Abstract:: The Syrian conflict, now in its 13th year, has generated a complex humanitarian emergency resulting from the dislocation of half of the country’s population and the disintegration of the Syrian public health system, greatly exacerbating the pre-existing global refugee crisis. The conflict and mass displacement have additionally had a severe psychological impact on civilians, resulting in high levels of mental health problems, such as depression, anxiety, and post-traumatic stress disorder. The earthquake that struck northern Syria on Feb. 6, 2023 — the worst in the region in 200 years — compounded and retraumatized an already acutely affected population. Last February, MedGlobal deployed a team of psychiatric professionals to conduct post-disaster mental health training in northwestern Syria — their experiences led to the publication of a groundbreaking new report: “Retraumatized: The Psychological Impact of the Earthquake on War-Torn Syria.” The Middle East Institute (MEI) is pleased to host a discussion with the report’s authors, who will present their findings and policy recommendations and explore the many wider aspects of Syria’s humanitarian crisis, including the upcoming United Nations Security Council vote on cross-border aid access into northwestern Syria.

Abstract:: In the hours following Hamas’s violent attack on Israel of 7 October, the Saudi authorities called for “an immediate de-escalation”, while noting that they had previously warned against the outcomes of “the continued occupation and depriving Palestinians of their legitimate rights and the repeated systematic provocations against their sanctities”.[1] In a more recent declaration, the Saudi Foreign Minister has reiterated the country’s “categorical rejection of calls for the forced displacement of the Palestinian people from Gaza, and its condemnation of the continued targeting of defenceless civilians there”.[2] Reportedly, the heavy retaliation measures adopted by Israel, whose bombing campaign against Gaza has been one of the most intense of this century,[3] also including the apparent use of white phosphorus,[4] resulted in the halt of the normalisation process between Saudi Arabia and Israel, which should have followed suit on the 2020 Abraham Accords. Only a few weeks before, on 20 September, the Saudi Crown Prince Mohammed bin Salman had announced on US television that “every day, we get closer” to an agreement with Israel.[5] A few days later, Prime Minister Benjamin Netanyahu had reiterated the same optimism in front of the United Nations General Assembly general debate, insisting that the Palestinians should not be given “a veto over new peace treaties with Arab states”.

Abstract:: ince the International Monetary Fund (IMF) and the Tunisian authorities reached in October 2022 a staff-level agreement to support Tunisia’s economic policies, Tunisian President Kais Saied has been standing at the Rubicon. Lacking a vision to revive the Tunisian economy, President Saied has opted for a strategy of diversion and scapegoating. By blowing on the embers of xenophobia among his supporters and more recently by stoking the flames in the Middle East, he continues to deflect attention to conceal his economic short-sightedness and claims autonomy from foreign – mainly European – aid, in the name of sovereignty. This posture has now trapped him in his own rhetoric at a time when the Tunisian economy struggles without signs of recovery or resilience in a challenging regional and global landscape. Time is ticking, the situation remains grim, and the country may miss another opportunity to resume economic growth.

323. The Humanitarian Response in Post-Earthquake Syria: An Urgent Need for Depoliticisation

Abstract:: Less than four days following the deadly earthquake that hit Turkey and Syria on 6 February 2023, Syrians from the less-impacted areas in the northeast sent a convoy of 140 trucks carrying humanitarian aid toward the northwest.[1] Solidarity convoys drove successfully through checkpoints across different zones of control, including those controlled by the Kurdish Autonomous Administration (AA) in northeast Syria, the Syrian regime and the Syrian Interim Government (SIG) in Turkish-influenced areas in northern Syria. While doing so, they overtook other convoys sent by the AA and the UN Damascus that were stuck behind for different political and logistic reasons. Search and rescue activities in northwest Syria were primarily led by local efforts (in particular the Syrian Civil Defense or the White Helmets),[2] with very few international rescue teams joining, especially in the early days. Eyeing this, Syrians furiously, but also sarcastically, wondered how ordinary Syrians already living in harsh living conditions were able to mobilise more aid and deliver it faster than the UN and other INGOs. This event adds another episode to the long history of UN structural failure to deliver aid to disaster-struck zones in the country since the outbreak of the conflict in 2011. As living conditions have never been worse in Syria, and the humanitarian system has never been more paralysed and politicised, there is no more rightful time than now to rethink the whole system of aid delivery.

Abstract:: Three months ago, the most far-right government in the history of Israel was sworn in by the Knesset under the leadership of Benjamin Netanyahu. Notably, Itamar Ben-Gvir, the Kahanist leader of Jewish Power and former convict for racist incitement, has been appointed the head of the newly created Ministry of National Security.[1] Additionally, Bezalel Smotrich, leader of the settler-based Religious Zionism party, has been given major control over the administration of the occupied West Bank as the head of the Finance Ministry.[2] The new government has spurred a nationwide mobilisation in Israel, as many criticise the proposed judicial reform aimed at curtailing the Supreme Court’s power to exercise judicial review of legislation, giving the government control over judicial appointments and granting the Knesset the power to override the Court’s rulings. After weeks of protests – mainly attended by secular liberal Jewish Israelis[3] – the reform has been put on hold as part of a coalition agreement which includes the establishment of a National Guard led by Itamar Ben-Gvir and tasked with handling “Arab unrest”, thus anticipating even more state-sanctioned violence on Palestinians.[4] In fact, the number of Palestinians killed in 2023 is already set to surpass last year’s data, with at least 95 deaths since January.[5] This record in violence has been characterised by near-daily raids carried out by the Israeli military across the occupied West Bank, particularly in Jenin, Nablus and Jericho, aiming at curbing the resurgence of Palestinian armed resistance to the occupation.[6] In the same time span, at least 16 Israelis have been killed.[7]

Abstract:: A decade after the military staged a coup to regain control, Egypt’s revolutionary youth, who took to the streets in 2011 to topple long-time dictator Hosni Mubarak, are unmoved. They are perplexed and saddened by the dramatic turns their revolution has taken over the last dozen years, lurching from autocracy to nascent democracy and back again. But they still dare to dream of a better Egypt – one that emerges from its current political, economic and social crises more free and just and prosperous.

Abstract:: Transitional justice in Iraq is a record of squandered opportunities and compromised institutions. Over five decades, Iraqi society has endured human rights abuses on a wide scale, perpetrated by state and non-state actors. The post 2003 era offered a chance to heal wounds and promote national recovery by adopting policies of transparent judicial accountability, equitable reparations, truth-telling and documentation, and national reconciliation to repair the torn social fabric. Instead, in the immediate aftermath of the war of 2003, a victor’s justice prevailed, which deformed the principles of transitional justice and undermined its mechanisms through rampant sectarianism, clientelism and corruption, leading to new abuses, increased strife and deepening social fissures. Twenty years into the new political order, Iraqi policy-makers must reconsider their policies and reform their mechanisms to achieve social cohesion, or risk further social fragmentation and conflict.

