Abstract:
Revolutionary or dynamic regimes around the world tend to encourage supporters to act independently, or even engage in decentralized violence. By contrast, more conservative, static regimes typically discourage and distrust such unplanned, spontaneous demonstrations of support. For most of Russian history, the country’s leaders have employed a top-down political system. When Crimea was annexed in 2014, the Kremlin temporarily allowed more decentralized patriotic activism to rally support, but they soon saw the potential risks and reverted to more centralized political control. Russia’s reinstated traditional conservative rule may seem dull, but, paradoxically enough, its return might prove beneficial to future reformers.

Abstract:
North Korea's nuclear weapons and ballistic missile tests during the Kim Jong-un era have strengthened the country’s military power, deterring South Korea, Japan and, in particular, the United States. While North Korea's nuclear and missile capabilities are rapidly improving, parallel developments aren’t occurring in the traditionally technical air and air defense forces. Plagued with aging airframes, technical problems, parts shortages and budget shortfalls, the North Korean Air Force no longer challenges the South Korean and American air forces. This paper examines the North Korean Air Force, analyzing its organization and deployment, air defense and early warning capabilities, aircraft acquisition, and aircraft production. Shortfalls in each of these areas caused Pyongyang to develop, test, and operate an increasingly sophisticated drone fleet. While North Korea won’t be able to build a state-of-the-art aircraft industry, it will nonetheless find creative ways to strengthen its air force capabilities.

Abstract:
Moralization is an essential part of any geo-political game, and that is especially the case with countries such as the United States and Russia. Presently, Washington has become especially prone to playing the morality card. At least, that is the case with Hillary Clinton supporters who stated that the ugliness of Donald Trump is clearly manifested by his desire to overlook the noble principles on which American foreign policy has rested since the founding fathers designed it. Consequently, Trump’s desire to befriend Vladimir Putin, the authoritarian Russian President, is a clear departure from his basic principles. Moscow also likes to assure that Russia always follows high moral principles in its foreign policy design. Still, Kremlin residents mostly limited moralizing to an internal audience, whereas people in Washington made the moralization publicly known to an international audience, urbis and orbis, so to speak. A closer look at the Soviet/Russia and the U.S. relationship could reveal that it is not high principles, whatever they might be in the context of the prevailing ideological shibboleth, but rather it is pragmatism that defines their relationship. The image of both countries has followed the pragmatic model. This implies that the U.S. and Russia could well cooperate in the future despite hostile rhetoric that dominated discourse in Moscow and Washington – a rhetoric that might not disappear completely in the future.

Following the Soviet Union’s collapse, Ukraine and Russia maintained relations that at times were testy, but their differences largely appeared manageable. That changed in 2014, when the Kremlin used military force to seize Crimea and then supported armed separatism in the eastern Ukrainian region of Donbas. As a result, attitudes within Ukraine toward Russia have hardened to a consider­able degree, and the appeal of Western institutions such as the European Union and NATO has grown.

