Almost from the beginning of the occupation of Iraq, coalition forces have faced "resistance" -- armed action against coalition forces, equipment, or facilities. Resistance is to be distinguished from violence by Iraqis against other Iraqis and from "opposition" -- that is, anticoalition statements, demonstrations, or the organization of political activity -- which appears to be more characteristic of the Shi'i.

In almost all of his speeches, Hizballah secretary-general Hassan Nasrallah has spoken about the pride that his organization brought to Arabs by forcing Israel to withdraw from Lebanon in May 2000. Now, however, the coalition forces have trampled on this pride: the Iraqi regime collapsed, and Baghdad fell without offering much resistance. Speaking on April 24, Nasrallah warned that "the most dangerous challenge now facing Arabs is the sense of hopelessness and stupor that has followed in the wake of Iraqi occupation." Indeed, on a variety of fronts, Hizballah is suddenly facing a new regional landscape that is inimical to its interests.

The end of Saddam Husayn's regime offers several key benefits with regard to U.S. interests. World oil supplies will increase as Iraq -- which has not been a major oil exporter since the beginning of the 1980-1988 war with Iran -- raises its oil production capacity to its full potential, which may amount to 5-6 million barrels per day. Cheap oil will boost the global economy, reduce Arab control of the oil market, and allow the United States to become less dependent on Saudi Arabia and better positioned to demand reforms from Middle Eastern regimes. In addition, postwar Iraq will no longer pose a weapons-of-mass-destruction threat to the region. The end of Saddam's regime will also reduce Russian and French influence in the region.

This potential is rooted in both historical factors (e.g., Iraq's political culture; Iraqi distrust of the United States; enduring images of colonialism) and immediate circumstances (e.g., the collapse of Saddam Husayn's regime and the attendant destruction of governing systems and infrastructure; the legacy of regime crimes). This Thursday, the Organization of the Petroleum Exporting Countries (OPEC) -- the oil producers' cartel of which Iraq is a founding member -- meets in Vienna to discuss production cuts intended to maintain the current, relatively high price of oil. The United States is not expected to send a representative for Iraq, although one or more among the plethora of political groups in the liberated country may send a would-be representative, unlikely to be seated. While ignoring the meeting, Washington still needs to make clear how it will reconstruct the Iraqi oil industry and utilize the nation's huge oil reserves, second in size only to those of Saudi Arabia.

President George W. Bush declared that Iraq would be disarmed -- peacefully if possible, through force if necessary. While resort to arms was surely not the preferred option, Saddam Husayn's determination to preserve his weapons of mass destruction (WMD) ensured that the United States and its allies would be left with no choice but to act militarily. The path to war has not been precipitous. Abstract:
Although military operations have passed the "tipping point" in Iraq, U.S. Central Command spokesmen continue to stress that their primary focus remains the completion of high-intensity operations against remaining pockets of resistance. Moreover, in contrast to previous statements that advocated allowing looting to burn itself out, recent statements suggest that the coalition will quickly reconstitute the Iraqi police force, actively preventing looting and imposing curfews on its own in the meantime. These are positive steps because accomplishing the mission -- that is, neutralizing or apprehending leadership elements, uncovering weapons of mass destruction (WMD), and facilitating the humanitarian and economic recovery of Iraq -- depends on closer engagement with the civilian population and robust policing activity. The coalition cannot afford to choose between fighting the high-intensity war or engaging in low-intensity civil affairs; both endeavors must be undertaken simultaneously, which will be a strain on both the limited numbers of coalition forces and relations with Iraqi civilians.

Iran is facing its most acute crisis since the 1979 revolution. Over the past six years, political institutions have played a key role in opening the path to reform. Yet, the success of President Muhammad Khatami's efforts to involve the Iranian people in electoral processes and political institutions has led to a conservative backlash. A coalition of hardliners has been successfully implementing a strategy for retaining power, namely, fostering popular apathy by controlling public discourse, imprisoning reformers, and negating the deliberations of elected institutions. This strategy reached its apex during local and council elections in February in which only 30 percent of eligible voters went to the polls.

