Won Gon Park, Chair of the EAI Center for North Korean Studies (Professor at Ewha Womans University), argues that North Korea utilizes its “new Cold War” rhetoric for two objectives: 1) to criticize US military buildup and its DPRK policy, and 2) to enhance the legitimacy of its possession of nuclear weapons by exploiting the geopolitical competition. Further, he claims that North Korea characterizes the Cold War as a clash between liberalism and authoritarianism in an effort to appeal to and garner support from China and Russia. However, Dr. Park assesses that while North Korea, Russia, and China may temporarily cooperate against the US as their common enemy, the nature of their “political marriage of convenience” complicates the likelihood of a sustained alliance. The first four months of 2023 brought no progress or respite in inter-Korean relations. Pyongyang sent no further drones into Southern airspace as it had in December, but continued to rattle Seoul with tests of advance weaponry and ever more lurid nuclear rhetoric. South Korea hardened its language and stance, with a restored emphasis on human rights in the North—now officially defined as an enemy once more. ROK President Yoon Suk Yeol also found enemies within: leftists who made contact with the DPRK in third countries were no longer ignored but prosecuted. More ominously, so were four top officials who served the previous president, Moon Jae-in, over how they handled two difficult inter-Korean incidents in 2019-20. Elsewhere, Seoul complained in vain about Pyongyang’s abuse of its assets in two defunct joint ventures: stealing some, destroying others. Soon after, the North stopped answering the phone. It is hard to see how North-South relations will improve, but all too easy to imagine them getting even worse.

8. Two Peripheries: The Ukraine War's Effect on North Korea-Russia Relations

Spanning the Eurasian landmass, Russia’s actions in adjacent Ukraine invariably affect the geopolitical state of play on the similarly adjacent Korean Peninsula. Although ties between the Democratic People's Republic of Korea (DPRK) and Russia have been of largely secondary importance for both countries since their veritable rupture in the early- and mid-1990s, Moscow-Pyongyang relations became more mutually beneficial in 2022. Whereas most countries have outright condemned Russia’s invasion of Ukraine or taken up an ambiguous position, the DPRK has been vocal in its support for Russia. From the DPRK perspective, the Kremlin’s post-2022 diplomatic and economic estrangement from much of the world has provided Pyongyang with an opening to leverage ties with Russia to push for an easing of its own diplomatic and economic isolation. Meanwhile, strengthening its DPRK ties allows Russia to undermine US influence on its Asian periphery. In supporting Russia’s full-scale invasion of Ukraine, North Korea appears to be aiming toward obtaining economic benefits from closer ties with Russia, a country whose economy has managed to stay afloat despite heavy Western sanctions. Russia’s full-scale invasion of Ukraine has provided the impetus for Pyongyang’s outreach to Moscow. However, the roots of the current upswing in Moscow-Pyongyang relations go back to the April 2019 summit between Kim Jong Un and Vladimir Putin. Kim received an invitation to meet with Putin in May 2018 yet waited eleven months to meet with the Russian leader, even as Kim regularly met with the leaders of other major players on the Korean Peninsula. Kim may have decided after the February 2019 Hanoi summit yielded few results that strengthening ties with Russia, which was more reluctant than China to support UN sanctions against Pyongyang in 2017, was a more viable option for sanctions relief. Aside from the fact that Russia has demonstrated a clear unwillingness to impose new sanctions against the DPRK, North Korean citizens are reported to still be working in Russia in contravention of UN Resolution 2397. North Korean workers’ earnings are said to have suffered because of Russia’s reduced access to hard currency. Yet, the ruble’s continued resilience may mean that earning currency in Russia is still worthwhile for laborers dispatched at Pyongyang’s behest.

9. United Kingdom Engagement with North Korea

As one of the Allied Powers, The United Kingdom was involved in Post-World War II planning for the Korean peninsula, including the November 1943 Cairo Conference declaration that “… in due course, Korea shall become free and independent.” However, US President Roosevelt’s proposal at the February 1945 Yalta Conference did not establish a formal role for the UK in the trusteeship of Korea. Subsequently, the United States and the Soviet Union agreed to divide the peninsula at the 38th parallel in August 1945, and direct British involvement in the peninsula was limited prior to the Korean War. The United Kingdom’s Korean War contribution to the United Nations Command was second only to the United States, with significant deployments of maritime and air assets in addition to the provision of ground troops. Almost 60,000 British troops saw action, with nearly 5,000 killed, wounded, missing in action, or taken prisoner. Following the armistice, the United Kingdom has continued to send representation to the United Nations Command. The armistice agreement includes an obligation on so-called “Sending States” to respond to renewed hostility. Although there is no automatic UK commitment to send forces, the armistice agreement remains a consideration in engagement with North Korea.