Abstract:
As the 72nd session of the United Nations General Assembly convened on September 19, 2017, in New York to address issues with worldwide implications, significant attention was paid to nuclear nonproliferation and the threat that possession of nuclear weapons presents to the security of the entire interna­tional community. Addressing the Security Council, U.S. Secretary of State Rex W. Tillerson con­veyed a comprehensive vision of reducing the threats emanating from weapons of mass destruction. First and foremost, Secretary Tillerson outlined the importance of highlighting the positive trajectories of nations that have voluntarily renounced their nuclear weapons. In this context, he said, “Kazakhstan is a particularly illustrative example of the wisdom of relinquishing nuclear weapons. In partnership with the United States, and aided by the Cooperative Threat Reduction Act spearheaded by U.S. Senators Sam Nunn and Richard Lugar, Kazakhstan opted to remove from its territory former Soviet weapons and related nuclear technologies, and [it] joined the Non-Proliferation Treaty as a non-weapons state.” This courageous decision by the leaders of Kazakhstan greatly reduced the prospect of nuclear weapons, components of nuclear weapons or nuclear materials and dual-use technologies from falling into the wrong hands. Nuclear weapons introduced complexity into relations with other countries, and they introduced the risk of miscalculation, accident or escalation. Kazakhstan’s actions represented a key step in that country’s becoming part of the community of nations. As a result of Kazakhstan’s letting go of nuclear weapons, the world does not look on Kazakhstan as a potential nuclear aggressor or a rogue state. It did not make enemies of its nuclear neighbors, Russia or China. Today Kazakhstan has overwhelmingly been at peace with its neighbors, and its trade relations are robust. This year, it hosted World Expo 2017, an event in Astana that showcased the sources of future energy and investment opportunities in Kazakhstan to attendees from around the world. This demonstrates that Kazakhstan is a modern nation making a substantial contribution to regional and international peace and prosperity. Kazakhstan has only benefitted from its early decision. In my previous career, I met President Nursultan Nazarbayev, the founding president of Kazakhstan, on many occasions and had the opportunity to ask him about this decision. He is more at peace with his choice than ever. He once remarked to me, “It was the best thing I ever did for our young country.” Indeed, the international community is well aware of the fact that one of the legacies of the former Soviet Union’s policy strategy in the aftermath of World War II and as a result of the Cold War arms race was building the new nuclear-weapons complex on Kazakhstan soil. The USSR leadership sought to use the country’s central geographical location to deploy Soviet nuclear missiles in a way that would reach even the most remote parts of the world and lead to the most devastating outcomes in affected areas.

Abstract:
U.S. policy faces numerous challenges in Central Asia, such as the decreasing U.S. military and economic resources in the region; Russian and Chinese hostility to a long-term U.S. military presence in Eurasia; restrictions on religious and other freedoms due partly to counterterrorism concerns; limited U.S. involvement in the region compared to other external players (like Japan as well as Russia and China); an undeveloped U.S. policy regarding regional multinational institutions; and the indifference and ignorance of U.S. business toward regional commercial opportunities beyond the energy sector. However, advocates of “America First” in the Trump administration do not see these threats as sufficiently serious to garner U.S. military intervention beyond occasional training, equipping, and intelligence sharing. Terrorism, drug trafficking, economic isolation, and human rights restrictions in Central Asia do not present an immediate existential threat to the United States, sowing ambivalence over the future of U.S. foreign policy in the region.

Abstract:
The use of the EU instrument of political and economic sanctions has continually been rising since 1987. However, the sanctions are used differently according to geographic vicinity, political motivation, and which security objectives the EU promotes. Clara Portela explored the European sanction regime for the period 1987-2003 and showed that the EU has different political motivations and objectives for each region and that, in particular, geographic vicinity plays a significant role for the application for sanctions. This article relates to Portela´s analytic approach from 2005 and verifies her hypotheses for the period 2005-2015. In summary, the article shows that the EU still focuses on geographic vicinity and security relevance. Only the area of sanction application has changed, moving from Eastern Europe to the Middle East.

2017 brought both successes and disappointments to Russia on the international arena. Moscow succeeded in establishing dialogue with its rivals in the Middle East — Saudi Arabia and Turkey. It also participated in the Astana peace talks to come up with a compromise with Ankara and Tehran on Syria. Besides, Russia together with its Syrian allies defeated the Islamic State of Iraq and the Greater Syria (ISIS). Afterwards, Russian President Vladimir Putin announced about the partial withdrawal of the Russian troops from Syria. One of the biggest challenges became the strengthening of the American sanctions against Russia for its alleged interference in the 2016 U.S. presidential election. The Russia dossier probe conducted by Special Counsel Robert Mueller and Congress is also a very important event, because it could deepen the crisis in U.S.-Russia relations. Parliamentary and presidential elections in Europe also matter: They took place amidst the buzz about the Russian cyber threat and hackers, and this indicates that there is not trust toward Russia in European countries today.

