Abstract:
While Russia’s military invasion of Ukraine has resulted in a decoupling with the West on a scale not seen since the worst years of the Cold War, Russia has not been isolated from the non-Western world and has even reinvested its diplomatic energy toward the Global South. This paper focuses on Russia’s relationships with the Islamic world and how they have been transformed — or not — by the Ukraine war. It discusses both Russia’s “internal” Islamic realm and how the Middle East has reacted to the strategic tectonic shift unleashed by the war and Western sanctions. It explains that the role and place of Islam in Russia have been reinforced by the war context, as Islamic institutions and Muslims are seen by the Russian regime as among the most loyal constituencies. It concludes that the main Middle Eastern regional powers have been able to consolidate their transactional foreign policies and use the war to assert their autonomy toward Western actors so that Russia’s weakening does not result in the West’s increased influence but in a more multipolar order.

U.S. efforts in the region stand a better chance of success if they consider rising demand for accountable governance, skepticism about democratic institutions, and various nation-specific trends. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? How should the administration best prepare for the “new normal” of protests in the region? What are the policy tools at America’s disposal, and how might they be improved upon? How can Washington turn much-needed attention to new areas of focus, such as corruption and public-sector reform? What does public opinion research tell us about what the region’s publics want in their countries—and from the United States? And where might enhanced U.S.-EU coordination play a constructive role? The proposed answers will assist policymakers in advancing opportunities for reform, preserving U.S. interests, and navigating Middle East realities in the context of America’s global priorities. In the fourth essay in the series—covering public opinion on democracy and human rights in Arab states—Catherine Cleveland and David Pollock note a cooling toward democratic institutions, a trend undoubtedly driven by failures in Tunisia, Lebanon, and Iraq. They discuss corresponding distrust in legislative bodies and high frustration with corrupt governance. Islamist leaders, they observe, come in for increasingly sharp critique. All in all, the findings emphasize a strong public demand for better governance outcomes and, in turn, the benefits as well as limits of U.S. democracy and human rights promotion in the region.

Abstract:
It appears that the growing religious diversity in the developing and developed worlds will pose a serious challenge in the near future. However, religious minorities are surprisingly understudied in the literature on the politics of accommodation. Similarly, far less emphasis has been placed on non-territorial autonomy, which has the potential to deal with territorially dispersed religious minorities. It is argued that the Ottoman millet system based on Islamic values was the first non-territorial arrangement that successfully accommodated religious differences for centuries. Therefore, this paper reviews the Islamic doctrine and traditions pertaining to religious accommodation in general and the Ottoman millet system, in particular, to examine if the case offers any valuable insights into the scheme of religious autonomy in modern times.

Abstract:
In February 2020, the editors of this volume organized a POMEPS workshop that explored the origins of the disciplinary divide between the study of Africa and the Middle East, examining issues that span both regions (i.e., cross-border conflict, Islamist politics, social movements and national identity, and Gulf interventionism.) In February 2021, we convened another workshop, sponsored by POMEPS and the newly-founded Program on African Social Research (PASR, pronounced Pasiri) centered on racial formations and racialization across the two regions. Both workshops centered around the need for a genuinely transregional scholarship, one which rejects artificial divisions between ostensibly autonomous regions while also taking seriously the distinctive historical trajectories and local configurations of power which define national and subregional specificities. The workshop brought together nearly two dozen scholars from across multiple disciplines to explore the historical and contemporary politics of racial formation across Africa and the Middle East.

Founded after the triumph of the Islamic Revolution, the Corps of the Islamic Revolutionary Guard of Iran has evolved far beyond its original foundations as an ideological guardian of the nascent revolutionary regime. Today, it functions as a socio-political-economic conglomerate, whose influence extends to all areas of Iranian life. Its members have articulated a vision of the Islamic Republic that they feel committed to defending, becoming guarantors of the ideological purity of the regime whose supreme leader rests on its support, while increasingly depending on it to survive.

Abstract:
Religious repression is often targeted at individuals and groups that express religious behaviors or religious affiliation (Fox, 2016; Sarkissian, 26 May 2015). However, repressive acts can also be directed at imposing a coercer’s religious values regardless of the victim’s religious affiliation (or lack thereof). ACLED-Religion captures this type of religious repression under the ‘imposition’ religious context (ACLED-Religion Codebook, 2021). Critically, religious imposition does not delineate specific repression victims. Indeed, a perpetrator can impose their values on believers of a different religion, on “religiously unaffiliated” or non-practicing individuals (Pew Research Center, 18 December 2012), and on individuals practicing the perpetrator’s religion differently.

It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

Abstract:
What is the relationship between religion and empire, and what role do religious ideas play in the empire-formation process? This paper focuses on these questions by analysing the role of Islam in the formation of the Umayyad and the Ottoman Empires. Although the literature about these Islamic empires is extensive enough, they generally provide a rich historical narrative without theorization. To fill this gap, I use constructivist theory in the analysis and point out that religion as a structural force helps states to turn into empires over time. Nevertheless, following the agent-structure debate, I also argue that the individual characteristics of these states are essential to understand how religion affected their policies and how they interpreted the religion. The findings show that as the Umayyad Empire was not recognized as legitimate by various sects in religious terms in the seventh and eighth centuries, religion played less of a regulatory role in imperial policies and its rulers did not hesitate to adopt ruthless stratagems and a divide-and-conquer strategy. On the other hand, the Ottoman Empire benefited from religion in its conquests and its policies were primarily restricted by religious norms and values. As a result of this dependence, ruthless stratagems were adopted less often, and Ottoman policies were heavily shaped by religious norms and values.

11. Pope Francis: Extending his “Culture of Encounter” into the Arab and Muslim Worlds

In February 2019, Pope Francis became the first pope to visit the United Arab Emirates (UAE). Like John-Paul II before him, he has also visited Egypt, and he went to Morocco in March 2019. The pope participated in a colloquium on “human fraternity” and interreligious dialogue sponsored by the UAE-based Muslim Council of Elders—the brain-child of Sheikh Ahmed el-Tayeb, the grand imam of Egypt’s Al-Azhar, the most important Sunni Muslim university in the world. The Council of Elders sponsors initiatives to engage young Muslims on Islamist ideology by promoting a more “authentic” interpretation of Islam. Islamist violence—with its beheadings and mass executions—has provoked disgust across the Muslim world and is causing young Muslims to become more distant from their imams and mosques. It is becoming clear to many Muslim intellectuals in Egypt, Iraq, and Lebanon that, in order to defeat Islamism, there needs to be greater dialogue and coexistence with Christians. Pope Francis is attempting to lead the way, extending his “culture of encounter.”

