Abstract:: Istanbul Journal of Economics-İstanbul İktisat Dergisi is an open access, peer-reviewed, scholarly journal published two times a year in June and December. It has been an official publication of Istanbul University Faculty of Economics since 1939. The manuscripts submitted for publication in the journal must be scientific and original work in Turkish or English. Being one of the earliest peer-reviewed academic journals in Turkey in the area of economics, Istanbul Journal of Economics-İstanbul İktisat Dergisi aims to provide a forum for exploring issues in basicly economics and publish both disciplinary and multidisciplinary articles. Economics is the main scope of the journal. However, multidisciplinary and comparative approaches are encouraged as well and articles from various social science areas such as sociology of economics, history, social policy, international relations, financial studies are welcomed in this regard. The target group of the journal consists of academicians, researchers, professionals, students, related professional and academic bodies and institutions.

Abstract:: In February 2020, the editors of this volume organized a POMEPS workshop that explored the origins of the disciplinary divide between the study of Africa and the Middle East, examining issues that span both regions (i.e., cross-border conflict, Islamist politics, social movements and national identity, and Gulf interventionism.) In February 2021, we convened another workshop, sponsored by POMEPS and the newly-founded Program on African Social Research (PASR, pronounced Pasiri) centered on racial formations and racialization across the two regions. Both workshops centered around the need for a genuinely transregional scholarship, one which rejects artificial divisions between ostensibly autonomous regions while also taking seriously the distinctive historical trajectories and local configurations of power which define national and subregional specificities. The workshop brought together nearly two dozen scholars from across multiple disciplines to explore the historical and contemporary politics of racial formation across Africa and the Middle East.

4. The Battle for the Soul of Islam

Abstract:: It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

Abstract:: Turkey is strengthening its role in the Middle East as the main political patron of the Palestinians. Turkish policy towards Palestine is reinforced by the tensions in relations with Israel, the country’s desire to be a world leader of Islam, and the growing rift between the Palestinians and their Arab allies. Turkey will use its involvement in Palestinian affairs in its regional rivalries. Opposition to Israeli-Arab normalisation and close ties with Hamas will diminish Turkey’s relations with the U.S.

11. Comparing the Governance of Islam in Turkey and Indonesia: Diyanet and the Ministry of Religious Affairs

Abstract:: In spite of their overwhelmingly Muslim populations, Indonesia and Turkey are formally secular states though of different kind. However, both allocate a surprisingly high proportion of the state budget to the administration of Islam, considerably higher than most countries where Islam is the state religion. In Turkey during the years 1950-2000 and in Indonesia during the New Order period (1966-1998), the state invested heavily in the education of “enlightened” religious personnel and the dissemination of religious views that were compatible with the drive for modernisation and development. Turkey’s Directorate for Religious Affairs (Diyanet) controls a huge bureaucracy through which the state interacts with the pious conservative part of the population. Schools for the training of prayer leaders addressed the needs of the same segment of the population and were intended to facilitate the integration of these conservatives into the project of secular modernisation. However, these institutions had the unforeseen effect of enabling the social mobility of once marginalised conservatives, allowing them to gradually gain control of part of the state apparatus. Mutatis mutandis, very similar developments can be observed in Indonesia, where the Ministry of Religious Affairs (MORA) and the Council of Islamic Scholars (MUI) were expected to provide development-friendly religious guidance and prevent undesirable expressions of religiosity. After the fall of the Suharto regime, the MUI made itself independent of the government and instead became a vehicle through which various conservative religious groups strove to influence government policies, with various degrees of success.

Abstract:: Modern constitutional and political concepts, in a broad sense, represent an expressed codification of the elements of value that structure the relevant society or the particular group that tries to project or channel them through the existing order. The secularism vs. Islamism dichotomy is a part of such a conceptual framework. The author elaborates and compares both ultimate constitutional and political designs, specifying them through the example of Turkey and Iran, as well as to shows the basic characteristics through the prism of their political legitimacy, the organization of power, the human rights and freedoms, as well as the possibility of political activism. The thesis that the author notes develop in the direction of a warning that the extremes contained in the constitutional provisions in the vividly ideologically divided societies can be a source of conflict and/or can generate instability or suffocation of the pluralism in the political arena.

