This paper seeks to both explore and understand the first “Sputnik Moment” in all of its facets. It will investigate its origins; how it came as such a surprise to so many outside of the White House and the intelligence community; and how various groups—to include leaders in the Soviet Union, the separate American military services, the scientific and engineering communities and, finally, opposing political forces within the United States—moved to leverage the “moment” to their own advantage. Because of this phenomenon, great investments were made in the U.S. military, the National Air and Space Administration was created, and the U.S. public educational system was overhauled to place greater emphasis on science and engineering within its curriculums. This study will also seek to distill lessons learned from the first “Sputnik Moment” and to examine the question of whether such an event could happen again and, if so, what would be the modern reactions?

This report first analyzes the use of CUES in the South China Sea, which is the region they initially were designed for as an instrument to prevent unwanted escalation. In what sense have CUES in the South China Sea set a precedent for reassurance measures in other regions? Second, we discuss whether CUES could be useful to lower tension levels between Russia and NATO in their ongoing conflicts over spheres of interest, strategic space, and appropriate deterrence measures in maritime Europe. The analysis draws on the first-hand experiences of personnel engaged in implementing the Code for Unplanned Encounters at Sea (CUES). This allows us to go beyond rhetorical announcements of intention and understand how de-escalation instruments are used at the level of implementation and whether they have any effect. Third, we conclude by discussing the caveats to and advantages of adopting CUES in the Euro-Atlantic area and how they should be designed to take the specific strategic context of this area into account.

Abstract:
Russian media outlets have waged a comprehensive disinformation campaign throughout the COVID-19 pandemic. Both the US State Department’s Global Engagement Center (GEC) and the EU External Action Service (EEAS) have identified numerous stories in Kremlinlinked accounts that have sought to discredit the policies and performance of Western democracies, while conversely painting Russian actions in a most positive light. According to the GEC, throughout the pandemic, “the full Russian ecosystem of official state media, proxy news sites, and social media personas have been pushing multiple disinformation narratives.”

Abstract:
It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

Abstract:
The Trump administration has described the People’s Republic of China and the Russian Federation as the most significant great-power challengers to the United States and its allies, values, and interests. The 2017 US National Security Strategy identified China and Russia as ideological rivals “determined to make economies less free and less fair, to grow their militaries, and to control information and data to repress their societies and expand their influence.” The 2018 US National Defense Strategy described China as “a strategic competitor using predatory economics to intimidate its neighbors” while undertaking “a military modernization program that seeks Indo-Pacific regional hegemony in the near-term and displacement of the United States to achieve global preeminence in the future.” The document further criticized Russia for seeking “veto power over the economic, diplomatic, and security decisions of its neighbors.”

Abstract:
Russia and the EU have been entangled in the harsh effects of asymmetrical interdependence and the security threats it generates. Russia’s economy is linked directly to the form and volume of trade directed from the EU towards the Russian economy, while the EU economy is linked to the flow of Russian gas and oil directed towards European businesses and households. Growing concerns on EU’s dependency on energy imports led the European Commission to release its Energy Security Strategy (2014), aiming to secure stability and abundancy of energy supply while simultaneously examining the effects of discrepancies from Russian gas imports to the European energy systems. In contrast, Russia’s primary concern is to secure the necessary energy revenues that could enable Moscow to project and exercise its hard power to areas with strategic interest by striving to gain greater leverage within the European energy markets. Russia’s security objectives in relation to its energy export capacity are expressed primarily through materialisation of two major natural gas pipeline systems, namely the Nord Stream 2 and the TurkStream pipelines. The visit of Foreign Minister Sergey Lavrov to Athens offers an opportunity for a sincere dialogue between the two countries. Greece and Russia can either agree on their disagreements or search for a new way forward based on realism and common interests. A sincere dialogue should leave illusions aside and concentrate on joint interests.

Abstract:
The ongoing polarization of European society in the political-ideological context is apparent. This polarization causes considerable tension in society. Sophisticated soft power based on political values and policies that Russia has been using against the West especially since 2012 is a power struggle for people’s minds and souls. Russia does not only try to undercut faith in Europe and its institutions among its citizens, but it also aims to offer a “better” alternative. There is an increasing effort to create an alternative value universe against the “nihilist” and “decadent” West – not only in Russia but also in the whole World. There is quite a visible ambition from the Russian side to become the “illiberal” world leader. This contribution has been drawn up in the context of this urgent issue. The article examines whether Russian soft power fulfils the criteria of attractiveness or just coercion, and what Russia is pursuing by promoting this form of power.