Abstract:
By the time IS came to the fore in Iraq and Syria, many of its themes and activities were already second nature to Tunisian jihadis who had heard similar messaging at home. There are a number of reasons why Tunisians joined the Islamic State in Iraq, Syria, and Libya. One underappreciated aspect of this is the way Ansar al-Sharia in Tunisia’s (AST) messaging primed members of the group and others in society that were exposed to, attended, or followed online AST activities and events. In my new book, Your Sons Are at Your Service: Tunisia’s Missionaries of Jihad, I describe this process, which I will examine in brief here. In particular, I will explore AST’s motivational framing, which “functions as prods to action.” The major themes AST crafted in its narrative were related to brotherhood, the defense of Islam, the creation of an Islamic state, and “remaining” as an entity.

Social movements are considered by sociologists as agents of social change. They are not isolated entities but an outcome of prevailing circumstances and at, the same time, result from continuity with the historical roots. Moreover, the mobility of contemporary movements can only be shown in comparison with previous kind of collective actions. Two revolutionary movements within one century (Constitutional Revolution 1905-06 and Islamic Revolution1979), and eight years’ IranIraq war (1981-89) and globalization have significantly contributed to the evolution of distinctive nature of contemporary Iranian society. This makes it an interesting subject for research in general, and particularly the case of social movements and their transformation. The paper aims to give an overview of Iranian social movements from the constitutional movement to the recent Green movement of 2009. The intention is to find out, first, whether there was any continuity in social movements during this period; secondly, to investigate the differences of the recent Green movement from the previous social movements of modern-day Iran. An overview of social structure, the state-society relationship, causes of mobilization and the outcomes of each movement will be studied. Abstract:
The economic decline of the Muslim world and the rise of Western Europe has long captured the attention of scholars across disciplines. Explanations largely focus either on Islam, whether its financial institutions or the essence of its teachings, or on Western colonialism as the culprit. In Islam, Authoritarianism, and Underdevelopment, Ahmet T. Kuru puts forward a new explanation rooted in class relations. He takes issue with existing approaches, convincingly demonstrating the intellectual and economic vibrancy of the Muslim world between the eighth and twelfth centuries, undermining arguments about Islam’s incompatibility with progress, and asserting that colonialism occurred too late to explain multiple political and socioeconomic crises. Instead, Kuru identifies the eleventh century as a critical juncture when the Muslim world witnessed the emergence of alliances between Islamic scholars (ulema; singular alim) and the military. These alliances persisted through path dependence and gradually hindered intellectual and economic creativity by marginalizing independent intellectual and bourgeois classes in the Muslim world. In turn, the absence of these classes led to the persistence of authoritarianism and the well-documented underdevelopment in the contemporary period.

The religious sphere in Rural Damascus Governorate is poised to become a political battleground as both the regime and the exiled opposition seek to court a new rising group of religious leaders. The uprising in Syria, which began in 2011 and is ongoing, has altered the Sunni Muslim religious landscape of the capital, Damascus, beyond recognition. Ironically, both the regime and the Islamic opposition have achieved an important goal: The regime has fashioned, and asserted control over, a religious establishment previously made up of disparate and competing fiefdoms. Meanwhile, long fractious Damascene religious institutes and individuals, now forced into exile, have united within a single opposition organization, the Syrian Islamic Council (SIC).

In 2008, the IRGC established a new branch that remains little known or studied today: the Provincial Guard. Operating in all of Iran's thirty-one provinces plus Tehran city, the IRGC-PG carries out the regime's revolutionary aims at the local level, inculcating conservative religious values, shaping educational curricula, and even sponsoring sports activities. It also delivers military might and security through its Imam Hussein infantry battalions and anti-riot Imam Ali battalions. This pathbreaking Policy Note, written by expert Saeid Golkar, casts the Provincial Guard as a rising actor in Iran's national narrative. If Tehran has its way, the organization will succeed in finally enshrining Iran as an "Islamic society." But domestic precedent suggests this bid will meet more than a little resistance, especially given a regime dealing with economic weakness, a coronavirus pandemic, and a restive, increasingly secularist public emboldened by last year's mass protests.

There has been a large number of challenges to undemocratic regimes in the Middle East by their populations due to the denial of their participation in decision-making processes. Among many factors, Islamic faith and ruling are regarded to have more role in political conflicts than others. Particularly, the idea that Islam and democracy are not compatible with each other has prevailed and led to the neglect of other reasons in debates. This study analyzes the reasons for democracy deficit in the region such as the environment of mistrust abetting governments to abandon basic human and political rights, hydrocarbon revenues that make regimes independent from populations, the prevalent role of tribalism in government structures which is inherent to traditional Middle Eastern politics, the lack of civil society and the effect of Islam. The study asserts that the role of Islam is unfairly exaggerated since it does not offer a certain political system. Besides, such approaches also underestimate the strong damages other reasons cause. By analyzing the impact of Islam on governance, its use as a tool by political and anti-political Islamists as well as its compliance with democracy, this research aims to reveal to what extent Islam can be attributed to the democracy deficit of the region.

Efforts to portray Muslims and their faith as threatening diminish our society by stigmatizing a significant American minority. They also can facilitate costly foreign policy blunders such as the 2017 Executive Order banning entry into the US of visitors from several Middle Eastern majority-Muslim countries, an order purportedly based on terrorist activity, technical hurdles to properly document these countries’ travelers, and poor coordination with US officials. Two recent books, “Mohammad: Prophet of Peace Amid the Clash of Empires” and “What the Qur’an Meant: And Why it Matters,” take on the task of broadening Americans’ still unacceptably low understanding of Islam. The authors – Juan Cole, a professor of history at the University of Michigan, and Garry Wills, a Pulitzer Prize winning lay scholar of American Catholicism – approach their subject in distinctly different manners. Yet, their message and conclusions are remarkably similar – namely, that ignorance of and distortions of Islam and what the Quran says both alienate vast numbers of Muslims and have led to foreign policy missteps. The books complement each other nicely.

Arab Barometer observes a drop in perceived freedom of expression, right to protest peacefully, and to join associations since 2012-14. • While electoral participation is low in many contexts, it appears that many MENA publics frequently take political issues to the streets. Youth are especially likely to protest, but few say they also used force for a political cause. • The principle of charity is core to many religions, including Islam. Even though Arab Barometer has observed declining rates of charitable giving, overall a high percentage donate to the less fortunate across most countries.

In recent years, jihadists across the world have transformed their gendered violence, shocking the world by breaking from prior taboos and even celebrating abuses that they had previously prohibited. This behavior is surprising because jihadists represent a class of insurgents that are deeply bound by rules and norms. For jihadists, deviating from established Islamist doctrines is no easy feat. What then explains these sudden transformations in the rules and norms governing jihadist violence? An inductive investigation of contemporary jihadist violence in Pakistan and Nigeria reveals a new theory of jihadist normative evolution. Data from these cases show that dramatic changes in jihadist violence occur when an external trigger creates an expanded political space for jihadist entrepreneurs to do away with normative constraints on socially prohibited types of violence. As these jihadist leaders capitalize on the triggers, they are able to encourage a re-socialization process within their ranks, resulting in the erosion of previously held taboos, the adoption of proscribed behaviors, and the emergence of toxic new norms.

