  • Abstract: THE BRITISH GOVERNMENT PUBLISHED A DOSSIER on 24 September 2002 setting out its claims regarding Iraqi Weapons of Mass Destruction (WMD). Parliament was recalled for an emergency session on the same day to hear Prime Minister Tony Blair's presentation of it. The dossier stated that Iraq had WMD and was producing more. After the invasion in March 2003, no WMD were found. Ever since, there has been controversy as to whether the dossier reported accurately intelligence which turned out to be wrong, as Blair has claimed consistently, or whether the dossier deliberately deceived by intentionally giving the impression of greater Iraqi WMD capability and threat than the intelligence suggested.

  • Abstract: There hasn't been a lasting and successful end to an armed conflict in the Middle East in decades, and the newest fighting in Yemen can be seen through a lens of deep regional frustration over countless issues that seem to defy solutions The entire region is frustrated with the worsening status quo, but the consensus and creativity to meaningfully address the challenges is lacking, even with the newly announced Arab 'rapid response force' to an extremist problem that has been openly growing for a decade The only actors not frustrated are non-state actors, who fill the ever-widening chasm between what regional governments can deliver and what their populations demand.

  • Abstract: This report outlines constitutional and legislative options for a political transition in Syria under the umbrella of the Final Geneva Communiqué, issued by the Action Group on Syria on 30 June 2012, and revived in early May 2013 at a meeting in Moscow between the U.S. and Russia. The Communiqué embodies the greatest degree of consensus that the international community has been able to achieve regarding the Syrian conflict, detailing a potentially viable path to a negotiated end to the civil war. Since May 2013, efforts by UN and Arab League Joint Special Envoy Lakhdar Brahimi and others to host a peace conference on Syria (dubbed "Geneva II"), have reinforced the importance of developing possible constitutional and legislative modalities for a transition.

  • Abstract: Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014 2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self-financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

  • Abstract: In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

  • Abstract: Having reached an interim accord in Geneva, two governments with a tortured political history must now work to sell it and the diplomatic strategy they have laid out to their own constituencies back home. In this paper, the role of the United States Congress in the process of developing American foreign policy in general and, in the current matter of Iran's nuclear file in particular will be examined. To do so, it describes the history of the relationship between the White House and Congress and then examines the difficult task of the Obama administration to garner support for its strategy in Congress. It reviews the reservations voiced by many in Congress regarding the Geneva nuclear interim accord as well as their misgivings regarding a final agreement. As the matter at hand involves high stake politics in the Middle East, it may carry grave consequences for the status quo in the region. The possible ramifications and the way this effects the position of those in Congress will also be explored. Lastly, since lobby groups have historically had a major role in American foreign policy towards the Middle East, their extensively-discussed role in this case as well as challenges they face will also be touched upon. In general, this paper proposes to describe specifically the way the US policy towards Iran is being formulated and what role Congress plays in the process. Effort will be made to find out to what extent the domestic politics has an impact on the approach of Congress towards Iran and how Congress may be influenced by Middle East regional powers.

  • Abstract: At first glance, perhaps the most notable feature of Plan Colombia has been its longevity. Given the current divisiveness in Washington, the bipartisan support it has received across three administrations now seems remarkable. After 12 years, the plan is gradually winding down, but the U.S. allocated more than $300 million under the program in 2012 alone. Although the Plan has evolved considerably since it was approved by the U.S. Congress in July 2000, it has become shorthand for wide-ranging U.S. cooperation with Colombia to assist that country in combating drugs, guerrilla violence, and related institutional and social problems. All told, the U.S. has spent nearly $8 billion on the initiative—more than anywhere outside of the Middle East, and Iraq and Afghanistan since the end of the Cold War. Although the effort gave priority to counter-narcotics operations—and specifically the eradication of coca in southern Colombia—from the outset it also encompassed assistance for the judiciary and economic development.

  • Abstract: It is a commonly expressed idea that a key goal of intervention in and assistance to foreign nations is to establish (or re-establish) legitimate political authority. Historically, even so great a skeptic as John Stuart Mill allowed that intervention could be justified if it were "for the good of the people themselves" as measured by their willingness to support and defend the results. In recent times, President George W. Bush justified his post-war emphasis on democracybuilding in Iraq, Afghanistan, and elsewhere in the Middle East with the logic that "nations in the region will have greater stability because governments will have greater legitimacy." President Obama applauded French intervention in Mali for its ability "to reaffirm democracy and legitimacy and an effective government" in the country

  • Abstract: Surveying today's Middle Eastern and North African landscape offers few straws of hope. Iran's reemergence producing a potential catalyst for a focus on core domestic political, economic and social issues could be one of those few straws. Whether Iran wittingly or unwittingly plays that role, the Middle East and North Africa are only likely to break their internecine cycle of violence and despair when the alternative becomes too costly. A resolution of the nuclear issue offers Iran far more than the ultimate lifting of crippling international sanctions. It would also allow Iran to capitalize on geostrategic gains it has made despite its international isolation. What worries opponents of the nuclear deal like Israel and Saudi Arabia most is the potential transformation of Iran from a game spoiler into a constructive player.

  • Abstract: During the first years of its tenure in office, as the AK Party focused on consolidating its position domestically, Turkey's reengagement with the Arab world after decades of alienation took a largely unproblematic form. Inevitably, however, as Turkish activism deepened, conflicts of interest emerged both with other aspirants to regional influence such as Iran and Israel, and then - especially after the outbreak of the 2011 uprisings - with many Arab regimes as well. The future character of Turkey's engagement with its Arab neighbors will depend on its ability to combine an adherence to a conception of community based on Islam rather than ethnic nationalism, with a commitment to democratization both at home and regionally.

  • Abstract: This article aims to explain the evolution of Turkish foreign policy through the search for a foreign policy role concept. It will argue that the AK Party government has already adopted two different foreign policy role concepts. Thus, the changes in Turkish foreign policy can best be characterized as the adoption of a foreign policy role with many traits of civilian power (2002-2005), subsequent limited change (2005-2010) and the adoption of a regional power role (from 2010 on).

  • Abstract: The Israel lobby in Washington is a network of organizations and community groups dedicated to influencing American policy towards the Middle East. Their success and access has made them the model for lobbies on Washington's Capitol Hill and US Government. Long known for successfully influencing American policy towards the Middle East, the lobby now faces its strongest challenge in history at a time when it is also facing what it considers a historically significant issue. The interim accord between Iran and members of the P5+1 have led to turmoil in Washington over the wisdom and plausibility of President Obama's diplomatic approach and about the softening of the current US posture towards Iran. In this debate, powerful conservative groups, a number of key Democrats, and the Israel lobby have been pit against progressive groups and Democratic elected officials in the Senate and the White House. In this article, I will briefly look at the history of the Israel lobby in America and explore its evolution as well as investigate the factors that, over time, caused it to take on a hard-line posture and drift towards the right. I will explore the tactics and strategies that the Israel lobby-the America Israel Public Affairs Committee (AIPAC) in particular-has undertaken to influence the outcome of events and undermine the possibility of diplomatic conflict resolution. Finally, I will examine the pitfalls and challenges hard-line pro-Israel groups face in effectively pursuing these policies and the long term harm they expose themselves to in alienating progressive and pro-peace groups.