Any new Africa policy from the EU and US should take into account the growing influence of China, Russia and Turkey in the continent and aim to even the scales. To succeed, they must develop a new narrative on Africa and finally recognise it as a genuinely equal partner on the global stage. Africa is a dynamic and diverse continent going through fundamental economic, political and security changes. While the EU and the US remain important partners for Africa, they are no longer the only players in town. New – and not so new – actors have recognised Africa's potential and are trying to use it to their advantage. China, Russia and Turkey in particular, whose presence has broadly been welcomed by African nations, have all been steadily expanding their political and economic clout in the continent over the past few years. The EU and US must, therefore, adapt their policies and approaches to the new reality that is unfolding in Africa. To better understand China’s, Russia’s and Turkey’s objectives, the Friedrich-Ebert-Stiftung's (FES) EU Office in Brussels and the European Policy Centre (EPC) set out to conduct an in-depth analysis of the three countries' ties with Africa. The results of this research project, entitled “Eurasia goes to Africa”, are collected in this book. The authors take a closer look at China's, Russia's and Turkey's economic and political interests in the continent; their involvement in the security landscape; the effectiveness of their soft power tools, including in education, media, religion, and humanitarian and development aid; and how Africans judge their growing presence.

Abstract:
As the United States nears a consequential November election in a charged political environment and society reels this year from a global pandemic, historic unemployment, and a summer of civic unrest and violence, the threat of malign foreign interference in the campaign season and election system looms. In 2016, policymakers and intelligence community leaders were reluctant to release information publicly regarding the activities of the Russian government intended to affect the election. This year, a new playbook is needed to ensure that the intelligence community, policymakers, and the public are in sync regarding transparency expectations about foreign threats to the election. The discussion that follows provides context—how intelligence transparency was addressed in the 2016 election, adjustments that were made for the 2018 midterms—and articulates responsibilities of the intelligence community versus the risks involved in greater transparency. The paper concludes with recommendations for transparency about election threats in order to protect against and mitigate ongoing foreign efforts to damage our stressed democracy.

The 2016 U.S. presidential election and the 2018 and 2020 Taiwanese local and presidential elections crystallized that Russia and China are using digital interference to shape the contest between democracies and autocracies. While foreign information operations are time-tested methods of authoritarian influence, the digital space has increased the scope and speed with which these operations can be waged. Although there is no concrete evidence to suggest that Beijing and Moscow explicitly coordinate their information operations, the two countries are increasingly finding common cause as their interests align on a number of issues and in strategic regions.

Abstract:
he method of major/minor trends developed in this report suggests that the roots of apparently surprising future behavior can be found in a close reading of a target state’s history. Using this method, the report outlines three unlikely but plausible alternative futures of India as a strategic actor. The first scenario envisions India as a Hindu-nationalist revisionist power hostile to Pakistan but accommodating of China; in the second, it is a militarily risk-acceptant state that provokes dangerous crises with China; and in the third scenario, India is a staunch competitor to China that achieves some success through partnerships with other U.S. rivals like Russia and Iran. These scenarios are designed not to predict the future but to sensitize U.S. policymakers to possible strategic disruptions. They also serve to highlight risks and tensions in current policy.

