1. Germany’s New Government Coalition: A Red, Yellow or Green Light for German-Turkish Relations?

Abstract:: After the national elections of 26 September 2021, the SPD, Greens and FDP formed for the first time in German history a three-party coalition. The new chancellor is Olaf Scholz (SPD), while the minister of foreign affairs is a woman, Annalena Baerbock (Greens), for the first time. The coalition agreement mentions Turkey only as an “important neighbor of the EU” and speaks of “worrying domestic political developments and foreign policy tensions.” During the election campaign, the Greens and Baerbock spoke of a value-based foreign policy guided by human rights, ecological issues and democratic standards would be guiding principles. Baerbock has been critical of Turkey: after it left the Istanbul Convention, for instance, or over the refugee deal and “violations of human rights and the rule of law.” The Greens remain the only party in the Bundestag, which still views the revival of Turkey’s EU accession process as a possibility. The Greens, and the FDP in particular, want to intensify exchanges between the two countries with civil society and youth exchange programs. The new Bundestag is the most diverse ever, with more German-Turks in parliament than ever before (18/19), and a German-Turk holding a ministerial position (agriculture) for the first time. Greens and FDP voters expect a harsher stance on countries like Turkey: a pragmatic approach à la Merkel would disappoint them. The future of bilateral relations will also depend on how cooperative or confrontational a position Turkey adopts. A best-case scenario is also possible: the next elections put a reformist government in power in Turkey, which will then be supported by the new German administration.

2. Is the Muslim Brotherhood losing Turkey and Qatar in the light of the rapprochement with Egypt?

Abstract:: Egypt's relations with Turkey and Qatar have been improving for the last six months, following a long period of diplomatic crises and hostility that lasted eight years and four years, respectively. This rapprochement is an attempt to reset relations in a way that would allow all three parties to maintain their good relations with the new U.S. administration. As a condition for normalizing ties, Egypt had demanded that Turkey and Qatar end their support to the Muslim Brotherhood (MB). This demand has been described in the Arab media as an ominous sign for the MB, which feared it would be sacrificed on the altar of Turkish and Qatari state interests. However, the discourse of the MB's members on the subject, the continued anti-Egyptian remarks of senior Turkish government officials, and the intention of the Egyptian government to execute senior MB leaders suggests that the chances of Turkey and the MB ending their relationship are quite slim. Qatar, for its part, continues to allow the MB's members to find refuge within its borders, but at the same time is not interested in provoking Egypt.

Abstract:: There is a reference book entitled The Republic of Turkey State Institution Guide (Türkiye Cumhuriyeti Devlet Teşkilat Rehberi), published by the Turkey and Middle East Public Governance Institute (Türkiye ve Orta Doğu Amme İdaresi Enstitüsü). It begins with the highest institutions in the legislature, executive, and judiciary, then moves down to the presidency, parliament, prime ministry, and high councils, breaking them up into page-long summaries, with an institution logo and official title, along with their mandates, budgets, current leaders, and international associations. There are impartial or independent institutions, such as the supreme election council and the central bank; local administrative structures, such as city and municipal governates; oversight institutions; government-owned for-profit businesses; and “professional organizations qualified as government institutions.” Akin to the United States Government Manual, this book is meant to be a compact picture of Turkey’s government. If you are working in the municipality of the city of Adana and someone from the “Presidency of the Turkey Water Institute” asks for an appointment, you might reach for this book to learn about that institution. If you ever wonder when the “Privatization High Council” was founded, page 33 will tell you it was on November 27, 1994, under law “4046/3 md.”

4. A Government Devoid of Strong Leadership: A Neoclassical Realist Explanation of Turkey’s Iraq War Decision in 2003

Abstract:: This study deals with Turkey’s Iraq War Decision that led up to the March 1 Parliamentary Motion Crisis in 2003 from the perspective of neoclassical realism, which analyzes the interaction between systemic and unit-level variables. The United States requested Turkey’s collaboration in the war against Iraq. The Justice and Development Party (AK Party) government initially sought a peaceful settlement but eventually decided to align with the United States. Systemic and structural factors made cooperation with the United States an imperative for Turkey, which may be classified as a secondary state in the regional context. While the domestic political environment was favorable for the Turkish government to reach such a decision, it was hindered by the Grand National Assembly of Turkey (GNAT). In this framework, the study has two primary purposes. The first is to prove that in restrictive international environments where opportunities and threats are clear and the decision-making process is constrained by time, domestic divisions may matter in foreign policy and prevail over the systemic imperative, contrary to conventional expectations. The second is to demonstrate that in a restrictive international milieu, strong leadership, a factor underappreciated by neoclassical realists, is essential even for single-party governments, which are normally expected to have greater autonomy in democratic parliamentary systems, to formulate foreign policy.

5. The Interests of Turkey and Iran in Afghanistan: Threats and Challenges

Abstract:: In the summer of 2021, as the U.S. withdrew from Afghanistan, the balance of power in the country changed rapidly, and by August 15, the Taliban was able to capture the capital, Kabul, almost without a fight. On September 7, the Taliban formed a new "government" steered by Sharia Law. The Taliban also renamed the country, and, according to them, Afghanistan is now called the "Islamic Emirate of Afghanistan." There are no women or members of the Shiite minority in the new government.Of the 33 members of the still-incomplete government, only three belong to ethnic minorities. Interestingly, the four new "ministers" of the country are former inmates of Guantanamo Bay, having served time there for organizing terrorist activities. Sirajuddin Haqqani, the "Minister of Internal Affairs" of the new "government" of Afghanistan, is still wanted by the FBI on the same charges. A reward of $5 million is being offered for his capture. There is already the threat of a humanitarian catastrophe (food shortages), and instability (internal strife) in Afghanistan. Tens of thousands of Afghans are fleeing their homes, many of them heading to Iran and Turkey. This poses a number of threats and challenges to these countries, especially since they have their own interests in Afghanistan.

Abstract:: COVID-19 has highlighted the vulnerabilities of refugees and migrants around the world, many of whom have been caught in transit as governments shut down borders. The virus is also placing increasing strain on migration pressure points, while enabling new migration trends to emerge. This has been particularly evident in Eastern Europe. Thousands of refugees gathered at the Turkey-Greece border at the beginning of the crisis, hoping to cross European Union borders. Meanwhile, many Ukrainian migrants living and working in Poland are leaving the EU to reach their homes and families. The Middle East Institute (MEI) is pleased to host a virtual panel in collaboration with the Centre for Eastern Studies (OSW) in Poland. 7. Two Paths to Dominance: Military Businesses in Turkey and Egypt

Abstract:: Egyptian and Turkish military businesses have used their institutional privileges to dominate their respective economies, but they have key differences. Turkey’s military businesses are centrally managed while Egypt’s use multiple complex conglomerates. In recent years, Turkish and Egyptian military institutions have followed divergent paths in their respective states. After many decades of full or partial control over the government, the Turkish military today is largely marginalized in politics. By contrast, after periods of exclusion from power, the Egyptian military is now in full control of the state. Despite these differences, both military institutions are powerful economic actors within their states. They have developed extensive civilian economic enterprises over the decades, dominating important sectors by capitalizing on their political influence, legal and regulatory privileges unique to their enterprises, and opportunities provided by market liberalization.