Abstract:: One of the many reasons for the failure of the Israel Defence Forces’ (IDF) in the Second Lebanon War was the concept of Systemic Operational Design (SOD), translated into de facto military doctrine. The story of the rise and fall of the SOD idea is a warning sign for all militaries faced with “modern” and “fashionable” ideas. The purpose of this paper is therefore to describe and evaluate the Systemic Operational Design created and introduced into the IDF by Brigadier General Shimon Naveh and the Operational Theory Research Institute (OTRI). The study is based on the literature created by the State of Israel, the IDF, and its main proponent Shimon Naveh, as well as other militaries (mainly the US Army). This theoretical background is confronted with the IDF’s operations during the Second Lebanon War of 2006 and their effects on the war’s outcome. The over intellectualised, ambiguous, and not properly structured concept of the SOD, introduced as the IDF’s doctrine and approach to operations, led to military failure (which also had more root causes) in Lebanon. A study of the SOD failure should lead to a careful approach being taken to all new military concepts and ideas. Both change and continuation need to be properly balanced and evaluated, while enhanced military effectiveness could be of great value. At the same time, the impact of concepts which are not well anchored in military science/history and untested, like the SOD, could be devastating for militaries.

Abstract:: The Global War on Terror (GWoT) is an international military campaign launched by the United States under President George W. Bush following the September 11th, 2001 attacks by Al-Qaeda. Dubbed the ‘Forever Wars,’ this conflict is a borderless and timeless campaign that has touched nearly 40 percent of the world, cost the United States an estimated $8 trillion, and has killed more than 900,000 people (although the actual death toll is likely to be much higher). The WoT discourse amplified Islamophobia as it dehumanized Muslims by tying them to terrorism and constructing them as ‘inherently violent’ and a threat. Along with formal military warfare, the WoT has also comprised of large-scale surveillance measures in the U.S, torture, global drone strikes, blacksites, and the Guantanamo Bay military prison.

Abstract:: This article covers the disciplinary debates on ‘global’ IR and the self-reflections of IR scholars about the state of the discipline in Turkey. It argues that high quality methodological training can contribute to overcoming the dissatisfaction felt by scholars of IR in Turkey. It suggests that inclusion of IR knowledge produced in the non-core into the ‘Global’ pool can be achieved through local ‘revolutions’, and that the potential for progress in this direction lies in methodological improvement and data-collection projects. The article offers three exemplary data projects to crystalize the argument: the Social Sciences Data Repository, the Global Security Database (GloSec) and the Global Risk Assessment Dataset (GRAD). These projects aim to: disseminate data-based research and encourage data sharing among scholars in Turkey, train prospective IR scholars to produce research based on clear, replicable, and rigorous methodology in Turkey, encourage graduate students in Turkish universities to have a global scholarly outreach and talk to the global scholarly community, and contribute to IR scholarship with these local pedagogical and academic experiences. Two separate groups of researchers composed of graduate students from various universities across Turkey are trained in the ways of research design, the fundamentals of data collection, and writing research papers based on rigorous methodological design, data, and replicable findings. Thus, the paper not only discusses the diagnoses in the literature regarding the shortcomings of the International Relations discipline in Turkey, but also offers concrete directions for a potential treatment.

Abstract:: It is argued that cities can fulfill significant functions in the fight against global warming and climate crisis, and it is stated that for this reason, they can play a pioneering role in both reducing greenhouse gases and adapting to the changing climate. Approximately 600 cities in Europe and 9,400 cities around the world have begun to implement mitigation and adaptation measures against climate change at different levels. It is known that big cities, including many metropolitan municipalities from Turkey, cooperate at an international level for the purpose of mitigation and adaptation. The primary aim of this study is to classify1 the environmental protection and climate change (EPCC) goals stated in 2021 performance programs of 14 metropolitan municipalities (MM) and their affiliates (i.e. AF, water and sewerage administrations and transportation departments) with the highest expenditure under the goals of mitigation, adaptation, waste and other environmental goals, and to examine the budgets allocated to these goals. Also, in this review, the pros and cons of the budgets allocated for the mitigation, adaptation and waste related goals of 14 metropolitan municipalities will be evaluated together, and concrete policy recommendations will be developed as to the areas where the allocated budgets should be increased/decreased.

Abstract:: Regional security dynamics and the constructs to manage them are in flux around the world. Governments are attempting to address a multitude of simultaneous security challenges; determine the depth and scope of achievable and desirable security autonomy versus the unavoidable interdependencies with friends and opponents alike; and maintain a focus on their specific regional hotspots, whilst also positioning themselves for the era of systemic competition between an assertive China and the United States. This research paper analyses the challenges and implications of regional security dynamics in the Middle East and the Indo-Pacific for European security to inform discussions in NATO and the EU on their respective global role and help decide on an achievable level of ambition for dealing with partners and challengers. Against this background, both the European Union and NATO are revising their strategic guidance to produce in 2022 – in the case of the EU – the so-called Strategic Compass, a document to give further shape and substance to the Union’s international security role, and – in the case of NATO – a new Strategic Concept to replace an earlier version developed in 2010. Aspects of international order, geopolitics and regional stability will inform these documents as both organisations will need to tackle their respective global role and decide on an achievable level of ambition for dealing with partners and challengers. NATO’s 2021 Brussels Summit Communiqué suggested that NATO would work to improve its ‘ability to contribute to preserve and shape the rules-based international order in areas that are important to Allied security… [and] increase… dialogue and practical cooperation with existing partners’. In addition, NATO heads of state and government decided to ‘strengthen NATO’s ability to provide training and capacity building support to partners’. The draft Strategic Compass document debated by EU ministers in November 2021 stated that the EU would ‘bolster partnerships where they are mutually beneficial and serve EU values and interests, particularly when there is a shared commitment to an integrated approach to crises and capacity building’, and proposed a range of multilateral, regional and bilateral initiatives to deepen and strengthen partnership formats.