Abstract:
The main purpose of this study is to understand what motives the Russian Federation, a regional power, uses military force against its neighbor, Ukraine, and annexes Crimea. As a result of the literature review conducted for this purpose, this approach of Russia was generally interpreted from two different theoretical perspectives. Some of the critics evaluated Russia's attitude during the crisis process under the name of defensive realism, while the other group, on the contrary, evaluated Russia's attitude under the name of offensive realism. The work is addressed in the context of these two theories, with a deductive approach. The great powers do not refrain from using hard power when it comes to their security. The answer has been searched to the arguments that the Revisionist movement that Russia displayed in this crisis was caused by international developments rather than domestic political developments and that there is no sanctioning power against the great powers that have become a chronic problem of international law. When the relevant study concluded, and the previous crisis experiences of Russia taking in the consideration, it is observed that Russia has similar characteristic features in this crisis as well. It has been concluded that Russia has not been able to get rid of the sense of the siege it experienced during the Cold War and has pursued aggressive policies when it feels such a threat in its nearby geography. On the other hand, what happened in Crimea has clearly shown that the great powers do not refrain from using force and ignoring international law when it comes to their benefits and security. | Bu çalışmanın temel amacı, bölgesel bir güç olan Rusya Federasyonu’nun, komşusu olan Ukrayna’ya karşı hangi saiklerle askeri güç kullandığı ve Kırım’ı ilhak ettiğidir. Bu amaç doğrultusunda yapılan literatür çalışması sonucunda, Rusya’nın bu yaklaşımı genel olarak iki farklı teorik perspektiften yorumlanmıştır. Düşünürlerin bir kısmı Rusya’nın kriz sürecindeki tutumunu defansif realizm bağlamında değerlendirmekteyken diğer grup ise tam aksine Rusya’nın tutumunu ofansif realizm bağlamında ele almışladır. Çalışma, bu iki teori bağlamında, tümdengelimci bir yaklaşımla ele alınmıştır. Büyük güçler, güvenlikleri söz konusu olduğunda sert güç kullanmaktan kaçınmamaktadırlar. Rusya’nın bu krizde sergilemiş olduğu revizyonist hareketin, iç politik gelişmelerden ziyade uluslararası gelişmelerden kaynaklandığı ve uluslararası hukukun kronik sorunu haline gelen büyük güçlere karşı bir yaptırım gücünün olmadığı argümanlarına cevap aranmıştır. İlgili çalışma sonuçlandığında, Rusya’nın geçmişte yaşadığı krizler de ele alındığında, bu krizle benzer karakteristik özelliklere sahip olduğu gözlemlenmiştir. Rusya’nın, Soğuk Savaş dönemi yaşadığı kuşatılma algısından kurtulamadığı ve yakın coğrafyasında bu şekilde bir tehdit hissettiği zaman saldırgan politikalar izlediği sonucu varılmıştır. 974. Sustaining Power Through External Threats: The Power of Enemy Images in Russia and Azerbaijan

Abstract:
Despite the growing body of research on authoritarian regimes, few studies address the issues of their legitimization through exaggerating external threats and constructing enemy images. Targeting the gap in the literature, this article explores the discursive strategies of ‘evilization’ and demonization of the ‘other’, with a focus on their implications for legitimating and sustaining the authoritarian regimes in post-Soviet space. Examining the cases of Russia and Azerbaijan, the qualitative, comparative analysis presented in this article uncovers a series of essential similarities between the regimes’ legitimization strategies. Findings suggest that there has been a strong tendency in both Russian and Azerbaijani discourses to ‘externalize’ major problems facing the countries and scapegoat ‘evil forces’ as their main causes. Frequent appeals to the external threats have been accompanied by a heightened emphasis on the necessity of strong presidential power, with ‘strongmen’ that are capable of withstanding the enemies’ conspiracies. Remarkably, one of the core similarities between the two regimes is their unstoppable drive towards monarchical presidencies.

For more than twenty-eight years, following the disintegration of the Soviet Union, Russian-Georgian relations have been a substantial ground for mutual confrontation, sharp dispute, and a lack of trust. Continuous tensions and disagreements have adversely affected efforts to achieve a proper balance in bilateral relations between the neighboring countries and resulted in a number of direct and indirect confrontations. Whilst the Russian president seeks to restore Russia’s great power status, regain its past glory and control strategically important regions of the former Soviet space, Georgia, from the very first day of independence, tries to maintain its sovereignty and territorial integrity, develop modern state institutions, strengthen democratic values and integrate into the Euro-Atlantic structures. The paper aims to study Moscow’s current foreign policy strategy towards Georgia following the ‘Rose revolution’ and argues that Russia’s military intervention in Georgia, in August 2008, was a clear illustration of classical realism used by a great power in the XXI century. Russia actively uses hybrid warfare and regularly employs economic leverage on Georgia to eventually achieve its political ends in the Caucasus region.

