Abstract:
The first weekend of 2024 saw one of the fiercest exchanges of fire between Hezbollah and Israel since the 2006 war. On January 6, the group launched antitank guided missiles, attack drones, and no less than sixty-two rockets against Israel’s northern air control unit in Mount Meron, causing some damage. Hezbollah described the salvo as an “initial response” to the targeted killing of senior Hamas official Saleh al-Arouri in Beirut days earlier. In response, the Israel Defense Forces struck Hezbollah military compounds, a surface-to-air missile unit, and other targets at seven sites in south Lebanon. On January 8, an IDF strike killed Wissam al-Tawil, a senior commander in the group’s Radwan special forces. The next day, Hezbollah drones attacked the IDF’s northern command headquarters, while Israel killed the head of the group’s southern aerial unit and three of his team. In all, Hezbollah has claimed ten new “martyrs” since Saturday. Amid the fighting, Prime Minister Binyamin Netanyahu has restated Israel’s “resolve to return the northern communities home, diplomatically if possible; otherwise, by other means.” Similarly, Defense Minister Yoav Gallant told U.S. envoy Amos Hochstein, “We prefer the path of an agreed-upon diplomatic settlement, but we are getting close to the point where the hourglass will turn over.” Senior U.S. and European officials are now shuttling between Beirut and Jerusalem in a bid to stop the escalation. What exactly will it take to prevent a war in Lebanon and possibly beyond?

For the first time in four decades, a core US interest — freedom of navigation and the free flow of commerce — is increasingly at risk in the Middle East region. By enabling the Yemeni Houthis to attack international vessels in the Red Sea and the Gulf of Aden with armed drones and sophisticated anti-ship missiles, Iran, as it did in the Gulf in the late 1980s, is causing tremendous harm to commercial activity in one of the world’s most crucial waterways. In a memorandum entitled “A Strategy for Countering the Houthi Threat at Sea” and addressed to US President Joe Biden, the Middle East Institute’s Defense and Security Program members Bilal Y. Saab, Kevin Donegan, Mick Mulroy, Sam Mundy, and Joseph L. Votel offer recommendations for the United States on how to effectively degrade the capabilities of the Houthis and protect international shipping in regional waters. To discuss in greater detail the Defense and Security Program’s proposed strategy and the likely future trajectory and implications of the US campaign against the Houthis, MEI is pleased to host Bilal Y. The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

The positive and businesslike approach that marked the meeting of the Negev Forum Steering Committee and Working Groups in Abu Dhabi (January 9-10, 2023) proves that the drive to entrench and deepen the Abraham Accords is still ongoing despite the change of government in Israel. Hopes for a breakthrough in Saudi-Israeli relations are also still being nurtured, reflected in practical steps already taken. Moreover, the issue was raised with Jake Sullivan during his visit to Israel. Still, as the Arab saying goes, al-’ajalah min al-shaytan – haste is from the devil – and premature pronouncements have done more harm than good. The change will not come overnight: the Palestinian issue is still a stumbling block, and political dynamics in the Kingdom are complex, at least as long as King Salman still reins in some of his son’s ambitions.

Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. In this timely Policy Note, Michael Knights assesses the rising Houthi threat and explains how the United States and its allies can respond more assertively and effectively. Iranian drone strikes, as exemplified by the September 2019 attack against Saudi Aramco facilities, have jolted Middle East leaders and revealed Tehran’s long-range precision strike capabilities. The regime’s large and growing drone force, which can be used for reconnaissance or strike missions, now poses an existential threat to the Gulf states and a direct threat to Israel, as does its formidable missile force. Moreover, Iranian drones transferred to Russia have had a significant impact on Moscow’s war against Ukraine. In the bigger picture, advances in drone technology have produced an inflection point in aerial warfare—comparable to the introduction of manned flight more than a century ago—that has ended the guarantee of U.S. air superiority over its forces and bases. Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

The signing of the Abraham Accords in September 2020 was a turning point in Israel’s standing in the Middle East. The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. This positive change does not, however, provide an answer to some of the fundamental challenges that Israel is facing, which cast their shadows on the entire region, such as the Iranian threat - Tehran’s regional ambitions and its efforts to gain nuclear capabilities; but first and foremost, the Israeli-Palestinian conflict, which is getting further and further away from a solution, and may flare up and damage regional stability and hinder the progress in Israeli-Arab relations, which was achieved following the signing of the Abraham accords.

Israelis and Gulf Arabs became closer amid shared fears of an aggressive and powerful administration in Tehran, which boasted of its influence over four Arab capitals (Baghdad, Damascus, Beirut, and Sana’a). With the signing of the Abraham Accords, states on the periphery of the Israeli-Palestinian conflict decided that the benefits of establishing relations with Israel outweighed the risks. They reasoned that if they advocated for increased coordination between Israel and the Arab world, it would increase pressure on the Palestinians to negotiate with Israel. In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

Later two other Arab monarchies, Morocco, and Jordan jointed them in improving their relations with the Jewish State while the remaining Gulf Cooperation Council members opted not to join the Accords. This article focuses on Gulf Kingdoms and argues that the improvement in Israeli-Arab relations is explained by a growing realization that in Iran, both sides have a common enemy; the failings of America’s Middle East policy; the anticipated economic and security benefits to be gained from improved relations; and the diminished importance of the Palestinian issue for Arab societies and governments.