13. Turkey's Transition to an Immigration Country: A Paradigm Shift

Abstract:: This article argues that Turkey is going through a paradigm transition regarding its migration characteristics and has changed from an emigration to an immigration country. It briefly reviews the history of immigration of mostly ethnic Turks or other Muslims to Turkey, but then concentrates on contemporary non-Turkic and non-Muslim immigrants. In the first part, it distinguishes between flows of travelers and migrants and stock of immigrants. Notably, it illustrates national diversity, assesses the quantitative level of immigration to Turkey, including estimates on irregular immigration, and addresses the geographic dispersal of immigrants across the country. In the second part, it analyzes the macro-level economic, political and social factors and discrepancies between Turkey, its neighbors and other countries in the wider region, which represent the structural determinants of migration. It concludes that immigration to Turkey is still comparably low but that due to macro-level factors, it could grow. In order to develop adequate policy responses, more research must be done.

Abstract:: Muslims in Modern Turkey: Kemalism, Modernism and the Revolt of the Islamic Intellectuals presents a comprehensive overview of contemporary Turkish intellectuals' thoughts on Kemalist ideology. With a selection of six intellectuals, the first chapter gives an overview of the Kemalist ideology and its sociocultural impact on both the private and public spheres in the newly-formed Turkish state. In the second, third and fourth chapters, more details are given about the lives and thoughts of the selected intellectuals, followed by a comparison with their counterparts in the Arab/Muslim world and the old Islamic intellectuals in Turkey. Overall, the book compiles the views of Islamic intellectuals regarding the secularization process in Turkey since the conception of the state; however, the book has weaknesses that prevent the ignition of the reader's curiosity and leaves one wondering what the author intended to contribute to existing literature.

Abstract:: The relationship between Islam and foreign policy has become the subject of a number of volumes in recent years as scholars seek to understand the role that political Islam plays in determining foreign policy. This is more often than not accompanied by the assumption that Islam is fundamentally incompatible with modernity. Turkey, with its complex history of modernity and the transition from its Ottoman past, remains an interesting case for the study of the causal relationship between the construction of a modern nation state, secular identity and nationalized foreign policy. The rediscovery of Turkey's regional interests and affinities from the 'Balkans to Western China' – areas that had been largely absent from Turkish foreign policy debates since the foundation of the Republic – have emphasized the significance of the state's internal evolution in determining its external policy. In her book, Turkey Facing East: Islam, Modernity and Foreign Policy, Ayla Gol critically analyzes Turkey's engagement with modernity in the course of its transformation from the Ottoman structure into a modern nation state in order to understand Turkey's foreign policy towards its eastern neighbours between 1918 and 1921. This is a clear and important departure from studies that tend to examine this transition period in terms of Turkey's engagement with the West.

Abstract:: The rise of the Islamic State in Iraq and the Levant (ISIL) has created an area where Turkish and Kurdish interests overlap: both parties are thoroughly alarmed at ISIL\'s expansion. However, delicate and sensitive cooperation against ISIL has to take place in the broader context of the complicated and evolving Kurdish-Turkish relationship. While Turkey develops its response to the ISIL threat and the Syrian crisis, it is also managing Kurdish relations as part of its effort to redefine the Turkish state and Turkish national identity. On their side, the Kurdish leaders — especially the Kurdistan Regional Government (KRG) in Iraq — are compelled to deal with a complex and sometimes competing array of Kurdish organizational alliances and interests that cross international borders, while trying to deepen their relations with Ankara. Despite the complicated nature of the situation, there are reasons to be hopeful.

