Abstract:
Historians of the United States and the world are getting religion, and our understanding of American foreign relations is becoming more rounded and more comprehensive as a result. Religion provides much of the ideological fuel that drives America forward in the world, which is the usual approach historians have taken in examining the religious influence on diplomacy; it has also sometimes provided the actual nuts-and-bolts of diplomacy, intelligence, and military strategy.1 But historians have not always been able to blend these two approaches. Lauren Turek’s To Bring the Good News to All Nations is thus a landmark because it is both a study of cultural ideology and foreign policy. In tying the two together in clear and compelling ways, based on extensive digging in various archives, Turek sheds a huge amount of new light on America’s mission in the last two decades of the Cold War and beyond. Turek uses the concept of “evangelical internationalism” to explore the worldview of American Protestants who were both theologically and politically conservative, and how they came to wield enough power that they were able to help shape U.S. foreign policy from the 1970s into the twenty-first century. As the formerly dominant liberal Protestants faded in numbers and authority, and as the nation was gripped by the cultural revolutions of the 1960s, evangelicals became the vanguard of a new era in American Christianity. Evangelicals replaced liberal Protestants abroad, too, as the mainline churches mostly abandoned the mission field. The effects on U.S. foreign relations were lasting and profound.

When David Anderson, acting as a conduit for editors at the Journal of American History, approached me at a SHAFR meeting in 2007 to write a state-of- the-field essay, I accepted, in part because we were sitting in a bar where I was happily consuming. The offer came with a responsibility to the field. I was serving as an editor of our journal, Diplomatic History, as well as the editor of the digitized version of our bibliography, American Foreign Relations Since 1600: A Guide to the Literature. Because these positions allowed me to survey our vibrant field, accepting the offer seemed natural. And I was honored to be asked to represent us. Did I mention we were drinking? I’m sure that Chris Dietrich accepted the invitation to oversee this next-gen pioneering Companion volume from Peter Coveney, a long-time editorial guru and booster of our field at Wiley-Blackwell, for similar reasons. This, even though there were times when, surrounded by books and articles and reviews that piled up to my shoulders in my office (yes, I read in paper, mostly), I whined, cursed, and, on occasion, wept about the amount of sources. What kept me going was not only how much I learned about the field, including an appreciation for great scholarship written through traditional and new approaches, but both the constancy and transformations over the years, much of it due to pressure from beyond SHAFR that prompted internal reflections. Vigorous debate, searing critiques, sensitive adaptation, and bold adoption of theory and methods had wrought a revolution in the field of U.S. diplomatic history, a moniker itself deemed outmoded.

The world faces twin crises — a global pandemic and rising climate chaos — even as an epochal change in the balance of power unfolds in East Asia. In response to these trends, the United States has doubled down on efforts to contain a rising China and maintain its eroding military dominance in the region. Simultaneously, it has neglected economic engagement and diplomatic cooperation with East Asian nations, thereby undermining its ability to manage the Covid–19 pandemic and the climate change challenge. This failed approach is directly harming the interests of the American people.

Abstract:
We consider how the U.S. news media reports on international affairs. Analyzing ≈40 million news articles published between 2010 and 2020, we explore whether the American news media report differently on various international affairs topics based on partisan leanings. We then analyze ≈25 million articles published by top online news sites to determine whether collective reporting shows disparities between the level of attention afforded major global issues and objective measures of their human costs (e.g. numbers of individuals killed). We find that left- and right-leaning news outlets tend to report on international affairs at similar rates but differ significantly in their likelihood of referencing particular issues. We find further strong evidence that the frequency of reporting on the international issues we study tracks only modestly with their associated human costs. Given evidence U.S. public and policymakers dependence on news reports for foreign affairs information, our findings raise fundamental questions about the influence of these reporting biases.

he method of major/minor trends developed in this report suggests that the roots of apparently surprising future behavior can be found in a close reading of a target state’s history. Using this method, the report outlines three unlikely but plausible alternative futures of India as a strategic actor. The first scenario envisions India as a Hindu-nationalist revisionist power hostile to Pakistan but accommodating of China; in the second, it is a militarily risk-acceptant state that provokes dangerous crises with China; and in the third scenario, India is a staunch competitor to China that achieves some success through partnerships with other U.S. rivals like Russia and Iran. These scenarios are designed not to predict the future but to sensitize U.S. policymakers to possible strategic disruptions. They also serve to highlight risks and tensions in current policy.

