271. Alternative futures for Russia: the presidential elections and beyond

Abstract:
This Occasional Paper outlines alternative scenarios for Russia's short-term future with a focus on potential outcomes of the March 2012 presidential elections. To construct these scenarios, the paper first identifies key predetermined factors in Russia's domestic and foreign policy domains. The paper then outlines and analyses key factors of uncertainty, which the authors define as events that could be 'game changers', having the potential to lead to a significant change in the course of Russia's development over the coming twelve months. The paper goes on to present three scenarios, based on three different interpretations of key areas of uncertainty and their interaction with predetermined factors. The paper concludes which scenarios are more probable and which are more favourable for Russia and by extension for its partners, and primarily the European Union.

Abstract:
The 2012 Russian presidential election and the future of the Medvedev-Putin tandem have started to dominate political debate inside and outside the country. Several developments in Russia's domestic politics have made predictions on the future president particularly arduous. These include Russia's so-called modernization initiative; Mikhail Prokhorov's debut on the Russian political scene, and the new presidential decree on the "Security Council Questions". Yet, analysing these developments suggests that whether Putin will return to the presidency or whether he will remain the de facto leader is unlikely to have major repercussions on Russian domestic policy. For Russia, the priority today is the need to maintain internal stability and formal democracy, necessary to attract foreign technologies and thus advance the modernization initiative as well as to guarantee elite continuity through an internal balance between the siloviki faction and the liberals. Both a renewed Medvedev-Putin tandem and a return of Putin to the presidency fulfil these goals. While much debated, the personality of the future Russian president is unlikely to represent a major game changer in Russia today.

Abstract:
Many in Russia have expressed their disappointment with Putin's decision to run for a third presidential term.They claim that Putin is becoming the new Brezhnev and that the stability he was once praised for bringing about in Russia is now turning to stagnation. Cynicism and disillusionment with the Putin regime seem to be becoming more widespread in Russia. Ever-increasing corruption, lack of the rule of law and political competition as well as lack of innovation and dynamism in the economy all reinforce the general feeling of pessimism. One would expect that the weakening legitimacy of the regime would lead to vocal demands for change. However, this is not the case in Russia, where several historical, political, structural and sociological conditions make wider popular protests unlikely. The tragedy of today's Russia seems to be that the regime is too weak to reform itself, yet simultaneously strong enough to prevent viable alternatives to its rule from gaining ground. Despite the likelihood of a negative future trajectory, Putin's Russia seems set to drag on.

Abstract:
The political system that Vladimir Putin established during the first decade of the 2000s is often referred to as 'the power vertical'. The term suggests a stable, streamlined and effective centre-led system. Yet, this image does not quite correspond with Russian reality. The system creates inefficiency, encourages corruption and is hostile towards bottom-up political initiative. The current leadership acknowledges that Russian stability is on shaky ground and therefore the system is in need of modernization. The economy is clearly a priority for the leadership: it believes that the political system's modernization should emerge gradually and in a highly controlled fashion from economic achievements. The current system in Russia is hostile to innovation and prone to corruption and therefore Medvedev's modernization plan is unlikely to succeed unless transparency and open competition within the system are considerably enhanced. This will be difficult to achieve because the elite benefits from the current corrupt and non-transparent system where the lines of responsibility are unclear. The West should not expect dramatic changes and radical liberal reforms in Russia. Western actors should, nevertheless, actively support and encourage economic and political reforms in the country and engage with it through international cooperation on specific issues such as anti-corruption policy. By stepping up its engagement with Russia, the West can demonstrate that a prosperous, competitive and modern Russia is also in the interests of the West.

Abstract:
Since the second half of the 1990s, the theme of national revival crystallized in Russia, notably in the form of a promotion of patriotism. The apparent convergence between an offer “from above” and a demand “from below” supports the idea that there exists a kind of patriotic consensus in Russia. This new tense and autarchic fusion between state and society summons old stereotypes about Russo- Soviet culture. This issue of Questions of Research seeks to go back over these stereotypes in order to show the diversity of “patriotic” practices in Russia today (which widely surpass the “militarist” variant generally evoked) and the connected social uses that are made of it. Following an overview of the existing literature on Russian nationalism and patriotism, as well as a presentation of the patriotic education curricula being implemented by the Russian state, our study on “patriotic” practices continues through several points of observation (patriotic summer clubs and camps for children and adolescents in Saint- Petersburg, Moscow and Omsk; ethno-cultural organizations; Orthodox religious organizations; and the discursive practices of economic actors). The examination of these different terrains reveals the diversity of everyday “patriotic” activities; and illustrates their utilization to multipleends (pragmatic concern for one's professional career, search for a personal source of inspiration, opportunities for enrichment, pleasure of undertaking activities with one's friend and relations…). In the end, these fieldwork surveys reveal motivations and commitments in which official patriotic discourse and the image of state are oft en secondary, sometimes even denied.

