track record of pursuing PTAs and with the Trump administration’s opposition to multilateralism, and longstanding opposition in elements of the Republican and Democratic parties, this trend will likely continue. The question is whether progress will come at the expense of the global trade system. Some economists believe PTAs to be trade-diverting, reducing trade with more efficient producers outside the agreement. Others insist that PTAs can create trade by shifting production to lower-cost producers in one of the participating countries. One prominent contrary argument holds that PTAs lead to discontinuities in tariff regimes between countries and regions, increasing transaction costs, disrupting supply chains, creating opportunities for corruption and harming global welfare, especially in developing nations. While debate continues about the effects of PTAs, a closer examination suggests that worries are overblown about their negative impacts on global trade flows. Evidence indicates that they support rather than harm the international trading system. Countries shut out of PTAs are more motivated to seek out agreements in new markets, increasing liberalization overall. They may also seek a reduction in most-favoured nation (MFN) tariffs, which would deprive PTAs of their major tariff benefits. Studies have found complementarity between preferential and MFN tariffs, revealing that PTAs promote external trade liberalization. Even if a PTA reduces a given country’s incentive to push for multilateral liberalization, it raises the odds of that country liberalizing its trade to avoid getting left behind. PTAs are a response to the difficulties of securing sweeping multilateral agreements. The World Trade Organization (WTO) Agreements authorize them under GATT Article XXIV, GATS Article V, and the enabling clause, and the WTO facilitates a degree of governance over PTAs through its dispute settlement process. Over the past 25 years, countries have adopted these deals at a rapid pace. Between 1994 and 2005, the number of PTAs increased from 50 to 200. By April 2018, 336 were in effect. At the same time, global trade has increased significantly. Between 1994 and 2010, the volume of world merchandise exports more than doubled. The proliferation of PTAs has resulted in a rise in international trade governance, because the countries involved shape their relationships in line with the WTO agreements. This juridification makes PTAs subordinate to the international system rather than giving them room to dissolve it. Canada should therefore have no fear of pursuing PTAs within the larger framework of the effort to achieve multilateral trade liberalization.

Abstract:: In late December 2019, the Wuhan Centre for Disease Control and Prevention (CDC) in central China’s Hubei Province detected cases of pneumonia of an unknown cause. In the first few days of January 2020, Chinese authorities were regularly informing the World Health Organisation (WHO) as well as other major countries and regions with close ties to China’s mainland, such as Hong Kong, Macao, and Taiwan about the outbreak. On 5 January, the WHO released its first briefing on a ‘pneumonia of unknown cause’ in Wuhan. Little was known about the virus, neither how to properly understand it nor whether transmission could occur between humans. The genome sequence for the novel coronavirus (SARS-CoV-2) was published by the Global Initiative on Sharing All Influenza Data (GISAID) on 12 January. Dr. Zhong Nanshan, a leading Chinese pulmonologist who is advising the Chinese government on this pandemic, confirmed human-to-human transmission of the novel coronavirus on 20 January. As soon as it was clear that this virus could be transmitted between humans, the Chinese authorities acted. Wuhan, a city of 11 million people, was shut down, the scientific establishment in China – and its collaborators around the world – went to work to understand the virus and the disease (COVID-19), and medical personnel in China rushed to be trained and to help break the chain of the infection. Inside Wuhan, the neighbourhood committees, which include members of a range of other associations, Communist Party cadres, and volunteers of all kinds, hastened to assist with temperature checks, food and medicine distribution, and assistance in hospitals. After ten weeks in lockdown, Wuhan opened once more on 8 April. On 15 May, the authorities started to test all the residents of Wuhan once again in order to protect public health and to resume social and economic activities (China shared the results of this test to aid with studies on the feasibility of the herd immunity theory). On 30 January, WHO Director-General Dr. Tedros Adhanom Ghebreyesus declared that the outbreak constitutes a Public Health Emergency of International Concern (PHEIC). From its Geneva headquarters, the WHO sent up a flare which effectively read: a highly contagious virus has been detected that requires stringent measures of tests, physical distance, and aggressive sanitation. At this point, in the aftermath of 20 January, a gulf opened between the capitalist states and the socialist states. Our analysis shows four main areas of differentiation between the socialist and capitalist approach to the virus. The socialist approach is based on: Science-based government action Public sector production of essential materials Public action mobilised to facilitate social life Internationalism In the capitalist states (such as the United States, Brazil, and India), the governments have instead operated in a hallucinatory manner, pretending that the virus is either not real or not contagious and hoping that some extraneous factor would protect their citizens from its dangers. For-profit sector firms have failed to provide the necessary equipment, while public action has been hard to galvanise in atomised societies that lack the habit of organisation and struggle. Finally, to cover up their incompetence, the ruling political class in these states has resorted to stigmatisation and jingoism, using – in this case – the lethal combination of racism and anti-communism to blame China. In this report, we look at three countries (Cuba, Venezuela, and Vietnam) as well as one state (Kerala, India) to investigate how these socialist parts of the world have been able to handle the virus more effectively.