  • Abstract: India and Israel share many common characteristics such as having emerged from a colonial past of the British Empire, and having a parliamentary system which encompasses moderate and radical forces. In spite of this shared background, for nearly four decades, India did not show interest in establishing complete diplomatic relations with Israel, and in general supported and voted for defense of the Palestinians and the Arab Middle-Eastern governments and for condemnation of Israel in world bodies such as the United Nations. However the broad changes in the world stage arising in the 1990's such as the break-up of the Soviet Union, the occupation of Kuwait by Iraq and the subsequent crisis in the Middle-East, the rise of the price of oil, the reduction in the remittances sent back to India by the returning Indian workers from Arab countries, and also the change of the political climate in India, the increase in support for the right wing (B J P) all changed the direction of the attitudes of most Indian politicians towards Israel. But developing Indo-Israel relations does not affect Indo-Iran's relations.

  • Abstract: The 2011 protests against corruption, lack of accountability, limited access to basic services, and the extreme centralization of power transformed Yemen. In November of that year, the main political parties signed a transition plan, brokered by the Gulf Cooperation Council, which provided the framework and process to achieve a peaceful transfer of power. Two of the key steps agreed upon in the transition plan were the convening of the National Dialogue Conference (NDC), followed by drafting a new constitution based on the outcomes of the National Dialogue.

  • Abstract: With Yemen's National Dialogue process approaching completion, the nation is poised to move to the next stage of its transition. Now is the time for the government to address not only demands for more inclusive political participation, but also the economic aspirations of most Yemenis who have not experienced any improvement in their standard of living since the 2011 popular revolution. Without making progress on the economic front a priority, the democratic transition process risks derailment and its leadership a complete loss of credibility, which could result in renewed conflict. For too long, taking tough economic decisions has been postponed because of political uncertainty, but the status quo can no longer continue if the country is to emerge from its near failed-state status.

  • Abstract: Israel's international position has declined in recent years. Even if its relationship with the EU - and even more with the US - is solid, there have been frictions that are not likely to disappear in the years to come. Its relations with other states, from Middle Eastern countries to India and China, are either highly problematic or have not improved despite the Israeli government's efforts. It is Israel's policy in the Occupied Territories that is being increasingly criticised and this is creating a sort of 'vicious circle' in Israel: the critiques reinforce Israeli's 'bunker mentality', strengthening the ethno-nationalist character of Israeli politics and society and causing de-democratisation, and this, in turn, brings on more international isolation.

  • Abstract: The US may not face peer threats in the near to mid term, but it faces a wide variety of lesser threats that make maintaining effective military forces, foreign aid, and other national security programs a vital national security interest. The US does need to reshape its national security planning and strategy to do a far better job of allocating resources to meet these threats. It needs to abandon theoretical and conceptual exercises in strategy that do not focus on detailed force plans, manpower plans, procurement plans, and budgets; and use its resources more wisely. The US still dominates world military spending, but it must recognize that maintaining the US economy is a vital national security interest in a world where the growth and development of other nations and regions means that the relative share the US has in the global economy will decline steadily over time, even under the best circumstances. At the same time, US dependence on the security and stability of the global economy will continue to grow indefinitely in the future. Talk of any form of “independence,” including freedom from energy imports, is a dangerous myth. The US cannot maintain and grow its economy without strong military forces and effective diplomatic and aid efforts. US military and national security spending already places a far lower burden on the US economy than during the peaceful periods of the Cold War, and existing spending plans will lower that burden in the future. National security spending is now averaging between 4% and 5% of the GDP -- in spite of the fact the US has been fighting two wars in Iraq and Afghanistan -- versus 6 - 7% during the Cold War.

  • Abstract: U.S. policy toward the continued rule of Syrian President Bashar al- Asad is partly based on the impact his rule has had in Syria. Asad's fall might not bring improvement for the Syrian people. But the argument that Asad, odious as he may be, provides stability now looks less and less convincing. Whether Asad stays or falls, the current Syrian unrest could have profound implications on the Middle East in at least four ways: the impact on Iran, Asad's closest strategic partner; the perception of the power of the United States and its allies; the stability of neighboring states; and the impact on Israel. The more Asad falls on hard times, the more Tehran has to scramble to prevent damage to its image with the “Arab street” and to its close ally, Lebanese Hizballah. Asad's overthrow is by no means assured, and U.S. instruments to advance that objective are limited. The U.S. Government decision to call for his overthrow seems to have rested on a judgment that the prospects for success were good and the payoff in the event of success would be high.

  • Abstract: Opponents of Iraqi Prime Minister Nouri al-Maliki have been pushing for his removal from power for much of his second term in office. In recent months, Kurdistan Regional Government President Massoud Barzani and leaders from the Iraqiyya list have turned to an effort to withdraw confidence in Maliki as prime minister. Iraq's Shi'ite parties, though concerned about Maliki's accumulation of power, have largely abstained from the no-confidence push. Yet the anti-Maliki effort gained new life in mid-April when the powerful Shi'ite cleric Muqtada al-Sadr intensified his opposition to Maliki and voiced his intention to remove the premier. Sadr's push for a no-confidence vote is an important inflection not only in his own posture towards Maliki, but also in the ongoing political crisis in Iraq. It has prompted a backlash from Iran, which has supported Maliki by seeking to restrain Sadr and to prevent a vote of no confidence. This backgrounder explores the possible calculus and responses of Sadr, Iran, and Maliki as Iraq's governmental stalemate continues to drag on.

  • Abstract: As the spring issue of Insight Turkey goes to print the Middle East nears another great crisis or even a war. The Syrian quagmire may be the current harbinger of full-out war in the region. It has been a year since the uprisings started. The Syrian regime met the peaceful demonstrations of its people with violent and bloody repression. The Arab spring, it seems at the moment, got stuck in Syria where President Bashar Assad confronted the demands of his people for change with a violent crackdown. The well-known "mukhabarat state" of Syria did not bow to "people power," at least for the time being.

  • Abstract: Imagine that you could wave a magic wand and provide everyone in the world with easy access to clean and affordable energy. In one stroke you would make the world a far cleaner, richer, fairer, and safer place. Suddenly, a billion and a half of the world's poorest people could discover what it is like to turn on an electric light in the evening. The looming threat posed by climate change would largely disappear. From the South China Sea to the Middle East to the Arctic, geopolitical tensions over energy resources would fade away. Human health would benefit, too, as vaccines and perishable foods could be refrigerated the world over. And many of the world's most corrupt government officials could no longer enrich themselves by bleeding their countries dry of revenues from fossil fuel sales.

  • Abstract: The prevailing outlook among analysts before the advent of the recent social movements in North Africa and a number of Arab Middle Eastern countries indicated that the region will continue to resist the wave of democratization. The fall of several authoritarian regimes and continuity of social movements has generated serious doubts in this outlook, leading to the appearance of promising horizons for democratization. This paper argues that these social movements originate from the exacerbating legitimacy crisis of authoritarian governments and rising political, social and economic dissatisfaction of the general public, including the youth and the modern middle class. This work seeks to answer the question: what are the major sociological origins and precipitating factors influencing the advent of social movements in the Middle East and North Africa? In response, it can be argued that the advent of social movements in a number of Middle East and North African countries is rooted in the legitimacy crisis, as well as rising political, social and economic dissatisfaction of the general public, the youth and the modern middle class in recent decades. The web-based social networks and cell phones acted as precipitating factors in the massive mobilization and integration of mass protests and those of the modern middle class and the fall of a number of authoritarian regimes. These movements are notably characterized by being comprehensive, Islamic, democratic, anti-despotic, independence-seeking, and highly reliant on new information and communications technologies. The web-based social networks served as a precipitating factor in massive mobilization of the aforementioned strata within the context of an exacerbated legitimacy crisis and the gap between the state and the society rather than as a structural deep-rooted factor.