Ansar al-Islam, an al-Qaeda affiliate in northern Iraq, was rocked by U.S. missile and air strikes over the weekend, concluding an eight-day campaign against the organization. The Patriotic Union of Kurdistan (PUK) stated that, with help from more than 100 U.S. Special Forces operatives, they have "completely overrun" Ansar's stronghold. The PUK reportedly killed twenty-four Ansar fighters on Monday alone. Yet, the group may not have been defeated completely. Although its enclave was literally flattened, Ansar al-Islam is threatening new attacks, and will likely live to fight another day.

As the coalition prepares for the decisive phase of the war against Saddam Husayn's regime, it is crucial that combat operations set the conditions for achieving U.S. war aims and -- just as important -- winning the peace afterward. The principal war aims are: 1) eliminating Iraq's weapons of mass destruction (WMD); 2) achieving regime change; and 3) setting the conditions for the emergence of a stable, broad-based post-Saddam government. With Saudi Arabian, Turkish, and Jordanian host-nation restrictions limiting coalition ground and air operations, the United States has begun to develop a range of Iraqi airfields as forward operating bases for combat aircraft. This is ironic considering that successive U.S. governments spent billions of dollars to develop an unparalleled basing environment to support U.S. power projection in the Gulf. Recent decisions by Saudi Arabia and Turkey -- key U.S. allies -- have arguably prevented Washington from waging a shorter and less costly war in terms of both blood and treasure. Yet, the United States has benefited greatly from its policy of diversifying basing assets in the smaller Gulf Cooperation Council (GCC) states, recognizing that Kuwait, Qatar, and Oman are dependable allies and that Iraq may one day replace Saudi Arabia as a key airbase provider.

With the northern front in Iraq being officially launched today, coalition forces may soon move toward the city of Kirkuk, which they began bombing on March 21. Kirkuk, claimed by Kurds as the prospective capital of a Kurdish region in postwar Iraq, is the bastion of the Turkmens, a Turkish-speaking community that shares close historical, social, and cultural ties with the Anatolian Turks in neighboring Turkey. Their fortunes will be closely scrutinized in Turkey during and after Operation Iraqi Freedom. If Turks feel that the Turkmen community is being discriminated against or threatened, they could force Ankara to take action, perhaps undermining what remains of U.S.-Turkish cooperation in Iraq.

Over the past two days, U.S. forces have battled elements of the four Republican Guard (RG) divisions that form the outer ring of Baghdad's defenses, initiating what may be the decisive phase of the coalition's invasion of Iraq. The possibility of urban combat in Baghdad is a daunting one, entailing risks not only for coalition forces, but for the Iraqi regime as well. Although the battle for Baghdad is likely to be the decisive phase of the current campaign, it is unlikely to be the final stage of this conflict. Rather, it will mark the transition to a new phase of what is likely to become a protracted struggle, one that could last as long as U.S. troops remain in Iraq.

Coalition ground forces entered Iraq on the first day of Operation Iraqi Freedom, in contrast to Operation Desert Storm in 1991, when the ground assault followed forty-three days of air strikes involving an average of 2,500 sorties per day. This difference was due in large part to the fact that much of the work of preparing the battlefield had been completed well before the current operation began. Specifically, coalition air forces have long engaged in large-scale activities in Iraq's no-fly and no-augmentation zones, flying as many as 1,000 sorties per day -- substantially more than the 700 sorties flown during the first day of Operation Iraqi Freedom.

Several smaller demonstrations were also reported in Lebanon, Jordan, and the Gaza Strip. Today, more protests occurred in Cairo, Jerusalem, Beirut, Damascus, Amman, and Manama. In Yemen, a shootout was reported between police and antiwar protesters marching on the U.S. embassy in Sanaa. A coup against Saddam would in fact be a highly complex event with uncertain benefits for the coalition. Whether or not such an action were to begin before or after the onset of war, specific requirements would have to be met and serious obstacles overcome in order to achieve a successful end result. The history of failed coups against Saddam suggests just how uncertain the prospects would be for such a result.

