Abstract:: Historians of the United States and the world are getting religion, and our understanding of American foreign relations is becoming more rounded and more comprehensive as a result. Religion provides much of the ideological fuel that drives America forward in the world, which is the usual approach historians have taken in examining the religious influence on diplomacy; it has also sometimes provided the actual nuts-and-bolts of diplomacy, intelligence, and military strategy.1 But historians have not always been able to blend these two approaches. Lauren Turek’s To Bring the Good News to All Nations is thus a landmark because it is both a study of cultural ideology and foreign policy. In tying the two together in clear and compelling ways, based on extensive digging in various archives, Turek sheds a huge amount of new light on America’s mission in the last two decades of the Cold War and beyond. Turek uses the concept of “evangelical internationalism” to explore the worldview of American Protestants who were both theologically and politically conservative, and how they came to wield enough power that they were able to help shape U.S. foreign policy from the 1970s into the twenty-first century. As the formerly dominant liberal Protestants faded in numbers and authority, and as the nation was gripped by the cultural revolutions of the 1960s, evangelicals became the vanguard of a new era in American Christianity. Evangelicals replaced liberal Protestants abroad, too, as the mainline churches mostly abandoned the mission field. The effects on U.S. foreign relations were lasting and profound.

Abstract:: Throughout the 1930s and early 1940s, approximately ninety thousand German Jews fled their homeland and settled in the United States, prior to that nation closing its borders to Jewish refugees. And even though many of them wanted little to do with Germany, the circumstances of the Second World War and the postwar era meant that engagement of some kind was unavoidable—whether direct or indirect, initiated within the community itself or by political actors and the broader German public. This book carefully traces these entangled histories on both sides of the Atlantic, demonstrating the remarkable extent to which German Jews and their former fellow citizens helped to shape developments from the Allied war effort to the course of West German democratization.

3. The Effects of Immigration Enforcement on Faith-Based Organizations: An Analysis of the FEER Survey

Abstract:: The effects of US immigration enforcement policies on immigrants, US families, and communities have been well-documented. However, less attention has been paid to their impact on faith-based organizations (FBOs). Faith communities provide a spiritual home, and extensive legal, resettlement, social service, health, and educational services for refugees and immigrants. This report presents the findings of the FEER (Federal Enforcement Effect Research) Survey, which explored the effects of US immigration enforcement policies on immigrant-serving Catholic institutions.[1] Many of these institutions arose in response to the needs of previous generations of immigrants and their children (Kerwin and George 2014, 14, 74-75). Most strongly identify with immigrants and have long served as crucial intermediaries between immigrant communities and the broader society (Campos 2014, 149-51).[2] Over its first two years, the Trump administration has consistently characterized immigrants as criminals, security risks, and an economic burden. Among its policy initiatives, the administration has supported major cuts in family-based immigration, attempted to terminate the Deferred Action for Childhood Arrivals (DACA) program, reduced refugee admissions to historic lows, instituted admission bars on Muslim-majority countries, attempted to strip Temporary Protection Status (TPS) from all but a fraction of its beneficiaries, erected major new barriers to asylum, and proposed new rules regarding the public charge grounds of inadmissibility that would make it more difficult for poor and working class persons to obtain permanent residence. US immigration enforcement policies have separated children from their parents, criminally prosecuted asylum-seekers, expanded detention, increased arrests of non-citizens without criminal records, and militarized the US-Mexico border. These policies have failed to stem the flow of migrants and asylum-seekers: instead these flows have increased dramatically in recent months. These policies have succeeded, however, in devastating children, instilling fear in immigrant communities, blocking access to the US asylum system, and undermining immigrant integration (Kerwin 2018).[3] The FEER survey points to a paradox. On one hand, US enforcement policies have increased the demand for services such as legal screening, representation, naturalization, assistance to unaccompanied minors, and support to the US families of detainees and deportees. Many Catholic institutions have expanded their services to accommodate the increased demand for their services. On the other hand, their work with immigrants has been impeded by federal immigration policies that effectively prevent immigrants from driving, attending gatherings, applying for benefits, and accessing services for fear that these activities might lead to their deportation or the deportation of a family member. Among other top-line findings, 59 percent of 133 FEER respondents reported that “fear of apprehension or deportation” negatively affected immigrants’ access to their services, and 57 percent of 127 respondents reported that immigrant enforcement very negatively or negatively affected the participation of immigrants in their programs and ministries.