Peppered throughout with the stories of labor migrants from a variety of backgrounds and working in a diversity of sectors, the book aims for both breadth and academic depth. The former goal works ultimately to the detriment of the latter, as Mahdavi retreads the same ground several times. Nevertheless, the book serves as an important look at a key international issue from a perspective that policy makers may be ignoring. Current U.S. policy regarding the issue of trafficking centers on the State Department's Trafficking in Persons (TIP) Report-the government's "principal diplomatic tool to engage foreign governments on human trafficking." Mahdavi's central thesis relates to her opinions on the use of this report which, at the time of her writing, was primarily used as a diplomatic tool for leveraging political bargaining power against countries such as Dubai with a "known" record of poor human rights. She believes that the TIP report holds a great deal of potential to expand beyond a bargaining tool and can instead be used for enacting true reform in trafficking and migration policy. For this to come about, however, Mahdavi believes that governments need a broader understanding of trafficking beyond their current focus on female sex workers. The accounts of labor migrants in her book serve as a survey of other types of trafficked persons. Though Gridlock's organization may feel more like a collection of essays than a singular, focused work, Mahdavi explores this complex, multifaceted issue from a unique perspective. The breadth of her research appears broader than the views of most policy makers involved in this issue and presents a compelling case for policy reform, with direct social consequences for a multitude of labor migrants from around the globe.

  • Abstract: Informality and Illegality in the Exploitation of Gold and Timber in Antioquia Jorge Giraldo Ramírez and Juan Carlos Muñoz Mora (Medellín: Centro de Análisis Político Universidad Eafit and Proantioquia, 2012), 197 pages. In Informality and Illegality authors Jorge Giraldo Ramírez and Carlos Muñoz Mora, both professors in Antioquia, Colombia, analyze how the gold and timber sectors have become a source of financing for armed groups. Rather than simply rehashing the old resource-curse debate, this slim, but dense, Spanish-language book performs a microlevel analysis of Antioquia's extractive supply chains and impressively identifies the precise mechanisms that incentivize illegal armed actors to enter the market. According to the authors, the confluence of informal extractive markets with high levels of socio-economic inequality and the absence of a well-functioning state incentivizes nonstate actors to assume the state's role and engage in criminal activity. This "criminal ecology" is a self-perpetuating system that is characterized by ineffective state intervention, weak regulation and penalization, and high levels of political and economic leverage by nonstate actors. Ramírez and Mora's findings are impressive, even if their data seems suspect: they find positive correlations between gold mining and the presence of illegal armed groups, informal land tenure, increased violence, and weak institutions. The authors' concluding discussion of contemporary policy recommendations, currently being debated in a variety of forums, including the country's mining code reform and ongoing institutional restructuring process- though appropriate-is too theoretical to be of much use. Moreover, given the dominant role multinational corporations (MNCs) play in Colombia's legal, security, and political spheres, their limited analysis of the relationship of MNCs with Antioquia's supply chain ignores a large part of the policy debate. Though repetitive and dry, Ramirez and Mora's work is a unique take on a polarizing debate. Their framework of the complex relationship between a traditionally informal economy, illegal crime, and the international demand for a scarce resource (gold), while specific to Antioquia, is widely applicable to any number of countries and contexts.

  • Abstract: Turkish foreign policy toward the Middle East has confronted with more and novel security challenges in 2012. The problematic issues related to Arab revolutions of 2011 have already had negative repercussions for Ankara. As a result of diverging policy choices toward the Arab revolutions, these conflicting issues caused more strained relations between Turkey and its neighbors in the region. Regional actors divided over how to respond to political deadlocks in the Middle East. While Turkey, Egypt and Saudi Arabia have sided together, Iran, Syria and the central government of Iraq have made their policies jointly. This very division between the regional actors has increased the security risks within the Middle East. These two camps have particularly conflicting policy agendas and as a result, they have become part of a “proxy war” in Syria which constitutes the biggest security threat to the whole region. Despite the deteriorating situation in Syria and its own tense political environment domestically, Turkey, has continued to strengthen its economic relations with the Middle Eastern capitals except Damascus. It was partly a result of this policy that Turkey's export toward the Middle East increased significantly.

  • Abstract: Women played a key role in Yemen's 2011 popular uprising, but almost a year on they are still waiting for change. Four out of five women consulted by Oxfam in a series of focus group discussions say that their lives have worsened over the last 12 months. Although a transition towards democracy is under way, women's hopes for a better life are wearing thin. A quarter of women between the ages of 15 and 49 are acutely malnourished. Deepening humanitarian crisis and conflict are limiting women's role in shaping Yemen's future. Women have told Oxfam that they need better access to food, jobs, and physical safety. The Government of Yemen and the international community should adequately support the humanitarian response and help ensure women can play their part in building a peaceful and just society.

  • Abstract: The protests that spread throughout the Middle East in the spring of 2011 are calling greater attention to reform in the region. King Abdullah II has attempted to launch a number of political reform initiatives in Jordan since coming to the throne in 1999. But all efforts to open up the political system have been thwarted by a resilient class of political elites and bureaucrats who feared that such efforts would move the country away from a decades-old rentier system to a merit-based one. This group accurately predicted that reform would chip away, even if gradually, at privileges it had acquired over a long period of time in return for its blind loyalty to the system. It thus stood firm not just against the reform efforts themselves, but also in opposition to the king's own policies.

  • Abstract: Although Ayn Rand published her epic novel Atlas Shrugged fifty-four years ago, and although it has consistently sold hundreds of thousands of copies annually, Rand's magnum opus has spent decades mired in Hollywood “development hell.” Numerous producers, stars, screenwriters, and film production companies have endeavored but failed to execute a film version (see: “Atlas Shrugged's Long Journey to the Silver Screen,” p. 35). All the while, fans of the novel have anxiously waited for the day when they could watch the story come to life on the silver screen. That day is finally here. Atlas Shrugged: Part I, the first in a planned trilogy, should, for the most part, please the novel's patient fans. Fortuitously following a blueprint similar to one outlined by Rand in the 1970s (see “Adapting Atlas: Ayn Rand's own Approach,” p. 38), the film covers the first third of the story. Like the novel, the movie focuses on Dagny Taggart as she endeavors to save her struggling railroad from both intrusive government regulations and the mysterious John Galt, who is hastening the nation's collapse by causing the great entrepreneurs and thinkers of the country to disappear. She is aided in her efforts by Henry “Hank” Rearden, a steel magnate who is also being squeezed by government regulations and is anxious to put an end to John Galt's activities. Those familiar with the novel know generally what to expect: the disappearance of more and more industrialists and other great producers, the banning of Rearden Metal, the “Anti-Dog-Eat-Dog Rule,” the initial run of the John Galt Line, and finally Wyatt's Torch and the collapse of Colorado.

