Abstract:: The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains almost 66,000 terrorist incidents for the period 2007 to 2022. In 2022, deaths from terrorism fell by nine per cent to 6,701 deaths and is now 38 per cent lower than at its peak in 2015. The fall in deaths was mirrored by a reduction in the number of incidents, with attacks declining by almost 28 per cent from 5,463 in 2021 to 3,955 in 2022. However, if Afghanistan was removed from the index, terrorism deaths would have increased by four per cent. Afghanistan remained the country most impacted by terrorism for the fourth consecutive year, despite attacks and deaths falling by 75 per cent and 58 per cent respectively. The GTI does not include acts of state repression and violence by state actors and, as such, acts committed by the Taliban are no longer included in the scope of the report since they took control of the government.

2. Iran and the ‘Axis of Resistance’ Vastly Improved Hamas’s Operational Capabilities

Abstract:: Iran has provided training, equipment, and financing to Hamas over the years, vastly improving the terrorist organization’s capabilities, evidenced by the cross-border attack into Israel on October 7 that resulted in more than 1,400 killed. The unification of Iran’s network of proxies under the purview of the Islamic Revolutionary Guard Corps Quds Force Commander Esmail Qaani has been a force multiplier and cemented Iran’s “unity of fronts” strategy as the most effective means of encircling Israel. Israel has declared its intention to destroy Hamas completely, but any attempt to do so will come at an extremely high cost and could spur other Iranian proxies like Hezbollah to join the fray, prolonging the conflict and increasing the likelihood of a region-wide conflagration.

3. Bankrupting Iran’s Empire of Terror

Abstract:: Hamas’s surprise attack on Israel has left thousands of innocent people dead, set the stage for a bloody and protracted conflict in Gaza, and precipitated a crisis that threatens to engulf the Middle East in a devastating new conflict. To prevent further escalation, the United States needs to act swiftly to intensify economic pressure on the Islamic Republic of Iran and dismantle its terrorist financing networks. Though Iran has denied any involvement, Hamas could not have planned an operation of this scale without critical support from its chief state sponsor. Iran’s Islamic Revolutionary Guard Corps (IRGC) has devoted enormous resources to building up proxy terrorist organizations in order to encircle Israel. According to a 2020 US government estimate, the IRGC provides as much as $700 million to Lebanese Hezbollah and $100 million to Hamas and other Palestinian groups each year. So far, this strategy appears to be working. Hezbollah, the IRGC’s most powerful terrorist partner, is poised to attack from the north, while other Iranian proxies threaten Israel from within Syria and elsewhere. Israel’s newly cordial relations with its Arab neighbors—including its nascent détente with Saudi Arabia—hang precariously in the balance. President Joe Biden’s immediate response to the attacks rightly focused on delivering Israel the political backing and military assistance that it urgently needs. But as the overseer of the global financial system, the United States can also deploy its unique capabilities to constrict the Islamic Republic’s revenues and shut down its global terrorist financing networks. Whether the United States succeeds in doing so will shape events far beyond the Middle East. This conflict is not just another flare-up in a long-troubled region. It reflects an ongoing global realignment wherein powerful adversaries test American strength and resolve with growing coordination and assertiveness. As Russia wages war in Ukraine and Beijing watches carefully, the stakes call for nothing less than a major US endeavor to bankrupt the Islamic Republic’s empire of terror once and for all.

Abstract:: On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

Abstract:: Hukukumuzda temel dayanağını Anayasa’nın 48. maddesinden alan sözleşme serbestisi ilkesi; 6098 sayılı Türk Borçlar Kanunu hükümleri uyarınca da koruma altına alınmış ve İş Hukuku alanında da uygulanan genel bir ilkedir. Söz konusu ilkenin bir gereği de sözleşme tarafını seçebilme serbestisidir. Ancak iş hukukunda sözleşme serbestisi ilkesine sosyal düşünceler ve işçiyi koruma düşüncesinin sonucu olarak birtakım sınırlamalar getirilmiştir. Bu sınırlamalardan birisi de belli niteliklere sahip işverenlerin engelli, eski hükümlü ve terör mağduru istihdam etme yükümlülüğü yüklenmesidir. İşverenler, elli veya daha fazla işçi çalıştırdıkları özel sektör işyerlerinde yüzde üç engelli, kamu işyerlerinde ise yüzde dört engelli ve yüzde iki eski hükümlü isçiyi veya terör mağdurunu çalıştırmakla yükümlüdürler. 8. Is Iran Looking to Inspire Shia Homegrown Violent Extremist Attacks?

Abstract:: An October 2018 report by the National Counterterrorism Center defined Shia homegrown violent extremists as “individuals who are inspired or influenced by state actors such as Iran, foreign terrorist organizations such as Hezbollah, or Shia militant groups but who do not belong to these groups and are not directed by them.” At the time, the prospect of such Shia violence was largely theoretical, and officials could identify no tangible threats on American soil. But the January 2020 targeted killing of Iranian Qods Force commander Qasem Soleimani changed the picture, and U.S. officials could now point to a “catalyzing event,” as envisioned in the NCTC brief. Last year’s attack against writer Salman Rushdie and another at a Las Vegas hotel exemplified how Iran-inspired individuals were motivated to act. In this Policy Note, experts Moustafa Ayad and Matthew Levitt explore lone-offender Shia violence largely through the lens of social media. Closer tracking of online networks, they argue, could illuminate this flourishing virtual activity and how it might lead to real-world harm.

9. Countering “ISIS at Large” in Syria

Abstract:: In U.S. Central Command’s 2022 “year in review” statement on the current status of the fight against the Islamic State, commanding general Michael Kurilla highlighted three categories: (1) “ISIS in detention,” meaning the thousands of men and boys affiliated with the group and held in Iraqi and Syrian prisons; (2) the “potential next generation of ISIS,” meaning the approximately 55,000 women and minors held in camps; and (3) “ISIS at large,” meaning the leaders and operatives that the United States and its partners “are currently fighting in Iraq and Syria.” Although Gen. Kurilla praised the ongoing effort to militarily degrade ISIS, he also noted that the group’s ideology persists, and that “partnered operations” are needed to keep up the pressure. This view aligns with the pivot in U.S. strategy in Syria over the past year and a half, from a military mission to “advising, assisting, and enabling” local partners. At the same time, however, U.S. forces have continued launching unilateral strikes against ISIS leaders in Syria as recently as this month.

10. The Future of Repatriation from Northeast Syria

Abstract:: The Kurdish-led Autonomous Administration of North and East Syria (AANES) recently announced that due to the international community’s slow response to the repatriation of thousands of individuals affiliated with the Islamic State (IS), it will begin to hold “fair and transparent trials in accordance with international and local laws related to terrorism.” The announcement comes after representatives from more than eighty countries gathered in Saudi Arabia on June 8 for a ministerial meeting convened by the Global Coalition Against Daesh, where U.S. Secretary of State Antony Blinken reminded attendees, “We know that repatriation is the only durable solution.” His statement stood out in this context because citizens from many coalition states are still being detained indefinitely in northeast Syria. While the United States has proactively advocated for repatriation across two administrations, most other countries around the world have been reluctant or slow to take such action. To date, approximately 5,500 Iraqis and 2,700 third-country nationals (i.e., not Syrian or Iraqi) have been repatriated from detention camps, and the international community is on track to repatriate more such individuals in 2023 than in years past. Although this is a step in the right direction, it means that more than 10,000 third-country nationals from almost 60 countries remain in detention in northeast Syria, including approximately 2,000 men and boys and 8,000 women and minors. These numbers do not include the more than 18,000 Syrians and 25,000 Iraqis who are also being held indefinitely. With numerous international conflicts dominating daily headlines, much of the international community is no doubt fatigued by the challenges emanating from the fight against IS and the repatriation of IS-affiliated individuals. Yet the AANES announcement and other developments show that these challenges will only proliferate without concerted attention from Washington and its coalition partners.

11. Sinjar: Challenges and Resilience Nine Years after Genocide

Abstract:: Nearly a decade later, many victims are still missing, and thousands now live in displacement camps in unstable, unsanitary conditions. This anniversary is an opportunity to reflect on the ongoing armed conflict in the Sinjar region and the profound influence on its inhabitants. It also serves as an opportunity to appreciate the resilience of the Yazidis, looking toward a future with new hope and new aspirations—a future where Yazidis can experience peace, stability, justice, and equitable opportunities to reconstruct their lives and their communities. Yazidi resilience is clearly evident in how they bore the burden of this genocide, how they have persevered in the face of ongoing persecution and genocide for centuries, and how they have been steadfast in maintaining their identity and heritage despite these adversities and the repeated campaigns to tarnish their image. Yet Yazidis still face significant challenges in Iraq today. Despite relative stability in the Sinjar region, there are concerns among the Yazidi population about the return of armed conflict between groups vying for influence. Even more troubling, the issue of expulsion and displacement remains unresolved despite the liberation of Sinjar from ISIS in 2015. Many Yazidis still live in displacement camps, where they are without their homes, their land, or their basic rights. These refugees have yet to be materially compensated for their losses.

12. Taliban Victory Serves as a Model for Palestinian Terror Groups

Abstract:: World powers and Israel should refuse to recognize the Taliban regime. This would give hope to Middle Eastern terrorist groups like Hamas that they could also gain recognition under the right conditions. Upon returning to government, the Taliban have been implementing a system of civilian administration based on their Islamist ideological background. The consequences for women and minorities have been horrifying. The same can be said about Afghanistan’s economy, which can no longer provide for its starving population. The Taliban began house searches around Kabul recently, drawing criticism from Western diplomats about rights abuses. The Taliban claim that the operations are to find “kidnappers, professional thieves and crime groups,” however, seven residents told Reuters that the searches were spreading fear and appeared indiscriminate. In terms of security, the Afghan-Pakistani border and the Afghan-Iranian border have traditionally been porous, with illicit goods, illegal immigrants, and terrorists linked to al-Qaida and the Islamic State-Khorasan Province moving undetected from one country to another. Similarly, the borders shared by Tajikistan, Turkmenistan, and Uzbekistan with Afghanistan remain characterized by volatility, which exposes those countries to the risk of exportation of terrorism from Afghanistan. Though Afghanistan’s neighbors have engaged in efforts to increase border security by erecting fences, conducting anti-terrorism exercises in the border areas, and relocating troops to border areas, the potential security threats originating from Afghanistan remain a source of great concern for the region and beyond. Nevertheless, for Islamists across the border in Pakistan and elsewhere in the Muslim world, the Taliban’s victory – and ability to hold onto power in Afghanistan – serves as a model they seek to follow. This should cause worry for Israel due to the encouragement this provides to radical Islamist armed groups such as Hamas and Palestinian Islamic Jihad (PIJ) that a return to the armed struggle is the only path to defeat Israel.