Abstract:: Türkiye, 2017 yılında, 1876 yılından beri uygulamada olan Parlamenter hükümet sistemine son vererek, Başkanlık sistemine geçti. Uzun süreden beri yaşanan politik, ekonomik ve toplumsal sorunlar, Başkanlık sistemine geçişin gerekçesi olarak sunuldu. Parlamenter sistemden Başkanlık sistemine geçiş sürecinde, yeterli olmasa da, konu tartışıldı. Birçok konuda olduğu gibi bu konuda da baskın iki görüş ortaya çıktı. Başkanlık sisteminden yana olanlar, genellikle Türkiye’de yürürlükteki Parlamenter sistemin sonuçları üzerinden konuya yaklaştılar. Parlamenter sistemden yana olanlar ise Başkanlık sisteminin özellikle Latin Amerika’daki uygulamaları üzerinden konuyu ele aldılar. Artık Türkiye, Başkanlık sistemine geçtiğine göre yapılması gereken, Başkanlık sisteminin zayıf noktalarına ve yürürlükteki Cumhurbaşkanlığının eksiklerine odaklanmaktır. Böylece yürürlükteki sistem, daha güçlü hale gelebilir ve sistemden kaynaklanan sorunlar bir nebze olsun giderilebilir. Bu bağlamada çalışmada, hükümet sistemlerinin doğuşu, aralarındaki farklar, yaygınlıkları ele alındıktan sonra Başkanlık sisteminin zayıf noktaları ortaya konularak yürürlükteki Cumhurbaşkanlığı sisteminin eksiklikleri üzerinde durulmuştur. Buna göre, daha önceki Hükümet sistemi gibi, yeni Hükümet sisteminin de zayıf halkası yasama organıdır. Bu bağlamda Türkiye, yasama organını güçlendirilerek, muhtemel sorunların üstesinden gelebilir.

9. Turkey's Opposition vs. the AKP: Measuring Messaging

Abstract:: Challengers to Turkey’s President Recep Tayyip Erdogan are proliferating, with two breakaway parties drawing particular notice. In December 2019, Ahmet Davutoglu, who served under Erdogan as foreign minister and then prime minister, formed Gelecek (Future) in an attempt to resurrect a gentler version of the Justice and Development Party (AKP). And this past March, former finance minister Ali Babacan, credited with masterminding the country’s “economic miracle” in the early Erdogan years, established the Democracy and Progress Party as another right-leaning alternative to the AKP. The remaining aspirants include the Peoples’ Democratic Party, whose capable leader remains imprisoned for allegedly supporting Kurdish militants. This Policy Note, by Soner Cagaptay and Reilly Barry, examines the political identities of Turkey’s opposition parties as compared to the AKP and allied Nationalist Action Party. It does so through an unconventional method: analyzing voter outreach through Twitter, a medium widely used by Turks. The results reveal striking trends in how these parties view Turkey’s republican (and imperial) past, and what these views suggest about the country’s political future.

10. Turkish experience with refugees returns to Syria

Abstract:: Discussion paper for the workshop on: “The Politics and Modalities of Reconstruction in Syria”, Geneva, Switzerland, 7-8 February 2019. Turkey hosts the majority of the Syrian refugees, with 3, 636 617 registered Syrians. From 2015, Turkish authorities moved from a policy of temporary protection, to one of integration, while also promoting voluntary return. According to statistics from Directorate General of Migration Management of Turkey (DGMM), in 2018, 254, 000 Syrians voluntarily returned to Syria. This was thought to be the effect of new government policies promoting return, such as permits for holiday visits and family reunion. However, 194, 000 of these re-entered Turkey, casting doubt on the actual impact of these policies as well as the security and economic conditions inside Syria, which would accommodate return.

Abstract:: Turkey’s Law on Foreigners and International Protection (LFIP) was adopted on 4 April 2013 by the Turkish Grand National Assembly. In the five years that has passed since the coming into force of the LFIP in its entirety, it appears that the LFIP has been made to adapt to the conditions of Turkey, rather than the other way around, due to the sheer unexpected size of the phenomenon of immigration into Turkey, and the challenges encountered in establishing the institutional capacity and the inter- institutional cooperation necessary to deal with the inflows as required by the Law.

Abstract:: In the Kurdistan National Congress (KNK) headquarters in Brussels, one may be surprised to find that the co-chair rule governing the activities of the congress requires joint male and female leaders to share the office. As inefficient as such a dual head might seem, it sets the stage for gender equality. Overall, the duties of both men and women in the Kurdish movement leave no time for marriage or other traditional gender roles. This is particularly true of the Kurdistan Workers’ Party (PKK) and its related organizations, such as the Syrian Kurdish Democratic Union Party/Peoples Defense Units (PYD/YPG).

Abstract:: Emission control and reduction initiatives required to achieve low carbon society necessitate collaboration and capacity building vertically and horizontally between the public and non-public authorities at the international, national and local level. In particular, measures taken at local level are important on the issue of climate change. To this end, this paper examines local climate protection initiatives of the metropolitan municipalities in the framework of modes of governance including self-governance, provision, enabling and regulation in Turkey. In metropolitan cities, content analysis was conducted to the Municipalities' Annual Action Reports and Strategic Plans including different urban policy sectors in order to determine the achievement level of local climate protection actions. The study concludes that the local climate change mitigation activities are frequently implemented by provision modes in the sector of urban infrastructure and transportation in the Turkish metropolitan municipalities.

Abstract:: This article aims to provide an alternative critical reading of Turkey-European Union (EU) relations, by contending that Turkey’s EU accession process has been instrumental in changing the contours of the transformation of Turkish economy and its governance as part of its neoliberal restructuring. However, the “transformative power” attributed to the EU’s enlargement strategy by the EU Commission has been somewhat debatable since the 2008 global financial crisis as reflected in the slowdown of the accession process. With the rising authoritarian tendencies in its domestic governance, the protracted saga of Turkey’s quest for the EU membership is back to square one, as the proposal for the modernisation of the Customs Union underlines “respect for democracy and fundamental rights” as an indispensable basis for the future of the relations.