10. From Coy to Cold Shoulder - The European Union and North Korea

The European Union (EU)—then 15 member states prior to its 2004 enlargement to 25—formally established diplomatic relations with Pyongyang in 2001 after a high-level visit to Pyongyang by Göran Persson, Swedish Prime Minister and then President in office of the European Council of Ministers. There, accompanied by EU security affairs chief Javier Solana and EU foreign affairs commissioner Chris Patten, he met with Kim Jong Il. Less than five years before, Commission officials were under orders not to even speak to officials from North Korea, officially the Democratic People's Republic of Korea (DPRK). However, at this meeting, the two parties agreed to establish both Political and Human Rights Dialogues; the latter modeled on the EU’s ongoing Human Rights Dialogue with Beijing. This move by the EU followed pressure from President Kim Dae-Jung in Seoul for allies to normalize relations as part of his ‘Sunshine’ policy. Some of the EU’s peripheral member states had long-standing relations with Pyongyang, in some cases dating back to before they had even joined the EU, with Finland, Sweden, and Denmark establishing relations in 1973, Austria in 1974, and Portugal in 1975. However, only Sweden had chosen to establish an Embassy, with the rest represented from Beijing. At the turn of the century, that pressure from Seoul resulted into most of the remaining dominoes falling in place. Italy and the UK jumped the gun in 2000, with Tony Blair and UK Foreign Minister Robin Cook agreeing to extend diplomatic recognition and establish an embassy en route to the Seoul Asia-Europe Summit.

11. From Close Allies to Distant Comrades: The Ups and Downs of the Vietnam-North Korea Relationship

In 2019, more than five decades after North Korean President Kim Il-sung’s last official trip to Vietnam in 1964, Kim’s grandson, North Korean Chairman Kim Jong-un, visited the country at the invitation of the Communist Party of Vietnam General Secretary Nguyen Phu Trong. In a welcoming speech, Trong described the relationship, “although the road is long, our hearts are close.” Kim responded to Vietnamese hospitality, saying North Korea would “staunchly preserve and forever honor the North Korea-Vietnam friendship from generation to generation.” Vietnam and North Korea are among the world’s last five communist party states, along with China, Laos, and Cuba. As such, it is no surprise that the two leaders emphasized common communist values and a shared history of struggle against US imperialism in their speeches. Still, despite the amicable words extolling the longevity of the traditional friendship, both leaders avoided mention of Vietnam’s conflict with the North Korea-backed Khmer Rouge and subsequent occupation of Cambodia from 1978 to 1989. Vietnam’s war with Cambodia was a facet of intra-communist bloc conflicts that spanned the whole of East Asia. Despite Hanoi and Pyongyang’s shared communist ideology, intra-bloc tensions eroded the friendship between the two nations. What were the reasons behind this dramatic shift in bilateral relations?

12. North Korea-Guyana Relations in the Burnham Era

During the reign of Forbes Burnham (1923-85), the South American republic of Guyana (formerly British Guiana) became one of North Korea’s greatest foreign policy success stories. Pyongyang not only acquired a new trading partner in the Americas but also gained a vocal advocate for its position on Korean unification on the international stage. These close ties grew in large part from Burnham’s admiration for North Korea, where he saw a highly disciplined citizenry united around the Great Leader, willing to work hard and sacrifice for the collective good. Guyana perhaps did more than any other single actor to help North Korea become viewed as an economic model for developing countries. First elected Premier of the colony of British Guiana in 1964, Burnham became Prime Minister upon independence in 1966 and ruled until his death in 1985. A lawyer and trade unionist from the capital’s Afro-Guyanese middle class, his rise to power was backed by the United States, which viewed him as the only realistic alternative to the communists. While Burnham veered to the Left once in power and frequently irritated Washington, he was more or less tolerated because his pro-Soviet opposition would almost certainly fill his absence.

13. A Monumental Relationship: North Korea and Namibia

Visitors to Windhoek, the capital city of Namibia, will quickly learn a remarkable fact that is well-known among the local population—much of the capital’s architectural landscape is designed and constructed by North Korea. In recent years, North Korean nationals have built the official residence of the president of Namibia, the State House; the national cemetery for the fallen heroes of the liberation struggle, the National Heroes’ Acre; the national history museum, the Independence Memorial Museum; the Ministry of Defense headquarters and other buildings. The Namibian government thus uses North Korean aesthetics for some of the most important aspects of its power: the president, the history, and the army. This analysis explores the relationship between Namibia and North Korea by providing historical and political context to the aforementioned buildings. Today, Namibia often has the reputation of a quaint and sometimes sleepy destination, tucked away in the southwestern corner of the African continent. Yet, Namibia was at the center of geopolitical tensions for most of the twentieth century. The complicated decolonization process of Namibia, or “the Namibian question,” as it became known in the corridors of the United Nations (UN), had its roots in the aftermath of three decades of German occupation between 1884 and 1915. German South West Africa, the area that became modern Namibia, was transferred to South Africa as a League of Nations mandate territory and renamed “South West Africa.” South Africa viewed the territory as an unofficial fifth province and introduced brutal apartheid legislation. Internal opposition against the South African regime resulted in the formation of nationalist organizations, of which the South West Africa People’s Organization (SWAPO) became the most prominent.

