1. Jordan’s Escalating Border Threats Amid Regional Upheaval

Abstract:: On January 8, the Royal Jordanian Air Force conducted strikes against suspected drug dealers and warehouses in Syria, their fourth such operation in recent months. The strikes occurred amid military reports of increased smuggling attempts—primarily involving drugs, but also weapons—across the kingdom’s northern border. Between January and August 2023 alone, a total of 194 smuggling and infiltration attempts were recorded, 88 of them involving drones. Some cross-border incidents have resulted in clashes with Jordanian security personnel, including three recent episodes: a December 12 clash in which one soldier was killed; a December 18 battle that lasted more than ten hours and marked the first seizure of antitank weaponry on the border; and a January 6 clash in which five smugglers were killed and fifteen arrested. Jordanian military officials attribute each of these attempts to pro-Iran proxy groups in Syria. Moreover, the increasingly advanced arms that smugglers are using—including rocket-propelled grenades, mines, and drones—have led Jordanian officials to conclude that these criminal endeavors pose a wider threat to national security. Greater U.S. assistance would reinforce the kingdom’s efforts to address this threat at a time of wider regional crisis.

Abstract:: In 2014, the Houthis, a Zaydi Shia armed group from the Sa’ada region of northern Yemen, aligned with former President Ali Abdullah Saleh, who had been removed following the Arab Spring uprisings. Together, they defeated the government led by President Abd Rabbuh Mansur Hadi, and established control over the Yemeni capital of Sana’a and the entirety of northern Yemen. At that time, Iran began to progressively increase its support for the Houthis, seeing partnership with the group as an opportunity to advance its revisionist agenda in the region and establish its influence in the southern Red Sea, an area of immense strategic significance. Threatened by aggressive Iranian expansionism at its doorstep, in March 2015, Saudi Arabia entered the war alongside Hadi. As Iran sided with the Houthis and Saudi Arabia sided with Hadi, Yemen became the battlefield of both a domestic competition for power between different local factions and a regional competition for influence between Teheran and Riyadh.

7. Russia’s Yes Vote on Syria Aid Will Come With a Price

Abstract:: Moscow’s willingness to approve another UN extension has more to do with advancing normalization between Turkey and the Assad regime than helping Syrian civilians, who will remain hostage to Russian demands if nothing is done before the next vote this summer. On January 9, the UN Security Council unanimously approved Resolution 2672 extending the provision of cross-border humanitarian aid into northwest Syria for another six months. In the immediate term, the vote is good news for Syrian civilians suffering through one of their worst energy crises since the beginning of the civil war in 2011. But the main problem persists—absent an alternative mechanism outside the Security Council, cross-border aid will remain bound to Russia’s increasing political and security demands in Syria, which are ultimately tied to the situation in Ukraine as well. Many were surprised by Moscow’s decision to approve the new resolution. Over the years, Russia has repeatedly threatened to veto previous resolutions, and the West has largely given in to its demands by steadily diluting the aid mechanism. From that perspective, this month’s vote appeared to be a welcome sign of the Biden administration’s willingness to stand its ground on Syria despite dealing with a complex Russian challenge in Ukraine. Moscow did not even resort to its frequent tactic of abstaining from the final vote in order to signal its displeasure with the mechanism.

Abstract:: The United Nations (UN) has become largely irrelevant to diplomatic efforts to resolve the Syria conflict. This report shows that the primary reason has been the fact that the main conflict parties never wanted to resolve the Syrian conflict by other than military means. Yet, the report also highlights secondary reasons within this unfavourable context, namely: the frames, methods and choices of the UN Special Envoy and his team at times misjudged or poorly corresponded with the realities of the conflict. Moreover, the capacity of the Office of the Special Envoy (OSE) remained too limited. The report suggests that the time is ripe for the OSE to reinvent itself as a principled thought leader and to develop an operational framework that brings a safe, calm and neutral environment (SCNE) closer as a practical conflict management modality.

Abstract:: This policy brief takes a comparative examination of how the United Nations has adopted a paradoxical interpretation of its guiding principles to address the complex humanitarian crises in Syria and Yemen. It offers approaches that could change the course of international humanitarian operations and protect them from further politicization, weaponization, and diversion. The consequences of the February 2023 earthquakes in Turkey and Syria extend far beyond physical destruction and loss of life, particularly in northwestern Syria (NWS). Immediately after the earthquake, extensive debates erupted within the local and international humanitarian community, criticizing the United Nations (UN) for its inadequate response. These debates quickly broadened to include concerns that UN humanitarian assistance had become a powerful tool for the Assad regime in its strategy to make political and military gains in war-torn Syria. 14. The Return of the Foreign Fighters and Their Families to Their Homeland: Existing Practices and Considerations Regarding Security and Human Rights

Abstract:: The creation of Islamic State of Iraq and Syria (ISIS) has attracted an unprecedented flow of thousands of people from more than 100 countries all over the world to join their cause. After the fall of the so-called caliphate, the countries involved have to deal with the aftermath of the conflict and the future threat of the resurgence of ISIS or other terrorist groups. The people who volunteered and joined ISIS might pose a security threat in the future. This paper aims to examine the different approaches that countries have taken regarding the return of foreign fighters (FFs) and their families who joined ISIS to their homeland. This is a multidimensional and complex matter since it has legal, moral, and political implications, and therefore the decisions in this regard are never unanimous, nor do they come without criticism and opposition. On the one hand, it would be easier to just leave the FFs and their families there, prosecute them there and incarcerate them there. It would also be easier to collect evidence and to have testimonies of the witnesses and the survivors, and also it would keep the potential security threat away from their homeland. However, this would only be beneficial for the countries of origin and in the short term as it wouldn‘t solve the problem of radicalization. In fact, it might fuel it even more, and the proximity of the ISIS member in prisons or in camps could benefit them to rebuild their network and plan future attacks. Moreover, leaving them there would be against all human rights norms regarding the death penalty, fair trial, torture, rights of the child, and more. On the other hand, the return of the fighters and their families could indeed pose a danger to the security of the homeland. Not all of the returnees have committed punishable crimes and for those who have, very often there is not enough admissible evidence to the national courts. In fact, in the case of women and children, the countries are more reluctant to their return because they might have not taken part in the atrocities but that does not mean that they are innocent and bear no responsibility. Complicated is also the case of children and teenagers, some of whom have taken part in the atrocities willingly or unwillingly, some were brought by their families, some traveled alone in order to join ISIS, and some were born under ISIS control and risk statelessness.

Abstract:: This research examined the effect of Jordan’s humanitarian diplomacy strategy for Syrian refugees on its foreign policy and attempted to determine whether the strategy is financially sustainable. Humanitarian diplomacy is persuading decision-makers and leaders worldwide to act at all times and in all circumstances in the best interest of vulnerable populations by completely respecting fundamental humanitarian principles. Jordan has allowed many Syrian refugees to cross over and settle in Jordan. This study used a qualitative systematic literature review and quantitative data from the UNHCR to determine the effect of the strategy on Jordan’s foreign policy and whether the strategy could be sustained. The findings showed that Jordan’s stature in terms of its foreign policy has grown, leading to bilateral agreements and participation in international negotiations. However, its humanitarian strategy may not be sustainable with the current level of funding. The funding from foreign countries and international organizations has been insufficient to support the growing number of Syrian refugees in Jordan. The literature on this topic is limited, and comprehensive quantitative research is recommended to determine the future effect of the strategy on health care and education for Syrian refugees in Jordan.

Abstract:: The number of Syrian refugees attempting to enter Europe has doubled in the last two years. This shift is driven by growing hostility towards Syrian refugees in host states Turkey, Lebanon, and Jordan. Governments in these countries are ratcheting up the political rhetoric and deploying new ways to force Syrians to return. Home-grown economic and social pressures, and problems caused by the pandemic and Russia’s war on Ukraine, contribute to these tensions. Europeans’ support for Syrian refugees remains humanitarian-led and short-termist. The EU and its member states should switch to a longer-term ‘inclusion’ approach that helps Syrians live in dignity in their host countries. This new approach would also benefit local communities, as well as discourage Syrians from making the dangerous journey to Europe.

20. Reset U.S.-Syria Policy

Abstract:: After 12 years of civil war, Syrian President Bashar al-Assad’s government has consolidated its power and defeated credible threats to its rule. The anti-Assad armed opposition, which once controlled half of Syria, is relegated to the northwestern province of Idlib. While the Biden administration recognizes that Assad will likely remain in office, U.S. policy remains punitive, maintaining comprehensive sanctions on Syria until Assad negotiates political reforms with his opponents and agrees to free and fair elections. This policy will not produce the desired results. Assad is firmly entrenched, benefits from the help of security partners in Iran and Russia, who prefer that he stays in power, and remains highly unlikely to comply with U.S. demands. The status quo amounts to collective punishment of the Syrian population. Approximately 900 U.S. troops remain in eastern Syria, allegedly to train and advise the Kurdish-led Syrian Democratic Forces against ISIS. But ISIS lost its territorial caliphate more than four years ago. The risk of keeping U.S. forces there in perpetuity which includes sporadic attacks on U.S. positions and escalation risks with various actors, outweighs any rewards. Neither the sanctions nor the occupation of eastern Syria serves U.S. security interests. The former does no good, and the latter risks embroiling the United States in a mission without an end date. The United States should withdraw its remaining forces and offload what is left of the counter-ISIS mission to local actors. The United States should also reduce if not end its failing sanctions regime.