334. Youth, Peace, and Security in Iraq: Operationalizing Youth Peacebuilding Priorities in Practice

Abstract:: In December 2020, the Government of Iraq, under the auspices of the Ministry of Youth and Sports, together with UNFPA and the Folke Bernadotte Academy (Swedish Agency for Peace, Security and Development), formally launched the National Coalition on Youth, Peace, and Security (YPS) in Iraq. As part of the government’s commitment to fulfilling the vision of the United Nations Security Council Resolution 2250 (UNSCR 2250) and its subsequent resolutions 2419 and 2535, the Coalition seeks to act as a bridge linking grassroots youth peace activists and community leaders with formal decision-making circles in Iraq. The Coalition advocates for the implementation of the YPS agenda through policies and programs, facilitates the exchange of experiences, knowledge, and information amongst Coalition members and YPS actors, and supports the empowerment of youth to meaningfully participate and take leading roles in peace-building processes. The success of this Coalition is of prime importance at this critical juncture in Iraq’s history. In the aftermath of ISIS’ defeat, the wave of popular mobilization in the central and southern provinces largely led by youth, and the recent parliamentary elections in October 2021, Iraq is in an important phase of reconstruction. The country’s challenges are numerous and include maintaining stability and securing the sovereignty of the State, reinforcing pro-democracy forces and the rule of law, improving the economy and provision of services, and ensuring that redistribution meets citizens’ demands for economic, political, and social justice. More importantly, there exist important cohorts among young women and men in Iraq that are keen to participate in these various processes of reconstruction and to leave conflicts and disputes behind. Youth peace activists, youth-led grassroots initiatives and community leaders have already been conducting myriad actions on the ground to contribute to rebuilding the Iraqi society and many are of the opinion that this is one of the main paths to sustainable peace. The YPS agenda can be used as a common framework for dialogue and partnerships between youth and decision-makers. Moreover, including youth in decision-making processes can render policies not only better adapted to the needs and aspirations of citizens, but can also help increase the legitimacy of the process itself and ensure sustainability. Fulfilling the YPS agenda and creating successful mechanisms for Iraqi youth’s inclusion and incorporation in building, sustaining, and taking ownership of peace and development processes is thus essential to the reconstruction of the Iraqi nation-State and its prosperity and stability going forward. Yet, in order to ensure that youth’s participation is meaningful, it is essential to take as the point of departure youth’s own priorities for peace and security in practice, and what youth-owned political participation looks like on the ground. In other words, operationalizing the YPS agenda should aim to operationalize into practice the priorities that young women and men themselves set, with the support of decision-makers and YPS actors. On 7 December 2021, the Arab Reform Initiative and the Folke Bernadotte Academy organized a virtual closed policy dialogue, held under Chatham House Rule, bringing together governmental actors, youth activists (members of the YPS Coalition), researchers, policy makers, and advisors to collectively reflect on what meaningful youth inclusion in peace and development in Iraq looks like. This discussion included exploring what “peace,” “security,” and “participation” actually mean to Iraqi youth in theory and practice and considering examples of youth participation in peacebuilding on the ground and what good practices can be derived from them. The discussion also drew insights from good practices in other contexts in the region, and assessed the types of policies, approaches, and programs that can support Iraqi youth’s participation on both formal and informal levels. In doing so, this policy dialogue contributed to defining the various means and methods to operationalize a youth-owned YPS agenda in Iraq.

In the build-up to the game, the Sunnis got their act together and seized the opportunity to become the main winners of the first round. However, the Kurds entered the fight on one leg, lost sight of the bigger picture and intensified their internal power rivalry. This has already proven costly for the Kurdistan Region of Iraq (KRI), and if they keep on as they started, the second round will be even dearer. Abstract:: World powers and Israel should refuse to recognize the Taliban regime. This would give hope to Middle Eastern terrorist groups like Hamas that they could also gain recognition under the right conditions. Upon returning to government, the Taliban have been implementing a system of civilian administration based on their Islamist ideological background. The consequences for women and minorities have been horrifying. The same can be said about Afghanistan’s economy, which can no longer provide for its starving population. The Taliban began house searches around Kabul recently, drawing criticism from Western diplomats about rights abuses. The Taliban claim that the operations are to find “kidnappers, professional thieves and crime groups,” however, seven residents told Reuters that the searches were spreading fear and appeared indiscriminate. In terms of security, the Afghan-Pakistani border and the Afghan-Iranian border have traditionally been porous, with illicit goods, illegal immigrants, and terrorists linked to al-Qaida and the Islamic State-Khorasan Province moving undetected from one country to another. Similarly, the borders shared by Tajikistan, Turkmenistan, and Uzbekistan with Afghanistan remain characterized by volatility, which exposes those countries to the risk of exportation of terrorism from Afghanistan. Though Afghanistan’s neighbors have engaged in efforts to increase border security by erecting fences, conducting anti-terrorism exercises in the border areas, and relocating troops to border areas, the potential security threats originating from Afghanistan remain a source of great concern for the region and beyond. Nevertheless, for Islamists across the border in Pakistan and elsewhere in the Muslim world, the Taliban’s victory – and ability to hold onto power in Afghanistan – serves as a model they seek to follow. This should cause worry for Israel due to the encouragement this provides to radical Islamist armed groups such as Hamas and Palestinian Islamic Jihad (PIJ) that a return to the armed struggle is the only path to defeat Israel.

The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. Abstract:: In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

Abstract:: In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

Abstract:: The September 2020 Abraham Accords between Israel and the United Arab Emirates, and Bahrain was the culmination of a multi-year process. Later two other Arab monarchies, Morocco, and Jordan jointed them in improving their relations with the Jewish State while the remaining Gulf Cooperation Council members opted not to join the Accords. This article focuses on Gulf Kingdoms and argues that the improvement in Israeli-Arab relations is explained by a growing realization that in Iran, both sides have a common enemy; the failings of America’s Middle East policy; the anticipated economic and security benefits to be gained from improved relations; and the diminished importance of the Palestinian issue for Arab societies and governments.

Abstract:: This monograph analyzes how Palestinian grassroots activists, popular resistance committees (PRCs), and popular resistance networks (PRNs) secured, managed, and used material and non-material resources to wage sustained and successful nonviolent campaigns in Area C of the occupied West Bank. A comprehensive analytical framework is developed to capture a variety of resources and to better understand the role that different types of resources have in the launching, conducting, and outcomes of a campaign. This framework is then used to analyze three nonviolent campaigns led by Palestinian communities living under occupation, highlighting how the Palestinian activists managed to secure, administer, and deploy a diverse range of material and non-material resources to support their campaigns. This study offers specific recommendations and lessons learned from the investigated cases for various actors—including activists, allies that want to support grassroots campaigns, and researchers interested in furthering the study of the role and impact of resources in nonviolent organizing and their successful acquisition by local organizers

Abstract:: Widespread protests broke out across Iran after the death of Mahsa Amini in a hospital in Tehran in September 2022 while in the custody of the country's morality police. While the current protests differ from previous protests in that protestors demanded women's rights be respected. Later, the protests spread, and the protesters demanded regime change. Yet, the economy's deterioration is one of the main drivers of the spread of the angry protests. As social unrest is likely to further exacerbate across Iran, the protests are likely to incur financial and trade losses, further complicating the economic situation.

