1. Government Internet Shutdowns Are Changing. How Should Citizens and Democracies Respond?

Governments worldwide continue to deploy internet shutdowns and network disruptions to quell mass protests, forestall election losses, reinforce military coups, or cut off conflict areas from the outside world. Data from the past few years show that incidences of global shutdowns have remained steadily high: 196 documented incidents in 2018, 213 incidents in 2019, and 155 in 2020. The first five months of 2021 recorded fifty shutdown incidents.1 Government-instigated internet shutdowns largely took place in relation to five event types: mass demonstrations, military operations and coups, elections, communal violence and religious holidays, and school exams. As Clément Voule, the United Nations special rapporteur on the rights to freedom of peaceful assembly and of association, pointedly observes: “Shutdowns are lasting longer, becoming harder to detect and targeting particular social media and messaging applications and specific localities and communities.”2 Events in Russia have put a finer point on internet shutdown trends. On March 4, 2022, Roskomnadzor, the Russian internet regulator, announced that it would block Facebook and Twitter and would ban new uploads to TikTok.3 On March 14, it added Instagram to the banned list.4 Russian authorities have also restricted access to a slew of news websites, including the BBC, Deutsche Welle, Radio Free Europe/Radio Liberty, and Voice of America. Roskomnadzor claimed these measures were enacted in response to new limits imposed by platforms on Russian propaganda outlets—accusing Facebook of “discrimination.”5 The Kremlin’s crackdown is an ominous signal about where the shutdown struggle is headed in authoritarian countries. Despite these bleak trends, there is a growing international consensus—at least among liberal democracies—that protecting internet access is integrally linked to freedoms of expression and association and forms a crucial part of the global democracy and human rights agenda. This paper picks up on this emerging norm and probes several key questions: What can citizens do to evade authoritarian controls and regain internet access? How can democratic governments support these efforts and push back against governments that shut down and block the internet? The short answer is that there is a multitude of responses available to democracies and civil society organizations to push back against internet blackouts and network disruptions. Democracies can exert meaningful pressure against repressive governments to ease internet blocks, and citizens are able to exercise creative options to circumvent internet controls. The paper walks through different tools available to citizens to evade internet controls. It examines where internet shutdown trends are headed and incentives for particular regimes to adopt new modes of censorship. It then presents a multifaceted strategy for democracies, civil society organizations, and technology developers and companies to counter internet shutdowns.

Amidst growing political dissatisfaction, the Russian government is grappling with the apparent vulnerabilities of the country’s internet. On February 1, Dmitry Medvedev, the deputy chairperson of the Security Council of the Russian Federation, acknowledged during an extensive interview with Russian media what foreign analysts have long suspected: disconnecting Russia from the internet is possible (TASS, February 1). And as if to provide a rationale for such potential action, the previous week, the Federal Security Service’s (FSB) National Coordination Center for Computer Incidents (NKTsKI) reported a threat of possible cyberattacks by the United States and its allies against Russia’s critical infrastructure (Interfax, January 22).

Abstract:
On November 25, 2020, a document titled "Plan of measures for the formation of a common socio-economic space between the Russian Federation and Abkhazia" was published on the government websites of the Russian Federation and internet resources belonging to the unrecognized Abkhazia. The document was signed by Aslan Bzhania, the de facto president of Abkhazia, Alexander Ankvab, the prime minister, and Dimitri Kozak, the deputy head of the Russian presidential administration. The document consists of 45 paragraphs and covers issues such as customs and tax legislation, energy, healthcare, education, social security, economy and real estate. Alongside every paragraph in the document, the relevant responsible agency and the estimated years of its implementation is indicated. Most of the agreement provisions entail the harmonization of the legislations of Russia and Abkhazia. This document is a logical continuation of the recognition of Abkhazia's sovereignty by Russia in 2008, and the subsequent agreements. Notable among these agreements is the 2014 "Alliance and Integration Agreement", which, among many other clauses, includes the transfer of command of Abkhazia's de facto armed forces to the Russian General Staff. The aforementioned document was met with mixed assessment in Abkhazian political circles and media. Inal Khashig, a journalist and editor-in-chief of the “Chegemskaya Pravda” newspaper, positively assesses the prospect of an increase in pensions and budget salaries under the agreement, but is wary of a number of points in the document.

The new government’s first action should be to release all political prisoners and to establish all elementary freedoms of speech, media, assembly, organization, and religion. It should dissolve the Federal Security Service (FSB), the principal security agency of Russia, and dismiss all its employees and form a new judicial system, courts, as well as the general prosecutor’s office. Russia should abandon its presidential system and hold early founding elections at all levels soon after a democratic breakthrough.

Abstract:
The Project on Middle East Political Science partnered with Stanford University’s Center for Democracy, Development and the Rule of Law and its Global Digital Policy Incubator for an innovative two week online seminar to explore the issues surrounding digital activism and authoritarianism. This workshop was built upon more than a decade of our collaboration on issues related to the internet and politics in the Middle East, beginning in 2011 with a series of workshops in the “Blogs and Bullets” project supported by the United States Institute for Peace and the PeaceTech Lab. This new collaboration brought together more than a dozen scholars and practitioners with deep experience in digital policy and activism, some focused on the Middle East and others offering a global and comparative perspective. POMEPS STUDIES 43 collects essays from that workshop, shaped by two weeks of public and private discussion.