Abstract:: Tarihsel analizler, Türkiye Ekonomisinin en temel sorununun dış açık olduğunu ortaya koymaktadır. Kalkınma girişimlerini kesintiye uğratan bu sorunu aşmak için 1980’li yılların başında ithal ikameci büyüme modeli terk edilerek ihracata dönük büyüme modeli benimsenmiştir. 1980’li yılların sonuna doğru bu modelin sürdürülebilir olmadığının görülmesi üzerine, 1990’lı yılların başından itibaren yüksek faiz ve düşük kur beklentisine odaklı kısa vadeli sermaye girişlerinin [portföy yatırımları] uyaracağı tüketim talebine dayandırılmış yeni bir büyüme modeli hayata geçirilmiştir. Ne var ki bu model, iktisadi yapının kırılganlığını artırarak 1994, 2000 ve 2001 yıllarında ağır finansal krizler yaşanmasına sebep olmuştur. 2001 Krizi’nin ardından mali disiplin, sıkı para politikası ve bankacılık reformu temelinde kurgulanmış bir program izlenerek yeni bir büyüme dalgası yakalanmıştır. Bu dönemde enflasyonun denetim altına alındığı, bütçeden yapılan faiz ödemelerin azaldığı, devletin borçlanma gereğinin ve toplam borç yükünün hafiflediği görülmektedir. Diğer taraftan 2005’den itibaren doğrudan yatırım girişlerinin keskin bir biçimde artmaya başlaması ile birlikte dış açık’ın finansmanında kısa vadeli sermaye girişlerine duyulan ihtiyaç azalmıştır. Bütün bu gelişmeler sayesinde Türkiye Ekonomisi, 2008’de vuku bulan Küresel Finans Krizi’ni minimum hasar ile atlatmayı başarmıştır. Bu krizin bir sonucu olarak 2008 ve 2009 yıllarında hafif bir sarsıntı geçiren Türkiye Ekonomisi [işsizlik ve dış açık sorunlarını henüz çözememiş olmakla birlikte] 2010’dan itibaren hızlı bir biçimde toparlanmıştır.

Abstract:: This article is a summary of the study “Syrians in Turkey: Social Acceptance and Integration,” which was conducted by the Hacettepe University Migration and Politics Research Center-HUGO in six cities based on interviews with Syrians and locals and analysis of the media and NGOs. Over 1.8 million Syrians arrived in Turkey and accepted under “temporary protection” status between April 2011 and December 2014. The efforts of the Turkish government and society has spent 5-5,5 billion dollars on the crisis. Turkish society has been overwhelmingly accepting of Syrians. However, concerns and objections are increasing as the permanency of Syrians in Turkey becomes more visible. Therefore, it is essential to develop strategies on permanency with the support of Turkish society.

Abstract:: This analysis offers an evaluation of the last three elections of the Kurdistan Regional Government (KRG) in Iraq. These three elections included the regional parliamentary elections in September 2013, and the local and federal elections held simultaneously in April 2014. The KRG, as a federal region, exists in the north of Iraq where Kurds have managed their own affairs through a regional government since 1992. The KRG elections have very little in common with elections in the rest of Iraq. Compared to the rest of Iraq, the “region” has experienced a very different trajectory during the last two decades. As a postwar region, the KRG strives to solidify a stable democracy in a landlocked region, which suffers from minimal economic capital and weak democratic culture.

Abstract:: During the first years of its tenure in office, as the AK Party focused on consolidating its position domestically, Turkey's reengagement with the Arab world after decades of alienation took a largely unproblematic form. Inevitably, however, as Turkish activism deepened, conflicts of interest emerged both with other aspirants to regional influence such as Iran and Israel, and then - especially after the outbreak of the 2011 uprisings - with many Arab regimes as well. Abstract:: The main orientation of Turkish foreign policy has recently been described as Europeanization, Middle Easternization, or Islamization. This article offers an alternative reading of its discourse as a civilizational one, arguing that the concept of civilization has increasingly, albeit vaguely, been employed in Turkish foreign policy discourse in three different layers - national, regional and universal. Turkish foreign policy makers often invoke (and occasionally switch between) these different layers of civilization in a flexible manner, which adds dynamism to Turkish policies. Often integrated with the domestic and foreign policies of the AK Party government, this pragmatic discourse has proved useful for its proactive and assertive diplomacy. Based on the discourse analysis method, this article explores how and why the concept of civilization is utilized within this discourse.

Abstract:: Change is a central concept in Turkish and global politics. It forms the basis of liberal ideology, alongside freedom, democracy, and equality. In this spirit of change, radical liberal thinkers question the state of contemporary international relations with a focus on justice and fairness. Ahmet Davutoğlu appreciates the importance of these liberal considerations, and he claims the global order is in a period of transformation, in which Turkey and the rest of the world will come into new political roles. In order to facilitate the formation of a fair, cooperative world order, Davutoğlu promotes a global consensus based on cosmopolitanism and multilateralism. These ideas for international reform are consistent with radical liberalism. However, he also considers the formation of a new global order according to his conservative and Islamic ideas-a position inconsistent with liberalism. This contradiction demands a better understanding of Davutoğlu's stance in domestic politics and international relations, and a consideration of implications for Turkey's global identity.

Abstract:: The anti-government protests in Turkey emerged as a legitimate and even necessary reaction against police brutality to evolved into violent revolts targeting Prime Minister ErdoÄŸan. Since the initial protests, commentators sought to make sense of the phenomenon with reference to the Gezi youth. A closer examination, however, would reveal the Leftist-Kemalist aura of the protests that came under the tutelage of Taksim Solidarity, an umbrella organization of left-wing associations, and the Republican People's Party. Meanwhile, the general public kept its distance from the violent demonstrations. Not only AK Party supporters but also many liberals and secular-minded democrats found the developments alarming. While the protests marks a step forward for Turkey's once-apathetic opposition groups, their failure prevented a revival of authoritarianism.

Abstract:: On August 5th, 2013, an Istanbul court reached its verdict in the Ergenekon coup plot trial, handing down various prison sentences to 247 defendants, including the former Chief of Military Staff and several high-ranking members of the military's command. Although the Supreme Court of Appeals has yet to make a final decision on the 6-year legal battle, the Ergenekon trial has already become part of the country's history as a sign that anti-democratic forces, many of whom date back to the final years of the Ottoman Empire, no longer have free reign. Notwithstanding its limited scope and other shortcomings, the court's decision marks but a humble beginning for Turkey's acknowledgement of the dark chapters in its history, as well as a challenging struggle to replace the laws of rulers with the rule of law.

Abstract:: During the 1990s, political uncertainties in Turkey had negative effects that left the economy vulnerable to public and foreign debt due to high inflation, high budget deficit and high current account deficit. Coalition governments failed to address these problems. Following its rise to power in 2002, the AK Party developed a new perspective for the economy, politics and foreign policy collectively referred as the New Turkey. The government emphasized fiscal discipline, structural transformation and privatization. During this period, Turkey rapidly recovered from the negative effects of the 2001 financial crisis and reached a steady growth rate. The country also survived the 2008 global crisis with minimum damage. The government seeks to meet its targets for the centennial of the Republic's establishment.