Abstract:: The “Promulgation of Freedom” on 23 July 1908 paved the way to the Second Constitutional Period. A clear ideological change occurred in this 10 years period that lasted in 1918. This shift in ideology was a transition from “Islamic-Turkish Synthesis” of Abdülhamid II’s reign to the “Turkish-Islamic Synthesis.” The Committee of Union and Progress could have put into practice “Turkish nationalism” or “militant secularism” as the Republican People’s Party did after 1924 when they took the power after the coup of 23 January 1913. However the Balkan Wars and the World War I enforced them to postpone their will. On the contrary they made use of Islam as a unifying and mobilizing source of power and tried to build Turkish identity between the lines in the education system. That is why, as a result of these circumstances, “Militarist nationalism” and “Militarist Turkish-Islamic Synthesis” came into agenda in the Second Constitutional Period.

Abstract:: Interest in Turkey and its foreign and security policies has grown significantly in the political and scholarly circles in the world, especially since the Justice and Development Party (Adalet ve Kalkınma Partisi – AKP) came to power with the November 2002 elections. The AKP's electoral success continued in the subsequent elections in 2007 and 2011 with an increasing percentage of votes, which was unprecedented in the history of the Turkish Republic. One particular reason why Turkey attracted much attention in the world was because, in its first years in power, the AKP was easily categorized, both in the media and in academia, mainly in the West, as an “Islamic” party with a hidden agenda that aimed at drifting Turkey away from its mainstream foreign and security policies that have long been anchored in the Western alliance, thereby turning Turkey's face toward the Middle East and the Islamic world beyond it.

Its 'strength' comes from the fact it could trace the sheiks of the order as far back as to the Prophet of Islam through his companion Abu Bakr. The silsila (the chain of transmission) of the order also contains some very important figures in Islamic history, like Salman al-Farisi and Bayazid al-Bistami. Despite the importance of the order and its worldwide expansion, the published works on the subject could fill only a small shelf. The order also has a great number of followers in Turkey, including some prominent political figures. Since Shah Bahauddin Naqshband, the founder of the order, the succeeding sheiks of the Naqshbandiyya tarikat (religious order) have currently been handed to Sheikh Nazim al-Kibrisi al-Haqqani, a Turkish Cypriot. The Sheikh has been given the task of expanding the order to the West, and as a result of arduous efforts he has been able to establish some centers in various European and American cities, with the biggest one being in London. Author Tayfun Atay studied this center for his Ph.D. thesis submitted to London University.

Abstract:: The Turkish model deemed most relevant to 2011-12 post-Mubarak Egypt was the Islamist-led transformation of the polity and economy that occurred following the rise to power of the Justice and Development Party (AKP) in the 2002 general election. As it transpired, this version of the Turkish model lasted but one year before another took its place. That model was the political project of the Turkish military that seized power in September 1980. This thirty-one year old Turkish model of a constitutionally empowered executive body, controlled by the military appears to have trumped the contemporary, Islamist one in Egypt. But the Turkish military coup of 1980 unwittingly and unintentionally laid the groundwork for the transition that ultimately swept it from power and its leaders into jail. The pertinent question then is will Egypt's civilian political and economic actors be similarly and sufficiently astute to exploit the opportunities they inevitably will have even under military rule? Egyptian political forces will inevitably mount serious challenges as they did in Turkey. In Egypt, however, the domestic and regional political and economic contexts are so different from those in Turkey that the outcome of the struggle for power between civilians and the military are likely to deviate substantially from this Turkish model.

However, parliament's vote did not entail Turkey's officially joining the coalition. After the recent deal-details yet to be revealed-to bring home over 40 hostages IS had taken from Turkey's consulate in Mosul, Iraq, in June 2014, pressure increased for Turkey to take military steps in the anti-IS fight. A factor increasing the possibility of military action is Turkish special operations forces' guarding the tomb of Suleyman Shah, a Turkish enclave in Syria reported to be increasingly surrounded by IS. Though there is almost universal animus toward IS in the region, there is also nearly uniform resistance to Turkey's perceived unilateral military involvement in Syria and Iraq, outside the framework of the anti-IS coalition. Turkey's next moves may cause more conflict than benefit in the anti-IS fight. Indeed, the political landscape for Turkey's moves at home and abroad remains extraordinarily complex.