14. Economic Sanctions During Humanitarian Emergencies: The Case of North Korea

North Korea is experiencing yet another cycle of humanitarian distress. While sanctions are not the primary cause, they are a contributing factor. This essay examines the channels through which sanctions affect the North Korean economy and reaches four conclusions: First, sanctions have contributed to a deterioration of economic performance. Second, the UNSC’s 1718 Sanctions Committee should consider a thorough review to identify goods that would warrant blanket humanitarian financial sanctions have raised the risk premium on all financial transactions with North Korea; the sanctioning authorities need to do a better job of clarifying transactions permissible under humanitarian exemptions. Finally, while the global community should reassess its policies, the government of North Korea bears responsibility as well. The benefits of sanctions relief will be diminished if North Korea refuses to engage constructively with the international community on a broader range of issues running from basic humanitarian relief to economic reform.

15. Inter-Korean Reconciliation and the Role of the U.S.: Facilitator or Spoiler?

Although the Korean Peninsula has been divided for over 70 years, North and South have not been able to make lasting progress in terms of reconciliation. While there are multiple factors directly influencing the extent to which inter-Korean relations can progress, this paper focuses on the role of the United States. When it comes to inter-Korean reconciliation efforts, is the U.S. more of a facilitator or a spoiler? By looking at three case studies spanning three South Korean administrations—Roh Tae-woo, Roh Moo-hyun and Moon Jae-in—this paper attempts to find patterns and lessons related to Washington’s role in the complex inter-Korean reconciliation process. The cases reveal that the U.S. has played the role of both facilitator and spoiler in each case, and that whatever role the U.S. plays depends on its own relationship with North Korea at that time. The U.S. is most likely to play a facilitating role when the administrations in Washington and Seoul are both willing to engage diplomatically with Pyongyang, when progress is being made in denuclearization talks, when the geopolitical environment is conducive towards diplomacy and engagement with North Korea, and when the U.S. adopts a reciprocal negotiating strategy. The paper concludes by considering the conditions necessary to achieve inter-Korean reconciliation and to establish long-term peace on the peninsula. Key factors include the need for trust-building and reciprocity between the U.S. and North Korea, and adopting a more holistic approach that goes beyond the nuclear problem and aims to establish a lasting relationship between Washington and Pyongyang.

Wang Hwi Lee, Professor at Ajou University, claims that United States’ move to exclude China from global supply chains will likely benefit Korean semiconductor and secondary battery businesses as Beijing’s aggressive push to become a world leader in high-tech industries poses a systemic threat to Korea. However, it is difficult for South Korea to drastically lower its economic dependence on the Chinese market to the level that the U.S. government desires, and thus not to be eligible for subsidies that the U.S. government provides. In this regard, Professor Lee points out that Korean firms are about to lose their share and returns in both the American and Chinese markets in the short run. Yet, he also emphasizes that economic tension between Seoul and Washington must not affect their military alliance, given that the security threats from North Korea are getting intensified.

Recently promulgated “Law on DPRK’s Policy on Nuclear Forces” reveals North Korea’s intention to use nuclear weapons in a war-fighting capacity. Ildo Hwang, Associate Professor of Korea National Diplomatic Academy, points out the similarities between North Korea’s nuclear policy and Russian 2020 Basic Principles of State Policy on Nuclear Deterrence and the possibility of Pyongyang’s adoption of Russia’s “escalate to de-escalate” strategy on the Korean Peninsula. However, Dr. Hwang argues that North Korea is not likely to gain any leverage through this new Policy Act, given that Pyongyang is yet to secure the Assured Retaliation capability in the eyes of Washington. Nevertheless, Dr. Hwang claims that North Korea’s attempts to lower the nuclear threshold can lead to the inadvertent use of nuclear weapons, thus jeopardizing the security of North Korea as well as the stability of Northeast Asia.