The Women, Peace and Security (WPS) agenda is a transformative policy mandate with a global constituency. It provides policymakers with the tools to end cycles of violent conflict, create more equitable peace processes, and promote gender equality on a global, national, and local scale. Passed in October 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) underscores women’s agency, voice, and capacities as intrinsic to creating more effective international peace and security policies. Since 2000, more than 80 countries have adopted Women, Peace and Security National Action Plans and other policies to robustly implement the WPS agenda. In 2017, the US Congress adopted the Women, Peace, and Security Act to incorporate the principle of gender equality into US foreign policy. The two main objectives of the WPS agenda are to 1) increase the representation of women in decision-making positions, and 2) to apply a gender perspective to matters of international peace and security.

India and South Korea, Asia’s third- and fourth-largest economies, respectively, established a Comprehensive Economic Partnership Agreement (CEPA) in 2010 and upgraded their relationship to a special strategic partnership in 2015. South Korean President Moon Jae-in’s “New Southern” policy and Indian Prime Minister Narendra Modi’s “Act East” policy share important objectives and values through which Korea and India can maximize their potential to pursue high tech-oriented, win-win growth. Both countries face the great challenge of diversifying their economic partners in their respective geo-economic domains amid newly emerging international geo-economic dynamics as well as rapidly changing Fourth Industrial Revolution technologies. Given the two countries’ excessive dependence on the Chinese market and potential risks and uncertainties involved in the U.S.-China trade war and related security conflicts, South Korea and India need to deepen bilateral linkages in trade, investment, and cultural contacts. South Korea-India cooperation is crucial in promoting plurilateralism, prosperity, and harmony in East Asia. This paper suggests a specific action agenda to fulfill mutual commitments as entailed in the “Special Strategic Partnership” between these two like-minded countries of South Korea and India.

The U.S.-Azerbaijan relationship remains important to both countries, but it is time to reevaluate and update how they engage with each other. The Second Karabakh War is the most visible of the reasons for such a reassessment, given Azerbaijan’s military successes, Russia’s headline role in securing the November 2020 agreement that halted the fighting, and the need to undertake the extremely difficult work of avoiding a new war and building a peace. But China’s high profile economic, diplomatic, and security activities across Eurasia, coupled with the results of the November 2020 election in the United States, have also significantly altered the diplomatic environment. Lastly, multinational challenges—such as the economic, social, and other ramifications of the COVID-19 pandemic or the realities of climate change—make the need for revaluation, dialogue, and mapping out new directions in the two countries’ relations even more apparent.

On 6 April 1994, the airplane carrying the presidents of Rwanda and Bu- rundi was shot out of the sky over Kigali, Rwanda. Within hours of the crash, Rwanda’s fragile power-sharing agreement negotiated in the 1993 Arusha Peace Accords became history. Fighting erupted in the streets among forces of the Hutu-dominated Rwandan interim government military and the largely Tutsi Rwandan Patriotic Front (RPF). Moderate members of the Hutu opposition and Tutsi political figures and citizens became the first targets for slaughter.