Abstract:: Sin used to be among Christianity’s most important concepts. This is understandable. The New Testament says God sent His only son, Christ, to liberate fallen humans from the suffering caused by Adam’s original sin. The importance of overcoming sins is emphasized by the Bible’s oft-repeated warnings about God’s sometimes ferociously punishing sinners. In spite of the central role of sin in the Bible, worry about the cardinal sins—pride, envy, anger, greed, and lechery—has largely disappeared among modern Christians.1 The reaction of most of today’s Christians can be summarized by the expression “good riddance.” The “let’s talk about something else” attitude toward sin has become the prevailing paradigm even among theologians.

Abstract:: Russell Kirk has three interlocking intentions in writing The Roots of American Order.1 First, he would draw our attention to the appearance of modern tyranny, particularly as established by the French and Russian revolutions, and have us see this form of tyranny as a new and especially dangerous type of political evil. Second, he aims to keep America from succumbing to a similar modern tyranny by arguing that America is largely the result of premodern strains of thought and historical and cultural experiences that have combined to give us an ordered liberty that, if properly understood and attended to, insulates us from modern tyranny.2 Third, in recovering an understanding of our ordered liberty, Kirk would also have us renew our loyalty to it on its own terms (apart from the protection it offers us from modern tyranny) and retain it as the substantial political goal toward which Americans can and should aim. In recovering an appreciation of the premodern roots of American order, Kirk sets himself against the position that America can be understood as a fundamentally early-modern liberal nation. Though recent scholarly work on the place of natural rights in the American Founding has raised questions about Kirk’s analysis of the Founding, it is my argument that Kirk’s analysis is largely sound because America’s political culture does indeed have deep roots in premodernity. Furthermore, Kirk’s analysis of modern tyranny is also sound. Despite the fact that debate over the character of the Founding is very much alive, and regardless of how it turns out, loyalty to Kirk’s understanding of ordered liberty is vital because the American ordered liberty that he describes is a precondition of human flourishing.

Abstract:: In the two decades since the fall of the Suharto regime, one of the most conspicuous developments has been the rapidly increasing influence of religious interpretations and practices emanating from the Middle East and more specifically the Gulf states, leading observers to speak of the “Arabisation” of Indonesian Islam. In the preceding decades, the state had strongly endorsed liberal and development-oriented Muslim discourses widely perceived as “Westernised” and associated with secularism and Western education. Indonesia’s unique Muslim traditions have in fact been shaped by many centuries of global flows of people and ideas, connecting the region not just with the Arab heartlands of Islam and Europe but South Asia and China. What is relatively new, however, is the presence of transnational Islamist and fundamentalist movements, which weakened the established nation-wide Muslim organisations (Muhammadiyah, NU) that had been providing religious guidance for most of the 20th century. The perceived threat of transnational radical Islam has led to renewed reflection on, and efforts to rejuvenate, indigenous Muslim traditions.

9. Pakistan and its Militants: Who is Mainstreaming Whom?

Abstract:: Pakistani militants of various stripes collectively won just under ten per cent of the vote in the July 2018 parliamentary elections. Some represented long-standing legal Islamist parties, others newly established groups or fronts for organisations that have been banned as terrorists by Pakistan and/or the United Nations and the United States. The militants failed to secure a single seat in the national assembly but have maintained, if not increased, their ability to shape national debate and mainstream politics and societal attitudes. Their ability to field candidates in almost all constituencies, and, in many cases, their performance as debutants enhanced their legitimacy. The militants’ performance has fueled debate about the Pakistani military’s effort to expand its long- standing support for militants that serve its regional and domestic goals to nudge them into mainstream politics. It also raises the question of who benefits most, mainstream politics or the militants. Political parties help mainstream militants, but militants with deep societal roots and significant following are frequently key to a mainstream candidate’s electoral success. Perceptions that the militants may stand to gain the most are enhanced by the fact that decades of successive military and civilian governments, abetted and aided by Saudi Arabia, have deeply embedded ultra-conservative, intolerant, anti-pluralist, and supremacist strands of Sunni Islam in significant segments of Pakistani society. Former international cricket player Imran Khan’s electoral victory may constitute a break with the country’s corrupt dynastic policies that ensured that civilian power alternated between two clans, the Bhuttos and the Sharifs. However, his alignment with ultra-conservatism’s social and religious views, as well as with militant groups, offers little hope for Pakistan becoming a more tolerant, pluralistic society, and moving away from a social environment that breeds extremism and militancy. On the contrary, policies enacted by Khan and his ministers since taking office suggest that ultra- conservatism and intolerance are the name of the game. If anything, Khan’s political history, his 2018 election campaign, and his actions since coming to office reflect the degree to which aspects of militancy, intolerance, anti-pluralism, and supremacist ultra- conservative Sunni Muslim Islam have, over decades, been woven into the fabric of segments of society and elements of the state. The roots of Pakistan’s extremism problem date to the immediate wake of the 1947 partition of British India when using militants as proxies was a way to compensate for Pakistan’s economic and military weakness. They were entrenched by Prime Minister Zulfikar Ali Bhutto in the 1970s and General Zia ul-Haq’s Islamization of Pakistani society in the 1980s. The rise of Islamist militants in the US-Saudi supported war against Soviet occupation troops in Afghanistan and opportunistic policies by politicians and rulers since then have shaped contemporary Pakistan.