Ukraine’s legislative initiatives to establish state control over religion have recently brought the fate of the Orthodox Church back into the limelight. Despite the delayed vote, the bill can be back on the Parliament’s agenda any time soon. The incumbent government voices its disapproval of the Ukrainian Orthodox Church (UOC – Moscow Patriarchate), the only canonical church in the country. This offers hope to several non-canonical religious institutions, which aspire to obtain the status of autocephalous (self-governed) churches. In early 2016, Ukraine’s religious scene was dominated by 9 Orthodox churches (including the Old Believers) and 64 autonomous Orthodox communities. The country’s biggest Orthodox Church – as measured by different criteria – remains the one aligned with Moscow.

May 5, Vyacheslav Volodin, the State Duma’s Speaker, paid a significant visit to Serbia for working negotiations with President-Elect Aleksandar Vučić, acting Prime Minister and Foreign Minister Ivica Dačić, President of the National Assembly Maja Gojkovic, Serbian Orthodox Church Patriarch Irinej and other officials. The parliamentary delegation’s trip came at a difficult time. Montenegro’s accession to NATO and internal political changes in Macedonia are reconfiguring the military and political landscape of the region. All the events are unfolding amid a massive information campaign mounted by the mass media and Western pundits capitalizing on the issue of Russian influence in the Balkans, with yet another information attack being launched on the day of Volodin’s visit. Moreover, Russia’s relations with Montenegro have reached their lowest point over the past year. In its turn, Serbia is completing the phase of consolidation of Vučić’s regime. The agenda includes the creation of a new government, which may require new parliamentary elections. It is noteworthy that the President-Elect, however, fails to command total popular support. At the same time, Vučić is singled out for allegations and fierce criticism for embracing Euro-Atlantic integration. When it comes to Russia’s assets and liabilities in the Balkans, Volodin’s stay in Serbia, therefore, was of particular importance.

Gabrielyan – the founder and the leader of the “Consensus” youth NGO, expert in the policy of the post-soviet states. If anything, the central tenet of the Hippocratic oath: first do no harm – Primum non nocere – is the first motto to be applied to today’s dialogue between Russia and NATO, a military and political organization. The dialogue essentially boiling down to interaction between Russia and the United States, the alliance’s leader, has offered fewer grounds for optimism over the years. Noticeably worse relations, whose downward spiraling trend is too serious a phenomenon to be even referred to as “the Cold War”, are degenerating into an agony. This is testified by some experts predicting an unavoidable military conflict and a real deterioration in the situation amid the Ukraine and Syria conflicts that Russia and NATO (the US) treat differently. For instance, Moscow officially suspended a deal with the US to prevent mid-air collisions over Syria in response to America’s attitude towards April’s deadly chemical attack in Syria’s Idlib province.

The meeting was surrounded by expectations and marked by all types of speculation. With the advance of globalization, the spread of new technologies and communication, diffusion of power to non-state actors, as well as the emergence of new forms of rivalry and statecraft, the concept of “gray zone” conflict has very recently produced substantial debates in the US and internationally. Most analysts do not view this phenomenon as entirely new, but they distinguish certain characteristics of gray zone and argue that it will progressively depict and challenge the international system in the near future. The gray zone form of conflict is usually defined by the presence of several crucial elements including rising revisionist states that seek to alter some aspect of the existing, status quo international order, incremental or gradual strategy often ambiguous, and unconventional tools, which are short of outright war. Actors using a gray zone method strive to achieve their goals while minimizing the scope and scale of actual fighting[3]. Russia’s actions in Eastern Europe are often described by the theorists of gray zone conflict as using multi-instrument strategies while employing direct action. China’s use of incremental approaches to produce a critical basis for its claims in the South China Sea also represents a prominent example of the gray zone conflict.

The American military strike on a Syrian airbase has rather demonstrated President Trump’s burning desire to adopt a more hawkish stance – both at home and abroad – than has been launched merely in retaliation for the terrible chemical attack. At home, it was a gimmick to consolidate his position in Congress, secure bipartisan support (primarily GOP’s approval), cement his voting base, and shed the image of the Kremlin’s lackey, which has increasingly been weakening his presidential mandate and left little room for political maneuver. Moreover, this step was due to receive the approbation of the major “domestic sponsors”, including the military-industrial complex, the oil industry, and financiers. Finally, it can be treated as the comeback of the “strong leader”, the translation of Trump’s election pledge into a policy.