Abstract:: Cyberattacks against the digital instrumentation and control (DI&C) systems in nuclear power plants (NPPs) are of grave security concern. The US Nuclear Regulatory Commission (NRC) requires all NPPs to protect critical digital assets that support safety, security, and emergency preparedness functions against cyberattacks.1 Other standards bodies like the International Society of Automation (ISA) and the International Electrotechnical Commission (IEC) have also developed standards that address cybersecurity for industrial control systems (ICS) including DI&C.2 Due to concerns for security, relevant stakeholders such as regulators, plant operators, information technology (IT) and operation technology (OT) staff, and equipment suppliers are sometimes reluctant to reveal in technical detail about vulnerabilities posed by DI&C systems. Yet, because some types of cyberattacks against an NPP may cause core damage or significant release of radioactivity, harming the plant, the public and the industry, the safety implications of potential cyberattacks should be evaluated. This divide between security and safety is a challenge for stakeholders focused in cyber security for NPPs. To bridge this security and safety divide, this study proposes and demonstrates a methodology for assessing and addressing the safety consequences of cyber events that disrupt one or more parts of the DI&C systems at NPPs. The methodology builds on the “effect-centric” cyber risk assessment framework developed by the Center for International and Security Studies at Maryland (CISSM). It is used to analyze two historical cyberattacks and one hypothetical attack scenario. As the focus is on plant safety, these assessment, evaluation, and analysis can be candidly and openly discussed with the goal of finding the best defense to thwart the specific cyberattack.

Abstract:: Iran is currently facing an incredibly unlucky alignment of pressure sources that are interrelated and will force the regime to engage in risky or experimental behavior, most likely in 2020. The COVID-19 epidemic simply exacerbates the combined challenges of a regime squeezed by an international sanctions network and a restive population reaching a breaking point with economic hardship. A continued acceptance of the status quo is untenable; thus, the regime will likely begin to undertake various initiatives in the coming months, more likely military than diplomatic in nature, that could force the United States to ease the isolation of the country.

Abstract:: The aviation sector has been working to decarbonize, but it faces unique challenges since decarbonization options that may work for ground or maritime transport are generally not feasible for air travel. Sustainable aviation fuels (SAF) present an opportunity to decarbonize the aviation sector, but federal policies that address SAF have largely included SAF as an add-on to existing policies that are meant primarily to address ground transportation. However, due to the unique challenges presented to decarbonization by the aviation sector, the use of SAF should be incentivized through pragmatic, sector-specific federal policies. The new Atlantic Council report by Fred Ghatala, Sustainable Aviation Fuel Policy in the United States: A Pragmatic Way Forward, provides a set of near and long-term federal policy options that could be implemented in order to encourage the use of SAF. The report contextualizes each policy choice and explains the implications of each option, differentiating between policies that can be implemented in the near-term and policies that require long-term implementation.

99. Effects of US Foreign Assistance on Democracy Building, 1990–2014: An Update

Abstract:: This paper updates our earlier work on the impact of US foreign assistance on democratic outcomes in recipient countries using newly available USAID Foreign Aid Explorer data covering the 2001–2014 period, as well as new outcome measures derived from Varieties of Democracy (V-Dem) data. Building on the theoretical and empirical framework established in our previous study and in subsequent work in the field, we estimate: a) the effect of overall USAID Democracy, Human Rights, and Governance (DRG) expenditures on general indices of democracy, b) changes in the effects of DRG expenditures after 2001, and c) the conditions that moderate the impact of DRG funding at the country level in the contemporary era. We find that the effect of DRG expenditures decreased dramatically in the 2002–2014 period, relative to the modest effect shown in the previous study for the period immediately following the end of the Cold War. However, DRG aid remains effective in the current era under favorable conditions. Further analysis demonstrates important conditional effects related to patterns of DRG investment, such that aid has greater impact when levels of security assistance are low (indicating competing priorities) and when prior DRG investment is low (indicating diminishing returns). In addition, DRG is more effective at intermediate levels of democratization and less so in contexts of democratic backsliding.