Hankwon Kim, an Associate Professor at the Institute of Foreign Affairs and National Security, provides an analysis of Xi Jinping's "Work Report" to the 20th Party Congress which includes an ideological and political framework for understanding the likely direction of Chinese domestic and foreign policy for the next five years. Dr. Kim claims that the chances of China shifting its foreign policy seem to be low as the report contained indirect criticisms towards the United States by opposing all forms of hegemonism, coercive politics, Cold War thinking, interference in domestic affairs, and double standards. In addition, as 2027 marks the 100th anniversary of the establishment of the People's Liberation Army of China and the time Xi Jinping should decide whether to run for a fourth consecutive term, Dr. Kim predicts that Chinese leadership could move toward armed unification by 2027. Accordingly, Dr. Kim suggests that South Korea should investigate possible future scenarios in the Taiwan Strait and prepare for concrete countermeasures.

Won Gon Park, a professor at Ewha Woman’s University, appreciates that the Yoon government’s “Audacious Initiative” reaffirms the goals and methods of denuclearization. However, Dr. Park points out that Pyongyang refuses to accept President Yoon’s proposal to receive economic incentives in return for denuclearization, as DPRK has recently passed a radical law enshrining the right to automatically use preemptive nuclear strikes to protect itself. In addition, given that DPRK continues its offensive posture refusing to have any negotiations with Washington or Seoul, he highlights that South Korea and the United States should first agree on a precise definition, goals, and approaches to denuclearization.

Diplomacy with North Korea must factor in an understanding of the Kim regime’s fears and insecurity. Pyongyang’s military actions and negotiating gambits jeopardize the United States, South Korea, and other nations’ vital interests and policy goals. Accordingly, the study of North Korean threat perceptions—how Kim Jong-un thinks about the utility of force and about threats to his regime—is essential for averting strategic surprise and buttressing diplomacy. National security strategy should be systematic, a deliberate calculation about national capabilities to achieve crucial objectives. It should be infused with an understanding of other actors, both friend and foe. A coherent national security strategy begins with clear and realistic written objectives. If aims are vague, it will be difficult to concentrate resources and mobilize others around a common cause. Similarly, if a nation’s goals are too ambitious and surpass the prospects or means for success, then the national security strategy represents wishful thinking and will likewise be difficult to carry out. What is needed is a serious attempt to grapple with the world as it exists and to harmonize a nation’s crucial ends with existing means.

25. Tangled Threats: Integrating U.S. Strategies toward China and North Korea

China and North Korea pose intertwined challenges for U.S. and allied policy. The Korean Peninsula constitutes just one area among many in U.S.-China relations. Meanwhile, issues on the peninsula remain central to the future stability and security of Northeast Asia and implicate many broader questions about regional and global order. Dealing with China and North Korea as an interlocking pair requires integrated policies that balance the risks and rewards of various possible approaches. This policy brief explains how to develop such policies and why they are the best option for the current regional landscape. North Korea plays several roles in China’s foreign policy. These include diverting geopolitical attention away from China, providing Beijing with an opportunity to cooperate with other states, creating a point of leverage for China to extract concessions on separate issues, and acting as a flashpoint with the potential for a regional war that directly affects China’s security. At any given time, some roles will be more pronounced than others, but each of them is always present to some degree. Any integrated U.S. strategy toward the pair will have to account for a volatile geopolitical landscape in Northeast Asia. Major trends include closer ties between Beijing and Pyongyang, deteriorating U.S.-China relations, and South Korea’s desire, especially under the government of President Moon Jae-in, to engage North Korea while balancing ties with China and the United States. The United States should employ a strategy toward China and North Korea that blends calibrated pressure and results-oriented engagement. The goal of this strategy should be problem-management rather than problem-solving. Washington should implement this approach across four areas: shaping U.S.-China relations regarding the Korean Peninsula; engaging North Korea on political and security issues; promoting stable deterrence in the region; and coordinating a shared inter-Korean and foreign policy with South Korea. Key recommendations for the United States include acknowledging that major breakthroughs are unlikely with either China or North Korea; proposing four-party nuclear and peace talks with South Korea, North Korea, China, and the United States; and standing up a Nuclear Planning Group that includes Washington, Seoul, and Tokyo to bolster deterrence and stem nuclear proliferation pressures.

30 years have passed since North Korea’s then “nascent” nuclear program was identified as a “gravely serious threat.” Since 1991, its once budding nuclear program has amassed into a large-scale program, posing a grave challenge for the nuclear proliferation regime and regional security in Northeast Asia. In the following Global NK Commentary, Ben Forney, PhD candidate at the Seoul National University Graduate School of International Studies, explains that international coordination efforts to deter North Korea from developing its nuclear weapons have been inconsistent and ineffective. Manifest in cable exchanges between Washington, Seoul, and Tokyo and President George H.W. Bush’ solo enactment of the Presidential Nuclear Initiatives, unaccompanied by any consultation of his international counterparts, the US stance towards North Korea since 1991 has been contradictory and erratic. With the Biden administration facing a long list of domestic and international concerns not pertaining to the North Korean nuclear regime and the Moon administration’s difficulties into its final year, Forney asserts that prospects for meaningful progress on the North Korean nuclear issue seem bleak.