  • Abstract: The United States has a major stake in Pakistan's stability, given the country's central role in the U.S.-led effort to, in U.S. President Barack Obama's words, "disrupt, dismantle, and defeat" al Qaeda; its war-prone rivalry with India over Kashmir; and its nuclear arsenal. As a result, U.S. policy toward Pakistan has been dominated by concerns for its stability -- providing the reasoning for Washington's backing of the Pakistani military's frequent interventions in domestic politics -- at the expense of its democratic institutions. But as the recent eruption of protests in the Middle East against U.S.-backed tyrants has shown, authoritarian stability is not always a winning bet. Despite U.S. efforts to promote it, stability is hardly Pakistan's distinguishing feature. Indeed, many observers fear that Pakistan could become the world's first nuclear-armed failed state. Their worry is not without reason. More than 63 years after independence, Pakistan is faced with a crumbling economy and a pernicious Taliban insurgency radiating from its Federally Administered Tribal Areas (FATA), the semiautonomous seven districts and six smaller regions along its border with Afghanistan. It is still struggling to meet its population's basic needs. More than half its population faces severe poverty, which fuels resentment against the government and feeds political instability. According to the World Bank, the Pakistani state's effectiveness has actually been in steady decline for the last two decades. In 2010, Foreign Policy even ranked Pakistan as number ten on its Failed States Index, placing it in the "critical" category with such other failed or failing states as Afghanistan, the Democratic Republic of the Congo, and Somalia. The consequences of its failure would no doubt be catastrophic, if for no other reason than al Qaeda and its affiliates could possibly get control of the country's atomic weapons. The Pakistani Taliban's dramatic incursions into Pakistan's northwestern Buner District (just 65 miles from the capital) in 2009 raised the specter of such a takeover.

  • Abstract: Summary: No state with serious oil wealth has ever transformed into a democracy. Oil lets dictators buy off citizens, keep their finances secret, and spend wildly on arms. To prevent the “resource curse” from dashing the hopes of the Arab Spring, Washington should push for more transparent oil markets -- and curb its own oil addiction. MICHAEL L. ROSS is Professor of Political Science at the University of California, Los Angeles, and the author of the forthcoming book The Oil Curse: How Petroleum Wealth Shapes the Development of Nations. Even before this year's Arab uprisings, the Middle East was not an undifferentiated block of authoritarianism. The citizens of countries with little or no oil, such as Egypt, Jordan, Lebanon, Morocco, and Tunisia, generally had more freedom than those of countries with lots of it, such as Bahrain, Iraq, Kuwait, Libya, and Saudi Arabia. And once the tumult started, the oil-rich regimes were more effective at fending off attempts to unseat them. Indeed, the Arab Spring has seriously threatened just one oil-funded ruler -- Libya's Muammar al-Qaddafi -- and only because NATO's intervention prevented the rebels' certain defeat. Worldwide, democracy has made impressive strides over the last three decades: just 30 percent of the world's governments were democratic in 1980; about 60 percent are today. Yet almost all the democratic governments that emerged during that period were in countries with little or no oil; in fact, countries that produced less than $100 per capita of oil per year (about what Ukraine and Vietnam produce) were three times as likely to democratize as countries that produced more than that. No country with more than a fraction of the per capita oil wealth of Bahrain, Iraq, or Libya has ever successfully gone from dictatorship to democracy. Scholars have called this the oil curse, arguing that oil wealth leads to authoritarianism, economic instability, corruption, and violent conflict. Skeptics claim that the correlation between oil and repression is a coincidence. As Dick Cheney, then the CEO of Haliburton, remarked at a 1996 energy conference, "The problem is that the good Lord didn't see fit to put oil and gas reserves where there are democratic governments." But divine intervention did not cause repression in the Middle East: hydrocarbons did. There is no getting around the fact that countries in the region are less free because they produce and sell oil.

  • Abstract: The Egyptian – Israeli Peace Treaty of April 1979 capped four major wars and inaugurated a new U.S. – Egyptian relationship. Henceforth, U.S. presidents would regard the Egyptian – Israeli treaty as a cornerstone of American interests and values in the region. In 2003, President George W. Bush recognized Egypt as a trailblazer of peace and urged the country to “ show the way toward democracy in the Middle East. ” 1 The remark spoke to Washington ʼ s success reconciling historic adversaries and its ostensible hope for political reform in Cairo. Between the U.S. and Egyptian governments, though, peace and democracy had been at odds since the treaty ʼ s drafting. The autocratic prerogatives of President Anwar Sadat (r. 1970 – 1981) were a sine qua non of successful bargaining. Negotiators on all sides presupposed tight policing within Egypt. At this crossroads of diplomacy and domestic poli- tics, Sadat fused international peace and internal repression.

  • Abstract: US nuclear weapons have been an important part of Turkey's security strategy since their first deployment on Turkish soil in the early 1960s. Turkey's NATO membership and its close relationship with the United States have been perceived to be integral to maintaining its security. The release of the 2010 US Nuclear Posture Review (NPR), with its focus on disarmament and reduced reliance on nuclear weapons, has a number of potential consequences for Turkey. This article provides background on the history of Turkish-US nuclear weapons policy in light of issues ranging from Middle Eastern politics to the development of NATO's new Strategic Concept. It then describes how actors in the government, military, and academia in Turkey have reacted to the NPR, why they reacted as they did, and how the Obama administration's initiatives may be received in Turkey in the future. This article concludes that both military and civilian actors in Turkey have reacted favorably to the NPR and are pleased by its emphasis on nuclear nonproliferation and the maintenance of extended deterrence; however, there is less agreement in Turkey about the emphasis placed by the NPR on the danger of nuclear terrorism.

  • Abstract: The issue of state fragility and the presence of radical religious movements in Yemen have occasioned misperceptions and confusions in recent debates about the country. This report argues that the language of “failed states” arises nearly exclusively in relation to countries deemed threatening to US security interests. Moreover, this language obscures rather than reveals how regime incentives to build state institutions can be incompatible with regime interests in survival. The result is that a seemingly neutral analytical category misrepresents local realities even while it is used as a warrant for policy initiatives that are likely to be counterproductive.

  • Abstract: After nine months of political wrangling, Iraq's parliament confirmed Prime Minister Nouri al-Maliki's new coalition government December 21. Though the government is "a good basis for setting out," says Iraq expert Joost Hiltermann, there's much uncertainty about how cohesive it will be and whether the inclusive government formed can govern. Hiltermann says there are questions about who will head the three major security ministries, whether a new National Council for Strategic Policy--designed as a "real check" against Maliki's power--will be approved by parliament, and whether Ayad Allawi, who headed the Iraqiya bloc that won the most seats in the election, will want to head that council. The United States pushed a power-sharing agreement "that went beyond the sharing of ministerial positions," says Hiltermann, but it remains to be seen whether various factions, including the prime minister and his allies, will allow that to happen.

  • Abstract: The State Department's recently released Country Reports on Terrorism 2009 (CRT 2009) reveals several important trends in the evolution of global terrorism. The good news is that al-Qaeda is facing significant pressure, even as the organization and its affiliates and followers retain the intent and capability to carry out attacks. What remains to be seen is if the dispersion of the global jihadist threat from the heart of the Middle East to South Asia and Africa foreshadows organizational decline or revival for al-Qaeda itself and the radical jihadist ideology it espouses. How governments and civil society alike organize to contend with the changing threat will be central to this determination. The bad news is that governments and civil society remain woefully ineffective at reducing the spread and appeal of radical Islamist extremism.

  • Abstract: This paper seeks an explanation for the resilience of the Syrian authoritarian regime under Hafez and Bashar Al-Asad. It will be argued that this resilience is to a relevant extent caused by the fact that the regime's “material” as well as “ideational” forms of power share a common element, if not an underlying principle. This generates their compatibility and congruency and thus produces a convergence of forces which manifests in the regime's ability to exceed the mere sum of its individual forms of power. It will be demonstrated that this common principle can be conceptualized as a “tacit pact” between unequal parties, with the weaker party under constant threat of exclusion and/or coercion in the event of noncompliance. It will be argued that inherent in the pact is a high level of ambiguity; this, paradoxically, renders it more effective but at the same time also more instable as a tool of domination.