The 12 May Iraqi elections – the fourth since the 2003 fall of Saddam Hussein – provided several surprises and contradictions for Iraq’s political landscape. Primary among them was the unprecedented objections to and questioning of the results as announced by the Independent High Electoral Commission – a central focus of this paper. Previous election cycles witnessed objections and complaints, yet none reached an extent that would damaging the clean bill issued by national and international organizations or the Federal Court’s validation of the results. Criticism of electoral transparency reached a point where the Council of Ministers was obliged to create a “higher security committee” to investigate accusations sent to the Independent High Electoral Commission (IHEC), and the United Nations representative in Iraq to send a letter calling on the IHEC to do a manual ballot counting of an arbitrary number of ballot boxes to ensure conformity with electronic ballot counting adopted for the first time this year. This multi-stage drama has reached the point where the Parliament decided, in an extraordinary session, to freeze the IHEC and assign a committee of nine judges to replace it, as well as to cancel the votes of internally displaced persons (approximately 3 million) and of Iraqis abroad (around 1.5 million). Therefore, any interpretation of the current election results must be cautioned with the knowledge that they are subject to change. The results most in question are from several predominantly Sunni governorates (such as Anbar and Salaheddin), Kurdish governorates (such as Sulaymaniyah, Erbil, and Dohuk), or ethnically mixed regions (such as Kirkuk) – where Arabs, Turks, and Kurds are in multiple ongoing disputes. However, the final decisions taken with regards to these appeals will not change the overall results as there is no serious questioning of the accuracy of the results in predominantly Shia governorates, which constitute the majority of Iraq’s population. That most of Iraq’s post-2003 prominent political movements resorted to unprecedented election rigging in 2018 is a tacit acknowledgement of the loss of trust they incurred before massive sectors of their electorates, a trend that has been observed by many for quite some time. Similarly, the public’s loss of confidence in the political class is also manifest in the alarming decline in voting rates, despite the high stakes of this year’s elections. Out of 24.5 million Iraqis eligible to vote, less than 11 million (44.5%) voted. Participation rates in all previous elections – except for governorate council elections – exceeded 60%. This low turnout translates the frustration of many voters at the possibility of changing the political establishment, despite changes in the political parties’ formation and election lists. Contrary to previous elections, where forces of Shia political Islam led by the Islamic Dawa Party were guaranteed to win, the 2018 elections involved bitter conflict among different political visions, each with serious consequences regarding Iraq’s future, and the form of the state to be rebuilt after the destruction wrought by the so-called Islamic State (ISIS) and the policies of previous governments. However, most voters saw the fierce electoral competition as merely a repetition of the same faces, stances, and policies.

31. Pakistan and its Militants: Who is Mainstreaming Whom?

Pakistani militants of various stripes collectively won just under ten per cent of the vote in the July 2018 parliamentary elections. Some represented long-standing legal Islamist parties, others newly established groups or fronts for organisations that have been banned as terrorists by Pakistan and/or the United Nations and the United States. The militants failed to secure a single seat in the national assembly but have maintained, if not increased, their ability to shape national debate and mainstream politics and societal attitudes. Their ability to field candidates in almost all constituencies, and, in many cases, their performance as debutants enhanced their legitimacy. The militants’ performance has fueled debate about the Pakistani military’s effort to expand its long- standing support for militants that serve its regional and domestic goals to nudge them into mainstream politics. It also raises the question of who benefits most, mainstream politics or the militants. Political parties help mainstream militants, but militants with deep societal roots and significant following are frequently key to a mainstream candidate’s electoral success. Perceptions that the militants may stand to gain the most are enhanced by the fact that decades of successive military and civilian governments, abetted and aided by Saudi Arabia, have deeply embedded ultra-conservative, intolerant, anti-pluralist, and supremacist strands of Sunni Islam in significant segments of Pakistani society. Former international cricket player Imran Khan’s electoral victory may constitute a break with the country’s corrupt dynastic policies that ensured that civilian power alternated between two clans, the Bhuttos and the Sharifs. However, his alignment with ultra-conservatism’s social and religious views, as well as with militant groups, offers little hope for Pakistan becoming a more tolerant, pluralistic society, and moving away from a social environment that breeds extremism and militancy. On the contrary, policies enacted by Khan and his ministers since taking office suggest that ultra- conservatism and intolerance are the name of the game. If anything, Khan’s political history, his 2018 election campaign, and his actions since coming to office reflect the degree to which aspects of militancy, intolerance, anti-pluralism, and supremacist ultra- conservative Sunni Muslim Islam have, over decades, been woven into the fabric of segments of society and elements of the state. The roots of Pakistan’s extremism problem date to the immediate wake of the 1947 partition of British India when using militants as proxies was a way to compensate for Pakistan’s economic and military weakness. They were entrenched by Prime Minister Zulfikar Ali Bhutto in the 1970s and General Zia ul-Haq’s Islamization of Pakistani society in the 1980s. The rise of Islamist militants in the US-Saudi supported war against Soviet occupation troops in Afghanistan and opportunistic policies by politicians and rulers since then have shaped contemporary Pakistan.

One of the essential postulates of political orientation and determination for the building of stable societies and a functioning political system in its content recognizes and imposes the need to examine the relation of relevant political actors to constitutionalism and human rights as concepts and preoccupations for any modern society. Also, constitutionalism and human rights and freedoms as its inseparable category manifest the political values and the corpus of essential and common political goals and commitments of a particular political community. Political Islam as an ideological political subject has its own sources and a valuable orientation framework through which prisms and perceptions can be interpreted or extracted by individual axiological determinants to certain issues. There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Many scholarly works on women in jihadi organizations emphasize women’s lack of agency. Authors of these works argue women have fallen victim to these male-dominated organizations and thus have lost control over their actions. However, certain groups of women in some jihadi organizations—for example, Islamic State (or IS), Jaish al-Fatah, and Jabhat Fateh al-Sham—enjoy a degree of agency within the scope of their duties. This policy brief examines the extent to which women in jihadi organizations have agency—that is, to which extent they are able to make independent decisions. Understanding the conditions under which women have agency, allows policymakers to recognize the diversity of roles and contributions of women within jihadi organizations and design appropriate policy responses.