Abstract:: Continual and ever-growing foreign involvement led to the internationalization of the armed conflict and turned Syria into a battleground for the strategic competition of several powers. The Kremlin has long viewed Hafez and Bashar al-Assad as indispensable partners in the Middle East and has repeatedly offered its diplomatic and military support in an attempt to achieve its own strategic objectives. Given the destabilizing effects the unending Syrian crisis has had on Middle Eastern and Eastern Mediterranean security, Greece maintains a profound interest in the resolution of the conflict. Greece appointed a Special Envoy for Syria in May 2020 with a view to reinvigorating its policy vis-à-vis the Syrian crisis. Greece’s successful re-engagement with key Arab countries and improved relations with other regional actors could pave the way for a more prominent Greek role in Syria. This could entail reinforcing its diplomatic cooperation with the EU Delegation to Syria, leading the EU humanitarian relief effort following the devastating earthquakes that hit Syria on 6 February 2023, and formulating a realistic and forward-looking strategy for the future of the Syrian people, including provisions for the voluntary repatriation of refugees and the protection of minority rights.

Despite jihadi lip service to the Palestinian cause, support for global jihad among Arab Israelis and Palestinians has remained relatively low. Physical and ideological barriers erected by Israel and the Jewish community have so far limited the capacity of global jihadi actors to operate against Israel and the Jewish community.” Christopher Faulkner, Raphael Parens, and Marcel Plichta explore the future of the Wagner Group in Africa after the death of its founder, Yevgeny Prigozhin. They write: “Wagner personnel in Africa appear poised to carry on their original missions given the importance of the continent to Russia’s broader strategic ambitions. Though the mercenary mutiny and Prigozhin’s death may lead clients to raise questions about what a continued partnership with Wagner means for relations with the Kremlin, Moscow has signaled a tolerance, if not need, for Wagner or a Wagner-like entity in Africa. Abandoning Wagner clients would severely undermine Russia’s influence on the continent.” Aaron Zelin and Devorah Margolin explore the Islamic State’s shadow governance in eastern Syria since the group lost its last piece of territory in the country in 2019. They write: “While it is true that the organization’s insurgency has been degraded in recent years, only focusing on the Islamic State’s attack claims and propaganda misses an important trend happening at the local level: … the Islamic State has continued attempts to govern as shadow actors in eastern Syria.” They warn that thanks to these efforts, “even if it sounds far-fetched now, a reasonable worst-case scenario is that the Islamic State could rapidly take advantage of a changed local context to attempt to carve out a small statelet in eastern Syria again.”

Abstract:: As we enter a new era of calibrated counterterrorism 22 years after 9/11, in this month’s feature article senior analysts at the U.S. National Counterterrorism Center provide a unique window into the U.S. government’s continuing efforts to suppress international terrorism. NCTC director Christine Abizaid writes: “It is clear to me that Americans at home and abroad would be confronted with a more severe terrorism threat if it were not for the sustained and focused efforts of the entire U.S. CT community over the past 22 years. As we approach another 9/11 anniversary, I asked senior analysts from NCTC to share more with the public and academic community about the constant, behind-the-scenes work of CT professionals across the government. It is my hope that, through this product, others can gain a greater degree of insight into what this community regularly confronts in its mission to protect innocent civilians from persistent terrorist adversaries.” In the second feature article, Amira Jadoon, Andrew Mines, and Abdul Sayed examine the enduring threat posed by Islamic State Khorasan (ISK). They write: “An analysis of ISK’s operations, outreach, and clashes with the Taliban indicate that the organization remains capable of strategic adaptation and is only broadening and deepening its influence in the region, posturing to become a truly regional organization. And while the Taliban have demonstrated some capacity in targeting ISK commanders, any security gains are unlikely to hold in the absence of sustained counter-ISK operations.” With the Islamic State earlier this month announcing the appointment of its fifth caliph, Abu Hafs al-Hashimi al-Qurashi, Aymenn Al-Tamimi examines what little is known about the group’s recent paramount leaders. He writes: “Despite the fact that the group’s caliphs are now very much ‘men of the shadows,’ there is little evidence pointing to the prospect of the group’s fragmentation in Iraq, Syria, or elsewhere around the world, with the group’s affiliates seemingly willing to accept successor caliphs about whom little or nothing is publicly known.” Lucas Webber and Alec Bertina profile the Russian Imperial Movement (RIM) and its paramilitary wing, the Russian Imperial Legion (RIL), tracing their involvement in the Ukraine conflict since 2014. They write: “With the Wagner Group’s resources waning, there may be an opportunity for RIM/RIL to deepen its involvement in Russia’s efforts in Ukraine. This could bolster the group’s recruitment, paramilitary capabilities, and thus increase the broader threat it poses. However, the organization may face sanctions in the future from the Russian state if the Kremlin continues to clamp down on Russian pro-war ultra-nationalist elements.”

Abstract:: In this month’s feature article, Pierre Boussel provides a deep examination of the Quds Force in Syria. He writes: “The key mission of the Quds Force of the Revolutionary Guards (IRGC) is to defend the Iranian Islamic Revolution and create armed militias in the countries of its ‘Axis of Resistance.’ Its organization is opaque and complex, coordinating combat operations with soft-power actions aimed at, among other initiatives, establishing a Pax Irania in the Middle East, a ‘peace’ of which it is the initiator and guarantor. Although the Quds Force’s apparatus in Syria has been under pressure from Israeli airstrikes, Tehran is sticking to its mission set: infiltrating Syrian civil society and sending fighters to the north, where the civil war will one day end, and to the south, on the edge of the Golan Heights, to establish a base against Israel if necessary.” Our interview is with Brian Nelson, the Under Secretary of the Treasury for Terrorism and Financial Intelligence. He describes how his office “marshals the Department’s intelligence and enforcement functions with the dual aims of safeguarding our financial system against illicit use and also combating corrupt regimes, terrorist facilitators, weapons of mass destruction proliferators, money launderers, drug kingpins, and other national security threats.” On May 6, 2023, Mauricio Garcia, a man with longstanding neo-Nazi views, murdered eight people in a mass shooting at the Allen Premium Outlets mall in Allen, Texas. Ashley Mattheis, Amarnath Amarasingam, Graham Macklin, and Marc-André Argentino look at what led to the attack. They write that the deceased perpetrator “had an ideologically fuzzy tapestry of extreme thoughts tied to rampant violence. He appeared to view neo-Nazis and other members of the extreme far-right as living the ‘real’ masculine ideal in its fullest form by their commitment to generating dominance through violent, radical, racial, and cultural action. This interaction between race and gender is an increasingly present aspect of far-right violence and needs to be better understood.”

Abstract:: With Pakistan engulfed by political and economic turmoil, the Tehrik-i-Taliban Pakistan (TTP)—better known as the Pakistani Taliban—is again growing as a threat. In our feature article, Abdul Sayed and Tore Hamming write: “With the Taliban’s victory in Afghanistan, the TTP has obtained new more sophisticated weapons and relocated fighters from Afghanistan to Pakistan and is now turning its focus back to its war against the Pakistani state. Over the past two years, the group has gone through a series of mergers, strengthened its media and operational activities, moved away from the indiscriminate targeting of civilians in suicide attacks, implemented a range of new internal policies centralizing its organizational structure, and settled on a localized strategy. With a solid organizational foundation and its eyes set on the Pakistani state, the TTP appears ready to follow in the footsteps of the Afghan Taliban and take control of territory in Pakistan’s tribal areas. The Taliban victory in Afghanistan has emboldened and strengthened the TTP. With the Taliban in control of Afghanistan and sympathetic to the TTP, the TTP now enjoys a level of ‘strategic depth’ that is arguably unparalleled in its history.” Our interview is with Robin Simcox, the United Kingdom’s Commissioner for Countering Extremism. He talks about tackling violent and non-violent extremism across the ideological spectrum and the findings of the recent independent review of the United Kingdom’s “Prevent” counter-extremism pillar. Wassim Nasr recounts his journey through Idlib in late April and early May 2023 on a reporting assignment for France24. He met with senior leaders of Hayat Tahrir al-Sham, including its leader Abu Muhammad al-Julani, who told him they have definitively turned away from global jihad. In Nasr’s words: “You have a core jihadi group with core leaders saying, ‘OK, we don’t want anything to do with international jihad anymore.’ This is unique. It’s never happened before.” Colin Clarke, Mollie Saltskog, Michaela Millender, and Naureen Fink examine the recent targeting of infrastructure by America’s violent far-right. They write that “the increased focus and attacks on critical infrastructure by far-right extremists has the potential to wreak extensive, multifaceted societal disruption and damage, impacting communications, the economy, mobility, and basic human necessities.”