While the EU had initially focused on engagement with North Korea in the 1990s, the North Korea nuclear crisis served as a turning point, pushing the EU to change its strategy to ‘critical engagement.’ In this commentary, Ramon Pacheco Pardo, Professor of International Relations at King`s College London and the KF-VUB Korea Chair at the Brussels School of Governance, explains the trajectory of EU’s policy towards North Korea. The EU’s first Asia strategy had called for the EU to become involved in addressing the North Korean nuclear issue, establishing diplomatic relations with the country. However, at the onset of the second nuclear crisis and further acceleration of North Korea’s missile and nuclear weapons program, the EU responded by ramping up pressure. North Korean businesses run by state-supplied energy have not been properly operated due to a sharp decrease in energy supply. Long-standing energy shortages have paralyzed the state energy supply and demand system, causing further disruptions in statewide functions. In this commentary, Kyung-sool Kim, Honorary Senior Research Fellow at the Korea Energy Economics Institute, states that this resulted from a complex accumulation of various problems: the characteristics of the regime, national capacity, state monopoly of production factors, the lack of a market, limitations of policy functions, the absence of capital and technology, and international isolation. The author argues that radical changes such as systemic reform and market opening are necessary to resolve these issues. The author adds that North Korea should be free from international isolation and propagate change in order to utilize external support.

North Korea reportedly test-fired its new long-range cruise missiles and rail-mobile ballistic missiles four times in September, which successfully hit their respective targets. As the North continues to enhance its nuclear missile capabilities, military threats and arms races among neighboring powers are intensifying. The North claims that prospects for bilateral relations depend on the attitude of South Korean authorities as it demands the South to drop its hostile policy towards the North and that the South promptly cease crisis awareness and delusion of getting harmed that it should deter the north's provocation. The author notes that the inter-Korean hotlines restored after 55 days of suspension can create a momentum to improve inter-Korean relations. However, he notes that the road ahead will be bumpy due to the differing attitudes of the two Koreas.

In 2017 South Korean Moon Jae-in, in response to North Korean ballistics testing, adopted a resolution to implement the THAAD missile interceptor system. Beijing had long been opposed to the system and as a result initiated a series of unofficial, punitive economic sanctions against South Korea which covered a range of industries. However, Beijing’s actions did little to alter Seoul’s decisions and have instead damaged China-South Korea relations. A similar paradigm has since appeared within China-Australia relations. How nations respond and adapt to such tactics in the future is a question of critical importance.

Abstract:
Women make up more than 80 percent of North Korean migrants to South Korea. This paper provides a gendered analysis of their migration and offers recommendations to address the systematic oppression and abuse of North Korean migrant women and girls. Gendered human rights abuses and societal shifts in gender roles due to famine contributed to women leaving in record numbers. On the journey, often via China, women face human trafficking fueled by China’s skewed sex ratios, sexual violence, and the threat of extradition back to North Korea where defectors are imprisoned, tortured, or killed. Even those who successfully complete the journey suffer from post-traumatic stress disorder, discrimination, and difficulty adjusting into South Korean society. Interventions and policies must acknowledge the gendered dimension of migration to effectively address the harm North Korean women and girls experience.

Abstract:
Throughout the history of inter-Korean relations, the process of engagement between 1984 and 1985 has been of little focus among studies. Yet it is worthy of close analysis as it occurred during a critical time when Cold War tensions were mounting with shifts in the balance of power between the Soviet Union and the United States as well as the upcoming Summer Olympics in Seoul. This article reveals the way in which the complex international environment shaped inter-Korean dialogue, particularly within the context of how each side was also seeking support from the Soviet Union. Crucially, it will show that inter-Korean dialogue formed an important source of legitimacy for the two Koreas, both domestically and internationally. This has ramifications for today where the two Koreas are seeking out contacts with one another within a regional order increasingly being shaped by China.

Abstract:
The relationship between China and the two Koreas can be considered as a friendship that is not completely reliable. North Korea and China have been considered strong allies by the outside world, but questions arise nowadays about whether that relationship is based on a true friendship. The relationship between South Korea and China is a somewhat ambiguous one. There exists a complex situation and dilemmas in that trilateral relation. This article examines the current trilateral relations between China and the two Koreas in order to draw the position of each other. For this purpose, we explore three different approaches: China´s position toward North Korea and South Korea; the position of the two Koreas toward China and their defence; and the regime survival of North Korea and the political and economic interests of South Korea. The analysis of the relationship between China and the two Koreas is based on the context of a shared history, culture and the rapidly changing international economic and political situation together with the regional security hazards caused by the nuclear weapons essays and missile tests of North Korea.