Liberals claim that globalization has led to fragmentation and decentralized networks of power relations. This does not explain how states increasingly “weaponize interdependence” by leveraging global networks of informational and financial exchange for strategic advantage. The theoretical literature on network topography shows how standard models predict that many networks grow asymmetrically so that some nodes are far more connected than others. This model nicely describes several key global economic networks, centering on the United States and a few other states. Highly asymmetric networks allow states with (1) effective jurisdiction over the central economic nodes and (2) appropriate domestic institutions and norms to weaponize these structural advantages for coercive ends. In particular, two mechanisms can be identified. First, states can employ the “panopticon effect” to gather strategically valuable information. Second, they can employ the “chokepoint effect” to deny network access to adversaries. Tests of the plausibility of these arguments across two extended case studies that provide variation both in the extent of U.S. jurisdiction and in the presence of domestic institutions—the SWIFT financial messaging system and the internet—confirm the framework's expectations. A better understanding of the policy implications of the use and potential overuse of these tools, as well as the response strategies of targeted states, will recast scholarly debates on the relationship between economic globalization and state coercion.

The liberal international order, erected after the Cold War, was crumbling by 2019. It was flawed from the start and thus destined to fail. The spread of liberal democracy around the globe—essential for building that order—faced strong resistance because of nationalism, which emphasizes self-determination. Some targeted states also resisted U.S. efforts to promote liberal democracy for security-related reasons. Additionally, problems arose because a liberal order calls for states to delegate substantial decisionmaking authority to international institutions and to allow refugees and immigrants to move easily across borders. Modern nation-states privilege sovereignty and national identity, however, which guarantees trouble when institutions become powerful and borders porous. Furthermore, the hyperglobalization that is integral to the liberal order creates economic problems among the lower and middle classes within the liberal democracies, fueling a backlash against that order. Finally, the liberal order accelerated China's rise, which helped transform the system from unipolar to multipolar. A liberal international order is possible only in unipolarity. The new multipolar world will feature three realist orders: a thin international order that facilitates cooperation, and two bounded orders—one dominated by China, the other by the United States—poised for waging security competition between them.

23. A Flawed Framework: Why the Liberal International Order Concept Is Misguided

Well before President Donald Trump began rhetorically attacking U.S. allies and the open international trading system, policy analysts worried about challenges to the liberal international order (LIO). A more fundamental issue, however, has received little attention: the analytic value of framing U.S. security in terms of the LIO. Systematic examination shows that this framing creates far more confusion than insight. Even worse, the LIO framing could lead the United States to adopt overly competitive policies and unnecessarily resist change in the face of China's growing power. The “LIO concept”—the logics that proponents identify as underpinning the LIO—is focused inward, leaving it ill equipped to address interactions between members of the LIO and states that lie outside the LIO. In addition, the LIO concept suffers theoretical flaws that further undermine its explanatory value. The behavior that the LIO concept claims to explain—including cooperation under anarchy, effective Western balancing against the Soviet Union, the Cold War peace, and the lack of balancing against the United States following the Cold War—is better explained by other theories, most importantly, defensive realism. Analysis of U.S. international policy would be improved by dropping the LIO terminology entirely and reframing analysis in terms of grand strategy.

The evolution of the nuclear market explains why there are only nine members of the nuclear club, not twenty-five or more, as some analysts predicted. In the absence of a supplier cartel that can regulate nuclear transfers, the more suppliers there are, the more intense their competition will be, as they vie for market share. This commercial rivalry makes it easier for nuclear technology to spread, because buyers can play suppliers off against each other. The ensuing transfers help countries either acquire nuclear weapons or become hedgers. The great powers (China, Russia, and the United States) seek to thwart proliferation by limiting transfers and putting safeguards on potentially dangerous nuclear technologies. Their success depends on two structural factors: the global distribution of power and the intensity of the security rivalry among them. Thwarters are most likely to stem proliferation when the system is unipolar and least likely when it is multipolar. In bipolarity, their prospects fall somewhere in between. In addition, the more intense the rivalry among the great powers in bipolarity and multipolarity, the less effective they will be at curbing proliferation. The crisis in Ukraine has turned the tables of the post-Cold War relationship between the United States and Russia. The ongoing transformation can result in a number of outcomes, which can be conceived in terms of scenarios of normalisation, escalation and 'cold peace' - the latter two scenarios being much more probable than the first. NATO ought to shore up its defences in Central and Eastern Europe while Washington and its allies engage in a comprehensive political strategy of 'new containment'. This means combining political and economic stabilisation of the transatlantic area with credible offers of benefits to partners in the East and pragmatic relations with Russia which are neither instrumentalised (as was the case with the 'reset') nor naïvely conceived as a 'partnership'.