  • Abstract: Post-conflict, post-totalitarian societies like Iraq possess many economic, political, social, and cultural characteristics that are not conducive to democratic governance. A central pillar of democracy promotion is that judicious institutional engineering—crafting new institutions and other elements outlining the democratic rules of the game—can overcome these obstacles and engender stable democracies.

  • Abstract: After the september 11 attacks, the Bush administration's foreign policy toward Somalia focused primarily on counterterrorism. This focus was a result of Somalia's proximity to the Middle East, U.S. concern that al-Qa'ida might relocate to the country, a history of terrorist bombings targeting Western interests in nearby Kenya and Tanzania and early contact between al-Qa'ida and individuals in Somalia. Although ties exist between al-Qa'ida and Somalia's al-Shabab militant group, the overwhelming objective of U.S. policy in Somalia should not be confronting international terrorist activity. Instead, the United States should contribute to creating a moderate government of national unity in Somalia, which offers the best hope of minimizing Somali links to international terrorism. Long-term U.S. interests in the Horn of Africa will not be served by a policy that is consumed with military action to the detriment of supporting economic development and a broad based Somali government.

  • Abstract: This section is intended to give readers an overview of President-elect Barack Obama's positions on the Middle East peace process as he begins his tenure. The baseline for gauging Obama's views may be his failed 2000 race for Congress. At that time he made statements viewed as pro-Palestinian because they urged the United States to take an "even-handed approach" toward Israeli-Palestinian peace-making. As an Illinois state senator, Obama had cultivated ties with Chicago's Arab American community, which was partly concentrated in his state senate district. He won a U.S. Senate seat in 2004 with significant support from Chicago's Lakeside liberals, who included leading Chicago Jewish Democrats. His position on the Arab-Israeli conflict remained an issue during the 2008 presidential race, however, and Obama made a point of laying out his positions at several points during the campaign, in contrast to his Republican challenger Sen. John McCain, who did not detail his positions.

  • Abstract: After the American invasion of Iraq in 2003, it became evident that Iraq's Shia majority would dominate the future government if a free election was going to be held. In 2004, Jordan's King Abdullah, anxiously warned of the prospect of a “Shia crescent” spanning Iran, Iraq, Syria, and Lebanon. This idea was then picked up by others in the Arab world, especially Egypt's President Mubarak and some elements within the Saudi government, to reaffirm the Iranian ambitions and portray its threats with regard to the Middle East. This article seeks to unearth the main causes of promoting the idea of a revived Shiism by some Arab countries, and argue that it was basically proposed out of the fear that what the American occupation of Iraq unleashed in the region would drastically change the old Arab order in which Sunni governments were dominant. While Iran downplayed the idea and perceived it as a new American conspiracy, it was grabbed by the Bush administration to intensify its pressures on Iran. It also sought to rally support in the Arab world for US Middle East policy in general, and its failed policy toward Iraq in particular. Thus, to answer the above mentioned question, a close attention would be paid to both the Arab and Iranian agenda in the Middle East after the overthrow of Saddam Hussein in order to establish which entities benefit most from the perception of a Shia crescent.

  • Abstract: Barack Obama's inauguration as America's new president has been welcomed as opening a 'new era' in Turkey's relations with the United States. May 2009 also saw the appointment of a new foreign minister in Ankara, in the person of Professor Ahmet Davutoğlu. This article examines how these new directions are playing out in the Middle East, one of the world's most turbulent regions which also has crucial economic and strategic importance for Turkey. It focuses on Turkey's relations with four regional states – Iraq, Israel/ Palestine, Syria and Iran. The article closes by assessing whether Turkey has been able to achieve the government's ambition of 'zero problems' with its neighbors, and the degree to which it has been able to develop a new role as conciliator and go-between in addressing the region's bitter conflicts.

The president's choice of individuals clearly shows his preference for loyalty over efficiency, as he fired every minister who, while strongly supportive of him on most issues, opposed him recently on his controversial decision to appoint a family relative as first vice president.   • Abstract: On August 10, Fatah concluded its sixth congress, the first in twenty years. Although media attention has focused on some of the summit's disturbing pronouncements, significant political developments have occurred. Over the span of seven days, Fatah leaders discussed the key issues and challenges facing the party, including organizational and political issues affecting its unity, the role of its power centers, the peace process, and the group's relationship with Hamas and the Palestinian government. Whether Fatah is now able to overcome its organizational deficits and restore its popularity and leadership among the Palestinian people remains to be seen. But Palestinian Authority (PA) president Mahmoud Abbas has undoubtedly emerged stronger, competing powers within Fatah seem to have accepted coexistence, and the conflict between Fatah and Hamas is expected to escalate.

  • Abstract: Six weeks after the pro-West March 14 coalition defeated the Hizballah-led alliance in Lebanon's parliamentary elections, no new government has been formed in Beirut. Although March 14 leader Saad Hariri was given a mandate back in early June to become prime minister and form a cabinet, he has still not completed the sensitive and contentious negotiations with the opposition. Hariri's difficulties in allocating seats among his coalition allies and political adversaries were anticipated, and to a certain extent are routine for Lebanon. But the calm that followed the free and fair elections is eroding, as Hizballah and its allies in Damascus press for more political concessions from Hariri. These developments, coupled with the apparent failure of Saudi-Syrian reconciliation efforts, are elevating tensions, threatening a banner tourism season, and raising the possibility of a return to violence in Beirut.

  • Abstract: The U.S. Treasury Department's approach to helping states build and strengthen their public institutions responsible for financial management is worth studying both because of the intrinsic importance of these institutions to an adequately functioning government and because it illustrates some key dynamics underlying state-building assistance more generally. A key premise of Treasury's approach is a primary orientation toward assisting local government institutions on mutually agreed-upon reform programs, based on a thorough understanding of the local administrative systems to be reformed. This orientation is reinforced by the fact that Treasury's contribution is typically only a small number of policy officials and embedded technical advisors, rather than large U.S.-funded programs. In the conventional case where state-building and institution-strengthening are pursued as part of a long-term development strategy, Treasury provides assistance through two activities that are organizationally and functionally distinct: advisors fielded by Treasury's Office of Technical Assistance (OTA), who are technical experts and usually based within local institutions at the request of host governments, and financial attachés, who act as financial policy officials/diplomats and are based at the U.S. embassies in a smaller group of countries. extraordinary situations where state-building follows an intervention (as in Iraq), deployed technical experts need to be partnered with a senior policy official (such as the Treasury attaché) who can create space for local institution–oriented work by shaping (and, where necessary, resisting) the many “centrifugal” external forces— from Washington, the military, and other civilian and international agencies—pulling in other directions. Improving interagency coordination mechanisms in Washington might do relatively little to enhance effectiveness by itself. Indeed, tighter Washington interagency “alignment” could end up strengthening Washington coordinating bodies at the expense of knowledgeable field officials and experts. It may be better to create the conditions for more effective interagency coordination in the field by deploying senior policy champions who both understand the importance of a local institution-oriented approach and possess sufficient delegated authority to tame the centrifugal forces necessary to make space for it. An expeditionary corps of technical experts by itself is insufficient to deal with the unconventional challenges presented by post-intervention state-building operations because the centrifugal forces present in such an environment are strong enough to undermine even the most sound assistance program absent the support of appropriately oriented policy champions.