Last week the Bush administration decided to reject the recommendation of an independent federal agency to designate Saudi Arabia as a "country of particular concern" under the 1998 International Religious Freedom Act. The U.S. Commission on International Religious Freedom had heard evidence that the Saudi religious police raided the homes of foreign workers who practiced Christianity and held them in squalid, overcrowded prisons. Washington's dilemma lies in dealing with such evidence without upsetting Riyadh at a time when the United States is trying to secure optimal Saudi cooperation on military action against Iraq. The administration's reluctance is at odds with President George W. Bush's National Security Strategy announced in September 2002, which defined "a single, sustainable model for national success [in the world]: freedom, democracy, and free enterprise." It also obscures an opportunity to bolster emerging trends in Saudi Arabia that hint at potential political change.

During Operation Desert Storm, U.S. forces captured several million Iraqi military documents. Among these was one titled "The Operational Use of Weapons of Mass Destruction; Volume 2; Part 2; Foundations for the Use of Nuclear Weapons in War." The manual was published in July 1988 by the Ministry of Defense and bears the approving signature of then-chief of staff Lt. Gen. Nizar al-Khazraji. As such, it represents official Iraqi thinking on the topic, providing the most detailed description of how Baghdad might use nuclear weapons if it were to acquire them. The existence of the manual indicates that the Iraqi military was thinking ahead to a time when Iraq would have nuclear weapons, and that it was preparing to integrate such weapons into its arsenal and its overall military doctrine

On February 28, 2003, elections were held across Iran for positions on city and village councils, local political bodies that were revived in 1999. Whereas the 1999 council elections resulted in impressive gains by reformers, last Friday's electoral results demonstrated the resurgence of the right wing. Capitalizing on low voter turnout and mass alienation from the political process, the conservatives swept elections in nearly all major Iranian cities. Indeed, the elections marked the lowest turnout in twenty-four years and the first time that the reform movement has been defeated at the polls since its emergence in the mid-1990s. Beyond the issue of largely symbolic local councils, the elections reflect the changing dynamics of Iran's political landscape.

In a dramatic session yesterday, the Turkish parliament convened to consider a motion sent by the Justice and Development Party (AKP) government, which had requested that a large U.S. force be permitted to use Turkish soil as a staging ground for a possible campaign in Iraq. The legislature refused to authorize the motion, however, blocking the creation of a northern front in the looming war. Of the 533 deputies in session, 264 voted for the motion, 250 voted against it, and 19 abstained, bringing the motion only three votes shy of the majority required by the constitution. AKP assurances that only 30 to 40 of its delegates would object to the motion crashed to a halt over the course of the session, with 99 of the party's deputies voting nay. Although the democratic will of the Turkish parliament should be respected, the fact remains that the AKP government failed to pass its agenda through the legislature. Some analysts argue that this spells trouble for both Turkey and AKP, with others speculating that U.S.-Turkish relations are now at a historical threshold.

Senior defense officials have been addressing such issues frequently, and the White House held a press briefing yesterday on "Humanitarian Reconstruction" in Iraq. A dispute is rapidly growing between UN inspectors and Baghdad concerning Iraq's stockpile of al-Samoud missiles. The UN is expected to order the destruction of these missiles today. On January 27, Hans Blix, director of the UN Monitoring, Verification, and Inspection Commission (UNMOVIC), delivered a straightforward report to the Security Council regarding Iraqi compliance with arms resolutions. Twelve years after taking up the obligation to disarm under UN Security Council Resolution (UNSCR) 687, Baghdad still does not genuinely believe that it needs to disarm. Hence, asserting that inspections will work if given time is rather naive. Many in Europe have made this very argument, claiming that the Blix report is just the beginning of a long-term process. Yet, the mission of the inspectors under UNSCR 1441 (passed in November 2002) is to confirm that Iraq has made the decision to disarm and to verify that disarmament has in fact taken place; the Blix report shows that neither of these criteria has been met.