Freedman\'s edited volume, Israel and the United States: Six Decades of U.S.-Israeli Relations, is a compilation of an interesting assortment of essays by Israeli and American scholars from various fields, contending with different aspects of a complicated and multilayered relationship that comprises not only diplomatic and economic links, but also religious, legal, military and strategic connections as well as common beliefs. The first section of the book articulates the political ties between the United States and Israel since 1948. It contends with U.S.-Israeli diplomatic relations, an enquiry of the progression of the pro-Israeli lobby in the United States, and an analysis of the evolution of U.S. public attitudes toward Israel. David Makovsky\'s essay, which deals with the U.S. and the Arab–Israeli conflict, emphasizes that the U.S.\'s relationship with Israel and the Arab world is not a zero-sum game and that the United States can maintain good ties with both sides. The essay reiterates that Israel has been an asset for the United States rather than a liability, which has been suggested by the likes of John Mearsheimer and Stephen Walt. Robert Freedman, in contending with the policies of George Bush and Barack Obama towards the Arab-Israeli conflict, brings to the fore the similarities in their approaches as well as the significant differences, with the former pursuing an episodic approach while the latter has adopted a more continuous line. In his essay on the pro-Israeli lobby in the United States, Dov Waxman discusses the ruptures and fissures that have emerged within the lobby and concludes that there is no single organization that can persuasively claim to exemplify the vast majority of American Jews; as such, its clout/influence is expected to wane. Amnon Cavari\'s essay deconstructs the shifting trends in American support for Israel, contending that a decline in support among college-educated Americans along with an upsurge in support among evangelical Christians could weaken bipartisan backing for Israel.

Russia has reverted to its traditional position as a Eurasian power sitting between the East and the West, and it is tilting toward China in the face of political and economic pressure from the United States and Europe. This does not presage a new Sino-Russian bloc, but the epoch of post-communist Russia's integration with the West is over. According to mainstream functionalist theories of international law and relations, international organizations are vehicles of states, tied to their masters by meticulous legal instructions. As Jan Klabbers recently pointed out in this journal,1 functionalism was based on the idea of establishing peace by channelling international relations into the purportedly technical, a-political realm of international organizations. Research of the last couple of decades has profoundly rebutted the assumption that international organizations are a-political. They have been discovered, among others, to serve as platforms for the formation of epistemic communities, as agorae for political deliberation and contestation or to use their bureaucratic potential and the flexibility of their mandates to establish a degree of independence from their principals. The book by Tana Johnson, professor of political science at Duke University, adds another important perspective that has not been explored so far. She turns our attention to the fact that institutional design might matter for the international organization’s independence from member states. As chief witness for her thesis, she summons the Intergovernmental Panel on Climate Change (IPCC). Originally a brainchild of the US government, it is today a fairly independent institution fallen from grace with its master. Johnson argues that it owes its independence to the influence of international bureaucracies – that is, staff of other international organizations, upon the process that led to its establishment. The thesis puts the spotlight on the fact that a majority of new international organizations that saw the light of the day during the last decades was fostered by pre-existing international organizations.

Does neorealism offer a convincing account of great power balancing behavior? Many scholars argue that it does not. This conclusion rests on a misunderstanding of neorealist theory and an erroneous reading of the evidence. Properly specified, neorealism holds that great powers place an overriding emphasis on the need for self-help. This means that they rely relentlessly both on arming and on imitating the successful military practices of their peers to ensure their security. At the same time, they rarely resort to alliances and treat them with skepticism. There is abundant historical evidence to support these claims. Since 1816, great powers have routinely achieved an effective balance in military capabilities with their relevant competitors and promptly copied the major military innovations of the period. Case studies show that these outcomes are the product of states' efforts to ensure security against increasingly capable rivals. Meanwhile, the diplomatic record yields almost no examples of firm peacetime balancing coalitions over the past 200 years. When alliances have formed, great powers have generally doubted the reliability of their allies and of their opponents' allies. Thus neorealism provides a solid foundation for explaining great power balancing behavior.