  • Abstract: We recently lost one of the most respected figures in Europe, just at a time when he would have been most needed. Bronislaw Geremek, who died in a car accident in Brussels in July, was a former Polish foreign minister and then a distinguished member of the European Parliament. Historically, he was a pivotal figure in the fight of the Solidarity movement to end Communist rule in Poland and one of the leading statesmen of the democratic era that followed. A professor of history who had become Minister of Foreign Affairs of Poland before being elected to the European Parliament, at 76, Geremek was in full stride as a man who had distilled personal and political wisdom from his involvement in history both as an historian and as an actor in European developments. He was a friend of the United States and one of the most ardent supporters of the European Union, who was Chairman of the Jean Monnet Foundation in Lausanne. I remember meeting him by chance as we were both literally running down the street in the center of Warsaw on the 14th of July 1997, trying to reach in time the place where President Bill Clinton was going to address a huge crowd a few minutes later. All the buildings were decorated with American flags, and the crowds were full of excitement. It struck me that this high official - recognizable to everyone with his white beard - could walk freely in a public street, without a limousine or bodyguards: at every corner in the old city, people of all walks of life greeted him naturally. On his visits to The European Institute in Washington, he always conveyed his dedication to the goal of turning politics into a noble art. A difficult challenge, but perhaps not impossible. At this juncture, amid confusion about how to surmount the crisis for the EU caused by the negative vote of the Irish electorate on the Lisbon Treaty, it is worth remembering the advice given by Professor Geremek in an article that appeared in Le Monde almost simultaneously with his death.1 He stressed that every effort should be made to ensure that the treaty be ratified in all the other EU countries where it is signed. Don't ask the Irish people to vote on this again, Geremek said in substance, because the outcome of the Irish referendum should be respected and governments should not try to bypass the popular will. He recommended that the other 26 governments should do their best to ratify the treaty: whatever else, the result will be a text signed and ratified in a majority of the other 26 member states. In effect, a majority will have approved the Lisbon treaty, and that will add legitimacy for the European Council to proceed, together with the European Commission and the European Parliament, to implement some measures which do not require changes in the existing treaty. For instance, the Council can decide that the High Representative for the Common Foreign and Security Policy (now Javier Solana) will from now on permanently chair the Council of Foreign Ministers and be responsible for a newly created European Foreign Service. Similarly, the European Council could decide that the President of the European Commission will chair the meetings of the European Council. While not fully representing the EU abroad, the President of the European Commission would represent the European institutions. The European Council could also propose that the European Parliament be recognized as having the right to propose legislative initiatives on the basis of public petitions (that garner, for example, one million signatures). The European Parliament could also be encouraged to take initiatives to reinforce its cooperation with the national parliaments in preparing European legislation. Increasing the rights of the European Parliament could be done by unanimous decisions of the European Council. Of course, there are changes that cannot be accomplished without a new treaty, particularly with regard to the voting system in the Council. Geremek was particularly firm that the principle of unanimity should be changed. It reminded him of a similar historical disposition in 18th-century Poland, the liberum veto that had led the country to political disaster. For the EU now to produce a new, more practical majoritysystem and to decide one or two questions that cannot be settled with the existing treaties, he suggested a new approach. Instead of bundling texts of existing treaties into a complex new proposal to be put to the public, two or three clear questions should be submitted to voters in all 27 EU member countries at the same time - for instance, on the election days for the European Parliament in June 2009. Such a process would be consistent with democratic principles. Moreover, at a moment when Russia's actions press the Old Europe and the New Europe to agree among themselves and with the United States, the West cannot afford to cling blindly to institutional arrangements that everyone knows are inadequate to the needs of the situation. Enlargement has not reduced the EU's ability to make decisions as much as many expected, but the rules of the treaty of Nice from 2001, which was supposed to be temporary and short-lived, must be improved. Both Europe and the United States feel the need for an efficient decision-making machinery in the EU at a juncture when both face the same challenges - defining relations with Russia, China, and the emerging economies; ensuring energy security; boosting economic growth; fighting terrorism and poverty; stabilizing the Middle East. It is tempting for sovereign European nations and for the powerful United States to let the role of the European institutions be minimized. But Europeans and Americans would be better served if they sought to share an ambitious vision of what the European Union should be able to provide - and how.

  • Abstract: Female students with headscarf are currently prevented to enter the university in Turkey although there is no legal ground for such a ban. The ongoing controversy about the type of clothing for female students at the higher education institutions has become more intensified since the recent constitutional change in February 2008 to lift the de facto headscarf ban. The debate over this question revolves around whether headscarf is a religious attire or a political symbol, whether it should be banned to protect the secular foundations of the state or conversely allowed on the basis of individual freedom of religion as a corollary of secularism. The solution lies in the implementation of constitutional amendments without a further delay.

  • Abstract: The Turkish Constitutional Court's verdict annulling the Parliament's amendments to Articles 10 and 42 of the Constitution disregards popular will, legalizes arbitrary restrictions on the right to equal access to education, and erodes the separation of powers by permitting itself to act outside of the legal order. The emergence of a new precedent of judicial activism is now the biggest threat to the future of Turkish democracy. Turkey cannot afford an unaccountable judiciary exercising substantial powers of governance through judicialization of politics. The Parliament must reassert its authority and reconfigure the Court's competences and composition to bring it into line with liberal-democratic principles as part of a comprehensive constitutional reform.

  • Abstract: Perhaps the most consequential and drastic decision in Turkish foreign policy in recent months was to engage in direct negotiations with Kurdish Regional Government in northern Iraq. This is significant because, since the onset of Iraq War in 2003, Turkey has sought to ignore or marginalize Iraqi Kurds, and has refrained from all acts that could be viewed as concessions or de facto recognition. Although the Iraqi Kurdish leadership has received red-carpet ceremony in Ankara in the1990s, Turkish foreign policy toward northern Iraq, since the war, has been stymied by anxiety and emotional rhetoric. Indeed, the fear of Iraq's disintegration and the rise of an independent Kurdish enclave in the north, inspiring or even assisting separatist sentiments in Turkey, have appeared to cloud the possibility of rational evaluation of the pros and cons of policy alternatives. As a result, the policy of projecting illegitimacy to the Kurdish Regional Government has cost Turkey a significant loss of clout not only in northern Iraq but also in the wider Iraqi political affairs, as Kurds have come to occupy significant positions in the central government as well.

  • Abstract: On August 7, the Iraqi parliament went on summer recess after failing to pass a critical election law, delaying the country's provincial elections until sometime next year. The failure comes after the parliament successfully passed the law on July 22, only to be vetoed by the Iraqi Presidency Council in less than thirty-six hours. The core dispute involves the oil-rich Kirkuk province, which is currently witnessing an alarming escalation of demonstrations and politically motivated attacks. This forced Iraqi prime minister Nouri al-Maliki to send his defense minister and an Iraqi brigade to the region in an attempt to deter further problems. As a result of Baghdad's political squabbling, the desperately needed provincial elections may seem unattainable.

  • Abstract: Palestinian prime minister Salam Fayad recently appealed to the World Bank in an effort to bridge the current budget gap preventing the Palestinian Authority (PA) from paying government salaries this month. Despite a three-year $7.5 billion assistance pledge from the 2007 Paris donor conference, the PA remains in a financial crisis, with a projected shortfall of $400 million for the second half of 2008, as reported by the Ad Hoc Liaison Committee in May. Since Fayad's technocratic government has no independent political base, its legitimacy stems from the PA's financial solvency. He has survived ongoing attacks from rival Fatah leaders only because Palestinian president Mahmoud Abbas recognizes him as the linchpin to Western donor assistance. If the financial crisis persists, however, Fayad's political future is in doubt.

