- The conventional wisdom concerning Russian energy policy is overwhelmingly alarmist: Russia's role as a major oil and gas producer has strengthened the Russian state vis-à-vis domestic civil society, undermined democratization and market reforms, and emboldened Russia to pursue a more aggressive foreign policy.