On May 27, Iran seized two Greek tankers, named “Prudent Warrior” and “Delta Poseidon”, in the Arabian Gulf. Forces from the Islamic Revolutionary Guard Corps (IRGC) descended on the tankers and ordered them to sail to Bandar Abbas port. Onboard the tankers were 49 crew members. Greece described the operation as ‘piracy’. The seizure seems to be a reprisal for Greece’s role earlier in the month assisting the US impounding a Russian-flagged tanker transporting Iranian oil and carrying 19 crew.

Abstract:
Prisoners and former prisoners constitute a significant and distinct group among the Palestinian public, both due to their numbers (hundreds of thousands of Palestinians have served time in Israeli jails since 1967) and their position in society. This position paper examines whether former and current Palestinian inmates can contribute to advancing Israeli-Palestinian peace, and how. The article discusses theoretical aspects that place them in a position to contribute to advancing peace, and provides examples from other countries where prisoners played an important role in advancing or attempting to advance peace. Based on the theoretical knowledge and examples, the article discusses the possible role of Palestinian prisoners in advancing peace. It describes the complexity and legal, moral and security-related issues involved, and points to positive developments, such as a process of moderation and adoption of support for peace undergone by some Palestinian inmates, who over time turned into prominent peace supporters. The article also points to measures that can be promoted in order to realize the potentially positive role of inmates in advancing peace, including dialogue with serving inmates, using the incentive of prisoner release to support moderate positions and to promote peace, and adopting policies of de-radicalization, dialogue and prevention, alongside punishment and deterrence measures, in order to turn some prisoners into actors contributing to peace. This is the fourth in a series of papers of a joint project by the Mitvim Institute for Regional Foreign Policies and the Davis Institute for International Relations at Hebrew University examining selected actors’ contribution to the advancement of Israeli-Palestinian peace.

Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

Abstract:
Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

For Israel, warming relations with China has, in large part, been driven by pragmatic and enticing economic prospects, with policies focused on seizing the economic opportunity. For Xi and the Chinese Communist Party, the rationale for strengthening relations with Israel has been equally pragmatic, if of a different nature. China has long sought access to Israel’s vaunted innovation and technology sector – one of the most advanced in the world. For these reasons, China-Israel relations have accelerated dramatically, in areas ranging from trade in goods, to investment deals, to diplomatic relations, and beyond. However, over the last few years, and partly in response to mounting US pressure on Israel to reconsider its relations with China, there has been a noticeable cooling of economic activity between the two countries. That being said, if Israel wants to solidify its relationship with the US while limiting the gateways China could conceivably use to access or acquire the country’s technology and innovation in certain dual-use domains, it must also ensure the country’s research, intellectual property, and expert knowledge in these areas is sufficiently protected.

The negotiations between the United States and Iran on renewing the nuclear agreement have run into serious difficulties following the opposition by the United States and the European partners to Iran's demand that the IAEA close the open files on the Iranian nuclear program before the implementation of the agreement (120 days after signing). At the same time, Iran continues to accelerate the program, including the enrichment of uranium using cascades of advanced centrifuges. Three scenarios are possible: a resolution of the crisis and achievement of an agreement; continued stagnation, i.e., lowintensity talks; or the collapse of the negotiations. The worst scenario for Israel is a continuation of the current situation, in which Iran could in a short time accumulate enough fissile material for weapons-grade enrichment for several nuclear facilities, while the temptation of a nuclear breakout increases. Thus, Israel should immediately formulate a new strategy regarding Iran. The government should conduct a discreet dialogue with the US administration and focus on proposals that seek to advance Israel’s military and strategic needs, including consolidating covert and effective cooperation with the countries of the region under the auspices of the United States.

The threat of unmanned aerial vehicles (UAVs) has recently figured in the headlines, following UAVs launched by Hezbollah in July 2022 aimed at the Israel natural gas platform in the Karish field, reports of a Hamas project to develop UAVs, a UAV attack against the American al-Tanf base in Syria, and reports that Russia has purchased Iranian UAVs. Such an arsenal in hostile hands constitutes a mounting threat to Israel. Assuming that UAVs, especially offensive ones, will join any high-trajectory fire against Israel, new thinking about the ways of dealing with the threat in the spheres of doctrine, development, and operations is needed. Technological and operational solutions for both the more conventional threat and a scenario of massive UAV attacks in combination with high-trajectory barrages are required. Inter alia, there should be greater reliance on lasers as a cheap solution with much higher output than the current solutions. In addition, preparations should be made for handling extreme scenarios, however unlikely.

For decades, the Islamic Republic of Iran has sought to extend its influence throughout the Middle East, and the threat has only grown more serious amid the regime’s enhanced conventional military capabilities and proximity to a nuclear breakout. The Islamic Revolutionary Guard Corps has spearheaded Tehran’s expansionist “four capitals” strategy, focused on Baghdad, Damascus, Beirut, and Sanaa. The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.