The United Nations Command is the multinational headquarters that led the allied forces in the Korean War. The command’s Military Armistice Commission supervises the Armistice Agreement. While the United Nations Command and its activities are common knowledge in the Republic of Korea, the command’s long-standing organization and functions in Japan are less well known. This relationship began in 1950 and is codified in the 1954 United Nations-Japan Status of Forces Agreement. The command’s rear area headquarters, the aptly named United Nations Command-Rear Headquarters, has managed this relationship since 1957. After decades of few changes, the United Nations Command and its Sending States broadened traditional roles and missions from Japan beginning in the early 2000s. This led to expanded activities within the legal framework and security mandate governing the United Nations Command’s relationship with Japan, strengthening Japan’s ties with the command’s member states, and supporting the “maximum pressure” campaign against North Korea. This paper examines the relationship between the United Nations Command and Japan, beginning with the institutions and interests underpinning the relationship. Next, it describes the Status of Forces Agreement and how the relationship functions. The paper concludes with a discussion of relevant policy issues, limitations to greater cooperation, and opportunities for expanded roles within the framework of the relationship.

This chapter examines the nature and motivations of North Korea’s sharp power toward South Korea. Unlike China or Russia, to secure long-term survival, North Korea ultimately needs cooperation from the rival democracy it seeks to undermine. I argue that this produces a particular North Korean brand of “Trojan horse” sharp power: the hijacking of South Korea’s value diplomacy apparatus to disseminate a dual narrative. Externally, North Korea aims to project soft power hand in hand with South Korea to the international community, while internally, it exploits South Korea’s nationalist divisions to its desired ends. I illustrate this strategy through in-depth case studies of North Korea’s most significant sharp efforts in 2018. The analysis contests a simplistic understanding of sharp power and shines a different light on the regime’s recent diplomatic efforts.

The Japanese government makes no secret of its intensifying security concerns. The Ministry of Defense’s most recent annual white paper includes the assessment that, “The security environment surrounding Japan has become increasingly severe, with various challenges and destabilizing factors becoming more tangible and acute.” The report is also explicit about the source of these challenges. The most immediate danger is identified as North Korea, whose “military development such as its nuclear and missile development constitute unprecedented, serious and imminent threats to the security of Japan.” Second on the list is China, which is singled out for the non-transparent strengthening of its armed forces, as well as the increase in its military activities in the vicinity of Japan. Lastly, the white paper notes that “Russia has been modernizing its forces including its nuclear capability not only in the Europe region but in the periphery of Japan,” and that close attention needs to be paid to these developments. The country faces not only the individual security challenges posed by North Korea, China, and Russia, but also the danger of increased cooperation between these three nuclear-armed neighbors. What is more, at just the time when Tokyo needs reliable partners, it finds itself dealing with a South Korean government that it considers chronically untrustworthy and a U.S. administration that often seems less like a loyal friend and more like an increasingly expensive supplier of commercial security services. Having identified the nature of this problem, the remainder of this essay focuses on explaining Japan’s strategy for addressing it. It does so by adapting Lord Ismay’s famous description of the fundamental goal of NATO as being to “keep the Soviet Union out, the Americans in, and the Germans down.”13 Correspondingly, Japan’s current strategy can be characterized as aiming to keep the North Koreans and Chinese down, the Americans in, and the Russians neutral. After outlining the details of each part of this strategy, the essay will identify the main challenges to overcome in its implementation.

