Abstract:
peace processes and have the potential to contribute to the advancement of Israeli-Palestinian conflict resolution. A team of Israeli and Palestinian policy experts developed a joint proposal for an international package of incentives for peace. The proposal defines the central needs of the parties that the incentives package must address, focusing on security, recognition and legitimacy, religious rights, economic prosperity and domestic needs. It examines which international actors can be relevant in addressing those needs and should be part of an international incentives package, elaborating on the potential role of the US, the EU, and the Arab and the Muslim world. The proposal also discusses when and how a package of incentives should be introduced and delivered, and what should be the international mechanism required to promote it.

Abstract:
For decades, the US operated as the central mediator between Israel and the Palestinians. However, after decades of stalled negotiations, it is likely that future peacemaking efforts will be multilateral, reliant on an orchestra of international actors who can support specific processes that, in concert, could encourage Israelis and Palestinians to reapproach one another. This piece examines the role of Greece and Cyprus, two regional actors whose strategic relationship with Israel has strengthened over the last decade, could help advance peace. Though secondary players in the context of the Israeli-Palestinian conflict, there are concrete ways that both states – if invited by the central parties – could contribute to a more conducive environment for cooperation and dialogue.

Abstract:
By dint of its position in the Arab and Muslim arena, Morocco is strongly committed to the Palestinian issue and the safeguarding of Jerusalem’s Muslim holy sites. Throughout its history, Morocco has served at times as a mediator between Israel and the Arab world and mobilized to help Israeli-Palestinian peacemaking within the framework of the Oslo process. Morocco has adopted a largely neutral foreign policy as a state seeking stability in the Middle East and North Africa and willing to help mediate regional conflicts. These efforts are notable in both the Palestinian arena and in the broader Middle Eastern and North African one. Israel takes a positive view of ties with Morocco, backed by the support of the large Moroccan Jewish diaspora living in Israel. Palestinian views of Morocco’s policy are mixed. Along with a positive perception based on recognition of Morocco’s commitment to the Palestinian issue, measured criticism is also being heard over its decision to advance normalization with Israel. Attitudes toward the normalization process are complex, including both criticism and support for the move. Morocco cannot set in motion and orchestrate the Israeli-Palestinian peace process, but it can help by providing conciliation and mediation and broad legitimacy for a consensual arrangement on Jerusalem’s holy sites.

The existing literature on state-building has focused mainly on post-conflict cases and ‘conventional’ examples of statehood, without taking into consideration the particularities of states that remain internally and/or externally contested. The EU’s engagement in Palestinian state-building through the deployment of EUPOL COPPS and EUBAM Rafah has generated various types of unintended consequences: anticipated and unanticipated, positive and negative, desirable and undesirable, some of which fulfill and some of which frustrate the initial intention. These have important reverberations for the EU’s conflict resolution strategies in Israel and Palestine, the most important being the strengthening of power imbalances and the enforcement of the status quo.

Abstract:
Over the last 40 years, since the 1979 Israel-Egypt peace treaty (that alluded to but did not solve the Palestinian question) and the European Community’s 1980 Venice Declaration, Europe has been seeking ways to help advance Israeli-Palestinian peace. The task was not an easy one, mostly due to United States of America (US) dominance of peace negotiations and negative Israeli attitudes towards Europe as a mediator. Thus, while Europeans were key in shaping international language on the conflict, they have remained in the back seat when it comes to shaping dynamics on the ground. Since the collapse in 2014 of the John Kerry initiative to advance the peace process, the task has become even more difficult for the Europeans. Realities on the ground, such as a right-wing government in Israel lacking interest in advancing a peace process, expanded settlement construction, as well as the internal Palestinian split and governance deficiencies in the Palestinian Authority, make the two-state solution ever more difficult to achieve. In addition, Israel’s leadership has worked to weaken and divide the EU in order to limit its role on the issue. In this endeavor, it has profited from different interests and priorities among EU Member States as reflected in discussions and decision-making processes regarding the Israeli-Palestinian conflict. These trends have increasingly intensified in recent years, and it is the goal of this publication to analyze them, assess their impact on European capacities and policies, and devise recommendations to tackle and perhaps even reverse them. The publication includes three analytical chapters focusing on internal European dynamics, on Israel’s foreign policy towards the EU, and on EU policy-making regarding the Israeli-Palestinian conflict/peace process.

Abstract:
The Trump Administration Middle East Plan appears to call for a Palestinian “Bantustan” (maybe two with Gaza) and legally enforced separation of communities based on ethnic grounds. It is difficult to believe that this resurrection from the discredited past could be acceptable to anyone but its authors, who appear to be completely oblivious to the history of South Africa. That includes Netanyahu, who has obviously been fully engaged in the plan’s development. However the plan will be unacceptable to everyone else, including Saudi Arabia and other Arab governments who have been flirting with Israel and the US in an informal anti-Iranian alliance. The plan would certainly exacerbate – if that is possible – the relationship between Israel and the Palestinians. The Kushner Plan would be like throwing oil on a fire; it will end badly for everyone concerned.

Abstract:
This paper asserts that the Arab–Israeli conflict, and in particular the question of Palestine, has been the major issue of regional concern across the Middle East for over a century. It claims that the failure to resolve the question of Palestine will continue to impact on the region’s stability and its geopolitical dynamics and to shape popular opinion while limiting Arab leaders’ options. It first situates the Arab–Israeli conflict as a core regional issue in historical context – which is crucial for understanding where we are today – before critically reviewing the Oslo “peace process” and its failure to deliver a just and sustainable peace within the framework of a “two-state solution”. It suggests that this failure has resulted in the ramping up of lingering regional problems (e.g. southern Lebanon, the Golan Heights, refugees and in Palestine itself) and the rise of new challenges and frameworks (e.g. the Resistance Axis and the BDS movement). It concludes that the time has come for the international community – including the European Union, which has contributed to the failure of the two-state solution – to consider alternative paradigms and actions.