Originally the vision of Mr. Vinnie Viola, Brigadier General (Retired) Russ Howard, and General Wayne Downing, the CTC has evolved into a trusted global hub for scholars, practitioners, and policymakers. At the heart of what we do are the Cadets of West Point, who have made the Terrorism Studies Minor the number-one choice of minors at West Point over the last 10 years and who graduate to lead our nation’s Soldiers in complex times. This mission is empowered by 20 years of teammates, donors, partners, and stakeholders around the world who ensure the CTC is delivering cutting-edge research and insight in the fight against terrorism. While the CTC has been a mainstay of the CT fight for the last two decades, I posit that the most important time for this team is now. As national security priorities and resources rebalance toward strategic competition, the CTC will maintain its focus on understanding current and future terrorism threats to our nation and to the world, ready to assist our nation and our allies wherever we are called. 27. A "System of Systems" Approach to Countering Drones: Examining Recent Operations from the Middle East to Ukraine

Abstract:: Drones have proliferated over the past decade, offering a cheap, effective precision-strike capability and leading to an inflection point wherein the United States can no longer count on complete air superiority. As former U.S. Central Command head Kenneth McKenzie put it, “Until we are able to develop and field a networked capability to detect and defeat [drones], the advantage will remain with the attacker.” The United States and other countries have therefore begun investing in counter-drone systems to complement and augment legacy air defense systems that have already proven effective in the role. Conflicts in the Middle East, Ukraine, and elsewhere suggest that progress in drone technology will require corresponding adjustments in counter-drone capabilities to fill gaps and lower the costs of interception. In this lavishly illustrated Policy Note, Eric Feely details counter-drone approaches used in recent conflicts and what they could mean for the future of warfare. Military officials, he writes, are not seeking a silver bullet on this front, but rather advances based on existing layered, interoperable systems capable of providing kinetic and nonkinetic solutions.

28. Turkish Backlash: How Street Interviews Spread Anti–Syrian Refugee Sentiment

Abstract:: In early February, two major earthquakes shook Turkey’s southeast, as well as parts of Syria, claiming at least 45,000 Turkish lives in what has become the biggest natural disaster in modern Turkish history. The country’s most pressing challenge is to provide relief for the more than 13 million citizens who live in areas directly affected by the tremors. In the meantime, however, in addition to exposing egregious zoning and building code violations, the powerful quakes have revealed new dimensions of anti-Syrian feeling in Turkey. In the days that followed, gruesome videos circulated on social media showing vigilantes battering individuals they accused of looting in the affected provinces. Syrian refugees have seen their noncitizen status exacerbated by local resentment, resulting in limited access to earthquake relief resources; they have likewise been especially vulnerable to the vigilantism. “Looting” and “Syrian” have become synonymous in some corners of social media, fueling public resentment centered on the refugee population. But hate directed at Syrians on the Turkish web is nothing new. Turkey has seen an overall uptick in anti-refugee violence since 2021, often targeting Syrians. In a particularly violent episode in August 2021, residents of the Altindag district in Ankara vandalized and looted Syrian-run businesses and homes. Across 2022 and into 2023, even before the earthquakes, hate crimes against Syrians have continued to increase. Turkey hosts at least 4 million refugees—3.7 million of them Syrian nationals or stateless people who have migrated from Syria. This is an almost 5 percent addition to Turkey’s existing population, which stood at about 74 million before their arrival, making it the largest influx to Turkey since the Balkan Wars of 1912–13, amid the Ottoman Empire’s collapse. Since the Syrian war began in 2011, the Turkish government has welcomed large numbers of Syrian refugees and given them “temporary protected status.” While the public in general welcomed them, since Turkey fell into recession in 2018, tolerance has worn thin. This public unease has found expression in a media trend known as “street interviews,” which simultaneously spread intolerance and misinformation regarding Turkey’s Syrian refugee population. By way of context, the Turkish government has cracked down on conventional media over the past decade and a half, giving loyal media a monopoly on information and pushing Turkish citizens to seek alternative sources of news. Creative new initiatives have emerged as a result, some anchored in social media, and while these can fill gaps and contribute in meaningful ways, some, such as street interviews, are quasi-journalistic and can disseminate dangerous messages. If the Turkish government does not ease its hold over the media, other such trends will likely persist and continue shaping public opinion, hurting chiefly Turkey’s vulnerable Syrian population.

Abstract:: The massive earthquake that killed more than 50,000 people in Turkey and Syria as of February 28—one of the worst Middle East natural disasters in recent memory—has touched the hearts of leaders and peoples across the world, triggering a flow of urgently needed humanitarian support. Regional states, too, have provided rescue and relief assistance. From the outset, however, politics has played an important role in shaping the scope and direction of such aid. In fact, the politics of humanitarian aid follows a pattern discernible based on previous regional responses to crises, including the 2020 Beirut port explosion and—before it—the 2014 Gaza war.

30. Nonviolent Protest Movement in Suweida Continues to Resurrect Calls from the Syrian Revolution

Abstract:: On December 8, residents of Suweida city and the surrounding areas came out to protest the Assad regime yet again. Days later, as the movement entered its sixteenth week, a long line of protesters appeared in the town of Salkhad in the south of Suweida province. On these streets, waves of protesters chant “the people want the downfall of the regime,” echoing cries of the Arab Spring that has in the past sparked swift military backlash from the Syrian Regime. Syrian opposition flags are common, along with the Druze flag—the community to which the large majority of Suweida’s inhabitants belong. Meanwhile, several residents of Salkhad and nearby Shahbaa city broke into their local Baath party offices to either close down or take documents from an already closed building. These offices joined the fate of other Baath party offices throughout the province that have been shut down in towns including Melh, Arman, al-Qurayya, and Sama al-Bardan. In videos posted to social media, these protesters tore up pictures of Bashar al-Assad in a clear challenge and explicit rejection of the regime’s legitimacy, demanding its departure. In the events of this one week, Syrians following the protests could see a microcosm of the larger Suweida protest movement, now over a hundred days in and with no signs of stopping. Although the peaceful demonstrations in Suweida are no longer in the international spotlight since the outbreak of the Gaza war, the movement is remarkable for its longevity and continued open articulation of so many of the ideas that initially motivated Syrians to take to the streets in 2011, and that the Syrian regime has tried so desperately to repress in the intervening years. These protests are the means through which the demonstrators communicate with the world, and have become a symbol for many Syrians both within the country and outside of it. When they began in mid-August 2023, their unprecedented scope meant that they were almost immediately hailed as a second wave of the Syrian revolution. At the time, many wondered: Will Suweida be the turning point? Will this movement be able to oust the Assad regime and usher in a democratic political process that could make reconstruction possible, allowing the return of refugees and the displaced? While protesters in Suweida have not yet accomplished these admittedly audacious goals, neither have they been silenced or forced into submission in the intervening months. This in itself should be seen as a victory; the Suweida movement has become the longest, most organized, widespread, and participatory movement since the outbreak of the Syrian civil war, a mixed-gender civilian movement with broad and influential participation from all segments of Suweida’s society.

32. Drug Addiction in Syria: A Decades-Long Disease

Abstract:: Numerous articles have recently appeared in international media about confiscated shipments of Captagon coming from Syria into various countries in the Middle East. Recent research has examined how Syria turned into a regional center for drug trafficking. Yet media interest appears comparatively silent about the spread of drug abuse inside Syria itself. According to available reports, domestic drug abuse has reached dangerous levels. While such a crisis has no doubt increased, the roots of this issue are decades old. Through my work as a doctor in Damascus from 1980 until September 2011, I witnessed how drug abuse spread during this period. My private clinic was located in one of the most significantly affected neighborhoods, and some of my personal observations from my time as a clinician may help shed light on the deeper origins of Syria’s current drug crisis and perhaps shed light on potential avenues to address it. Initially, the Lebanese civil war served as the main factor in the spread of drugs. Several militias exploited the collapse of state institutions in Lebanon to carry out drug cultivation, manufacturing, and drug trafficking within its borders. The Syrian military intervention in Lebanon in the mid-seventies and the establishment of partnerships between the leaders of these militias and Syrian officers that secured the drug trade with more protection allowed its revitalization and prosperity, as documented in a Washington Post article from that period. Tons of heroin were produced annually in Lebanon, and Syrian officers subsequently trafficked large quantities into Syria. This new ease of access captured the attention of numerous Syrian youth, who began using these highly addictive drugs. Their interest in drugs was often initially driven by being forced to leave education to enter the labor market at an early age and experiencing a sense of a bleak future. And whereas Syrian teenagers used to rebel by smoking or consuming alcohol, peer use of opioids—such as the proximal “dextropopoxyphene” that became popular globally in the sixties—opened the door to growing usage due to the drug’s quick tolerance. Some patients moved rapidly from two capsules to the entire envelope of ten capsules in order to obtain the same sense of euphoria, ultimately leading the user to try other drugs to experience the same high. Young Syrians also took to abusing codeine-containing cough syrup.

33. Countering “ISIS at Large” in Syria

Abstract:: In U.S. Central Command’s 2022 “year in review” statement on the current status of the fight against the Islamic State, commanding general Michael Kurilla highlighted three categories: (1) “ISIS in detention,” meaning the thousands of men and boys affiliated with the group and held in Iraqi and Syrian prisons; (2) the “potential next generation of ISIS,” meaning the approximately 55,000 women and minors held in camps; and (3) “ISIS at large,” meaning the leaders and operatives that the United States and its partners “are currently fighting in Iraq and Syria.” Although Gen. Kurilla praised the ongoing effort to militarily degrade ISIS, he also noted that the group’s ideology persists, and that “partnered operations” are needed to keep up the pressure. This view aligns with the pivot in U.S. strategy in Syria over the past year and a half, from a military mission to “advising, assisting, and enabling” local partners. At the same time, however, U.S. forces have continued launching unilateral strikes against ISIS leaders in Syria as recently as this month.