Modern constitutional and political concepts, in a broad sense, represent an expressed codification of the elements of value that structure the relevant society or the particular group that tries to project or channel them through the existing order. The secularism vs. Islamism dichotomy is a part of such a conceptual framework. The author elaborates and compares both ultimate constitutional and political designs, specifying them through the example of Turkey and Iran, as well as to shows the basic characteristics through the prism of their political legitimacy, the organization of power, the human rights and freedoms, as well as the possibility of political activism. POMEPS Studies 28: New Analysis of Shia Politics The study of Islamist movements has often implicitly meant the study of Sunni Islamist movements. An enormous amount of political science scholarship has dissected the ideology, organization, and political strategy of Sunni Islamist movements.However these academic communities that study Sunni Islamism often proceed without any interaction with the academic communities that study Iran or Shi’a politics in Arab countries. Studies of Iran and of Shi’a movements similarly often proceed in isolation from the literature on the Arab world or Sunni Islamist movements. This is unfortunate, because Sunni and Shi’a Islamist political dynamics engage many similar theoretical or intellectual issues and could offer each other critically important comparative perspective. Therefore, on October 13, 2017, POMEPS convened an interdisciplinary workshop of scholars of Shi’a politics to discuss these questions and to probe the similarities and differences between the two academic communities. We are delighted to publish this collection of essays resulting from that workshop. The essays range widely, both thematically and geographically, and together offer a deeply informed and often surprising portrait of political changes across very different contexts. They also reveal the profound methodological and intellectual divides between the academic communities studying Sunni and Shi’a Islamism. The essays in this collection range broadly over these issues and represent a starting point for the development of a research community. In the coming years, we hope to see much more attention paid to the comparative study of Sunni and Shia Islamism across diverse contexts. Bridging these linguistic, analytical, methodological and political divides would be an important step forward in the broader understanding of Islamist politics.

Reflections on the problem of sectarianism in the wake of the Arab Revolutions from CCAS’ inaugural American Druze Foundation Postdoctoral Fellow. Why has Sunni-Shi’i sectarianism become the leading issue of debate in Middle East politics over the last few years? Led by rival Sunni and Shi’i theocracies, Saudi Arabia and Iran respectively, the region seems to have fallen into opposing camps in a sectarian cold war. Along the fault-lines in Iraq, Syria, Yemen, and Bahrain, Sunnis and Shi’is are fighting for supremacy, backed and incited by coreligionists across the region. The Middle East is in a lamentable state, but this is not— despite what we are increasingly told by news media and political leaders—its natural state. The Middle East’s problems are not “rooted in conflicts that date back millennia,” the excuse President Obama used to explain away foreign policy failures in his final State of the Union address. Phrases like “ancient conflict” or “deep-rooted hatreds”—heard more and more commonly—do not explain the actions of our contemporaries in the Middle East any more than they do yours or mine. And they certainly don’t explain why sectarianism, which emerged as a central feature of regional politics only in the past decade, is so new.

A wedding party walks the shattered streets of Aleppo. A flash mob dances in a public square in occupied Ramallah. These scenes inspire the imaginations of millions as they travel through social media. They are shocking and comforting at once. The Arab world we are accustomed to seeing is one of accumulating catastrophes, multiple wars, occupations, and unprecedented authoritarian and sectarian militarization. By all counts, the conditions of people, as varied as they may be, in places like Iraq, Syria, Yemen, Egypt, and Palestine appear to only be getting worse before, and if, they will get any better. These conditions target the very possibility of life. Yet despite these hardships and amidst the varieties of dispossession and injustice we are now witnessing, people continue to live, to create, and to love. It is in the spirit of honoring this will to live that we present this issue of Arab Studies Journal. We are proud to feature articles that explore the history of modern Assyrian and Chaldean appellations, contribute a literary analysis of Cairo in a time of intense political change and upheaval, and present a historical study of Arab nationalism in the “Trucial States.” A special section titled “Love in the Arab World” includes a rich body of ethnographic studies on compatibility and marriage in Jordan; Valentine’s Day in Egypt; and the politics of desire in post-uprising Syrian television drama. As always, we are pleased to accompany our articles with a review section that engages a number of recent contributions to the field. Together these pieces testify to the resilience of the everyday and the significance of untold stories that are perhaps best represented in the words of Mahmoud Darwish, “One day I will be what I wish to be.”

The term “post-colonial” has presented a seminal problem for historians of the 20th century Middle East. As this essay will detail, debates over the term have provided an important axis around which discussions of political identity revolve. Following World War Two European power in the Middle East crumbled and a number of post-colonial states emerged. These states often justified their existence in terms of ideologies that were tied to specific post-colonial, political identities. Endless debates have occurred over how much emphasis to put on the post-colonial nature of these states and their political identities. In this essay, I will discuss whether a state’s status as post-colonial matters. If so, how? And what are the consequences? Following a general discussion of debates over post-colonialism, will look more closely at three case studies: Egypt, Iraq, and Iran.

In the 11 months since President Barack Obama committed the United States to “degrade and ultimately destroy” the so-called Islamic State of Iraq and al Sham (ISIS), the group has expanded its international reach, metastasized to form offshoots across multiple regions, and increased its perceived momentum. Although U.S. government officials cite a reduction in the overall size of the group’s sanctuary in Iraq and Syria and the killing of thousands of ISIS fighters, the fall of Ramadi and much of Anbar province to the Islamic State served as a wakeup call that current efforts to counter ISIS are not adequate to the task.2 Meanwhile, the threat posed by the terrorist group to Americans at home and abroad appears to be growing as ISIS-inspired individuals conduct attacks targeting Westerners around the globe, including here in the United States.

As a member of the Council of American Ambassadors, I have written before in CAA publications on Syria and radicalism in the Levant—once in September of 2013,1 and again in September of 2014.2 Nearly a year later, I am disheartened to see that US leadership continues to be timid in its struggle with the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) and Syria, in spite of our warnings and prediction that if the United States didn’t define and lead the effort in this fight, radical elements would take over against our interests. This didn’t have to be the case and doesn’t have to be in the future. However, the problem cannot simply be wished away and we can’t wait two long years for a new administration to take action.

In an unexpected effort to protect a key Middle Eastern ally, the Kremlin intervened in Syria with military forces in late September 2015. This effort was undertaken to protect the Bashar Assad regime from Islamist and secular rebels now threatening his regime. Moscow initiated this action with a limited force that may be primarily designed to prevent Assad’s ouster but does not have the capabilities to help him retake large tracks of the country from the rebel groups that are now holding them. The Russian leadership made the decision to use military units in Syria at some political cost, aware that it was poisoning relations with many conservative anti-Assad Arabs and complicating its troubled relationship with Western powers.1 At some point, the Russians will have to consider the questions of how well these efforts have met their goal of bolstering the regime and what will be their next moves. They may also be rapidly faced with pressure to escalate their commitment to support the regime, if current actions do not produce meaningful results. They may also learn the painful lesson of other great powers, that military intervention in the Middle East is often much more problematic than national leaders initially expect.