18. Seven Myths about the Iran Nuclear Deal

Abstract:: In 2015, President Barack Obama worked with three European powers, the European Union, Iran, China, and Russia to conclude the Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA). In 2018, President Donald Trump formally withdrew the United States from the deal. Instituting his policy of “maximum pressure,” Trump imposed crippling economic sanctions that punished Iran not just for its ongoing nuclear weapons program but also for, among other things, its regional aggression and support for terrorism worldwide. Earlier in 2018, Israeli agents conducted a dramatic operation in Tehran, breaking into a secret warehouse and capturing a trove of Iranian nuclear files. These documents revealed a more advanced and comprehensive nuclear weapons program than had been previously known. The nuclear archive also showed Iranian officials’ plan for concealing nuclear weapons efforts under the guise of civilian research and development, and how Iranian officials systematically deceived the International Atomic Energy Agency (IAEA). As a signatory to the Non-Proliferation Treaty (NPT), Iran is required to cooperate with IAEA inspectors to verify the peaceful nature of its program. After the Israelis shared the nuclear archive with the IAEA, its inspectors found traces of uranium at several undeclared sites. Despite being obligated to do so, Tehran has refused to explain the presence of the uranium or reveal its current location. Iran’s requirements under the NPT are wholly separate from the JCPOA, but Tehran is using the Biden administration’s profound desire to return to the nuclear deal to bring political pressure on the IAEA to close the book on Iran’s violations. A fair-minded observer of Iran’s relations with the IAEA cannot but conclude that Tehran has never wavered from its intention to build a nuclear weapons capability and that its publicly declared “civilian” nuclear activities are an effort to hide its nuclear bomb program in plain sight. From the very inception of the JCPOA, however, the deal’s supporters have spun myths that disguise these self-evident truths. After Trump left the deal, those same supporters continued to recite the old myths while adding some new ones about the purported comparative advantage of the JCPOA over maximum pressure. As President Biden prepares to bring the United States back into the JCPOA, and as the public, the press, and Congress consider the deal's terms, we identify the seven most pernicious myths and explain the reality that they seek to conceal.

19. Seven Myths about the “Historic” Israel-Lebanon Maritime Border Agreement

Abstract:: Commentators in the United States and Israel have hailed the agreement on the maritime border between Israel and Lebanon, which the Biden administration recently brokered, as a great success. They liken it to the Abraham Accords and claim that it is a major step toward normalizing relations between the Jewish State and a historic Arab foe. But a close examination of the agreement simply does not support this view. Amos Hochstein, the US State Department senior advisor for energy security, led the mediation effort to resolve this dispute. He built on the initiatives of Presidents Barack Obama and Donald Trump to reconcile the conflicting claims of Israel, which claimed Line 1 (see map) as the northern border of its exclusive economic zone (EEZ), and Lebanon, which claimed Line 23 as its southern border. In the final months of the Trump administration, Lebanese negotiators revised their claim, moving it further south to Line 29. Beirut, however, never registered this new claim with the United Nations. In other words, Line 23 always remained the official Lebanese position. When Hochstein arrived in Beirut last February, the Lebanese government abruptly dropped its insistence on Line 29 and presented its retreat as a sign of its flexibility, a compromise proposal that it could withdraw if the negotiations failed to produce satisfactory results.

Abstract:: At a time when power dynamics in the Middle East region are in flux due to the shifting circumstances of the Islamic State, the drawdown of U.S. troops in the region, and the intensification of Iranian-backed attacks on U.S. and Saudi Arabian targets in the region, an historical look at the support Iran and Lebanese Hezbollah (LH) provided to proxies during the Syrian civil war may yield insights into Iran’s past and present playbook not only in Syria but potentially other contexts. The civil war in Syria was a unique catalyst that intensified Iranian economic, political, and religious activity in the country, which was ongoing since the 1980s. During the conflict, Iran demonstrated the ability to exert influence tactically while also building a religious and social support base in Syrian society. Iran achieved these goals, in part, through raising and supporting various non-state militant groups in Syria. Drawing on open sources and interviews with subject matter experts, this report investigates the nature of Iranian and LH support to proxies operating in Syria from 2011 to 2019. While the nature of Iran’s proxy network is dynamic, it is useful to investigate the network at its peak years to understand existing and potential future structures and capabilities for Iranian external operations. This report investigates support from Iranian actors—inclusive of the IRGC and its various components, notably the Quds Force (IRGC-QF), as well as the Iranian government more generally—and LH through the lens of kinetic (e.g., joint attacks between the militias and Iranian actors and/or LH, personnel placed with militias, and training and weapons provided to militias) and non-kinetic assistance (e.g., funding, logistical support, recruitment and social service assistance, and meetings between Iranian actors and/or LH and militias). Looking at these two categories of support provides a more holistic snapshot of Iranian influence and capacity-building with proxies in Syria. The report’s findings indicate a pattern of support on the part of Iran and LH that potentially indicates a phased rollout of battlefield-related supports to be replaced with longer-term societal entrenchment efforts. Furthermore, Iran and LH share a division of labor between Iranian actors and LH for kinetic supports, but not non-kinetic ones. Specifically, this report found training, weapons provisions, funding, and joint attacks among the most common supports provided by Iran and LH. Finally, of all Iranian actors, this report found the IRGC to be the most prolific supporter to proxies operating in Syria.

As part of its bid to end Middle East “forever wars,” the United States has employed a “by, with, and through” (BWT) doctrine for fighting jihadist adversaries. Such operations rely on local partner forces to assume the bulk of the hard ground combat, sometimes with U.S. accompaniment, while American advisors provide support through training, intelligence, heavy air and artillery assets, equipment, funding, and logistics. BWT missions have seen success over the past two decades in theaters such as Iraq (with the Counter Terrorism Service), Syria (with the Syrian Democratic Forces), and Somalia (with the Danab Brigade). But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. In this tightly argued Policy Note, military analyst Ido Levy emphasizes the particular success of U.S.-created special forces in missions against jihadist forces. But he cautions that BWT efforts cannot thrive without some U.S. ground presence and, as occurred in Afghanistan, would likely fail amid an outright American withdrawal.

Abstract:: As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

Abstract:: The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

Abstract:: In the post-Ba’athist era, stability and national security remain the two key goals. Iraq has suffered from many extremist terrorist groups on several separate stages from 2003 to 2017. The most threatening terrorist group was ISIS (the Islamic State of Iraq and the Levant), which has enormous impacts on Iraqi society, given the vast geographical areas that it controlled, and the dangers, crimes and violations suffered by the Iraqi people with all its components. The main aim of this study is to determine the impacts of ISIS on Iraqi national security. The study relied on Content Analysis Method to analyze the collected data and achieve its aims. Also, the primary research question is about the impact of ISIS on Iraq’s national security from 2014 to 2017. Correspondingly, an international coalition of more than a hundred countries was formed to stop the rapid expansion of ISIS. The number of victims who lost their lives and were affected at the psychological and humanitarian levels was explained in this study. According to the research results, ISIS was seeking long-term goals. The most important was the preparation for disseminating this new extremist ideology. The intelligence and the exploitation of poverty, ignorance, and political conflicts that ISIS used aimed to implant the extremist mentality in the most significant number of attention.

Abstract:: One would not exactly think of the Islamic State (IS) as a future-oriented organisation: it uses medieval-sounding language and barbaric methods and preaches an archaic lifestyle. In reality, however, it is very much a forward-looking organisation with clear ideas not just on what the future will bring, but on what it should bring. In fact, it is this attitude towards the future that has not only enabled its past successes, but also allowed the organisation to persist and endure since losing its territory in Syria and Iraq – and, most importantly, what will determine its next steps and ambition. Understanding how IS conceives its own future will enable law enforcement authorities to take the necessary precautions ahead of time. This Brief first outlines why it is crucial to understand how the future as an organising principle shapes the strategy and posture of terrorist organisations, and shows that terrorist organisations lacking such a concept will lose traction faster than those that do. It goes on to examine IS’s future concept pre-and post-loss of its territory and to elaborate why it was and is an attractive future. Lastly, it seeks to anticipate the future trajectory IS will take based on its articulation of an eschatological vision of the future.

In 2001, the fight against terrorism had sparked a new power struggle among local, regional, and international Afghanistan actors. Due to similar security threats, complex economic interdependence, and economic liberalism, different scenarios may emerge in Afghanistan, leading to the potential collaboration of major global and regional powers in Afghanistan. This partnership can be expanded for several logics and reasons, among which security comes first. The peace treaty concluded between the United States and the Taliban on February 29, 2020. The continuing peace process via intra-Afghan peace talks with regional states has fortified hopes for peace in Afghanistan through cooperative measures among major regional and international powers.

World Food Programme, “23 million people [are now] marching toward starvation. 95% of Afghans don’t have enough food. The economy is collapsing. Winter is coming. This is going to be hell on earth.” In this month’s feature article, Andrew Watkins assesses the Taliban’s efforts to rule Afghanistan so far. He writes that “The Taliban have busied themselves consolidating control, reacting swiftly and harshly to perceived threats. They have not clearly defined the scope or structure of their state, nor have they shared long-term plans for their rank-and-file, many of which continue to operate as they did before August 15, 2021. Taliban leaders have demonstrated the continued primacy of maintaining internal cohesion, a longstanding trait that will likely stunt the group’s response to Afghanistan’s impending economic and humanitarian crises.” Watkins writes that from their perspective, “accepting aid that might sustain their state would prove worthless if doing so fueled a fissure within their own organization. The Taliban would become the very thing their origin story professes they rose up to eradicate and replace: a fractious constellation of militant bands. In a commentary, Jerome Bjelopera argues that “given that the U.S. national security establishment has taken up great power competition (GPC) as its primary concern recently, and terrorism has slipped from the top position, it is time for the security policy community to place terrorism within a new conceptual framework, one that combines terrorists, violent criminals, drug traffickers, insurgents, and others under the heading of violent non-state actors (VNSA).” Interviews that Matthew Bamber conducted with 43 former Islamic State civilian employees shed light on two distinct categories: those who became full members of the group and those who did not. He writes that “there are significant differences in how these two categories were treated by the Islamic State, the positions they were able to fill, the financial benefits they received, and the processes through which they joined and left Islamic State employment ... Understanding the nuances is important in assessing the culpability of the Islamic State’s civilian workers and the danger they may pose in the future.”