The current level of Russian presence in the Middle East is unprecedented for the region since the fall of the Soviet Union. Records of diplomatic and political contacts show increased exchange of multilevel delegations between Russia and the main regional countries. After 2012, Moscow has attempted to cultivate deeper involvement in regional issues and to establish contacts with forces in the Middle East which it considers as legitimate. Moreover, on September 30, 2015, Russia launched air strikes against Syrian groupings fighting against the regime of Bashar al-Assad. Before that time, Russia had tried to avoid any fully-fledged involvement in the military conflicts in the region. It was also the first time when it adopted an American military strategy by putting the main accent on the use of air power instead of ground forces. Under these circumstances, the turmoil in the Middle East, which poses a political and security challenge to the EU and United States, makes it crucial to know whether Russia could be a reliable partner in helping the West to stabilize the region or whether, on the contrary, Moscow will play the role of a troublemaker.

U.S. domination in global politics provided a powerful incentive for the post-Cold War rapprochement between Russia and China. The worsening of Russia’s relations with the West since 2014 made Moscow even more willing to offer significant concessions to Beijing. However, closer Russian-Chinese cooperation predates the Russian-Western crisis over Ukraine and reaches back to the 2008-2009 global economic crisis. Even the growing power asymmetry has not dissuaded Moscow from deepening its cooperation with China. With the growing tension between East and West, and with the rejection by Russia of common international rules, the question how the post-Soviet states should construct their foreign relations remains of utmost importance. Armenia, a landlocked country in the South Caucasus, has yet to accomplish its transition from socialism to democracy and market economy. Moreover, efforts along these lines have regressed, and the authorities do little to implement reforms or to establish a healthy system of checks and balances. In recent months the country has been overwhelmed by protests. The authorities neither address domestic problems nor satisfy protestor demands. Instead the Armenian government frequently resorts to disproportionate use of police forces against peaceful protestors. With political prisoners and hundreds of detained civil activists, journalists and politicians, it will be impossible to build an independent and prosperous country. Armenia has a rich history and culture, but at the same time it has experienced dark historical periods. The Armenian Genocide of 1915 and the unresolved Nagorno-Karabakh conflict shape Armenian identity. However, such historical issues have been instrumentalized by the Armenian government. Instead of building the future, Armenian authorities emphasize the past. Policies based on past grievances lead the Armenian government to become more and more dependent on Russia. Armenia needs to tackle corruption, falsified elections, a corrupt judiciary and many other problems -- and Western partners whose efforts are based on democratic values, free and fair elections, and respect towards human rights have a crucial role to play. This chapter offers background on Armenia's relations with various actors, historical matters that shape Armenian identity, and the failure and lack of will to improve the country's current situation. It then discusses the role of the West and its importance for Armenia. We seek to answer why Armenia slowed down its reform efforts, what the West needs to do to improve the situation in Armenia.

Since Moldova's November 2014 election, the country's image has changed drastically from the “success story” of the EU´s Eastern Partnership to that of a “captured state.” Moldova's politics continue to be defined by corruption and vested interests, which take advantage of weak state institutions and public administration, an ineffective judiciary and law enforcement agencies. This environment has enabled hostile takeovers of financial companies, often through concealed offshore operations, for criminal purposes, money-laundering schemes and a spectacular banking fraud, which was uncovered in autumn 2014. Low incomes have prompted hundreds of thousands of Moldovans to leave the country in search of a better life. Rivalries for political power, control over institutions, and economic assets have generated growing crises within different ruling coalitions, resulting in rapid changeover in governments, the break-up of major political parties and the formation of new parliamentary majorities with precarious democratic legitimacy. All of these factors have subjected Moldova to an unrelenting series of governmental, economic, financial and social crises since early 2015. The deeper causes of these crises can be traced to much earlier developments, however, and are deeply rooted in local structures.