Abstract:: Until a few years ago, the relationship between Washington, DC, and Ankara, Turkey, was perennially troubled and occasionally terrible. Turks strongly opposed the U.S. 2003 invasion of Iraq and have subsequently complained that the Pentagon was allowing Iraqi Kurds too much autonomy, leading to deteriorating security along the Iraq-Turkey border. Disagreements over how to respond to Iran's nuclear program, U.S. suspicions regarding Turkey's outreach efforts to Iran and Syria, and differences over Armenia, Palestinians, and the Black Sea further strained ties and contributed to further anti Americanism in Turkey. Now Turkey is seen as responding to its local challenges by moving closer to the West, leading to the advent of a “Golden Era” in Turkish U.S. relations. Barack Obama has called the U.S.-Turkish relationship a “model partnership” and Turkey “a critical ally.” Explanations abound as to why U.S.-Turkey ties have improved during the last few years. The U.S. military withdrawal from Iraq removed a source of tension and gave Turkey a greater incentive to cooperate with Washington to influence developments in Iraq. Furthermore, the Arab Awakening led both countries to partner in support of the positive agenda of promoting democracy and security in the Middle East. Americans and Turks both want to see democratic secular governments in the region rather than religiously sanctioned authoritarian ones. Setbacks in Turkey's reconciliation efforts with Syria, Iran, and other countries led Ankara to realize that having good relations with the United States helps it achieve core goals in the Middle East and beyond. Even though Turkey's role as a provider of security and stability in the region is weakened as a result of the recent developments in Syria and the ensuing negative consequences in its relations to other countries, Turkey has the capacity to recover and resume its position. Partnering with the United States is not always ideal, but recent setbacks have persuaded Turkey's leaders that they need to backstop their new economic strength and cultural attractiveness with the kind of hard power that is most readily available to the United States. For a partnership between Turkey and the United States to endure, however, Turkey must adopt more of a collective transatlantic perspective, crack down harder on terrorist activities, and resolve a domestic democratic deficit. At the same time, Europeans should show more flexibility meeting Turkey's security concerns regarding the European Union, while the United States should adopt a more proactive policy toward resolving potential sources of tensions between Ankara and Washington that could significantly worsen at any time.

Abstract:: The current peace process regarding Turkey's Kurdish question could pave the way for the normalization of politics and democratization in Turkey if the existing opportunities are not missed. The major actors that represent the Kurdish left in Turkey, the PKK and the HDP (formerly BDP), are all equally significant parts of the peace process. The HDP in particular has the potential to turn into a constructive actor for Turkey's democratization in the near future. This article argues that the Kurdish left of the democratic, parliamentary stage, lately the HDP, could contribute to Turkey's democratization if it can fulfill the libertarian left policy space in Turkish politics, which has long been abandoned by all existing political parties.

Abstract:: Populists argue that Islamic immigrants are fundamentally different from Europeans. As evidence, they point to notions of religious and cultural identity. Such arguments have popular resonance. As more mainstream politicians pick up on these themes, they begin to take on an air of common sense. Nevertheless, they are mistaken. Europe has a long track record of reconciling competing identities. This has happened by focusing on patterns of interaction (solidarity) rather than obvious indicators of distinctiveness. Using the examples of the Netherlands and Turkey, this article illustrates the wide spectrum of European approaches to the challenge of getting different groups to share the same geographic space.

34. Crying "Wolf": Why Turkish Fears Need Not Block Kurdish Reform

Abstract:: Negotiations underway since late 2012 between Turkey's government and the Kurdistan Workers' Party (PKK) are stalling. A ceasefire announced on 23 March 2013 remains precarious, as maximalist rhetoric gains renewed traction on both sides. While the PKK should be doing more to persuade Ankara that it wants a compromise peace, the government has a critical responsibility to fully address the longstanding democratic grievances of Turkey's Kurds. One reason it frequently gives for its hesitation is fear of a nationalist backlash. In fact, the peace process has already demonstrated how willing mainstream Turks would be to accept steps towards democratisation. A much bigger risk for the ruling Justice and Development Party (AKP), as it heads into a two-year cycle of local, presidential and parliamentary elections, would be if the three-decade-old conflict plunges into a new cycle of violence.