Abstract:
This examination of the relations among these four governments assesses the ever-closer China-Russia relationship featuring stronger strategic alignment against the United States and its interests in many parts of the world, including the Korean Peninsula. It also considers how the Sino-Russian relationship reacted to the major changes in the Korean Peninsula brought on by the string of remarkable developments on the peninsula since 2017. Those developments include: the Donald Trump administration’s heavy pressure against North Korean nuclear weapons development in 2017; North Korea’s abrupt shift away from confrontation and toward negotiations with the U.S. and South Korea in early 2018; the subsequent dramatic shift toward top-level U.S.-North Korea negotiations to ease tensions and improve relations seen in Trump’s meetings with North Korean leader Kim Jong-un in June 2018 and February 2019; and active, related North Korean summitry with South Korea and China. In this period, China and Russia in relations with South Korea and North Korea repeatedly worked together to offset U.S. pressures and undermine U.S. influence. Developments over the past two years have seen China emerge as a critically important player with a major role in all aspects of negotiations involving the crisis caused by North Korea’s rapid development and repeated testing of nuclear weapons and related development and testing of ballistic missiles capable of carrying a nuclear warhead as far as the continental U.S. By contrast, Russia’s role and influence have declined in importance. The failed revival of the Six-Party Talks, in which Russia and Japan played a direct role along with North and South Korea, China, and the U.S. in dealing with the North Korean nuclear weapons crisis, and the current regional dynamic focused on only the four latter powers means that Moscow and Tokyo have been marginalized by recent developments. Such an outcome challenges the Russian government of President Vladimir Putin and its drive to play a prominent role as a leading world power on issues important to Russian interests. Demonstrating new prominence, Putin hosted visiting Kim during a brief summit long sought by Russia in Vladivostok on April 25. The Russian leader said North Korea’s security concerns would be better met with international guarantees involving Russia and China rather than bilateral North Korean agreements with the U.S. Up until this point, Russia had been playing second fiddle to Beijing, repeatedly siding with China in matters regarding the Korean Peninsula. China, for its part, seemed comfortable with close cooperative relations with Russia as it deals with Korean matters. Whatever differences the two may have over Korean issues have been difficult to discern amid their collaboration and cooperation, which focus on weakening the American position in Korea and Northeast Asia.

Under extreme poverty and political repression, many North Koreans endure systematic, widespread and gross human rights violations, along with a protracted, entrenched humanitarian crisis. Many are malnourished and lack clean water, proper sanitation and basic health care. Young children, pregnant women, people with disabilities and the elderly have become the most vulnerable to such privations. These deplorable conditions are exacerbated by continued denial of human rights, including torture and other inhumane treatment, political imprisonment, public executions and suppression of speech, information, religion and movement. A former United Nations high commissioner for human rights described North Korea’s human rights situation as “incomparable . . . anywhere in the world, past or present.” And Thomas Buergenthal, a former International Criminal Court judge and survivor of Auschwitz, described the conditions in North Korean prison camps as “terrible, or even worse, than Nazi camps.” The few North Koreans who manage to escape face additional horrors. Initially, escapees risk being shot and killed by North Korean soldiers as they approach the border. If they manage to cross the border safely, their status as illegal economic migrants, rather than political refugees, presents enormous danger. Women and children are subjected to work in invisible and highly dangerous industries, leaving them particularly vulnerable to sexual and labor exploitation. Approximately 80% of female defectors, studies have shown, have been sold through human trafficking into commercial sex exploitation, enslaved marriage and exploitative labor. All live under the constant fear of being repatriated to North Korea, where they face severe punishment and/or execution. Both the United States and South Korea possess the legislative foundations to address such atrocities. Yet the administrations of Presidents Donald Trump and Moon Jae-in have chosen to ignore them, apparently out of concern that any such discussion would ruffle North Korean feathers at a time of attempted rapprochement. The rationale is that North Korea has become a threat to international peace and security by developing nuclear weapons and ballistic missiles. This paper argues that those security concerns should not be considered in isolation. It proposes that the United States and South Korea adopt cooperative and coherent measures to pressure North Korea to improve its human rights record. The Helsinki Accords of 1975 provide the formula for this process. While bringing human rights to the negotiating table may anger the Pyongyang regime in the short term, in the long term it would be beneficial to all involved, particularly in the event of reunification. At the same time, the allies should offer humanitarian assistance to North Korea through internationally monitored and transparent channels. Specifically, South Korea should proceed with the delivery of $8 million in humanitarian aid to the World Food Programme and UN International Children’s Emergency Fund (UNICEF) that Moon pledged in May 2019. The United States should also free up its promised international aid and do more to help North Korean refugees.

Abstract:
The New Northern Policy, proclaimed by the South Korean President Moon Jae-in in Vladivostok in September 2017, is designed to boost economic cooperation between Russia and South Korea. However, two years after a special presidential committee was created to plan and coordinate joint economic efforts, few results have been achieved. Bilateral trade has continued to increase with limited change to its structure: Russia mostly sends its mineral resources to South Korea and receives industrial products in return. New ROK investment in the Russian Far East has yet to occur, despite South Korea’s efforts to assist its businesses in finding profitable Russian projects. Seoul tried to convince Moscow that concluding a free trade agreement in the near future is necessary for intensified cooperation, but Russia prefers a more gradual approach to trade liberalization. InterKorean rapprochement in 2018 laid a foundation for further progress in the implementation of multilateral economic projects involving Russia if the international sanctions against North Korea were to be eased. Therefore, bilateral relations between Russia and the ROK can also be viewed from the perspective of promoting regional cooperation with North Korean participation.

