1. Filling the Geopolitical Void in Central Asia

Abstract:
A new era in foreign policy is starting for the five Central Asian states—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—in which the role of former colonial master Russia is significantly diminished as Moscow concentrates its attention and resources on the debacle it created when it started a war on Ukraine. China also has considerable influence in Central Asia, but China has not indicated it is willing to fill the vacuums Russia is leaving in Central Asia’s security, finances, or trade. The Central Asian states of necessity are seeking new partners, but it is possible that as the Central Asian states develop new foreign partnerships, they will create new divisions regionally, and the case of Kyrgyzstan and Tajikistan is possibly an example of what is come for Central Asia.

Abstract:
The contest for control of northern Afghanistan between the Taliban, the Islamic State, and other terrorist groups is a major security concern for the states of Central Asia. Since the U.S. withdrawal from Afghanistan in August 2021, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan have relied on the Taliban to prevent non-state actors from operating in northern Afghanistan and launching cross-border attacks. In recent months, however, the Islamic State has bombed mosques near the border with Central Asia, and claimed to have launched a rocket attack into Uzbekistan. The deteriorating situation in the region demonstrates the limits of Central Asian states’ security strategies, and highlights that they have few options in dealing with a new threat on their border.

4. Preventing Violent Extremism While Promoting Human Rights: Toward a Clarified UN Approach

In response to the threat of violent extremism, the UN has adopted a comprehensive approach that involves both aligning ongoing interventions with the goals of preventing violent extremism (PVE) and implementing PVE-specific programming. These initiatives aspire to use human rights-based approaches as opposed to hard-security counterterrorism responses. To date, however, there has been inadequate research on how the UN and other international organizations can promote human rights as part of their PVE programming. This issue brief introduces findings on the strategic shift of UN peacebuilding interventions toward PVE and the barriers these interventions face to protecting human rights, drawing on research conducted in Kyrgyzstan. It concludes that PVE approaches to peacebuilding are fundamentally ambiguous, which may be hindering promotion of human rights. These ambiguities lie both in the terminology and strategies of intervention and in the drivers of radicalization and violent extremism. By clarifying its approach to PVE, the UN can dilute the inherent contradiction in its dual role as a critic and supporter of host states and reduce the odds that its interventions legitimize human rights violations.
