Abstract:: Recent Turkish interventions in parts of Syria, Iraq and Turkey itself, look like pushing various Kurdish armed forces and political groupings towards ‘defeat’ via a concerted regional strategy that combines battlefield action with repression and co-optation. But the ‘anti-terrorist’ frame and tactics that Ankara uses in a bid to solve its Kurdish problem feature many sticks and no compromises to improve Kurdish collective minority rights. It is likely that this approach will inhibit peaceful resistance and fail to reduce support for armed groups like the PKK and PYD despite their own authoritarian practices. Moreover, Turkey’s new regional militarism risks escalating conflict across the Middle East because of the complex international and transnational contexts in which Ankara’s interventions take place.

Abstract:: As the United States prepares to withdraw its 2,000 troops from Syria, it has one last essential mission to accomplish. Those U.S. forces have fought successfully, hand in hand, with 60,000 Kurdish-led Syrian Democratic Forces (SDF) against Islamic State terrorists for the past four years. And President Trump’s latest statement about this, on January 2, noted his desire to protect these Kurds. So, despite all obstacles, the United States should still try to protect that brave and loyal militia in the short term, and secure a safer medium-term future for the Syrian Kurds and their local partners.

Abstract:: European governments must decide when and how to protect Syrian refugees who are voluntarily returning home They should do so using their remaining levers of influence in Syria, in line with European interests and UNHCR protection parameters. European engagement on voluntary refugee returns should be limited, cautious, and conditional. Europe must work with Middle Eastern host countries to prevent forced refugee returns. European governments must talk to all relevant stakeholders in the Syrian conflict, particularly Russia.

Abstract:: Although the Syrian Democratic Forces (SDF) number over 60,000 and control nearly one-third of the territory of Syria, they face a number of challenges that threaten to destabilize their fragile control. Perhaps the most immediate is what to do with the influx of ISIS members and their families that have poured out of the Middle Euphrates River Valley, particularly since February 2019. The SDF is now holding thousands of Iraqi and Syrian fighters, as well as over a thousand foreign ones. The ultimate disposition of these fighters is a grave challenge. One has only to look at Iraq to see how prison breaks and an incapacity to deal with terrorist detainees can cause an insurgency to spread like wildfire. This paper lays out the problem and explores possible options for what to do, from repatriating the foreign fighters to their country of origin and housing them in Guantanamo Bay to trying them at the International Criminal Court in The Hague and turning them over to the Iraqi government.