Abstract:: The Israeli evidence could reveal a troubling reality wherein groups publicly defend the human rights of some people while supporting acts of terrorism targeting others. On October 19, Israel designated six Palestinian NGOs as terrorist groups affiliated with the Popular Front for the Liberation of Palestine, causing a firestorm among international civil society and human rights organizations. While such action is inherently controversial, any assessment must consider the underlying evidence, which here emerged from a series of investigations pointing to massive fraud. The effort drew on various sources, including classified intelligence, seized materials, and statements made by arrested employees. And it cast light on high-profile cases such as the August 2019 murder of Israeli teen Rina Shnerb, whose killers were employed by one of the designated groups. In this groundbreaking Policy Note, counterterrorism expert Matthew Levitt closely analyzes Israel’s NGO designations. Abstract:: In 2020, Lebanon should be celebrating its centenary. It is not. Instead, it is close to terminal collapse as a polity, an economy, and even as a society. Lebanon is under Iranian occupation, although ascertaining this condition may demand some attentive consideration from the uninitiated. Iran’s proponents assess it as a confirmation of the “Axis of Resistance” against imperialism and Zionism; its detractors ascribe it to a deliberate plan of Iranian expansion across the region. However, the Iranian occupation of Lebanon may be rooted in Lebanon’s own tumultuous history rather than in Tehran’s designs. Iran in Lebanon may be more an artifact of history than a product of strategy. In fact, the outcome of Lebanon’s present course may not yield Iran any tangible advantage. And it certainly seems to be on the verge of destroying Lebanon.

47. State Violence and Public Monitoring – Britain’s use of torture in Mandatory Palestine

Abstract:: In his influential work Torture and Democracy, Darius Rejali argues that when democracies use torture, they tend to resort to the use of stealthy torture techniques in order to avoid detection. Using primary archival sources, this paper examines Rejali’s hypothesis by looking at torture in the British Mandate in Palestine up to 1945. First, looking specifically at torture it will show that the case study fits the hypothesis, as torture was generally stealthy, but also systemic and at times officially sanctioned. It locates the reason for the use of torture in the failure of intelligence gathering, before examining the pressures public monitoring put on the British. The historical literature tends to emphasise the concerns British authorities had over propaganda in both the foreign and local press: however, this paper also highlights the threat of pan-Arabic and Muslim agitation across the Middle East and India. After noting that torture is merely one form of violence in the state’s repertoire, and therefore cannot be fully understood in isolation, the paper aims to put the use of torture in its wider context. In Palestine, torture took place alongside a brutal counterinsurgency campaign, in which British servicemen systemically carried out casual brutality against the local population, which, in contrast to the use of torture, was highly visible and unconcerned with public monitoring. It is argued that the reasons for this casual brutality were the poor conditions of service, the make- up of the force, and the racism endemic in it. Despite this seeming contradiction of the monitoring hypothesis, the paper concludes by arguing that the hypothesis can explain the disparity between stealthy torture and visible casual brutality. In doing so, it draws attention to the importance of perception in public monitoring as well as the shifts in the factors affecting the Mandate.

48. The Terrorist Lists: An Examination of the U.S. Government’s Counterterrorism Designations Efforts

Abstract:: After the attacks of September 2001, the U.S. government grappled with ways to apply all aspects of its national power against the terrorist groups it found itself combating militarily. On the diplomatic and financial fronts, much of this increased effort revolved around the sanctioning and designating of terrorist groups and individual terrorist actors, resulting in a drastic increase of the number of individuals and groups which were branded with the term “terrorist.” Yet despite the application of these tools for almost 20 years, or longer in some cases, little work has been done to understand the impact of these programs. This report examines two sanctioning efforts the U.S. government has employed against terrorist actors: the Foreign Terrorist Organization (FTO) list and the designation of individuals as Specially Designated Global Terrorists (SDGTs) under the authority granted by Executive Order 13224. Although the specific purposes of each of these programs differ from one another, ultimately both represent a non-kinetic approach to counterterrorism that relies on the application of diplomatic and/or financial statecraft. The examination of each of these programs in this report has two general goals. The first is to provide an overview of the program and descriptive statistics regarding its implementation. The second is to provide some form of assessment regarding the impact that these programs have on terrorist groups and individuals. In accomplishing these two goals, the authors relied exclusively on open-source information collected by researchers at the Combating Terrorism Center (CTC). This report attempts to provide a deeper understanding of the impacts of these tools, in addition to highlighting some of the structural limitations and gaps in the application of counterterrorism sanctions.

Abstract:: The January 3, 2020, U.S. drone strike that killed Islamic Revolutionary Guard Corps-Quds Force commander Qassem Soleimani and Kata’ib Hezbollah leader Abu Mahdi al-Muhandis at Baghdad International Airport will likely have consequences that reverberate across the region and beyond for years. In our first feature article, Michael Knights focuses on the potential consequences for Iraq. He writes that the removal of Soleimani and al-Muhandis, “in combination with resistance from protestors, religious leaders, and the international community, could slow or stall the consolidation of [Tehran-backed] militia power in Iraq.” Ariane Tabatabai assesses that although Soleimani “was perhaps unparalleled in his ability to advance Iranian national interests as viewed by the regime,” the Quds Force is “unlikely to change its modus operandi significantly and that the new Quds Force commander, Esmail Qaani, is likely to ensure a smooth transition.” In our second feature article, Haroro Ingram, Craig Whiteside, and Charlie Winter—the authors of the soon-to-be-published book The ISIS Reader: Milestone Texts of the Islamic State Movement—“present three frames through which to understand the [Islamic State] movement’s ability to navigate through spectacular highs and crippling lows.” Our interview is with Rob Saale, who between 2017 and 2019 was the director of the U.S. Hostage Recovery Fusion Cell, an interagency group housed at the FBI. Gina Vale examines a collection of 24 internal Islamic State documents obtained by U.S. military forces operating in Iraq and Syria and declassified through the Combating Terrorism Cen-ter’s Harmony Program. She writes that the documents indicate “the Islamic State sought to translate citizens’ compliance with pious ideals into long-term acceptance of the group’s ideological legitimacy and governing authority.” The full collection of documents, including English translation, is now available on the CTC’s website.

Abstract:: One painful lesson from the history of terrorism is just how dangerous one single capable international attack planner can be. Little has been written in English about Basil Hassan, a radicalized Danish engineering graduate of Lebanese descent who became one of the most dangerous international attack operatives within the Islamic State. In this issue’s first feature article, Mette Mayli Albæk, Puk Damsgård, Mahmoud Shiekh Ibrahim, Troels Kingo and Jens Vithner build on a two-year investigative report for the Danish public broadcaster DR to provide a detail-rich profile. The authors write: “As the key figure in a drone procurement network that stretched from Europe through Turkey to Syria, [Hassan] was instrumental in furthering the Islamic State’s drone-warfare capabilities. As ‘the Controller’ behind the 2017 Sydney airline plot, he pulled the strings from Syria in directing one of the most ambitious and innovative terrorist plots ever seen.” There are claims Hassan was killed in the second half of 2017, but the authors note that Danish counterterrorism officials are still not certain that he is dead. In our second feature article, Michael Knights and Alex Almeida find that “the Islamic State has recovered from its territorial defeats since 2017 to mount a strong and sustained resurgence as an insurgent force inside Iraq.” Their analysis of attack metrics from the past 18 months paints “a picture of an Islamic State insurgency that has regained its balance, spread out across many more areas, and reclaimed significant tactical proficiency.” The authors write that “now operating at the same levels it achieved in 2012, a number of factors suggest that the Islamic State could further ramp up its rural insurgency in 2020 and 2021. An input of experienced cadres from Syria, a downturn in Iraqi and coalition effectiveness, and now the disruption of a combined COVID and economic crisis will likely all feed into an escalating campaign of attrition against the Iraqi state, military, and tribes.” May 2020 marks the third anniversary of the suicide bombing attack at the Manchester Arena in the United Kingdom. Two brothers from Manchester of Libyan descent, Salman and Hashem Abedi, were responsible for the attack. Following the conviction of Hashem Abedi in a trial that concluded two months ago in the United Kingdom, Eran Benedek and Neil Simon outline what is now known about the genesis of the attack, the brothers’ web of connections in a British-Libyan jihadi nexus, and their links to Islamic State extremists. Finally, Nakissa Jahanbani provides a high-level analysis of attack trends from 2008 to 2019 of Iranian proxies in the Middle East, South Asia, and Africa using several open-source datasets.

Abstract:: The COVID-19 pandemic has renewed concerns over bioterror threats, with Microsoft founder Bill Gates recently warning that a bioterror attack involving a pathogen with a high death rate “is kind of the nightmare scenario” facing the planet. In this month’s feature article, J. Kenneth Wickiser, Kevin J. O’Donovan, Lieutenant Colonel Michael Washington, Major Stephen Hummel, and Colonel F. John Burpo assess the potential future threat posed by the malevolent use of synthetic biology. They write that synthetic biology “is a rapidly developing and diffusing technology. The wide availability of the protocols, procedures, and techniques necessary to produce and modify living organisms combined with an exponential increase in the availability of genetic data is leading to a revolution in science affecting the threat landscape that can be rivaled only by the development of the atomic bomb.” The authors, who all serve at, or are affiliated with, the Department of Chemistry and Life Science at the United States Military Academy, note that synthetic biology has “placed the ability to recreate some of the deadliest infectious diseases known well within the grasp of the state-sponsored terrorist and the talented non-state actor” and that “the techniques used to propagate bacteria and viruses and to cut and paste genetic sequences from one organism to another are approaching the level of skill required to use a cookbook or a home computer.” They argue that “an effective response to the threats posed by those using synthetic biology for nefarious purpose will require vigilance on the part of military planners, the development of effective medical countermeasures by the research community, and the development of diagnostic and characterization technologies capable of discriminating between natural and engineered pathogens.” In our interview, Gilles de Kerchove, the European Union’s longtime Counter-Terrorism Coordinator, speaks to Raffaello Pantucci. Nuno Pinto presents a detailed case study of an alleged Portuguese Islamic State network with strong connections to the United Kingdom that sheds significant light on the foreign fighter recruitment pipeline between Europe and Syria in the last decade. Tomasz Rolbiecki, Pieter Van Ostaeyen, and Charlie Winter examine the threat posed by the Islamic State across Africa based on a study of its attack claims. They write: “As the second half of 2020 unfolds, it is critical that military and counterterrorism policymakers recognize what is at stake in Africa. The Islamic State is not just fighting a low-grade insurgency on the continent; in at least two countries, it has been able to seize and hold territory and subsequently engage in pseudo-state activities.”