Abstract:: Turkey and Iran, in recent months, have increased their strikes on areas occupied by Kurds in Iraq. The Turkish Air Force, on November 20, announced intense airstrikes, dubbed Operation Claw-Sword, targeting Syrian Democratic Forces and Syrian Army positions in Northern Syria and against Kurdistan Workers’ Party positions in Northern Iraq. Iran, at the same time, intensified its missile and drone strikes on locations that belong to Kurdish opposition parties, which Tehran claims to have been supporting the latest demonstrations across the country since September this year. The timing of these strikes raises questions about the intention of both regimes and the timing of their targeting of Kurdish rebels in Iraq.

Abstract:: The foreign ministers of the United States, France and Saudi Arabia, on September 21, issued a joint statement expressing their support for Lebanon. In the statement issued after representatives of the three countries met on the margins of the United Nations General Assembly, expressed their continuing support for Lebanon’s sovereignty, security, and stability. They stressed upon the importance of holding timely elections in compliance with the constitution to choose a new president and form a new government capable of implementing the structural and economic reforms, urgently needed to address Lebanon’s political and economic crises, specifically those reforms needed to reach an agreement with the International Monetary Fund. In the statement, the three countries further expressed willingness to work jointly with Lebanon to support the implementation of these fundamental reform measures, which are critical to the country’s future prosperity, stability, and security. The three countries acknowledged the critical role the Lebanese Armed Forces and the Internal Security Forces – as the legitimate defenders of Lebanon’s sovereignty and internal stability – continue to play in protecting the Lebanese people in a time of unprecedented crisis. They affirmed the need for the Lebanese government to implement the provisions of UN Security Council resolutions 1559, 1680, 1701, 2650, and other relevant international resolutions, including those issued by the Arab League, and commit to the Taif Agreement which enables the preservation of national unity and civil peace in Lebanon.

Abstract:: On 1 November 2022, Israelis will cast their votes to elect a new parliament for the 25th time since 1948. Between 1949 and 2019 (70 years), Israelis went to the polls 20 times. Each parliamentary assembly (Knesset) averaged 3.5 years. But between 2019 and 2022, Israelis voted four times. Each parliamentary assembly averaged only nine months. This brief examines some of the causes of Israel’s political turmoil and assesses whether it matters for two issues of European concern: Israel’s status as ‘democratic’ ally and the occupation of Palestine. Despite their evident shortcomings with regard to Israeli Arabs and Palestinians, we do not expect the Israeli elections of November 2022 to downgrade the country’s allied status across European capitals. Neither do we anticipate the Israeli elections to moderate the country’s policy of annexation in the West Bank and East Jerusalem. Our analysis suggests instead that future Israeli governments will maintain majoritarian Jewish rule and expects it to be propelled by a more unapologetic and repressive ethno-nationalism. This will lead Israel further down the path of exclusionary governance and large-scale human rights violations that risks backfiring in the long term. It will also further erode the moral credibility of the European Union, including the Netherlands, in the areas of human rights and accountability.

Abstract:: Afghanistan experienced an extraordinary situation in 2021 that presents a complex example of how an intensified level of conflict and the global COVID-19 pandemic of added to an increasing prevalence of drought due to climate change has been affecting people’s livelihoods from different angles. In pre-August 2021, the country experienced record-level violence across the provinces. This was followed by the gradual fall of districts, provinces and finally the capital Kabul into the hands of the current de facto authorities, the Taliban. Meanwhile, like any other part of the world, Afghanistan also experienced the impacts of the COVID-19 pandemic, which hindered people’s access to jobs, health care and different sources of revenue. Alongside this, the second-worst drought in 4 years (IFRC, 2021) has widely affected the livelihoods of the majority of people who rely on agriculture and livestock as the sole source of income. There has been limited research into how these situations have combined to affect livelihoods and wellbeing in Afghanistan. This article attempts to advance understanding of this issue and promote research that investigates overlapped crises.

Abstract:: In view of the growing radicalization among educated youth and its adverse effects on Pakistan’s social, political, and economic stability, the study was conducted by Pak Institute for Peace Studies. The research was driven by the necessity and urge to understand youths’ internal thinking processes that shape their behaviours and actions. It is an attempt to make sense of how educated young men and women make sense of themselves and the world around them. To answer this question, the study sought to gain insights into various dimensions of youths’ thinking through a mixed-method approach to data collection, using survey questionnaires, interviews, observations as well as literature review. The findings present an interesting overall picture of an ordinary youths’ thinking and shed light on how youths situate themselves within their in-groups and the larger society. The study also aimed at appraising the overall quality of thoughts among youth and their tolerance/acceptance level for diversity and inclusion. Questions were designed to gauge youths’ cognitive skills, and their ability to think clearly and argue rationally etc. Likewise, another objective was to observe the impact of education on their outlook and general behaviour. The findings also provide a peek into worldviews commonly held by the youth, and whether they identify themselves as members of the larger human fraternity.

369. Afghan Peace and Reconciliation

Abstract:: The Taliban captured Kabul on 15th August 2021 and announced their government three weeks later. Pakistan viewed the event as cleaning up of the unwanted externalities in its neighborhood i.e., a complete pullback of Indian and Western presence and influence. However, the initial exhilaration has morphed into disappointment over the past months. Not only has the Taliban regime adopted traditional approach to Durand line, they are also believed to be turning a blind eye to the safe havens of anti-Pakistan terrorist groups on their soil. Pakistan in the current situation requires an all-encompassing parliament-led policy that focuses on provision of humanitarian assistance and on winning hearts and minds of the Afghan people. Along with humanitarian assistance, Pakistan’s present Afghan policy must address its bilateral equation with Afghanistan and counter-terrorism mechanisms. Unfortunately, despite their proximity, Afghanistan and Pakistan share no formal agreement regarding refugees, trade or border. So, the government must avail this opportunity and focus on sketching a bilateral strategic agreement because unlike previous governments in Kabul, the current government is keen to make formal agreements with neighbouring Pakistan. Moreover, Pakistan needs to exhibit a balanced approach, neither being apologetic about the amicable equation it shares with the Afghan Taliban, nor become an advocate of the Taliban. This will allow Pakistan to be pragmatic and shape its actions and reactions accordingly. Here it may be noted that a key factor that is limiting Pakistan’s policy choices is the enhanced threats to Pakistan’s internal security as well its western borders since the Taliban takeover of Kabul. Cross border movements of militants have increased, leading to a spike in attacks on Pakistan security personnel. As far as TTP is concerned, between September 2021 and March 2022, it claimed to have carried out 197 attacks. Apparently, the Taliban have reneged on their promises made in Doha as well as earlier that they would prevent Afghan soil from becoming a staging point for attacks inside Pakistan. This inaction is fundamentally due to the Afghan Taliban’s long affiliation with the TTP which fought side by side with them against foreign forces. Against this backdrop, the Afghan Taliban are averse to the idea of cracking down on the TTP in a meaningful way. Currently, the Taliban are limiting their efforts to being a mediator between the Pakistani government and TTP kingpins. On the question of Afghanistan’s humanitarian and economic crisis, there are contrasting opinions. While some advocate that Pakistan must be at the front foot, others maintain that Afghanistan’s humanitarian and economic issues are majorly a concern of the international community and Pakistan must conduct low- key. Through Pakistan’s weakened economy does not allow it to help Afghanistan single-handedly, still it can facilitate international engagement which certainly is the remedy for Afghanistan’s humanitarian and economic crises. Socio-economic stability in Afghanistan is crucial for Pakistan’s internal security because if Afghanistan does not stabilise macroeconomically, no politics or diplomacy will save Pakistan from fallout of the crisis in Afghanistan. Pakistan must focus its efforts towards assuring that international engagement and assistance is not conditioned with the provision of women rights – at least in the immediate term - particularly because Afghanistan has a specific cultural orientation which does not fully align with the Western concepts of human rights. Pakistan has so far exhibited a stern strategy towards refugees. Though it is fundamentally an attempt to keep the international community from denying its responsibility towards war ravaged Afghanistan, it is also motivated by Pakistan’s economic fragility. Not only has Pakistan given a cold response to the idea of more refugees pouring into Pakistan, it has also stopped UNHCR from using the terms “new arrivals” or “new refugees”. However, this approach will have negative impacts because when refugees are abandoned by states and a vacuum is created, other forces and elements start interfering. It is argued that such policies have led to recruitments in ISKP. So, with the situation in hand, the right roadmap will be to sketch inclusive measures in order to deal with the matter of refugees; refugees living in Pakistan for the last many decades should be considered for granting right to Pakistani citizenship.