Growing numbers of Central Asian citizens, male and female, are travelling to the Middle East to fight or otherwise support the Islamic State (IS, formerly ISIL or ISIS). Prompted in part by political marginalisation and bleak economic prospects that characterise their post-Soviet region, 2,000-4,000 have in the past three years turned their back on their secular states to seek a radical alternative. IS beckons not only to those who seek combat experience, but also to those who envision a more devout, purposeful, fundamentalist religious life. This presents a complex problem to the governments of Central Asia. They are tempted to exploit the phenomenon to crack down on dissent. The more promising solution, however, requires addressing multiple political and administrative failures, revising discriminatory laws and policies, implementing outreach programs for both men and women and creating jobs at home for disadvantaged youths, as well as ensuring better coordination between security services.

The rapid changes that the people of the Arab world have witnessed in the last four and a half years have been revolutionary. In its initial instances this wave of change was a euphoric experience. From the far east of the Arabian Peninsula to the far west of Morocco, many transgressed generational, sectarian, gender, and class divides to break the barrier of fear. They unified to publically and collectively call for popular sovereignty. They marched on various squares, neighborhoods, and roads demanding bread, freedom, and social justice. They led us to the unknown territory of hope. As the bids for popular sovereignty became louder and stronger, and people placed their lives and bodies in the line of fire, these Arabs posed a fundamental challenge to what observers had admonished as apathetic and moribund. Politics outside the confines of a militant Islamism and a calcified authoritarianism seemed possible. Perhaps at last, Arabs could step out of the identity debate on authenticity, to demand the basics: economic redistribution and freedom from state brutality. Perhaps at last, observers could finally step out of the closed circle of debate that 11 September 2001 and the war on terror escalated to new heights: essentialism on the one hand and apologetics on the other. In a sense, the ontological non-choice between militant Islamism and militant authoritarianism mirrors the epistemological trap that can do little more than eulogize politics.

September 2015 marked the one-year anniversary of President Barack Obama's speech outlining the administration's strategy to "degrade and ultimately destroy" the Islamic State of Iraq and al-Sham (ISIS). Yet, ISIS celebrated in June its own first-year anniversary of setting up a state by conducting three nearly simultaneous terrorist operations in three different countries—France, Tunisia, and Kuwait. Just this past month, ISIS also shocked the world with its attacks in Paris and Beirut and its downing of a Russian airliner in Egypt, killing more than 400 people combined and injuring hundreds more. While nobody expected the destruction of a resilient and agile foe such as ISIS within a couple of years, it is deeply troubling that the coalition is having such a hard time even disrupting its activities.

We live in an age of identity politics. We define ourselves by one or more objective measures: measures of race, ethnicity, gender, politics, religion, sexual orientation, to name just a few. Those measures then define who we are to others. They determine our place in society, the communities with which we identify, our attitudes towards others and other communities. The politics of identity are fraught, and they interact in ways that both liberate and confine. On the one hand we prize diversity. On the whole, this is a good thing, since it reflects a larger transformation in American life. Like it or not, the fact is that we are becoming, have become, a “multi-cultural society.” No matter what terms we use to define diversity—racial, ethnic, religious, sexual, gender, whatever—we are more diverse now than we have ever been, and we are destined to grow more so. Multi-culturalism is not an option; it is the future. The only question is how, and how well, we are going to deal with it.

Islam has rarely been far from the center of the world’s political and security agenda in the decade and a half since the September 11, 2001 terrorist attack against the United States. The range of issues to which Islam has been deemed central is staggering, from transnational terrorism and counterinsurgency in Iraq to the possibility of democracy in the Middle East. These long-running debates have been galvanized over the last few years by the rise of the Islamic State in Iraq and Syria, shocking acts of terrorism from Paris to Tunisia, and the failure of the democratic experiment with Muslim Brotherhood rule in Egypt. In April 2015 the Project on Middle East Political Science and the Transatlantic Academy hosted a workshop for a sustained discussion of emerging questions on Islam and international order. The two-day workshop brought together a broad, interdisciplinary group of scholars, including area specialists and generalists, from the fields of political science, religious studies and history. The workshop, part of the POMEPS Islam in a Changing Middle East initiative, built on the Transatlantic Academy’s 2015 theme of religion and foreign policy. Peter Katzenstein of Cornell University, in his keynote address, put the question of Islam squarely within the racial and civilizational politics of a declining American imperium. This historical and global perspective provoked a wide-ranging discussion. Islam has played many roles in many different regional and global political orders, as Cemil Aydin, Bruce Lawrence and Jonathan Brown evocatively explained. And, as Amitav Acharya forcefully argued, Islam has routinely frustrated the expectations of popular grand theories of world order. The workshop ranged widely over the question of how to think about Islam within global, regional and domestic political arenas, from a diverse range of empirical cases and theoretical literatures. Can Islam really be understood as an actor, with interests and a coherent identity? Is there something unique about Islam that prevents it from being treated theoretically like other cultural traditions such as nationalism, ethnicity or ideology? Should Islam be seen as a causal variable or as a context through which actors pursue their interests and fight their political battles? What are we doing, conceptually and politically, when we describe political thought as “Islamic political thought,” movements as “Islamic movements,” or democracy as “Islamic democracy”? The essays prepared for this workshop are available here as POMEPS Studies 15. Several key themes ran through the discussions. First, several of the memos specifically focus on the emergence of the Islamic State. Marc Lynch surveys the central analytical arguments that have been deployed to explain the Islamic State Caliphate’s development, noting the very different policy responses each might elicit. Barak Mendelsohn and Reyko Huang evaluate the Islamic State in the history of jihadist groups and insurgencies, and Lawrence Rubin argues that ideational balancing will prevent the Islamic State from becoming a normal state.

Abstract:
We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. Ibrahim Sharqieh opens the Journal with a commentary on the often overlooked plight of Palestinian “double refugees”—those first displaced by conflict with Israel, displaced again by conflict in Syria. Matthew Levitt provides our first feature article investigating the evolving strategic relationship between Hezbollah and Iran. Denise Natali analyzes the dynamics—new and old—of transborder Kurdish politics. Todd M. Johnson and Gina A. Zurlo focus our attention on demographic trends behind the flight of the region’s Christian communities. Karina Piser helps dispel the popular narrative of religion as the sole driver of Islamist political parties in Tunisia, focusing us instead on their internal debates and political acumen. John Strickland points us to an economic transformation with global consequences taking place in the region’s skies: the growth of Gulf airlines. Lastly, spanning the politics of the Palestinian Authority, the political economy of oil and gas, and the underpinnings of the region’s grassroots political movements, this year’s staff interviews offer fresh perspectives on pressing issues.