It is a conventional wisdom that information is power, but even more power lies in the manner in which it is (mis)used. Disinformation, misinformation, malinformation, all parts of so called ‘information disorder’, are phenomena that seem to be wreaking havoc worldwide nowadays. The emergence of the Internet and social media has brought fundamental changes to the way information is produced, communicated and distributed and thus has given new momentum to the phenomenon of ‘information disorder’. Its effects, in combination with online technologies, are proving to be devastating: it destabilizes public discourse, undermines general belief in democratic institutions and threatens national, international and civilian security. Based on a theoretical analysis approach, the paper will look into the nature of the ‘information disorder’, and how the Internet and social media contribute to its growing influence. It will also examine what are the effects of the phenomenon, and how it threatens national and international security. With Russia arguably being the most aggressive in spreading disinformation nowadays, and Ukraine being the country affected by Russia’s information offensive the most, the paper will try to analyze Ukraine’s policies and actions to combat Russia-generated ‘information disorder’. In the conclusion, the paper will make an effort to suggest recommendations on tackling negative informing.

In this paper I examine two popular Russian television series: the historical drama The Demon of the Revolution, or Parvus’s Memorandum (Demon revoliutsii, ili Memorandum Parvusa, dir. Vladimir Khotinenko, 2017) and the biopic Trotsky (Trotskii, dirs. Alexander Kott and Konstantin Statskii, 2017). These mini-series were released on Russia’s main television channels on the occasion of the centenary of the October Revolution. Given their salience amidst otherwise subdued commemoration of the Revolution’s centenary in Russia, it is important to analyze these films in the current ideological and political context. What do they tell us about present-day Russia? What is their cultural significance? In what way does the negative depiction of the Revolution and its leaders in The Demon and Trotsky relate to the Russian authorities’ ideology concerning national unity and the nation’s steady development? This discussion is especially pertinent for understanding how the creation and circulation of such narratives shape the public opinion in today’s Russia. This, in turn, helps to understand current trends in the relation between power and culture.

Abstract:
Russia’s recent buildup of A2/AD (anti-access/area denial) forces in Crimea and Kaliningrad, coupled with its increasingly confronting rhetoric in the Black and Baltic Seas, pose a serious challenge for the NATO’s Eastern flank countries. While the mare sui generis status of the Black Sea might be altered under the expected inauguration of Canal Istanbul in 2023 as it would probably require the revision of the Montreux Convention, the mare liberum status of the Baltic Sea might also be questioned as Russia contests NATO’s Enhanced Forward Presence in this region. Facing this challenging geostrategic context, Pilsudski’s ideas of Intermarium seem to have revived within the Central and Eastern European countries under modern interfaces such as the Bucharest Nine and the Three Seas Initiative. This paper proposes a comparative analysis between the Black Sea and the Baltic Sea in terms of their newly-emerged geostrategic context, discusses the feasibility of the recent endeavours to promote cooperation within the Central and Eastern European countries and not ultimately, highlights the utility of a regional military alliance in support of NATO.

The first reflection about the geopolitical environment that Bulgaria faced after the tectonic systemic shifts in the end of the 80s and the beginning of the 90s of the 20th century thirty years later is that the efforts of the country to influence the transformation of the Balkans into a regional security community were successful. The second reflection is that Bulgaria was not able to influence effectively a similar development in the Black Sea area. Both the Balkans and the Caspian Sea-Caucasus- Black Sea area were conflictual knots of relations inherited from the Cold War divide. While the traditional European great powers that polarized the Balkan system of international relations pushing the small countries one against the other and the United States had the strategic interest of pacifying the South Eastern region of Europe, the dominating great power in the Black Sea area – Russia, aimed at preserving the opportunities of coming back to the territories that the Soviet Union lost after its collapse by preserving various degrees of conflictness in the neighbouring countries. Depending on the general condition of the Russian economy and state as well as its domestic political status different opportunities were either designed or just used to preserve the profile of Russia of the empire that sooner or later will be back. What are, in this regard, the perceptions in Bulgaria of the annexation of Crimea?

Abstract:
In the past few years, a number of European banks have been implicated in money laundering scandals in countries such as Cyprus, Malta, Latvia, and, most recently, Scandinavia. Although European and international voices are putting pressure to take further action by all including the banks against this, the issue continues to emerge in the continent. In this short article, we attempt to explain this trend and how might it be resolved.