Abstract:: Since the US withdrawal and Taliban takeover in August last year, Afghanistan’s economic situation has been fast deteriorating. As a result, Afghans are suffering from poverty, starvation, and a lack of access to healthcare and other services. Pakistani government and different segments of its society seem aware of the situation. The government has not only been providing humanitarian support to the Afghan people but also facilitating international efforts in that regard. On political front, too, Pakistan continues to help Afghanistan by telling the world not to abandon Afghan people in time of their need. During the quarter under review, Pakistan facilitated a Saudi-led OIC Foreign Ministers’ extraordinary meeting in Islamabad. It has already established Afghanistan Inter-Ministerial Coordination Cell. Both of these initiatives are meant to accelerate relief efforts in Afghanistan. Similarly, while Pakistan has not yet formally recognized the Taliban regime in Afghanistan, it has informally started the diplomatic relationship with the country. This chapter provides a summarized outcome of the PIPS quarterly monitoring of the opinions of different segments of Pakistani society and state institutions on Afghanistan’s political, social and security situations and their perceived impact on Pakistan. PIPS’ desk and field researchers regularly monitored/reviewed press and electronic media reports, social media platforms, academic and research analyses and reports, publications of religious groups and militants, government records and press releases, as well as officials’ statements and happenings on the Afghan situation and related developments. 371. Countering Violent Extremism on Campuses A Faculty-Oriented Policy Brief

Abstract:: Violent extremism (VE) has been a particular challenge for Pakistan at least for the last four decades. As with other spheres of life, a rise in ideological support for hate and divisive narratives in universities across Pakistan has resulted in multiple instances of violence, both within and beyond campuses. There is the prospect of faculty members helping perpetuate VE narratives and mindsets in universities, knowingly or due to lack of awareness and understanding of the underlying drivers and contextual factors. Amid the faculty’s inability to effectively push counter-violent extremism (CVE) messages, there has been a lack of reinforcement of values and ideas that promote pluralism and tolerance, particularly at public universities. This policy brief is aimed at benefiting from key stakeholders’ perspectives to lay out in broad strokes a vision to tackle violent extremist influences at universities. It summarizes the key findings from an exercise aimed at sensitization and capacity building of selected faculty members from six universities in Multan and Karachi and related activities over a period of four months. The programme sought to build capacity of the educators to help them identify and tackle extremist tendencies, support counter-narratives and promote interfaith harmony and appreciation of diversity. The policy brief concludes with a set of recommendations for a range of stakeholders to promote positive values and respect for diversity among the faculty and students of universities in Pakistan. Particularly emphasized is the importance of ensuring a safe environment on campuses, not just for counter-narratives but also for a free exchange of ideas and critical thinking which is the essence of the academic environment.

Abstract:: The last few decades have seen Pakistan grapple with serious and diverse security challenges. These have been accompanied not merely by deterioration of law and order, but also substantial socio-economic impact. In recent years, particularly after 2014, Pakistan managed to achieve considerable success in containing terrorism. Militant groups no longer had large areas under their effective control and attacks and casualties declined sharply,1 affording Pakistan a degree of relative peace. In early 2021, violence against civil society, security forces, public servants and other citizens was not as frequent or vicious as it had been a few years earlier. Much has been said and written about the prevalence of violent extremism and terrorism in Pakistan and on ways to tackle them in order to restore peace to the country. Terrorism in the country is recent decades has been largely believed to be religiously motivated.2 Groups responsible for the wave of terrorism from 2009 till 2017 were largely Sunni and Deobandi in nature, who targeted state institutions and civilians, both indiscriminately and along sectarian lines. Ethnonationalist organizations, predominantly from Balochistan, also conducted high profile attacks in Pakistan’s urban areas. The State’s counter-terrorism (CT) responses have almost exclusively fallen in the category of “hard approaches”, involving kinetic force and tactical operations to physically eliminate terrorists.3 To be fair, many of the security threats that confronted Pakistan warranted some form of immediate military action. However, while successful in the short term, such approaches fail to address the wider issues or causes and factors of violent extremism. For instance, even as hard approaches eliminate terrorists already on the ground, as long as the motivation driving them survives, more would continue to take their place. In that context, until the ‘mindset’ driving terrorism and violent extremism and the networks that connect them are confronted and eradicated, claims of victory over terrorism may be premature and unsustainable.4 Therefore, “soft” approaches must be an indispensable component in any counter-terrorism framework, particularly in the case of Pakistan, where not just terrorism but violent extremism is also rampant. At the outset, it must be said unequivocally that the state has the right, and indeed the obligation, to use all lawful and reasonable options to maintain law and order and protect the rights and lives of citizens. However, perceiving hard approaches as the only option, for all intents and purposes, misses out on the sustainability and advantage of the alternatives that may be used instead of or in conjunction with the use of force, as a measure of last resort. As the counter-terrorism approaches have relied on hard options over the past two decades, Pakistan’s growing extremism challenge—including the factors, dynamics, ideologies, and actors that feed into terrorism—have not received as much attention. This is not to say that no example of non-violent approaches for tackling terrorism and extremism exists in Pakistan. Several initiatives over the years have included components of counter-violent extremism (CVE) and the so-called soft approaches with the stated aim of preventing alienation, radicalization and promoting political means including dialogue and other forms of engagement, as well as rehabilitation and reintegration. Prominent instances of the use of soft approaches in Pakistan are enumerated in Chapter II. However, without exception, these so-called soft or non-violent approaches in the country have either had too miniscule a footprint, or little effort has been exerted on implementation, even for initiatives launched with much fanfare. The post-2014 trend of improving security indicators seemed to be faltering, or even reversing in the latter half of 2021, particularly after the fall of the Afghan government in August. Even before this recent development, as the physical footprint of terrorist outfits and their attacks had seemingly receded in the face of military operations, little had been done to tackle the religious-ideological, sociocultural, political, or governance-related and other factors and drivers of extremism, which feed into violent extremism and terrorism. This report has sprouted out of an initiative conceived in mid-2020, much before the unfolding of several recent events with significant implications for peace and security in Pakistan. That is to say that the need for considering soft approaches has only grown more urgent with the Taliban regaining power in Afghanistan and a clear uptick in security-related incidents in Pakistan in recent months.