The renewed intensity and prominence are associated with marked improvement in relations with the United States and Israel, following the leadership changes in both countries. King ʿAbdullah II seems to have received a fresh mandate from the Biden Administration to help promote regional changes aimed at reducing the influence of Iran and its allies, in an era of declining direct American engagement in the region.

Abstract:
Russian opposition leader Alexei Navalny has been sentenced to three and a half years in prison after he returned to Russia from Germany, where he was being treated for exposure to a nerve agent in August 2020. An investigation into the poisoning, conducted with the help of Navalny, has implicated Russia’s Federal Security Service (FSB). Following Navalny’s arrest and the release of a separate investigation into Russian President Vladimir Putin’s wealth conducted by Navalny, tens of thousands of protesters have taken to the streets across the country to march in support for the jailed Navalny. They were met by a heavy show of force from Russian riot police that included batons, shields, and thousands of arrests. This repressive response prompted US Secretary of State Antony Blinken to condemn “the persistent use of harsh tactics against peaceful protesters and journalists.” Navalny has inspired popular protests and gathered a large international following. But recent surveys by the Levada Analytical Center, including one in partnership with the Chicago Council on Global Affairs, show that the overall Russian population is generally indifferent to his actions, and more suspect that he staged his own poisoning or it was a “provocation from the West” than believe the Russian government targeted him.

As the United States nears a consequential November election in a charged political environment and society reels this year from a global pandemic, historic unemployment, and a summer of civic unrest and violence, the threat of malign foreign interference in the campaign season and election system looms. In 2016, policymakers and intelligence community leaders were reluctant to release information publicly regarding the activities of the Russian government intended to affect the election. This year, a new playbook is needed to ensure that the intelligence community, policymakers, and the public are in sync regarding transparency expectations about foreign threats to the election. The discussion that follows provides context—how intelligence transparency was addressed in the 2016 election, adjustments that were made for the 2018 midterms—and articulates responsibilities of the intelligence community versus the risks involved in greater transparency. The paper concludes with recommendations for transparency about election threats in order to protect against and mitigate ongoing foreign efforts to damage our stressed democracy.

In 2019, French President Emmanuel Macron initiated a Franco-Russian dialogue aimed at improving bilateral relations, as well as EU-Russia relations. This effort could be confounded by the growing Russian engagement in Africa, mainly through their military, business, and propaganda activities. These are increasingly harmful to France, which traditionally engages in the politics and economies of African states. The French government hasn’t yet prepared any coherent strategy vis-à-vis the Russian challenge, preferring to wait it out.

publication cover In 2015, the Department of Defense (DoD) released the DoD Cyber Strategy which explicitly calls for a comprehensive strategy to provide credible deterrence in cyberspace against threats from key state and nonstate actors. To be effective, such activities must be coordinated with ongoing deterrence efforts in the physical realm, especially those of near-peers impacting critical global regions such as China in the Asia-Pacific region and Russia in Europe. It is important for the U.S. Army to identify and plan for any unique roles that they may provide to these endeavors. This study explores the evolving concept of deterrence in cyberspace in three major areas: • First, the monograph addresses the question: What is the current U.S. deterrence posture for cyberspace? The discussion includes an assessment of relevant current national and DoD policies and concepts as well as an examination of key issues for cyber deterrence found in professional literature. • Second, it examines the question: What are the Army’s roles in cyberspace deterrence? This section provides background information on how Army cyber forces operate and examines the potential contributions of these forces to the deterrence efforts in cyberspace as well as in the broader context of strategic deterrence. The section also addresses how the priority of these contributions may change with escalating levels of conflict. • Third, the monograph provides recommendations for changing or adapting the DoD and Army responsibilities to better define and implement the evolving concepts and actions supporting deterrence in the dynamic domain of cyberspace.

Rethinking Russia issues its new report on development of parliamentarism in world politics. The modern democratic model derives from parliamentary representation, which has been developing for a number of centuries in search for better coherence between people and political decision-making. The evolution of parliamentarism has been differing from country to country, which however brought nations to similar functions for their representative bodies. What is a parliament of the XXI century? Is it a national or universal phenomenon? How does it relate to global governance? Who represents people (not peoples) outside their sovereign entity? Speaker of the Russian State Duma Viacheslav Volodin raises corresponding questions in order to articulate what Russian view on the development of parliamentarism might be. We consider such a discourse to be quite worth rethinking and propose our ideas on that. Who knows – maybe such a discussion would contribute to better understanding for challenges we are facing.

After a century of an American world order established by U.S. President Woodrow Wilson at the end of the First World War, we are facing a shift in Washington’s global attitude. President Trump’s approach to world affairs is different. Although Obama, and to some extent Bush before the September 11, 2001 terror attacks, was starting to withdraw from the U.S. historical position of key global superpower, President Trump’s approach to world affairs is a much more drastic acceleration of this move. Continuing in this direction means we may soon face a collapse of America’s century-long preeminence, and the creation of a new world order in which the U.S. is no longer leading the global power, but only first among sovereigns, if at all.