Neorealism is one of the most influential theories of international relations, and its first theorist, Kenneth Waltz, a giant of the discipline. But why did Waltz move from a rather traditional form of classical realist political theory in the 1950s to neorealism in the 1970s? A possible answer is that Waltz's Theory of International Politics was his attempt to reconceive classical realism in a liberal form. Classical realism paid a great deal of attention to decisionmaking and statesmanship, and concomitantly asserted a nostalgic, anti-liberal political ideology. Neorealism, by contrast, dismissed the issue of foreign policymaking and decisionmaking. This shift reflected Waltz's desire to reconcile his acceptance of classical realism's tenets with his political commitment to liberalism. To do so, Waltz incorporated cybernetics and systems theory into Theory of International Politics, which allowed him to develop a theory of international relations no longer burdened with the problem of decisionmaking.

What is the relationship between the doctrine of Tony Blair and America's invasion of Iraq? This paper tries to answer this question. So, it looks at the American invasion of Iraq and the British response, and argues that Brain always prevails over brawn. United States was and still is a hard power. Britain plays a soft power role in international relations. Britain usually uses the American strength and resources for the benefit of Britain. When the British describe their relations with the United States as "special," they mean that they have the power to influence and direct US foreign policy. For an understanding of the international politics, we must concentrate on Anglo-Saxon "interdependency" through the "special relationship" which often exists between British Prime Ministers and US Presidents. Winston Churchill, British Prime Minister of the 1940s, Harold Macmillan in the 1960s, Margaret Thatcher in the 1980s and Tony Blair in the 2000s, all had special relationships with their US counterparts. While not always the case, the relationship between Tony Blair, British Prime Minster, and George Bush, American President, was beneficial to British interest and Blair's doctrine of International Community declared in 1999. it is imperative not only to understand international politics, but also to react properly to international politics. As it has been proven in the Iraq case, Tony Blair manipulated US foreign policy during the George Bush presidency.

On December 16, 2013, Prince Turki bin Faisal Al Saud, Saudi Arabia's powerful former intelligence chief, gave an interview to the Wall Street Journal. He was speaking out after a turbulent four months in Middle East and Persian Gulf diplomacy, diplomacy that culminated in an interim nuclear deal between Iran and the major powers. The effectiveness of U.S. civilian assistance to Pakistan depends on sustained funding commitments from the United States and sustained commitment to economic and institutional reform from Pakistan. Weak public institutions and poor governance have greatly impeded Pakistan's development. U.S. assistance should focus on strengthening institutions systemically. Direct assistance to the Pakistani government—through financing that supports specific reform programs and policy initiatives and cash-on-delivery mechanisms that offer assistance after agreed performance criteria are met—could incentivize Pakistani public institutions to improve service delivery. Pakistan's devolution of authority to the provinces offers an opportunity for well-targeted and cost-effective initiatives to incentivize improvements in provincial public service delivery in such areas as basic education, health and policing.