Abstract:: Concerns about the deterioration of democracy in Turkey are not new: the trials over the 2003 „ Sledgehammer ‟ alleged coup plan (2010-12) and over the ‟ Ergenekon ‟ secret organisation (2008-13) broke the military‟s influence over politics, but were widely criticised because of their reliance on secret witnesses and disputes over evidence. Ironically, their outcome has recently been challenged by Prime Minister Erdoğan himself, who has disowned the trials now that the judiciary has the AK Party in its sights. International concern was also stirred by the violent crackdown on the countrywide protests of May/June 2013. Unrest then was triggered by the planned redevelopment of Istanbul‟s Gezi Park in May 2013, but developed into a wider movement critical of government corruption, increasing restrictions on freedom of speech and concerns about the erosion of secularism. Protests simmered on through September, winding down in autumn and winter only to reignite in March of this year.

Because of ISIS’s attacks, arming of opponent Sunnis, returning of Shiite militias to struggle actively and the US-led coalition attacks, Iraq territories were transformed into a battlefield. Due to these conflicts and falling of oil prices, Iraq’s 2014 economy was worse than the previous year. On the other hand, as a result of April 30 general elections, eight year Maliki government ended and Haydar Abadi rulership began. Thanks to new government in Iraq, official visits increased and relations between Ankara and Baghdad began to develop.

Abstract:: The emergence of an energy security crisis between Russia and European countries has cast doubt on the argument that commercial ties lead to peaceful political relations between states as the energy trade between Russia and Europe has been inclined to generate conflict rather than cooperation. Nevertheless, the crisis has showed that military security issues no longer dominate the agenda and that issues produce different degrees of cooperation and conflict between governments. Furthermore, governments cannot use military force in order to resolve issues in an era of interdependence. Therefore, the European Union (EU), which suffers from an asymmetric dependence on energy resources imported from or via Russia, has adopted a diversification policy. This policy not only affects energy security but also the EU's enlargement process. Accordingly, a diversification policy requires embracing alternative energy sources, such as Turkey's involvement in oil and gas pipeline projects bypassing Russia. Thus, Turkey's contribution to European energy security creates an interdependence, which could affect Turkey's relations with the EU.

Abstract:: On March 21, almost one million Kurds gathered in Diyarbakir to celebrate the Kurdish New Year, Newroz and listened to the message of Abdullah Ocalan, the imprisoned leader of the outlawed PKK. In the midst of the cheers and applauses, Ocalan declared that the era of armed struggle for the Kurds ended and the PKK would lay down its arms. This was a historic public demonstration of a new peace process conducted by the Turkish government on the one side and Abdullah Ocalan on the other to reach a negotiated settlement for the Kurdish insurgency.

Abstract:: During the summer and fall of 2009, the continuing and often violent Kurdish problem in Turkey seemed on the verge of a solution when the ruling Adalet ve Kalkinma Partisi (Justice and Development Party) or AK Party (AKP) government of Prime Minister Recep Tayyip Erdogan and President Abdullah Gul announced a Kurdish Opening. Gul declared that "the biggest problem of Turkey is the Kurdish question" and that "there is an opportunity [to solve it] and it should not be missed."Erdogan asked: "If Turkey had not spent its energy, budget, peace and young people on [combating] terrorism, if Turkey had not spent the last twenty-five years in conflict, where would we be today?" Even the insurgent Partiya Karkaren Kurdistan (PKK) or Kurdistan Workers Party, still led by its imprisoned leader Abdullah Ocalan, briefly took Turkey's Kurdish Opening seriously. For a fleeting moment optimism ran rampant. That optimism, however, would ultimately go unfulfilled. What happened? The Kurdish Opening failed to live up to expectations because of roadblocks it encountered before it had a chance to get off the ground. Decades-old resistance to decentralization and an unwillingness to negotiate seriously with the PKK additionally worked to undermine the stated goals of the Kurdish Opening. This article will provide historical background to the recent efforts as well as a timeline of the government's initiatives and the Kurdish response regarding the Kurdish Opening. The question of why the Opening has failed to date will be examined. Recent developments including the civil war in Syria, which suggest that some possibility for progress on the Kurdish question remains, will also be discussed. Finally, the article puts forth recommendations to facilitate progress on finding a political settlement between the Turkish government and the PKK.

Abstract:: Turkish foreign policy toward the Middle East has confronted with more and novel security challenges in 2012. The problematic issues related to Arab revolutions of 2011 have already had negative repercussions for Ankara. As a result of diverging policy choices toward the Arab revolutions, these conflicting issues caused more strained relations between Turkey and its neighbors in the region. Regional actors divided over how to respond to political deadlocks in the Middle East. While Turkey, Egypt and Saudi Arabia have sided together, Iran, Syria and the central government of Iraq have made their policies jointly. This very division between the regional actors has increased the security risks within the Middle East. These two camps have particularly conflicting policy agendas and as a result, they have become part of a “proxy war” in Syria which constitutes the biggest security threat to the whole region. Despite the deteriorating situation in Syria and its own tense political environment domestically, Turkey, has continued to strengthen its economic relations with the Middle Eastern capitals except Damascus. It was partly a result of this policy that Turkey's export toward the Middle East increased significantly.

Abstract:: What happens when an ideological movement whose raison d'être is to challenge the existing political system and government structure, and one that gains its identity and character from criticizing power, takes control of the government? Turkey no longer has a noteworthy Islamist project. We must place this vanishing, or death, at the end of the story, a story that begins with its birth. When Muslims are able to express themselves through democratic means, they move away not only from violence, but also from an ideological Islamic interpretation. The death of Islamism in Turkey can therefore be explained by the wide-open channels of democracy. In such a free and democratic setting, there is no environment for Islamism to survive, especially when it is fit into a different mold through the support of the government.

Abstract:: Women have been both the subjects and objects of Turkish modernization for a long time. They have always been at the forefront of burning questions in Turkey, either with the decades-old debate of wearing headscarves in public institutions, or, lately, with Erdoğan's agenda-setting remarks that women need to give birth to at least three children or abortion will be constrained. However, studies about their position in society or their role in modernization have not gone far beyond superficial repetition. Dedeoglu and Elveren, to a large extent, fill this academic gap in Turkey through editing this book. It consists of thirteen valuable chapters dealing with different aspects of gender issues that are at the junction of tradition and modernity. To this end, the book mainly aims at understanding the impact of neoliberal social policies, political Islam, and EU accession on gender in Turkey. Women stuck between formal equality on paper and social realities in practice are examined using different data sets and topics, from female labor ratios to payment policies, and from social security reform to the individual pension system. Abstract:: 2011 brought an opportunity for Israel and Turkey to mend their bilateral relations. The re-election of Erdoğan in June 2011, coupled with the dramatic events of the Arab Spring, provided a new political and regional context in which the relations could be reevaluated. This context enabled Turkey and Israel, with US mediation, to make progress towards drafting an agreement between them – an agreement intended to enable the two countries to restore normal working relations following the 2010 flotilla incident. However, the draft agreement was eventually rejected by the Israeli government in August 2011, leading to a new cycle of escalating tensions between the two countries. This article analyzes the Israeli decision-making process and discourse regarding the crisis with Turkey, and examines the changing circumstances of 2011, including the impact of the Arab Spring and the contrasting Israeli and Turkish reactions to it; the dynamics leading to the Israeli decision to reject the draft agreement; and the possible next phases in Israel-Turkey relations, including the conditions that can provide a new opportunity for the two former allies to become less alienated.