10. The Response of the American Jewish Joint Distribution Committee to the Crisis of Soviet Jewish Émigré Dropouts (Noshrim) in the 1970s

Abstract:: The JDC is an American Jewish organization that assists overseas Jewish commu- nities in distress. It is responsible to “American Jewry” and those organizations that fund it. Bauer (1974, 19) argued that the JDC has been guided by its founding “pledge of impartiality – it steers clear of political involvements” and takes pride in being “probably the only really non-partisan organization in Jewish life.” This paper examines the role of the JDC in caring for Soviet émigrés who left on visas for Israel but chose to resettle elsewhere. They were known as “dropouts” (Noshrim in Hebrew). It also deals with the JDC policy toward recently settled Russian Jews who left Israel to resettle elsewhere. In its work with Soviet Jewish emi- gres did the JDC serve the interests of the Israeli government, its donors and or the emigres? Did the JDC abide by its pledge of impartiality? Did the JDC try to force them to resettle in Israel against their wishes? The paper focuses on the spring of 1976 when the number of dropouts outnumbered those resettling in Israel. This led to a joint committee of Israelis and American Jews to coordinate a response. The ‘freedom of choice’ debate ensued; should So- viet Jews resettle in Israel or have the freedom to choose where to resettle? The findings here are based on archival records in the JDC, the Hebrew Immigrant Aid Society (HIAS), the CJF (Jewish federations) and the American Jewish Committee (AJC). The author also conducted interviews and reviewed secondary sources. The paper should contribute to a better under- standing of the JDC and its past ties to Israel and the American Jewish community.

Abstract:: The relocation of the US embassy from Tel Aviv to Jerusalem draw once again the attention of international community to Israel. The event of relocation is in line with the decision of the Trump administration reached in December last year, a move that has its legal foundation in the Jerusalem Embassy Act that was passed by the US Congress as far as 1995. For more than twenty years, the American administrations have been delaying the decision to move the US embassy to Jerusalem, and the Jerusalem Act was void of presidential signature until Donald Trump became president. In the same year when he took of�ice president Donald Trump recognized Jerusalem as the capital city of the State of Israel and ordered the relocation of the US embassy from Tel Aviv. Ever since the time of David, the king of Israel who conquered Jerusalem more than three thousand years ago, and his son king Solomon who built the First Temple, Jerusalem was the Holy City for Jews around the world and the center point for Israel and Judaism. At the same time Jerusalem is a holy site for the Palestinians and the Muslim world, hence a source of confrontation for the two sides. Notwithstanding, people of Israel believe that Jerusalem cannot be divided and that only Jerusalem due to its cultural, historical and religious importance for the Jews, is and can be the only capital city of the State of Israel. However, this status of Jerusalem is still not fully internationally recognized, with a number of United Nations states who do not acknowledge the right of Israel to sovereignly rule in Eastern Jerusalem, including the Old City where most sacred sites of Judaism are located – the Western Wall and the Temple Mount.