Abstract:: Turkey's ruling Justice and Development Party (AKP) has witnessed economic success and launched major reforms, in particular writing a new constitution, negotiating with the Kurdistan Workers' Party, passing four judicial reform packages, and installing an ombudsman. In sharp contrast, the AKP's exclusive reliance on its election victories for legitimacy and increasingly authoritarian practices in the fields of freedom of cultural expression and coexistence of different lifestyles are at odds with its stated objective of establishing an advanced democracy. Popular discontent with these practices and unending restrictions on media freedom resulted in major protests in May and June 2013.

Abstract:: The construction of identity is one of the determinant factors in constructing a valid individual and social world, for identities are constructed both individually and socially. Identities through the demarcation of political boundaries the internalization of the essential dissimilarity of the other is created and the theoretical underpinning of actual practices is formulated. After the end of the cold war the South Caucasus emerged as a key region in the geopolitical contest among regional and global powers. The South Caucasus states of Armenia, Azerbaijan and Georgia are constantly performing a balancing act in their relations with the U.S., Russia, Turkey and Iran. Armenia has developed strong political and economic ties with Iran in order to counter the Turkish-Azerbaijani axis. Azerbaijan seeks to reinforce its links with the West, especially the U.S., as its main extraregional source of diplomatic and economic support, while it remains cautious towards both Russian and Iranian ambitions in the region. Especially after the 2008 war with Russia and the loss of its provinces of Abkhazia and South Ossetia, Georgia has reinforced its links to Western powers and structures while strengthening its ties with Turkey. Both Turkey and Iran are trying to increase their influence in the region, while promoting their national interests in the international arena.

Abstract:: Turkey is the newest country to intervene in Somalia and its involvement has produced some positive results. Prime Minister Recep Tayyip Erdoğan's courageous visit to Mogadishu in August 2011 at the height of the famine and his decision to open an embassy gave fresh impetus to efforts to establish lasting peace. Widespread Somali gratitude for Turkish humanitarian endeavours and the country's status as a Muslim and democratic state established Turkey as a welcome partner. Ankara has signalled it is in for the long haul. However, it must tread prudently, eschew unilateralism and learn lessons to avoid another failed international intervention. Over twenty years, many states and entities have tried to bring relief and secure peace in Somalia, often leaving behind a situation messier than that which they found. Ankara must appreciate it alone cannot solve the country's many challenges, but must secure the support and cooperation of both the Somali people and international community. Trying to go solo could backfire, hamper ongoing efforts and lose the immense good-will it has accumulated.

Abstract:: This article examines the trajectory of Islamism as a modern phenomenon. It demonstrates that, having evolved under the influence of myriad political, intellectual and historical developments of the past two hundred years, the concept is still surrounded by various debates, movements, acts of violence, ideologies, policies and positions. Islamism also continues to be a significant element in Turkey's political and intellectual life as well. The article then engages several critical questions. Has Islamism reached its end? Is a new type of Islamism emerging? Is post-Islamism on the horizon. In response, the article argues that Islamism's diversification–as opposed to its end–leads the movement to survive as pluralities that result from structural changes stemming from global and plural modernities' interaction with societies. In line with social and political organizations' pursuit of violence, poverty, challenge, reconciliation and alliance, Islamism too is being plurally reconstructed.

Abstract:: This article examines Islamism in its historical trajectory as well as its current standing and likely evolution. After pointing out to the problems stemming from the lack of an agreed-upon definition, the article presents a definition that constitutes the basis of analysis. It identifies three generations of Islamists and evaluates them by using three criteria: the framework of reference, political themetendency, and leadership profile. The article presents a self-criticism of the second generation Islamists, of which the author is also a member, and identifies areas in which the third generation Islamists have faced a serious test. The paper then turns to discuss the experience of the AK Party in Turkey, focusing on the debate on whether it is an Islamist movement. Next, the article seeks to drive an analytical distinction between Islamism and theology, before concluding the analysis with a critical engagement of an ongoing debate on whether Islamism is dead.