34. The Future of Repatriation from Northeast Syria

Abstract:: The Kurdish-led Autonomous Administration of North and East Syria (AANES) recently announced that due to the international community’s slow response to the repatriation of thousands of individuals affiliated with the Islamic State (IS), it will begin to hold “fair and transparent trials in accordance with international and local laws related to terrorism.” The announcement comes after representatives from more than eighty countries gathered in Saudi Arabia on June 8 for a ministerial meeting convened by the Global Coalition Against Daesh, where U.S. Secretary of State Antony Blinken reminded attendees, “We know that repatriation is the only durable solution.” His statement stood out in this context because citizens from many coalition states are still being detained indefinitely in northeast Syria. While the United States has proactively advocated for repatriation across two administrations, most other countries around the world have been reluctant or slow to take such action. To date, approximately 5,500 Iraqis and 2,700 third-country nationals (i.e., not Syrian or Iraqi) have been repatriated from detention camps, and the international community is on track to repatriate more such individuals in 2023 than in years past. Although this is a step in the right direction, it means that more than 10,000 third-country nationals from almost 60 countries remain in detention in northeast Syria, including approximately 2,000 men and boys and 8,000 women and minors. These numbers do not include the more than 18,000 Syrians and 25,000 Iraqis who are also being held indefinitely. With numerous international conflicts dominating daily headlines, much of the international community is no doubt fatigued by the challenges emanating from the fight against IS and the repatriation of IS-affiliated individuals. Yet the AANES announcement and other developments show that these challenges will only proliferate without concerted attention from Washington and its coalition partners.

35. Syrians' Reactions to the First Weeks of Israel-Hamas War

Abstract:: When the al-Qassam Brigades—the military wing of Hamas which the United States classifies as a terrorist organization—launched their al-Aqsa Flood operation, Syrians were already on edge. They had been following news of peaceful protests that have been taking place for almost two months in the Suwayda Governorate, which is majority Druze, as well as in other Syrian governorates. Protestors have called for the end of the Assad regime, the release of tens of thousands of prisoners, and the implementation of UN resolutions on Syria. Meanwhile, the Syrian regime and Russian aircraft have carried out daily bombings on civilians in Idlib and the surrounding countryside, which have displaced more than 100,000 Syrians. The Syrian Network for Human Rights stated that the Assad regime and Russia’s attacks on northwestern Syria have resulted in around 45 civilian deaths including 13 children, 9 women, and 3 humanitarian aid workers. They said that 51 critical facilities had also been targeted during October 2023. Al-Aqsa Flood also comes at a time when Syrians in regime-controlled areas face increasingly difficult living conditions. Concurrently, the International Court of Justice is beginning initial proceedings for Canada and the Netherlands’ case against the Assad regime for crimes of torture. The response to events in Israel and Gaza have not been monolithic; reactions have varied significantly depending on factions’ alliances and proximity to the conflict. On the one hand, there is widespread disillusionment with actors claiming to liberate Palestine, a reflection of how groups like Hamas failed to support the Syrian people’s revolution against the Assad regime. However, Syrians as a whole empathize with Palestinians and reject the killing and forced displacement of Palestinians and destruction of their homes. Simultaneously, Syrians have not forgotten the crimes that the terrorist organization Hezbollah has carried out against them in support of the regime, as well as Hamas’ backstabbing in trying to reestablish ties with the Assad regime. Hamas' close ties with Iran, the main backer of the Damascus government, are another source of anger in anti-regime circles.

Bu çalışma, Türkiye’de resmi rakamlara göre sayıları 3,5 milyon civarında olan geçici koruma kapsamında bulunan Suriyelilere ilişkin Türkiye’deki milliyetçi siyasal parti liderlerinin nefret söylemini kullanıp kullanmadığını ortaya çıkarma amacındadır. 2011 yılından itibaren Suriyelilerin Türkiye’ye göçü ile birçok şehirde demografik yapının bozulduğu ve çok çeşitli toplumsal sorunların ortaya çıktığı söylenebilir. Ancak nefret söyleminin, toplumda daha derin yaralara yol açılmasına sebep olabilecek olan “nefret suçlarını” ortaya çıkarma potansiyeli bulunmaktadır. Bu bağlamda önem arz eden çalışmada, Devlet Bahçeli, Meral Akşener ve Ümit Özdağ’ın açıklamaları söylem analizi yöntemi ile incelenmiştir. Bu incelemelerin sonucunda, Milliyetçi Hareket Partisi lideri Bahçeli’nin, geçici koruma kapsamında bulunan Suriyeliler ile ilgili söylemlerinde önyargılı aktarımlar ve ayrımcılık yaratıcı unsurlara rastlanmamakla beraber geçici koruma kapsamında bulunan Suriyelilere dostane şekilde yaklaştığı; İyi Parti lideri Akşener’in de ayrımcılık, ötekileştirme veya önyargılı söylemlerden uzak durduğu gözükmektedir. Buna karşın, Zafer Partisi lideri Özdağ’ın, toplumda meydana gelen neredeyse bütün olumsuzlukları geçici koruma kapsamında bulunan Suriyeliler ile ilişkilendirdiği ve yine neredeyse her zaman ayrıştırıcı ve ötekileştirici söylemler kullandığı görülmektedir. Zafer Partisi’nin kuruluşundan sonra söylemleri keskinleşmiş olup, önyargılı aktarımlara da çokça başvurmaktadır. Abstract:: The Syrian conflict, now in its 13th year, has generated a complex humanitarian emergency resulting from the dislocation of half of the country’s population and the disintegration of the Syrian public health system, greatly exacerbating the pre-existing global refugee crisis. The conflict and mass displacement have additionally had a severe psychological impact on civilians, resulting in high levels of mental health problems, such as depression, anxiety, and post-traumatic stress disorder. The earthquake that struck northern Syria on Feb. 6, 2023 — the worst in the region in 200 years — compounded and retraumatized an already acutely affected population. Last February, MedGlobal deployed a team of psychiatric professionals to conduct post-disaster mental health training in northwestern Syria — their experiences led to the publication of a groundbreaking new report: “Retraumatized: The Psychological Impact of the Earthquake on War-Torn Syria.” The Middle East Institute (MEI) is pleased to host a discussion with the report’s authors, who will present their findings and policy recommendations and explore the many wider aspects of Syria’s humanitarian crisis, including the upcoming United Nations Security Council vote on cross-border aid access into northwestern Syria.

44. The Humanitarian Response in Post-Earthquake Syria: An Urgent Need for Depoliticisation

Abstract:: Less than four days following the deadly earthquake that hit Turkey and Syria on 6 February 2023, Syrians from the less-impacted areas in the northeast sent a convoy of 140 trucks carrying humanitarian aid toward the northwest.[1] Solidarity convoys drove successfully through checkpoints across different zones of control, including those controlled by the Kurdish Autonomous Administration (AA) in northeast Syria, the Syrian regime and the Syrian Interim Government (SIG) in Turkish-influenced areas in northern Syria. While doing so, they overtook other convoys sent by the AA and the UN Damascus that were stuck behind for different political and logistic reasons. Search and rescue activities in northwest Syria were primarily led by local efforts (in particular the Syrian Civil Defense or the White Helmets),[2] with very few international rescue teams joining, especially in the early days. Eyeing this, Syrians furiously, but also sarcastically, wondered how ordinary Syrians already living in harsh living conditions were able to mobilise more aid and deliver it faster than the UN and other INGOs. This event adds another episode to the long history of UN structural failure to deliver aid to disaster-struck zones in the country since the outbreak of the conflict in 2011. As living conditions have never been worse in Syria, and the humanitarian system has never been more paralysed and politicised, there is no more rightful time than now to rethink the whole system of aid delivery.

Abstract:: This devastating conflict that has had a profound impact in Syria, the region and beyond, caused immense suffering. At least 400,000 Syrians have lost their lives. More than 6 million refugees, out of a pre-war population of 22 million, have fled the country and 6.7 million are internally displaced. Over 13 million people continue to need assistance, and yet Syria seems to have dropped off the radar. In this panel discussion, hosted by the Centre for Security, Race and Rights (CSRR) at Rutgers University, experts with in-depth knowledge of Syria and the region will examine some of the challenges humanitarian organisations faced as consequence of the war in Syria. Panellists will examine the relationship between health-care provision on the one hand, and the state’s claim to sovereignty and legitimacy on the other, and how the humanitarian response became quickly entangled into the polarized sides of the Syria war. They will look at how the protracted conflict in Syria has fragmented the country’s health system. Abstract:: As a new but uncertain international system has been operating for decades that can be regarded as a transition from unipolarity to something resembling multipolarity. Therefore, established and possible future great powers have been determining their foreign policies according to their future projections of the regional conflicts. This paper investigates Turkey and Russia’s stances in the Syrian and Ukrainian Crises. It might sound odd that Russia and Turkey are comparable in a struggle for the sphere of influence that intercepts each other. However, their good bilateral relations and different, even conflictual, approaches to regional and international issues provide a suitable ground to claim that a new international system is about to emerge. It will continue until the positions of established and newly emerged great powers are embedded. In practice, Russia's stance in the Ukrainian crisis and Turkey's stance in the Syrian crisis represent ontological threads to the vision of their own countries. However, they can still work together at a certain level because of third-party involvement in the issues

47. What Strategic Posture Should France Adopt in the Middle East?

Abstract:: France has a historical presence in the Middle East, where it has many interests to defend: the fight against terrorism, the promotion of the arms industry, the dissemination of humanitarian values, etc. To this end, it has a number of resources at its disposal, notably military: French forces are deployed in Iraq, Syria and Jordan as part of Operation Chammal, in Lebanon for the United Nations Interim Force in Lebanon (UNIFIL), and in the United Arab Emirates. This strategic posture, inherited from the history and "Arab policy" of the 20th century, is now being called into question by the geopolitical upheavals in the region. The resizing of the American presence in the Middle East, initiated by the withdrawal from Afghanistan, is accompanied by a growing assumption of responsibility for their own security by local actors. This evolution is embodied, for example, in the signing of the Abraham Accords, which redefine the place of Israel. The American pulling out also allows extra-regional powers such as China and Russia to become progressively involved in the area. These transformations require an adaptation of the French posture in order to position itself as a credible actor in the strategic competition. It is therefore necessary to move away from the sole focus on counterterrorism, which no longer gathers partners, and more broadly to redefine the partnership strategy and the mechanism deployed on the ground. A strengthened interministerial, or even European, dynamic also seems essential in order to mobilize all the levers available to France.