  • Abstract: This week, Lebanon's new national unity government is slated to announce its ministerial statement (bayan waziri), the policy document that will define Beirut's working parameters and agenda through the spring 2009 elections. For the pro-West majority March 14 coalition, the priority will be to incorporate into the statement a reference to UN Security Council Resolution (UNSCR) 1701, which prohibits weapons movement to Hizballah and expands government sovereignty throughout Lebanon. Hizballah, for its part, will look to maintain the legitimacy of "the resistance." Although March 14 still maintains a government majority, three years of hostility and self-inflicted wounds have left the ruling party dramatically weakened, making it unclear whether the coalition will be able to prevent Hizballah from consolidating further political gains.

  • Abstract: This week, Lebanon's new national unity government is slated to announce its ministerial statement (bayan waziri), the policy document that will define Beirut's working parameters and agenda through the spring 2009 elections. For the pro-West majority March 14 coalition, the priority will be to incorporate into the statement a reference to UN Security Council Resolution (UNSCR) 1701, which prohibits weapons movement to Hizballah and expands government sovereignty throughout Lebanon. Hizballah, for its part, will look to maintain the legitimacy of "the resistance." Although March 14 still maintains a government majority, three years of hostility and self-inflicted wounds have left the ruling party dramatically weakened, making it unclear whether the coalition will be able to prevent Hizballah from consolidating further political gains.

  • Abstract: On June 4, Palestinian president Mahmoud Abbas marked the anniversary of the 1967 War by making a surprise call for dialogue with Hamas. In response to multiple challenges to his authority -- impasse on the peace process, ongoing dissent within Fatah, and regional pressure to resolve the internal Palestinian conflict -- Abbas has abandoned his demands for Hamas to return Gaza to its pre-June 2007 condition and apologize for its violent coup. However, a gulf remains between Hamas and Fatah, and it is unlikely that renewed dialogue can bridge the gap. Abbas's move may be an effort to pressure the United States to become more involved, and to maintain a fallback position if peace is not achieved. Accordingly, his call to Hamas should be seen as tactical, rather than a strategic, turning point toward Palestinian reconciliation.

Michel Suleiman as Lebanon's twelfth president was a central element of the Qatari-brokered compromise between the March 14 coalition and the Hizballah-led opposition. The agreement was greeted with relief in Washington and other international capitals, allaying fears that Lebanon was once again heading toward civil war. Now that Fouad Siniora has been re-designated as prime minister, the Doha agreement's remaining elements include the difficult task of establishing a "national unity government" and holding parliamentary elections in 2009. The new law governing those elections will determine whether Lebanon will have a solid future foundation or if the day of final reckoning has been merely postponed.

According to preliminary reports, the negotiations centered on presidential elections and electoral reform, yet avoided the critical issue of Hizballah's weapons. Although details are still emerging, the broad outline of the agreement suggests that Hizballah has translated, at least temporarily, its May 7 military victory into a political victory. But given the potential outcome of the 2009 parliamentary elections, the Shiite group's victory may be short lived.

Since its election in 2005, the government had avoided direct conflict with the well-armed Shiite militant political party, but several of the organization's activities -- including apparent preparations for yet another war with Israel -- led the government to provoke a showdown. In response to a May 8 cabinet statement that focused on Hizballah's "attack on the sovereignty of the state," the Shiite organization took to the streets. In the ensuing violence -- the most intense since Lebanon's civil war -- Hizballah began occupying parts of Beirut, leaving the future of Lebanon in doubt.

  • Abstract: On March 19, Kuwaiti emir Sabah al-Ahmed al-Sabah dissolved the country's parliament and called for new elections to be held on May 17. This drastic step reflects two distinct sets of tensions, both of which Kuwait has overcome in the past: tensions between the executive branch and parliament, and tensions between fundamentalists from the Sunni majority and the Shiite minority. The conjunction of these divisions is unusual and poses a serious political test for this small but strategically vital state -- a nation that borders Iraq, Iran, and Saudi Arabia, pumps more oil than Iraq, and quietly hosts about 70,000 U.S. troops at any given moment. The political troubles have become all the more sensitive because many Kuwaitis suspect Iran of fomenting new sectarian strife within their borders.

  • Abstract: The government's decision to withdraw Australian combat elements from southern Iraq by the middle of 2008 has the potential to consign the Arabian Gulf region 1 to the periphery of Australian policy interests. There is a consequent temptation to focus our security policy on Australia's immediate region, or within West Asia only on Afghanistan where our combat forces will likely be operating for some time to come. To do so, however, flies in the face of our substantial, diverse and growing economic interests in the Gulf (including an upcoming Gulf Cooperation Council (GCC) free trade agreement), our interests in counterterrorism and counter-proliferation, and our record of regularly deploying Australian Defence Force (ADF) elements into the region over the last 20 years. These factors, along with the government's recognition that '...the challenges (that) Australia faces will require us to be more internationally active, not less' 2 mean that, in an uncertain world where our strategic horizon extends beyond Southeast Asia, it is prudent to maintain and consider enhancing the diplomatic and security connections we have built up in the Gulf, albeit in a piecemeal fashion, over nearly two decades.

  • Abstract: On February 13, 2008 the Iraqi parliament simultaneously passed a law that sets forth the relationship between the central and provincial governments, an amnesty law and the 2008 national budget. The passage of these laws was the result of months of negotiation and last-minute substantive and procedural compromises that could portend a shift away from merely ethnic and sectarian-based alliances to inter-ethnic and sectarian issue-based politics. At the same time, Iraqi lawmakers may have discovered a strategy of simultaneous consideration of multiple matters that could increase the likelihood of consensus and resolution—a sharp contrast to what has until now been an issue-by-issue approach that has often resulted in impasses and political gridlock.

  • Abstract: In January 2007, President Bush announced that the U.S. would double the number of Provincial Reconstruction Teams (PRTs) in Iraq as part of his plan for a "New Way Forward." PRTs are small, civilian-military units that assist provincial and local governments to govern more effectively and deliver essential services. These new PRTs would be embedded with Brigade (Army) and Regimental (Marine) Combat Teams (B/RCTs) participating in the "surge" of U.S. forces into Baghdad, Anbar and Erbil provinces. The new ePRTs would begin as four person interagency teams, but would expand to include civilian experts in a broad range of specialties. These new PRTs were staffed with Defense Department civilians and members of the National Guard and Army Reserve until funds became available to the State Department to hire civilian contractors. The process of deploying civilian experts is now underway, but the B/RCTs to which they are being assigned will return to the United States by August 2008.

  • Abstract: On September 22, the Iraqi parliament belatedly passed a provincial elections law, ending a long and costly deadlock. Parliament ratified the initial version of the law on July 22, but it was later vetoed by two members of Iraq's presidency council. This time it is likely that the bill will survive council scrutiny because of the compromises and concessions made in the long negotiation process. Nevertheless, passing the law marks only the beginning of a vital political transition that could lead to either a unified democratic state or a fractured sectarian country prone to foreign influence.

  • Abstract: Two key themes stand out within current US government reports and foreign policy commentaries on American public diplomacy. These are: firstly, that US efforts to attract 'hearts and minds' in the Middle East were inadequate before and immediately after the 11 September 2001 attacks on America and must be improved, and secondly that the administration of public diplomacy has required major reform in order to meet the challenge of engaging Arab and Muslim audiences into the future. This paper assesses US public diplomacy in a regional context that has not been subject to significant scrutiny within the post-11 September debates on US public diplomacy: the Asia–Pacific. This oversight is lamentable, given Washington's significant security and economic interests in the Asia–Pacific, and because the Asia–Pacific is a region undergoing significant economic, diplomatic and political shifts that are likely to complicate Washington's ability to bring about desired outcomes in the future. This paper demonstrates, furthermore, that the Asia–Pacific represents an important case study from which to reflect on the administrative and substantive questions raised in recent critiques of US public diplomacy at a general level.

