During Biden’s upcoming visit, he plans to form a regional defense alliance at a regional conference in Jeddah, Saudi Arabia. The coalition will include the United States, Israel, and a host of Arab countries, including Gulf states, Egypt, Jordan, and Iraq. In this sense, Biden continues Trump’s policy of the Abraham Accords.

Abstract:
“We are making good progress on constructing a permanent Consulate General in Erbil, the largest US Consulate facility anywhere in the world. And I see that as the nature of the long-term strategic commitment that the United States has to Iraq and to the Kurdistan Region”, said Matthew H. Tueller, the United States Ambassador to Iraq, in a MERI policy debate on 15 May 2022. In this special roundtable, Amb. Tueller outlined the US policies in Iraq and stressed that the strong and long-term strategic partnership between the two countries goes far beyond the military aspect of relationship. It intends to move towards a “shared goal of Iraq as an emerging strong, stable and sovereign state”, which can protect its borders and ensure that no armed forces outside of the government control can influence inside. These are “ongoing challenges” that Iraq faces and the US is trying to help in overcoming them.

Abstract:
The report “Democratic Backsliding and Securitization: Challenges for Israel, the EU and Israel-Europe Relations” analyses the illiberal trends and democratic backsliding that can be seen in both Europe and Israel. Over the course of a two year project, experts from Mitvim – The Israeli Institute for Regional Foreign Policies, Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs) as well as external experts reflected on the implications these developments have. The authors offer highly relevant recommendations and insights for anyone interested in EU-Israel relations, eroding democratic trends and securitization policies. The report specifically highlights the relationship between the EU and Israel and how these have adapted in light of the illiberal trends, also showing the impact and lack of prospect in light of Israeli-Palestinian peacemaking and advancement towards a resolution of the Palestinian struggle. The relevance of this report goes beyond the specific relations between the EU and Israel, however, also showing global tendencies. It demonstrates the eroding global democratic trend and impact on liberal values. Therefore, this report is not only a research but also a call to action to counter the negative trend in order to protect the liberties we have. Below you can find the full report, as well as three short policy briefs: one on Democracy and Foreign Affairs in Israel, one on Illiberalism in the EU and Israel, and one on the International Alliances with the Israeli left. The findings from this report were presented at both an international conference in Brussels on July 12th, and will be presented in the future in Jerusalem. 34. Environmental Organizations as Potential Players in the Peace Process

Abstract:
Environmental issues cross geographic and man-made political boundaries. Shared environmental problems and situations of interdependence may exacerbate conflicts between communities, but they can also offer opportunities for cooperation. This article discusses the capacity of non-governmental organizations to use environmental issues as a platform for promoting peace in the region, especially between Israelis and Palestinians. It focuses on three organizations that see Israeli-Palestinian cooperation as a central pillar of their activities: EcoPeace Middle East, the Arava Institute for Environmental Studies, and Comet Middle East. The article examines the variety of activities these organizations engage in: promoting and encouraging cooperation between political entities, education, facilitating meetings between individuals and groups on both sides, addressing energy and water-related problems (mainly sewage treatment and river pollution), and more. The notable achievements of the three organizations are also highlighted, as well as the considerable difficulties they face. This review of their activities suggests some conclusions and recommendations for organizations and for individuals interested in environmental protection and the future of relations between Israelis and Palestinians. This paper is the second in a series of a joint project between the Mitvim Institute and the Davis Institute for International Relations.

Abstract:
Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

Abstract:
Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

At the end of Joe Biden’s first 100 days as President of the United States, The Middle East Institute is pleased to host a special event to assess progress on key priorities and set new policy goals in response to newly emerged challenges. With political turmoil in Jordan, upcoming Palestinian elections, and an opportunity to rebalance engagement with Iran and Gulf partners, many questions remain as to the key priorities for the Biden administration’s agenda. Last month, MEI released The Biden Administration and the Middle East: Policy Recommendations for a Sustainable Way Forward on key geopolitical and strategic areas in the MENA region. This event, which will be opened with a keynote conversation with Acting Assistant Secretary of State for Near Eastern Affairs Joey Hood, will convene key authors of the briefing book in a series of panels to reflect on the recommendations and explore opportunities to change course.

Abstract:
This paper examines whether frequent engagement with the Committee on the Elimination of Discrimination Against Women, the body of independent experts monitoring the implementation of the Convention of the Elimination of All Forms of Discrimination Against Women, is linked to improved compliance with women’s rights commitments. It further explores whether the relationship between treaty body interaction and compliance holds for states that have made reservations to articles concerning women’s rights. Data from state reports submitted to the Committee on the Elimination of Discrimination Against Women and indicators from the Social Institutions and Gender Index show that frequent engagement with the body is associated with improved equality for women, irrespective of state reservations. The results from this study challenge the idea that reservations undermine global governance regimes and are detrimental to human rights. Finally, this paper illustrates how compliance mechanisms work using a case study from Iraq. Through participation in the report-and-review process, states engage in negotiation around contentious areas of women’s rights with experts, civil society and the public, which facilitates respect for women’s rights.