Abstract:: In the present day where concerns are gradually shifting from overpopulation to decreasing youth population in many countries, Pakistan’s youth population makes it a young nation. On a theoretical level, a large youth population with energy and capacity for work should help boost the national economy and contribute to GDP growth. However, in practice, lack of focus on youth in policymaking has drastically checked Pakistan’s ability to capitalize on its youth bulge and channelize the youth’s energies for economic growth. Still more worrisome, youth engagement is usually overlooked in policy discourse and formulation concerning peace and security, even though youth are integral to Pakistan’s security issues including violent extremism and terrorism. In recent past, the scale of religious extremism and violence witnessed in Pakistan could not have been possible without the formidable role of the youth who were indoctrinated in violent ideologies and used as weapons of war by militant groups. The Amnesty International has documented the using of youth in conflicts and hostilities around the world. In Pakistan, a Taliban commander Qari Hussain called the children “the tools to achieve God’s will”.1 The strategy of using young people in acts of violence was demonstrated by terror outfits, and children and teenagers were deployed as human bombs. However, despite Pakistan’s bitter experiences with faith-based extremism and terrorism, the youth continue to be discounted in policy. There is no effective or functional youth policy to speak of, though leaders do quite often cite the youth bulge as a source of national strength and promise uplift of youth. But rhetoric is barely followed by befitting policy measures. Resultantly, the youth are left largely rudderless and disenchanted which make them vulnerable to exploitation. There is already enough evidence to suggest that the current generation of Pakistani youth harbor anger inside which is often manifested in violent ways including in the forms of vigilantism and lynching.

Abstract:: The recognition of the Taliban government continues to be a major concern of world powers which are also closely monitoring the stance of Afghanistan’s neighbours on the matter of recognition. Since the fall of Kabul, Pakistan has demonstrated the policy of engagement, however as far as the recognition of the Taliban government is concerned, experts are of the opinion that recognition by Pakistan will be of no use until others follow the suit. Many in the U.S. and NATO countries believe that their “defeat” in Afghanistan could have been avoided had Pakistan not played the role it did. Hence, Pakistan needs to consider the great powers’ perspective on Afghanistan meanwhile ensuring that it facilitates humanitarian assistance in the war-torn neighbour. Moreover, experts assert that the Taliban are capable enough to further their agenda on the regional and world stage and Pakistan needs to avoid assuming that role. Cross-border migration remains a pronounced worry of the Pakistani government, but due to border fencing and strict security measures the phenomenon has so far been under control. However, if further humanitarian catastrophe in Afghanistan is not prevented, more refugees will certainly cross the border to enter Pakistan. To escape this situation, Pakistan has time and again urged the world community to provide humanitarian assistance to Afghanistan. The hosting of OIC summit is one such attempt by Pakistan. However, experts believe that OIC is less likely to be fruitful; firstly, because individually important OIC members (Saudi Arabia or U.A.E) have not given any statement regarding Afghanistan’s assistance, and secondly because the issue of recognition is impossible to be tackled as all the Arab states are hesitant to accept the Taliban regime.

It now is all too clear that U.S. strategy must continue to focus on Europe as well as China. What is less clear is the extent to which the Ukraine War is an equal warning that the U.S. must have a truly global strategy – and one that continues to focus on other critical regions like the Middle East. 380. Retain, Restructure, or Divest? Policy Options for Egypt’s Military Economy

Abstract:: The Egyptian military has been on a dramatic expansionary trajectory since seizing power in July 2013. Having previously been an economic backwater, the Egyptian Armed Forces (EAF) and other military agencies have spearheaded the enormous state-led investment strategy that President Abdel Fattah el-Sisi has pursued since he came to office in 2014. The military controls a vast economic portfolio. It manages a significant share of the overall volume of publicly contracted infrastructure and housing. It builds industrial zones and produces capital goods, consumer durables, transport and heavy goods vehicles and parts, and information technology equipment. It undertakes associated retail, owns commercial media companies and hotels, and is rapidly increasing its stake in agriculture, fisheries, and mineral extraction. As of September 2021, the military even has a monopoly on the production of school meals. The Ministry of Defense (MOD) has formally controlled the use of state land by any civilian individual or entity, whether private or public, since 2001. The Ministry of Military Production (MOMP) is now one of two bodies that approves the import of foreign goods or services by government agencies. Military representatives sit on national boards, including for planning and sustainable development; feed into policy direction in several sectors, including the manufacturing industry, telecommunications, digital transformation, market development for electric vehicles, and rural development; and head major presidential initiatives, including the Long Live Egypt (Tahya Misr) development fund and the company responsible for constructing Egypt’s new administrative capital. Plans are underway to increase the capitalization of military companies by inviting private investment through the Egyptian sovereign wealth fund. What I have called an “officers’ republic”—comprising thousands of senior EAF retirees embedded in government ministries and agencies, regulatory and operational economic authorities, local government, and state-owned enterprises—complements the formal military economy. Military agencies and companies provide significant economic benefits. Military-managed public investment in transport infrastructure, for example, facilitates the movement of people and goods and expands access to external markets and investment opportunities. The construction of social housing for low-income groups addresses a serious shortage and assists government efforts to regenerate the informal settlements and slums where approximately one in seven Egyptians live. New industrial zones and extensive agricultural greenhouse projects attract investors, both domestic and foreign, contributing to economic growth and employment. And lower middle–class customers benefit from the expanding range of locally made consumer goods at affordable prices, alongside cheap meat and poultry imports, subsidized health services, and free food baskets for the poor. Why, then, should Egypt reconsider the military’s role in the economy?