Interest in Turkey and its foreign and security policies has grown significantly in the political and scholarly circles in the world, especially since the Justice and Development Party (Adalet ve Kalkınma Partisi – AKP) came to power with the November 2002 elections. The AKP's electoral success continued in the subsequent elections in 2007 and 2011 with an increasing percentage of votes, which was unprecedented in the history of the Turkish Republic. One particular reason why Turkey attracted much attention in the world was because, in its first years in power, the AKP was easily categorized, both in the media and in academia, mainly in the West, as an “Islamic” party with a hidden agenda that aimed at drifting Turkey away from its mainstream foreign and security policies that have long been anchored in the Western alliance, thereby turning Turkey's face toward the Middle East and the Islamic world beyond it.

"Why do they hate us?” This question1, on so many U.S. citizens' minds over the decade following the September 11, 2001, attacks, is often asked about Islamic extremists and even the broader Muslim world. Among the most common responses is that “they” resent U.S. foreign policy in the Middle East. When the focus shifts to Latin America, U.S. foreign policy similarly appears to be the principal reason for anti-Americanism. This seems to make sense. One would be hard-pressed to find another world region with greater and more long-standing grievances about Washington's actions. The Monroe Doctrine, Dollar Diplomacy and Cold War Containment were euphemisms for imperial abuses committed against Latin America over the course of two centuries.

The Islamic State poses a grave danger to the United States and its allies in the Middle East and around the world due to its location, resources, the skill and determination of its leaders and fighters, and its demonstrated lethality compared to other al Qaeda-like groups. In Syria, the Assad regime has lost control of the majority of the state, and the regime's atrocities and sectarianism have fueled violent Islamists, particularly ISIS and Jabhat al-Nusra (JN). In Iraq, the government has lost control over large portions of territory that the Iraqi Security Forces and Kurdish Peshmerga are incapable of retaking without significant foreign support. The Sunni Arabs of Iraq and Syria are the decisive human terrain. Al-Qaeda and similar groups can only flourish in distressed Sunni communities. Any strategy to counter al-Qaeda requires working with these communities, as the U.S. and the Iraqi government did during the Awakening in 2007. Having neglected Iraq and Syria, the U.S. currently lacks the basic intelligence and contextual understanding to build a strategy. The U.S. must adopt an iterative approach that tests assumptions, enriches understanding, builds partnerships with willing Sunni Arabs, and sets conditions for more decisive operations.

The number of foreign fighters is high, 12,000 and counting, and the spread of countries they come from covers much of the globe. Two recent events involving foreign fighters show the radicalizing influence of the war. With the support to bolster Syria's more secular rebel forces at times inconsistent and tepid, the lack of an alternative has accelerated a natural gravitation towards extremist elements. It will be hard to know which returnees pose a threat, and harder still to deal with them. Given that the number of foreign fighters already exceeds those that went to Afghanistan, government resources will be severely strained to monitor all returnees and will have to rely on the help of local communities.

The Turkish parliament's vote to authorize the deployment of military forces in Syria and Iraq provided a legal and official framework for such action It may appear to be a positive step in degrading and destroying the putative Islamic State (IS), however, the parliament in its vote used the broader term "terrorist organizations," thus the landscape for Turkey, Syria-Iraq, and regional states and interests remains exceptionally complex Though there is nearly universal and implacable opposition to IS among all actors in Syria and Iraq, Turkey's future role-depending on steps taken-could aggravate tensions not only with Arab Gulf states and Kurdish elements in Syria and Iraq, but Iran, Russia, and the Iraqi government Turkey's desire to create a buffer zone on the Syrian side of its common border remains one of the most sensitive issues Amid reports of increased IS pressure on Kobani, Kurdish PKK has insinuated Turkey will be to blame-not IS-for creating conditions for the refugee crisis, and threatens to resume opposition activity in Turkey. The Turkish parliament's vote Thursday to authorize use of its army and military facilities in the fight against the so-called Islamic State (IS) may appear at first look to be a positive step for the broader coalition. The measures-to be determined-are in addition to any financial, diplomatic, humanitarian, and support activities for the anti-IS coalition. However, parliament's vote did not entail Turkey's officially joining the coalition. After the recent deal-details yet to be revealed-to bring home over 40 hostages IS had taken from Turkey's consulate in Mosul, Iraq, in June 2014, pressure increased for Turkey to take military steps in the anti-IS fight. A factor increasing the possibility of military action is Turkish special operations forces' guarding the tomb of Suleyman Shah, a Turkish enclave in Syria reported to be increasingly surrounded by IS. Though there is almost universal animus toward IS in the region, there is also nearly uniform resistance to Turkey's perceived unilateral military involvement in Syria and Iraq, outside the framework of the anti-IS coalition. Turkey's next moves may cause more conflict than benefit in the anti-IS fight. Indeed, the political landscape for Turkey's moves at home and abroad remains extraordinarily complex.

Until a few years ago, the relationship between Washington, DC, and Ankara, Turkey, was perennially troubled and occasionally terrible. Turks strongly opposed the U.S. 2003 invasion of Iraq and have subsequently complained that the Pentagon was allowing Iraqi Kurds too much autonomy, leading to deteriorating security along the Iraq-Turkey border. Disagreements over how to respond to Iran's nuclear program, U.S. suspicions regarding Turkey's outreach efforts to Iran and Syria, and differences over Armenia, Palestinians, and the Black Sea further strained ties and contributed to further anti Americanism in Turkey. Now Turkey is seen as responding to its local challenges by moving closer to the West, leading to the advent of a “Golden Era” in Turkish U.S. relations. Barack Obama has called the U.S.-Turkish relationship a “model partnership” and Turkey “a critical ally.” Explanations abound as to why U.S.-Turkey ties have improved during the last few years. The U.S. military withdrawal from Iraq removed a source of tension and gave Turkey a greater incentive to cooperate with Washington to influence developments in Iraq. Furthermore, the Arab Awakening led both countries to partner in support of the positive agenda of promoting democracy and security in the Middle East. Americans and Turks both want to see democratic secular governments in the region rather than religiously sanctioned authoritarian ones. Setbacks in Turkey's reconciliation efforts with Syria, Iran, and other countries led Ankara to realize that having good relations with the United States helps it achieve core goals in the Middle East and beyond. Even though Turkey's role as a provider of security and stability in the region is weakened as a result of the recent developments in Syria and the ensuing negative consequences in its relations to other countries, Turkey has the capacity to recover and resume its position. Partnering with the United States is not always ideal, but recent setbacks have persuaded Turkey's leaders that they need to backstop their new economic strength and cultural attractiveness with the kind of hard power that is most readily available to the United States. For a partnership between Turkey and the United States to endure, however, Turkey must adopt more of a collective transatlantic perspective, crack down harder on terrorist activities, and resolve a domestic democratic deficit. At the same time, Europeans should show more flexibility meeting Turkey's security concerns regarding the European Union, while the United States should adopt a more proactive policy toward resolving potential sources of tensions between Ankara and Washington that could significantly worsen at any time.