Abstract:: In the September issue, it is revealed for the first time that the Islamic State’s new leader, publicly identified by the U.S. government as Amir Muhammad Sa’id ‘Abd-al-Rahman al-Mawla, was detained by U.S. forces in Iraq in 2008 and interrogated. The Combating Terrorism Center has made available on its website three of his declassified interrogation reports, and these are analyzed in a feature article by Daniel Milton and Muhammad al-`Ubaydi, who caution that claims made by al-Mawla while in custody are very difficult to verify. Based on their assessment of the three documents and their research, they conclude that “key assumptions about al-Mawla, notably his Turkmen ethnicity and early involvement in the insurgency in Iraq, may not be accurate. Moreover, statements made by al-Mawla, while doubtless trying to minimize his own commitment to ISI [the Islamic State of Iraq], suggest that his commitment may have been borne less of zeal than of serendipity. If true, this would suggest that something certainly changed in al-Mawla, as his later reputation suggests someone who ruthlessly pursued his ideology, even to carrying out genocide against its enemies. The TIRs [tactical interrogation reports] also show that al-Mawla, who, according to the timeline that he himself provided, appears to have quickly risen in the organization’s ranks in part because of his religious training, knew much about ISI and was willing to divulge many of these details during his interrogation, potentially implicating and resulting in the death of at least one high-ranking ISI figure.” The Combating Terrorism Center convened a panel of leading scholars and analysts to further discuss the three documents. Cole Bunzel, Haroro Ingram, Gina Ligon, and Craig Whiteside provided their takeaways, including on whether the revelations may hurt al-Mawla’s standing within the group. In the other cover article, Brian Michael Jenkins considers the future role of the U.S. armed forces in counterterrorism, in a sweeping examination of the changing strategic, budgetary and threat environment. He writes: “Dividing the military into near-peer warfare and counterterrorism camps makes little sense. Future wars will require U.S. commanders to orchestrate capabilities to counter an array of conventional and unconventional modes of conflict, including terrorism.” Finally, as the global civil war between the Islamic State and al-Qa`ida intensifies, Mohammed Hafez outlines how a recent ‘documentary’ released by the Islamic State’s Yemeni branch has made clearer than ever before the areas of disagreement between the groups.

With continuing support from Pakistan, Russia, Iran, and terrorist groups like al-Qa`ida, it is the view of the author that the Taliban would eventually overthrow the Afghan government in Kabul.” In a feature commentary, Hamish de Bretton-Gordon outlines the urgent action needed on biosecurity in the wake of the COVID-19 pandemic. He writes: “For years, the United States and many other countries have neglected biosecurity because policymakers have underestimated both the potential impact and likelihood of biological threats. COVID-19 has had a devastating effect on the planet and could be followed by outbreaks of even more dangerous viral diseases. Meanwhile, advances in synthetic biology are transforming the potential threat posed by engineered pathogens, creating growing concern over biological attacks and bioterror. Given the scale of the threat, biosecurity needs to be a top priority moving forward. Not only do efforts need to be stepped up to try to prevent the next pandemic (natural or engineered), but resilience needs to be built by developing early warning systems, the capacity to track outbreaks, and medical countermeasures, including ‘next generation’ vaccines.” He stresses that “winning public acceptance for public health measures will be imperative to tackling biological emergencies in the future.” Jason Warner, Ryan O’Farrell, Héni Nsaibia, and Ryan Cummings assess the evolution of the Islamic State threat across Africa. They write that “the annus horribilis Islamic State Central suffered in 2019, during which the group lost the last stretch of its ‘territorial caliphate’ in Iraq and Syria and its leader Abu Bakr al-Baghdadi was killed, does not appear to have had a discernible impact on the overall operational trajectory of the Islamic State threat in Africa” underscoring “that while connections were built up between Islamic State Central and its African affiliates—with the former providing, at times, some degree of strategic direction, coordination, and material assistance—the latter have historically evolved under their own steam and acted with a significant degree of autonomy.”

Abstract:: The high-profile assassination of General Qassim Soleimani, the commander of the Iranian Revolutionary Guard Corps’ Quds Force (QF), on January 3 in Baghdad marked the lowest point in US-Iran relations in recent times. It triggered a new spell of geopolitical tensions in the Middle East with far-reaching consequences for South and Southeast Asia. Soleimani’s killing has also coincided with the potential rejuvenation of the Islamic State (IS), and ongoing anti-government protests in Iraq, Iran and Lebanon. Soleimani’s killing was bound to have reverberations beyond the Middle East. Muslim-majority states in South and Southeast Asia, where both Saudi Arabia and Iran have engaged in sectarian proxy wars by funding and influencing the Sunni and Shia segments of the population. While states in both regions have condemned Soleimani’s killing, they have stayed largely neutral to avoid getting sucked into rising geopolitical tensions. Against this backdrop, the March issue of the Counter Terrorists Trends and Analyses (CTTA) features three articles that explore different dimensions of Soleimani’s death and their geopolitical implications. In the first article, James M. Dorsey argues that as US-Iran tensions have eased in recent months, Iranian hardliners, emboldened by a sweeping mandate earned in recent domestic elections, remain committed to a well-honed strategy of escalating asymmetric warfare. According to the author, this raises the prospects for a full-scale war, with the United States also still pursuing a maximum pressure campaign on Iran that has to date, yet to produce tangible results. In the second article, Raffaello Pantucci reasons that despite a general consensus that the US-Iran rupture will ease pressure on transnational jihadist groups in the Middle East theatre, it remains unclear how Soleimani’s killing will shape their future behaviour. On the one hand, Iran-backed Shia militias are likely to step up their operations, which will exacerbate sectarian fault-lines in the region and feed into IS’ self-portrayal as the saviours of Sunnis. Conversely, pragmatism continues to define interactions between Tehran and Sunni jihadist groups such as the Islamic State and Al Qaeda, who appear happy to cooperate to ensure broader strategic goals. Next, Bilveer Singh examines the implications of Soleimani’s assassination for South and Southeast Asia. regions where both Iran and Saudi Arabia enjoy ideological influence among the Muslim-majority states. Sunni Malaysia and Indonesia have reservations about Tehran, but domestic political pressures are likely to endear Iran to them more than the US. The impact in South Asia could be more varied, mostly affecting Afghanistan and Pakistan. Iran through its Shia militant proxies can undermine US interests in Afghanistan. The QF has also recruited significant Shia militias in Afghanistan and Pakistan respectively for operations in Syria. Moreover, Pakistan has to walk a tight rope given Iran has an inside track to its significant Shia population. Besides cross and intra-regional assessments of Soleimani’s assassination within the broader US-Iran fissures, the threat landscapes in Indonesia and West Africa, both long-time hotbeds for terrorist activity in their respective regions, are also examined in this issue. Firstly, Noor Huda Ismail takes a closer look at pro-IS terrorist networks in Indonesia, a country that is home to the world’s largest Muslim population. By examining the background, tactics and modus operandi of local terrorist groups, both online and offline, and comparing their legacy with those of previous militant Islamist movements, the author believes important learning lessons can be drawn to help mitigate future security threats. Finally, Atta Barkindo analyses the jihadist threat in the Sahel region, where a landscape conducive to terrorist activities provides the fertile ground for IS and Al-Qaeda to grow by linking up with local militant networks. The tactical sophistication exhibited in terrorist attacks by Sahelian jihadist groups, particularly in Nigeria and the Lake Chad region, testifies to a growing footprint of global jihadism. Sahel provides an arterial life-line through the region, by facilitating the movement of goods and people between the Mediterranean and West Africa, which has been enormously beneficial to terrorist groups involved in organised criminal enterprises. Moreover, desertification and environmental degradation have also created a conducive environment for criminal activities and terrorism.

Abstract:: The January issue provides an overview of terrorist and violent extremist threats in key countries and conflict zones in the Asia-Pacific throughout 2019. Regional specific threats and responses covering Southeast Asia, South Asia, Central Asia, China and the Middle East are assessed. In addition, themes such as the online narratives propagated by global threat groups and counter-ideological dimensions of terrorism and violent extremism are analysed. Globally, despite suffering severe territorial, leadership and organisational losses in 2019, Islamist terror groups Islamic State (IS) and Al Qaeda (AQ) continued to pose the most potent terrorist threat. Early in the year, IS’ territorial reign was ended by American-backed coalition forces, following which its networks became scattered and, in a bid to overcome its physical decimation, more decentralised across the globe. The death of IS’ “Caliph”, Abu Bakr Al-Baghdadi, in October 2019, raised further questions about the group’s continued resiliency. Yet, IS has proved persistent and adaptive. The group’s violent ideology continues to bind its myriad followers across regions. In the aftermath of its territorial and leadership losses, IS’ terror attacks and online offensives have been sustained. The global security landscape was further complicated by the emergence of Right Wing Extremist groups as violent actors on the world stage in 2019. Mass political protests around the world further underscored growing dissatisfaction with the present status quo, amid perceptions that some states are unable to articulate masses’ aspirations and meet their demands. The threat of Islamist terrorism will persist into 2020, especially with escalating geo-political tensions in the Middle East. Overcoming the physical and ideological threat by global militant groups, including far-right extremist groups, will remain very much a work in progress in the year ahead.