The actions of the Kremlin -- be they in Ukraine, Georgia, Moldova, and Syria; in the U.S. electoral process; or in the funding of far-right and far-left political parties throughout Europe -- have but one purpose: to destroy the transatlantic partnership and the principles of the post-World War II order and peace. Ukraine is simply one of the battlegrounds, but it is a key because it is in Europe. Unity of the transatlantic partnership and of the democratic nations is critical. Unity of support for the Ukrainian transition process is a serious part of this battle, because Ukraine’s successful democratic, rule-of-law based transformation is key to ensuring a Europe whole, free and at peace.

It was early-1980s Leningrad, as St. Petersburg was known under communism, practically on the doorstep of the collapse of the Soviet Union, but so deep in the slough of communism that nobody would have considered it possible that a monumental change was in the offing. Bustling Moscow, where my then-future husband was serving at the same time, had a reasonable KGB to foreigner ratio. In the backwater of the one-time capital of the Russian Empire, the ratio was out of sight, more than 10-1. Still, it didn’t matter if you had five KGB thugs in black leather jackets dogging your footsteps or fifty. They always got what they wanted in the Soviet Union.

Several weeks after winning a plurality in Bulgaria’s late March parliamentary election, Prime Minister Boyko Borissov did something unprecedented: he brought the nationalist United Patriots (Obedineni Patrioti) into his coalition government. The United Patriots is an electoral alliance of three parties, the IMRO[2]-Bulgarian National Movement (VMRO-Bulgarsko Natsionalno Dvizhenie), the National Front for the Salvation of Bulgaria (Natzionalen Front za Spasenie na Bulgaria), and Attack (Attaka). Their inclusion in the coalition government has given rise to concern among Bulgaria’s NATO allies (and many Bulgarian themselves) about what the Bulgarian Socialist Party’s Korneliya Ninova called Mr. Borissov’s “floating majority, his unprincipled alliance”[3] (plavashti mnozinstva, bezprintsipni sŭyuzi). That concern is well placed for several reasons. Only a few years ago, even the nationalist IMRO-BND and NFSB excluded the radical Ataka[4] from their electoral alliance dubbed the “Patriotic Front” (Patriotichen front) because of Ataka’s positions on Russia and NATO. Even then, however, the Patriotic Front’s “nationalist profile” (natsionalisticheskiyat profil) was so far to Bulgaria’s political right to cause Mr. Borissov to exclude the Patriotic Front from his coalition government. He did so with the active encouragement of his center-right European People’s Party allies across the European Union. “Nothing against the PF, but unfortunately the things Valeri Simeonov [a PF leader, more about whom anon] proposes do not correspond to our Euro-Atlantic orientation,” said Mr. Borissov at the time.[5]

The South Caucasus continues to be critically important to Eurasian security. The outbreak of fighting in April 2016 between Armenia and Azerbaijan over the breakaway republic of Nagorno-Karabakh introduced new uncertainty and confrontation to the region. Russia’s policies here are crucial, as they are in the region’s other ethno-political conflicts, in Abkhazia and South Ossetia. Sergey Markedonov offers an insider’s perspective on the Kremlin’s involvement in the region, highlighting its security concerns and stressing that Russia is not taking a universal approach to all of the post-Soviet conflict zones. While the “Western” political and expert community often assumes that territorial revisionism is a kind of idée fixe within Russia, this is far from the case. Each situation demands an indi- vidual response from Moscow, as it weighs and pursues its own interests. This in turn explains the improbability of “Crimean situations” multiplying in the South Caucasus. The region undoubtedly harbors risks of confrontation – not only between Russia and the countries of the immediate region but also with such large powers as the US, the EU, Turkey, and Iran – but it also holds several opportunities for cooperation.