This week, hundreds of U.S. soldiers will participate in Juniper Cobra, a joint exercise with the Israel Defense Forces (IDF) to test the interoperability of U.S. Patriot and Israeli Arrow antiballistic missile systems. Such bilateral cooperation, coupled with reports that the Bush administration is considering providing Israel an additional $4 billion in military assistance, suggests that Washington is relying mainly on carrots to discourage an Israeli military response in the event of an Iraqi attack. These moves may explain Prime Minister Ariel Sharon's recent declaration, "We never had such cooperation in everything as we have with the current administration." Yet, precisely what form would this "cooperation" take if Iraq used weapons of mass destruction against Israel or otherwise inflicted mass casualties? Would Washington attempt to shape Israel's retaliatory options as it did during Operation Desert Storm?

Dilemmas for U.S. Middle East policy will arise in the immediate post-Saddam aftermath. Foremost will be America's preoccupation with stabilizing Iraq and transforming its new government into a democracy. Vague at present is whether U.S.-led forces will focus on existing institutions (e.g., the Iraqi military) or build new ones to achieve these goals. Such decisions will affect the degree and nature of Iraq's transformation, and the new regime's composition could be significantly different if the United States were to depend on a reformed Iraqi military to promote stability. Moreover, Iraqi transformation corresponds directly to a region-wide transformation, because increased efforts to transform Iraq with a broad-based, representative government will send signals of political reform to Iraq's neighbors. U.S. policy must stand ready to assist other Middle Eastern regimes in their transition to more responsible governments that offer their people hope and the prospect for change.

In 1996, an off-duty police officer working as a security guard at a cigarette wholesaler in North Carolina noticed young men entering the building with grocery bags full of cash. The men would queue up in the cashier's line with 299 cartons of cigarettes each, while one of them stood at the register and paid cash as the others came through. Next, they would load the cigarettes into minivans and head toward Michigan. At the time, it was against the law to transport more than 300 cartons of cigarettes into another state unless they were marked with the tax stamp of that state. Yet, the smugglers in question took advantage of the fact that neither North Carolina nor Michigan stamped cigarettes to show tax paid. Given the large disparity between North Carolina's cigarette tax (50 cents per carton) and Michigan's ($7.50 per carton), each minivan load had the potential to generate $13,000 worth of profit; indeed, at the height of the operation, three to four minivans were running to Michigan each week.

Ansar al-Islam, an al-Qaeda affiliate active in Iraqi Kurdistan since September 2001, is a prototype of America's enemies in the "war on terror." The group serves as a testament to the global spread of al-Qaeda affiliates, achieved through exploitation of weak central authorities and a utilitarian willingness to work with seemingly differing ideologies for a common cause. Lengthy reports on Ansar have appeared in the New York Times, Washington Post, and Los Angeles Times, and Kurdish leaders have given Washington a plethora of intelligence on the group. Nevertheless, Ansar has yet to appear on official U.S. terrorism lists. Meanwhile, political complexities would make military action against the group difficult, at best. Hence, this small force of 650 fighters is a textbook example of the ongoing challenges posed by the war on terror.

Strangely, some in Canada are having second thoughts about this measure, likely under the assumption that Hizballah is not a terrorist group but a social and political organization engaged in armed struggle against Israel. At least five terrorist suspects who entered the United States illegally from Canada during the Christmas holidays are now the subjects of an international manhunt. The suspects' international travel was apparently facilitated by Pakistani criminal elements engaged in the production of false documents, including forged visas and passports. The nexus between criminal and terrorist activity is not new. Indeed, international terrorism is facilitated and financed by an array of states, groups, fronts, individuals, businesses, banks, criminal enterprises, and nominally humanitarian organizations. Since the attacks of September 11, experts and decisionmakers have focused much attention on charitable and humanitarian organizations, as well as official and unofficial banking systems in the network of terrorist financing. The political economy of terrorism, however, relies just as heavily on legitimate businesses and, increasingly, criminal activity.

As is the case with North Korea, experts differ over the seriousness of the Iranian threat. Most experts believe that Iran continues to pursue the development of long-range missiles, and of nuclear and biological warheads. Much will depend heavily on whether President Khatami and the more moderate elements in Iran's leadership can consolidate power and rein in Iran's hardline extremists, as well as on Iran's perception of the threat the US poses once it is ready to deploy and the cost of that deployment. This creates an extremely uncertain political climate.