12. Mission to the Middle East 2017: The Plight of the Displaced

Abstract:: From February 23, 2017 to March 6, 2017, His Eminence Roger Cardinal Mahony, archbishop emeritus of Los Angeles, California; His Excellency Silvano Tomasi, c.s., delegate secretary for the Holy See’s Dicastery on Integral Human Development; and Kevin Appleby, senior director of international migration policy for the Center for Migration Studies of New York (CMS) and the Scalabrini International Migration Network (SIMN), joined in a mission to Lebanon, Jordan, Iraq, and Greece to examine the situation of refugees and the displaced in these states. The visit came against the backdrop of several actions and events which could adversely impact these populations in the immediate, near, and long-term future: (1) the proposed reduction in the number of refugees to be admitted by the United States from 110,000 to 50,000 a year, including a 120-day shutdown of the US refugee program; (2) the one-year-old agreement between the European Union and Turkey to halt Syrian and other refugee groups from migrating to and entering Europe; (3) the ongoing war against the Islamic State of Iraq and Syria (ISIS), most notably in the fight for the city of Mosul and surrounding villages in northern Iraq; and (4) the ongoing persecution of religious minorities in the region, including Christian groups. Overall, the delegation found that, despite heroic work by international nongovernmental organizations (NGOs) and agencies in the region, including refugee protection organizations, the humanitarian need of refugees and internally displaced persons (IDPs) far outweigh the support given to them by the international community. In fact, the world community appears to be withdrawing its support, rather than increasing it.1 The following findings and recommendations from the mission are based on the delegation’s conversations with actors in the region, including refugees and displaced persons, care providers, representatives of the Catholic Church, their aid agencies, and United Nations (UN) officials.

14. The Shabaks: Perceptions of Reconciliation and Conflict

Abstract:: With the complete military defeat of IS in Iraq underway, the process of the return of internally displaced people (IDPs) faces enormous challenges. IS’s swift seizure of control of vast swathes of territories created new fissures and exacerbated old animosities and grievances among the variegated communities of the Nineveh Plain. Members of certain communities joined IS, while others showed sympathy to the group, causing rising social tensions among the communities. The war against IS also prompted certain communities to form their own armed forces, which can now be used to challenge rival communities and impose one-sided solutions by virtue of force. While no rigorous plan for the post-IS situation is available, and with Iraq facing economic and political hardships, the region’s dynamics are likely to continue to be conflictual, and communal relations may worsen further. Understanding how communities perceive reconciliation and conflict is a key element to ensure the return of IDP’s in the future. This report focuses on the Shabak community, an abstruse ethno-religious group living on the Nineveh Plain just east of Mosul, and how they perceive reconciliation and conflict. Various international minority rights organisations recognise Shabaks as one of the five main minority groups most affected by the recent conflict beginning in June 2014. At present, the Shabak community is comprised of both Sunni and Shi’ites, yet the community’s religious identity has significantly evolved over time, moving from a distinctly heterodox to a more orthodox set of beliefs and rituals. This, combined with their geographic location in the disputed territories in close proximity to various other minorities, make their views on conflict and reconciliation particularly relevant for future coexistence in Nineveh. One of the main findings of this report is that the Shabak community suffers from four main conflicts. Two relate to relations with other ethno-religious communities, namely Sunni Arabs and Christians, and the other two concern divisions within the community itself, that is, religious and ethnic identity. The rise of IS has impacted conflict dynamics in two distinct ways. On the one hand, it has led to a proliferation of armed groups, significantly increasing the possibility of a violent escalation. On the other hand, the complete rupture of the pre-2014 status quo has resulted in an intensification of identity discussions, which is linked to the settlement of the administrative status of disputed territories on the Nineveh Plain. The community’s perception of justice and security is also explored in this report. Interviews reveal that the community is fearful of forced displacement and revenge acts after their areas are liberated, while some expressed doubts about the ability of the security forces and the judiciary system in place to deal with the post liberation environment.

Abstract:: This article tries to contribute to one of the most relevant debates within the framework of current Gender Studies and feminist activism: the debate dealing with feminism and religions. The aim is to provide these reflexions with some theoretical elements that help us to better understand some of the complex issues of this field, such as the meaning of considering secular feminism as the only acceptable feminist model, and the possibilities of building one feminist movement that takes into account all the diversity of women's needs, wishes and oppressions. The author goes in depth these questions through the analysis of the "Islamic feminism", which takes an element as the religion (historically discarded by the European hegemonic feminism) as its starting point. Firstly, the article puts it in context by analysing "new feminist currents from the margins" that, in the eighties, started to question the ethnocentric and classist visions of an hegemonic feminism that concentrated their struggles on the concerns and interests of western, white, secular and middle class women, leaving aside the specific claims of other women's profiles. Afterwards, the article goes deep into the characteristics shared by the different Islamic feminist movements, its areas of work as well as its main purposes. Finally, it highlights some of the most important Muslim feminist thinkers and activists emerged in recent decades in the United States, Europe, Latin America, Africa and Asia.