383. Throwing Down the Gauntlet: What the IMF Can Do About Egypt’s Military Companies

Abstract:: Until recently, both the International Monetary Fund (IMF) and the World Bank were wholly reticent to say anything about the involvement of the Egyptian Armed Forces (EAF) and other military agencies in Egypt’s civilian economy. This is a longstanding problem. By turning a blind eye to the diversion of resources to the military sector and to the increasingly significant impacts on the economy and public finances, these international financial institutions (IFIs) have undermined the effectiveness of their own programs and allowed their resources to be invested in support of suboptimal policies by the Egyptian government. There is a question of propriety when international assistance allows distorted policy incentives to continue or even intensify and disregards the fact that much of the hype about global growth in the Egyptian economy obscures the very real constraints imposed on private sector development. It is high time to throw down the gauntlet: IFIs and their governmental sponsors should tackle the reality of military involvement systematically in their programs and policy recommendations, and they should confront the issue head on in their dealings with Egypt’s authorities. Reticence persists but is starting to dissipate. A report released by the World Bank in December 2020 noted that military agencies account for an appreciable proportion of all state-owned enterprises producing capital goods; consumer durables and apparel; materials; food, beverages, and tobacco; automobiles and components; retailing; media and entertainment; semiconductors and intelligent transportation system equipment; and technology hardware and equipment.1 The IMF went further in a July 2021 review of its loan agreement with Egypt, in which it referred to the presence and role of Egyptian military companies for the first time ever.2 Significantly, it included them explicitly in its assessment of state-owned enterprises in general—many of which, the report noted, are “registering weak financial performance while some are benefiting from an uneven playing field”—and implied that military companies should come under the same broad reform policies that the IMF proposes for the public sector as a whole. Now that the IMF, in particular, has broken its former silence, it should refine its approach so as to tackle the Egyptian military’s economic role in a more targeted and consistent manner—hence making its approach more effective and sustainable. This requires a mix of measures. The first set involves bringing military agencies and companies within the scope of recommendations proposed by the IMF for Egypt’s civilian public sector and state-owned enterprises as a whole. These first measures therefore engage with IMF recommendations and Egyptian government policy initiatives relating to broad questions of ownership, regulation, and financing strategy. The second set of measures tackles the specific aspects of the legal, regulatory, and judicial frameworks that enable the military’s activities in the civilian domain. Unless they are revised, these enabling frameworks will impede wider reforms, but the Egyptian government and IMF have, for the most part, neither reviewed nor addressed them to date.

384. Violence in Yemen During the UN-Mediated Truce: April-October 2022

Abstract:: On 2 October 2022, the UN-mediated truce in Yemen came to an end as the warring sides rejected a proposal presented by UN Special Envoy for Yemen Hans Grundberg to extend and expand the agreement (Office of the Special Envoy of the Secretary-General for Yemen, 2 October 2022). The truce had first come into effect on 2 April 2022 and was renewed twice for two-month periods, in June and August. Among other things, it provided for a halt to offensive military operations by both the Houthi and Internationally Recognized Government (IRG)1 sides. Overall, the six months of truce brought several tangible benefits to the Yemeni population, including improved access to humanitarian aid (ReliefWeb, 31 May 2022), greater economic opportunities (ACAPS, 17 May 2022), and a significant reduction in violence and casualties countrywide. ACLED’s report on the first two months of truce found that April and May 2022 saw the lowest levels of reported fatalities from political violence in Yemen since January 2015. This trend continued for the whole truce period: reported fatalities from political violence between April and September 2022 were consistently lower than any other month since January 2015.

385. The 2022 Israeli Legislative Election and Political Violence in the West Bank

Abstract:: On 1 November, Israelis will go to the polls for the fifth time in three-and-a-half years. This latest round of elections follows the dissolution of a historically broad coalition — headed by Naftali Bennett and Yair Lapid — that consisted of right-wing, centrist, left-leaning parties, in addition to the first Arab party to serve in a ruling coalition in Israel’s history. The so-called change coalition was Israel’s first government without Benjamin Netanyahu as prime minister since 2009. The formation of an ideologically diverse coalition was borne out of the feeling of necessity to prevent Netanyahu from continuing his tenure. Netanyahu, who is currently on trial for alleged bribery, fraud, and breach of trust, has become the primary fault line in an Israeli political environment that has been deadlocked since 2019. While the majority of seats in the Knesset are held by right-wing parties, reflecting an increasing number of Jewish Israelis who self-identify as right-wing (IDI, 30 August 2022), the rift among the political right over Netanyahu has prevented the formation of a right-wing government, creating two competing blocs that have shaped Israeli politics since 2019.

For example, Tunisians and Iraqis are now nearly 50 points more likely to say that democracy has some of these limitations than they were just a decade ago. Ultimately, citizens across MENA seek solutions to major problems in their lives. These include but are not limited to stagnant economies, high unemployment rates, rising cost of living, and, in some countries, internal instability. Until recently, many appeared to believe that democracy was a system that could solve such challenges. Over the last 75 years, democracies have tended to be wealthier, more politically stable, less corrupt, and more efficient at meeting the basic needs of citizens than authoritarian alternatives.1 In recent years, however, many non-democratic systems may appear more attractive, including the Chinese system that has led to rapid economic growth over the last 40 years. In this new global environment, many in MENA appear uncertain if democracy can effectively deliver solutions to their country’s problems.2 Moreover, looking at the experience of MENA countries over the last decade, it is perhaps not surprising that the region’s citizens have increasing doubts about the benefits of democracy. Tunisia, Lebanon, and Iraq are the countries across the region where elections have been the most meaningful over the past decade, with each having experienced a change in government based on results at the ballot box. Yet, their collective experience clearly demonstrates that democracy has not been a panacea for their respective challenges. 388. Food Insecurity and its Discontents in the Middle East and North Africa

Abstract:: Food insecurity plagues majorities of citizens in six out of 10 countries surveyed as part of Arab Barometer’s seventh wave (2021-2022). Majorities from 53 percent in Libya to 68 percent in Egypt report that they ran out of food before they had money to buy more. And in nine out of 10 countries, more than half of all citizens express concern about running out of food before being able to get more. These findings reiterate a long-standing and often observed quagmire in the Middle East and North Africa (MENA): the high proportion of food insecure citizens in middle income countries with otherwise medium or high levels of human development is staggering. Beyond affirming this quagmire, Arab Barometer’s newest data show that looking at region through the lens of food insecurity and its web of discontents emphasizes seven key challenges facing MENA: “Democracy fatigue” is highest among the food insecure, though they still prefer democracy to its alternatives. Gender gaps in reports of food insecurity reiterate the consequences of extreme gender imbalances in labor force participation. Urban-rural cleavages in food insecurity are a reminder that food scarcity can be higher in rural areas on account of decreased access to credit, reliance on import substitution strategies, shrinking agricultural lands, and climate change. Despite the documented effects of the latter on food availability, food insecure citizens are less likely to want government intervention to address climate challenges. Differences between food secure and insecure citizens on evaluations of the economy are more muted than expected, perhaps because broadly defined economic challenges loom heavily on all. Still, those suffering from food insecurity express a higher desire to emigrate. And finally, food insecurity has devastating effects on present and future outlooks, with food insecure citizens—particularly youth—less likely to say both that their lives are better than their parents’ and their children’s lives will be better than their own.