Abstract:
Amidst violent events, it is easy to be tempted to seek decisive “solutions” to the Palestinian problem(s) – in both the PA areas and in Gaza – through drastic military action, or through equally dramatic concessions. But given the lessons of recent history, as well as the unpredictable nature of regional events, it makes sense to adhere to “conflict management” and piecemeal arrangements. This is not as a cowardly choice by hapless political and military leaders, but as a rational choice in irrational circumstances; even more so when the Iranian challenge looms larger than ever on Israel’s immediate horizons. Patience has its own merits.

his retrospective assessment argues that despite the arrival in office in 2009 of a president who articulated the case for Palestinian rights more strongly and eloquently than any of his predecessors, U.S. official policy in the Obama years skewed heavily in favor of Israel. While a negotiated two-state resolution of the conflict between Israel and the Palestinians continued to be the formal goal of the United States, Israel’s defiant refusal to stop settlement expansion, the administration’s determined actions to perpetuate Israeli impunity in international fora, as well as the U.S. taxpayer’s hefty subsidy of the Israeli military machine all ensured that no progress could be made on that score. The author predicts that with all hopes of a negotiated two-state solution now shattered, Obama’s successor will have to contend with an entirely new paradigm, thanks in no small part to the gathering momentum of the Boycott, Divestment and Sanctions (BDS) movement.

Today, the creation of a Palestinian state appears to be a distant possibility: the international community rejected to manage the issue, and the leadership in these territories weakened because of its divisions, revealing their inability to advance. Both the political and the territorial partition between the Gaza strip, governed by the Hamas and the West Bank, under Palestinian authority in line with Fatah, reveal a profound crisis that questions the very contours of Palestinian politics. It also shows that Hamas’ integration in the political game made it impossible to pursue the security subcontacting system. Maintaining the system avoids reconstructing the Palestinian political community, and makes it difficult to develop a strategy that moves towards sovereignty. Since October 2015, the popular and pacific resistance project has been shelved by the return of the violence against Israeli civilians. The Palestinian leadership counts on internationalization of the cause, which has shown mediocre results. Will the replacement of Mahmoud Abbas by his competitors permit to leave the rut?

Our Spring 2016 volume encapsulates the dangerous developments in MENA over the course of the past year. While the international community hoped for a resolution to the five-year Syrian Civil War, the conflict has further divided the region into a sectarian split, pitting Shia Iran and the Sunni gulf states on opposing sides. Additionally, Russia’s brief military intervention, finally winding down as of March 2016, has further destabilized the country and significantly increased the flow of refugees into the heartland of Europe. With the November 2015 Paris attacks, the threat of the so-called Islamic State (Daesh) to the west was finally realized, calling into question ongoing efforts to counter violent extremism, as well as to resolve the Syrian Civil War. Meanwhile, Turkey’s increasing two-front war against the Kurdistan Workers’ Party (PKK) and Daesh has resulted in a series of deadly terrorist attacks throughout the country, putting further pressure on Turkish leadership to both find a solution to the Kurdish question and stem the refugee flow transiting northward from Syria. It is through this lens that the Spring 2016 edition has been crafted. With conflict and instability abound, we present first an exclusive interview with Speaker of the Iraqi Parliament Salim al-Jabouri. On a more positive note, JMEPP also interviewed Tunisia’s Minister of Economic Infrastructure and Sustainable Development, Hedi Larbi, on Tunisia’s relative stability and success in its post-Jasmine Revolution transition. This year’s featured articles include Robert Mason’s assessment of the Saudi leadership and the perilous position it now finds itself in, both geopolitically and domestically; and Serhat S. Çubukçuoğlu’s eyes on Turkey’s natural gas ambitions as being linked to settling the Cypriot peace talks, as well as re-establishing partnerships with its regional neighbors in the eastern Mediterranean. Benjamen Franklen Gussen creates a new picture of a geographically reoriented Middle East, while Dylan MaGuire analyzes the no-fly zone option in Syria, with a look back to previous operations in Iraq and Libya. More than seven weeks after the most devastating war yet waged in Gaza, its underlying causes remain unresolved. Hamas did not achieve an end to Gaza's closure; Israel did not attain the demilitarisation of the Strip or Hamas. The Palestine Liberation Organisation (PLO) remains unrepresentative and its credibility continues to fade. Fatah's popularity has sunk while Hamas's has increased to levels unseen since its 2006 electoral victory. Small steps toward reconciliation between Hamas and the PLO have been taken, but they are very distant from the end goal of a unified, representative Palestinian leadership. But in reconciliation lies the only hope of achieving a sustainable ceasefire and, more broadly, of bringing Palestinians in Gaza and the West Bank under one authority.

Abstract:
Development organisations face numerous challenges in the context of violent conflict. Development cooperation has to be sensitive to conflict in order to be effective and do no harm. PCIA as developed by Kenneth Bush is one approach among others to ensure conflict sensitivity for development and peacebuilding efforts. This working paper applies Bush’s concept of PCIA to the Palestinian case in order to analyse benefits, limitations and potential improvements of his approach. His specific method will be discussed critically based on a literature review and expert interviews conducted with practitioners from the most relevant state and multilateral development agencies. Considering the specific challenges in the Palestinian context this study aims to contribute to the debate on conflict sensitive development cooperation. The analysis of the Palestinian case eventually should help to identify gaps and potential fields for future research.