Abstract:
A coherent North Korea strategy must proceed from a theory of North Korean politics, strategy, and decision-making. Structured analytic techniques, particularly the analysis of competing hypotheses (ACH), are instrumental in developing a theory and strategy. North Korea’s nuclear and missile programs serve a blend of internal and external purposes. A successful strategy that renders North Korean denuclearization must account for both types of purposes, determining which of the two are predominant. Applying ACH can assist in making such an assessment, setting a level of confidence, designing a strategy, and determining measures to assess the analytic foundation of the strategy and the measures used in executing the strategy. This paper tees up four potential hypotheses intended to explore North Korean intentions and assist in developing strategy. However, the intention of the paper is not primarily to make a case for a given hypothesis, but rather to explore the method in the hope that others may find the method useful and apply it to the important undertaking of North Korean denuclearization.

Abstract:
During 2017-18, international attention turned to the Korean Peninsula as the threat of conflict reached new heights. This led to an explosion in the growth of “North Korea watchers”— the community of scholars, analysts, government officers, NGO advocates, and journalists who commit a portion of their lives to following events in North Korea. Divides emerged in overlapping regional, professional, institutional (political), and linguistic differences that saw individuals take conflicting positions on key issues. This paper investigates just one of these divides—how language and culture impact policy discourse on North Korea. The study explores language as a source of division in the North Korea watching community. It uses Einar Wigen’s argument that international relations should be conceptualized as inter-lingual relations, which suggests that despite the narrowing of political vocabularies, residues of politico-cultural differences remain in how concepts are contextualized into discourse, even between close partners. The study assesses compatibility between English and Korean language conceptualizations of North Korea, through an assessment of core inputs into policy discourse. The study then discusses the implications for U.S.-South Korea relations, and ongoing efforts to strengthen Korean Peninsula security.

The Trump administration’s maximum pressure campaign has led to the imposition of a nearly comprehensive international sanctions regime targeting North Korea and its nuclear weapons program. With negotiations underway, the question of whether to provide North Korea with partial sanctions relief in exchange for limited concessions on its nuclear program has been a major point of dispute between Washington and Pyongyang. This paper looks at sanctions as a form of coercive bargaining and examines the logic and challenges behind a strategy of incrementally exchanging relief from pressure for compliance with the sanctioner’s demands. It argues that taking an “all-or-nothing” approach to sanctions relief risks missing an opportunity to reduce the threat of North Korea’s nuclear program and squandering hard-won negotiating leverage, and outlines a framework for how a step-by-step approach might proceed.

After decades of broken promises and failed diplomatic efforts, North Korea has become a nuclear power. Kim Jong Un’s charm offensive over the past year, as seen in summit meetings with U.S. President Donald Trump and other leaders, has enabled him to shed his pariah status without shedding his nuclear weapons. While Kim has frozen testing, he continues to expand the country’s nuclear arsenal, defy and evade Security Council resolutions, and is now getting support from China in his call for sanctions relief. In the wake of the failed February 2019 Hanoi Summit, North Korea is warning of a return to testing by year’s end. But even if Kim were to reverse course and agree to freeze his entire nuclear and missile program, North Korea’s capacity to threaten the U.S. and its allies with a formidable arsenal would be undiminished. What’s worse, Kim seems to be turning to a powerful new weapon of mass destruction to gain leverage. Asia Society Policy Institute (ASPI) Vice President for International Security and Diplomacy Daniel Russel asserts in this ASPI issue paper that North Korea’s next weapon of choice is likely to be cyber: a high-impact, low-cost, and low-risk digital-age weapon that North Korea already can and does use to steal money, hack secrets, and terrorize nations. In the 5G era, developed nations such as the United States are particularly vulnerable. North Korean cyber-attacks have already succeeded in crippling critical overseas infrastructure and stealing hundreds of millions of dollars, reducing the efficacy of international sanctions. Future Scenarios: What to Expect from a Nuclear North Korea details the consequences of North Korea’s slow but steady trajectory toward acceptance as a nuclear power. The report highlights the urgency of focusing U.S. national security efforts against the threat from North Korea’s rapidly growing cyber warfare capability. Russel writes that the combined threat from North Korea’s nuclear and cyber programs can only be reduced through “coercive containment” — a multi-pronged strategy of diplomacy, defense, deterrence, and denial that will require substantial cooperation among key international players.

Abstract:
China has great power over both Koreas, but its influence looks to be at its peak. There are many reasons for this, but the most important is that the two Koreas are moving closer together and in the process shutting out outsiders. Moreover, the U.S., as it seeks to disarm North Korea, is pursuing policies undercutting Beijing’s role on the peninsula. And to make matters worse, China is beginning to limit its own effectiveness.