1074. If We Fight Iraq: Iraq and The Conventional Military Balance

Despite the Gulf War, and the loss of some 40% of its army and air force order of battle, Iraq remains the most effective military power in the Gulf. It still has an army of around 375,000 men, and an inventory of some 2,200 main battle tanks, 3,700 other armored vehicles, and 2,400 major artillery weapons. It also has over 300 combat aircraft with potential operational status. At the same time, Iraq has lacked the funds, spare parts, and production capabilities to sustain the quality of its consolidated forces. Iraq has not been able to restructure its overall force structure to compensate as effectively as possible for its prior dependence on an average of $3 billion a year in arms deliveries. It has not been able to recapitalize any aspect of its force structure, and about two-thirds of its remaining inventory of armor and aircraft is obsolescent by Western standards. Iraq has not been able to fund and/or import any major new conventional warfare technology to react to the lessons of the Gulf War, or to produce any major equipment -- with the possible exception of limited numbers of Magic “dogfight” air-to-air missiles. In contrast, Saudi Arabia has taken delivery on over $66 billion worth of new arms since 1991, Kuwait has received $7.6 billion, Iran $4.3 billion, Bahrain $700 million, Oman $1.4 billion, Qatar $1.7 billion, and the UAE $7.9 billion, Equally important, the US has made major upgrades in virtually every aspect of its fighter avionics, attack munitions, cruise missile capabilities, and intelligence, reconnaissance, and targeting capabilities. Iraq's inability to recapitalize and modernize its forces means that much of its large order of battle is no obsolescent or obsolete, has uncertain combat readiness, and will be difficult to sustain in combat. It also raises serious questions about the ability of its forces to conduct long-range movements or maneuvers and then sustain coherent operations. Iraq has demonstrated that it can still carry out significant ground force exercises and fly relatively high sortie rates. It has not, however, demonstrated training patterns that show its army has consistent levels of training, can make effective use of combined arms above the level of some individual brigades, or has much capability for joint land-air operations. It has not demonstrated that it can use surface-to-air missiles in a well-organized way as a maneuvering force to cover its deployed land forces. Iran remains a major threat to Iraq. Iran lost 40-60% of its major land force equipment during the climactic battles of the Iran-Iraq War in 1988. It has, however, largely recovered from its defeat by Iraq and now has comparatively large forces. Iran now has an army of around 450,000 men – including roughly 125,000 Revolutionary Guards, and an inventory of some 1,600 main battle tanks, 1,500 other armored vehicles, and 3,200 major artillery weapons. It also has over 280 combat aircraft with potential operational status. Iran has been able to make major improvements in its ability to threaten maritime traffic through the Gulf, and to conduct unconventional warfare. Iran has also begun to acquire modern Soviet combat aircraft and has significant numbers of the export version of the T-72 and BMP. Iran has not, however, been able to offset the obsolescence and wear of its overall inventory of armor, ships, and aircraft. Iran has not been able to modernize key aspects of its military capabilities such as airborne sensors and C4I/BM, electronic warfare, land-based air defense integration, beyond-visual-range air-to-air combat, night warfare capabilities, stand-off attack capability, armored sensors and fire control systems, artillery mobility and battle management, combat ship systems integration, etc. In contrast, no Southern Gulf state has built up significant ground forces since the Gulf War, and only Saudi Arabia has built up a significant air force. Only two Southern Gulf forces – those of Saudi Arabia and Kuwait – have a significant defense capability against Iraq. Saudi Arabia has made real progress in improving its 75,000 man National Guard. Its army, however, lacks effective leadership, training, and organization. It now has an army of around 75,000 men –, and an inventory of some 1,055 main battle tanks, 4,800 other armored vehicles, and 500 major artillery weapons. It also has around 350 combat aircraft with potential operational status. The army has made little overall progress in training since the Gulf War, can probably only fight about half of its equipment holdings in the Iraqi border area (and it would take 4-6 weeks to deploy and prepare this strength), and has declined in combined arms capability since the Gulf War. It has little capability for joint land-air operations. Its individual pilots and aircraft have experienced a growing readiness crisis since the mid-1990s. It has lacked cohesive leadership as a fighting force since that time and cannot fight as a coherent force without US support and battle management.. Kuwait now has an army of only around 11,000 men, and an active inventory of some 293 main battle tanks, 466 other armored vehicles, and 17 major artillery weapons. Only its 218 M-1A2s are really operational and only a portion of these are in combat effective forces. It has only 82 combat aircraft and 20 armed helicopters with potential operational status, and only 40 are modern F-18s. It is making progress in training, but has not shown it can make effective use of combined arms above the battalion level, and has little capability for joint land-air operations. Its individual pilots and aircraft have moderate readiness, but cannot fight as a coherent force without US support and battle management. There has been little progress in standardization and interoperability; advances in some areas like ammunition have been offset by the failure to integrate increasingly advanced weapons systems. Showpiece exercises and purchases disguise an essentially static approach to force improvement which is heavily weapons oriented, and usually shows little real-world appreciation of the lessons of the Gulf War, the “revolution in military affairs,” and the need for sustainability. Current arms deliveries are making only token progress in correcting the qualitative defects in Southern Gulf forces, and no meaningful progress in being made towards integrating the Southern Gulf countries under the Gulf Cooperation Council (GCC).

