44. Striking the Right Balance: Economic Concentration and Local Government Performance in Indonesia and the Philippines

- The relationship between economic concentration and governance remains controversial. While some studies find that high economic concentration strengthens collective action and reform cooperation, others stress dangers of rent-seeking and state capture. In this paper I argue that effects are neither strictly positive nor negative: they are best described as an inverted-u-shaped relationship, where better governance performance emerges with moderate economic concentration. Decentralization reforms in Indonesia and the Philippines Q unprecedented in scope and scale Q provide a unique opportunity to test this hypothesis. Subnational case studies and cross-sections, from both countries, indicate that moderately concentrated polities are accompanied by better service and lower corruption. The presence of Scontested oligarchiesT Q small circles of multi-sectoral interest groupsQ creates a situation where economic elites are strong enough to influence policymakers and, at the same time, diverse enough to keep each other in check. The results of this paper suggest that contested oligarchies compensate for weakly-developed societal and juridical forces and can become a stepping stone to good governance.

- The recent elections for the lower house of Japan's Diet herald the end of the Liberal Democratic Party's (LDP) domination of Japanese politics. The winner, the Democratic Party of Japan (DPJ), aims to thoroughly reform the way the country is governed. The strategic goals of the DPJ's reform agenda are to shift the locus of policy-drafting away from civil servants to the legislature, and to bring the latter firmly under the control of the Prime Minister's Cabinet. In order to be able to work towards its strategic goal, the DPJ needs tactical victories to maintain its popularity with the electorate. The climate negotiations' high profile makes domestic climate policy a natural area for the DPJ to differentiate its political brand from that of the LDP. Just as with governance reform, the DPJ has time and again asserted its commitment to pro-active climate goals both in pre-and post-electoral speeches, at home and abroad. Therefore it is very likely to continue pouring political capital into this policy area. The division between major ministries about how to formulate Japanese climate policy presents a willing Cabinet with structural advantages to assert its leadership successfully. The wider reforms currently being implemented further strengthen the new government's position. There are some factors that might limit the ability of Japan's new leadership to fight climate change. These include how their relationship with domestic media outlets shapes their approval ratings, how the positions of other stakeholders develop, how other electoral promises conflict with the new climate platform, and how the climate negotiations progress on the international level.

- In contrast to the hectic third quarter of the Beijing Olympics and South Ossetia, the last quarter of 2008 was calmer for Russia and China. Their bilateral relations, nonetheless, seemed to become more substantive. The 13th annual Prime Ministerial Meeting in Moscow in late October and the 13th session of the Russian-Chinese Intergovernmental Commission on Military-Technical Cooperation in Moscow in early December provided some fresh impetus for the impasse in two important areas of bilateral relations: the long-awaited oil pipeline to China and military relations. Separately, the quarter also witnessed the final, albeit low-key, ceremony for settling the last territorial issue when Russia officially transferred to China control of one and a half islands of the disputed territory near Khabarovsk. However, the world around Russia and China was in turmoil not only because of the financial tsunami that was leaving no nation behind, but also because of regional crises between India and Pakistan as well as Israel and Palestine, and the stagnation in the Korea denuclearization process.

- Government and private roles in this segment of health service delivery remain controversial in China, as in many countries. Using 2004 data from over 360 government-owned and private hospitals in Guangdong Province, we find that non-government hospitals serve an overlapping but distinct market. They are smaller, newer market entrants, more likely to specialize, and less likely to be included in urban social insurance networks. We also document differences in staffing and financial performance, but no systematic ownership differences in simple measures of quality, controlling for size, location, case-mix and other confounding factors.

- Over the past two decades, no two economies have averaged more rapid economic growth than China and Vietnam. But while China's income inequality has risen rapidly over that same time frame, Vietnam's has only grown moderately. Structural and socio-cultural determinants fail to account for these divergent pathways. Existing political variables are also unhelpful. China and Vietnam are coded in exactly the same way, even in the path-breaking work on authoritarian regimes. In this paper, we take a deeper look at political institutions in the two countries, demonstrating that profound differences between the polities directly impact distributional choices. In particular, we find that Vietnamese elite institutions require construction of broader coalitions of policymakers, place more constraints on executive decision making, and have more competitive selection processes. As a result, there are stronger political motivations for Vietnamese leaders to provide equalizing transfers that limit inequality growth.

- The economic approach of comparative and historical institutional analysis (Aoki 2001, Greif 2006) has virtually never been used in theoretical studies of healthcare incentives. This paper seeks to help fill this gap by exploring the explanatory power of such an approach for understanding incentives in China's healthcare delivery system. It focuses on positive analysis of why China's health system incentives evolved the way they did. The first section analyzes the institution of physician dispensing (MDD) and reforms toward separation of prescribing from dispensing (SPD), in historical and comparative perspective. It shows, for example, how MDD was a self-reinforcing institution; the longer a society remains under MDD, the higher the associated costs of supplier-induced demand can be before implementing SPD becomes the efficient self-enforcing social institution. Rapid technological change and adoption of universal coverage are likely to trigger SPD reforms. The second section seeks to explain the pattern and impact of price regulation and hospital payment reforms in contemporary China, which also reflect the legacy of MDD.