Abstract:: In a remarkable turnaround, Turkey and the Kurdish Regional Government have recently emerged as close partners in a region increasingly characterized by uncertainty. They share a discomfort with the centralizing inclinations of Baghdad's current government, a stake in seeing an end to the PKK's campaign of violence, and a preference for greater unity between the various forces opposing the Assad regime in Syria. Their economies are increasingly interlocked, and the KRG's emergence as a significant producer of energy is of benefit to both parties. Furthermore, the Ankara-Erbil relationship is one that serves Washington's regional interests and perspectives well. However, serious differences remain. Iraqi Kurds still aspire to incorporate Kirkuk, and support greater autonomy for the Kurds of Turkey and Syria too. Turkey's support for Erbil could unintentionally help produce greater Kurdish autonomy throughout the region. This article explores some of the possible ramifications of the burgeoning Ankara-Erbil relationship.

Abstract:: The Kurds were late to the idea of nationalism in the 20th century, and when the borders were drawn in the region they became the largest stateless nation in the world, divided mainly between Turkey, Iran, Iraq and Syria. In an unlikely period when hope was fading, a Kurdistan regional government in Iraq was born as the former Iraqi regime was weakened after the first Gulf War and the subsequent no-fly zone. Two decades on, the region has become more assertive and been making many new friends, largely because of its newfound wealth, its influence in post-Saddam Iraq, and its stability when compared with the rest of Iraq. Oil has been a curse for the Kurds and Iraq as a whole, but now the Kurds appear to have found a way to use its resources for economic development, ensuring that the Kurdistan region remains stable and can establish itself as a self-governing and influential entity.

Abstract:: The central aim of this work is to try and detail the argument that governmental regulation can move beyond the public versus private policy debate. This argument depends largely on Kant?s and J.S. Mill?s works regarding the harm principle (see Ripstein, 2006; and Mertens, 2007, for further reading). In con-temporary political philosophy, we see the focus turning to equality and jus-tice within the framework of international peace and individual sovereignty (see Krasner, 1988; Guardiola-Rivera, 2010; Campbell, 2010; and Smith, 2008 for more). This discourse is central to my argument because I feel the literature supports my point that accountability, transparency and the right to question the public and private spheres wheresoever they may cause harm to be a right for any individual. It might be that, for many, this is simply part of democratic governance (see Hanberger, 2009; Meijer, 2009; Steffek, 2010; Tallberg, Uhlin and Bexell, 2010). This, in cumulative terms, manifests as the right for the pluralities composing citizenries to collectively challenge public and private industries and institutions if their activities cause harm or are suspect. This in turn may lead to the expectation that our representatives or leaders in civil society should champion this democratic right. If we do not have this right, the public and private spheres may operate in the dark: away from accountability, away from transparency, and away from popular knowledge and scrutiny.

Abstract:: The article analyzes the new roadmap for Turkey after the summer 2011 elections as not a “resumption” of unfinished business from the last nine years, but from the perspective of the ability of Turkey's ruling party, the AK Party, as well as the opposition forces and actors to “transform” some anachronistic features of the dominant politics as well as deal with troubling new trends in society. The AK Party governments made progress in many areas by pushing forward a series of far-reaching reforms which have genuinely changed Turkish politics. However, Turkey under AK Party rule includes a society which has failed to shed its extreme hostility toward different ideas, identities and values. Moreover, current opposition parties and movements in Turkey continue to be weak in imagination, vision, capacity and leadership, which have led to rigidities and even deeper political divisions. More importantly, the new government will have to create new possibilities out of its past failures and turn paradoxes, contradictions and ambiguities in politics and society, in the country and in the region, into positive achievements.

Abstract:: It is surely remarkable that 78% of TESEV’s respondents have watched a Turkish TV series. ‘Valley of the Wolves’, anyone? It would be easy to make light of this finding, but it is arguably the most important bit of data to emerge from TESEV’s recent survey of The Perception of Turkey in the Middle East 2010. The message is clear, “Make more soap operas!”. The overwhelmingly positive impression of America in Europe before and after the Second World War was made in Hollywood. Before Vietnam, America seen from abroad, was a country where the Sherriff wore a white hat and the good guys always won. Not to mention the fact that immigrants generally became millionaires – unless they became (very sexy) gangsters. Remember also, that one of the key things that undermined the Berlin wall was the television images that showed life really was better on the Western side. Turkey’s ability to entertain the Middle East is an important asset and the government should do all it can to encourage the continued development of the Turkish media and entertainment industry. The money is nice of course, but it is about more than just money. There is however, a caveat. To succeed, an entertainment business must “entertain”. Bureaucrats and politicians however, only become entertainers accidentally. Generally as a result of things they have done which they wish no one had ever found out about. Encourage the talent by all means, but don’t dictate the end product. Al Jazeera is probably a good example of a media investment which is paying political dividends. There must surely be times though, when the Qatari government profoundly wishes Al Jazeera’s reporters and presenters in hell. So far though, they seem to have remembered that Al Jazeera’s success (and its positive impact on Qatar’s image) depends on its journalists being willing and able to call a spade a spade.

Abstract:: The recent reform of the Turkish constitution makes Turkey a more democratic country according to European Union standards. This does not mean, however, that Turkey is automatically closer to its goal of EU membership as a result of the September 12 referendum. Dynamics surrounding the latest reforms confirmed that, over the years, Turkey's democratization and Europeanization processes have become less and less the product of a deliberate effort coherently pursued by Turkish elites than the uncertain outcome of what is primarily a struggle for power involving actors representing different segments of the Turkish state and society. A democratic Turkey as a full member of the EU remains a possibility in the medium-to-long term but one that seems to increasingly depend on a combination of favorable developments — a renewed interest in the EU in Turkey and vice versa, a constructive engagement between the government and opposition parties on the future reform agenda, as well as a sustainable solution to the Kurdish issue — which at the moment look far from likely.

Abstract:: The CHP constitutes a crucial place in Turkish political life. From its establishment to its closure after the military intervention of September 12, 1980, the CHP occasionally became a partner of coalition governments and came to power alone. The party was reopened and became more powerful after merging with the SHP in the 1990s. After the resignation of Baykal from party chairmanship in May 2010, whether new party chair would be able to extend the party base and become electorally successful has been started to be discussed. The new party chair Kılıçdaroğlu has a differentiated view of society, politics, democracy and freedom compared to Baykal. But then, the main problem is whether this difference would be able to turn the CHP into an alternative political power against the AK Party.