Abstract:
Together, the United States, Europe, and Russia can help to diversify the global energy supply by creating a Global Strategic Petroleum Reserve (GSPR) filled largely with oil from Russia and other states in the Caspian Basin. Such a move would mitigate U.S. and European dependence on Middle East oil and help to stabilize world oil prices. Other important beneficiaries of a GSPR would be the Asia-Pacific economies outside the OECD that currently lack strategic reserves. A GSPR offering access to China and other Asian economies would help anchor these states in an important, positive-sum arrangement that highlights shared energy security interests with Russia and the West. If managed responsibly, creating the GSPR will not antagonize OPEC countries, which themselves benefit from stable energy markets. Moreover, developing the GSPR will encourage the reform and modernization of Russian and other transition countries' energy economies and give real substance to collaboration on energy issues between Russia, the EU, and the U.S. If coupled with close collaboration on Caspian energy development, the creation of a GSPR would make U.S. and EU energy ties with Russia and its neighbors sources of substantial, long-term strength.

The Middle East is Asia Pacific's largest energy supplier, satisfying a demand for oil that must keep pace with the region's continued economic growth. This dependence on the Middle East has caused Asia Pacific to join the United States and other Western nations in the hunt for alternative suppliers. Central Asia, located between the Middle East and Asia Pacific and already an oil and gas exporter, is an attractive possibility. With energy production projected to rise rapidly over the next decade, Central Asia is poised to become a major player in the world energy market. But the land-locked region's options for transporting oil and gas to Asia Pacific markets are limited and problematic. Passage via pipeline east through China presents construction challenges; south through Iran, or through India and Pakistan via Afghanistan, is fraught with political difficulties. Not until geopolitics become more favorable to the south-bound options, or technologies make the China route possible, will Asia Pacific be able to tap the energy resources of Central Asia.

Abstract:
Most Americans see the regime of Saddam Hussein as a major threat to regional and international security that must be thwarted, even if that means threatening or even using military force. If Saddam were to acquire nuclear weapons, they fear, he would seek to use them to dominate the Middle East, possibly invading his neighbours as he has in the past and perhaps deterring the United States from stopping him. His nuclear, biological or chemical weapons, moreover, might end up in the hands of Islamic terrorists who would show no compunction about using them against the United States, or Saddam himself might do so out of a thirst for vengeance. Whereas failure to act in Iraq would make a mockery of the United Nations Security Council and international law, a decisive action to topple Saddam would liberate the Iraqi people, allow the United States to lift sanctions on Iraq and withdraw its forces from Saudi Arabia, and perhaps make progress toward a freer and more democratic Middle East.