Abstract:: Gender equality is far from achieved in MENA. Clear majorities in most countries surveyed hold that women should not play equal roles to men in both public and private spheres. Yet, there are also signs of change. In the past decade and a half of Arab Barometer surveys, public opinion across the Middle East and North Africa has trended towards gender equality. This is not only a result of younger generations with more liberal ideas of social norms becoming older, but an actual shift in perceptions across generations. In particular, agreement with the statements that “men are better at political leadership than women” and “university education is more important for men than women” has dropped sharply across many countries Arab Barometer has surveyed. The survey always examines perceptions of violence against women. There is a widespread perception that violence against women has been increasing in the region. This is in line with the World Bank’s assessment that gender-based violence has increased during the COVID-19 pandemic in MENA.1 However, the gap between men and women’s perceptions of violence is significant, with women being far more likely to say the level of violence has increased. In order to appropriately address the issue of gender-based violence, conversations need to be facilitated across genders. Another challenge for women in MENA relates to employment opportunities. Labor force participation rates for women are the lowest of any region in the world.2 However, results from Arab Barometer make it clear that most citizens perceive structural barriers to have a greater impact than cultural barriers, meaning governments could more readily develop policies to address these challenges.

Abstract:: Following the discovery of vast oil reserves in the Persian Gulf region, the Middle East became the main hub for the expansion and development of western pipeline technology. Contrary to the borderless world described in some accounts of globalization, what is observed after 1956 is the establishment of hard political borders, directly under the oversight of national governments, for pipeline deployment with minimal boundary crossings. In the Middle East, this minimal permeability of frontiers entailed fewer risks compared with the uncertainties arising from having to cross several countries: the sovereign state thus seemed the best container for oil transportation. The conclusion puts forward the concept of re-territorialization to explain the multi-level changes that took place, entailing shifts in geography, in business structures and in international relations.

Abstract:: The first time Russia invaded Ukraine in the twenty-first century, the Wagner Group was born. The now widely profiled private military company (PMC) played an important role in exercising Russian national power over the Crimea and portions of the Donbas—while giving Moscow a semblance of plausible deniability. In the near decade since, the Russian PMC sector has grown considerably, and is active in more than a dozen countries around the world. PMCs are paramilitary organizations established and run as private companies—though they often operate in contract with one or more states. They are profit-motivated, expeditionary groups that make a business of the conduct of war.1 PMCs are in no way a uniquely Russian phenomenon, yet the expanding footprint of Russian PMCs and their links to state interests call for a particularly Russian-focused analysis of the industry. The growth of these firms and their direct links to the Kremlin’s oligarch network as well as Moscow’s foreign media, industrial, and cyber activities present a challenge to the United States and its allies as they seek to counter Russian malicious activities abroad. As signals intelligence and offensive cyber capabilities, drones and counter-drone systems, and encrypted communications become more accessible, these technologies will prove ever more decisive to both battlefield outcomes and statecraft. More exhaustive research on these issues is necessary. The ongoing conflict resulting from Russia’s second invasion of Ukraine in this young century seems likely to shape the conduct of Russian foreign policy and security behavior for years to come—and these firms will play a part. The activities of these PMCs include high-intensity combat operations, as evidenced in Syria in 2018 and Ukraine in 2022, and a mix of population control, escort and close protection, and local direct-action activities, as seen in Libya, Mali, and elsewhere.2 Given the sourcing and dependence of Russian PMCs on Russian military service personnel and no small influence of Russian doctrine, the questions to reasonably ask include: How do changes in the Russian conduct of war and adoption of new technologies influence these PMCs? Moreover, how might these technological changes influence the role these PMCs play in Russian strategic goals and activity abroad?

399. Women’s Peace Groups in Formal Peace Processes: Benefits of Participation, Price of Exclusion

Abstract:: Women’s peace organizations work to end violence and promote peace agreements almost everywhere where conflicts occur. Studies and observations from the past 20 years show that these organizations contribute significantly to peace processes, despite their variation in forms, methods, and the extent of their involvement. In the context of formal negotiations and the formulation of peace agreements, the integration of women’s peace organizations was found to increase the prospects of reaching an agreement, as well as to change and enhance the nature and content of the agreement itself (including governance, social justice, rehabilitation, gender equality, etc.). Their integration was also found to significantly increase the feasibility of implementing the agreement and promote women’s representation in the political system. However, in Israel, as in most countries, decision makers marginalize women’s peace organizations despite their extensive work and significant contributions. This article examines the main barriers preventing the participation of women’s peace organizations in Israeli-Palestinian peacemaking, the price of their exclusion, and the actions needed to integrate them and express their potential. The article is based on interviews conducted in 2019 and 2020 with women-peace activists from Israel and beyond, as well as a review of research literature and case studies of women’s peace organizations in Israel and abroad. It outlines some of the prices Israeli society pays for women’s exclusion and recommends actions that may promote their integration into formal peacemaking efforts. This is the third in a series of papers of a joint project by the Mitvim Institute for Regional Foreign Policies and the Davis Institute for International Relations at Hebrew University examining selected actors’ contribution to the advancement of Israeli-Palestinian peace.

400. Does the Road to Peace Pass Through Prisons? The role of former and current inmates in advancing Israeli-Palestinian peace

Abstract:: Prisoners and former prisoners constitute a significant and distinct group among the Palestinian public, both due to their numbers (hundreds of thousands of Palestinians have served time in Israeli jails since 1967) and their position in society. This position paper examines whether former and current Palestinian inmates can contribute to advancing Israeli-Palestinian peace, and how. The article discusses theoretical aspects that place them in a position to contribute to advancing peace, and provides examples from other countries where prisoners played an important role in advancing or attempting to advance peace. Based on the theoretical knowledge and examples, the article discusses the possible role of Palestinian prisoners in advancing peace. It describes the complexity and legal, moral and security-related issues involved, and points to positive developments, such as a process of moderation and adoption of support for peace undergone by some Palestinian inmates, who over time turned into prominent peace supporters. The article also points to measures that can be promoted in order to realize the potentially positive role of inmates in advancing peace, including dialogue with serving inmates, using the incentive of prisoner release to support moderate positions and to promote peace, and adopting policies of de-radicalization, dialogue and prevention, alongside punishment and deterrence measures, in order to turn some prisoners into actors contributing to peace. This is the fourth in a series of papers of a joint project by the Mitvim Institute for Regional Foreign Policies and the Davis Institute for International Relations at Hebrew University examining selected actors’ contribution to the advancement of Israeli-Palestinian peace.