As part of the radical political changes that have affected a number of Arab countries over the past 4 years, the toppling of regimes and the organization of the first fair and free elections in several Arab states have allowed Islamist parties to rise to power. This highly visible political trend has caused mixed reactions, both within these countries and internationally. Prior to the Arab Spring, most countries in the region banned Islamist movements from forming political parties. For decades, members of such movements were jailed, tortured, and exiled from their home countries. Even in those states where Islamist political parties were allowed, they had limited freedom and were under the scrutiny of the regimes, as was, for example, the Moroccan Justice and Development Party.

In the Middle East today there are armed groups that have no respect for the humanitarian imperative. What challenges does this present to the Red Cross? I see two key challenges. The first one is very basic. We want to maintain a very close relationship with people affected by conflict, and access these days is more complex because we are in a very polarized environment. Look at the Iraq front–the problem is not new but it is exacerbated. The second issue is to be able to engage governments and non-state armed groups on a very pragmatic basis on issues related to people under their control. That normally works rather well. What I have found more complex these days is to engage them on issues related to international humanitarian law and the Geneva conventions.

The 2006 war between the Israeli Defense Forces (IDF) and the Lebanese organization, Hezbollah, was followed neither by a peace agreement nor by a mere diplomatic process. The Iranian public has chafed under comprehensive sanctions since 2010 and expect President Hassan Rouhani to deliver a nuclear agreement that enables the economy to recover and grow. U.S. and other P5+1 officials stress the economic opportunities for Iran that will result, including the eventual re-opening of Iran's oil and gas sector to foreign investment. The self-styled Islamic State is an accident of history, emerging from multiple social, political and economic tensions in the Middle East and beyond. It has challenged the territorial divisions imposed on the region following the collapse of the Ottoman Empire by carving out for itself a large area of territory. But ultimately, its impact will flow as much from its challenge to established concepts of government, national sovereignty, and national identity. The Islamic State is most notable for the violence with which it asserts control, but its ruthless tactics will likely prevent the group from ruling effectively and building broader support beyond the front line fighters who protect its security and the authoritarian killers who patrol its streets.

The following IntelBrief is excerpted from The Soufan Group's recent long-form report on The Islamic State, which takes an in-depth look at the extremist group's operations across Iraq and Syria. From late 2011 up to today, The Islamic State has shown itself both tactically and strategically adept. After years of surviving as a persistently violent criminal/terrorist gang able to mount multiple synchronized attacks in urban areas in Iraq but little more, it achieved unparalleled gains when the collapse of government in northern and eastern Syria allowed it to expand across the border. At the same time, the sectarian approach of then-Prime Minister Nuri al Maliki had made the Sunni minority in Iraq ready to support any group that appeared to have the potential to reverse its increasing marginalization. It's accurate to say the group would still exist-but in nothing like its current form-had only one of those two catastrophes-Syria and Maliki-occurred; that both played out as they did made what has happened seem an almost inevitable accident of history.

The reshaping of what is now the Islamic State (IS) began among the detainee populations in military prisons such as Camp Bucca in Iraq, where violent extremists and former regime personalities forged mutual interests over years of confinement IS is now a chimera of Ba'athist and takfiri ideologies, with the organizational skills of the former helping channel the motivational fervor of the latter It is more than a marriage of convenience between the two seemingly at-odds groups; the former Ba'athists among the group and the religious ideologues now have visions of a return to Sunni glory that merges Usama bin Ladin with Saddam Hussein While at smaller unit levels there will be conflict between the two halves of the whole-as witnessed in the fighting between IS and the Naqshbandi Army after the fall of Mosul-the former regime officers who are now senior leaders in IS appear fully committed to the ideals and goals of the group, a result of a thorough radicalization that has extended from imprisonment years ago up to now These prison-hardened fighters were so important to IS that they undertook a year-long campaign (2012-2013) called "Breaking the Walls" to free what would prove to be the last pieces needed for expansion.

While there is understandable concern that an unknown percentage of foreign fighters fighting for the so-called Islamic State (IS) might return to their home countries intent on continuing the fight, IS appears intent on using them in suicide attacks in both Iraq and Syria IS goes to great length to publicize the foreign fighters who die in suicide attacks, which greatly enhances the group in the eyes of unstable people looking for martyrdom, creating a feedback loop of death A recent statement by IS showed that 80% of the suicide attacks in Iraq between September and early October were committed by foreign fighters; this continues a trend of IS using their foreign fighters in suicide attacks while Iraqi fighters take on the role of traditional soldiers Along with Saudi nationals, who conducted 60% of the suicide attacks referenced above, fighters from North Africa consistently feature prominently in IS suicide attacks, which closely matches the suicide bombing statistics from the 2003 Iraq war, though now there are more suicide operatives from western Europe

Coalition airstrikes are intended to blunt the momentum of the self-declared Islamic State (IS) and provide time for a popular Sunni uprising that might never happen given the understandable lack of trust among all sides The Sunni Awakening that helped diminish the precursor group to IS in 2006-2009 is the successful outlier in Iraq's history of tragic uprisings; and it will not likely be replicated since the conditions that allowed it to succeed no longer exist To that end, one of the foundational assumptions of the effort to dismantle IS-that the Sunni tribes will soon rise up and oppose IS in a second Awakening-is built on uncertain ground Sunni tribal leaders realize there won't be anything near 2007-levels of support (material, financial, training) if they oppose IS en masse, and after gaining next to nothing politically after the first Awakening, there is no trust in a different outcome for any second Awakening Reports of a failed Sunni uprising in eastern Syria are additional disincentives for both Syrian and Iraqi Sunni populations to fight IS, and additional incentive to wait and see what external factors will emerge to change the status quo.

In neighboring Iraq, over 1,100 Jordanians are believed to be fighting for the so-called Islamic State (IS) according to Jordanian former Prime Minister Maruf al-Bakhit, with another 200 having already died fighting Although that's only 0.0203% of Jordan's 6.4 million population, and enough for serious concern, it's testament to Jordanian society that with the constant fighting next door such a small percentage have taken up arms for IS After the 2005 Amman bombings, al Qaeda in Iraq (the precursor to IS) was widely despised in Jordan; now nine years later, over a thousand Jordanians are fighting for the same group In his October 18, 2014 remarks, Bakhit stated that there were between 2,000-4,000 Jordanians who adhere to the violent takfiri ideology most famously espoused by the late Jordanian Abu Mus'ab al Zarqawi Along with the fear of a radicalized population after a decade of war raging across two of its borders is the fear of what happens next in Iraq and Syria According to Bakhit, a partitioned Iraq is too problematic to work despite its obvious appeal amid the current fighting, with resources unevenly distributed across the country and Baghdad far too mixed for one side to claim.