Concerns are growing that Iraq may be rebuilding its capacity to develop and use weapons of mass destruction. After more than three years without UN inspections, the uncertainties and risks associated with Iraq's weapons programs have increased. The urgency of these issues has prompted widespread calls for the resumption of UN weapons inspections, and has led U.S. officials to threaten military attack. The U.S. threats are also motivated by a desire to overthrow the government of Iraq. Pundits in the United States have raised a chorus of calls for military action to topple Saddam Hussein. Many leaders in the region support the goal of disarming Iraq, but as U.S. vice president Dick Cheney learned during his March trip to the Middle East, most of these same leaders oppose U.S. military action against Iraq. States in the region fear the consequences of a U.S.-led war, especially in light of the profound security crisis in the Middle East. These realities suggest the need for viable alternative strategies to resolve the Iraq crisis and protect regional security. This report presents policy options available to the United States for addressing security concerns in Iraq. It examines the issues associated with the threat of weapons development in the region and offers a series of policy options for reducing and containing that threat without resort to military force. The report does not dwell on the uncertainties and risks of waging war on Iraq without international consent. These have been amply examined in other articles and commentaries. The paper concentrates instead on robust alternatives to the use of force. The policy options outlined here include: Reforming UN sanctions to tighten controls on oil revenues and military-related goods while further easing restrictions on civilian economic activity; Facilitating the return of UN weapons inspectors to complete the UN disarmament mandate and reestablish an Ongoing Monitoring and Verification (OMV) system; and Creating an "enhanced containment" system of externally based border monitoring and control if Iraq refuses to allow the resumption of weapons inspections. The report begins with an assessment of Iraq's capacity for developing weapons of mass destruction. It then examines options for controlling Iraq's weapons potential through economic statecraft, United Nations weapons inspections and diplomatic engagement with neighboring countries.

At previous RAND-GCSP workshops in 1999 and 2001, participants examined, respectively, possible roles for NATO in the Middle East and the challenges to Turkey as both a European and Middle Eastern actor. The 2002 workshop, scheduled for June 23-25, 2002, was originally intended to take a broad look at issues relating to Southwest Asia, where Europe and the United States have long grappled with a range of strategic and political differences. However, in light of the terrorist attacks on the United States on September 11, 2001 and the subsequent U.S.-led military campaign in Afghanistan, the organisers decided to refocus the workshop around the specific theme of terrorism and asymmetric conflict in Southwest Asia. In the wake of the failed Camp David summit of July 2000 and the terrible violence that began at the end of September, there have been many efforts to halt the carnage and revive the negotiations. These efforts included summit meetings in Paris and Sharm el Sheik, the Mitchell Commission, and security plans presented by CIA director George Tenet and General Anthony Zinni. None of these had any visible impact, and the Palestinian attacks and Israeli responses have only intensified.

The Israel State Comptroller's report released on October 7, 2002, leveled unprecedented criticism on Israel's public relations efforts. The State Comptroller revealed that "since its establishment in 1948, Israel's intelligence organs have not succeeded to respond to the broad-based propaganda and incitement by the Arab world." The report also emphasized that "the lack of a central authority to direct and coordinate all government information bodies to execute a public relations policy is the main factor accounting for Israel's longstanding failures in this field."

The second Camp David summit (July 2000) was the culmination of nearly ten years of political dialogue between Israel and the representatives of the Palestinian people, and of almost six years of interim agreements since the mutual recognition of Israel and the PLO. Yet Camp David II did not result in the conclusion of an Israeli-Palestinian peace agreement to end the protracted conflict between the Palestinian national movement and the Jewish national (Zionist) movement. The negotiations between Israel's Prime Minister Ehud Barak and Palestinian Authority (PA) Chairman Yasser Arafat (who also heads the PLO and the Fatah movement), under the auspices of U.S. President Bill Clinton, rather highlighted the wide differences between the two sides on the fundamental issues of the conflict.

Until September 2000, hopes were high that soon an agreement on the final status of the West Bank and Gaza would pave the way for peaceful coexistence between Israel and the Palestinians. These hopes have unfortunately been shattered, as Palestinians violently attacked Israelis in both the administered territories and in Israel proper, provoking violent reactions by Israel. One could wonder what purpose there is in analyzing legal issues related to a peaceful settlement when violence is the order of the day. If we nevertheless examine some of the legal issues, it is because we have not yet lost hope that sooner or later the guns will be silenced and the parties will return to the negotiating table. The underlying conflict is mainly of a political nature. However, for several reasons it should also be analyzed from a legal perspective. First, some of the questions involved are overwhelmingly of a legal nature. Second, the parties base their claims on legal arguments. And, third, if and when a compromise is reached, it will be drafted in legal terms and be included in a legal text. This is also true of the question of Palestinian refugees.