Abstract:
This paper hypothesizes that analyzing the geo-economic and energy security characteristics of gas supplies to Europe may help in understanding the features of regional and international relations with regard to selected countries. The paper highlights the significance of natural gas in the New Energy Order, and points to the importance of supply security for the EU. It looks at Russia, Azerbaijan, Turkmenistan, Kazakhstan, Iran, Iraq, Egypt, Libya and Algeria as suppliers and Turkey as a transit country in an emerging gas corridor to Europe. It examines supply-side opportunities, which promote new fields of international cooperation based on gas trade, and addresses certain restraints that may reduce the likelihood of further regional cooperation. Economic and geographic factors create new opportunities for regional trade and international relations. This geoeconomic aspect, however, takes place with international security issues varying from case to case.

Two and a half years after the war with Russia, Georgia's political life is increasingly turning towards preparations for the 2012-2013 elections and debates around divisions of power after a recent overhaul of the constitution. The substantial amendments, which come into force in 2013 at the same time as President Mikheil Saakashvili steps down due to a term limit, will give much greater power to the prime minister. The next two years will go a long way in determining whether the country progresses toward a truly stable, modern democracy, or deteriorates into a fragile, pseudo-pluralistic and stagnating system. The government and political opposition movement need to use that crucial period to create public trust in democratic institutions. The best way to achieve this is by engaging in meaningful dialogue to ensure a fair election cycle, strengthened rule of law, economic stability and the legitimacy of the future government.

278. Transforming the Quartet principles: Hamas and the Peace Process

Despite the clear necessity of an inclusive approach that involves all relevant actors, the Middle East Quartet (comprising the United Nations, the United States, the European Union and Russia) has made political and financial cooperation with the Palestinian Authority dependent on the recognition of the three Quartet principles — the recognition of Israel, the renunciation of violence and adherence to previous diplomatic agreements — in exchange for the recognition of a Palestinian government. But instead of compelling Hamas to consider compliance, the Quartet principles have in fact led the group to become more entrenched in its defiant stance. There is a fundamental problem with the three Quartet conditions. While decision-makers proclaim that the three principles come as a package and are inseparable, it is precisely the fact that they are so interlocked and that Hamas is required to comply with them simultaneously that makes compliance problematic. This is the case because the three principles are mutually constraining to such an extent that complying with one principle effectively prevents Hamas from complying with another. Originally, the three Quartet principles were intended as a basis or a framework for a potential peace process. They define the conditions a negotiating partner has to fulfil in order to take part in Middle East peace talks. In reality, however, they have acted as an impediment. This paper seeks to find a way of overcoming the constraints that the EU has imposed upon itself by insisting on simultaneous adherence to the three Quartet principles. It looks at what room for manoeuvre there remains for the EU within the framework of the Quartet conditions and at how they can be modified in such a way that they facilitate rather than obstruct compliance.

Abstract:
Regional conflicts are arguably the most disturbing heritage of the USSR. Ironically, they are gradually becoming cornerstones for a renewed foreign policy of Russia. That can have long-lasting consequences: from disrupting regional stability to a massive geopolitical change in a strategically important Black Sea/Caspian region. Regional conflicts are also penetrating the agenda of world politics. The end of pure Westphalian principles of the world order emancipated numerous unprecedented challenges, strengthened by nationalism, separatism, and non-conventional warfare. That created a challenge for political science and conflict studies, a challenge which could be compared and contrasted to the problems once posed by the Cold War. These challenges require a scientific inquiry into the nature of internal conflicts, particularly of the "frozen" ones, as well as the impact they have upon regional security arrangements and methods of conflict management. Recent developments in the Caucasus are a continuation of old problems, which are likely to remain for an undetermined period of time. Coping with those problems is one of the most important tasks not only for the foreign policies of states involved, but also for the whole system of regional security.

Abstract:
Observers tend to enthuse about Georgia's leadership or damn it, but such black-and-white views do little to explain what is really going on in the country. Examining the government's recent efforts to provide housing to those internally displaced by the August 2008 conflict with Russia sheds light not only on the housing program itself, but on contemporary Georgian politics in general. In particular, four traits characteristic of the ruling United National Movement's revolutionary governance are brought into focus: informal decision-making, fluid roles, heroic action, and vanguard politics.