As King Abdullah remains out of sight, worries persist over Saudi Arabia's ability to handle its many domestic and foreign issues The Sunni-Shi'a divide is now seen largely in terms of competition for influence between Saudi Arabia and Iran But it is not just the Sunni-Shi'a tension which impacts the region as Saudi Arabia and Turkey also compete for primacy in the Arab Middle East; the three-way competition has been a key factor in the chronic conflicts in Syria, Iraq, and Yemen Common antipathy toward the self-declared Islamic State is the only glue that holds together the US-led coalition at this time: there's no consensus on how to defeat it, what to put in its place, and the role of Iran-issues made more complicated by questions about Saudi Arabia's internal decision process.

The self-declared Islamic State (IS)'s strategy of exploiting and exacerbating divisions among its opponents ranks as one of its greatest weapons, and one of the coalition's greatest weaknesses Turkey's airstrikes against the Kurdistan Workers' Party in southeast Turkey are the latest example-and perhaps most damaging in the near-term-of opponents of IS fighting each other instead of the group IS was sustained during its weakest period (2008-2010) in part by exploiting real tensions between various groups-Sunni vs Shi'a, Sunni vs Sunni, Sunni vs Kurd, etc-that prevented an "everybody vs IS" opposition that remains the only way to defeat the group IS will continue to create/exacerbate/leverage the differences between the US and Turkey, Saudi Arabia/UAE and Qatar, the Kurds and various parties, so much so that focus is more on tactically keeping the coalition together and less on strategically strangling IS.

The longer the war in Syria continues, the greater the threat these fighters will likely pose. Last week, ten Jordanian Islamists who were apprehended while attempting to join the jihad in Syria were sentenced by the State Security Court to five years of hard labor. And last month, Jordanian F-16 fighter jets destroyed a convoy purportedly carrying al-Qaeda-affiliated anti-Assad-regime rebels traversing the border from Syria. These "spillover" incidents are only the latest in a disturbing trend. Over the past year, reports of Jordanian Salafi jihadists have become routine, raising the specter of terrorism returning to the kingdom.

Security crackdowns will not be enough to eradicate jihadist networks in Tunisia and Libya, which have the patience and ideological conviction to weather drastic reorganization. Eight months ago, the Tunisian government officially designated Ansar al-Sharia in Tunisia (AST) as a terrorist organization. Since then, Tunis has cracked down on the group's activities, going after both its dawa campaign (i.e., proselytization and social-welfare efforts) and any links members have to terrorist plots. On the whole, AST's public response has been to keep relatively quiet. Yet recent developments indicate that the group may be rebranding itself as Shabab al-Tawhid (ST; the Youth of Pure Monotheism), a shift that would have important implications for efforts to counter Tunisian jihadists and their associates in Libya.

Careful observation of history reveals two dramatically different approaches to life on earth. In one approach, we see Islamic jihadists perpetrating murderous terrorist assaults around the world, virtually daily. The attack on 9/11 is the worst Islamist atrocity to date, but many have followed, including a recent attack at a shopping mall in Nairobi, in which Islamists murdered scores of people and wounded hundreds more. Similarly, we see Christians, throughout a full millennium during which they held unchallenged cultural and political power, relentlessly hunting down and slaughtering untold thousands for the “crime” of disagreeing with religious orthodoxy. And we see Hindus, Muslims, Buddhists, and Sikhs on the Indian subcontinent engaging in a seething inferno of violence in which millions have been slain. In the other approach, we see something utterly different. We see Copernicus, Darwin, and Einstein advancing revolutionary theories in astronomy, biology, and physics. We see Edison, Bell, and the Wright brothers pioneering life-promoting inventions. We see writers from Homer to Ayn Rand dramatizing the heroism and greatness possible to individuals committed to man's earthly existence. Here, then, are two different visions of human life: one driven by faith, the other by reason—one religious, the other secular—one irrational, often violently so; the other, rational, often brilliantly so. Most of Western history has been a struggle between these two contrasting philosophies. Religious mysticism—in this instance, proceeding from ancient Judaism—is a pernicious force in human life. Rational secularism—the creation and legacy of ancient Greek culture—is vital to proper human life. By observing Judaism, Christianity, and Islam relative to the ideas of the ancient Greeks, we can see that the essentially secular approach of Greek culture—especially the rational method Aristotle developed—is responsible for golden ages and renaissances, both in the West and in the Middle East; and that the faith-based approach of religion, when intellectually dominant, is responsible for cultural stagnation and dark ages. A clear understanding of the nature of these opposing forces—and of the struggle between them—is essential to the preservation of civilization. An essentialized survey should start at the beginning. The Greeks Give Birth to Western Civilization What did the Greeks contribute to human life? As the eminent historian Will Durant wrote, “there is hardly anything secular in our culture that does not come from Greece. Schools, gymnasiums, arithmetic, geometry, history . . . physics, biology . . . poetry, music, tragedy, comedy, philosophy . . . ethics, politics, idealism, philanthropy . . . democracy: these are all Greek words for cultural forms . . . in many cases first matured . . . by the abounding energy of the Greeks.” Philosophy is the fundamental value that men inherited from the Greeks, for it seeks to answer life's most important questions: What is the nature of the universe? How do men gain knowledge? What is human nature? What is the good? What is a good society? Philosophy attempts to give rational rather than mythic or faith-based answers to such questions. . . .

99. The Egyptian conundrum

Abstract:
The puzzle of Egypt's apparently wild swings from the Mubarak regime to a Muslim Brotherhood government and then back to a military dictatorship have been manipulated to fit the simplistic linear and binary categorical models of democratic transition, with an emphasis on procedural outcomes, when in fact deeper structural issues are at stake. Three challenges explain mainstream Egyptians' choices and the tumultuous path the revolution has been following. The first is the structural economic crisis facing Egypt, coupled with lack of state administrative capacity, which no government has been able to effectively deal with. The second is the repercussions of Egypt's post-colonial history, which as a consequence tends to see the army as the "saviour" and "liberator" of the nation. The third is the failure of alternative groups to to provide solid political alternatives for the majority to rally around against the two reactionary poles and their inability to devise strategies to break loose from and reconstruct the hegemonic discourse . Consequently, international actors who throw their weight behind one reactionary faction or the other based solely on pragmatic considerations of their ability to bring about stability will be backing the wrong horse.