48. Apply the Logic of the Afghanistan Withdrawal to Syria

Abstract:: The logic President Biden used for removing U.S. troops from Afghanistan applies to Syria. Since a U.S. intervention should be defined by clear, achievable goals, and since long-range strikes, instead of occupying forces, can accomplish U.S. counterterrorism goals, there is no good case for keeping U.S. troops in Syria either. Around 900 U.S. forces currently occupy territory in eastern and southern Syria, risking conflict with Syrian forces and local militias, as well as Russian, Iranian, and Turkish forces. ISIS’s territorial caliphate in Syria was eliminated in 2019. The few, small, remote areas the remnants of ISIS now hold are largely within territory held by Syrian government forces. Local forces can fight the remnants of ISIS. None of the other standard rationales for keeping U.S. forces in Syria—protecting the Kurds, countering Iran and Russia, unseating the Assad regime—justifies keeping troops in Syria either.

Abstract:: Three trends will characterise the evolving global terror threat landscape in 2022. First, the cascading implications of the return of the Taliban-al Qaeda alliance to Afghanistan on August 15, 2021. Second, the diffusion of the Islamic State threat from the Levant, notably from Iraqi-Syrian theatre. Third, the online surge of extremist and violent content especially of Islamist and Far Right entities on servers in North America and Europe mobilising and radicalizing especially youth. With lockdowns, partial lockdowns and other pandemic restrictions, the challenges facing government security forces - military, law enforcement and intelligence surged and both in resource allocation for training and mobility for operations hampered their performance and efficacy. The focus on humanitarian challenges by governments during the pandemic was ably exploited by threat groups to expand their support bases or capture territory. On the other hand, a range of ideological and material threats manifested in 2021. Some will institutionalise both in the physical and digital spaces in 2022. With radicalisation and reciprocal radicalisation of Islamists and Far Right threat groups, their networks, cells and personalities will stage attacks.

Abstract:: “The January 15, 2022, hostage crisis at a Jewish synagogue in Colleyville, Texas, resurfaced a longstanding jihadi cause when the armed hostage-taker demanded the release of Dr. Aafia Siddiqui, a Pakistani neuroscientist-turned-al-Qa`ida-operative currently serving an 86-year-sentence in an American prison for attempting to murder U.S. troops in Afghanistan,” writes Bennett Clifford in this month’s feature article, which looks at how her case continues to motivate jihadi terror plots in the United States. Clifford argues that “the factors that initially skyrocketed her case as a cause célèbre for jihadis have grown in importance. The jihadi movement, particularly in the West, has had a particularly intense focus on the plight of Western women jihadis behind bars during the past several years … [and] Siddiqui is the prototype for the ‘aseerat,’ the female prisoners of the jihadi movement who are constantly the subject of propaganda pushes, crowdfunding campaigns, and jihadi operational activities.” Our interview is with David Caulfield, who served as Chief of the Defense Combating Terrorism Center at the Defense Intelligence Agency before his retirement earlier this year. Daniel Heinke assesses that the Querdenken protest movement in Germany, which emerged in 2020 in opposition to government COVID-19 measures, is “apparently open to conspiracy theories and right-wing extremism” and has become “a serious threat to public security.” He notes that not only did Querdenken protestors attempt to storm Germany’s parliament building in August 2020, prefiguring the January 6 U.S. Capitol riot, but an alleged 2021 plot to assassinate Saxony’s premier was “reportedly fueled by corona-skeptic grievances and apparently had linkages to the broader Querdenken movement.” He writes: “The threat posed by the movement is that it can fuel anti-government sentiments and thus may form a gateway for the acceptance of more extremist views and ultimately for the belief that resorting to violence may be acceptable or even necessary to defend rights.” Audrey Alexander and Teddy MacDonald examine how jihadi terrorists in Syria move, hide, and access funds using digital currencies. They assess that “All in all, digital currencies are not replacing other methods of terror finance. Instead, terrorists in Syria often use digital currencies in conjunction with other money service businesses and transfer methods.”

51. Iran Entangled: Iran and Hezbollah’s Support to Proxies Operating in Syria

Abstract:: At a time when power dynamics in the Middle East region are in flux due to the shifting circumstances of the Islamic State, the drawdown of U.S. troops in the region, and the intensification of Iranian-backed attacks on U.S. and Saudi Arabian targets in the region, an historical look at the support Iran and Lebanese Hezbollah (LH) provided to proxies during the Syrian civil war may yield insights into Iran’s past and present playbook not only in Syria but potentially other contexts. The civil war in Syria was a unique catalyst that intensified Iranian economic, political, and religious activity in the country, which was ongoing since the 1980s. During the conflict, Iran demonstrated the ability to exert influence tactically while also building a religious and social support base in Syrian society. Iran achieved these goals, in part, through raising and supporting various non-state militant groups in Syria. Drawing on open sources and interviews with subject matter experts, this report investigates the nature of Iranian and LH support to proxies operating in Syria from 2011 to 2019. While the nature of Iran’s proxy network is dynamic, it is useful to investigate the network at its peak years to understand existing and potential future structures and capabilities for Iranian external operations. This report investigates support from Iranian actors—inclusive of the IRGC and its various components, notably the Quds Force (IRGC-QF), as well as the Iranian government more generally—and LH through the lens of kinetic (e.g., joint attacks between the militias and Iranian actors and/or LH, personnel placed with militias, and training and weapons provided to militias) and non-kinetic assistance (e.g., funding, logistical support, recruitment and social service assistance, and meetings between Iranian actors and/or LH and militias). Looking at these two categories of support provides a more holistic snapshot of Iranian influence and capacity-building with proxies in Syria. The report’s findings indicate a pattern of support on the part of Iran and LH that potentially indicates a phased rollout of battlefield-related supports to be replaced with longer-term societal entrenchment efforts. Furthermore, Iran and LH share a division of labor between Iranian actors and LH for kinetic supports, but not non-kinetic ones. Specifically, this report found training, weapons provisions, funding, and joint attacks among the most common supports provided by Iran and LH. Finally, of all Iranian actors, this report found the IRGC to be the most prolific supporter to proxies operating in Syria.

52. Gearing Up the Fight Against Impunity: Dedicated Investigative and Prosecutorial Capacities

Abstract:: Holding perpetrators to account for the worst crimes known to humanity is one of the most important responsibilities of the community of nations in the 21st century. Notwithstanding the appalling nature of atrocity crimes, most perpetrators do not face justice. Specialized investigative and prosecutorial units, however, offer a ray of hope in this otherwise bleak justice landscape. Such units now operate in several countries around the world, including Argentina, Bosnia and Herzegovina, France, and Germany. This report, which was prepared jointly by ICTJ and the Foundation for Human Rights emerges from efforts to persuade the South African government to create a dedicated capacity to investigate and prosecute apartheid-era crimes, which have been long neglected. The report considers ways of gearing up the fight against impunity for serious international crimes and crimes of the past. It compares countries that leave atrocity crimes to the general administration of justice and those that adopt a specialized or dedicated approach. Specialized prosecutorial and investigative capacities are entities that focus exclusively on a particular category of crimes. While specialized units vary in size, structure, staffing, and operations, innovations such as prosecution-led investigations and bringing multi-disciplinary skills under one roof, make them considerably more effective than a generalized approach. The report provides a high-level audit of specialized units in 23 countries. It considers different models of domestic dedicated investigative and prosecutorial approaches and analyses their track records. Eleven case studies contrast countries with specialized units and those without. The report examines certain features that characterize specialized units, including their structure, composition, operations, and relationships with civil society and other entities. It analyzes the main challenges faced by the units including political dynamics, accessing evidence, and victim support. The report includes an overview of recent efforts by various specialized units to deliver criminal accountability for serious crimes committed in Syria. It concludes with recommendations on how to make specialized units more effective.

Abstract:: Following Hannah Arendt’s approach, which distinguishes power and violence and claims that violence appears when power is threatened or fails, this paper argues that the use of violence by Islamic State (IS) is a result of its inability to establish a stable power base in the Middle East. It argues, however, that violence has become a form of political conduct for this organisation, which challenges to Arendtian perspective rejecting any role violence plays in politics and has many repercussions in Middle Eastern societies and politics. This paper notes that local people feel hatred and rage against certain developments in the region, such as their countries’ colonial past, the Iraqi invasion and their failed administrations. Analysing how these reactions are directed in the form of violence by IS against some local groups, the paper examines further the regional consequences of the IS’ use of violence.