Abstract:: In a climate of increased suspicion and skepticism towards Islam and Muslims, polling data collected over the years reveals how Americans have come to view their country’s third-largest religious group. This Super Survey, which compiles and analyzes polling questions collected by over a dozen polling organizations from 1993 to 2014, finds that Americans remain unfamiliar with Islam; feel more coldly towards Muslims than any other religious group; and tend to see Islam as “more violent” than other religions during national debates about military action in the Middle East. Additionally, while they have been supportive of mosques in their communities, a sizeable portion has favored various measures of religious profiling. In the twenty-first century, on average, six in 10 Americans has reported that they don’t know a Muslim personally. And while a plurality of Americans has reported having favorable views of Muslims since 2000, unfavorable views have persisted, with relatively little fluctuation over time.

Abstract:: Long-simmering tensions between non-Islamist and Islamist forces have boiled over into military actions centered around Benghazi and Tripoli, entrenching the country's rival alliances and bringing them ever closer to civil war. On May 16, former Libyan army general Khalifa Haftar launched "Operation Dignity of Libya" in Benghazi, aiming to "cleanse the city of terrorists." The move came three months after he announced the overthrow of the government but failed to act on his proclamation. Since Friday, however, army units loyal to Haftar have actively defied armed forces chief of staff Maj. Gen. Salem al-Obeidi, who called the operation "a coup." And on Monday, sympathetic forces based in Zintan extended the operation to Tripoli. These and other developments are edging the country closer to civil war, complicating U.S. efforts to stabilize post-Qadhafi Libya.

Abstract:: President Obama's 2009 Cairo speech and Secretary Clinton's 2012 speech at the Carnegie Endowment for International Peace persuasively argued for policies that promote international religious freedom (IRF), including links to national security, economic development, and democracy promotion, and as an antidote to religious extremism and terrorism. Unfortunately, current IRF policy--in place since 1998 and largely built around the threat of economic sanctions which no administration has been willing to use--is not up to the challenges or the opportunities that President Obama and Secretary Clinton so eloquently identified. To correct that, the White House needs to embrace a leadership role, building an infrastructure and providing the necessary resources for a reinvigorated policy of new tools and strategies to thrive. The need is pressing.

Abstract:: The field of religious peacebuilding has begun to move closer to the mainstream of conflict resolution practice and theory. The 2011 unrest in the Middle East and North Africa—the Arab Spring—reflects ongoing challenges and opportunities for the field. American and European nongovernmental organizations, agencies in the U.S. government, academia, and international organizations—sectors that once held religious issues at a distance or understood religion mainly as a driver of violence—increasingly engage religious communities and institutions as partners in creating peace. Meanwhile, religious organizations that have been involved in creating peace for decades, if not longer, increasingly have institutionalized and professionalized their work, suggesting ways that religious and secular organizations could coordinate their efforts more closely. The U.S. Institute of Peace's own programs on religion reflect the development of the wider field, having moved from research and analysis to on-the-ground programming to foster interfaith dialogue in the Balkans, Nigeria, Israel-Palestine, and Sudan. In addition, it has trained religious actors in conflict management in Sri Lanka, Iraq, and Colombia and developed peace curricula based on Islamic principles for religious and secular schools in Pakistan, Indonesia, the Philippines, and elsewhere. As the U.S. field of religious peacebuilding continues to develop, challenges include integrating further with secular peacebuilding efforts, engaging women and youth and addressing their priorities, working more effectively with non-Abrahamic religious traditions, and improving evaluation, both to show how religious peacebuilding can reduce and resolve conflict and to strengthen the field's ability to do so.

24. The Lord's Resistance Army: End Game?

Abstract:: The Lord's Resistance Army (LRA) remains a deadly threat to civilians in three Central African states. After a ceasefire and negotiations for peaceful settlement of the generation-long insurgency broke down in 2008, Uganda's army botched an initial assault. In three years since, half-hearted operations have failed to stop the small, brutally effective band from killing more than 2,400 civilians, abducting more than 3,400 and causing 440,000 to flee. In 2010 President Museveni withdrew about half the troops to pursue more politically rewarding goals. Congolese mistrust hampers current operations, and an African Union (AU) initiative has been slow to start. While there is at last a chance to defeat the LRA, both robust military action and vigorous diplomacy is required. Uganda needs to take advantage of new, perhaps brief, U.S. engagement by reinvigorating the military offensive; Washington needs to press regional leaders for cooperation; above all, the AU must act promptly to live up to its responsibilities as guarantor of continental security. When it does, Uganda and the U.S. should fold their efforts into the AU initiative.