1089. The Destruction of the Temple Mount Antiquities

The Temple Mount in Jerusalem represents the greatest point of sanctity for the Jewish people. King Solomon established the Temple, or Beit Ha-Mikdash, on Mt. Moriah. The Temple had a section known as the Holy of Holies, where the Ark of the Covenant, containing the Ten Commandments and the Torah, was housed. While it stood, Jews were required to make a pilgrimage to Jerusalem three times a year. After the First Temple was destroyed in 586 BCE by the Babylonians, Jewish exiles returned to Jerusalem in 538 BCE and completed the construction of the Second Temple in 515 BCE. Even after the Temple's destruction by Roman armies in 70 CE, the site of the Temple remained the direction of Jewish prayer. The purification of the Temple in Jerusalem is the central theme in the holiday of Hanukkah. Thus, according to Jewish tradition, the sanctity of the Temple Mount area remains intact despite the Temple's destruction. Indeed, Rabbi A.I. Kook, the first Ashkenazi chief rabbi of the pre-state Yishuv, confirmed that the eternal sanctity of the Temple Mount continues to exist.

The story of the death of the child Muhammad Al-Dura — who, according to reports from world and local media, was shot and killed by IDF soldiers at Netzarim junction — became the symbol of the intifada: the Palestinian martyr whose blood must be avenged by the Muslim and enlightened world. His death turned into a blood libel accompanying the terror and violence, and it became the altar upon which the good name of the people and the State of Israel was sacrificed during the last two years. The world was flooded with pictures of the dead child. As a result of, among other things, world incitement originating with the mantra: "Israel murders Palestinian children," the UN conference in Durban turned into a frightening anti-Semitic crusade.

The idea of the democratic peace, although not explicitly named, was an essential element of the Oslo Accords. The term "democratic peace" is generally understood to have two components: the assertion that democracies are inherently peaceful, and that they do not, as a rule, wage war against other democracies. This ideal would have represented the most desirable type of final arrangement to the Israeli-Palestinian conflict because it predicates an environment of shared values, of political, social, and economic stability. The issue of the democratic peace is also one of security, because the presence or absence of its main components may ultimately represent the essence of success or failure, peace or war.

On the morning of March 21, 1983, one week before Pesach, in a high school in the town of Arrabeh in the Jenin area of the West Bank, Palestinian girls (between the ages of 15 and 17) were sitting in several classrooms when they suddenly began to faint, one after the other. They were taken to hospital and checked, but no medical reason was found for their fainting. Yet they had fainted, so a search began in order to find the reason.

It is not often that two articles are enough to shake a powerful pillar of conventional wisdom and trigger an international firestorm. The influence of these articles, "Camp David: The Tragedy of Errors," by Robert Malley and Hussein Agha in the New York Review of Books, and "Quest for Mideast Peace: How and Why it Failed," by Deborah Sontag in the New York Times, cannot be understood simply in terms of their content. Neither contained any particularly astonishing revelations. Rather, these articles seem to have touched a chord that was just waiting to be struck.

The October 1991 Madrid Peace Conference represented a breakthrough in relations between the State of Israel and the Arab world. For the first time, Israel engaged in direct, face-to-face negotiations with all its immediate neighbors, and not just with Egypt, with whom Israel had signed a peace treaty in 1979. These talks were between the political leaders of the region, unlike the armistice discussions that Israel undertook in the late 1940s and 1950s. Madrid also launched a multilateral process that brought Israeli diplomats into contact with representatives of Arab states from North Africa and the Persian Gulf.

Instead of separate ballots for prime minister and for political party, in the next nationwide elections, currently scheduled to take place by the fall of 2003, voters will again be given only one ballot — for political party — and the leader of the party that is able to put together a majority coalition in the Knesset will become prime minister.