Abstract:
Russia has continued its destabilization campaign in Ukraine using its proxy forces and other means of subversion. The Trump Administration has indicated it is willing to support Ukraine as the Eastern European country faces Russian aggression. President Trump must act to strengthen the U.S.-Ukraine partnership and increase pressure on Russian President Vladimir Putin as part of a broader campaign to deter Russian aggression globally. U.S. officials emphasized their support for Ukraine in a series of diplomatic meetings in May. U.S. President Donald Trump held separate meetings with Russian Foreign Minister Sergey Lavrov and Ukrainian Foreign Minister Pavlo Klimkin in Washington on May 10 during which he reportedly stressed “Russia’s responsibility to fully implement the Minsk agreements.” This rhetoric echoes previous statements by Trump administration officials. U.S. Secretary of State Rex Tillerson said the U.S. will maintain sanctions against Russia “until Moscow reverses the actions that triggered them.”

1781. Russia’s Unrelenting Attacks On Syrian Civilians

Abstract:
Russia’s campaign against Syrian civilians continued undeterred by the U.S. strike on April 6 in response to the Bashar al-Assad regime’s use of chemical weapons in southern Idlib. Local reports indicate Russia regularly used incendiary munitions and bunker buster munitions in Idlib and Aleppo Provinces in order to inflict mass casualties on the population in rebel-held terrain following the U.S. strike. Russian airstrikes also targeted local civilian infrastructure from April 4 - 25, including hospitals, schools, mosques, and civil defense centers across Syria. Russia continually targeted Khan Shaykhoun, the site of the regime’s chemical attack on April 4, throughout the reporting period. Furthermore, activists claimed Russia targeted a hospital and civil defense center treating those wounded in Khan Shaykhoun immediately following the regime’s sarin gas attack. The use of chemical weapons is just one of many means the pro-regime coalition has to punish anti-Assad populations in Syria. Russia remains a principal contributor to President Assad’s purposeful campaign to target Syrian civilians. The Assad regime has a long history of violence against its own people, but the advanced capabilities Russia has brought to theater have allowed the pro-regime coalition to target civilians with even greater precision.

Abstract:
The arrangement between the United States and Russia over southern Syria represents a test, both for the chances of jumpstarting a coordinated process between the world powers over a future settlement in Syria and for the relations between them on other contested issues. Israel was not mentioned in the context of the ceasefire arrangement, but it has scored several achievements. Nonetheless, Israel is likely to confront an attempt by President Assad to advance forces to southwest Syria and the Golan Heights. Because Assad’s forces rely on help from Iran’s proxies – Shiite militias and Hezbollah – Israel may have to fulfill a counter-threat if any of the red lines it announced are crossed.

President Donald Trump has spent his first months faced with a potential scandal involving Russia, an issue that’s only grown since the election with discussions and investigations about possible obstruction and collusion. In recent weeks, this has dominated national political debates, especially in Congress and the White House. Benjamin Wittes, co-founder and editor-in-chief of the Lawfare blog, joins this episode of Politics & Polls to discuss where things stand in the Trump-Russia scandal. The Lawfare blog is “devoted to sober and serious discussion of ‘hard national security choices.’” Wittes, a journalist who focuses on national security and law, is also a senior fellow in governance studies at the Brookings Institution. Abstract:
The basic tenet of the Russian disinformation strategy is the claim that all news is constructed and therefore contested. In the best postmodern tradition they claim there is no ‘objective news’ – only different, rivalling interpretations which purport to show different aspects of what may be called ‘reality’. And what the Russian media outlets present are merely possible explanations which serve as alternatives to the stories offered by Western media. It is a strategy which is both cunning and elegant as it preys on the enlightenment tradition and on the vulnerabilities of liberal democratic media. The Russian authorities seem to believe that (dis-) information campaigns hold great prospects. In a 2017 article, the Russian Chief of Staff informed the public about the Russian military thinking on the topic of ‘war’ and on the role of the non-military or "non-kinetic" in this. It seems premature to conclude that this thinking sees the possibility of war as an exclusively non-kinetic activity – this at least was not announced in the article – but the development points strongly in this direction and we should therefore expect to see an increased Russian focus on (dis-) information campaigns designed to bring well-defined outcomes. There will not be any easy or fix-it-all solutions to this development. Rather, liberal democracies, especially vulnerable as a result of their free media culture, should prepare themselves for a long-term commitment to countering disinformation and to building up cognitive resilience to ensure that the former has minimal effect.