57. THE DAY AFTER: Anticipating trouble in the event of a US withdrawal from Syria

Abstract:: With approximately nine hundred troops in northeastern and southeastern Syria, the United States ostensibly aims to prevent the reemergence of the Islamic State group (IS). The withdrawal of US forces from Afghanistan, initiated by the Trump administration and completed by the Biden administration, was followed by the rapid collapse of the pro-Western government of Afghanistan and its replacement by the Taliban. This has led to questions about what will happen if and when US forces withdraw from northeastern Syria. A new issue brief by Atlantic Council’s Senior Fellow Jomana Qaddour examines the social, political, and economic implications and the challenges to US presence in Syria. While the US military presence remains limited in number, this report also underscores how aggregate US influence is much more potent than a force number of nine hundred suggests. US troop presence has enhanced counterterrorism operations, obstructed IS and Iranian smuggling routes, and facilitated humanitarian aid and economic benefits to a population in Syria that would be languishing under even more dire conditions. It can be argued that it has also limited local violence and halted a resurgence of public IS activities. According to the most recent Syria policy review, US presence is limited to the goal of counterterrorism operations, which implies that it is a conditions-based, not calendar-based deployment. Those conditions should include local Syrian forces that can reasonably deny IS a safe haven from which to plot terrorist attacks against the United States and its allies. It is well known that the Assad regime is not likely to provide the necessary capability to assure the United States and its allies that it can prevent IS’s return. In reality, there is little room to positively read the reassertion of Syrian government control over northeastern Syria; and withdrawal from Syria would be a serious gamble for US national security concerns in Syria and the region.

58. Attacks on Hospitals from Syria to Ukraine: Improving Prevention and Accountability Mechanisms

Abstract:: When Russia invaded Ukraine on February 24, 2022, it soon began implementing one of its frequent—and criminal—tactics that it had already been using in its military intervention in Syria: bombing healthcare and medical facilities. Syrian government forces first began targeting health workers in Syria in 2011 at the start of the Syria crisis, and Russia joined them in targeting the healthcare system upon its official entrance to the conflict in 2015. Over the course of the conflict, over 90 percent of 601 recorded attacks on medical facilities were attributable to either Syrian or Russian forces. In Ukraine, Russia has reportedly perpetrated more than 200 attacks on healthcare facilities and ambulances since the start of the invasion. The well-documented pattern of targeted attacks on healthcare in Syria and Ukraine undermines long-established and hard-won provisions under international humanitarian law intended to protect civilians during conflict. Despite the scale of the problem, which extends beyond Syria and Ukraine, there has been no prominent criminal prosecution of any alleged perpetrators of attacks on healthcare in any conflict, no establishment of a UN mandate dedicated to this issue, and no task force created by national governments specifically aimed at prevention of and accountability for these crimes. The international community’s failure to compel meaningful action to stop the criminal practice of targeting healthcare in conflict after conflict has resulted in continued deaths of health workers and civilian populations. In a new issue brief by the Atlantic Council Strategic Litigation Project‘s Elise Baker and Gissou Nia, the two propose recommendations to UN bodies, the World Health Organization, national governments and other institutions and decision makers for concrete actions to prevent future attacks and advance accountability for past ones.

Abstract:: Following the fall of the so-called Islamic State in March 2019, tens of thousands of its fighters, along with their wives and children, were captured and detained in facilities controlled by Syrian Democratic Forces in northeast Syria. Many of which were European. Based on the information provided by scientific institutes and journalists, the outbreak of the Covid-19 pandemic had had a significant impact on the functioning of those facilities. Not only did it aggravate an already severe humanitarian crisis, pushing the detainees to reinforce their attempts of escaping and rioting against the guards, but it also lowered the security level in the controlled facilities, allowing a flourishing of criminal activities. Furthermore, the detainment of ISIS followers turned into a political game between the Kurdish coalition and the United States. The global health crisis put to the test the strategy of many Western governments of keeping European ISIS fighters in the Middle East while pressuring the international community to rethink its approach towards this crescent problem.

60. The Age of Political Jihadism: A Study of Hayat Tahrir al-Sham

Abstract:: The Syria-based group now functions more like a government than a nonstate actor, portending a reorientation for the larger jihadist movement. Hayat Tahrir al-Sham, a group previously linked to the Islamic State of Iraq and to al-Qaeda, has evolved in ways that challenge accepted views of “jihadism.” Now ruling over territory in Syria’s northern Idlib and western Aleppo governorates, it functions more like a government than a nonstate actor, and HTS leader Abu Muhammad al-Jawlani is seeking the group’s removal from the U.S. State Department’s list of Foreign Terrorist Organizations. But HTS is hardly anodyne. The group still espouses extremist beliefs that glamorize terrorism abroad, and its fighters fire rockets into civilian areas controlled by the Assad regime. Moreover, HTS hosts other designated groups in its territory, including Jamaat Ansar al-Islam, Katibat Imam al-Bukhari, and Katibat al-Tawhid wal Jihad. In this thought-provoking Policy Focus, illustrated with photographs of HTS personalities and personnel, jihadism expert Aaron Y. Zelin digs deep into the group’s past before reckoning with the implications of Jawlani’s request. Whatever the U.S. decision, he suggests, political jihadism is here to stay.

Abstract:: As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

62. Arab Syrian IDPs of Tal Rifaat also Want to Go Home

Abstract:: The involvement of Turkish military forces in Northern Syria could allow thousands of Syrians to return to their homes after being forced out by the YPG, the SDF, and other entities for many years. In the West, there has been strong opposition to a newly planned Turkish/Syrian National Army (SNA) military operation in northern Syria. Yet for many displaced Arabs from Tal Rifaat, Manbij, and the surrounding villages, they are welcoming the idea of the liberation of their towns and villages. In fact, they have been asking the Turkish-backed SNA to liberate their area for years. Outside articles often focus exclusively on the Kurdish residents of northern Syria and emphasize that another military operation will automatically mean displacement of the Kurdish population. Yet the area constitutes a mix of Arab and Kurd-dominated towns, and Arab residents have their own history of displacement. In 2016, the entire Arab population was displaced in Tal Rifaat, a (historically) majority Arab town on the west side of the Euphrates, in a coordinated military operation by Russia, the Syrian regime, and militants from the People’s Defense Units (YPG) from Afrin. The YPG also attempted to connect the majority Kurdish enclaves of Kobani and Afrin through majority Arab areas, triggering a refugee flow of Arabs mainly from the two towns and surrounding villages to the Turkish border.

Abstract:: Last fall, CCAS was pleased to welcome our newest core faculty member, political scientist Dr. Killian Clarke. Assistant Professor Clarke’s research centers around protest, revolution, and regime change in the Middle East and beyond. He has written about the causes of Egypt’s 2011 revolution, protest and unrest in Syrian refugee camps, pro-democracy social movements in Egypt, and processes of democratization in the post-colonial world. His work has been published in the British Journal of Political Science, World Politics, Perspectives on Politics, Mediterranean Politics, and Comparative Politics. Dr. Clarke is currently writing a book on counterrevolution, which uses the case of Egypt’s 2013 coup and an original global dataset on counterrevolution to explain why some revolutionary governments are toppled by counterrevolutions whereas others go on to establish durable and long-lasting regimes. The graduate-level courses he is currently teaching for CCAS include “Comparative Politics of the Middle East” and “Revolutions in the Middle East.” Dr. Clarke earned his PhD from Princeton University and holds an MA in Middle Eastern Studies from NYU’s Hagop Kevorkian Center and a BA from Harvard University. Prior to joining CCAS, he was a Raphael Morrison Dorman Memorial Postdoctoral Fellow with the Weatherhead Scholars Program at Harvard University. He has kindly agreed to answer a few questions about his research and teaching.

Abstract:: The debate on normative power has mainly been focused on the European Union. This is partly owing to the fact that its conception is very Euro/Western centric. Yet, it is assumed that the concept is applicable to other actors. The aim of this paper therefore is to examine Turkey and whether its actions embody normative power in Syria and Egypt during the Arab Spring. It applies de Zutter’s four-step methodology of identifying normative power. The result is mixed. In the case of the Egyptian Muslim Brotherhood, Turkey tried to be a normative power but failed, due to a lack of recognition. In the case of the Syrian Muslim Brotherhood, Turkey was perceived as a normative power due to the combination of its Islamic identity, adherence to democracy, and the role of religion in its society. The implications of this are significant, since this paper demonstrates that normative power can travel outside of its Euro/Western centric context. At the same time, it also demonstrates that the norms are different and context specific.

In 2020, Syria, Libya and the South Caucasus became three theatres for Ankara’s new hard-power tactics, a policy that may well be here to stay (at least until the elections in 2023). This policy brief explores the strategic motives, the means of intervention and the impact of Turkish operations in these three conflict areas. While Turkey’s strategic considerations, modalities and consequences vary greatly from case to case, certain parallels can be drawn. They reveal an overall pattern of a much more assertive Turkey that is increasingly willing to deploy a combination of political and military means to secure its strategic objectives in its immediate neighbourhood.

Abstract:: The Syrian Opposition Coalition (SOC) and the Syrian Negotiation Commission (SNC) are in dire need of internal renewal and a new political strategy given the deadlock of UN-led peace negotiations. A forthcoming opposition gathering on 4 February in Doha with more than 80 Syrian opposition leaders, activists and academics might offer an opportunity to do so. However, the event’s public face is Riyad Hijab, who is no longer part of the SOC and is seen as pursuing an internal leadership takeover. It is likely that the event will be part of a series that seeks to create a new centre of opposition without creating a new opposition body. Yet, neither Hijab’s internal politicking nor possible legitimacy/efficiency gains from implementation of a parallel SOC internal reform plan will generate a new political strategy for the opposition. This requires creative and pragmatic diplomacy that focuses on, for example, negotiating crossline arrangements between all conflict parties that improve local security and facilitate travel, trade and aid to improve the desperate situation of the Syrian people — in line with the UN’s call for a ‘safe, calm and neutral environment’ (SCNE). The habits of dialogue and compromise that can gradually develop in this manner could be leveraged at a later stage to address the more complex issues of power sharing and reconstruction once an appropriate window of opportunity has opened up.