Abstract:: During 2019, the original Syrian conflict entered its closing phases, except for the battlefields of Idlib and in the north east. As a result, conflict dynamics have become somewhat easier to read, as the regime and its key allies have shifted towards a triumphalist ‘post-war’ narrative and corresponding governance styles, deal-making and decision-making. These developments can be witnessed in three interlinked spheres: security, civil, and political economic practices. Together, they largely form the Assad regime’s political economy, which – although poorly understood due to limited access – is crucial to understand to assess the negative externalities likely to result from its wartime survival and re-entrenchment. The paper analyses six such externalities: 1. risk of conflict relapse due to economic pressures 2. the politics of refugees 3. risks and instrumentalisation of terrorism 4. regional instability 5. humanitarian culpability 6. deterioration of the international legal order. These externalities are interconnected and emerge from the political economy of the regime – the accumulation of its security, civil and political economic practices. Their nature and volume suggest that the Syrian civil war will plague its neighbors, as well as Europe, for a long time to come. These externalities also focus our attention on the fact that adequate containment strategies should be designed as a matter of urgency, to limit their negative impact.

Abstract:: The DAESH has been particularly successful in recruiting Western women. There are differences in their profile and motivation with their male counterparts. The DAESH offered an alternative to Western secularist feminism, substituting salvation for emancipation (empowerment without gender equality). DAESH´s Western women played different roles. They were wives of jihadists, mothers and educators of the next generation, recruiters and fundraisers for the organisation and workers in the segregated institutions of the Caliphate. They were also involved in violent actions when the time came, depending on the needs of the organisation. The analysis on DAESH Western women is often influenced by prejudices, stereotypes, and gender biases. Counterterrorism efforts need for the integration of the gender perspectives and needs for more women to detect radicalization as well as in prevention, de-radicalisation, and reintegration processes.

Abstract:: The US-Taliban peace agreement has rekindled hopes for peace in Afghanistan. After fighting for almost two decades, the US has agreed to enter into a peace deal with its one time worst enemy i.e. Taliban. Pakistan has been a facilitator in bringing a peace deal to Afghanistan. Its role has been well recognised by both US and Taliban. Pakistan has long been associated with this issue; first as US partner in the war against Taliban and now as a facilitator to bring US and Taliban to a peace deal. It seems quite pertinent to re-evaluate Pakistan„s role in war against terrorism and its repercussions for Pakistan. The present research has explored the effects that Pakistan has faced after becoming the partner of war on terror initiated by the then American President George Walker Bush in 2001 soon after the incident of 9/11. It has explained how this participation of Pakistan has caused a colossal damage to the social, economic, religious and political domains of Pakistan and how the partnership has tarnished the image of Pakistan in the comity of nations. Additionally, impact of war on terror has been judged through examining the current status of internal and external security threats, soaring poverty, restrained development policies, increased hatred against the Americans and national disintegration. The methods of describing the facts and figures in the existing body of knowledge i.e published books, research articles, newspapers and published theses and then comparing and analysing them on the basis of personal opinion and other data, have been used to conclude the topic.

Wave of sectarianism, drugs and political instability fomented extremism in the society. Internal strife coupled with international dynamics, badly distorted Pakistan‟s image internationally. That is the reason terrorists enjoyed support of masses despite military operations against them. This paper highlights that how the extremism rooted into Pakistani society caused wave of extremism, terrorism and hate. Pakistan faced serious challenges to economy and internal stability. Pakistan waged counterterrorism operations under the National Action Plan (NAP) but there is a need of counter-extremism policy that will normalize the society and regain its potential to excel.

Abstract:: The increase in women’s engagement with jihadi groups around the globe fueled debates regarding women’s incorporation into jihadi organizations. The current trend in the global labor force clearly demonstrates a discriminatory pattern in favor of men. Surprisingly, despite this traditional restrictive view of Islamic jurisprudence on women’s social activities, the level of women’s incorporation into jihadi organizations has grown rapidly both in numbers and roles. Before the defeat of the organization in late 2018, nearly 20 percent of all members of the Islamic State in Iraq and Syria (ISIS) were women. As ISIS morphed beyond a mere militant organization and into a state builder, its utilization of women also transformed accordingly to address the challenges that a functioning state faces. By using primary data collected from several field trips in the Middle East, this article argues the position of women in ISIS and the mechanisms by which they were incorporated.

Abstract:: The Islamic State (IS) centric threat has spread to Africa and Asia. In Sub Saharan Africa, the threat is growing in the Sahel and, in Asia, the threat is growing in South Asia. The IS influence in Africa is growing, with attacks in Congo, Mozambique, Nigeria, Niger, Chad, Mali, Burkina Faso and Somalia. The IS suffered very serious setbacks in Iraq and Syria throughout 2019 but expanded to other parts of the Middle East, Africa and Asia. All indications are that Afghanistan is likely to emerge as an alternative IS headquarters. Regarding the relations between al Qaeda and IS, the two movements, that are ideological akin, are likely to merge if not work together at least in some theatres. If so, the global threat to governments and communities will increase exponentially.

Abstract:: The rise and evolution of Daesh (al-Dawlah al-Islamīyah fī l-ʻIrāq wa-sh-Shām) marked a new and very interesting debate about the labeling of violent groups that are not traditional terrorist organizations and they are also acting with different roles and using alternate tactics and modus operandi, such as insurgency, within civil and regional conflicts. Furthermore, the establishment of the so called “Caliphate” includes a new parameter in the scientific debate, the quasi state dimension. Daesh is a modern archetype of this vivid scientific debate, but the difficulties in labeling, especially in cases were terrorist groups are taking part in civil conflicts, is not new. Labeling is not only a matter of “name and blame”, is important in order to design an effective and holistic counter terrorism strategy. The aim of this chapter is to discuss the different approaches about labeling nontraditional terrorist groups and to present the terrorist activity of Daesh.

Abstract:: The murder earlier this month of journalist Lyra McKee in Northern Ireland on the night before Good Friday illustrates the fragility of peace in a region in which terrorist violence has persisted. In our cover article, Aaron Edwards writes that this was “the latest in a series of incidents that have raised the specter of a surge in terrorist violence in Northern Ireland.” In examining the evolution of the threat from militant groupings on both sides of the sectarian divide, he notes there has been a “blurring of the concepts of terrorism and criminality that challenges orthodox perspectives on the security landscape in Northern Ireland.” Our interview is with Edmund Fitton-Brown, the Coordinator of the ISIL (Daesh)/Al-Qaida/Taliban Monitoring Team at the United Nations. This issue features the concluding article of a two-article series focused on IED and WMD network convergence. The first article, published in our February 2019 issue, warned there was a high risk that profit-minded suppliers within vast, transnational IED networks may expand in the future into WMD proliferation. In the second article, Major Stephen Hummel, Lieutenant Colonel Douglas McNair, Colonel F. John Burpo, and Brigadier General James Bonner examine in greater detail the ways this could happen. Audrey Alexander and Bennett Clifford examine the threat posed by Islamic State-affiliated hackers and hacking groups. Through “analysis of several U.S. prosecutions of Islamic State-affiliated hackers and their networks, proficiencies, and activities,” they argue that “very few of these actors demonstrate advanced hacking or cyberterrorism capabilities.” Caleb Weiss examines the evolution of the threat posed by the Islamic State in Somalia, noting the group, “which is believed to only number in the low hundreds of fighters, appears to have significantly expanded its operations across Somalia, albeit from a relatively low base.” He argues the resulting reignition of tensions with the much larger al-Qa`ida affiliate al-Shabaab means “it is far from clear whether the Islamic State in Somalia will be able to sustain its operational expansion.”

Abstract:: The Easter Sunday attacks in Sri Lanka took the terrorism studies community by surprise because there had been no known history of jihadi violence inside the country and very little to indicate that local groups had the wherewithal to carry out such a large-scale coordinated operation. There is much that remains unclear about the links between the Sri Lankan cell and the Islamic State, but nearly 18 years after 9/11, the suicide bombings were a reminder that clandestine terrorist groups can, at any moment, strike in unexpected places and ways. In our cover article, Amarnath Amarasingam, whose research has focused on both Sri Lanka and global terrorism, outlines what is known about the network that carried out the Easter attacks and situates the attacks in the broader context of evolving intercommunal tensions in the country. Brian Michael Jenkins examines the options for dealing with the significant numbers of Islamic State foreign fighters currently detained in Syria, warning that “endless delay” risks creating a serious threat to international security. Our interview is with Vidhya Ramalingam, the co-founder of Moonshot CVE, a company using technology to disrupt and counter violent extremism globally. Mitchell Silber examines how the terrorist threat against Jews in the West has evolved by examining attacks between 2012 and the present day. He notes that “what may be the most striking findings from this case study analysis are that first, Europe has become the focal point of the jihadi terror threat to Jews in the West and second, the United States has become a new, emerging focal point of the extreme right-wing terror threat to Jews in the West.” Last month, Abu Bakr al-Baghdadi appeared for the first time on camera since the Islamic State heralded its ‘caliphate’ in Mosul’s al-Nuri mosque five years ago. Haroro Ingram, Craig Whiteside, and Charlie Winter explain how the video underlined the group’s strategic transformation with the Islamic State’s leader now portraying himself as “the guerrilla ‘caliph’ of a global insurgency.”

Abstract:: In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.

Abstract:: In our feature article, Michael Knights draws on six research visits to Iraq in 2018 and 2019 to document the expanding footprint region-by-region of pro-Iranian militias in Iraq that were previously labeled “Special Groups” by the United States and in some cases designated as terrorist organizations. Knights assesses “that the Special Groups (not including 18,000-22,000 Badr troops) currently have 63,000 registered personnel … 15 times the size of the Special Groups in 2010, when there were probably as few as 4,000 Special Group operatives in Iraq (again not including Badr personnel in 2010).” He notes a key driver for their growth in manpower and popularity in Iraq was their role in fighting the Islamic State and liberating Sunni population centers under Islamic State control. He writes that “a pantheon of smaller, newer pro-Iran militias is arguably closer to the Islamic Revolutionary Guard Corps than larger and older pro-Iranian militias such as Badr and Asa’ib Ahl al-Haq” and identifies Kata’ib Hezbollah led by U.S.-designated terrorist Abu Mahdi al-Muhandis as the greatest threat to U.S. interests. With pro-Tehran militias expanding their presence across Iraq and U.S. influence in Iraq reduced since its 2011 troop withdrawal, he argues the United States “needs to be parsimonious and pragmatic if it wishes to push back effectively.” Our interview is with Suzanne Raine, who was the head of the United Kingdom’s Joint Terrorism Analysis Centre (JTAC) between 2015 and 2017. She outlines to Raffaello Pantucci the lessons learned from her work in counterterrorism and the threat landscape as she sees it. Two articles in this issue focus on the Western Balkans. Adrian Shtuni provides a qualitative and quantitative assessment of the security threats posed by foreign fighters and homegrown jihadis from the region. Kujtim Bytyqi, the Acting Director of the Department for Analysis and Security Policies at the Kosovo Security Council Secretariat, and Sam Mullins outline Kosovo’s experience dealing with returning foreign fighters. Finally, Ross Dayton documents how the Maduro regime in Venezuela has increased its reliance on paramilitary groups, including the Colombian left-wing guerrilla group ELN, which was responsible for the suicide car bomb attack on the National Police Academy in Bogotá, Colombia, in January 2019.