Abstract:: The perception of Muslims living in the United States has deteriorated dramatically since the terrorist attacks on September 11th, 2001. U.S.-Muslims, a group that had already faced discrimination prior to the attacks, became even more visible to the public. Non-Muslim Americans began questioning American Muslim loyalties to the United States as well as their commitment to being “good” citizens. Such doubt extended to the political arena as well, prompting intrusive inquiries into Muslim-affiliated civic and political organizations and their members. Even non-Muslims with Muslim affiliations or Muslim- sounding names or appearances have been subject to public scrutiny. For example, despite identifying as a Christian, President Barack Obama's religious affiliation has been continually doubted by some due to his Kenyan Muslim heritage and his middle name, Hussein. Though a decade has passed since the events of September 11th, the role of American Muslims, and whether they can at all be trusted, remains a popular concern and a topic of household conversation.

Abstract:: From a strategic perspective, Syria has gained some advantages and some disadvantages since the US-led invasion of Iraq in 2003. President Bashar al - Asad, considered a callow leader five years ago, faced a testing period in 2003–06 and did more than merely survive. He withstood a threat of imminent regime change at the hands of the United States, and weathered heavy international fallout from the February 2005 assassination of former Lebanese Prime Minister Rafiq Hariri and the summer war in 2006 between Israel and Hezbollah, which Syria has long supported. Bashar has emerged a cagey geopolitical operator, able to manage a delicate strategic balance, and Syria is now stronger than it has been at any time in recent history. Yet Syria faces a number of internal challenges due to Iraq's instability. Primary among these is coping socially, economically, and politically with a huge influx of Iraqi refugees, and mitigating the effect that sectarian (Shia-Sunni) and ethnic (Arab-Kurd) conflict in Iraq has on the fragile status quo in Syria.

Abstract:: No major religion has been exempt from complicity in violent conflict. Yet we need to beware of an almost universal propensity to oversimplify the role that religion plays in international affairs. Religion is not usually the sole or even primary cause of conflict. With so much emphasis on religion as a source of conflict, the role of religion as a force in peacemaking is usually overlooked. Religious affiliation and conviction often motivates religious communities to advocate particular peace-related government policies. Religious communities also directly oppose repression and promote peace and reconciliation. Religious leaders and institutions can mediate in conflict situations, serve as a communication link between opposing sides, and provide training in peacemaking methodologies. This form of religious peacemaking garners less public attention but is growing in importance. Interfaith dialogue is another form of religious peacemaking. Rather than seeking to resolve a particular conflict, it aims to defuse interfaith tensions that may cause future conflict or derive from previous conflict. Interfaith dialogue is expanding even in places where interreligious tensions are highest. Not infrequently, the most contentious interfaith relationships can provide the context for the most meaningful and productive exchanges. Given religion's importance as both a source of international conflict and a resource for peacemaking, it is regrettable that the U.S. government is so ill equipped to handle religious issues and relate to religious actors. If the U.S. government is to insert itself into international conflicts or build deeper and more productive relationships with countries around the world, it needs to devise a better strategy to effectively and respectfully engage with the religious realm.

Abstract:: This week, Saudi Arabia is organizing a global interfaith conference in Madrid, with more than 200 Muslim, Christian, Jewish, Hindu, and Buddhist religious leaders from 54 countries expected to attend. The conference, in the words of its main organizer, the Mecca-based Muslim World League, will "focus on common human values." Many in the West, however, will likely judge the conference as a Saudi public relations effort to emphasize its leadership of the Islamic world, and to ward off criticism, especially from the United States, that Saudi Arabia bears continuing responsibility for political and financial backing of Sunni extremists across the Middle East.

Abstract:: The author aims at uncovering points of convergence and divergence in the relationship between the Catholic Church and society. He begins by analyzing the challenges facing the Church in modern times, using the case of the United States and the traditional political relationship between Church and State in Latin America until the rise of the social-Christian options in the 1960s. He then describes Vatican II, which opened the Church to the influences of modern times. Subsequently, the author explains what he calls the “glorious period” of the Latin American Church, from the conference of bishops in Medellin (1968) to the meeting in Puebla (1979), with the Church's critique of “social sin,” its option for the poor, and liberation theology. Concurrently, the author shows the contradictory effects of the military regimes in the region. Looking at the relationship between Christians and politics, he analyzes in particular the case of Brazil, later expanding his analysis to Latin America and the world. The author then addresses social participation and politics in ecclesiastical practices and the slow building of democracy in the region, offering methodological criticisms of some static and nonhistorical analyses. He delineates how democracy has challenged the Church and, looking ahead, explores the present dynamism of society, especially the virtuosity of social movements and ecclesiastical communities when facing future transformation. The author ends by describing the current situation in Latin America, highlighting the pressing need for the Church to face issues that are presently frozen (such as sexuality, celibacy, and women as priests), in the hopes of a possible Council process in the future.