Abstract:: As Turkey's biggest Kurdish- majority city and province, Diyarbakır is critical to any examination of the country's Kurdish problem and of the insurgent PKK (Kurdistan Workers' Party). While as many Kurds live in western Turkey, particularly in Istanbul, as in the south east, grievances that underlie support within Kurdish communities for the PKK's armed struggle are more clearly on display in predominantly Kurdish areas like Diyarbakır: perceived and real discrimination in the local government and economy, alienation from central authorities, anger at mass arrests of political rep- resentatives and frustration at the bans on the use of Kurdish in education and public life. Yet Diyarbakır still offers hope for those who want to live together, if Ankara acts firmly to address these grievances and ensure equality and justice for all.

Abstract:: Women have been both the subjects and objects of Turkish modernization for a long time. They have always been at the forefront of burning questions in Turkey, either with the decades-old debate of wearing headscarves in public institutions, or, lately, with Erdoğan's agenda-setting remarks that women need to give birth to at least three children or abortion will be constrained. However, studies about their position in society or their role in modernization have not gone far beyond superficial repetition. Dedeoglu and Elveren, to a large extent, fill this academic gap in Turkey through editing this book. It consists of thirteen valuable chapters dealing with different aspects of gender issues that are at the junction of tradition and modernity. To this end, the book mainly aims at understanding the impact of neoliberal social policies, political Islam, and EU accession on gender in Turkey. Women stuck between formal equality on paper and social realities in practice are examined using different data sets and topics, from female labor ratios to payment policies, and from social security reform to the individual pension system. For all the diversity of topics, the authors' comprehensive analysis about the reasons for the secondary position of women in society and the possible outcomes of eager but not-yet mature governmental reforms makes this study a reference book not only for readers who want to learn more about gender, society and the neoliberal economy in Turkey, but also for decision makers who want to be aware of the margins of socio-economic dynamics in Turkey.

Abstract:: The 2012 American presidential election features two candidates, incumbent President Barack Obama and Governor Mitt Romney, with contrasting foreign policy visions for the United States, particularly with regards to the Middle East. How could these differences between the two candidates affect bilateral relations between the United States and Turkey, which—aside from Israel—is generally seen by the United States as its most stalwart ally in the Middle East? This paper will examine the recent history of bilateral relations between Turkey and the United States, from the George W. Bush administration to the Obama administration, as well as current issues surrounding relations between the two countries. It will also explore how the predicted policies of each candidate could impact the future course of bilateral relations between Turkey and the United States.

47. EU's Readmission Agreement and Visa Liberalization Talks with Turkey: Backing up Turkey's Protracted Way to the EU

Abstract:: European Union (EU) has been reluctant to start visa liberalization talks with Turkey until mid–2012 despite the fact that citizens of all other candidate countries have enjoyed visa-free travel to Schengen area since 2009. The Turkish diplomats had mastered to negotiate roadmap to visa-free travel in an exchange for the initial of the readmission agreement, implementation of which is considered key in securing EU's eastern borders. The issues of migration and visa policy are covered in the negotiating chapter Justice, Freedom and Security, which has been blocked by the Republic of Cyprus. Demonstrating that the said topics represent joint interest of Turkey and the EU, the chapter was added to the positive agenda launched this May with the aim to keep Turkey's accession process alive. Despite the fact that visa liberalization and readmission agreement will both be negotiated outside of Turkey's accession framework, reforms adopted in these areas are likely to ease Turkey's alignment with the provisions of the relevant chapter of the acquis communautaire. Visa liberalization and readmission agreement are thus important factors influencing Turkey's protracted journey to the EU.

Abstract:: Considering the recent developments in the EU member states, such as French dismantling of Roma camps, minority protection within the EU has increasingly become questionable. Although the EU often neglects the track record of member states' records in minority rights, minority protection has increasingly received EU's attention in the accession process of Central and Eastern European Countries (CEECs). Minority discontent as a potential threat to the stability of Europe in the aftermath of the Cold War has triggered the EU to focus on minority rights. However, the improvement of minority rights in candidate countries remains limited, especially considering the implementation of minority rules adopted in the pre-accession process.