Abstract:: This September 11th, a new generation is taking up the mantle in the fight against terrorism. “Later this year, a U.S. service member is likely to be deployed to Afghanistan who was not yet born on September 11, 2001,” Daniel Byman notes in our feature article on the jihadi terror threat facing the United States 18 years later. He assesses “although the operational freedom of jihadi groups is constricted by U.S. and allied counterterrorism efforts, the jihadi cause as a whole has far more local and regional influence than it did in the years before 9/11, it is better able to inspire individuals in the West to act on its behalf, and groups have proven resilient despite the fierce U.S.-led onslaught.” Our interview is with Joseph Maguire, the United States’ Acting Director of National Intelligence. He says that “since the catastrophic attacks on 9/11, we have significantly diminished the ability of jihadists to strike the U.S. by removing hundreds of leaders and operatives, disrupting dozens of networks and plots, and degrading safe havens. But some jihadist groups still have that intent, not only to target the homeland but also our interests overseas. They are continually adapting to setbacks by modifying their tactics, seeking out alternative safe havens, and using new and emerging technologies to communicate, recruit, and conduct attacks. This makes for an increasingly diverse and unpredictable threat.” As the terror threat evolves, Acting Director Maguire stresses the importance of addressing the still-significant security challenges posed by the Islamic State in Syria, Iraq, and beyond given the group still poses a “tremendous threat” and has “all the recipes” for a resurgence. Amira Jadoon and Andrew Mines examine Islamic State Khorasan’s leadership losses between 2015 and 2018 by leadership tier, year, and geography. Their findings highlight “the group’s tenacious presence in Nangarhar (Afghanistan) and Baluchistan (Pakistan), despite declines in overall number of attacks. An important factor contributing to ISK’s resiliency appears to be rooted in its steady recruitment of experienced Pakistani militants that sustain its leadership ranks.” Two years after the Marawi siege in the Philippines, Julie Chernov Hwang outlines the motivations for joining the Maute Group based on her interviews with 25 former members of the jihadi group and a related faction. Aaron Zelin and Katherine Bauer outline the significant progress Tunisia has made over the past two years in developing domestic counter-terrorism finance capabilities.

Abstract:: In our cover article, Seth Jones examines the Russian military campaign in Syria. He writes: “Russia has done what many thought was impossible in Syria. It has helped Syrian President Bashar al-Assad reconquer most of the country’s major cities and nearly two-thirds of its population. Moscow adopted a military approach that combined well-directed fires and ground maneuver to overwhelm a divided enemy. But it also used extraordinary violence against civilians and provided diplomatic cover when Syrian forces used chemical weapons. Moving forward, Russia faces considerable challenges ahead. Syria is a fractured country with an unpopular regime and massive economic problems; terrorist groups like the Islamic State and al-Qa`ida persist; and Israel and Iran remain locked in a proxy war in Syria.” Our interview is with Acting Secretary of Homeland Security Kevin McAleenan. He discusses DHS’ recently published new Strategic Framework for Countering Terrorism and Targeted Violence and how DHS is intensifying efforts to counter the threat of far-right terror. Daniel Milton, Julia Lodoen, Ryan O’Farrell, and Seth Loertscher examine a recently declassified collection of 27 personnel records for Islamic State fighters, both local and foreign. The forms were acquired by the Department of Defence in Syria in 2016 and are now available to view on the Combating Terrorism Center’s website. According to Milton and his co-authors, the forms “demonstrate how extensive the breadth of information collected was in some cases … [and] show that the Islamic State acquired information useful for understanding the radicalization process, encouraging accountability among its fighters, managing the talent in the organization, and vetting members for potential security concerns.” Damien Spleeters outlines how his organization Conflict Armament Research helped prosecutors secure a guilty plea in the prosecution of Haisem Zahab, an Australian extremist with contacts into the Islamic State and whose research in Australia into rockets “indicates [according to the prosecution] significant commonality” with the Islamic State’s weapon production program in Iraq and Syria. Michael Shkolnik and Alexander Corbeil examine how Hezbollah “virtual entrepreneurs” have in recent years used social media to recruit Israeli Arabs and West Bank-based Palestinians to attack Israelis.

Abstract:: This past summer, the United Nations Monitoring Team charged with tracking the global terrorist threat assessed that “the immediate global threat posed by Al-Qaida remains unclear, with [Ayman] al-Zawahiri reported to be in poor health and doubts as to how the group will manage the succession.” In our feature article, Ali Soufan profiles the veteran Egyptian jihadi operative Abu Muhammad al-Masri and outlines why he appears to be next in line to lead al-Qa`ida. Soufan writes: “Abu Muhammad has long played a critical role in al-Qa`ida, both as an operational commander and as a member of the governing shura council. Yet despite his importance to the organization, Abu Muhammad remains a shadowy figure. Little is known about his early life or his current activities. Unlike most al-Qa`ida Central figures, he is based not in northern Pakistan but in Iran, where he was previously imprisoned and now resides under a murky arrangement by which he is apparently allowed a great deal of freedom while still being barred from leaving the country.” Our interview is with General (Ret) Joseph Votel who retired as the Commander of U.S. Central Command earlier this year after leading a 79-member coalition that successfully liberated Iraq and Syria from the Islamic State caliphate. He is now the Class of 1987 Senior Fellow at the Combating Terrorism Center. Michael Horton examines how Somaliland combats al-Shabaab. He writes that “the government has, with limited means, denied al-Shabaab the operational space it requires through the implementation of a virtuous circle that builds on local buy-in and uses HUMINT as a force multiplier.” He notes, however, that the terrorist group is increasingly active along Somaliland’s border with Puntland “where this virtuous circle is under increasing strain.” There has been significant concern about the potential national security threat posed by the significant numbers of Islamist extremists convicted of terrorism-related crimes in Western countries who are due to complete their sentences in the coming years. Using nearly 30 years of data, Christopher Wright finds that “while not zero, the recidivism rate of those involved in jihadi terror plots targeting the United States is much lower than that of common criminals.”

Abstract:: An organization that emerged in the Middle East in recent years with the claim of being a state and it rapidly and surprisingly captured territories in Iraq and Syria, attracting the attention of the whole world. This organization calls itself the “Islamic State” although its movement style and ideological foundations have no connection whatsoever to Islam. And, there is a possibility that it can be an actor like every global project again even though it seems to be out of play in regional developments. Abstract:: The article addresses current questions concerning the Kurdish situation before and after the invasion and expansion of ISIS. It applied the theory of securitisation to study the tangled circumstances and frameworks of Kurdish claims, underlining their attempts at gaining their much-desired independence. This elaboration enables one to recognise the genesis and the local, regional and global context of international actions vis-à-vis Kurdish interests, and the possible supporters and opponents of the Kurdish project of statehood in the Middle East. It portrays also the current perception of Kurdish efforts to establish their own national and legal subjectivity that must be recognised by the majority of state actors in order to meet the indispensable criteria of international law. This article is particularly important in the context of recent developments in the Middle East. First of all, it refers to pressures, as well as openly offensive actions targeting the inter- ests and territories controlled by the Kurds in Turkey during the existence of the so-called Islamic State. Secondly, it reflects on actors’ reactions in the international arena, including the countries of the Middle East, towards the independence referendum in Iraqi Kurdistan, as well as on direct actions aimed at shaping a new geopolitical order after the fall of ISIS (attack by Iraqi troops in Kirkuk or the Turkish army in Afrin).

Abstract:: The Islamic State’s (IS) territorial losses and military defeat in Iraq and Syria have not weakened the militant landscape in Southeast Asia. Rather, the regional threat landscape has become more resilient and competitive, with pro-IS militant groups exhibiting better operational capabilities, knowledge of explosive-making and networking linkages. Moreover, pro-IS groups in the region have found traction by exploiting local issues to spread the terror group’s extremist ideology. Several major challenges have emerged from the recent setback to IS in the Middle East. First is the issue of returning foreign fighters (FTFs) and how to deal with them. Such returnees pose a plethora of legal, political and security challenges to Southeast countries, particularly Malaysia, Indonesia and the Philippines. A second challenge is IS’ efforts to declare new wilayat (provinces) in different parts of the world. While IS has officially declared the East Asia wilayat based in the Philippines, the declaration of new wilayat cannot be ruled out as witnessed in South Asia and Africa. Further, terrorist groups such as IS constantly require increasing financial resources to expand and sustain their operations. In Southeast Asia, IS-linked groups have set up Islamic charities to raise funds and conceal their activities. Against this backdrop, the September issue of the Counter Terrorists Trends and Analyses (CTTA) features four articles looking at different aspects and dimensions of Southeast Asia’s threat landscape in the post-territorial caliphate environment. The first article by V. Arianti and Nur Aziemah Azman argues that the IS fighters in Indonesia may continue to empower their affiliated groups in the country. According to the authors, this is evident by the apparent attempts by Indonesian IS fighters in Syria to create a wilayah (province) in Indonesia by strengthening two Indonesian militant groups, the Mujahidin Indonesia Timur (MIT, Mujahidin of Eastern Indonesia) and Jamaah Ansharud Daulah (JAD, Congregation of Supporters of IS). IS acknowledged Indonesia as part of its East Asia Wilayah (encompassing primarily the Philippines and Indonesia) in July 2018. In the second article, Sylvia Windya Laksmi examines the nexus between charities and terrorism financing, through the case-study of the IS-affiliated Jamaah Ansharut Daulah (JAD) in Indonesia. Given recent reports of convictions around the world of non-profit organisations that misuse their revenues to finance the activities of terrorists, the article details three themes that emerge from JAD’s activities in Indonesia: (i) sham charities set up by the group as a conduit to generate funds to ensure its sustainability; (ii) funds raised for charitable causes funneled into terrorist activities and (iii) social media used to not only recruit members but also raise funds. Given IS’ focus on global expansion in the post-caliphate era, the multi-pronged threat posed by its affiliate networks in Indonesia and surrounding region, of which terrorism financing is a component, will need to be addressed by policymakers and security agencies going forward. The next article by Amalina Abdul Nasir upholds that despite numerous setbacks in Syria, IS is quite determined to stay alive in Malaysia. The pro-IS Malaysian militant groups are exploiting local issues to advance the terror group’s extremist ideology. In this new phase, according to the author, Malaysian IS supporters have acquired better bomb-making capabilities and fostered deeper operational linkages with foreign militants. Moreover, Malaysia is also dealing with the issue of returning fighters. The Malaysian policymakers need to ensure an effective rehabilitation policy in dealing with returning militants and to continue to carefully manage the ethnic and religious climate in Malaysia so as to minimise exploitation of related local issues by pro-IS groups. Finally, Kenneth Yeo discusses the prospects for a consolidation of foreign terrorist fighters (FTFs) in the Southern Philippines following IS‘ territorial losses this year. According to the author, IS’ weakened presence in the Iraq-Syria theatre has positioned the Philippines as an attractive destination for FTFs in Southeast Asia given its status as an alternate conflict theatre within jihadist discourse. The article argues there could be a consolidation of rebel forces in hotspots such as Mindanao, with IS affiliated groups seeking to complement local fighters with FTFs and youth militants to launch attacks and gain territory. With the added impetus of a leadership transition within IS’ networks in the Philippines, comprehensive counter-terrorism measures are needed to address these developments, which also have regional implications.