The question of how to deal with Islamists who reject violence, embrace democracy and outperform their competitors at the polls has therefore become a central concern not only of incumbent Middle East elites, but also of interested foreign actors such as the EU and US. Robert Springborg sees the need for the EU to clarify its policies towards the MENA region and Muslim democrats within it. The present lack of EU policies on engaging with moderate Islamists leads them to be at best curious about the EU and at worse to be suspicious of it. Engagement might itself help to contribute to policy formation in this important area, and serve as a vehicle to disseminate information about relevant EU policies.

39. Sistani, the United States and Politics in Iraq: From Quietism to Machiavellianism?

Abstract:: This paper discusses the two prevailing interpretations of the political attitudes of the Grand Ayatollah Ali al-Sistani, the leading Shiite cleric in Iraq today. It is argued that neither the traditional "quietist" paradigm nor more recent Machiavellian interpretations can satisfactorily explain Sistani's actions. An alternative interpretation is offered which highlights Sistani's historical oscillation between passive and activist positions. It is suggested that, after an activist intermezzo from June 2003 to December 2004, Sistani has reverted to a more secluded role, again showing an increasing reluctance to fulfil the wishes of his many wooers in Iraqi politics, and limiting his interference to matters directly connected with the Shiite faith and its institutions. It is concluded that Sistani's professional interests as a cleric – rather than any constant desire on his part to control and manipulate domestic politics – may be the key to understanding any future intervention in the political process in Iraq. Scepticism is also expressed toward the notion of Sistani as a guarantor for a "moderate" or "secular" Iraqi political system that would supposedly be fundamentally different from that of Iran – an idea that has featured prominently in policy-making circles in the United States and in other Western countries currently involved in Iraq.

Abstract:: The year 2007 will be crucial for the future of democracy in Pakistan. If the election schedule announced by Parliamentary Affairs Minister Sher Afghan Niazi is followed, presidential elections will be held in the fall and the general and provincial elections will be held on January 30, 2008. All these elections will be carefully scrutinized by many in the United States and elsewhere, not least because they will include, among other political forces, a coalition of religious political parties, the Muttahida Majlis-e-Amal (MMA). Many commentators in the West believe that the Pakistani regime will portray the elections as a contest between Islamists represented by the MMA and the enlightened moderation of President Pervez Musharraf and the Pakistan Army. However, the reality is that the Islamic forces will not be a defining factor. They are a dependent variable whose power is largely determined by the army. The only real questions are whether the army's tactics for manipulating the 2007–2008 elections will differ from those used in 2002 and what role the Islamic parties will play in the process.

Abstract:: Bangladesh has generally been heralded as a stable, democratic Muslim state that has made great strides in economic and human development. Following the restoration of democracy in 1990, it carried out three largely free and fair general elections in 1991, 1996, and 2001. Since 1999, attacks by Islamist militants have been increasing. They have targeted opposition politicians, scholars, journalists, members of the judiciary, religious minorities, and members of the Islamic Ahmadiyya sect. Recent years have seen a deepening crisis in governance with continued politicization of civil society, deterioration of judicial independence, and diminishing rule of law and respect for human rights. Until very recently, the ruling coalition of Prime Minister Khaleda Zia (backed by two Islamist parties) denied the existence of Islamist militancy in Bangladesh, dismissing these charges as “hostile propaganda,” designed to besmirch the country's reputation. Following a countryside terrorist attack in August 2005 and recent suicide bombings, the government has begun cracking down on selected individuals. Indian observers and policymakers are concerned about the activities of Bangladeshi Islamists. They accuse Dhaka of exacerbating the ongoing insurgencies in India's Northeast by turning a blind eye to growing illegal immigration. They also contend that Bangladesh is cooperating with Pakistan to target India. In light of these developments, questions persist about the government's dedication to respond decisively to Islamist terrorism, conduct free and fair elections in 2007, and address the deterioration in the rule of law and respect for human rights. Because of Bangladesh's regional importance and the implications of internal security developments, the United States has limited policy options to promote its regional goals and ensure democratic elections.

