Abstract:
The world faces twin crises — a global pandemic and rising climate chaos — even as an epochal change in the balance of power unfolds in East Asia. In response to these trends, the United States has doubled down on efforts to contain a rising China and maintain its eroding military dominance in the region. Simultaneously, it has neglected economic engagement and diplomatic cooperation with East Asian nations, thereby undermining its ability to manage the Covid–19 pandemic and the climate change challenge. This failed approach is directly harming the interests of the American people.

Abstract:
To meet today’s foreign policy challenges, the United States needs to end its overreliance on military superiority and intervention and instead put creative and persistent diplomacy in the lead to promote locally owned solutions to national, bilateral, and regional security issues and to address global challenges not amenable to military force. This rebalancing will not succeed if civilian statecraft is dysfunctional and unprepared. More funding and more diplomats will not solve this problem. What is needed is fundamental reform of structures, processes, and personnel practices, particularly at the State Department. These include strategic planning, resource planning, institutional integration, clear authority over security assistance programs, and moving away from nation-building and toward conflict prevention. Far-reaching changes in the way diplomats are recruited, trained, and promoted are also required. Without such changes, there is substantial risk that our diplomatic tools will be ineffective, resulting in even greater militarization of U.S. foreign policy when diplomacy fails.

Abstract:
The Canada-United States-Mexico Agreement (CUSMA) is the new high-water mark in international intellectual property (IP) law. CUSMA includes most of the Trans-Pacific Partnership provisions that were suspended in the Comprehensive and Progressive Trans-Pacific Partnership, except for a few pharmaceutical-related provisions amended after signing. Canada will be required to make meaningful changes to domestic IP laws, including copyright term extension, criminal penalties for tampering with digital rights management information, restoration of patent terms to compensate for administrative and regulatory delays, broader and longer protection for undisclosed testing data and other data, new civil and criminal remedies for the misappropriation of trade secrets, and additional powers for customs officials to seize and destroy IP-infringing goods.

5. The “Indo-Pacific” Concept: Geographical Adjustments and their Implications

Abstract:
The United States, Australia, Japan, India, France, the United Kingdom, Indonesia and ASEAN have adopted the term “Indo-Pacific” as a policy symbol of regional engagement. However, less attention has been given to the change in the geographical definition of the “Indo-Pacific”. This study examines how these countries have adjusted the geographical scope of “Indo-Pacific” to understand how they conceptualise the region. It finds that the inherent core area of the “Indo-Pacific” is from India to the Southeast Asian countries and the seas from the eastern Indian Ocean to the South China Sea, and that the “Indo-Pacific” has converged eastwards and diverged westwards through the geographical adjustment process. It also found that some of the geographical definitions have an additional function of conveying diplomatic messages. These findings will help us understand how the concept of “Indo- Pacific” as conceptualised by various countries develops.

In October 2019, The Carter Center was invited to participate in “China, US and Latin America Relations in a Transforming International Order,” organized by the Shanghai Institute of International Studies. There the Center presented a paper arguing that today instead of trilateral mechanisms, several existing regional multilateral frameworks could be used to promote constructive U.S.-China interaction in LAC. The paper provides a macro analysis and recommendations based on a comparative analysis of U.S. and Chinese strategy documents for LAC and existing regional multilateral development policy frameworks.

The Canada-United States-Mexico Agreement (CUSMA) — known in the United States as the United States-Mexico-Canada Agreement (USMCA) — was reached on September 30, 2018, and will replace its predecessor if successfully ratified by legislatures in all three countries. Several weeks later, on October 14–16, 2018, thought leaders from Mexico, the United States and Canada gathered for the fourteenth annual North American Forum in Ottawa, Ontario. In light of these events, CIGI initiated a trilateral project to anticipate and predict how North American trade and economic relations would unfold in the near term and further into the future. Three authors, Christine McDaniel, Hugo Perezcano Díaz and Meredith Lilly, each from one of the North American countries, explain the importance of the new CUSMA to their respective countries and how economic relations could be reshaped in the coming months and years. Earlier versions of these papers were presented in a panel discussion at the North American Forum.

Abstract:
On 2 March 2019 Pugwash held a roundtable in Tel Aviv in cooperation with the Israeli Pugwash Group and the Alliance Center for Iranian Studies, University of Tel Aviv. More than 25 participants including former officials, academics, and members of civil society attended, including a small number from Europe, the US and Russia. Discussion broadly focused on the situation in the Middle East and the role of the United States and Russia, as well as China, and with a particular focus on Iran’s nuclear and missile programs. Many Israelis continue to have serious concerns regarding the entrenchment of Iranian influence and the extent of their force projection toward the Levant. Equally, many Israelis were keen to understand the nature of the Russian-Iranian relationship, most acutely expressed through their cooperation in Syria in recent years, and how the direction of US policy appears to be evolving in the region. In general, it was observed that the prevailing tensions in the region – with ongoing conflict in Syria and Yemen, the isolation of Qatar amongst many Arab countries, and the deepening rivalry between Iran and other countries – should be viewed through the lens of the lack of communication between officials and non-officials across the spectrum of complex issues.

The US Navy dispatched a destroyer to shadow the vessel; after all, the United States has the Monroe doctrine to enforce. A few weeks prior, Russia sent around a hundred troops to Venezuela. This also provoked a response, albeit rhetorical. Despite these US reactions, Russia continues to play strategic games. Why did the United States respond to these actions in these ways? The transatlantic relationship is undergoing a period of turmoil. President Trump’s unorthodox policies have exacerbated historical sources of mistrust between the U.S. and its European allies. This working paper approaches the transatlantic bond from the perspective of asymmetric trust, a perennial factor in transatlantic security and defence affairs. For Europe, the U.S. remains the ultimate guarantor of security, rendering allies dependent upon Washington’s decisions and goodwill. From the American perspective, the European allies are not crucial in ensuring U.S. national security, but remain a pool of reliable partners, whom Washington can periodically draw upon to pursue its global ambitions. This paper evaluates how mistrust has featured within the asymmetric alliance setting, and places the current friction between the U.S. and Europe within this broader context. Acknowledging the sources of mistrust and managing mutual suspicions are crucial for the sustainability of the alliance in an increasingly competitive international arena.