Abstract:: Turkey is moving toward achieving an ever-greater level of democracy by removing the remnants of restrictive and paternalistic administrative structures. The judiciary in Turkey has been one of the most influential instruments of state power in maintaining these structures. In the wake of the recently passed constitutional amendments, the question of whether the current government is trying to create a docile judiciary for its political purposes has been widely circulated. However, such questioning misses one of the most crucial motivators of the much needed reform package, i.e., the undemocratic record of the Turkish judiciary. The Turkish judiciary has traditionally considered itself as one of the guardians of the Turkish republic alongside the military. It has consistently delivered undemocratic decisions in the name of protecting the state. This article focuses on many examples of restrictive and paternalistic judiciary decisions in order to highlight the judiciary's undemocratic role in the Turkish political system.

Abstract:: Turkey and Armenia signed two protocols on October 10, 2009 at Zurich University in Switzerland, with a view to opening a new chapter in bilateral ties, as well as improving the troubled relations between Turks and Armenians in general. But the signing ceremony in Zurich had started inauspiciously. The problem turned out to be the seemingly intractable issue of Nagorno-Karabakh, which cast its shadow over the process at the outset. After Karabakh, the second key issue that emerged was a ruling by the Constitutional Court of Armenia, which said that the protocols in question could not stop the government of Armenia from pursuing its duty of trying to get international recognition for the genocide allegedly perpetrated by Ottoman Turks against Armenians. These two topics effectively blocked the process enshrined in the protocols. But how could these problems not be foreseen? What were the two governments expecting in this respect when signing the protocols?

Abstract:: Turkey under the pro-Islamic Justice and Development Party (AKP) government has represented an opportunity to go beyond the Orientalist modernization framework and produce “value” by countering the culturalist arguments that foreclose the possibilities of democratization in modernizing Muslim countries. The secular opposition, however, has reproduced the logic of the February 28 process and has therefore immobilized and forced the AKP into a struggle to survive, both as a political party and as the elected government of the country. It is this power struggle that has come to epitomize the democratization debate and the democratization process in Turkey. In this context of an impoverished democratization debate, it remains to be seen whether and to what extent the AKP can accomplish the task of revitalizing the constitutive capacities of politics in Turkey.

Abstract:: Turkey's current government's 'democratic opening' project has led to a series of political discussions regarding the cause and resolve of the Kurdish issue. One major consequence of this debate has been the polarization of opinion between conservatives, represented by the ruling Justice and Development Party (Adalet ve Kalkınma Partisi, AKP) and nationalists, represented by the Nationalist Action Party (Milliyetçi Hareket Partisi, MHP). This study elaborates on the major reasons for MHP's opposition to AKP on the 'democratic opening.' In doing so, the study examines the historical, ideological distinctions between the two parties and their perception of ethnic and linguistic differences in Turkish society. AKP comes from a political tradition that has been relatively more accommodating towards such differences. On the contrary, MHP has roots in an ethno-nationalist and mono-culturalist ideology, which can be observed in its denial of the identity component of the Kurdish issue.

Abstract:: The AKP government has undertaken a series of steps to understand and respond to Alevi identity-based claims. Popularly known as the “Alevi opening” process, the initiative is the first systematic effort to deal with the identity-based discontents of the Alevis. This step is also part of the broader policy of “democratic opening,” which intends to address the burning problems of various identity groups (the Kurds, Alevis, religious minorities and the Roma people) in Turkey. This study provides an analytic background for understanding the governing AKP's “Alevi opening”, which was launched in the summer of 2007. More specifically, the issues that are discussed are the Alevi claims, the obstacles to the fulfillment of these issues, and the methods and the processes of the ongoing “Alevi opening”. In order to provide a holistic analysis, the political, legal, psychological as well as cultural dynamics of the Alevi issue are emphasized here. At the end, a set of policy recommendations are formulated that are consistent with the analytic perspective.

Abstract:: Since the early 2000s, Turkish foreign policy has experienced a fundamental transformation. Turkey's regional and global position, its relations with the countries in surrounding regions, and its long-lasting disputes with its neighbors were reshaped through the adoption of the "zero-problem with-neighbors" policy. In line with this policy, Turkey has taken a pro-active stance and followed a multi-dimensional foreign policy approach to establish itself, first, as a conciliatory partner for peace with its neighbors, and second, as an agent of mediation between its clashing neighboring countries. 2009 was a year of foreign policy initiatives towards Syria, Armenia, and Iraq, including the Kurdish Regional Government. And it marked the beginning of more positive and constructive relations between Turkey and the United States. Turkey gained substantial ground in becoming a regional hub for energy by undersigning two critical energy deals. Yet, two major issues remain as challenges for Turkish foreign policy: a) the EU accession process, and b) the Cyprus dispute.

Abstract:: This article analyzes Turkey's domestic political developments in 2009, by situating them against the results and implications of the 2007 national elections. It examines major issues on Turkey's agenda: the redefinition of civilian-military relations, the Kurdish question, the issue of conservative social networks and the Ergenekon investigation. The article argues that while the governing Justice and Development Party previously pursued a survival strategy based on alliances with liberal reformists and the EU to curtail the power of the military, in the wake of the 2007 elections it opted to explore issues of common ground with the military. The developments in 2009, which was a year of harvesting the fruits of this new strategy, show that this strategy worked in regards to the Kurdish question, but it has failed on the issue of conservative social networks, as the military and the government remained embroiled in an undeclared confrontation on this issue.

Abstract:: The AK Party's chronic 'political insecurity' may have passed a threshold as the ruling party resurfaces as an actor taking advantage of its pro-European Union sentiments to begin a 'grand negotiation' with Turkey's thus-far publicly shunned Kurdish leaders after decades of bloodshed. This new window of opportunity could not have emerged without the explosion of the Ergenekon incident, which has offered a persuasive critique of the closed, dark, intolerant and secret communities friendly with the military bureaucracy and state officials but insidiously devoted to destroying the government. In the post-Ergenekon era, the new democratic opening represents a significant departure from a military solution to the Kurdish issue which has blocked civilian imaginations by declaring the Kurdish identity demands as a security threat to the officially proscribed Turkish identity. The real issue at stake now for the AK Party government is a redefinition of the locus and space where the phenomenon of real political power takes place in Turkey.

Abstract:: This commentary reflects on the Turkish government's recent 'opening' to address the Kurdish problem and the domestic, regional and international conditions that created a conducive environment for this initiative. It maintains that although the Turkish leadership has grasped the new dynamics of the regional and domestic developments and changed its conventional perception of the problem, the initiative is constrained by the fact that it is motivated by a concern to remove the violent aspect of the Kurdish question, i.e., terminating the Kurdish insurgency once and for all. It also suggests that despite the optimism generated by the opening to solve the Kurdish problem, the achievement of its ultimate objective is far more complex than seen at the first glance. Abstract:: For many years successive governments in Turkey have ignored an even denied the existence of Kurds in Turkey. What would have been possible in the past by recognizing cultural rights has now been a problem whereby an operation seems to be needed. Two common and important mistakes of governments: one is to say Kurds are primary citizens of this country as if there are secondary citizens! The second is “end the terror and we will recognize some rights”. Basic rights cannot be negotiated. This second mistake has led Öcalan to announce his own road map paralel to the Governments. Negotiating with hostile entities is very difficult and needs public consensus. Turkey, unlike Britain and Spain does not have public consensus. The best way was and is to follow EU's democratisation road map.