- In this second installment of his interview for JPS, Khalid Mishal, Hamas politburo chief since 1996 and head of the movement since the assassination of Shaykh Ahmad Yasin in 2004, continues his discussion of Hamas's evolution and strategy. Whereas the focus of part I was Mishal's personal background, political formation, and the founding of the movement, here Hamas's more recent history is foregrounded. From the unfolding conflict and troubled relations with Fatah since the mid-1990s, Mishal recounts the thinking behind the decision formally to integrate into the Palestinian political system born of Oslo by participating the 2006 legislative elections and joining the Palestinian Authority government. He also delves into the ongoing repercussions of these decisions, including the splits within the Palestinian movement culminating in Hamas's seizure of power in the Gaza Strip in June 2007. In the course of the more than three-hour interview, Mishal's straightforward manner is on display, as well as his willingness to be challenged on matters as sensitive as Hamas's suicide bombings and the targeting of Israeli civilians, the utility of armed resistance, and the morality of the struggle. Two themes underlying the interview were Mishal's preoccupation with the need to repair the intra-Palestinian split ("our greatest priority") and the devastating impact of the ongoing siege of the Gaza. Since our interview in early March 2008, two potentially significant developments with relevance to these concerns have taken place. On the internal Palestinian front, Mishal repeatedly emphasized the need for intra-Palestinian dialogue without preconditions, with all subjects on the table including controversial topics like early elections. A first step toward reconciliation was made on 24 March 2008, when Hamas and Fatah representatives signed the "Sana'a Declaration," negotiated in the Yemeni capital, which outlined points of consensus on various domestic issues including security and political institutions. Though the declaration quickly ran aground, with Fatah demanding that Hamas immediately cede control of Gaza before implementation of other aspects would be discussed, by June 2008, Hamas and Fatah were once again considering national unity talks on the basis of the Yemeni initiative. As for alleviating the extreme external pressures on the Hamas-led Gaza Strip, indirect negotiations between Hamas and Israel mediated by Egypt produced a bilateral cease-fire that went into effect on 18 June. Though initially confined to Gaza, the understandings also call for a gradual reversal of the siege as well as renewed negotiations on a prisoner exchange, including the release of captured IDF soldier Gilad Shalit. Hovering over both Hamas-Israel and Hamas-Fatah relations is Washington, which remains opposed to any deals through which the Palestinian Islamists can emerge from their enforced isolation. Yet whatever the ultimate success of either development, the reality is that Mishal and Hamas are increasingly central players in the intra-Palestinian, Israeli-Palestinian, and broader regional equations. Indeed, itwas Mishal, not Abbas, whose movement reached an agreement with Israel before the expiration of the Bush administration.

- On June 4, Palestinian president Mahmoud Abbas marked the anniversary of the 1967 War by making a surprise call for dialogue with Hamas. In response to multiple challenges to his authority -- impasse on the peace process, ongoing dissent within Fatah, and regional pressure to resolve the internal Palestinian conflict -- Abbas has abandoned his demands for Hamas to return Gaza to its pre-June 2007 condition and apologize for its violent coup. However, a gulf remains between Hamas and Fatah, and it is unlikely that renewed dialogue can bridge the gap. Abbas's move may be an effort to pressure the United States to become more involved, and to maintain a fallback position if peace is not achieved. Accordingly, his call to Hamas should be seen as tactical, rather than a strategic, turning point toward Palestinian reconciliation.

- This week, the democratically elected, pro-Western Lebanese government took the bold and unprecedented decision to confront Hizballah. Since its election in 2005, the government had avoided direct conflict with the well-armed Shiite militant political party, but several of the organization's activities -- including apparent preparations for yet another war with Israel -- led the government to provoke a showdown. In response to a May 8 cabinet statement that focused on Hizballah's "attack on the sovereignty of the state," the Shiite organization took to the streets. In the ensuing violence -- the most intense since Lebanon's civil war -- Hizballah began occupying parts of Beirut, leaving the future of Lebanon in doubt.

- A month after visiting Washington, Palestinian prime minister Salam Fayad continues to face significant political, economic, and security challenges to his reform plan. Fatah, the ruling political party in the West Bank, has resisted many aspects of his agenda and is critical of his cabinet's composition and performance. And although Fayad has spearheaded several important initiatives, his plan is in jeopardy, and the Palestinian Authority (PA) is still far from representing a compelling alternative to Hamas. To make matters worse, the PA has received just $260 million out of the $7.7 billion pledged during the December international donors conference in Paris, leaving the prime minister with month-to-month uncertainty about fulfilling the PA's salary commitments.

- It has been a year since Hamas formed its government – and what a dismal year it has been. The Islamists thought they could govern without paying an ideological price, Fatah that it could swiftly push them aside and regain power. By imposing sanctions and boycotting the government, the Quartet (U.S., European Union (EU), Russia and UN) and Israel hoped to force Hamas to change or persuade the Palestinians to oust it. Washington promised security and economic aid to encourage Fatah to confront Hamas and help defeat it. The illusions have brought only grief. The 8 February 2007 Saudi-brokered Mecca Agreement between the Palestinian rivals offers the chance of a fresh start: for Hamas and Fatah to restore law and order and rein in militias; for Israelis and Palestinians to establish a comprehensive ceasefire and start a credible peace process; and for the Quartet (or at least those of its members inclined to do so) to adopt a more pragmatic attitude that judges a government of national unity by deeds, not rhetoric. The adjustment will not be comfortable for anyone. But the alternative is much worse.

How the authorities in Beijing respond to democratic demands from Hong Kong, and how the government of Hong Kong treads a democratic pathway within the boundaries of the Basic Law, are two of the most important questions in international politics today. China's decisions about Hong Kong will tell us much about the prospects of democratic transformation in China itself, and on that crucible the future of the 21 st century might turn.