Abstract:: Current narratives on terrorism and violent extremism by governments, policymakers and law enforcement agencies are largely Islam-centric with an overt focus on the military defeat of terrorist groups. This issue firstly looks into the assumed link between a reduction or elimination of territorial control by terrorist groups and their so-called ‘defeat’. Using the Islamic State (IS) as a study, this issue explicates further on a group’s cross-border/global networks, linkages and ideological spread to assert that the victory-defeat framework against IS is flawed, as its threat has transformed into a network of smaller cells and geographically dispersed cells. Secondly, this issue looks at the rising threat of far-right extremism and terrorism; a phenomenon which has been under-explored, given the Islam-centric nature of terrorism in recent decades. For instance, it has been reported that 71 percent of fatalities linked to terrorism between 2008 and 2017 in the United States were committed by far-right extremists and white supremacists. This issue specifically examines the recent Christchurch terrorist attack in New Zealand by a far-right extremist and possible implications for the Asia Pacific region. In the first article, Abdul Basit discusses the narrative of defeat against IS after US forces eliminated its last physical stronghold in Syria. It is argued that while IS territory shrank considerably, the group is still active with its ideological appeal attracting smaller networks and cells globally. The author states that IS has managed to remain relevant and active despite losing its physical sanctuaries due to three reasons: (i) revising the ideological narrative; (ii) organisational restructuring; and (iii) forming new networks. This is likely to have far-reaching implications on the global threat landscape that will witness a rise in low-end urban terrorism, more competition from rival groups and reactionary violence from right-wing extremists. Next, Amresh Gunasingham studies the recent attacks in Sri Lanka on Easter Sunday that heightened post-war ethnic tensions and brought forth civil war traumas amidst an ongoing political crisis. The article examines the possibility of a communication gap among security agencies that prevented early detection of one of the deadliest terrorist attacks in the country’s history. It further details the motivations for the attack as: (i) the Wahhabi factor; (ii) anti-Muslim violence furthering radicalization; and (iii) the possible links to IS. Possible implications and responses to the attack include a rise in anti-Muslim sentiments and violence with tightened security measures imposed by the state. In order to ensure long-term stability, the state needs measures to promote ethnic and religious harmony with strong counter-terrorism legislation. Iftekharul Bashar details the threat landscape in Western Myanmar, focusing on (i) Arakan Rohingya Salvation Army (ARSA), an ethno-nationalist group and (ii) IS and Al-Qaeda (AQ), both Islamist terrorist groups. The article argues that the threat brought on by ethnic violence and Islamist terrorism is facilitated by grievances of the local Rohingya Muslims and motivations for revenge and active presence of IS and AQ networks in the South and Southeast Asia region. The exploitation of the local refugee crisis by IS and AQ coupled with ARSA’s resilience requires comprehensive responses that centre on communal harmony in addition to hard-power measures. Lastly, Jade Hutchinson discusses the far-right terrorist threat, specifically in light of the Christchurch shooting at two mosques in New Zealand in March 2019 where 51 people were killed. The article focuses on the attack, the attacker, his links to other far-right extremist groups and the key role the Internet and social media played in facilitating the attack. This incident in New Zealand signals the possibility of further copycat attacks in Australia and other countries, further recruitment towards far-right extremism online and the need to devise policies to effectively counter far-right extremism in the online space.

Abstract:: The Islamic State’s (IS) territorial defeat reflects a shift in the epicentre of violence from Iraq and Syria to the peripheries (countries with an active presence of IS cells or other insurgent and terrorist threats). In the study of terrorism and insurgency, age-old threats can persist while new threats are always emerging, either due to policy shifts that give rise to new opportunities for insurgents to exploit, or due to changes in the political climate of societies. As such, the May issue deals with three key thematic challenges in a post-IS threat landscape. First, it looks at returning foreign terrorist fighters (FTFs), who after IS’ territorial defeat have either traveled to or attempted to return to their home countries. According to the United Nations (UN) more than 40,000 FTFs from 110 countries had traveled to Iraq and Syria to join IS. The return of segments of the FTFs indicates escalation of threats in their home countries as they come armed with operational skills and could possibly regroup, establish local cells and engage in violence. In this case, a high number of FTFs travelled to Iraq and Syria from Tunisia despite the country’s peaceful transition towards a participatory democracy, in the aftermath of the 2011 Arab uprisings. Second, in order to deal with the shifting threat landscape, it is necessary to develop new and strengthen existing de-radicalisation programmes. De-radicalisation is a smaller part of broader counter-terrorism and counter-radicalisation efforts that focus on terrorists or returning FTFs in custody. Effective de-radicalisation programmes will provide detainees with opportunities to reintegrate back into the society by rejecting violence and promoting peaceful coexistence. This issue critically evaluates de-radicalisation as a concept and specific programmes in Yemen, Pakistan, Indonesia and Saudi Arabia, while extoling the need for holistic approaches for effective outcomes. Lastly, beyond the Islamist extremist threat emanating from IS and other affiliated or local groups, other non-Islamist threats continue to persist. This includes far-right extremists gaining traction and engaging in violence in parts of United States, Europe, Australia and New Zealand. In addition, ethno-separatist groups (Baloch Liberation Army in Pakistan) and communist groups (The New People’s Army in Philippines and the Naxalites in India) also have a strong support structure and operational presence. According to the Global Terrorism Index, the Communist Party of India (Maoist) or Naxalites killed 205 people in 190 different incidents across 2018. This issue specifically delves into the Naxalite insurgency in India, which has evolved from a mass-mobilisation movement to a militant insurgency over the last few decades. The article advocates for institutional reforms to address various grievances to reduce the agency to violence. In the first article, Natasha Quek and Syed Huzaifah Bin Othman Alkaff explore the causal factors behind Tunisia contributing one of the highest numbers of FTFs in theatres of conflict in the Middle East and beyond. The authors contend that the proliferation of Tunisian FTFs and surge in jihadist-linked violence domestically in recent years, poses a threat to long term stability, and could also fuel conflict in the wider region. Tunisia’s strong history of secularism provides an advantage, as the government can rely on a robust civil society rather than adopt a purely security-based approach. However, additional policy responses are needed to curtail jihadist activities and safeguard the country’s democratic achievements. Md. Didarul Islam then assesses various definitional aspects and theoretical models of de-radicalisation programmes. The author further provides observations on the gains, limitations and local context of de-radicalisation programmes, gleaned from four country case studies, which suggest that effective de-radicalisation of individuals necessitates a holistic approach focused on three key areas: (i) re-education or ideological interventions; (ii) vocational training or financial support; (iii) and a viable reintegration environment. Isolated approaches towards de-radicalisation that discount these variables are likely to only bring short-term success and a higher likelihood of recidivism. Lastly, Naman Rawat then examines different factors and underlying causes which have sustained the Naxalite insurgency in India for over fifty years. The author argues that since the 1960s, the lack of legitimate political institutions as well as corrupt practices of the government and bureaucracy have contributed to the Naxalites’ socio-political alienation in India. Additionally, the ineffective implementation of land reform laws, which prohibit acquisition of the tribal lands by non-Adivasis, has pushed the more extreme sections of tribal and peasant people to revolt against the government. Though the insurgency has been weakened in recent years, it is far from over.

Abstract:: The landscape of Islamist terrorism is diverse, multifaceted and fractious, simultaneously characterised by inter and intra-group rivalries and various forms of cooperation at the operational, tactical and strategic levels. It cuts across geographical, gender and ideological lines/boundaries. More importantly, it evolves at a very rapid pace resulting in fluid security and conflict environments in different geographical locales. For instance, there are local groups like Nigerian Boko Haram that are trying to globalise their jihadist agenda through affiliations with the Islamic State (IS). However, this cooperation is not entirely collegial and is marked by friction and a trust deficit on both ends. In contrast, Al-Qaeda’s (AQ) South Asian affiliate, Al-Qaeda in the Indian Subcontinent (AQIS), despite its regional character is localising its recruitment and operational strategies to avoid visibility from media and security agencies. AQIS is abstaining from violence while Boko Haram is engaging in violence to gain public attention. At the same time, the evolution of the terrorist landscape in Indonesia and Malaysia from Jemaah Islamiyah (JI) and AQ-dominated to IS-led and inspired, has affected the recruitment and participation of women. The growing involvement of female militants in diverse roles gives rise to further security threats. In this issue, the first article by Mustapha Kulungu examines the genesis of Boko Haram in Nigeria as a local movement representing grievances of Muslims to its transformation as an operationally strong terrorist group. The author writes that the growing links over the last few years between IS and Boko Haram have added to the lethality and brutality of the latter, which has relied on narratives of Muslim victimhood in Nigeria to expand its footprint outside the country. The article analyses Boko Haram’s organisational structure, operational strategies, sources of funding and ideological ambitions. While it is argued that Boko Haram’s growing capabilities will undermine the US’ interests in Africa, enhancing US-Nigerian security cooperation may act as a counter Boko Haram’s threat. The second article by Shafi Mostofa discusses AQIS’ online and offline propaganda operations in Bangladesh and the various political and ideological narratives the group has used to grow further. Along with issuing several online videos and pamphlets, AQIS publishes two Bengali language magazines: Al-Balagh and Azan. In these publications, AQIS has frequently invoked four themes to justify its activities in Bangladesh. These four themes are: Indian hegemonic ambitions in South Asia, Muslim persecution, religious credentials of the head of a Muslim state and Islamic values. The author argues that AQIS is targeting affluent Bangladeshi youth for recruitment. AQIS’ continued online propaganda is likely to have negative security implications. As such, the author recommends adoption of long-term kinetic and non-kinetic counter-terrorism and counter-extremism strategies to neutralise AQIS. The last article by Amalina Abdul Nasir observes how women’s roles in terrorism have evolved in Indonesia and Malaysia from JI to an IS-dominated threat landscape. Overall, the roles of women have become more diverse due to IS’ physical inroads in the region, particularly in light of online recruitment through the open and close media platforms. The author discusses the evolution of women’s roles from wives and mothers to suicide bombers and combatants as recently witnessed in Indonesia and Malaysia. This development will need to be addressed by counter-terrorism agencies so as to mitigate its impact on the security threat landscape. It also requires an examination of the current perception of women in terrorist groups, and developing policies that factor in the gender-inclusive nature of the terrorist landscape in parts of Southeast Asia.