Abstract:: His article asks why Turkey recently adopted the emerging international norm of inter-civilizational dialogue as one of its foreign policy priorities. In addressing this question, we turn first to an assessment of the limitations of normative and realist arguments, then suggest that the Justice and Development Party's (AK Party) considerations of domestic political survival were necessary factors in the adoption of intercivilizational dialogue, even though in and of themselves, they were not sufficient. The AK Party government, circumscribed by the secularist establishment, strategically adopted the norm of inter-civilizational dialogue to create a legitimate space for its survival in Turkey's domestic political sphere. This conclusion stems from the theoretical finding that in those states in which political power is not concentrated in the government, the domestic political considerations of the government gain priority in foreign policymaking.

Abstract:: Barack Obama's inauguration as America's new president has been welcomed as opening a 'new era' in Turkey's relations with the United States. May 2009 also saw the appointment of a new foreign minister in Ankara, in the person of Professor Ahmet Davutoğlu. This article examines how these new directions are playing out in the Middle East, one of the world's most turbulent regions which also has crucial economic and strategic importance for Turkey. It focuses on Turkey's relations with four regional states – Iraq, Israel/ Palestine, Syria and Iran. The article closes by assessing whether Turkey has been able to achieve the government's ambition of 'zero problems' with its neighbors, and the degree to which it has been able to develop a new role as conciliator and go-between in addressing the region's bitter conflicts.

Abstract:: The Kurdish question in Turkey has a long history which was viewed within the framework of nation building, integration and underdevelopment until it was perceived as a security issue with the emergence of the PKK in the 1980s. During the 1990s, dominated by the security perspective, the scope of the question was reduced to terrorist acts alone under a state of emergency rule. A number of changes transformed the nature of question, such as the Kurdish political movement since the 1990s, forced migration, the capture of PKK leader Abdullah Ocalan in 1999 and the emergence of autonomous Kurdish government in northern Iraq. A permanent settlement of the Kurdish question must be based on developing new and alternative strategies vis-a-vis existing policies. In this context, a comprehensive package of measures should include not only security measures, but more importantly democratic reforms and economic investments.

Abstract:: In a sharp break from the past, Turkey's AK Party government now openly accepts the existence of a domestic Kurdish problem, and views it moreover as being mutually interrelated with the rise of separatism among Iraqi Kurds and the problem of PKK terrorism. Turkey now has official contacts with the Iraqi Kurds and is working to find a lasting solution to the Kurdish problem by implementing socio-economic and cultural measures in addition to the military one. While the Iraqi Kurds, the American administration and Turkey are beginning to reconcile their differences concerning the Kurdish issue, Turkey faces internal division; certain parties such as the General Staff, the National Movement Party and the Democratic Society Party continue to push for radical measures. Today, there seems to be little opportunity to find common understanding. But as existing conditions deteriorate and pressure mounts both within the domestic sphere and from the international community, it grows increasingly important for Turkey to find a lasting solution to the Kurdish issue.

Abstract:: The Kurdish question has been a source of domestic conflict since the inception of the Turkish Republic. It has been one of the mostly securitized issues in domestic politics. Despite the continuation of the securitizing agenda, and years of denial by the state, in the mid-1990s alternative discourses on the cultural rights of the Kurds started to emerge. The AK Party government departed from previous attitudes by repeatedly emphasizing the Kurds\' right to express their culture and identity. This article analyzes the developments regarding the Kurdish issue during the AK Party government and asks whether they can be seen as a desecuritization process. The article argues that although there are significant signs of desecuritization, Turkey continues to swing between forces, agendas, and actors of securitization and desecuritization when it comes to the Kurdish issue.

The ongoing controversy about the type of clothing for female students at the higher education institutions has become more intensified since the recent constitutional change in February 2008 to lift the de facto headscarf ban. The debate over this question revolves around whether headscarf is a religious attire or a political symbol, whether it should be banned to protect the secular foundations of the state or conversely allowed on the basis of individual freedom of religion as a corollary of secularism. The solution lies in the implementation of constitutional amendments without a further delay.

Abstract:: The Turkish Constitutional Court's verdict annulling the Parliament's amendments to Articles 10 and 42 of the Constitution disregards popular will, legalizes arbitrary restrictions on the right to equal access to education, and erodes the separation of powers by permitting itself to act outside of the legal order. The emergence of a new precedent of judicial activism is now the biggest threat to the future of Turkish democracy. Turkey cannot afford an unaccountable judiciary exercising substantial powers of governance through judicialization of politics. The Parliament must reassert its authority and reconfigure the Court's competences and composition to bring it into line with liberal-democratic principles as part of a comprehensive constitutional reform.

Abstract:: Perhaps the most consequential and drastic decision in Turkish foreign policy in recent months was to engage in direct negotiations with Kurdish Regional Government in northern Iraq. This is significant because, since the onset of Iraq War in 2003, Turkey has sought to ignore or marginalize Iraqi Kurds, and has refrained from all acts that could be viewed as concessions or de facto recognition. Although the Iraqi Kurdish leadership has received red-carpet ceremony in Ankara in the1990s, Turkish foreign policy toward northern Iraq, since the war, has been stymied by anxiety and emotional rhetoric. Indeed, the fear of Iraq's disintegration and the rise of an independent Kurdish enclave in the north, inspiring or even assisting separatist sentiments in Turkey, have appeared to cloud the possibility of rational evaluation of the pros and cons of policy alternatives. As a result, the policy of projecting illegitimacy to the Kurdish Regional Government has cost Turkey a significant loss of clout not only in northern Iraq but also in the wider Iraqi political affairs, as Kurds have come to occupy significant positions in the central government as well.

Abstract:: The recent closure case brought against the ruling Justice and Development Party is a direct assault on Turkey's democracy. For this reason, America should not lose the opportunity to swiftly and unequivocally repudiate the establishment's attempts to re-assert control over Turkish politics by undemocratic means. The lack of a concrete resolution on the part of the U.S. in regard to the case has already resulted in a credibility gap. Given America's emphasis on and interest in Turkey's democracy and attendant reform process, a simple re-affirmation of its commitment to citizen's choices in free and fair elections would send a powerful message to a country that is on edge. Instead, Turkey is left with 'friends' who lack credibility and resolve at the worst possible moment. If the ruling party and its leadership are banned from political life, not only will Turkey lose its credibility in the Middle East as the only indigenous Muslim-majority democracy, the United States will also lose credibility in the world theatre for failing to support democracy in Turkey.