Turkey and Russia recently announced that their talks about the delivery of the Russian S-400 surface-to-air missile defense system to Ankara were now at a nal stage. That is a sign that a key element of the deal, estimated at USD 2.5 billion, has already been achieved. According to statements delivered by Sergei Chemezov, the head of Russia’s Rostec state corporation, in Moscow one week before the MAKS-2017 air-show, the two countries resolved technical issues regarding the con- tract of the four missile interceptor batteries, with only administrative issues remaining. His statement indicates that the serious steps have been already taken towards implement- ing what can be described as a done deal.

The majority of these transatlantic coercive economic measures target Russia’s involvement in Eastern Ukraine and date from 2014. This paper traces the evolution of the diaspora policies and visions from the early 1990s to the present, and argues that the understanding of Russian “compatriots abroad” has never been the same; rather, it travelled a long road from revanchist irredentism of the red-brown opposition in the 1990s, to the moderately liberal pragmatism of the early 2000s, to the confrontational instrumentalization of Russian “compatriots” as a lever of Russia’s soft power in the late 2000s, and, finally, back to the even more confrontational, irredentist and isolationist visions after the Ukrainian crisis of 2014.

Russia’s interference in the 2016 presidential election was an attack on the American people, threatening the integrity and legitimacy of the democratic process, as well as the outcome of the election. And yet, the Intelligence Community Assessment on Russian activity in the election found that this was but the most recent and aggressive expression to date of a longstanding Russian desire to sow chaos and instability in the United States. Russia’s meddling in the 2016 election should be a wake-up call to every American about the diverse ways in which Russian malicious cyberactivity could affect every aspect of their lives.1 The so-called information warfare campaign ordered by Russian President Vladimir Putin during the election is part-and-parcel of a longstanding and multi-faceted Russian intelligence strategy that “blends covert intelligence operations—such as cyberactivity—with overt efforts by Russian Government agencies, state-funded media, third-party intermediaries, and paid social media users or ‘trolls’” in order to cripple its adversaries.2 The election is not the first time Russian cyberactors have been successful. Over the past decade, Russian hacking groups—many of which are backed by the government—have successfully deployed a technology-based strategy to infiltrate, tamper with, and steal sensitive information across government, military, banking, and communications systems in the United States and Europe.

Russia’s actions to influence the 2016 U.S. presidential election and help then-presidential candidate Donald Trump win were similar to its activities to build a network of far-right political parties and movements in Europe. Russian President Vladimir Putin is using this network to advance his policy objectives at home and abroad. In this effort, Russia is motivated by both the desire to lead a conservative revival against Western liberal democracies and a flawed interpretation of recent waves of popular uprisings against autocratic rulers that sees an American conspiracy behind them. Putin has adopted a deliberate strategy to directly challenge the liberal international order led by the United States. That global system helped end the historical pattern of devastating wars among major powers and brought much of the world an unprecedented era of peace and prosperity since the end of World War II.

Liberal democracies across the globe are under attack. They are being attacked not by traditional weapons of war but by disinformation—intentionally false or misleading information designed to deceive targeted audiences. While these attacks may not pose a threat to the physical safety of democratic citizens, they do pose a threat to democracy. In modern democratic societies, credible information is critical to the economy, political system, and way of life that citizens have come to expect. When citizens of democracies do not trust information, the forums for discussing politics and debating policy are compromised. If the media in a democracy is viewed as biased or, worse, as aligned with special interests, the bedrock of the democratic system—its ability to resolve differences through debate, persuasion, and compromise—breaks down. A democratic society can withstand deep disagreements, but if its citizens cannot agree on some basic and fundamental facts, that democracy will struggle to function.