The United States currently maintains formal diplomatic relations with all but five United Nations member-states. In addition to these five countries, there are states—including Venezuela—with which U.S. relations continue to be strained. In most such relationships, cooperation across societies is challenging, hampered by seemingly insurmountable political differences between governments. When official cooperation at the higher levels of government proves infeasible, it is often in the interest of both countries to pursue alternative, more informal approaches, sometimes referred to as "Track II diplomacy." Such forms of diplomacy allow for exchanges of people and ideas to build confidence between the two sides. This article seeks to systematise and advance the theoretical debate on the causes and conditions for the privatisation of security. Drawing on previous research on private military and security companies (PMSCs) and theories from International Relations and Comparative Politics, it reconstructs functionalist, political-instrumentalist and ideationist explanations for why and under what conditions even 'strong' and democratic Organisation for Economic Co-operation and Development states (extensively) use PMSCs. An analysis of inter-temporal and cross-national (United States, British, German and French) patterns of security privatisation indicates that all the three theoretical models point out causes and conditions that are relevant for a comprehensive explanation, but none is sufficient alone. Therefore, the article uses both the models and the empirical evidence to propose a synthetic perspective, which treats different explanatory conditions and logics as complementary, rather than rival. Going beyond the atheoretical conclusion that a multitude of disconnected factors are in some way relevant for a comprehensive explanation of security privatisation, I develop a thin and a thick synthesis that rely on a domain-of-application approach and sequencing, respectively. The thin synthesis spells out how different explanatory factors operate in specific domains, whereas the thick synthesis elaborates how different conditions and mechanisms apply to different phases of security privatisation and how they interrelate.

Special envoys or representatives (SE/SRs) have been used by nearly every administration to address high-stakes conflicts. They are most useful when a conflict situation is of major importance to the United States, has strong regional as well as bilateral aspects, and exceeds the State Department's capacity to address it. To be effective, an SE/SR must be recognizably empowered by the president and the secretary of state, have clear mandates, and enjoy a degree of latitude beyond normal bureaucratic restrictions. While the secretary of state needs to be actively engaged in the conflict resolution process, the envoy should be sufficiently empowered to ensure that the secretary's interventions are strategic. Chemistry matters: in minimizing tensions between the SE/SR and the relevant State Department regional bureau and with ambassadors in the field, in overcoming State- White House rivalries over policy control, and in mobilizing support of allies. There are no “cookie cutter” solutions to overlapping responsibilities and the envoy's need for staff and resources; rather, mutual respect and flexibility are key. Senior State Department officials have the required skills for assignments as SE/SRs. Enhancing the department's resources and reinforcing the ranks of senior department posi¬tions would increase such appointments and the department's capacity to support them.

China has gone global, but most China experts in the American academic community have gone local, moving in the opposite direction. As Shambaugh has observed rightly, 'big picture' books on China in the United States have been written by virtually anyone but China scholars. A crucial reason for this academic trend is the current obsession with theories and methods in the social sciences departments, which has changed the incentive structure for scholars who compete for employment, promotion, recognition, and funding. Moreover, given the increasingly complex nature of China's greater presence in the world on so many dimensions, it is also the case that a new generation of scholars trained to be specialized in narrow research topics would arguably find it difficult to write a big book even if they want to. As guilty as many others, this reviewer also encourages his own students to follow a narrow path out of fear that they would otherwise be placed at a competitive disadvantage even though he shares the same concern with Shambaugh.

Abstract:
Today, there is much talk about the 'American pivot' back to Southeast Asia, and the role that America continues to play in terms of the geo-strategic relations between the countries in the region. That America has been a player in Southeast Asian affairs is well-known, as America's presence in countries like Indonesia, Thailand, the Philippines and Vietnam has been well documented since the Cold War. However, there has been less scholarship devoted to America's role in Southeast Asia prior to the 20th century, lending the impression that the United States is a latecomer as far as Southeast Asian affairs is concerned.

U.S. administrations and officials are consistently caught flat-footed by the increasing assertiveness of the People's Republic of China (PRC) over disputed territories in the East China and South China Seas. This assertiveness is strident, yet controlled. Beijing's objectives in the region, with respect to maritime issues in particular, have been apparent for several decades. While the United States is well aware of the PRC's "talk and take" approach—speaking the language of negotiation while extending de facto control over disputed areas—U.S. policy has been tactical and responsive rather than strategic and preemptive, thus allowing China to control the pace and nature of escalation in executing talk and take.

