1. Hamas Allegations Threaten Another Breakdown in US-South Africa Ties

A reported call between South African Minister Naledi Pandor and Hamas Leader Ismail Haniyeh has renewed concerns that the African National Congress and government of South Africa are undermining US national security and foreign policy in the Middle East. This incident comes quickly on the heels of a springtime allegation that the African National Congress and South African government undermined US national security and foreign policy with respect to the Russian invasion of Ukraine. Over the summer, members of Congress called into question the eligibility of South Africa for trade benefits under the African Growth and Opportunity Act (AGOA) and its suitability to host the AGOA Forum. This was in response to the prior allegation that South Africa transferred arms or enabling technologies to Russia. Prior to next month’s AGOA Forum, there is an expectation that the AGOA eligibility determinations for 2024 will be delivered to Congress. This sets the stage for another potential showdown over the AGOA eligibility of South Africa and its suitability to host the AGOA Forum. At this stage, it is unlikely that South Africa will be deemed ineligible for AGOA trade benefits or removed as the host of the AGOA Forum. However, a political debate over its AGOA eligibility could cast a long shadow over the event and lead to another breakdown in the strategic partnership between South Africa and the United States. The White House will want to avoid both of those outcomes.

The Hamas-Israel war has derailed but not destroyed the trend towards regional de-escalation and integration. Hamas’ “success” has revived fears in the region of a Muslim Brotherhood resurgence and led aspiring regional powers to compete to steer the Muslim world’s attitudes and responses to the crisis . Egypt and Jordan, Israel’s peace partners, face particular domestic challenges that both constrain and incentivize engagement in the crisis. Egypt’s strategic interests have led to a discreet, but more active role, while Jordan’s domestic pressures have led it to keep the crisis at arm’s length. The United Arab Emirates and other conservative Arab states emphasize the need to prevent escalation, to limit civilian deaths, and to implement an immediate ceasefire, and at least publicly, minimize the relevance of “who started” the war.

Hamas’s surprise attack on Israel has left thousands of innocent people dead, set the stage for a bloody and protracted conflict in Gaza, and precipitated a crisis that threatens to engulf the Middle East in a devastating new conflict. To prevent further escalation, the United States needs to act swiftly to intensify economic pressure on the Islamic Republic of Iran and dismantle its terrorist financing networks. Though Iran has denied any involvement, Hamas could not have planned an operation of this scale without critical support from its chief state sponsor. Iran’s Islamic Revolutionary Guard Corps (IRGC) has devoted enormous resources to building up proxy terrorist organizations in order to encircle Israel. According to a 2020 US government estimate, the IRGC provides as much as $700 million to Lebanese Hezbollah and $100 million to Hamas and other Palestinian groups each year. So far, this strategy appears to be working. Hezbollah, the IRGC’s most powerful terrorist partner, is poised to attack from the north, while other Iranian proxies threaten Israel from within Syria and elsewhere. Israel’s newly cordial relations with its Arab neighbors—including its nascent détente with Saudi Arabia—hang precariously in the balance. President Joe Biden’s immediate response to the attacks rightly focused on delivering Israel the political backing and military assistance that it urgently needs. But as the overseer of the global financial system, the United States can also deploy its unique capabilities to constrict the Islamic Republic’s revenues and shut down its global terrorist financing networks. Whether the United States succeeds in doing so will shape events far beyond the Middle East. This conflict is not just another flare-up in a long-troubled region. It reflects an ongoing global realignment wherein powerful adversaries test American strength and resolve with growing coordination and assertiveness. As Russia wages war in Ukraine and Beijing watches carefully, the stakes call for nothing less than a major US endeavor to bankrupt the Islamic Republic’s empire of terror once and for all.

Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. In this timely Policy Note, Michael Knights assesses the rising Houthi threat and explains how the United States and its allies can respond more assertively and effectively. Throughout the fifteen years that following the 2011 withdrawal from Iraq, each American presidential administration has experienced domestic calls to leave the Middle East. However, each time these voices grew louder, a new regional variable emerged that compelled the American administration to return to its traditional role dictated by urgent strategic security and economic interests. After the withdrawal from Iraq, a strategic vacuum led to the emergence of and fight against ISIS, with the deaths of thousands both locally and internationally, and millions from the region displaced. The U.S. military was forced to return to the region to contribute to the efforts to eliminate ISIS. When this goal was declared completed, new regional threats emerged in the form of Iran and its weapons, which threatened not only America’s allies but also the free flow of global oil supplies. While the Biden administration thought this problem could be resolved through a package of incentives and agreements with Iran, the war in Gaza has emerged to confirm once again the error of U.S. assessments that contend that this region is no longer important to America’s strategic interests. According to the third section of the U.S. National Security Strategy document signed by President Biden in October 2022, America's top priority on the global stage is to surpass China, followed by limiting Russia's influence. The national security priorities also include combating terrorism in the Middle East.

As the war between Israel and Hamas continues, focus is turned towards the Gaza Strip and Israel proper. Although the ongoing hostilities will eventually die down or cease altogether, the lasting impacts of the war on the broader region are still unknown. Nowhere is this truer than in neighboring Jordan. When Hamas launched its attack on October 7, it had an immediate impact on the Jordanian street and the country’s national security. Despite the chaotic and passionate outpouring of emotion among the public, bilateral cooperation between Jordan and the United States can contribute to assisting the conflicting parties in ultimately achieving peace and security.

In The Problem of Democracy: America, the Middle East, and the Rise and Fall of an Idea, author Shadi Hamid explores what he describes as the ‘democratic dilemma,’ the U.S. desire for democracy in theory but not in practice. Hamid cites the rise of Islamist parties during a wave of democratic elections across the Middle East, which he argues produced outcomes the U.S. was not intending, such as the empowerment of Hamas in Gaza following the 2006 Palestinian elections. Reviewing the lessons learned from the past two decades of U.S. policy in the Middle East, Hamid proposes ‘democratic minimalism’ as a new approach to democracy promotion. Instead of viewing democracy as a tool to usher in liberalism, economic development, and cultural progress, Hamid argues that democracy as an end in of itself should be prioritized over other liberal values. In the hours following Hamas’s violent attack on Israel of 7 October, the Saudi authorities called for “an immediate de-escalation”, while noting that they had previously warned against the outcomes of “the continued occupation and depriving Palestinians of their legitimate rights and the repeated systematic provocations against their sanctities”.[1] In a more recent declaration, the Saudi Foreign Minister has reiterated the country’s “categorical rejection of calls for the forced displacement of the Palestinian people from Gaza, and its condemnation of the continued targeting of defenceless civilians there”.[2] Reportedly, the heavy retaliation measures adopted by Israel, whose bombing campaign against Gaza has been one of the most intense of this century,[3] also including the apparent use of white phosphorus,[4] resulted in the halt of the normalisation process between Saudi Arabia and Israel, which should have followed suit on the 2020 Abraham Accords. Only a few weeks before, on 20 September, the Saudi Crown Prince Mohammed bin Salman had announced on US television that “every day, we get closer” to an agreement with Israel.[5] A few days later, Prime Minister Benjamin Netanyahu had reiterated the same optimism in front of the United Nations General Assembly general debate, insisting that the Palestinians should not be given “a veto over new peace treaties with Arab states”.

Three months ago, the most far-right government in the history of Israel was sworn in by the Knesset under the leadership of Benjamin Netanyahu. Notably, Itamar Ben-Gvir, the Kahanist leader of Jewish Power and former convict for racist incitement, has been appointed the head of the newly created Ministry of National Security.[1] Additionally, Bezalel Smotrich, leader of the settler-based Religious Zionism party, has been given major control over the administration of the occupied West Bank as the head of the Finance Ministry.[2] The new government has spurred a nationwide mobilisation in Israel, as many criticise the proposed judicial reform aimed at curtailing the Supreme Court’s power to exercise judicial review of legislation, giving the government control over judicial appointments and granting the Knesset the power to override the Court’s rulings. After weeks of protests – mainly attended by secular liberal Jewish Israelis[3] – the reform has been put on hold as part of a coalition agreement which includes the establishment of a National Guard led by Itamar Ben-Gvir and tasked with handling “Arab unrest”, thus anticipating even more state-sanctioned violence on Palestinians.[4] In fact, the number of Palestinians killed in 2023 is already set to surpass last year’s data, with at least 95 deaths since January.[5] This record in violence has been characterised by near-daily raids carried out by the Israeli military across the occupied West Bank, particularly in Jenin, Nablus and Jericho, aiming at curbing the resurgence of Palestinian armed resistance to the occupation.[6] In the same time span, at least 16 Israelis have been killed.[7]

Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

During the last few decades Saudi Arabia had exercised a role of a regional coordinator between various Middle Eastern states and between them and the USA. Twice in the past it had put on the table a peace initiative that was aimed at finding an acceptable solution for Palestinian-Israeli conflict, and both times these initiatives didn’t take off for various reasons. The reality of the Arab spring and Iran domination, as well as the rise of the crown-prince Muhammad Bin-Salman and Abraham accords had radically altered the regional dynamic, and during the last few years Saudi Arabia moved closer to Israel, especially since it became more preoccupied with Iranian threat and domestic reforms. How can Saudi Arabia facilitate peace or contribute for peace-making between Israel and Palestinians, openly or behind the scenes, and what needs to happen first to allow this scenario?

Abstract:
The United States’ (US) foreign policy trend of intervention in the Middle East has long been accepted as a truism in international relations and politics. For decades, the US has demonstrated a steadfast commitment to peace in the Middle East and has made commendable efforts to mediate the Israel-Palestine conflict. While Washington-Palestinian relations experienced tension during Trump presidency, the victory of Biden left the Palestinians upbeat. Today, one year into Biden’s tenure, the Palestinians continue to hold mixed expectations of the Biden administration’s ability to advance the peace process. This paper attempts, in particular, to analyze the Palestinians’ expectations of the of the Biden Administration, as articulated by high officials and leaders of the Palestine Liberation Organization (PLO): a legitimate authority representing the Palestinian people recognized by Israel in 1993.[1] An approach that aims to understand Palestinian expectations can yield major benefits: it can contribute to making progress toward better conflict resolution, help advance the peace process, and likely revive the two-state solution. In fact, ignoring Palestinian expectations might lead to misunderstanding, miscommunication and could perhaps interrupt or even thwart the peace process entirely. To identify these expectations, this paper relies on Palestinian and international news sources, along with open governmental data published by the US government and the Palestinian Authority. This paper is divided into four sections. The first section presents the efforts that different US administrations made to advance the Israeli-Palestinian peace process. The second section summarizes President Trump’s policy towards the Palestinians, highlighting actions that provoked strong condemnation by the Palestinians. The third section presents President Biden’s policy toward the Palestinians in the first year of his administration, emphasizing the main differences between Biden and Trump’s decisions. The fourth and final part presents the overarching Palestinian expectations from the Biden administration.

Abstract:
This study argues that al-Sisi regime has been haunted by the January 25 uprisings as a potential recurrent threat to the state survival during the formulation of national and foreign politics. In the aim of boosting its international legitimacy before Western allies, especially the US, the regime has capitalized on political instabilities in Gaza as a means to ensure its security grip on power without incurring foreign allies’ critics for human rights violations. How did al-Sisi regime mobilize Gaza as a means for bolstering its international credibility before Western bailers and shunning off the January 25 security ghost? In answering this question, this study refers to haunted politics in foreign policy-making as an informative perspective about the impact of traumatic events on ruling regimes’ interpretation of incidents, convocation of memories, recreation of meanings, and subjugation of citizens. Unlike Mubarak’s limited support for the Palestinian cause and Morsi’s exclusive ties with Hamas, al-Sisi adopted a balanced approach toward Gaza in the aim of counterbalancing the US reservations over the regime’s human rights violations since 2013.

In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

The “Treaty of Peace, Diplomatic Relations and Full Normalization Between the United Arab Emirates and the State of Israel” was signed on September 15, 2020. On the same day, Bahrain and Israel signed their “Declaration of Peace, Cooperation, and Constructive Diplomatic and Friendly Relations.” Since then, bilateral relations between the two states and Israel have progressed speedily, with many more issue-specific agreements signed and economic relations with the Emirates burgeoning. The Negev Conference on March 28, 2022, which was attended by the U.A.E., Bahrain, Egypt, and Morocco, as well as the United States, symbolized a maturing and coalescence of the regional normalization processes between Israel and conservative Arab states. This paper will address recent developments in the foreign policy of U.A.E. that impact the current status of relations with Israel, as well as recent developments in relations between the two states.