Abstract:: On April 30, 2007, the Turkish stock market slumped and the value of the lira dropped following a massive demonstration in Istanbul against the Justice and Development Party (AKP) government, coupled with a statement by the military voicing support for secularism. Previously, the comparatively healthy Turkish economy had boosted the chances that the AKP, rooted in the country's Islamist movement, would achieve further electoral victories this year. On April 24, Prime Minister Recep Tayyip Erdogan named Foreign Minister Abdullah Gul as his party's candidate for president -- a legislatively elected post. In the April 27 parliamentary session, however, the secular opposition boycotted the vote, and the AKP failed to muster the required two-thirds majority. The Turkish constitutional court subsequently annulled the vote, and the status of the presidential election is now uncertain. In the meantime, the parliament has moved legislative elections up from November to July 22.

Having outlined the radical amendments to the current Constitution in terms of both fundamental rights and state organs, the paper takes up the procedural and substantial criticisms directed against the draft Constitution. It also contains a number of policy recommendations for taking necessary measures to ensure the broadest possible participation of the Turkish people in the constitution making process. The paper concludes that adoption of the proposed constitution will remove the physcological obstacle to democratisation of the Turkish political regime by disproving the deeply embedded belief that civilians in Turkey cannot make a new constitution under truly democratic circumstances.

Abstract:: Using the analytical framework developed by the Berkley research programme in religion and society, this paper will report findings from a comparative study of Muslim piety of over 6000 respondents from Indonesia, Malaysia, Pakistan, Iran, Egypt, Turkey, and Kazakhstan. The findings show similarities as well as significant differences in patterns of religious commitments among the respondents in the study. This is probably the first attempt to compare and 'map out' Muslim religiosity in Muslim countries. The first part of the paper will report the findings and the analysis by gender, life cycle, education and social position. The second part of the paper will discuss the findings using analytical insights from Emile Durkheim and Mary Douglas' sociology of religion. In this section, the paper will also compare selected aspects of Christian and Muslim piety and offer sociological explanations of the significant differences in 'experiential religiosity' between Christians and Muslims. The Christian piety data will be drawn from primary and secondary sources. The paper will conclude with a discussion of the sociological implications of these findings for social political and religious trajectories of Muslim countries.

Currently numbering some 370–400,000 people, the Meskhetian Turks, following pogroms and multiple displacements, find themselves scattered across vast territories of Russia, Ukraine, Uzbekistan, Kazakhstan, Kyrgyzstan, Azerbaijan, Georgia, Turkey and, most recently, the United States. In some of these countries, the Meskhetian Turks are exposed to ethnic persecution and discrimination, while Georgia, so far, has effectively blocked resettlement to their native region. International actors seeking to address these problems encounter severe difficulties in finding solutions, inter alia, due to a lack of consistent knowledge on the Meskhetian Turks' own perceptions of their displacement and their visions for future settlement.

96. Quo vadis Cyprus?

Abstract:: Cyprus is one of the key issues in Turkish Foreign Policy today, probably even more so than it has ever been. A peaceful settlement that optimizes the needs and minimizes the concerns of both the Turkish Cypriot and Greek Cypriot sides is of utmost significance and urgency. A settlement is needed not only to enable Turkey to continue its path towards European accession, but also in order to establish and perpetuate a peaceful coexistence between the two communities on the island. The suspension of efforts to solve the Cyprus issue after the referendum on April 24, 2004, could pave the way for unwelcome developments in Turkey, the EU and in the region as a whole. Therefore TESEV see it as their mission to alert policy makers, opinion leaders and diplomats of the urgency of the issue. As has been stated previously on different occasions, TESEV has three major areas of activity: Democratization, Good Governance and Foreign Policy. There has been a dynamic wave of political, economic, judicial and legal reforms in Turkey vis-à-vis her prospective membership of the European Union. Internal dynamics for democratization, local governance, fiscal policies, transparency and judicial reform and new perspectives in foreign policy have been subjects of concern in this process. These subjects are also the determinants of TESEV’s major program axes. The Foreign Policy Program, one of TESEV’s three main program areas, has been dealing with the Cyprus issue at both governmental and non-governmental levels, with specific reference to the Annan Plan. We support the Annan Plan as the basis for a viable solution. This monograph provides a historical account of the problem and settlement efforts, elaborates the Annan Plan and provides some suggestions for the way forward.

Abstract:: Oil-rich Azerbaijan, which borders Iran, Turkey and Russia and is still scarred from its defeat by Armenia ten years ago, gives cause for both hope and concern. The October 2003 election of Ilham Aliyev to the presidency that his late-father, Heydar, had held almost from independence, highlighted the stark choices which now face the country. Its government is a carefully designed autocratic system, which the father and former Soviet-era politburo member began to construct in the late 1960 s, with heavy reliance on family and clan members, oil revenues and patronage.

Abstract:: With Saudi Arabian, Turkish, and Jordanian host-nation restrictions limiting coalition ground and air operations, the United States has begun to develop a range of Iraqi airfields as forward operating bases for combat aircraft. This is ironic considering that successive U.S. governments spent billions of dollars to develop an unparalleled basing environment to support U.S. power projection in the Gulf. Recent decisions by Saudi Arabia and Turkey -- key U.S. allies -- have arguably prevented Washington from waging a shorter and less costly war in terms of both blood and treasure. Yet, the United States has benefited greatly from its policy of diversifying basing assets in the smaller Gulf Cooperation Council (GCC) states, recognizing that Kuwait, Qatar, and Oman are dependable allies and that Iraq may one day replace Saudi Arabia as a key airbase provider.

99. An Accident on the Road to U.S.-Turkish Cooperation in Iraq: Implications for Turkey

Abstract:: In a dramatic session yesterday, the Turkish parliament convened to consider a motion sent by the Justice and Development Party (AKP) government, which had requested that a large U.S. force be permitted to use Turkish soil as a staging ground for a possible campaign in Iraq. The legislature refused to authorize the motion, however, blocking the creation of a northern front in the looming war. Of the 533 deputies in session, 264 voted for the motion, 250 voted against it, and 19 abstained, bringing the motion only three votes shy of the majority required by the constitution. AKP assurances that only 30 to 40 of its delegates would object to the motion crashed to a halt over the course of the session, with 99 of the party's deputies voting nay. Although the democratic will of the Turkish parliament should be respected, the fact remains that the AKP government failed to pass its agenda through the legislature. Some analysts argue that this spells trouble for both Turkey and AKP, with others speculating that U.S.-Turkish relations are now at a historical threshold.

100. The Istanbul Bombs: Challenging The Turkish Model?

Abstract:: The four massive truck bombs which targeted two synagogues on November 15, and just five days later, the British Consulate and a British-based bank in Istanbul, claimed fifty five Turkish and foreign victims – including the British Consul General - and wounded hundreds more, while causing millions of dollars of material damage. Beyond their immediate impact, the terrorist attacks caused incalculable collateral damage to the sense of security of the Turkish people by undermining the prevailing domestic tranquility. At an even wider level, the terrorists responsible for the outrages, who demonstrated once again that they would not draw the line at killing fellow Moslems in the misguided pursuit of their goals, also dragged Turkey into the frontline of their war.