Abstract:: The January issue focuses on an overview of the terrorist and violent extremist threats in key countries and conflict zones in the Asia-Pacific throughout 2018. The articles discuss the regional terrorism threat and responses in Southeast Asia, South Asia, Central Asia, China and the Middle East. Thematically, the articles also analyse online extremism and the counter-ideology dimensions of terrorism and violent extremism in 2019. The lead article argues that global terrorist and extremist threat is likely to persist in 2019 as the Islamic State (IS) is going through a phase of readaptation and decentralisation. The group has established clandestine and underground structures to survive in Iraq and Syria. Its ideology is still intact and continues to be propagated in the cyber space. In the provinces, groups, networks and cells which have pledged allegiance to IS leader Abu Bakr al Baghdadi are radicalising Muslims and conducting attacks. Harnessing both the physical and virtual space, IS continues to present an enduring threat worldwide. Although the apex of IS leadership and many of the directing figures are on the run and might be eliminated in 2019, the penultimate leadership enabling the fight and supporting the infrastructure will continue to operate in the shadows as they become agile and more cunning. The IS and Al-Qaeda (AQ)-centric threats are likely to remain given the lack of an effective global counter terrorism plan and strategy, the continuation of superpower and geopolitical rivalry, and the failure to resolve the underlying causes of extremism and terrorism.

93. Global Terrorism Index 2019: Measuring the impact of terrorism

Abstract:: The GTI report is produced by the Institute for Economics & Peace (IEP) using data from the Global Terrorism Database (GTD) and other sources. Data for the GTD is collected and collated by the National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland. The GTD contains over 170,000 terrorist incidents for the period 1970 to 2017. Deaths from terrorism fell for the fourth consecutive year, after peaking in 2014. The decline in deaths corresponds with the military successes against ISIL and Boko Haram, with the total number of deaths falling by 15.2 per cent between 2017 and 2018 to 15,952. The largest fall occurred in Iraq, which recorded 3,217 fewer deaths from terrorism in 2018, a 75 per cent decrease from the prior year. For the first time since 2003, Iraq is no longer the country most impacted by terrorism.

Abstract:: Criminal justice response to terrorism and to the support for terrorism is still a hot topic in Turkey due to ongoing American military support for the PYD, which is Syrian wing of the internationally designated terrorist organization PKK whose indiscriminate attacks in Turkey has claimed lives of thousands of civilians. This article first discusses, in light of recent developments, whether exclusion of a separate crime of terrorism from the Rome Statute of the International Criminal Court can be a valid argument against Turkey’s accession to it. After discovering some of the possible contributions of Turkey’s Rome Statute accession to its decades-long struggle against terrorism, this study concludes that Turkey’s all other concerns regarding the accession should be periodically reevaluated.

Abstract:: Over the last 20 years, research in the area of terrorism studies has expanded enormously in many directions, including studies focusing on terrorist events as well as on individual behavior and the behavior and characteristics of organizations. One of the topics that has been of great interest to researchers of terrorist organizations is the nature, impact, and cause of terrorist organizational alliances. From Marc Sageman’s groundbreaking book Understanding Terror Networks and a growing body of articles and books, researchers are trying to understand the impact of such connections on terrorist organizations. There is still a lot of research, though, that needs to be done in this area. For example, Sageman’s book focuses more on internal connections and especially on jihadist organizations. Much of the other literature focuses on organizations allying in the same milieu. In Why Terrorist Groups Form International Alliances, Tricia Bacon expands on this perspective by exploring why terrorist organizations would form connections beyond their domestic competition and make the effort to ally with other groups internationally. This is an interesting and important effort in the literature on terrorist alliances given the regular focus on like organizations making alliances with like. The book is well laid out and explains its argument and the supporting evidence in a clear and useful manner.

96. Breaking the Cycle: Iraq following the military defeat of Islamic State

Abstract:: Despite the Iraqi Security Forces’ success in the military defeat of Islamic State (IS) and reconquering of territory seized by IS in 2014, the Iraqi state faces substantial challenges. These challenges have been exacerbated by IS, but did not emerge with IS and will therefore also not disappear with the defeat of IS. This DIIS Report underlines the fragmentation and policization of the security sector as a concern. Although the continued threat from IS has a destabilizing impact on the Iraqi state, the report especially points to the role of the Popular Mobilization Forces (PMF: an umbrella term for more than 50 armed groups that mobilized against IS in 2014), the sustained focus on identity politics and the pressure on the Iraqi state as key issues for the rebuilding and stabilization of Iraq. The presence of PMFs in Iraq is a challenge to the Iraqi state’s monopoly of violence and the PMFs continue to commit violations with impunity. Moreover, the PMFs (Popular Mobilization Forces) are capitalizing on their role in the defeat of Islamic State to increase their political role. Finally, despite the recent movement towards issue-based politics, identity remains a vital element in Iraqi politics, as seen in the continued practice of power-sharing between Kurds, Shias, and Sunnis. This combined with the Iraqi population’s general lack of trust in the political system challenges reconstruction. Nonetheless, the report asserts that there is a window of opportunity for Iraq, that should be seized by the Iraqi elite and the international community to engage in the difficult process of reconstruction and reconciliation. The report provides a brief overview of some of the main challenges facing Iraq that must be dealt with if Iraq is to break the cycle of violence that has haunted the country for decades.

Abstract:: The broad definition of the term ‘foreign fighter’ causes operational problems for risk assessments. It is therefore important for security officials to identify significant variations by classifying actors into major categories. RECOMMENDATIONS ■When assessing the risk of continued security threats from foreign fighters, it is crucial to distinguish strategically between foreign fighters who join local rebel groups and those who join globalist groups. ■Ways should be provided for foreign fighters who have joined local rebel groups to ‘opt out’ and return home after the end of fighting in order to discourage them from becoming globalist foreign fighters and to stem potential flows of foreign fighters to new theatres of conflict.

Abstract:: Idlib has been the delayed battle in the Syrian conflict throughout its various stages, but this seems to be coming to an end, as many indicators reveal. For example, Russia, for the time being, is keen to resolve Idlib’s issue which would reinforce the specter of military intervention. The 10 points-agreement has not achieved its purpose for five months, given the terrorist organizations’ control over the area, in particular al-Nusra Front. This happens amid lack of actions from the Turkish side, which has threatened, more than once, to deter those who jeopardize the agreement, which compelled it to agree, ostensibly, with the other parties on launching a military offensive in Idlib. Despite the challenges and consequences of this option, it is the scenario that looms large over the Syrian scene at present.

Abstract:: Tens of thousands of foreign men, women and children affiliated with ISIS are detained in northeast Syria. The camps where they are held pose a formidable security and humanitarian challenge to the region. Western governments should, at minimum, accelerate the repatriation of women and children. What’s new? Alongside the thousands of foreign fighters detained in north east Syria are thousands of non-Syrian children and women. Western governments have for months publicly wrestled with political and policy qualms about repatriating their nationals. Turkey’s incursion into Syria highlights that the window for repatriation or transfer could close suddenly. Why does it matter? The long-term detention of these men, women and children in north east Syria has always been deeply problematic for security and humanitarian reasons. The Turkish incursion and shifting balance of power in the region makes the security of the camps where they are held more precarious. What should be done? As a first step toward addressing this challenge, Western governments should accelerate repatriation of their national children and women. They should recognise the diversity of women’s backgrounds and repatriate those who are unthreatening. They should also pour substantial diplomatic and financial resources into developing responsible options for the remaining population.

100. Does Hezbollah Want a War with Israel Now?

Abstract:: Voices in the Arab media have recently suggested that war between Israel and Hezbollah may erupt this coming summer. This debate began even before the rise in tension between the United States and Iran in the Gulf, which once again brought to the fore the possibility of Iran using Hezbollah as a proxy against Israel. In recent speeches, however, Hezbollah Secretary General Hassan Nasrallah acted quickly to calm the waters, while delivering messages designed to deter Israel from taking measures against Hezbollah. Nasrallah asserted that Hezbollah was capable of striking strategic sites on the Israeli home front and conquering parts of the Galilee. These statements indicate that as far as Hezbollah is concerned, the current circumstances are not convenient for a conflict with Israel, due to Hezbollah's continuing involvement in the war in Syria and a wish to avoid undermining Hezbollah's recent achievements in the Lebanese political system. Also important is Hezbollah's deepening economic plight, resulting in part from American sanctions against the organization and its patron, Iran, although these economic difficulties have not yet affected Hezbollah's continued investment in its military buildup and deployment for a future war with Israel. Nevertheless, even if Hezbollah has no interest in a large scale conflict with Israel at this time, escalation as a result of particular measures by Israel in Lebanon and the organization's response, or from Hezbollah's own actions against Israel aimed at serving Iranian interests, cannot be ruled out. Israel must therefore prepare in advance for the possibility of a military campaign in the north.