Israel’s Relations with Arab Countries: The Unfulfilled Potential examines relations between Israel and seven key Arab states – Egypt. Jordan, Saudi Arabia, the UAE, Qatar, Morocco and Iraq – against the backdrop of the changes sweeping the Middle East over the past decade. The researchers mapped out the potential for cooperation with each state based on shared interests, challenges and opportunities, and on the abilities, strengths and needs of Israel and those states. The researchers described existing diplomatic, security, economic and civilian cooperation – relying on open source material, their expertise in the arena and interviews they conducted. The studies found that despite progress in cooperation between Israel and Arab countries, and notwithstanding certain growing normalization with specific Middle Eastern countries, the strategic-diplomatic, economic, social, civilian and cultural opportunities are significant and far greater than their current level. There is wide-ranging, unfulfilled potential in Israel’s relations with Arab countries, and it is more evident now than it was in the past. The ongoing Israeli-Palestinian conflict and absence of significant progress in resolving it constitute the main obstacle to tapping the potential for cooperation between Israel and the Arab world, capping relations with a glass ceiling. In formulating its policy and actions in the region, Israel should learn the lessons of the past. It must take into consideration current realities and limitations, existing interests and processes. Just as important, it must also shape its actions, assessing and choosing from among various alternatives with a view to the future potential and tremendous promise they hold out. We hope this publication helps those interested in sketching the current complex picture and the potential that lies in relations between Israel and major Arab countries, and paves the way to expanded cooperation and normalization between Israel and its neighbors in the Middle East. As the studies in this publication indicate, the potential for regional cooperation is great and its realization also depends on progress towards Israeli-Palestinian peace.

The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. On the other hand, appropriate support will allow the Abraham Accords to advance and secure America’s interests with the use of significantly fewer resources and with more capable partners integrated as never before.

After almost 75 years of existence of the State of Israel, its foreign policy has maintained a certain continuity. Some prime ministers such as David Ben Gurion, Menahem Begin, Isaac Rabin have taken some turns in foreign policy that in the long term will condition Israel's future. Last summer Benjamin Netanyahu left the government after more than twelve years in office, becoming the longest-serving Israeli leader. Throughout these years, Benjamin Netanyahu has introduced important structural reforms in the country. One of these fields has been foreign policy, where he has implemented his own doctrine, the Netanyahu Doctrine. This article will try to present the fundamental points that make up this foreign policy doctrine. An interpretative approach will be adopted using the most important speeches of Benjamin Netanyahu. / En los casi 75 años de existencia del Estado de Israel, su política exterior ha mantenido una cierta continuidad. Algunos primeros ministros como David Ben-Gurión, Menahem Begin, Issac Rabín han dado giros a la política exterior que, a largo plazo, han condicionado el futuro de Israel. El pasado verano Benjamín Netanyahu salió del gobierno después de más de doce años en el cargo convirtiéndose en el mandatario israelí que más tiempo ha permanecido en el cargo. A lo largo de estos años, Benjamín Netanyahu ha introducido importantes reformas estructurales en país. Uno de estos campos ha sido la política exterior donde se puede considerar que se ha instalado una doctrina propia, la Doctrina Netanyahu. The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:
This is not a historical nor chronological report. It is rather “a working paper”. The purpose of this rather brief report is to reflect on three major issues: first, what are the characteristics of the world we live in? How stable and predictable is it? Are those in power know what are they doing? Or is it the blind leading the blind? Is our sense of uncertainty and thus unpredictability a product of mental crisis related to one in a lifetime pandemic experience? or is it more structural with long historical span? The second question is how dangerous and out of control is the Middle east region? Or is it? The Abraham Accords promise a new dawn for the region? Paradise is just around the corner or the calm preceding the storm? The third question, where does Jordan fit in these wider circles of activities both global and regional? Deliberately we left out of the report any serious considerations of the economic aspect challenge facing Jordan which is both self-evident and widely recognized. Moreover, the emphasis is on the geostrategic aspects of security related to the global level, the regional level and that of Jordan. Let us first look at the world.