  • Abstract: Hamas's takeover of Gaza and President Abbas's dismissal of the national unity government and appointment of one led by Salam Fayyad amount to a watershed in the Palestinian national movement's history. Some paint a positive picture, seeing the new government as one with which Israel can make peace. They hope that, with progress in the West Bank, stagnation in Gaza and growing pressure from ordinary Palestinians, a discredited Hamas will be forced out or forced to surrender. They are mistaken. The Ramallah-based government is adopting overdue decisions to reorganise security forces and control armed militants; Israel has reciprocated in some ways; and Hamas is struggling with its victory. But as long as the Palestinian schism endures, progress is on shaky ground. Security and a credible peace process depend on minimal intra-Palestinian consensus. Isolating Hamas strengthens its more radical wing and more radical Palestinian forces. The appointment of Tony Blair as new Quartet Special Envoy, the scheduled international meeting and reported Israeli-Palestinian talks on political issues are reasons for limited optimism. But a new Fatah-Hamas power-sharing arrangement is a prerequisite for a sustainable peace. If and when it happens the rest of the world must do what it should have before: accept it.

  • Abstract: It has been a year since Hamas formed its government – and what a dismal year it has been. The Islamists thought they could govern without paying an ideological price, Fatah that it could swiftly push them aside and regain power. By imposing sanctions and boycotting the government, the Quartet (U.S., European Union (EU), Russia and UN) and Israel hoped to force Hamas to change or persuade the Palestinians to oust it. Washington promised security and economic aid to encourage Fatah to confront Hamas and help defeat it. The illusions have brought only grief. The 8 February 2007 Saudi-brokered Mecca Agreement between the Palestinian rivals offers the chance of a fresh start: for Hamas and Fatah to restore law and order and rein in militias; for Israelis and Palestinians to establish a comprehensive ceasefire and start a credible peace process; and for the Quartet (or at least those of its members inclined to do so) to adopt a more pragmatic attitude that judges a government of national unity by deeds, not rhetoric. The adjustment will not be comfortable for anyone. But the alternative is much worse.

  • Abstract: People who live in the red zone have mixed experiences of the security situation. Residents of some “hot” neighborhoods of Baghdad say that the presence of Americans has a deterrent effect on militias, gangs and snipers—and thus gives comfort to citizens- - whereas Iraqi forces, including the police, army units, or pesh merga sent down from Kurdistan, do little to confront trouble-makers. For example, some neighborhoods within the larger Amiriya district have benefited from U.S. intervention, while others, such as Furat and Jihad, are still in conflict because U.S. forces have not intervened and Iraqi police and army do a poor job of stopping violence and intimidation. The higher U.S. profile is also credited for a decline in the number of suicide bombings and a decrease in mass sectarian killings and kidnappings in the city. Another factor contributing to a sense of greater safety in Baghdad is the success of U.S.-Iraqi force in the area south of Baghdad (the so-called Triangle of Death), where Sunni tribes have recently cooperated with U.S. forces. Residents of some neighborhoods said that for the first time in over a year they have been able to shop in their area in relative peace and stay out after dark.

In January 2007 President Bush announced that the United States would double the number of PRTs as part of his plan for a “New Way Forward.” Ten new PRTs will be embedded with Brigade Combat Teams (BCTs) in Baghdad, Anbar, and Babil. The new PRTs will differ significantly from the ten original PRTs set up in Iraq in November 2005. Led by the State Department, most of the original PRTs are located on U.S. military bases and rely on the military for security and logistical support. Both types of PRTs in Iraq differ in staffing and organization from PRTs in Afghanistan. Start-up of the PRT program in Iraq has been troubled by interagency differences over funding, staffing, and administrative support and by the overriding challenge of providing security. Embedding the new PRTs with BCTs should help overcome many of these problems. Despite the problems, PRTs provide a U.S. civilian presence in areas that would not be served otherwise. Participants in PRTs believe they are having a positive effect.

  • Abstract: In 2006, a new group of Iraqi leaders came to power through elections. In the absence of strong bureaucratic and military institutions, the qualities and skills they bring to bear and their capacity and willingness to cooperate, especially across ethnic and sectarian lines, will determine whether Iraq collapses into chaos or moves forward toward stability. Three characteristics of these leaders are striking. First is how new and inexperienced most of them are. Rapid political mobility and change in ministers was prevalent in previous cabinets, but it has intensified in this government. This degree of change has made it difficult for leaders to acquire experience in national governance, create institutions, establish networks across ministries, and cultivate constituencies outside the central government. Second, the current leadership is still dominated by “outsiders”—exiles who have spent much of their adult life outside Iraq, or by Kurds who have lived in the north, cut off from the rest of Iraq. Most of these exiles have spent time in Middle Eastern, not Western, societies. “Insiders” who lived in Saddam's Iraq and endured its hardships are still a minority. This fault line between insiders and outsiders helps explain some of the lack of cohesion in the government. Third, and most important, many of the current leaders have spent the best part of their adult life engaged in opposition to the Saddam regime, often in underground or militant activities. Those who had any affiliation with, or simply worked under, the old regime have still found it very difficult to gain entry. The result has been a profound distrust between the new leadership and those with some association with the old regime. The continuation of the insurgency has helped this political struggle metamorphose into an ethnic and sectarian war. A fourth parameter is emerging as significant: the development of political parties and groups, often accompanied by militias. While ethnic and sectarian divisions in Iraq have grabbed most of the headlines, it is these parties and their constituencies that are shaping the political agenda and are likely to be determinative in the future. The most important of these parties now occupy seats, not only in the assembly but in the government. They include the Supreme Council for the Islamic Revolution in Iraq (SCIRI), Da'wah, and the Sadrist movement in the dominant Shi'ah United Iraqi Alliance (UIA), the Kurdistan Democratic party (KDP) and Patriotic Union of Kurdistan (PUK) in the Kurdistan Alliance, Tawafuq (Iraqi National Accord) among the Sunnis, and the weaker Iraqiyyah (Iraqi) ticket among the secularists. Each of these parties has different positions on issues and different constituencies to satisfy; in a number of cases these cross ethnic and sectarian divides. Among the most important of these common interests are (a) economic development, (b) oil legislation, (c) management of water resources and the environment, and (d) the role of religion and the state. Even more divisive issues, such as federalism and a timetable for withdrawal of multinational forces, find allies on one or another side of these issues among different ethnic and sectarian groups. This suggests that despite ethnic and sectarian strife, a new political dynamic could be built in Iraq by focusing on one problem at a time and dealing with it by encouraging party, not communal, negotiations. Although such agreements will take time, they may provide a means of gradually building much-needed trust and a network of people and institutions that can work across ethnic and sectarian boundaries. Such a process will have a far better outcome over the long term—an intact, more durable Iraqi state, than the ethnic and sectarian divisions now being pushed by events on the ground and by some outside policy analysts.

  • Abstract: This paper aims to analyse the basic parameters of the new draft constitution in Turkey. Having outlined the radical amendments to the current Constitution in terms of both fundamental rights and state organs, the paper takes up the procedural and substantial criticisms directed against the draft Constitution. It also contains a number of policy recommendations for taking necessary measures to ensure the broadest possible participation of the Turkish people in the constitution making process. The paper concludes that adoption of the proposed constitution will remove the physcological obstacle to democratisation of the Turkish political regime by disproving the deeply embedded belief that civilians in Turkey cannot make a new constitution under truly democratic circumstances.