Abstract:: The search for peace in Syria faces a deep crisis. The battlefield has reached a stalemate, the Constitutional Committee never emerged from its cul-de-sac, and the UN’s ‘step-for-step’ approach suffers from flawed conceptual underpinnings as well as a lukewarm reception. Meanwhile, Syria remains divided into three areas that risk drifting further apart amid deteriorating humanitarian conditions. This reality on the ground should serve as a marker for recalibrating Western policy on Syria beyond the current focus on sanctions, accountability, and humanitarian aid. Western policy makers – mostly those from the US, European Union and Turkey – must base a much-needed new conflict management strategy on three ‘ground truths’: 1) the conflict is largely frozen and Syria is likely to remain divided into competing areas of control that are supported, or overseen, by external powers for the foreseeable future; 2) questions of national legitimacy and power sharing are not currently solvable and must be temporarily put on the back burner; c) diplomatic efforts to stabilise Syria and prevent partition are likely to be more effective when they focus on restoring practical connectivity between the different areas of control in terms of flows of people, goods and trade/aid/investment, as well as education. Such a strategy can take shape by operationalising the UN-sanctioned concept of a ‘safe, calm and neutral environment’ (SCNE) via a clear set of principles for engagement, a detailed stakeholder/interest mapping of the various conflict parties, and a focus on pragmatic measures to improve daily conditions. The objective of such a strategy is to enable a durable return to relatively normal life for Syrians still living in the country, and to create linkages between the country’s war-torn parts that can open windows of opportunity in the longer term for a political process reflecting the intention of UNSCR 2254.

Abstract:: Recent increased attacks on Kurdish targets in northern Syria by Turkey and the Syrian rebel groups its supports raise the question whether Turkey’s President Recep Tayyip Erdogan intends to carry out his threat of May 2022 to begin another major ground operation against the Kurds. On the other hand, conciliatory statements regarding the Assad regime have been sounded recently in Turkey, and there has been discussion of the possibility of normalizing relations between the two countries after over a decade of hostility and competition. These two processes appear to be contradictory, given that the Syrian regime opposes existing Turkish control of Syrian territories, and does not wish to see this control broadened. On the other hand, this may be a calculated Turkish move that aims to show the Turkish public a concerted multi-faceted effort to confront both the Kurdish underground and the issue of Syrian refugees in Turkey. Discussion of events in northern Syria and the web of Syrian and Turkish interests can be used to assess the question, which trend will prevail in Turkish-Syrian relations: normalization or escalation?

Because looting and violence have caused massive destruction of cultural heritage and archaeological sites, this study aimed to analyze the legal background concerning the protection of cultural heritage and archaeological sites in the context of Iraq and Syria during 2014 with the rise of the Islamic State of Iraq and Syria (ISIS). This study used the content analysis method and cross-country analyses for Iraq and Syria. The study is guided by two main questions: What is the government's legal role in protecting cultural heritage and archaeological sites? Are there any legal authorities in Iraq and Syria to protect cultural heritage and archaeological sites during war and conflict? In the end, this paper suggests that protecting cultural heritage is the legal responsibility of government which is supposed to be enforced in the legal foundation of the state as a national sovereign power.

Abstract:: This SIPRI Insights Paper examines the domestic and external factors at play in Libya, Syria and Yemen and their impact on negotiating post-war peaceful settlements and shaping prospective social contracts. The paper’s argument is two-fold. Firstly, policymaking must move beyond a static approach to understanding these conflicts. Despite apparent stalemates, the three countries should be approached as ever-evolving simmering conflicts. Secondly, policymakers have to move below the national level in order to achieve various forms of localized social peace. Given the nature of these conflicts and the varied sub-national segmentation, the analysis concludes that community-level social and political covenants may offer a first building block towards nationwide social contracts and sustainable conflict resolution. The role of external actors, particularly the European Union (EU), is critical in paving the way for these local-level dialogues and negotiations in Libya, Syria and Yemen. In short, external powers, including the EU, should adopt policies that push for long-term resolution to achieve post-conflict stabilization rather than the opportunistic taking of sides.

In this article, we decided to explore another dimension of conflict. After applying a questionnaire to a group of Syrian refugees in Brazil, we sought to understand the perception of respondents about the existence or not of horizontal inequality between the Syrian religious groups, in the economic, social, religious, political and cultural spheres. The result sheds light on the important role of the perception of horizontal inequality between groups as an essential source of discontent and frustration, which may have contributed to the breaking of the Syrian state's social-political pact.

Russia, like the Allies and opponents of the Bashar Al-Assad regime, is fighting for geopolitical, geo-economic, or ideological reasons. The Middle East region finds itself shaken by the sharp resurgence of a confrontation between actors allied to the United States, other allies of Russia, and this Syrian crisis thus impacts the geopolitical configuration of the region. This paper presents an analysis of the Russian intervention strategy in Syria. We argue that Russia intervened in Syria to strengthen the already existing Russian-Syrian alliance, to curb extremist proliferation, and to take advantage of Syria's strategic position. The objective is to determine the reasons for the Russian military intervention in Syria related to energy and geo-economic interests. The Russian intervention in Syria was an ideal opportunity to draw closer to several powerful states in the region and a way to benefit from positive spin-offs on its arms market and hydrocarbon road plans. Despite the risks and costs associated with defending the Syrian regime, Moscow has secured its political and economic power in the Middle East.

Abstract:: This research study examines the value of a transitional justice approach to the issue of foreign fighters in violent conflict. A transitional justice approach addresses the massive and serious human rights violations that are committed in conflicts involving significant numbers of people who traveled from another state to participate in them. Such an approach is based on the shared responsibility of states to meet their obligations derived from international human rights law and international humanitarian law. It is one that can help to center human rights considerations in responses to foreign fighters, thereby shifting the focus from security and punishment to justice and prevention. Transitional justice can help to develop a more comprehensive and coordinated set of responses to gross violations that account for the roles and responsibilities of a range of actors. In addition to providing justice to victims, transitional justice can help prevent the recurrence of the violence and abuse in which foreign fighters are often involved. A transitional justice approach includes interventions that promote accountability, truth, reparation, rehabilitation, reintegration, memory, and reform. These measures can be implemented in countries of origin and countries in or emerging from conflict. A transitional justice approach to requires dealing not just with foreign fighters themselves but with all of the abuses committed as part of the broader conflict or violence. The challenges that such an approach faces include the phenomenon’s transnational dynamic and the association of foreign fighters with contexts of terrorism and violent extremism. The report makes specific recommendations to countries of origin, countries in conflict, and the international community.

Abstract:: Ten years since the start of the war in Syria, conflict dynamics vary across each region of the country. This report maps the latest conflict developments, with a focus on the northwestern, southern,1and eastern regions of Syria, including the impact of ongoing Israeli airstrikes. ACLED data show that while conflict levels in northwest Syria plummeted when compared to those in 2019, the Idleb enclave remained one of the most unstable regions in the country in 2020. Nearly a third of all organized political violence events recorded in the country in 2020 occurred in Idleb. Meanwhile, discontent in the southern provinces, notably in Dar’a, remained a source of violence in the south. The Islamic State (IS) remained active in central and eastern Syria throughout the year, carrying out attacks in urban hubs, as well as in the Syrian desert. Lastly, Israel expanded the scope of its airstrikes in Syria in 2020 in response to Iranian entrenchment in the southern and central provinces.

In a new issue brief from the Atlantic Council’s Syria program, “What Choices Remain for the United States in Syria?,” Nate Rosenblatt and Jomana Qaddour describe the challenges the United States faces in Syria, including Russia’s attempt to expand the UN Strategic Framework as well the struggle to keep the UN humanitarian border crossings open in northern Syria. The memo then lays out the three potential strategies in Syria: one prioritizing the withdrawal of US forces, a second protecting humanitarian access and ensuring progress on limited, critical files, and a third maintaining US support for, as well as coordination with, partners to dial up the pressure on the Syrian government and its allies. The paper ultimately argues that the Biden administration should seize this opportunity to establish a clear strategy in Syria by aligning its defense, development, and diplomatic capabilities with those of its global allies and partners to shape a better outcome in Syria.

Abstract:: Since 2015, Russia has largely supported the regime of Bashar al-Assad in Syria against di- verse opposition. At the same time, Israel has continued its policy of limited military intervention – predominantly air strikes against Iranian targets and proxies, many of which are Russia’s partners in Syria. The Israeli strategy of attacking Iranian targets in Syria is not new. For example, Israeli Defence Forces (IDF) destroyed Assad’s nuclear reactor in 2007. Rus- sia has also been present in Syria for a long time, but until 2015, its presence was limited and it did not play a significant role in relations with Israel. Since 2015, however, the situation has changed sig- nificantly. Russian aviation and air defence began op- erating actively on the side of Assad’s regime. From the beginning, the media in both Russia and Israel hypothesized that the activation of Russian forces in Syria would interfere with the activities of the Israeli Air Force. Moreover, Israeli officials regularly voiced complaints that the Russians were actually interfering and hindering IDF operations in Syria. At the same time, the two sides have cooperated to a degree, enabling frequent attacks by the Israeli Air Force against targets in Syria affiliated with Iran. This Policy Brief offers a comparative analysis of Russian and Israeli interests in the context of the Syr- ian conflict. It contends that cooperation between the two countries has been a win-win situation for both sides, while having little influence on Russian-Israeli relations more generally.