Why is now the right moment to commission a poll on the US public's views toward Cuba and US-Cuba relations? Why is a new, nonpartisan Latin America center reaching out to grab the third rail of Latin American foreign policy in the United States? Both good questions. Sometimes in foreign policy, structural impediments or stark policy differences will stymie progress in a certain area. Relations with China could not proceed until the United States recognized a “one China” policy that forever downgraded US relations with Taiwan. An activist foreign policy with Africa was impossible until the United States denounced apartheid.

Tensions in the South China Sea have continued to build over the last year, with the Philippines submitting its evidence against Chinese claims to an arbitration tribunal, Beijing parking an oil rig in waters claimed by Vietnam, and Malaysia growing increasingly anxious about Chinese displays of sovereignty at the disputed James Shoal. These and other developments underscore just how critical managing tensions in the South China Sea are, for the region and for the United States.

The United States currently maintains formal diplomatic relations with all but five United Nations member-states. In addition to these five countries, there are states—including Venezuela—with which U.S. relations continue to be strained. In most such relationships, cooperation across societies is challenging, hampered by seemingly insurmountable political differences between governments. When official cooperation at the higher levels of government proves infeasible, it is often in the interest of both countries to pursue alternative, more informal approaches, sometimes referred to as "Track II diplomacy" Such forms of diplomacy allow for exchanges of people and ideas to build confidence between the two sides. Ideally, the modest gains in trust from Track II diplomacy will translate into a broader opening for political rapprochement.

In Winning the War on War, for example, Joshua Goldstein lauds the recent successes of the peacemaking community in countries such as Sierra Leone, Liberia, and Ivory Coast. In The Better Angels of Our Nature, Steven Pinker writes that not only war but violence in general has become much less common, as the civilizing forces of literacy and modern government have tempered our baser instincts and allowed our "better angels" to prevail.

The conclusion of the U.S.-led "surge" of 2009 onward and the closure of provincial recon¬struction teams and other local civil-military installations have affected how aid is delivered in Afghanistan's more remote and contested areas. The time is ripe for a recalibration of donor approaches to local governance and development in areas previously targeted by the surge. Specifically, foreign stakeholders should reexamine three central principles of their previous subnational governance strategy. First, donors should revise their conception of assisting service delivery from the previous approach, which often emphasized providing maximal inputs in a fragmented way, to a more restrained vision that stresses predictability and reliability and acknowledges the interlinked nature of politics, justice, and sectoral services in the eyes of the local population. Second, donors should reframe their goal of establishing linkages between the Afghan govern¬ment and population by acknowledging that the main obstacles to improving center-periph¬ery communication and execution are often political and structural rather than technical. Third, donors should revise the way they define, discuss, and measure local governance prog¬ress in contested areas, away from favoring snapshots of inputs and perceptions and toward capturing longer-term changes on the ground in processes, structures, and incentives. The coming political and development aid transition provides an overdue opportunity for Afghan governance priorities to come to the fore. At the same time, the ever growing chasm between Kabul's deliberations on the one hand and local governance as experienced in more remote, insurgency-wracked areas on the other presents renewed risks. In the short term, donors let the air out of the aid bubble carefully. In the long term, resolving Afghanistan's local governance challenges continues to demand sustained commitment and systematic execution.

Abstract:
In 2012, the University of Chicago Press published a special fiftieth anniversary edition of Thomas Kuhn?s influential book, The Structure of Scientific Revolutions. Kuhn, who died of lung cancer in 1996, was a physicist trained at Harvard University and is best known for his work on the history and philosophy of science. His interpretation of the evolution of science and the concept of "paradigm change? have had a major impact on our understanding of intellectual life, both in the physical sciences and in the social sciences. This paper briefly reviews Kuhn?s approach, and then applies it to an analysis of the current state of International Relations theory in a critique of Realism. My argument is that Realism, as what Kuhn would call "normal science? in International Relations theory, is in crisis because of its inability to explain a growing number of anomalies, which in turn can be better explained by a different paradigm, Cooperative Security.