Abstract:: While U.S. and coalition forces—and increasingly the Iraqi Security Forces (ISF)—struggle to defeat the Sunni insurgency in Iraq, they are also dealing with a range of armed groups that complicate the security scenario. Militias and ad hoc units with different levels of government sanction are growing in strength, and the training of the ISF is progressing unevenly. While it is not possible to conduct a comprehensive survey of both independent groups and ISF units, a sampling of less publicized units illustrates how diffuse military power in Iraq has become.

Abstract:: Acting Lebanese interior minister Ahmad Fatfat arrived in Washington June 20 for his first official visit in his new capacity. The U.S. trip comes one month after a radical Sunni Islamist organization was legalized in Lebanon, and just weeks after thousands of Shiite Hizballah supporters rioted in Beirut after the broadcast on LBC television of a comedy skit satirizing Hizballah leader Hassan Nasrallah. These developments highlight growing tensions between Sunnis and Shiites in Lebanon. Unchecked, this dynamic could lead to a resumption of the type of conflict that has long plagued Lebanon and threaten the gains of the Cedar Revolution.

Assistant Secretary of State for South and Central Asia Richard Boucher reaffirmed the opinion of some U.S. military leaders that the warmer months and the increased presence of International Security Assistance Force (ISAF) troops would signal a stepped up effort by insurgents to disrupt peacebuilding and reconstruction efforts. Boucher also cited the battle against narcotics traffickers as cause for increased fighting.

Abstract:: It has become a truism that any attempt to define or quantify terrorism is informed by political trends, and thus subject to fluctuations based not on hard facts but on political fashion. Yet the State Department's now defunct annual publication, Patterns of Global Terrorism, was the closest approximation of any government effort to provide information in an objective and consistent manner. As a successor to Patterns, the report produced by the U.S. National Counterterrorism Center (NCTC) – called A Chronology of Significant International Terrorism for 2004--effectively ends over 20 years of analytical consistency in the U.S. government's terrorism accounting practices.

Abstract:: Before any significant political reform can take place in the Arab world, the United States and Europe need to begin engaging moderate Islamists, an action less thorny than it might seem because Islamists have embraced democratic procedures and have shown a strong commitment to the rule of law. For a long time Arab regimes have frightened the United States and Europe into supporting regimes' repressive measures toward Islamist movements by invoking the nightmare of anti-Western fanatics taking power through the ballot box. However, today's moderate Islamists—while illiberal in many important respects—no longer match the nightmare. Excluding them from the political sphere weakens the chances of democratic reform and increases the likelihood that eventually they will resort to violence.

Abstract:: Although the U.S. and British governments have offered gestures of mutual diplomatic support and apparent political agreement in the aftermath of the July 7 terrorist bombings in London, such efforts mask the wide differences between their approaches to the increasing threat of al-Qaeda terrorism. On July 15, President George W. Bush, speaking in North Carolina about the bombings, stated, “The killers . . . did not care about their religion. . . . These people will not be stopped by negotiations. . . . There is only one course of action. We will take the fight to the enemy, and we will stay in this fight until this enemy is defeated.” The next day, Prime Minister Tony Blair, stated, “The greatest danger is that we fail to face up to the nature of the threat we are dealing with. . . . [N]o sane person would negotiate. . . . It cannot be beaten except by confronting it, symptoms and causes, head-on. Without compromise and without delusion.” The similarity in language was probably intentional. Yet, Washington's apparent preference for military force contrasts with Blair's categorization of Britain's strategy: “In the end, it is the power of argument, debate, true religious faith, and true legitimate politics that will defeat this threat.”

Abstract:: I have spent the past month in Jerusalem, meeting with Israelis and Palestinians here, in Ramallah, and in Gaza City. In my years of dealing with both sides, I cannot recall a time when emotion in general, and frustration in particular, have so clearly shaped their outlook. Given the death of Yasser Arafat, the emergence of Mahmoud Abbas, and Ariel Sharon's decision to disengage from Gaza, this should be a time of hope and opportunity. Instead, there is less a sense of possibility than of foreboding. It may not yet be too late to use the withdrawal as a platform on which to build a different future. Yet, much of what could have been done to prepare the ground for disengagement has not been done—and that may explain the unease that pervades both sides.