Abstract:: This year 2021 marks the tenth anniversary of the beginning of the armed conflict in Syria which, triggered by graffiti against the government of the al-Assad family, turned into a civil war with at least 390,000 dead, involving numerous States in the Middle East, as well as the major global powers, with their own specific geopolitical interests. This article therefore aims to provide an account of the current situation in Syria and the objectives that these powers still have in this country. Once the two main reasons for intervening in the conflict disappeared, the true nature of this war came to the surface, embedded in the broader contests of historical rivalry between the United States and Russia on the one hand, and Saudi Arabia, Turkey and Iran on the other. Apparently, none of them really wants to end it, without compensation. / En este año 2021 se cumplen diez años del comienzo del conflicto armado en Siria que, desencadenado por unos grafitis en contra del gobierno guiado con mano autoritaria por la familia al-Assad, se ha convertido en una guerra con, al menos, 390.000 muertos, que ha acabado involucrando a numerosos Estados de Oriente Próximo, así como a grandes potencias, cada una portadora de intereses geopolíticos concretos. 94. Lessons of the Syrian Conflict: Toward a Better Intervention Debate

Abstract:: In October 2019, The New York Times published a feature story describing how “Russia, Turkey and Bashar al-Assad carved up northern Syria as the Americans retreated.”1 It is hard to think of a more telling, and damning, one-sentence encapsulation of both the failure of American policy in Syria and the skewed political discourse compounding it. Somehow the United States was retreating from a place it never wanted to occupy—and the Syrian regime’s success in partially clawing back control of a country it once ruled with an iron fist was prime evidence of American decline. This paper begins from the premise that Washington will increasingly be confronted with conflicts where it can neither determine the outcome nor stay out entirely, and the country needs better strategies for charting a middle course. Given the scale of the tragedy that has befallen Syria, and the damaging repercussions it continues to have for U.S. interests in the region, few would argue that Washington’s handling of the Syrian civil war represents a success. Yet there remains no consensus on the nature of Washington’s failure. In a highly charged debate, many critics are adamant that faster and more forceful military intervention could have secured a more favorable outcome. Others, by contrast, are equally insistent that Washington should have done even less. It is possible that the ideal form of intervention advocated by interventionists or the ideal form of nonintervention advocated by noninterventionists would have created a better outcome in Syria. Instead, Washington pursued a sometimes-inconsistent intermediate approach that achieved the worst of both worlds. The United States engaged in the conflict in a way that put its credibility at stake without positively affecting the outcome. By examining how this happened, this paper seeks to ensure that Washington can avoid similar failures in the future.

Abstract:: It has been 20 years since 9/11. In the wake of the attacks, the Combating Terrorism Center at West Point (CTC) was established to provide cadets and policymakers with best-in-class research so that they could better understand and confront the threat. With the Taliban returning to power in Afghanistan, with Africa emerging as the new epicenter of global jihadi terror, and with it likely becoming more difficult for the intelligence community to track threats in jihadi conflict zones from which the United States has withdrawn militarily, objective and rigorous open-source research is more critical than ever. To mark the 20th anniversary of 9/11, this special issue of CTC Sentinel, supported by the Recrudescence Project, features interviews with five former officials who have made immense contributions to the counterterrorism enterprise: former Acting Director of the CIA Michael Morell, former CENTCOM Commander Joseph Votel, former State Department Coordinator for Counterterrorism Dell Dailey, former FBI Special Agent Ali Soufan, and former Chief of the U.K. Secret Intelligence Service (MI6) Sir Alex Younger. Their reflections on 9/11 and their lessons learned across key parts of the counterterrorism spectrum—intelligence; military; diplomacy; law enforcement—and across the Atlantic are essential reading. 96. Structure of a State: Captured Documents and the Islamic State’s Organizational Structure

Abstract:: When the group known as the Islamic State declared its caliphate in June 2014, it did so with a promise that it was not just an organization engaged in fighting, but in governing as well. As a result, the group’s pursuit of “stateness” required an investment in more than just battlefield advances. It also had to demonstrate a capability to create institutions that ostensibly served the dual purposes of imposing its interpretation of order on people while also improving the lives of its citizens. While much has been written about the various bureaucratic agencies and institutions created by the Islamic State during the highwater mark of its tenure in Iraq and Syria, still relatively little is known about the size and scope of those institutions, or the personnel power needed to sustain them. Through analysis of a small number of key primary source documents, this report offers a glimpse at both facets, demonstrating that the Islamic State created intricate organizational structures to support its governance efforts, but also that the group’s funding supported tens of thousands of individuals and their families in Iraq. Although it has lost much of its territorial holdings in Iraq and Syria, the Islamic State has continued to show interest in governance there and in its affiliate provinces around the world, making the information contained in this report an important baseline against which to compare the group’s ongoing efforts.

97. Cash Camps: Financing Detainee Activities in Al-Hol and Roj Camps

Abstract:: Over two years since the fall of Baghouz, entities managing the detention facilities holding Islamic State-affiliated adults and minors in northeastern Syria face overwhelming challenges in securing this population, particularly alongside people displaced by conflict in the region. Often characterized as wastelands inhabited by a volatile population living in squalid conditions, camps like Al-Hol actually serve as a valuable hub for the region’s violent extremists and criminal networks. Since the international community has not decisively answered calls to remedy the humanitarian and detention crisis involving facilities holding Islamic State detainees, many actors have exploited opportunities afforded by inaction, particularly with regard to financial activity. This dynamic has short-, medium-, and long-term implications for terrorism financing and, more broadly, the region’s stability. The Islamic State, for instance, has leveraged the situation to raise and move funds, build ideological and financial support for the cause, and establish logistical channels that benefit the organization. To explore this phenomenon and inform how stakeholders in the counterterrorism community mitigate the issue, this report uses publicly available information and social media monitoring to trace how funds 1) move into, 2) move around, and 3) move out of two camps holding Islamic State detainees in northeastern Syria. In short, the report details how individuals, networks, and groups inside and outside Al-Hol and Roj camps raise, use, move, manage, store, and obscure funds for and from alleged Islamic State detainees held in the facilities. The analysis seeks to explain some of the trends and dynamics emerging at each stage. The section about funds going into the facilities discusses notable players raising and moving money for detainees, particularly from abroad, then highlights popular funds transfer methods. The second section describes how and why funds move around the detention facilities, particularly within the camps’ formal and informal economies, the latter of which involves transactions that camp administrators and security do not authorize or oversee. The third section details how funds leave the facilities, including trends like detainees paying smugglers to facilitate their escape, and discusses why payments for such services are detrimental to stability in the region. Ultimately, this report makes the case that funds moving into, around, and out of Al-Hol and Roj camps enable some traditional terrorism financing issues and invite risks to the region by injecting funds that embolden facilitation networks involving violent extremists, criminals, and corrupt officials. Invigorating such networks has notable implications for the region and beyond since numerous entities may ultimately exploit the players and smuggling routes regenerating in Syria today. After establishing a clearer understanding of financial activity in and around the camps, this report concludes with six policy considerations for players that can help challenge terrorist financing trends in Al-Hol and Roj camps, and thus, dynamics in the surrounding region.

Abstract:: The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. La dinastía Al Saud defiende y expande el islam sunní en la región y fuera de sus fronteras. Para poder entender los intereses y objetivos de la política exterior saudí, este artículo analiza los principales elementos geopolíticos al servicio de la estabilidad y hegemonía de la casa Al Saud en la región más convulsa de Oriente Medio. El Gobierno saudí está desarrollando una política exterior, insospechada en el pasado para mantener su histórica alianza con Washington, a pesar de los altibajos, y transformar las viejas rivalidades entre Riad y Teherán en nuevas oportunidades, incluso con Israel. Este cambio en la política exterior saudí se debe al controvertido Príncipe Heredero Mohamed bin Salmán que sabe aprovechar la cambiante geopolítica regional y los instrumentos financieros saudíes, pero también los militares y tecnológicos a favor de una Arabia Saudí más proactiva y moderna, a pesar de sus debilidades.

Abstract:: The Turkish Military Intervention in the Syrian part of the Kurdistan region, known as Rojava, shows that the Syrian Civil War presents a great number of different sides. The objective of the intervention is to create a safe zone where two million syrians could be resettle, expelling from the area the kurd militias that oppose the government in Ankara. The present article wants to deep in the use of frames used by the Spanish written press when covering the Turkish military intervention in the Arab country. Through a classic and cuantitative methodology, named analysis of content, this paper will go into the mediatic discourses of the national press with the purpose of exploring what explanations are having a biggest importance. This contribution tries to explore if the humanitarian question weights more heavily that the ones focused on security./La intervención militar turca en el Kurdistán sirio, conocido como Rojava, demuestra que la guerra civil siria presenta una gran cantidad de aristas. El objetivo de la misma es crear una zona de seguridad donde reasentar a más de dos millones de refugiados sirios y expulsar del lugar a las milicias kurdas, opositoras al gobierno de Ankara. El presente artículo tiene como finalidad ahondar en el uso de encuadres utilizados por la prensa escrita española a la hora de cubrir la intervención militar turca en el país árabe. A través de una metodología clásica y cuantitativa, análisis de contenido, se ahondará en los discursos mediáticos de la prensa nacional con el objetivo de investigar qué narrativas están teniendo mayor peso. Esta contribución intenta explorar si las cuestiones humanitarias presentan mayor relevancia que las explicaciones centradas en la seguridad.
